Melinda J. Payne and Ruth C. Wilison were elected as Trustees of the
Roanoke City School Board for terms commencing July 1, 1998, and ending
June 30, 2001.

With regard to City employee pension enhancements, Council unanimously
adopted a motion that any consideration of increasing the multiplier to 2.3
percent with a maximum pension allowance increasing to 69% be deferred
until after the June 30, 1998 actuarial report has been completed, which
report will be received in September, 1998, and that Council give serious
consideration to eliminating its participation in these additional pension
benefits.

appropriations herein, shall be paid in accordance with the provisions thereof;
3. That the Director of Finance be, and he is hereby authorized and directed
to transfer between accounts such appropriations for salaries and wages for the labor
force as may be necessary to cover cost of labor performed by one department for
another;
4. That this Ordinance shall be known and cited as the 1998-99 General Fund
Appropriation Ordinance; and
5. That in order to provide for the usual daily operation of the municipal
government, an emergency is deemed to exist, and this Ordinance shall be in full force
and effect on and after July 1, 1998.

BE IT ORDAINED by the Council of the City of Roanoke as follows:
1. Pursuant to §2-69, Code of the City of Roanoke (1979), as amended, there is
hereby adopted by the Council and made applicable to all classified officers and employees
of the City on July 1, 1998, the Pay Plan hereinaiter set out in its entirety, which shall read

The Pay Plan adopted by this Ordinance shall remain in effect until amended
Pursuant to §2-68, Code of the City of Roanoke (1979), as amended, effective
July 1, 1998, the City Manager shall promulgate and cause to be distributed among the
officers and employees of the City a Classification Plan, consisting of a plan of classification
assigning a pay grade and pay range in accordance with this Ordinance and class code to
each position in the classified service of this City.
4. Merit increases, generally in the amount of four percent (4.0%) of the midpoint
of the pay ranges set out in Paragraph I of this Ordinance, shall be accorded officers and
employees achieving satisfactory merit evaluations. The specific percentage of a merit
increase shall be related to an individual officer's or employee's location in a pay range and
shall be determined pursuant to merit evaluation policies and procedures promulgated by the
City Manager. For officers and employees appointed or hired after July 1, 1997, merit
increases shall be prorated based on number of pay periods served pursuant to policies and
procedures promulgated by the City Manager.
5. If, after any applicable salary increases provided for in this Ordinance, any
officer's or employee's salary is below the applicable minimum for his pay range, such
officer's or employee's annual base salary shall be adjusted to the applicable minimum
effective July 1, 1998.
6. When any salary increase provided in paragraph 4 of this Ordinance would
cause an officer or employee to exceed the maximum annual pay range applicable to such
officer's or employee's position on July 1, 1998, such officer or employee shall receive a

salary increase only in such amount as will not exceed the maximum pay range for such
officer's or employee's position on July l, 1998.
7. Annual salary increments payable on a bi-weekly basis are provided for the
hereinaf[er set out job classifications which require the incumbent to privately own or lease
a motor vehicle routinely used in the course of conducting City business as follows:

If the requirement that any of the foregoing officers or employees own or lease a motor
vehicle for routine use in the conduct of City business should be eliminated, then the salary
increment established by this Ordinance shall be terminated as of the date of elimination of
such requirement.
8. In order to equitably compensate sworn police officers assigned to the Criminal
Investigation Division and in lieu of provision by the Police Department of uniforms and
accessories, each such officer shall be accorded an annual salary increment of $600.00
payable on a bi-weekly basis as a uniform allowance.
9. Each Firefighter, Lieutenant or Captain of the Fire Department hired by the
City as a Firefighter prior to April 18, 1991, who has received Emergency Medical
Technician certification and actively participates in the City's First Responder Program shall
be accorded an annual salary increment of $1,200 payable on a bi-weekly basis.
10. Each Firefighter, Lieutenant or Captain of the Fire Department who has been
certified to either the Specialist or Technician level for the handling of hazardous materials
and who is a member of the Regional Hazardous Materials Response Team shall be accorded
an annual salary increment of $1,200 payable on a bi-weekly basis.

May 12, 1997, is hereby REPEALED.
12. Any increase in compensation due to any officer or employee under this
ordinance shall be first paid with the paycheck of July 8, 1998.
13. In order to provide for the usual daily operation of the municipal government,
an emergency is deemed to exist, and this ordinance shall be in full force and effect on and
after July 1, 1998.

AN ORDINANCE providing for certain supplemental benefits under the City of
Roanoke Pension Plan to certain members of such Plan and certain of their surviving
spouses; and providing for an emergency.
BE IT ORDAINED by the Council of the City of Roanoke as follows:
1. The retirement allowance payable on account of certain members of the City
of Roanoke Pension Plan being defined in Paragraph 2 infra who retired on or before July
1, 1997, shall effective July 1, 1998, be increased by two and one tenths percent (2.1%) of
itself, not including any incentive payments made under the Voluntary Retirement Incentive
Program established by Ordinance No. 30473-41591, adopted April 15, 1991, calculated as
of July 1, 1998.
2. The increase in benefits provided for in Paragraph I of this ordinance shall
apply to the following categories of persons entitled to receive benefits under the City of
Roanoke Pension Plan only:
Any member of the Employees' Supplemental Retirement
System (hereinafter "ESRS") or of the Employees' Retirement
System (hereinafter "ERS") retired under §22.1-44, Normal
Service Retirement, or under §22.1-62, Retirement and Service_
Retirement Allowance Generally, respectively, of the Code of
the City of Roanoke (1979), as amended (hereinafter "City
Code"), provided such member shall have at least one hundred
and twenty (120) months of creditable service; or
Any member of ESRS or ERS retired under §22.1-47, Nonoccupationai
Disabili .ty Retirement Allowanc,,, or under §22.1-65, ~onoccupatiol~al
Disability Retirement Allowance:, respectively, of the City Code,
provided such member shall have at least one hundred twenty (120)

Cost of Living Raise for Retirees - FY99
Eligible members of the City of Roanoke Pension Plan received a 2.9% permanent cost-
of-living adjustment (COLA) on July 1, 1997, which is the same percentage increase
that social security recipients received in January 1997. This is the third consecutive
year a permanent COLA has been provided to eligible retirees. The social security
increase for January 1998 was 2.1%. After discussions with retirees, the Board of
Trustees, and the City Administration, we recommend the following:
Effective July 1, 1998, and payable July 31, 1998, we recommend a 2.1% permanent
increase to a member's or surviving spouse's annual retirement allowance. This
increase does not apply to any incentive payments made under the Voluntary
Retirement Incentive Program established by Ordinance No. 30473-41591, adopted
April 15, 1991. The increase applies to those retirees who retired on or before July 1,
1997, and that meet the following criteria:
Any member retired under normal service with at least ten years of
creditable service; or
Any member retired on non-occupational disability with at least ten
years of creditable service or any member retired on occupational
disability, regardless of service; or
Any member retired under early service retirement, vested service
retirement with at least ten years of creditable service; or
Any surviving spouse of a member who was entitled to a benefit,
provided that the deceased member would have qualified under (1), '(2),
or (3) above; or
Any member retired under Chapter 22.1, Police and Fire Pensions, prior
to January 1, 1946, or the surviving spouse of any such member.

Approximately 90% of 1,222 retirees receiving benefits as of April 30, 1998 will be
eligible for this increase. The average annual increase in retirement allowance is $160,
costing the pension fund an additional $175,200 annually.
The actuarial cost of a 2.1% permanent COLA is estimated at $1.5 million to be funded
over the next 20 years through the annual contribution rate.
All City operating funds along with the Airport, School Board, Roanoke Valley Resource
Authority, and the Commonwealth of lC~rginia will assume their pro rata share of cost
of funding of the COLA for retirees.
We would be pleased to address questions regarding the proposed retirement allowance
increase.

A RESOLUTION relating to payment of a matching contribution of not less than five
dollars nor more than ten dollars to the International City Management Association
Retirement Corporation Deferred Compensation Plan on behalf of any nontemporary
classified employee of the City who makes a contribution of an equal mount on his or her
own behalf to such Plan; and repealing Resolution No. 33401-051297, adopted May 12,
1997.
WHEREAS, employees of the City are encouraged to take responsibility for saving
for their future retirement;
WHEREAS, providing a matching City contribution to the International City
Management Association Retirement Corporation Deferred Compensation Plan ("Plan") on
behalf of employees will provide employees with a financial incentive to save for their future
retirement; and
WHEREAS, providing such matching contributions may enhance the City's ability
to attract and retain a skilled workforce;
THEREFORE, BE IT RESOLVED by the Council of the City of Roanoke as follows:
1. Effective July 1, 1998, the City shall contribute not less than five dollars nor
more than ten dollars per biweekly pay period to the Plan on behalf of any nontemporary
classified employee of the City who contributes an equal or greater amount on his or her own
behalf to the Plan by payroll deduction for each such biweekly pay period for which the
employee has so contributed.
2. The Director of Finance or his designee shall be authorized, for and on behalf
of the City, to execute any documents required by the Plan to implement this Resolution.
3. The benefit provided by this Resolution shall not be considered permanent, and
City Council reserves the right to amend the terms and conditions of this Resolution or repeal
this benefit.
4. Resolution No. 33401-051297, adopted by this Council on May 12, 1997, is
hereby REPEALED effective July 1, 1998.
5. This Resolution shall be in full force and effect on and aider July 1, 1998.

WHEREAS, citizen input has been received and considered on
three occasions: January 8, March 24, and April 30, 1998, on the
Annual Update to the HUD Consolidated Plan ("Plan") for FY 1998-99;
and
WHEREAS, the Plan must be approved by this Council and
submitted to HUD by May 15, 1998, to ensure timely receipt of new
entitlement funds.
THEREFORE, BE IT RESOLVED by the Council of the City of
Roanoke that:

The U.S. Department of Housing and Urban Development (HUD) requires that
entitlement localities such as the City of Roanoke submit a five-year Consolidated
Plan, with Annual Updates, in order to receive Community Development Block
Grant (CDBG) and HOME Investment Partnership (HOME) funding.
The City. receives annual CDBG and HOME erante from HUD based on a formula
which considers age of housing, poverty lexTels and other "distress" factors.

The amount of these HUD formula grants is related to the number of entitlement
communities nationwide and to how much the U.S. Congress appropriates, rather
than to anything that Roanoke does.
Current Situation:

City Council was briefed on the recommended CDBG and HOME programs and
funding included in the proposed 1998-99 Annual Update on April 20, 1998.
The proposed Annual Update was made available for public review and commem
for the 30-day period from April 9 to May 8, 1998.
Opportunities for citizen input were provided at three oublic hearines held January
8, March 24, and April 30, 1998. ' -

The Annual Update must be received by HUD on May 15, 1998, in order for the
City's fiscal year to begin on July 1, 1998.

AN ORDINANCE establishing compensation for the City Manager, City Attorney,
Director of Finance, Director of Real Estate Valuation, Municipal Auditor and City Clerk for
the fiscal year beginning July 1, 1998; and providing for an emergency and an effective date.
BE IT ORDAINED by the Council of the City of Roanoke as follows:
1. For the fiscal year beginning July 1, 1998, and ending June 30, 1999, and for
succeeding fiscal years unless modified by ordinance duly adopted by this Council, the
annual salaries of Council-appointed officers shall be as follows:
City Manager - $123,548.00
City Attorney - $110,118.00
Director of Finance - $ 94,541.00
Director of Real Estate - $ 75,203.00
Valuation
Municipal Auditor - $ 74,128.00
City Clerk - $ 67,360.00
Any increase in compensation due to any officer or employee under this
Ordinance shall be first paid with the paycheck of July 8, 1998.
3. This ordinance shall remain in effect until amended or repealed by ordinance
duly adopted by City Council.
4. In order to provide for the usual daily operation of the municipal government,
an emergency is deemed to exist, and this ordinance shall be in full force and effect on and
after July 1, 1998.
