Council Member James G. Harveyj II~ stated that he read certain
articles in the news media ~ast week concerning an assessment of pro-
petty in the Shaffers Crossing area of the City, and offered a motion
that Counci~ request the Director of Rea~ Estate Valuation to report
to Counci~ in writing as to what transpired during this process and
what he believes can be done in the future to prohibit an occurrence
such as this from arising again. Mr. Harvey stated that th~s
situation not only looked bad as far as public perception is con-
cerned, but he does not understand the who~e series of events and
he wou~d ~ike to be formally briefed on the matter. The motion was
seconded by Mr. Musser and unanimously adopted.
Counci~ Member David A. Bowers advised of a matter that came up at
a meeting of the City of Roanoke Redevelopment and Housing Authority
Board of Co~issioners on March 25 regarding a $~2~000.00 contract
with Hayes, Seay~ Mattern and Mattern for the design or redesign of
the Crestar P~aza Park and the Friendship Fountain~ which is the area
between the new N & W building and the parking garage~ and that he is
not sure whether this contract was to be approved by the City Manager
or by City Council; however, he requested that the City Manager brief
Counci~ on the matter to see if there are any questions prior to the
forma~ signing off on the design. Mr. Bowers moved that Counci~ be
properly briefed and advised on the design of the Crestar P~aza Park
and the Friendship Fountain before construction begins. The motion
was seconded by Mr. Musser and unanimously adopted.

the Commonwealth of Virginia Department of Criminal Justice Services
for a pretrial services program.
BE IT RESOLVED by the Council of the City of Roanoke' as follows:
1. A grant application to the Commonwealth of Virginia Depart-
ment of Criminal Justice Services seeking funding in the amount of
$78,273 with a local cash match of $9.6,090 for continuation of a pro-
gram entitled "Roanoke City Pretrial Services Program" to be performed
between July 1, 1991, and June 30, 1992, is hereby authorized.
2. The City Manager, or the Assistant City Manager, and the
Director of Finance are hereby authorized to execute such grant appli-
cation for and on behalf of the City of Roanoke.

SUBJECT: Roanoke City Sheriff's Office
Pretrial Services Grant
Dear Mayor and Members of City Council:
I. Background:
The Appropriations Act approved by the Virginia General Assembly
during its 1989 regular session authorized the Department of Criminal
Justice Services (DCJS) to expend grant funds for pretrial diversion
and related services. In addition, the Director of DCJS was to assure
that one or more of these programs was to include provisions for drug
testing of accused felons awaiting trial, consistent with state law,
Section 19.2-123 of the Code of Virginia as amended, effective July 1,
1989.

The Sheriff's Office and the Courts for Roanoke City applied for and
received funding for two separate programs. Both programs were
implemented with state funds through a grant at no cost to the City of
Roanoke - no matching fund requirements for the locality.
The "Substance Abuse Testing of Accused Felons Awaiting Trial"
program began July 1, 1989 and was administered under the
sponsorship of the Roanoke City Sheriff's Office at a cost of
$67,670.00.
The "Roanoke City Courts Pretrial Services" program began January
1, 1990 and was administered under the sponsorship of the
Court-Community Corrections Program (CCCP) for the Roanoke City
Courts at a cost of $63,863.

Local cash match of 25% will be required effective Fiscal Year 1991-92
on each of these grants, if they remain separate.
The "Roanoke City Pretrial Services" program evolved from the merging
of these two existing, and approved, DCJS grant-funded programs.
Recent discussions between the directors of the two existing programs
resulted in the identification of opportunities to provide mutually
beneficial support through merging the programs, including a cost
savings, improved supervision of some offenders, etc.
E. The goals of the "Roanoke City Pretrial Services" program are:
To reduce the demands upon the Roanoke City Jail resources
through the use of a volunteer drug screening program to reduce
the number of felony offenders in jail awaiting trial, placing
them under supervision in the community;
Members of City Council
To improve the efficiency and effectiveness of the General
District Court through the pretrial release and diversion of
non-violent offenders to alternatives to prosecution and
conviction;
To reduce the demands placed upon the Co~nonwealth's Attorney and
Public Defender through the release and diversion of select
non-violent offenders, charged with jailable offenses, to
alternatives to prosecution;
To improve the efficiency and effectiveness of the Circuit and
Family Court through the availability of alternatives to the
conviction on non-violent offenders.
II. Current Situation:

The Appropriations Act approved by the Virginia General Assembly
during its 1991 regular session authorized DCJS to continue to provide
funding for the "Roanoke City Pretrial Services" program in the amount
of $104,363 with $78,273 funded by DCJS and matching funds of $26,090
provided by the City of Roanoke.
A grant application totaling $104~363 has been prepared for submission
to the DCJS for the Sheriff's Office to continue to administer the
"Roanoke City Pretrial Services" program.
City Council's approval is necessary in order to submit the prepared
grant application for this program to the DCJS for their review and
approval.
III. Issues:
A. Continuation of the "Roanoke City Pretrial Services" program.
B. Funding of the program requires a 25% local cash match by the City of
Roanoke - $26,090 of the total $104,363 for Fiscal Year 1991-92.
IV. Alternatives:
City Council authorize the City Manager to submit the grant
application to the Department of Criminal Justice Services for their
review and approval of the "Roanoke City Pretrial Services" program.
Continuation of the "Roanoke City Pretrial Services" program
would be provided for, if approved by DCJS.
Funding of the program requires a 25% local cash match by the
City of Roanoke for Fiscal Year 1991-92. DCJS would provide funds
of $78,273 and the City of Roanoke would provide funds of $26,090

WHEREAS, the City has established a voluntary curbside
recycling program intended to promote the recycling of, among
other items, certain glass, aluminum and paper products;
WHEREAS, funds are needed to promote public education with
respect to such program;
WHEREAS, the Virginia Soft Drink Association, Incorporated,
has offered to donate $10,000 to the City, and the Roanoke Valley
Beer and Wine Wholesalers' Association has offered to donate
$5,000 to the City;
WHEREAS, the donated funds will be used for production of
10,000 informational brochures explaining how the recycling pro-
gram works and for public service announcements; and
WHEREAS, Council is desirous of accepting these gifts and
expressing the appreciation of the City to the two donors;
THEREFORE, BE IT RESOLVED by the Council of the City of Roanoke
as follows:
1. The gifts of the Virginia Soft Drink Association,
Incorporated, and the Roanoke Valley Beer and Wine Wholesalers'
Association, in the amounts of $10,000 and $5,000, respectively,
are hereby accepted by the City.

to a contribution of $5000, ail funded locally. In lhat we ali
conduct business in the area, we feel obligated to provide such
funds on a local basis. In addition, our Association does not
have a budget that would allow such funding, in that
sections of the state wouh] make similar requests. Even thoug[{
this amount is somewhat less than requested, we feel it is
substantial and reflects our relative size versus the soft

provisions of federal and law and regulations, amounting to $41,000
in funding to be used for operation and maintenance of facilities for
the Roanoke area homeless population as set out and described in the

I. BACKGROUND
For the~past four years, City Council accepted Emergency
Shelter Grants Program grant awards allocated under the
Stewart B. McKinney Homeless Assistance Act from the U.S.
Department of Housing and Urban Development to provide
services to the homeless:
1. $26,000 on November 16, 1987, by Resolution No. 28872
2. $ 4,000 on May 9, 1988, by Resolution No. 29086 and
3. $24,000 on April 3, 1989, by Resolution No. 29507.
4. $39,000 on March 26, 1990, by Resolution No. 29990-32690.
City appropriated the funds from all four grant awards to an
Emergency Shelter Resource Fund enabling local non-profit
organizations to apply for financial support to improve and/or
maintain the quality of shelter facilities.
Council concurred with the recommendations submitted by the
City Manager's Follow-Up Task Force on Homelessness by
Resolutions: No. 288963 on January 25, 1988 and No. 29047 on
April 4, 1988, No. 29186 on June 27, 1988, No. 29576 on May
22, 1989 and No. 30100-61890 on June 18, 1990 to allocate the
funds as follows:

CURRENT SITUATION
A.
FY 1991 Emergency Shelter Grants Program appropriations were
slightly increased nationally from 1990 levels, resulting
in an increase in the City's share from $39,000 to $41,000.
An Emergency Shelter Grants Program grant allocation of
$41~000 has been awarded to the City of Roanoke by the U.S.
Department of Housing and Urban Development.

These funds, allocated under the Department of Housin9 add
Urban Development - Stewart B. McKinney Homeless Assistance
Act, must be used to provide assistance to the homeless.
The City's Emergency Shelter Resource Fund will provide the
avenue for distributing these funds to local shelter providers
serving the needs of the homeless.
City will invite applications from all local shelter providers
to ensure the most cost beneficial use of these funds.
Follow-Up Task Force on Homelessness will review proposals and
advise the City Manager on which proposals to recommend to
City Council for funding.

A.
Authorize the City Manager to accept the Emergency Shelter
Grants Program grant award of $41,000 from the U.S. Department
of Housing and Urban Development and appropriate funds to an

Finance and increase the revenue estimate in the Grant Fund.
Impact on Services in the City would be positive, through
the provision of additional funds to be used for the
operation and maintenance of facilities and services
available to the area's homeless population.
2. Cost to the City would be nothinq since no additional City
funds are required.
Timin~ is important in order to ensure that the grant
award is not recovered and reallocated by the Department
of Housing and Urban Development. Funds must be obligated
within 180 days of March 15, 1991, (by September 12,
1991).
B. Do not authorize the City Manager to accept the Emergency
Shelter Grants Program grant award.
Impact on Services in the City could be negative if
assistance for the operation and maintenance of shelter
facilities is not available from other sources.

Cost to the City would be the loss of a valuable source of
funds for the community, and possible increased demand on
other funds for providing services to homeless persons.

RECOMMENDATION
It is recommended that City Council adopt Alternative A which
would:

GRANT AGREEMENT - LOCAL GOVERNMENT GRANTEE
EMERGENCY SHELTER GRANTS PROGRAM
This Grant Agreement is made by and between the United States
Department of Housing and Urban Development (HUD) and the City of
Roanoke, the Grantee.
The grant which is the subject of this Agreement is authorized
by Subtitle B of Title IV of the Stewart B. McKinney Homeless
Assistance Act, 42 U.S.C. 11301 (1988), as amended (the "Act"). The
grant is further subject to the statutory program amendments made by
Section 832(b), (c), (d), and (e)(1) and (2) of the Cranston-
Gonzalez National Affordable Housing Act, Pub. L. 101-625, and to
HUD's regulations at 24 CFR Part 576, as now in effect and as may be
amended from time to time, which are incorporated as part of this
Agreement.
Also incorporated as part of this Agreement are the
application, and the certifications submitted to the Secretary by
the applicant.
In reliance upon the application and certifications, the
Secretary agrees, upon execution of the Grant Agreement, to provide
the Grantee grant funds in the amount provided in the attached HUD
Funding Approval form, which constitutes a part of this Agreement.
The grant is made subject to any special conditions in the Funding
Approval form.
The Grantee agrees to comply with all applicable laws and
regulations in distributing funds provided under this Grant
Agreement and to accept responsibility for ensuring compliance by
subrecipient entities to which it makes funding assistance hereunder
available.
The Grantee further agrees to comply with the provisions of the
environmental requirements of 24 CFR Part 58 as applicable under
Section 104(g) of the Housing and Community Development Act of 1974
with respect to funds provided under this Grant Agreement.
This Grant Agreement is hereby executed by the Parties on the
dates set forth below their respective signatures, as follows:

BE IT RESOLVED by the Council of the City of Roanoke that:
1. The bid of Magic City Motor Corporation offering to
lease to the City for use by the Sheriff's Department one new
8-passenger window van at a monthly rental rate of $4?3.98, for a
term of 48 months, is hereby ACCEPTED.
2. The City's Manager of General Services is hereby
authorized to issue any required purchase order for the lease of
such vehicle, and the City Manager or the Assistant City Manager
is authorized to execute, for and on behalf of the City, any
required lease agreement with respect to the aforesaid vehicle,
any such agreement to be in such form as shall be approved by the
City Attorney.
3. The other bid made to the City for the supply of such
vehicle is hereby rejected, and the City Clerk is directed to
notify such other bidder and to express the City's appreciation
for their bid.

BE IT RESOLVED by the Council of the City of Roanoke that:
1. The bid of Grumman Emergency Products, Inc. made to the
City offering to furnish and deliver to the City, F.O.B., Roanoke,
Virginia, one (1) new aerial ladder truck with specified opera-
tional equipment for the sum of $420,581.00, such bid being in
full compliance with the City's specifications made therefor, as
more fully set forth in the report of the City Manager dated
March 25, 1991, is hereby ACCEPTED.
2. The bid of Grumman Emergency Products, Inc. made to the
City offering to furnish and deliver to the City, F.O.B., Roanoke,
Virginia, five (5) new 1,500 G.P.M. pumping engines with opera-
tional equipment and performance bond for the sum of
$1,001,040.00, such bid being in full compliance with the City's
specifications made therefor as modified through negotiations
between the City and the bidder in accordance with Section
23.1-14.(c), Code of the City of Roanoke (1979), as amended, as
more fully set forth in the report of the City Manager dated
March 25, 1991, is hereby ACCEPTED.
3. The City's ~{anager of General Services is authorized and
directed to issue the requisite purchase orders therefor, incor-
porating into said orders the City's specifications, the terms of
said bidder's proposal, and the terms and provisions of this resolution.

Specifications were developed and sent
specifically to twenty-two (22) vendors that
are currently listed on the City's bid list.
A public advertisement was also published in
the Roanoke Times and World News on December
23, 1990.
January 11, 1991 bide were received, publicly
opened and read by the Manager of General
Services. Bid tabulations are attached.
Bond requirements - Performance Bond in the
amount of 100% of the bid was specifically
identified in the specifications as a
requirement.
Bid specifications did allow for the
flexibility to negotiate with the lowest
responsible bidder if bids received exceeded
available Funds. This is pursuant to Section
23.1-4 (c) of the Code of the City of
Roanoke, 1979, as amended.

those responses offered alternate bide.
The lowest bid, which is the Grumman
Emergency Products, Inc. alternate No.
3, is for a 95 ft. aerial unit instead
of the 121 ft. unit as requested.
Therefore this bid does not meet
required specifications.
The second lowest bid, which is the
Grumman Emergency Products, Inc.
alternate No. 2, is for a 110 ft. aerial
unit instead of the 121 ft. unit as
requested. Therefore this bid does not
meet required specifications.
The third lowest bid, which is the
Emergency One, Inc. alternate No. 1, is
for a 110 ft. aerial unit instead of the
121 ft. unit as requested. Therefore
this bid also does not meet required
specifications·
The lowest responsible bid meeting
specifications is the Grumman Emergency
Products, Inc. alternate No. I which
meet all required specifications for the
total cost of $420,581.00.
Evaluations of bids received for six
1500 G.P.M. Pumping Engines, Bid No.
90-12-51, is as follows:

Emergency Products, Inc. alternate No.
1, takes several exceptions to the
specifications with the major exceptions
being, smaller engine, no engine brake,
and no rear hose reel compartment.
These exceptions are substantial and
cannot be waived.

Emergency One, Inc. alternate No. i also
took several exceptions to the bid that
are substantial and cannot be waived.
Some major exceptions are small engine,
different transmission, reduced front
and rear axles, reduced wheel base and
reduced pump size.
The lowest responsible bid is the base
unit submitted by Grumman Emergency
Products, Inc. for a total cost of
$237,151.00, per unit.
The lowest responsible bid submitted by
Grumman Emergency Products, Inc. exceeds the
amount of Funds that have been designated for
the purpose of purchasing the pumping
engines.
Neaotiations with Grumman Emergency Products,
Inc. were conducted as allowed by the Code of
the City of Roanoke. Those negotiations
resulted in the reduced price including
operational equipment and performance bond,
of $200,208.00. List of negotiated items are
shown on Attachment "A".
Durina evaluation process it was realized
that another type of Fire Apparatus might
address the need to realign Fire Equipment
and personnel to provide for maximum Fire
protection services. This type of equipment
is identified as a Quint which is a
combination ladder truck and pumping engine.
To provide for maximum flexibility, the
evaluation resulted in the suggestion to
obtain one (1) new ladder truck, five (5) new
pumpers for a total amount of $1.421.621.00.
Retain that portion of designated Funds which
would not be expended and apply them toward
the purchase of a Quint after proper
advertisement and receipt of bids.

The meeting of the Roanoke City Audit Committee was called to
order at 1:05 p.m. on March 18, 1991 with Chairman, David A.
Bowers presiding.

1. The roll was called by Mr. Bird.
Invocation was given by Mr. Bird.
Chairman Bowers announced the future meetings of the Audit
Committee - 5/20/91, 9/23/91, and 11/18/91. Members were
requested to inform the Chairman of any conflicts.
The motion was made by Mr. Fitzpatrick and seconded by Mr. White
to concur in the proposed reorganization of the auditing
department per correspondence by Mr. Bird dated March 18, 1991.
The motion was approved unanimously.
Mr. Bird gave a brief presentation on the Controls Evaluation
Methodology used by Municipal Auditing.
The motion was made by Mr. Harvey and Mrs. Bowles and seconded by
Mr. Fitzpatrick to receive and file the following internal audit
reports:
· Roanoke Special Events Committee
· Jail Inmate Fund
· Sheriff's Canteen Fund
The motion was approved unanimously.
The motion was made by Mr. White and seconded by Mr. Harvey to
receive and file the Citizens' Services Committee external audit
report. The motion was approved unanimously.

to receive and file the Auditor of Public Accounts acceptance of
the audited financial statements of the City of Roanoke for the
year ended June 30, 1990. The motion was approved unanimously.
The motion was made by Mr. Musser and seconded by Mr. Harvey that
the Audit Committee convene in Executive Session to discuss a
personnel matter, being the performance of a specific public
officer, pursuant to Section 2.1-344 (A) (1), Code of Virginia
(1950), as amended. The roll was called by Mr. Bird. The motion
was approved 6-0.
The Committee then met in Executive Session.
The motion was made by Mr. Musser and seconded by Mr. Fitzpatrick
that with respect to any Executive Session just concluded, that
each member of the City of Roanoke Audit Committee certifies to
the best of his or her knowledge that (1) only public business
matters lawfully exempted from open meeting requirements under the
Virginia Freedom of Information Act and (2) only such public
business matters as were identified in any motion by which any
Executive Session was convened were heard, discussed or considered
by the City of Roanoke Audit Committee. The roll was called by
Mr. Bird. The motion was approved 6-0.
The motion was made by Mr. Fitzpatrick and seconded by Mr. Harvey
that the Audit Committee reconvene at the conclusion of the
Council meeting. The motion was approved unanimously. The Audit
Committee recessed at 1:55 p.m.
The Audit Committee meeting was reconvened at 4:25 p.m. with
Chairman, David A. Bowers presiding. Members present were: Mr.
Bowers, Mrs. Bowles, Mr. Fitzpatrick, Mr. Musser, Mr. White, Mr.
Bird, and Mr. Dibling. Mayor Taylor and Mr. Harvey arrived during
the subsequent Executive Session.
The motion was made by Mr. Musser and seconded by Mr. Harvey that
the Audit Committee convene in Executive Session to discuss a
