Good Evening Ladies and Gentlemen:
It is a privilege for the Elected and Administrative Officials
of the City of Roanoke to host this public hearing on the
Roanoke City Budget and Resource Allocation Plan for Fiscal
Year 1992-93.
Our City is a progressive City and our chief concern is the
involvement of our citizens as we seek to address future trends
and recommend strategic objectives that will enable us to not
only serve the immediate future, but to organize ourselves in
such a way to experience continuing growth and development
through the year 2000.
Our City has always had a big heart -- a provider of
services to our citizens and an especially big concern for our
disadvantaged, our poor and our elderly. Roanoke is indeed a
City of the future and we need the revenue to make the necessary
improvements to our schools, our streets, our storm drains, our
bridges and many other essential infrastructure projects. This
Council has the responsibility, of making difficult and sometimes
unpopular decisions. Our resource limitations require careful
choices; however, we know on the positive side that new
opportunities are emerging and we are dedicated to continuing
our future growth and development.

government. A constant effort is being made to improve our
large range of City services.
In accordance with requirements of Section 33 of the
Roanoke City Charter pertaining to the annual budget, the City
Manager has recommended a balanced fiscal year 1992-93
General Fund budget totalling $158,780,406.00. The
recommended budget accomplishes four primary goals:
(1) No reduction in services to citizens.
(2) Provision of pay raises for employees.
(3) Full funding of the School Board's budget request.
(4) Provision of additional funding
replacement.

Tonight, it is your time to speak and our time to listen. In
order to hear as many citizens as possible, may I respectfully
suggest that we limit our presentations to not more three minutes
each. The City Clerk has arranged for our citizens to register
and I will recognize the persons who wish to speak in the order
in which they have registered.

Good Evening Ladies and Gentlemen:
It is a pleasure for the Elected and Administrative Officials
of the City of Roanoke to host this public hearing to receive
comments and/or remarks of our citizens with regard to the real
property tax levy in the City of Roanoke.
The City Manager has recommended that the real property
tax rate remain at $1.25 per $100 of assessed value.
The City Manager has recommended that the current
cigarette tax of $.005 per cigarette be increased to $.007 per
cigarette, beginning July 1, 1992; and that the current transient
lodging tax of 4% be increased to 5%, beginning July 1, 1992.
Are there citizens in attendance who wish to be heard on the
City's real property tax levy, the cigarette tax, or the transient
lodging tax?
MY NAME IS EVERETT' FRANKLIN. I REF'RESENT THE ALLIANCE FOR THE
MENTALLY ILL OF THE ROANOKE VALLEY. THE ALLIANCE IS COMPRISED OF
FAMILIES AND FRIENDS OF THE MENTALLY ILL AND THE MENTALLY ILL
THEMSELVES. OUR GOAL IS TO IMPROVE THE QUALITY OF LIFE FOR THOSE
AFFLICTED WITH []HRONIC MENTAL ILLNESSES.
THE ALLIANCE WOULD LIKE TO BRING TO YOUR ATTENTION THE NEED FOR
SERVICES FOR THOSE CITY RESIDENTS SUFFERING FROM MENTAL ILLNESSES.
* AFFORDABLE HOUSING IS NEEDED TO PROVIDE A DECENT ENVIRONMENT
WITH APPROPRIATE SUPPORT AND SUPERVISION TO ENSURE THAT RELAPSE
DOES NOT OCCUR,
* CASE MANAGERS ARE NEEDED TO SEE MENTAL HEALTH CONSUMERS AS
FREQUENTLY AS NEEDED IN THEIR RESIDENTIAL SETTINGS~ WHETHER IT BE
IN PARENTAL HOMES~ HOMES FOR ADULTS OR OWN APARTMENTS OR HOMES.
* EMERGENCY SERVICES STAFF ARE NEEDED TO RESPOND PROMPTLY WHERE
A CRISIS IS OCCLJRRING~ TO COLLABORATE WITH THE POLICE AT THE SITE
AND SUPPORT THE POLICE IN THEIR EFFORTS, AND TO BEGIN ASSESSMENT
OF THE MENTAL.. HEALTH CONSUMER IN THE SITUATION.
* VOCATIONAL OPPORTUNITIES ARE NEEDED FOR THOSE WHO HAD ONSET OF
ILLNESS PRIOR TO FINISHING SCHOOL OR ESTABLISHING A VOCATION, AND
FOR THOSE WHO WANT TO RETURN TO THE WORK FORCE BUT NEED ASSISTANCE
IN DOING SO.
CITY COUNCIL HAS THE POWER IN SETTING THE BUDGET FOR ROANOKE CITY
TO RECOGNIZE THESE NEEDS WITH DOLLARS. THE ALLIANCE ASKS YOU TO
FUND MENTAL_ HEALTH SERVICES OF THE ROANOKE VALLEY, THE AGENCY
RESPONSIBLE FOR DELIVERING THE NEEDED SERVICES~ TO THE LEVEL
REQUESTED.

NOTICE OF PUBLIC HEARING
Notice is hereby given, pursuant to Section 58.1-3007,
Code of Virginia (1950), as amended, that the City
Manager proposes to recommend to City Council that the
current cigarette tax of $.005 per cigarette be increased to
$.007 per cigarette beginning July 1, 1992.
Notice is also given, pursuant to Section 58.1-3007, Code
of Virginia (1950), as amended, that the City Manager
proposes to recommend to City Council that the current
transient lodging tax of 4% of the total amount paid for
room rental be increased to 5% beginning July 1, 1992.
A public hearing will be held before the Council of the City
of Roanoke on Monday, April 27th at 7:15 p.m., or as soon
thereafter as the matter may be at heard, in the Civic
Center Exhibit Hall, 710 Williamson Road, N.E., Roanoke,
Virginia, at which time citizens' of the' locality shall be
given an opportunity to appear before and be heard by
City Council on the subjects of the proposed increased
cigarette tax rate and the proposed increased transient
lodging tax rate.

estate tax as last year, when multiplied by
the new total assessed value of real estate
with the exclusions mentioned above, would
be $1.22 per $100 of assess, ed value. This
rate wil be known as the "lowered tax rate."
Effective Rate Increase: The City of
· Roanoke proposes to adopt a tax rate of
$1.25 per $100 of assessed value. The
difference between the lowered tax rate and
the proposed tax rate would be $.03 per
$100, or 2.0 percent. This difference will be
known as the "effect ve tax rate increase.
Individual property taxes may, however,
increase at a percentage greater than or
less than the above percentage.
14. Proposed Total Budget Increase:
Based on the proposed real property tax
rate and changes in other revenues, the
total budget of the City of Roanoke will
exceed last year's by 4.40 percent.
A public hearing on the increase will be held on April
27, 1992, at 7:00 p.rn., in the Exhibit Hall of the
