Council Member Bowles presented a plaque to the Mayor which was
presented to the City of Roanoke in recognition of outstanding contributions
to the Virginia Veterans Care Center on November 11, 1992.

Saturday, November 14, 1992 edition of the Roanoke Times and
World-News, entitled "Tarmac Foes Get A Boost", and requested that
the City Manager provide clarification to the Water Resources
Committee with regard to remarks made by Delegate C. Richard
Cranwell in which he infom~ed members of the Valley Concerned

Citizens that they have an acc-in-the-hole to use in their fight to stop
hazardous waste burning in Botetourt County, and that acc is the
Carvins Cove Reservoir.
Vacancies on various authorities, boards, commissions and committees
appointed by Council.

Dear Mrs. Bowles and Gentlemen:
Almost everyday in the press, in the National League of Cities' publications, and in
the United States Conference of Mayors' correspondence, information is presented
regarding the changes soon to come about as a result of the election of President-
Elect Bill Clinton.
There is every indication that the new President, in conjunction with a majority of
the Congress, willrefocus America's attention onthe problems of our cities. Thank
goodness: We have had too many years in which the Federal Government has
neglected the inner-city poor, decreased housing subsidies, and failed to fund
infrastructure repairs and development.
The first 100 days of the Bill Clinton administration will, most likely, be similar to
the first 100 days of Franklin D. Roosevelt. The year 1993 will make a significant
change in the direction of American domestic policy.
Roanoke must be poised and ready to benefit from this tremendous change. We need
to make sure that our City administration is properly informed and prepared to apply
for every possible federal program of which we might be a likely candidate. The size
of our City alone makes it a wonderful location for federal demonstration projects.
Accordingly, it is our desire that Council direct the City aSmlnlstration to formulate
a plan to be implemented by a response team made up of existing members already on
our staff. However, we need the City Manager to establish this "Team Roanoke" as
a task force gearing up to make contacts on behalf of our citizens in Washington, so
that we can benefit our City from what we expect to be 100 historic days of new
legislation and domestic funding for Roanoke.
We respectfully request that this matter be placed on the Consent Agenda on
November 16, 1992, and thereafter be referred to the City Manager for report and
recommendation back to Council within 45 days.

SUBJECT: BRIEFING ON YOUTH SUMMIT RESULTS
Dear Mayor and Members of Council:
Please accept this report in regard to the results of the
City's 1992 Youth Summit.
A wide range of community organizations, area youth and city
staff were invited to participate in a "Youth Activities Summit"
this past spring, in order that we might:
1. Become aware of existing youth services;
2. Determine needs for additional services; and
3. Identify a means of meeting those needs.
Numerous needs were identified and prioritized. The four
highest priorities, to be addressed immediately, were:
1. Teen activities;
2. Recreational activities in the parks;
3. Employment - jobs, internships, and volunteer
opportunities; and
4. Youth Role Model Program.
City staff and other individuals came together as teams to
formulate strategies for meeting these needs. Ultimately,
Council was asked to approve a transfer from the Contingency
Reserve Account of $29~914.00, in order to provide financial
support for the implementation of:
1. Weekend dances for teens;
2. A summer recreation program for youth 7-12, in four
city parks;

A youth jobs program to bring employers and potential
employees together; and
A youth role model program, creating a resource
brochure listing persons willing to serve as mentors
and small group leaders for youth and youth
organizations.
Though all four efforts met with success this past summer,
they represent only the beginning. I would like some of those
involved to share their successes with you, as well as their
hopes for continuing and expanding these important youth
services. They will do so in a short briefing at the
November 16, 1992, meeting of City Council.

SUBJEC~:
Briefing on the Comprehensive Housing
Affordability Strategy (CHAS) Draft
Performance Report for Federal fiscal year 92
and Draft Annual Plan for Federal fiscal year
93.
I. Back~round:
The Cranston-Gonzalez National Affordable Housin~ Act
of 1990 requires that Community Development Block
Grant (CDBG) entitlement communities, such as
Roanoke, that have a Comprehensive Housing
Affordability Strategy (CHAS) prepare a Performance
Report and an Annual Plan each year by December 31,
to continue to receive federal funding.
City Council was informed of this requirement by
letter, dated September 18, 1992. The letter noted
that the City's Planning Commission would be
coordinating the development of the Annual Plan.
(Staff support for this effort has been provided by
the Office of Grants Compliance, the Office of Human
Development, the City Planning Department and the
Housing Development Office.)
The Plannin~ Commission's Community Development
Subcommittee conducted a public hearin~ on September
23, 1992 to solicit public comments on the housing
needs of the City and to obtain opinions on the
effectiveness of programs and activities currently
underway.
The full Plannin~ Commission was briefed on the
public comments received and the status of the Annual
Plan on October 7, 1992.
The Draft versions of the Performance Report and the
Annual Plan were developed and made available for a
30-day public review period as required by U.S.
Department of Housing and Urban Development (HUD)
regulations. (The review period began on October 21,
1992 and will end on November 20, 1992.)
Plannin~ Commission approved the draft Annual Plan at
their regular meeting on Nov. 4, 1992 and recommended
it to Council for their review and approval.

The draft CHAS Performance Report describes the
performance of Roanoke City and other entities within
the jurisdiction in providing affordable housing to
meet the needs of very low-income, low-income, and
moderate-income families, including the needs of
homeless individuals and families.
The actual performance for Federal fiscal year 1992
(October 1, 1991 through September 30, 1992) has been
compared to the activities proposed in the CHAS
Annual Plan for the following areas:
1. Resources made available for housing in the
jurisdiction.
105% of the total resources anticipated became
available to the City and other entities within
the jurisdiction for a total of $10,992,966.
This total includes Federal, State, Local and
Private funds.
2. Investment of available resources.
22 housing projects were implemented by 11
agencies during the reporting period.
3. Households and persons assisted.
1,375 renters and 51 homeowners received rent
subsidies or completed housing rehabilitation
through the investment of Federal funds.
77 renters and 133 homeowners benefited from
e-~ergency repair activities such as critical home
repair or weatherization programs.
300 homeless individuals were assisted with
transitional shelter at the Transitional Living
Shelter utilizing Emergency Shelter Grant Program
(ESGP)funds.
3,320 individuals were provided supportive
services at RAM House and TRUST utilizing ESGP
funds.
Emergency assistance was provided to 803
individuals to prevent eviction or utility
turnoff through the Emergency Assistance Fund.
389 disabled or elderly persons were identified
among those individuals who were assisted by the
variety of housing activities provided in the
jurisdiction.
4. Other activities undertaken.
The report includes other housing activities
undertaken in 1992 such as changes in public
policies, improvements to institutional
structure, intergovernmental cooperation, fair
housing policies, public housing improvements and
public housing resident initiatives.
II. Current Situation
A. The draft 1993 Annual Plan is based on the CHAS fiv~
year strategy and an assessment of the first year's
performance. General policies of the Five-year CHA$
include:
1. Emphasis will be placed on rehabilitation and
improvement of existing housing stock.
Low income households would be targeted for a
program of housing assistance.
Emphasis will be placed on providing
homeownership opportunities. Related to this,
conversion of single-family owner-occupied
housing to multi-family rental will be
discouraged.
It is expressly contrary to the policy of th~
City for any person to discriminate against
another person, on the basis of race, color,
religion, national origin, age, sex, handicap or
familial status, in matters of housing and real
estate.
The second year Annual Plan recommends that emphasis
should continue to be focused on the following areas:
1. Coordination of Resources
To coordinate public and private efforts to
address local housing needs, through support of
the Roanoke Regional Housing Network and of
educational and counseling activities.

The Plan discusses related actions in relation to
public policies, institutional structure, public
housing improvements, and public housing resident
initiatives for self-sufficiency.
8. The Plan contains estimates of what financial
resources are expected to be available.

IV. Conclusion:
The 1992 CHAS Performance Report and the 1993 Annual Plan
meet the regulatory requirements of HUD. The Performance
Report discusses the progress made in 1992. The 1993 Annual
Plan is responsive to the stated concerns of Roanoke citizens
and offers the City direction as we continue to address our
housing needs.
The draft CHAS Performance Report and the draft CHAS Annual
Plan are attached for Council's review. On November 23, 1992
Council will be requested to authorize the City Manager to
submit the 1992 CHAS Performance Report and the 1993 CHAS
Annual Plan to the Richmond Office of the Department of
Housing and Urban Development for their review and approval.

BE IT RESOLVED by the Council of the City of Roanoke that:
1. The City Manager is hereby authorized, for and on behalf
of the City, to execute a contract with Blue Cross and Blue Shield
of Virginia, for group hospitalization and health insurance for a
term of one year beginning January 1, 1993, and ending December 31,
1993, and any other necessary and appropriate documents setting
forth the obligations of each party thereto, and setting forth such
terms as shall be consistent with the terms negotiated by and
between the City and Blue Cross and Blue Shield of Virginia and
described in a report to Council by the City Manager dated November
16, 1992, and the attachments thereto.
2. Said contract shall be delivered, if possible, to the
City not later than December 15, 1992, fully executed by Blue Cross
and Blue Shield of Virginia and ready for execution by the City.
Such contract and any other necessary and appropriate documents
shall be in form approved by the City Attorney.

II. CURRENT SITUATION
ae
Medical Costs have escalated in recent years causing a
direct increase in health insurance premiums. Health
insurance providers are projecting a 21.5% regional
cost trend increase in 1993 assuming a break even point
between premiums and claims experience. As such,
assuming a break even between premiums and claims, a
21.5% rate increase could be expected.

Claims experience and expenses through December 31,
1991 totalled $3,406,893 and are projected to be
$4,363,000 through December 31, 1992 representing a 28%
increase.
Health Benefits Awareness Committee members played an
active role in reviewing the City proposed options.
Upon adoption of rates, the Committee will play an
important role in communicating plan information to
employees in all departments.
Bid Committee was appointed by the city Manager to
evaluate the current situation, review proposals and
make recommendations. A member of the Employee
Benefits Awareness Committee participated on this
Committee.

Initial evaluations were made by the Bid Committee and
the Department of General Services on the proposals.
The health care proposals met specifications.
Bid Committee held interviews with three companies to
evaluate their proposals.
Rates for the three levels of coverage, employee only,
employee/child and family were very close for all
companies interviewed.

City Attorney has advised that, in accordance with the
City of Roanoke procurement code, negotiations are
permissible under Section 23.1-6 for the procurement of
Health Insurance Services.
Based on interviews and evaluation of proposals by the
Bid Committee, negotiations were conducted with the
company determined to be best qualified, Blue Cross and
Blue Shield of Virginia, for health insurance following
the guidelines of the City's procurement code.
Blue Cross and Blue Shield of Virginia was selected
because of their competitive rates, a network of
participating physicians and hospitals as well as
electronic claims processing which the other providers
do not have.

IV. ALTERNATIVES
Council ADprove the award of a contract for Health Care
Insurance to Blue Cross and Blue Shield of Virginia for
the period of one (1) year beginning January 1, 1993
and ending December 31, 1993. The City contribution
will continue to be 90% of the "employee only" premium
cost; however, due to the financial impact of this
increase, current rates will remain in effect for
employees through June, 1993. The employee's share of
new rates will be deducted beginning July 14, 1993.
This means that the City is absorbing the increased
share of health care plan costs from December 1992
through June 1993 which would normally be passed on to
employees beginning with their first payroll check in
December.
Coveraqe provides for the same benefits including
a comprehensive range of health maintenance
benefits or "wellness" benefits such as well baby
care coverage while at the same time encouraging
cost awareness. (See Attachment C)
Comnliance with specifications have been deemed
fully responsive by Blue Cross and Blue Shield of
Virginia.

compliance with the City's plans and specifications made therefor
and as provided in the contract documents offered said bidder,
which bid is on file in the Office of the City Clerk, be and is
hereby ACCEPTED.
2. The City Manager or the Assistant City Manager and the
City Clerk are hereby authorized on behalf of the City to execute
and attest, respectively, the requisite contract with the
successful bidder, based on its proposal made therefor and the
City's specifications made therefor, said contract to be in such
form as is approved by the City Attorney, and the cost of said work
to be paid for out of funds heretofore or simultaneously
appropriated by Council.
3. Any and all other bids made to the City for the aforesaid

Carvins Cove Filter Plant Improvements - Phase
for City of Roanoke, Virginia
I. Backqround:
City Council appointed a Committee to receive bids
for the Carvins Cove Filter Plant Improvements -
Phase I. The Committee met on October 16, 1992 at
2:00 p.m. and the City Clerk opened and read aloud
the bids received for this project.
Six (6) bids were received for this project with
Crowder Construction Company of Charlotte, North
Carolina submitting the low bid in the base bid
amount of $12~393~000.00 and 730 consecutive
calendar days.
Second low base bid was submitted by P.C.L. Civil
Constructors of Tempe, Arizona, in the amount of
$14~169,400.00. When Crowder Construction Company
was contacted, they informed the City's consulting
firm that they had just completed a similar project
and were comfortable with the figures they had
submitted.
Inquiries were made in regard to the low bidder as
follows:
The Virginia Department of Commerce, Contract
Division confirmed that Crowder Construction
Company has a valid Virginia contractor's
license.
Contacted several water treatment plant owners
and their consulting engineers with respect to
Crowder's performance on their work and
quality, schedule, change orders and
consistency of project team. Very favorable
and complementary comments were received from
all those contacted.

A copy of Crowder Construction Company's
brochure and financial balance sheet has been
received and reviewed.
A list of present projects, the contract
amount, the owner and the completion dates
have been received and reviewed.
In all inquiries Crowder Construction Company was
well recommended.
Brief description of the work is as follows:
A new service road to the dam.
New larger openings into the intake structure with
screens that can be cleaned pneumatically over the
enlarged intakes.
- A new 36" water main parallel the existing main.
- A new low lift pump station. Once this is complete
the old station will be reworked.
- A new chemical feed system.
Reworking the existing aeration basins, the mixing
and settling basins and a new sedimentation basin.
Rework all existing filter beds and new piping to
the finish water reservoirs; the existing 2 million
gallon and the new 4 million gallon.
- A new filter backwash system with added water
storage for this operation.
- A new control system not only at Carvins Cove but
interconnecting the whole water system.
- A new emergency generator for the Boxley Hills pump
station.
- Other improvements throughout the system.
Divisions of the Bid form are as follows:
Bid Item 1: The project as described by the
contract documents other than the Unit Price
indeterminate items. $12,393,000.00
Bid Item 2: The indeterminate items bid as unit
price work, consultant can then add to or deduct
with unit prices already established; (44 separate
items). $259,280.00
Bid Item 3: Add 1 and 2 above. $12,652~280.00

Bid Item 4: Instrumentation (control system) was
specified as manufactured by Allen-Bradley. This
is what Crowder proposes to use so there is no
change in the bid total.
Bid Item 5: Two year maintenance contract on the
control system. ADD $30,000.00
Bid Item 6: Contract documents specify the Gould
Pump. There are four Gould pumps specified. The
proposed substitute pump manufacturer would have to
provide five pumps to do the same work that the
Gould pumps will do. It would cost more than the
quoted deduction to provide room for the fifth pump
plus the added utility cost for electrical and
mechanical service plus the additional cost of
operation. It is not recommended that this bid
item be accepted.

- Phase I in accordance with the contract documents
as prepared by Mattern & Craig, Inc., Engineers,
Commission No. 1138.

Compliance of the low bidder with the
requirements of the contract documents for bid
submittal was met.
Amount of the low bid is acceptable. The low
bid is 14.33% lower than the second low bid.
Engineer's estimate for the project was
$15,920,000.00 (low bid is 25% below the
estimated cost.
3. Funding is available from the issuance of
Bonds 1992, Account Number 002-056-8366-9189.
4. Time of completion is specified as 730
consecutive calendar days.
B. Do not award a contract to Crowder Construction
Company at this time.
Compliance of the low bidder with the
requirements of the contract documents for bid
submittal would not be an issue.
Amount of the low bid would probably increase
if re-bid at a later date.
3. Fundinq would not be encumbered at this time.
4. Time of completion would be extended.
Recommendation is that City Council take the following
action:
A. Concur with the implementation of Alternative "A".
Authorize the City Manager to enter into a
contractual agreement, in form approved by the City
Attorney, with Crowder Construction Company, of
Charlotte, North Carolina, for Carvins Cove Filter
Plant Improvements - Phase I, bid items 1, 2, 3 and
5, in accordance with the contract documents as
prepared by Mattern & Craig, Inc., Engineers, and
their consultants, Alvord, Burdick, & Howson,
Engineers, in the amount of $12~682~280.00 and the
specified time of 730 consecutive calendar days.

Municipal Auditor is hereby authorized and shall have the power to
as to City affairs and for that purpose to
administer oaths and compel the production of
make investigations
subpoena witnesses,
books and papers.
2. Ail other
powers, procedures, remedies and penalties
enumerated in such S22 shall be applicable to the Municipal Auditor
in his conduct of investigations as to City affairs.
3. This resolution shall be effective immediately upon its
adoption by City Council and shall expire on February 1, 1993.
4. The City Clerk is directed to transmit an attested copy
of this resolution to the Municipal Auditor.
