Public hearing to receive comments of citizens with regard to the effective
tax rate increase for fiscal year 1993-94.

NOTICE OF PROPOSED REAL PROPER'FY TAX INCREASE
Pursuant to Section 58.1-3321, Code of Virginia (1950), as amended, notice is hereby given that the City of
Roanoke proposes to increase property tax levies.
Assessment Increase: The total assessed value of real property, excluding additional assessments due
to new construction or improvements to properly, exceeds last year's total assessed value of real
property by 1.89 percent.
Lowered Rate Necessary to Offset Increased Assessment: The tax rate which would levy the same
amount of real estate tax as last year, when multiplied by the new total assessed value of real estate
with the exclusions mentioned above, would be $1.23 per $100 of assessed value. This rate will be
known as the 'lowered tax rate'.
Effective Rate Increase: The City of Roanoke proposes to adopt a tax rate of $1.25 per $100 of
assessed value. The difference between the lowered tax rate and the proposed tax rate would be $.02
per $100, or 1.89 percent. This difference will be known as the 'effective tax rate increase', individual
property taxes may, however, increase at a percentage greater than or less than the above percentage.
4. Proposed Total Budqet Increase: Based on the proposed real property tax rate and changes in other
revenues, the total budget of the City of Roanoke will exceed last year's by 4.08 percent.
A public hearing on the 'effective tax rate increase' will be held on April 26, 1993, et 7:00 p.m., in the Exhibit
Hall of the Roanoke Civic Center, 710 Williamson Road, N. E., Roanoke, Virginia. Ail persons desiring to be
heard shall be accorded an opportunity to present oral testimony within such reasonable time limits as shall
be determined by City Council.

RECOMMENDED 1993-94 BUDGET
Pursuant to Section 15.1-162, Code of Virginia (1950), as amended, notice is hereby given that on Monday, April 26,
1993, at 7:15 p.m.. or as soon thereafter as the matter may be heard, Roanoke City Council will hold a special
meeting in the Exhibit Hall of the Roanoke Civic Centar, 710 Williamsen Road, N. E., Roanoke, V~rgini~ fo~ the
purpose of holding a public hearing on the 1993-94 City Budget. All persons shall be afforded an opportunity to speak
and state their views concerning ali aspects of the budget within such reasonable time limits as shall be established
by City Council, Parsons desiring to speak on behalf of others must have their names placed on the agenda in
accordance with regular procedures of the Roanoke City Council. Written comments of interested ~izens will be
received by the City Clerk at any time prior to the hearing.
Complete copies of the recommended budget will be available for public inspection at the C~y Clerk's Office, City
Manager's Office and the main public library.

Good Evening Ladies and Gentlemen:
It is a pleasure for the Elected and Administrative Officials
of the City of Roanoke to host this public hearing to receive
comments and/or remarks of our citizens with regard to the real
property tax levy in the City of Roanoke.
The City Manager has recommended that the real property
tax rate remain at $1.25 per $100 of assessed value.
Based on the proposed real property tax rate and changes in
other revenues, the total budget of the City of Roanoke will
exceed last year's by 4.08 per cent.

FISCAL YEAR 1993-1994 BUDGET

Good Evening Ladies and Gentlemen:
It is a privilege for the Elected and Administrative Officials
of the City of Roanoke to host this public hearing on the 1993-
94 Roanoke City Budget.
In accordance with requirements of Section 33 of the
Roanoke City Charter pertaining to the annual budget, the City
Manager has recommended a balanced fiscal year 1993-94
General Fund
budget totalling $129,772,444.00. The
recommended budget accomplishes five primary goals:
(1) Funding of adjustments to the classification and pay
plan.
(2)
Funding of pay raises and the City's share of increased
hospitalization insurance costs for employees.
(3) Funding of increased landfill dumping fees.
(4) Full funding of the School Board's basic budget
request.
(5) No additional reductions in services to our customers,
Roanoke's citizens.
Tonight, it is your time to speak and our time to listen. In
order to hear as many citizens as possible, may I respectfully
suggest that we limit our presentations to not more three minutes
each. The City Clerk has arranged for our citizens to register
and I will recognize the persons who wish to speak in the order
in which they have registered.
