Council Member Harvey was absent and Council Member Edwards arrived at 2:07 p.m. The Invocation was delivered by The Reverend Harold S. Moyer, Pastor, Williamson Road Church of the Brethren. The Pledge of Allegiance to the Flag of the United States of America was led by Mayor David A. Bowers. BID OPENINGS Bids for Contract I - Stormwater Detention Basin and Contract II - Storm Drainage System, Statesman Industrial Park Project. Eight bids were referred to a committee composed of William White, Sr., Chairperson, Kit B. Kiser and William F. Clark for tabulation, report and recommendation to Council. B. Bids for Sewer Replacement Project PC-2, Peters Creek Sewershed. Seven bids were referred to a committee composed of William White, Sr., Chairperson, Kit B. Kiser and Jesse H. Perdue, Jr., for tabulation, report and recommendation to Council. Co Bids for asbestos abatement for residences at 110 and 111 Wells Avenue, N. W. Four bids were referred to a committee composed of William White, Sr., Chairperson, William F. Clark and George C. Snead, Jr., for tabulation, report and recommendation to Council. RECOMMENDED ACTION: Concur in request for Council to convene in Executive Session to discuss vacancies on various authorities, boards, commissions and committees appointed by Council, pursuant to Section 2.1-344 (A)(1), Code of Virginia (1950), as amended. Bowers requesting an Executive Session to discuss a special award, being the annual Citizen of the Year Award, pursuant to Section 2.1-344 (A)(10), Code of Virginia (1950), as amended. RECOMMENDED ACTION: Concur in request for Council to convene in Executive Session to discuss a special award, being the annual Citizen of the Year Award, pursuant to Section 2.1-344 (A)(10), Code of Virginia (1950), as amended. C-3 A report of the City Manager requesting an Executive Session to discuss specific legal matters requiring the provision of legal advice by counsel, being the terms and conditions of certain agreements being negotiated, pursuant to Section 2.1-344 (A)(7), Code of Virginia (1950), as amended. C-4 A report of the City Manager recommending that Council schedule a public hearing for Monday, December 13, 1993, at 7:30 p.m., to consider the issuance of $15,700,000 in general obligation bonds to support the City's share of the sewage facilities expansion program. RECOMMENDED ACTION: Concur in recommendation and schedule a public hearing for Monday, December 13, 1993. 3 C-5 C-6 A communication from E. Ann Hill tendering her resignation as a member of the Youth Services Citizen Board, effective December 1, 1993. RECOMMENDED ACTION: Receive and file the communication and accept the resignation with regret. Qualification of Edward S. Allen as a member of the Roanoke Neighborhood Parmership Steering Committee for a term of three years ending November 13, 1996. RECOMMENDED ACTION: Receive and file. REGULAR AGENDA 3. HEARING OF CITIZF. NS UPON PUBLIC MATTERS: Presentation of a report with regard to the services provided to citizens of the City of Roanoke by Blue Ridge Community Services. Dr. Fred P. ITEMS RECOMMENDED FOR ACTION: A report recommending appropriation of $25,606.00 to provide funds for Independent Living Services for eligible children through the Department of Social Services. Adopted Budget Ordinance No. 31775-112293. (6-0) 4 A report recommending appropriation of funds to certain accounts to pay for necessary equipment rental, overtime costs, chemicals and snow equipment parts related to clean-up efforts as a result of the March 12, 1993 blizzard and the June 4, 1993 windstorm. o Adopted Budget Ordinance No. 31776-112293. Council Member White reiterated his request to the City Manager under date of November 15, 1993, with regard to reporting mechanisms for compliance with terms and conditions of the HUD Section 108 loan agreement, as well as hiring of minorities, women- owned contractors and employees to construct and staff the Hotel Roanoke and Conference Center project. 5 bo Vacancies on various authorities, boards, commissions and committees appointed by Council. 10. Both documents have unqualified (the best) opinions from our external certified public accountants. The unaudited (~eneral Fund Capital Maintenance and Equipment Replacement Program (CMERP) reported to you on July 26, 1993 is unchanged. This audited balance was allocated between the City and School Administration in the amounts of $1,333,907 and $1,227,920, respectively, to provide capital equipment and maintenance funding. These balances were reported to City Council on October 25, 1993 and are subject to your approval of future appropriation ordinances. The financial condition of our governmental, proprietary, and fiduciary operating funds are attributed to City Council, each member annually makes the difficult decisions related to the allocation of our limited resources to provide those services our citizens and employees expect. A special thank you to Mr. Jesse A. Hall, Administrator of City Accounting Services, Mr. Michael R. Crew, Financial Analyst, Ms. Doris Peters, Retirement Administrator, Ms. Joyce L. Sparks, Retirement Accountant, and the Department of Finance Staff for their professional and dedicated work in completing these two Annual Financial Reports.
