STATEMENT OF PROCEDURE
Our selection process provides that Council will publicly
interview each candidate separately and out of the presence and
hearing of the other candidates. Section 9-21, Public interview
of candidates, of the Code of the City of Roanoke (1979), as
amended, provides, in part, that interviews of the candidates shall
take place in an order deemed appropriate by City Council. The
City Clerk has scheduled the following interviews for this
evenmg:
4:30 p.m. Marsha W. Ellison
5:00 p.m. John H. Saunders
5:30 p.m. James P. Beatty
6:15 p.m. Marilyn L. Curtis
6:45 p.m. M. Wendy O'Neil

Each candidate will be given the opportunity to make an
opening statement of not more than five minutes. Thereafter,
Council may ask such questions, as Council, in its discretion,
deems advisable. The Council will hold five interviews and each
interview will consist of approximately 30 minutes. After each
interview has been completed, the candidate may feel free to
leave the Council Chamber inasmuch as no action will be taken
by the Council this evening.
On Monday, May 9 at 7:30 p.m., or as soon thereafter as the
matter may be considered, the Council will hold an election to
fill the three vacancies on the Roanoke City School Board.
STATEMENT OF PURPOSE
On June 30, 1994, the terms of Marilyn L. Curtis,
M. Wendy O'Neil and James M. Turner, Jr., as Trustees of the
Roanoke City School Board will expire. The purpose of this
meeting is to interview five candidates for the upcoming
vacanCIes.
In an effort to bring you up-to-date on past actions, I would
like to call your attention to the following information:
(1) At regular meetings of the City Council held on
January 24 and February 7, 1994, Council announced
its intention to elect Trustees of the Roanoke City
School Board for terms commencing July 1, 1994.

(2) Advertisements were placed in the Roanoke Times and
World-News inviting applications for the upcoming
vacancies. Six applications were received in the City
Clerk's Office prior to the deadline on Thursday,
March 10. On April 4, the City Clerk notified City
Council that Dr. R. Douglas Ross had requested that
his application be withdrawn.
(3) On March 14, 1994, at 6:00 p.m., Council held a
reception with the candidates which was open to the
public.
(4) On March 28, 1994, at 2:00 p.m., Council, as a
Committee of the Whole, reviewed and considered all
applications.
(5) At the regular meeting of City Council on Monday,
April 4 at 2:00 p.m., Council voted to interview all five
applicants.
(6) Those candidates who were to be accorded the public
interview were notified by the City Clerk by letter
dated April 5, 1994.
(7) A notice was published in the Roanoke Times and
World-News on Thursday, April 7 inviting attendance
at a public hearing to be held by City Council on
Monday, April 18 at 2:00 p.m., to receive the views of
citizens regarding School Board applicants, and
inviting the public to submit proposed questions to the
candidates by filing such written questions in the City
Clerk's Office by 5:00 p.m., on Tuesday, April 19. I
am advised by the City Clerk that no questions were
submitted.
NOTICE OF PUBLIC HEARING AND OF PUBLIC INTERVIEW
FOR SCHOOL BOARD TRUSTEE
BEFORE THE COUNCIL OF THE CITY OF ROANOKE, VIRGINIA
The Council of the City of Roanoke will hold a public hearing to receive the
views of citizens regarding appointment of School Board Trustees at its regular
meeting on Monday, April 18 , 1994, at 2: 00 p. m., or as soon thereafter as the matter
may be heard, in the Roanoke City Council Chamber, fourth floor of the Municipal
Building, 215 Church A venue, S. W. Candidates for School Board Trustee positions
are: James P. Beatty, Marilyn L. Curtis, Marsha W. Ellison, M. Wendy O'Neil and
John H. Saunders.
The Council will also hold a public interview of candidates for the position of
School Board Trustee on Thursday, April 21, 1994, at 6:00 p.m., in the Roanoke
City Council Chamber, fourth floor of the Municipal Building.
The public is invited to submit proposed questions to the candidates by filing
such written questions in the City Clerk's Office, Room 456, Municipal Building, 215
Church Avenue, S. W., by 5:00 p.m., on Thursday, April 14, 1994. All questions
will be asked by Members of City Council, and Council may ask such proposed
questions filed with the City Clerk as the Council, in its discretion, deems
advisable.
The Council will elect three School Board Trustees for three-year terms of
office commencing July 1, 1994, at its regular meeting on Monday, May 9, 1994, at
7: 30 p. m., or as soon thereafter as the matter may be heard, in the Roanoke City
Council Chamber, fourth floor of the Municipal Building.
