Good Evening Ladies and Gentlemen:
It is a pleasure for the Elected and Administrative Officials
of the City of Roanoke to host this public hearing to receive
comments from our citizens with regard to the real property tax
levy for the City of Roanoke.
The City Manager has recommended that the real property
tax rate remain at $1.23 per $100 of assessed value.
Based on the proposed real property tax rate and changes in
other revenues, the total budget of the City of Roanoke will
exceed last year's by 5.47 per cent.
Are there citizens in attendance who wish to be heard on the
City's real property tax levy?

Good Evening Ladies and Gentlemen:
It is a privilege for the Elected and Administrative Officials
of the City of Roanoke to host this public hearing on the
proposed 1994-95 Roanoke City Budget.

Manager's recommended
funding goals:
In accordance with requirements of Section 33 of the
Roanoke City Charter pertaining to the annual budget, the City
has recommended a balanced fiscal year 1994-95
Fund budget totalling $136,811,536.00. The City
budget accomplishes six primary
Protection
integrity;
of the City's financial stability and
(2)
Funding of pay raises for employees to retain
regional competitiveness;
(3)
Limiting financial burden on City residents
through no additional reductions in services
to our customers, Roanoke's citizens;
(4) Full funding of employee group life
insurance premiums;
(5) Full funding of increased landfill dumping
fees -- the second of three successive annual
increases; and
(6) Full funding of the School
budget request.
Board's basic
Tonight, it is your time to speak and our time to listen. In
order to hear as many citizens as possible, may I respectfully
suggest that we limit our presentations to not more than three
minutes each. The City Clerk has arranged for our citizens to
register and I will recognize the persons who wish to speak in
the order in which they have registered.
NOTICE OF PROPOSED REAL PROPERTY TAX INCREASE
Pursuant to Section 58.1-3321, Code of Virginia (1950), as amended, notice is hereby given that the City of
Roanoke proposes to increase property tax levies.
Assessment Increase: The total assessed value of real property, excluding additional assessments due
to new construction or improvements to property, exceeds last year's total assessed value of real
property by 2.06 percent.
Lowered Rate Necesse~y to Offset Increased Assessment: The tax rate which would levy the same
amount of real estate tax as last year, when multiplied by the new totaJ assessed value of real estate
with the exclusions mentioned above, would be $1.21 per $100 of assessed value. This rate will be
known as the 'lowered tax rate'.
3. Effective Rate Increase: The City of Roanoke proposes to adopt a tax rate of $1.23 per $100 of
assessed value. The difference between the lowered tax rate and the proposed tax rate would be $.02
per $100, or 2.06 pement. This difference will be known as the 'effective tax rate increase'. Individual
property taxes may, however, increase at a percentage greater than or less than the above percentage.
4. Proposed Total Budqet Increase: Based on the proposed real property tax rate and changes in other
revenues, the total budget of the City of Roanoke will exceed last year's by 5.47 percent.
A public hearing on the 'effective tax rate increase' will be held on April 25, 1994, at 7:00 p.m., in the William
Fleming High School Auditorium, 3649 Ferncliff Avenue, N. W., Roanoke, Virginia. All persons desiring to
be heard shall be accorded an opportunity to present oral testimony within such reasonable time limits as
shall be determined by City Council.

NOTICE OF PUBLIC HEARING
CITY OF ROANOKE
RECOMMENDED 1994-95 BUDGET
Pursuant to Section 15.1-162, Code of Virginia (1950), as amended, notice is hereby given that on Monday, April 25,
1994, at 7:15 p.m., or as soon thereafter as the matter may be heard, Roanoke City Council will hold a special
meeting in the William Flaming High School Auditorium, 3649 Ferncliff Avenue, N. W., Roanoke, Virginia, for the
purpose of holding a public hearing on the 1994-95 City Budget. All persons shall be afforded an oppo~unity to speak
and state their views concerning all aspects of the budget within such reasonable time limits as shall be established
by City Council. Persons desiring to speak on behalf of others must have their names placed on the agenda in
accordance with regular procedures of the Roanoke City Council. Written comments of interested citizens will he
received by the City Clerk at any time prier to the hearing.
Complete copias of the recommended budget will he available for public inspection at the City Clerk's O~fJce, City
Manager's Office and the main public library.
