Re: 1994 Report of the Board of Equalization
Dear Mr. Mayor and Members of Council:
I am enclosing the original Report of the Board of Equalization in preparation for the
taxable year July 1, 1994 to June 30, 1995, inclusive. The board received 68 appeals; there
were 18 commercial and industrial appeals considered, and 50 residential appeals considered.
The members of the Board unanimously requested and recommended that the Board's
necessary access to computer service continue. The Equalization Board must have computer
access to adequately deal with its duties. The Board requested that future Equalization Boards
continue to have separate office space from the Real Estate Valuation Office.
Additionally, the Board of Equalization requested that the City of Roanoke provide it with
a room assignment next year no later than March 1 of 1995. The Board members must be able
to begin their work as soon as they have taken their respective oaths of office. The Board
advised the undersigned that the location they had during 1994 was convenient, but their space
and privacy was inadequate due to other activities in the assigned room. The Board must have
a private room of appropriate size to meet with taxpayer citizens who need the Board's
undivided attention. The Board's meeting/hearing room should be both private and of adequate
size to allow the Board to spread printouts and other large papers on a table for their viewing,
as well as viewing by the involved taxpayer. They must be able to maintain a secure, private
space. This year the Board of Equalization was assigned to the Civil Defense Room in the
basement of the Municipal Building (Room 159). This room is very large and is regularly
subject to traffic in and out. Other activities in and near the Civil Defense Room were
disruptive to the work of the Board and distracting to the involved taxpayers. The Board needs
a room better suited to its needs next year and in the future. Please see to providing the Board
of Equalization with adequate and appropriate space and support so that the Board can continue
to carry out its responsibilities fairly and efficiently, with as little inconvenience to taxpayers as
possible. It would be ideal if the Board of Equalization had a permanently-assigned room, as
the assigned space has changed from year to year.

The members all indicated their gratitude to the Office of Real Estate Valuation for the
cooperation they had from persons in that Office. The Office of Real Estate Valuation provided
them with needed data and met with Board members as needed. This continued assistance
should be available for future Equalization Boards.
Of course, the Executive Secretary to the Board of Equalization, Ms. Pat Lam, is and
has been an irreplaceable asset. Ms. Lam's efforts and support should be commended. The
Board of Equalization could not function without her assistance.
I met with the members of the Equalization Board on May 25, 1994 at 8:15 a.m. and
generally discussed its activities. Each of the members of the Board exhibited a oositive attitude
toward his work, and the working relationship between the Equalization Board and the Roanoke
City Administration. Each is willing to serve next year.
If you are aware of any problems, or if you wish to offer any suggestions for the
improvement of the appointment process for the Equalization Board, please advise us. I am
providing copies of this letter to those persons indicated below.
I am enclosing a copy of the Order entered March 7, 1994 appointing the present Board
members.
It has been a pleasure working with this Board. Please advise me if I can be of further
assistance or provide further information.

that is private and seperate from the Office of Real Estate Valuation.
We feel that in order to accomplish our duties as members of the Board
of Equalization of Real Estate Assessments for the City of Roanoke, it is
critical that proper, private space for the Board to meet with City tax-
payers is provided.

The Department of Rail and Public Transportation will be hiring a consultant to
conduct a study on the feasibility of implementing rail passenger service between Bristol and
Washington, D.C. and between Bristol and Richmond. This study was authorized by the
General Assembly in the FY 1995 Budget Bill. I know that the City of Roanoke is very
interested in this project, and I want to make sure that you are actively involved in the study
from the beginning.
I would like to have a representative from the City of Roanoke serve on the committee
that will select the consultant to conduct the study. This person will be responsible for
evaluating all proposals submitted, rating the proposals, participating in the interviews for the
short-listed firms, and making a recommendation for selecting a firm.
For your information, I have enclosed a copy of the Request for Proposals issued for
this project. The due date for proposals is June 24, 1994. Once we have received proposals,
we will distribute copies to the Selection Committee and allow approximately two weeks for
the members to review the proposals and return their comments to us. We hope to interview
the top two to four tn'ms during the first part of July. We will conduct these interviews in the
Roanoke area.
We will also be creating an Advisory Committee, which will meet periodically during
the life of the project to review the study progress and to provide local input. It will be
important for the City to be represented on this committee as well. You may appoint the
person who serves on the Selection Committee to this committee as well, or you may appoint
someone else.

disaster assistance. The Disaster Survey Reports (DSR's) generated
as a result of your application have been reviewed and those that
were for eligible damage and for $1,000 or more have been entered
into the FEMA payment system.
Your approved DSRs and the associated scope of work and funds are
listed on the attached FEMA Project Application Summary report
(P2) . Both the scope of work and approved fund amounts should be
compared against the initial surveys (DSR yellow sheets) and
reviewed for changes.
The Commonwealth of Virginia as the grantee for all federal
assistance delivered under this declaration has received formal
notification that funds have been obligated by FEMA and are
available to draw on. Please be aware that in order for you as an
applicant to receive eligible funds through the Commonwealth, you
may still need to address certain administrative requirements.
These would include such critical elements as the designation of
your Applicant's Agent and completion of formal application forms.
The Applicant's Agent is the individual designated by your
governing body to administer the project and is authorized to sign

County of Roanoke, the Roanoke Redevelopment and Housing
Authority, the United Way, and TAP.

The focus of this study generally was the status of
"affordable housing" in the Roanoke Valley as a whole.
Amon~ the numerous findings of this reDor~ regarding the
status of affordable housing in the Roanoke area, without
comment on their validity, were:
Capacity -- The region has the institutional
infrastructure to address housing problems,
including the City Housing Development Office, the
RRHA, TAP, numerous community groups supported by
the Neighborhood Partnership, social service
agencies, interested banks and bank community
development corporations, and the Regional Housing
Network. Nonetheless, the capacity of existing
organizations to develop housing in significant
numbers is very limited, as is the experience of
Roanoke County and Salem.

Inadequate code enforcement capabilities -- Current
staff levels restrict ability to address aging and
deteriorating housing.

Development review -- Process of review of housing
development proposals is complex and uncoordinated,
with no structure for constructive dialogue with
the development community.

housing" and its low-income, rent-subsidized, AIDS-

hinder development potential.
Poor Communication Amonq Players -- Inadequate
communication, understanding and coordination among
the private sector, non-profits, and the public
sector hinder capitalizing on development
opportunities. There is a general low level of
understanding and appreciation of housing issues by
public officials and community leaders.
Inadequate Transportation to Employment and
Services -- There is little mass transit available
outside the City and major corridors. The
resulting difficulty for many in accessing jobs or
needed services restricts their selection of
housing to areas served by public transportation or
within walking distance.
Aqe of Housinq Stock -- Older houses tend to
require more repair and more expensive maintenance
than newer, more modern houses. This trend is
likely to become increasingly significant in the
County and Salem as well as the City, as the
housing stock ages.

continue to be made to make programs as simple
as possible, while optimizing the benefits to
be gained by them.
Encourage building of capacity by non-profit
agencies.
Recommendagio~ Additional staff attention
should be directed to recruiting and assisting
community organizations wishing to undertake
housing development projects. A portion of
the City's HOME allocations is required to be
used to support the operations of such
organizations, and it is recommended that a
portion of the HOME funding received by the
City be used to enhance the ability of Housing
Development staff to assist with this
activity.
Propose including boarding houses and single
room occupancies (SROs) in the zoning
ordinance, and identify other regulatory
obstacles to them.
Comment: -- The zoning ordinance does not allow
boarding houses or SROs in any part of the
City under any circumstances. (The "SROs"
being developed by the Blue Ridge Housing
Development Corporation, previously TAP
Housing Corporation, technically are standard
apartment units and not "single room
occupancy" units.) High concentration of such
establishments in any one neighborhood could
discourage investment in other types of
residential uses.
Recommendation: Without objection from Council,
the City Manager will request the Planning
Commission to hold a hearing to consider
whether and under what conditions boarding
houses and SROs should be permitted by the
zoning ordinance, and to make recommendations
to Council.
Enterprise: The Real Estate Valuation Office and the
Office of Community Planning should develop a data
base to track housing conditions.

RecoInmendation: Without objection from Council, the
City Manager will ask the Information Technology
Committee to study and recommend how housing and
development information collected regularly by the
Office of Real Estate Valuation can be made
available to other offices of the City as needed.
Included in these considerations will be the
feasibility of a geographical information system
(GIS).
Enter rise: HOME Consortium -- The City should
consider inviting Roanoke County and Salem to join
it to form a HOME consortium, in order to increase
the amount of HOME funds received and to be
available throughout the Region.
comment: It is unclear whether joining with the rest
of the Valley jurisdictions would increase the
amount of HOME allocations to the area, and whether
doing so would be in the City's best interests,
considering the potential uses for HOME funds
within the City.
Recommendation; Without objection from Council, the
Administration will direct inquiries to HUD to
determine the likely effect on funding allocations
by formation of such a consortium. If it is
determined that it may result in additional
resources being made available to the region, the
City Manager will ask Council for its authorization
to contact Roanoke County and the City of Salem to
determine their level of interest in joining a HOME
consortium.
Ente~ Regulatory Reforms -- The City should
investigate allowing density bonuses and waiving
hook-up fees for affordable housing developments.
Cemment~ At this time, such incentives are not
expected to be significantly effective in
encouraging new development. Also, the focus of
development incentives and policy of the City
should be to encourage construction of housing that
is not of low cost, but rather that contributes to
the balance of the City's population. Such
incentives targeted specifically to low-cost
housing is likely to be incompatible with that
intent.

EnterPrise: ~he Roanoke Redevelonm~nt and Housinq
Author_~i~_y should become a consolidated regional
authority, in order to receive more rental
subsidies to the region and undertake various
projects outside the City upon the concurrence or
request of other governing bodies. New
construction of subsidized housing within other
jurisdictions is not recommended.
CommEnt; Apparently the RRHA now is empowered to
undertake projects outside the bounds of the City,
upon request of the government of that area. It is
not clear what would be required in order for the
RRHA legally to become regional, or whether on
balance such a change would be in the City's best
interest, considering that not all of the Board of
Commissioners would be appointed by City Council.
Recozmmendation: City Council should encourage the
RRHA Board of Commissioners to explore with other
localities in the region possible projects which
the RRHA may undertake within those areas under its
current composition, without changing fundamentally
its charter.
EnterPrise: Certain neiqhborhood association~,
specifically the Northwest Neighborhood
Environmental Organization (NNEO), should acquire
staff to be a "project manager". The Gainsboro
Neighborhood Development Corporation (GNDC) should
facilitate and coordinate with other agencies the
completion of the redevelopment of the Gainsboro
community.
comment: The City funds qualified neighborhood
organizations that undertake housing development
projects with operating funds or developer's fees
to enable them to support a staff person and/or
hire private sector expertise. The City continues
to work with and encourage neighborhood
associations to participate fully and to lead the
planning of the area's future. Work with
neighborhood residents and groups to prepare the
Enterprise Communities application is a recent
example.
Enterprise: A new reqional development corporation
should be formed to augment the limited capacity of
individual neighborhood organizations for
development of housing through the region.

Comment~ The City is watching with interest the
activities of the Blue Ridge Housing Development
Corporation (BRHDC) (previously the TAP Housing
Corporation; developer of the Section 8 single-room
occupancy housing funded by the City and currently
under construction) regarding housing development
in the City and elsewhere in the region. The
Roanoke Regional Housing Network has endorsed the
BRHDC as the regional development corporation
recommended by The Enterprise Foundation. The City
Housing Development Coordinator is a technical
advisor to the Board of BRHDC. It is hoped that
the BRHDC will develop increased capacity to
competently administer these projects.
~ .The Roanoke Req~nal Housinq Network
should acquire staff to fulfill its potential for
education, coordination, and advocacy regarding
housing.
comment: The Regional Housing Network requested
$4500 each from the City, Roanoke County and Salem
to support its planned activities in the coming
fiscal year. The City's Comprehensive Housing
Affordability Strategy (CHAS) identifies the
Network to coordinate or perform several of the
components planned.
III.
Recommendation: While the City should be willing
generally to provide financial support to the
Network, with the parallel support of the County
and Salem, to assist in the improvement of housing
conditions in the region, the funding requested of
the City is not recommended for the coming year.

Subject: Funding for Workers' Compensation Wage and Medical Accounts
Dear Members of Council:
Workers' Compensation is defined as "exclusive remedy, under law, for all
covered employees for compensating injuries and occupational diseases arising
in the course of and within the scope of employment."
B. Self-insured - City is entirely self-insured for Workers' Compensation liability.
Fundinq in the amount of $700,000 has been budqeted for the current fiscal
year to cover workers' compensation wage and medical payments.
These tvoes of fdnRe benefits are budqeted in the non-departmental cateqory
because annual charges for each department are difficult to accurately project.
II. Current Situatior~:
Workers' compensation expenditures for Fiscal Year 1993-94 are projected to
be $700,000. This information is based on actual expenditures through April 30,
1994, and projected expenditures for May and June, 1994 (see Attachment A).

SUBJECT: Funding for the Fifth District Employment and Training Consortium
I. BACKGROUND
The City of Roanoke (City), Fifth District Emnloyment and Training, Consortium
(FDETC) and First Union National Bank of Virginia (FUNB) have entered into
an agreement in connection with training incentive funds for jobs created or
relocated by FUNB in the City's Enterprise Zone for the 18 month period,
beginning April 1, 1993.
City of Roanoke identified funding for this effort and named the FDETC as the
agency responsible for administration of these training funds. City Council must
appropriate all such funding the FDETC receives.
II. CURRENT SITUATION
The Council of the City of Roanoke approved the agreement at a regular meeting
held on Monday, March 14, 1994. Resolution Number 31908-031494 was
adopted by Council on that date.

Timing is critical in that FUNB has created or relocated more than 200
jobs in the Enterprise Zone and training has started.
Funding has already been approved by Council, by Ordinance Number
31906-031494 on March 14, 1994 in the City's Capital Projects Fund.
B. Do not appropriate $500,000.00 to expenditure accounts to be established in the
FDETC fund for the training incentive agreement.
1. Timing would be negatively impacted since First Union has moved more
than 200 jobs into the Enterprise Zone and training has already started.

RECOMMENDATION
Approve Alternative A:
Appropriate $500,000.00 to expenditure accounts to be established in the FDETC fund

WHEREAS, the City of Roanoke is eligible for designation as an
Urban Empowerment Zone and Enterprise Community under Title XII of
the Omnibus Budget Reconciliation Act of 1993; and
WHEREAS, the City has defined the area to be nominated as a
contiguous area located wholly within the City of Roanoke, meeting
all statutory requirements for consideration and designation,; and
WHEREAS, a strategic plan has been prepared by citizens of the
area to be nominated in partnership with 52 participating entities
and the City; and
WHEREAS, such strategic plan embodies the following four
principles: economic opportunity, sustainable community
development, community-based partnerships, and a strategic vision

I. Backeround:
Urban Empowerment Zone and Enterprise Communities Pro~ram was announced
in January, 1994, and is the central element of the federal government's
community revitalization agenda.

Communities selected for Enterprise Communities designation will receive the
following benefits.
Apvroximately $3 million in Empowerment Zone/Enterprise Community
Social Service Block Grant funds (passed through the state) to assist in
implementation of approved activities identified in the community's
strategic plan.
Eligibility for new Tax Exempt Facility Bonds intended to serve as a tax
incentive to finance purchases of business property and land within the
nominated area.
Special consideration in competition for funding under numerous federal
programs. In many cases, special points, set-asides, or other opportunities
for special consideration will be provided to designated communities.
Special attention from the federal government on working cooperatively
to overcome regulatory impediments, to permit flexible use of existing
federal funds, and to meet essential mandates.

Automatic designation of the entire Enterprise Community area as a State
Enterprise Zone which offers State tax incentives to qualified business

firms which locate or expand within the area including State income tax
credits, unemployment credits, credits against State franchise tax on net
capital, and State sales tax refunds.
Program rea_uirement$ stipulate that interested communities must prepare a
strategic plan for the nominated area that includes: (1) an overall vision for
revitalization; (2) identifies how critical concerns will be addressed in a
comprehensive and coordinated fashion; (3) describes how governmental, non-
profit and private resources will be used to implement the plan; and (4) describes
how the plan will be implemented and evaluated.

for the selection criteria and must be addressed thoroughly in the strategic plan:
Economic O~ortunity - creating jobs within the community and
throughout the region, expanding residents' access to jobs outside the
designated area, attracting private investment and promoting self-

Sustainable Community Development - balancing economic reviatlization
and community growth with environmental protection as well as making
neighborhoods safer and more livable through sound urban design.
Community-Based Partnerships -involving the participation of ail segments

groups, religious organizations, the private and non-profit sectors, centers
of learning and other community institutions; and
4. Strategic Vision for Chance - vision should identify what the community
will become in the future. The vision should build on assets and
coordinate a response to community needs in a comprehensive fashion.
It should also set goals and performance benchmarks for measuring
progress and establish a framework for evaluating and adjusting the plan,
as needed.
City Council. on March 14, 1994, authorized the City Manager to submit a
Notice of Intent to Participate in the program to HIJD and to negotiate an
agreement with a professional service firm to coordinate the citizen participation
process and assist with development of the strategic plan.
City Council. on April 4. 1994, authorized the City Manager to execute an
agreement with K. W. Poore and Associates, Inc., to provide required
professional services.

II. Current Situation:
Roanoke Enterprise Community Strategic Plan was guided by a Steering
Committee representing public housing, the neighborhoods, the private sector, the
non-profit sector, and local government (See Attachment "A" for list of Steering
Committee Members).
Work of develo¢ing the vision, obiectives, strategies and implementation ~roeram
of the strategic plan was done by an Advisory Task Force consisting of the
following seven subcommittees: (1) economic development; (2) social/human
services; (3) transportation; (4) housing; (5) sustainable community development
and the environment; (6) public safety and drug abuse prevention; and (7)
education.
Total of 175 individual~ representing themselves, and 52 neighborhood
organizations, churches, public agencies, advisory groups, non-profit
organizations, and private businesses served on the Advisory Task Force or
otherwise assisted in the development of Roanoke's Proposed Enterprise
Community Strategic Plan. Copy of Draft Enterprise Community Strategic Plan
including Executive Summary is attached to this report (See Attachment "B").
Area nominated for designation is shown on Map 1 and includes all or portions
of the Galnsboro, Gilmer, Loudon-Melrose, Melrose-Rugby, Hurt Park,
Mountain View, Old Southwest and Southeast neighborhoods.
E. Strategic ~lan and an~licafion must be submitted to HUD by June 30, 1994.
Commonwealth of Virginia must endorse City's application; so if City Council
approves, application package must be submitted to State offices on Tuesday.

problems, creation of a vision for a better future and by structuring a plan
for achieving that vision.
Cost of addressing problems and barriers in the Enterprise Community
area will be less over the long term due to more effective utilization of
community resources and less duplication of effort.
City's recommended commitment includes: (1) committing 85 percent
of the Community Development Block Grant Budgets for the next five
years to activities which accomplish the goals, objectives and strategies
identified in Roanoke's Enterprise Community Strategic Plan; and (2)
provide some administrative funding support for the Community
Development Corporation (CDC) to be formed to implement the City's
Enterprise Communities programs.

Timing will not be an issue this fiscal year. HUD has indicated that all

recommendations and their ultimate implementation will be commensurate with both the
growth in local resources and receipt of federal and state funds including the $3,000,000
in incentive funds.

It is with pleasure that Signet Banking Corporation supports the application of the City of
Roanoke, Virginia, for Enterprize Zone designation. The long-standing commitment of Roanoke
to its neighborhoods is rare among similarly-sized cities, and its success in integrating public,
pdvate, and community resources serves as a model for other localities.
Financial institutions are perhaps in a rather unique position to study and evaluate the
commitment of local jurisdictions to their neighborhoods. Through community reinvestment
programs, substantial resoumes are used to assess the planning strategies and action plans for
each locality where loans and deposits are taken. Signet has taken this responsibility quite
seriously, and through the employment of consultants and a Community Reinvestment Officer
has identified local governments which ara interested in partnership and organized to accomplish
bottom-line results,
We believe that the City of Roanoke is organized for success, Beginning in the early 1980's, the
City initiated a planning process which is based in neighborhood development. Soon after the
City created the Neighborhood Assistance Office, an office specifically focused on support of
neighborhood organizations and leadership. Staffed by a specialist in neighborhood
revitalization, the Office has developed strong relationships with leaders in each of these living
areas,
Through the years, the City has actively provided technical assistance for neighborhood
organizing and the creation of community groups, Efforts have included courses in leadership
building and organizational development, educational courses in small business creation and
retention, marketing of local neighborhood initiatives through brochures and posters, and a
Roanoke Neighborhood Fair, In addition, the City has coordinated the work of all City
redevelopment agencies, provided financial incentives for housing and small business
redevelopment, and enlisted the support of the pdvate sector as a partner in these efforts.
In short, the City has chosen a long term strategy which uses all available partners and
acknowledges that long term revitalization is founded in improving the quality of life for all persons.
The impressive results of these efforts can be seen in the information which the City has provided
in its application. Signet considers the City to be a valuable redevelopment ally and hopes that
the Enterpdze Zone program will provide the next critical step in Roanoke's vision of safe,
productive, and vital lives for all of its citizens.

As you are aware, TAP continues to seek every possible resource to assist
low income individuals, families and communities to reach their full potential.
We believe that the Empowerment Zone/Enterprise Com~nunity program presents
the City with an exciting opportunity, not only to compete for significant
dollars, but to develop a sound plan with citizen Participation for the
renewal and empowerment of the center core of this city.
I want to compliment City Manager, Bob Herbert, and his staff for taking
the initiative and doing what was almost impossible in the few months they
had at their disposal. I have read the draft reports. Through TAP staff
i have suggested some minor changes. Yet I am deeply impressed with the
work that has been done. It was citizen oriented, fully participative,
inclusive of all segments'bf the community and boch cogent and realistic
in its scope.
Like everyone in this room, we want to win this competition. It not only
means up front resources, but every federal application coming from Roanoke
will be significantly weighted in our favor. It gives access to tax credits
and inducement for business expansion and new business starts.
Nevertheless, whether we win the competition or not, it is important that
we go forward with the plan as outlined. It is important that we adopt
this plan with is process for constant update and revision as the means
for tackling the problems that the inner city faces and maximizing the
great potential of its people, its neighborhoods, and existing businesses.
To that end, TAP has received a federal grant for $10,000 for which we
will find a dollar for dollar match to contribute as start up resources
for the development of the Enterprise Community/Community Development Corporation
described on page 62 of the report as the implementing arm of this ambitious
project.
Again congratulations to the participating citizens, the neighborhoods,
the business amd agencies, and the city staff on a project well done. We
stand ready to help in its implementation. This project and its plan deserve
your full support.

This is to advise you that the public meeting to present the recommendations of the draft
Enterprise Community Strategic Plan (attached) was held on Thursday evening, June 2, 1994,

meeting.
The majority of the comments made by citizens at the meeting were supportive of the
draft plan and the process used in its development. A number of minor changes were suggested,
such as ensuring that all agencies or organizations that can assist with the implementation of
specific strategies be identified. There was also a strong sentiment that the strategic planning
process should continue regardless of whether the City receives a Federal Enterprise Community
designation.

A RESOLUTION requesting the Governor of the Commonwealth of
Virginia to take appropriate action to either reverse the
designation of the Tri-Cities Area Metropolitan Planning
Organization ("MPO") as a Transportation Management Area ("TMA") or
to provide additional state operating assistance equal to the
amount lost in federal operating assistance to other localities as
a result of the Tri-Cities Area MPO designation as a TMA.
WHEREAS, the Intermodal Surface Transportation Efficiency Act
("ISTEA") allows for the formation of Transportation Management
Areas ("TMA's") in small urbanized areas to foster consideration at
the local level of all modes available to the region for
transportation improvements; and
WHEREAS, designation of the suballocation of the Governor's
Section 9 apportionment to TMA's was made mandatory in the federal
Fiscal Year 1993 Appropriations Bill by a technical amendment to
the Federal Transit Act; and
WHEREAS, such designation of the suballocation of the
Governor's Section 9 apportionment severely affects federal funding
to transit systems of those small urbanized areas not designated as
TMA's ; and
WHEREAS, this Council understands that the action which
resulted in the Tri-Cities Area MPO being designated as a TMA was
done without the knowledge or support of the Virginia Association
of Public Transportation Officials or the Virginia Department of
Rail and Public Transportation; and
WHEREAS, this Council is vitally concerned with the effect
such designation will have on the amount of federal operating
assistance received by the Greater Roanoke Transit Authority.
THEREFORE, BE IT RESOLVED by the Council of the City of
Roanoke that:
1. This Council requests that the Governor take the
appropriate action either to reverse the designation of the Tri-
Cities Area MPO as a TMA or to protect the other transit systems
from a loss in federal operating assistance by providing
additional state operating assistance in an amount equal to the
loss in federal operating assistance resulting from such
designation.
2. The City Clerk is directed to forward a copy of this
resolution to the Honorable George Allen, Governor, Commonwealth of
Virginia, The Honorable Robert E. Martimez, Secretary of

Transportation Management Area Designation's Impact on GRTC
Funding
I. Background:
Federal operating assistance provided to GRTC and the other
transit systems within each State in areas between 50,000 and
200,000 in population (small urbanized areas) has always been
subject to the Governor's Allocation in lieu of the Federal
Formula Apportionments.
Technical amendment to the Federal Transit Act. that was
contained in the federal Fiscal Year 1993 Appropriations Bill
provided, for the first time, small urbanized areas with the
means by which they could circumvent the Governor's
Allocation, and thereby receive the amount of federal
operating assistance apportioned by formula regardless of need
and without any requirement that the funds be spent on
transit. Accomplishing the latter required only that the
small urbanized area be designated as a Transportation
Management Area (TMA), with such designation being achieved
upon approval by the urbanized area's Metropolitan Planning
Organization and the concurrence of the Governor.
Co
Tri-Cities Area Metropolitan Planning Organization (TCAMPO),
in the fall of 1992, expressed an interest in having the
Petersburg, Virginia area designated as a TMA. Realizing that
such a designation would adversely impact the federal
operating assistance received by the other transit systems in
small urbanized areas, management sent a letter of concern to
then Secretary of Transportation, John G. Milliken (see
attachment one). Secretary Milliken responded that the matter
would be given "full consideration when and if a small
urbanized area requests designation as a TMA" (see attachment
two).
Virginia Association df Public Transit Officials (VAPTO) also
considered the issue of a small urbanized area being
designated as a TMA and formally adopted a resolution in
opposition to any such designation (see attachment three).
Former Governor L. Douglas Wilder, on his last day in Office,
took action which has since resulted in the Petersburg area
being designated as a TMA (see attachments four and five).
Management was unaware that any such action was even being
considered, as was the VAPTO and the Virginia Department of
Rail and Public Transportation (VDRPT).
II. Current Situation:
Federal operating assistance received by the transit systems
in small urbanized areas for fiscal year 1995-96 is estimated
by the VDRPT to be as follows:

Appropriateness of request to the Governor is evidenced
first by the assurance that was made with regard to "full
consideration" and by what was apparently a complete
disregard of this assurance. It is also evidenced by the
fact that the vast majority of each transit system's loss
in federal operating assistance will no longer be used
for providing transit service, given that the transit
system in Petersburg is eligible for only $31,O50 in
additional federal operating assistance. Unless the TMA
designation is reversed, therefore, there will
effectively be a $215,926 reduction in federal operating
assistance provided to the small urbanized area transit
systems within the state. These funds would be used to
satisfy the additional planning and congestion management
requirements associated with a TMA.
Federal and State operating assistance may or may not
change depending on the Governor's response to this
request.
Timing will permit submission of the request to the
Governor as soon as possible which is considered
important in improving the chance of receiving a
favorable response.
Adopt a resolution requesting that the Roanoke Valley Area
Metropolitan Planning Organization (RVAMPO) seek TMA
designation.
Appropriateness of request is limited to the fact that
this is the only other alternative GRTC has to avoid
losing the $85,739 in Federal operating assistance.
Federal and State operating assistance may or may not
change depending on the RVAMPO's and the Governor's
response to this request. Even if the Roanoke urbanized
area is designated as a TMA, however, the GRTC is only
likely to "break even" as the additional planning and
congestion management requirements associated with a TMA
are likely to cost just as much as the $49,998 in
additional funds that would be provided to the Roanoke
urbanized area. In addition, the distribution of Federal
Surface Transportation Program (STP) funds may no longer
be decided by the various jurisdictions within the
urbanized but instead by local MPO. Relinquishment of
this decision-making power could affect the amount of STP
funds received by GRTC's owner, the City of Roanoke.
Timing will permit immediate submission of the request
which is considered important in improving the chance of
a favorable response.
V. Recommendation:
It is recommended that the Board approve of Alternative A which is
to request Roanoke City Council to adopt a resolution requesting
that the Governor take appropriate action to either reverse the
designation of Petersburg as a TMA or to protect the affected
transit systems from a loss in operating assistance by providing
additional State operating assistance equal to the loss in Federal
operating assistance.

It has come to our a~=entlon that certain urbanized areas within

they would obtain, regardless of need, the full federal allocation of
federal Section 9 funding as opposed to receiving an amount of federal
Section 9 funding that has historically been determined by the
Governor's apportionment of all such funds to each of the
aforementioned urban/zed areas. The requirement that a TMA obtain the
f~ll ~ederal allocation of Section 9 fending is the result of a
t~ohnt~al amendment to the Federal Transit Act that was contained in
the federal Fiscal Year 1993 Appropriations 8111 that was signed into
law On October 6, 1992. Being designated as a TMA requires only the
request of the appropriate Metropolitan ~lanning Organization and the
coRcurrence of ~he Governor.
We are extremely concerned that the Governor's apportionment can now
he oirc~m¥ented by the establishment of a TMA given that the ~esulting
distribution of iederal Section 9 funding will have a potentially
disastrous effect on the financial stability of certain transit
properties within the Commonwealth (please refer to the attached for
specific info~mation). We hope you share our concern and ti%a% you
recommend against the e=tablishment of any such TMA, at least until
such time as the impact of the same is fully and completely ~tudled.

Thank you for your recent letter concerning the formation of
Transportation Management Areas (TMAs) in small urbanized areas
of the Commonwealth.
Under the provisions of the federal Intermodal Surface
Transportation Efficiency Act (ISTEA) of 1991, the implications
of receiving TMA status are quite significant for a Metropolitan
Planning Organization (MPO). The planning requirements and the
transportation project selection and prioritization
responsibilities are increased greatly for MPOs that are
classified as TMAs. These requirements must be understood
· thoroughly by the MPO for a small urbanized area and it must be
fully capable and prepared to meet these responsibilities before
it considers seeking TMA status. I am advised that the MPO for
the Petersburg urbanized area currently is considering seeking
TMA status. However, I do not believe that they have reached any
decision on this matter and I do not yet have any information
which would enable me to endorse such a request.
I understand your concerns regarding the Governor's
apportionment of FTA Section 9 funds. I will give this and all

I. Background
Capital Maintenance and Equipment Replacement
Program has identified the need for a vehicle to
address the needs of the City's recycling program
in the Solid Waste Management Department.
March~ 1994 specifications were developed for One
(1) New Recyclables Hauler. Those specifications
and a request for quotation were sent to twenty-one
(21) vendors that are currently listed on the
City's bid list. A public advertisement was also
published in the Roanoke Times and Roanoke Tribune.
Bids were received, after due and proper
advertisement, until 2:00 p.m. on April 6, 1994, at
which time all bids appropriately received, were
publicly opened and read in the Office of the
Manager of General Services. A bid tabulation is
attached.
Conversations with the Roanoke City Schools and
Roanoke Redevelopment and Housing Authority have
determined that neither organization have a need
for a unit of this type.

Ail bids received were evaluated by representatives

State Contracts were reviewed. No state contracts
currently exist for this type of equipment.

Subject: Fund Appropriations - Personnel Lapse Report
Dear Mayor and Members of Council:
I. Backeround:
Personnel lanse is generated due to employee turnover and vacancies
in City departments.
For the current Fiscal Year, salary savings of $725,000 are projected
as a result of these vacancies.
Current Situation:
To provide timely information to City Council and increase administrative
efficiency, the status of lapse was reported quarterly to City Council for
the first 2 quarters as a Consent Agenda item. This quarterly report
will provide a budget ordinance that encompasses all quarters, eliminates
the budgeted lapse amount and adjusts affected departmental operating
budgets.
B. First Quarter net personnel lapse generated was $269,159.
C. Second Quarter net personnel lapse generated was $211,643.
Third Quarter Actual and Fourth Quarter estimated personnel lapse generated
is $ 244,198. This funding will be allocated as shown on Attachment "A"
of this report.
Personnel lapse generated is in excess of the estimated savings of $725,000.
This additional $68,000 savings will be transferred to the following depart-
ments to fund operating needs.
ISSUES:

Emergency Medical Services - $35,000 will be transferred to temporary
employee wages to cover shortages in the account due to declining
volunteer participation.
~ - $33,000 will be transferred to the electric
account to cover shortages in the account due to a rate increase
which took place after the budget was adopted.
IV. Alternatives:
Authorize the transfer of personnel lapse funds from departmental accounts
to personnel lapse account 001-002-9410-1090 as listed on Attachment
"A" of this report.
Funding - excess funding is available in the salary account due to
turnover and vacancies in City departments.
Timing - is important since funds needs to be transferred prior to
June 30, 1994.
Do not authorize the transfer of personnel lapse fund~ from departmental
accounts to personnel lapse account 001-002-9410- as listed on Attachment
"A" of this report.
Funding - excess funding would remain in departmental budgets and
salary lapse savings would not be transferred to salary lapse account
001-002-9410-1090.
2. Timing - is not an issue.
V. Recommendation:
Recommend Council concur with Alternative "A" to authorize the transfer
of funding from departmental accounts to personnel lapse account

A RESOLUTION concurring in the recommendations of the
Citizens' Services Committee for allocation of City funds to
various nonprofit agencies.
WHEREAS, the Fiscal Year 1994-95 budget approved by City
Council for the Citizens' Services Committee provides for funding
in the amount of $288,075.00; and
WHEREAS, performance audits are to be conducted for each
agency receiving funds through the Committee to evaluate the
effectiveness and efficiency of funded programs; and
WHEREAS, in order to obtain an allocation for such funds, it
was necessary for agencies to file applications with the City
administration; and
WHEREAS, 32 requests for City funds in the total amount of
$598,994.00 were received by the Citizens' Services Committee from
various agencies.
THEREFORE, BE IT RESOLVED by the Council of the City of
Roanoke that:
1. Council concurs in the recommendations of the Citizens'
Services Committee as to the allocations for funding of various
nonprofit agencies as more particularly set forth in the attachment
to the Committee Report submitted to this Council dated June 6,
1994.
2. The Chairman of the Citizens' Services Committee and the
Director of Human Development are authorized to release funds to
the appropriate agency, provided that objectives, activities, and
other reassurances have been submitted and accepted.
3. The City Manager, or his designee, is authorized to
negotiate a contract for up to $22,700.00 with the Salvation Army
for the provision of services to City citizens under the Homeless
Housing Program and/or Abused Women's Shelter, the terms of such
contract to be approved by City Council when negotiated.

Smith Mountain Lake 4-H Center
At your meeting on Monday, June 6, 1994, there was a question
regarding the Citizen Services Committee Report, specifically the
Smith Mountain Lake 4-H Center application. The following is in
response to that matter.
The 4-H Center at Smith Mountain Lake has been sent an
application for Citizen Services Committee funding each year since
1991. Particular effort was made this year to ensure that the 4-H
Center received an application in light of their request through
the City Manager's Office for funding in the summer of 1993. The
application for funding from the 4-H Center was not returned to the
Citizen Services Committee for consideration of funding for the
1994-95 fiscal year.

FUNDING OF QUALIFIED AGENCIES
I. BACKGROUND
The Citizens Services Committee budget was established by
City Council, Ordinance #31979-050994, by which the
General Fund Budget for Fiscal Year 1994 - 1995 was
adopted May 9, 1994.
B. Requests from 32 aqencies were received for $598,994

members, and public hearings were held March 31 and April
5, 1994 to consider the requests and hear applicants.

II. CURRENT SITUATION
The budqet for Fiscal Year 1994 1995, approved by City
Council for the Citizens Services Committee, provides for
funds available for allocation in Fiscal Year 1994-1995 in
the amount of $288,075.00.
Performance audits were conducted for each agency
receiving funds through the Committee to evaluate the
effectiveness and efficiency of funded programs.
Citizens Services Committee requests that $8,000.00 be
designated in the Citizen's Services Committee budget
upon approval of City Council to cover monitoring
expenses.
Performance audits will be conducted by the Council of
Community Services in conjunction with the City's
Director of Human Development.
Performance audits were adopted in 1981 to ensure City
funds are being used for the purpose for which they
are requested and to further assure that citizens of
the City are benefitting from their use.
3. The Committee is pleased with the contents and
accuracy of the audits performed during the past year.
D. Agencies submit a budget by objective and activity when
applying for funds through the Citizens Services
Committee.
1. Agency plan of objectives and activities to be
accomplished with City funding.
2. Total agency budget and amount of funds generated to
the agency by City funding.
Regional agencies are required to apply for funding
from other localities. The Committee is concerned
that some regional agencies are not funded by the
other localities (Attachment B).
Attached schedule shows recommended funding for allocation
to the various agencies.
1. Most agencies are funded for less than their request.
Recommended funding amounts reflect the best judgment
of the Committee in serving the citizens of the City
of Roanoke through these programs.
F. Committee deliberations are contained in minutes of
meetings on file with the City Clerk.
G. Appeals of Committee recommendations, as provided by
Council policy, were received after notification to each
agency of its tentative recommended allocation. One (1)
appeal was filed and was heard May 20, 1994.
CHIP requested an appeal to ask the Committee to
reconsider their decision. Because of limited funds, the
appeal was denied.
Bethany Hall -- $5~200.00. The Committee recommends a
payment of $20.00 per day for Roanoke City residents, up
to a maximum of $5,200.00.
The Salvation Army -- $22~700.00. The Committee
recommends that $22,700.00 be allocated to The Salvation
Army and a contract be executed with The Salvation Army
for the provision of services to City citizens under the
Homeless Housing Program and/or Abused Women's Shelter.
Unified Human Transportation Systems~ Inc. (RADAR) --
$22~000.00. The Committee recommends that $22,000.00 be
allocated to Unified Human Transportation Systems, Inc.
(RADAR) through Valley Metro in order that Valley Metro
may receive credit for providing transportation to the

City Council authorize the Chairman of the Citizens
Services Committee and the Director of Human Development
to not authorize payment of funds to any agency until
objectives, activities, and other reasonable requests of
the monitoring staff are submitted and accepted.
Transfer $288~075 from the Citizens Services Committee
account #001-054-5220-3700, to new line items to be
established within the Citzens' Services Committee budget
by the Director of Finance.
Authorize the City Manager or his designee to negotiate a
contract for $22,700.00 with The Salvation Army for the
provision of services to City citizens under the Homeless
Housing Program and/or Abused Women's Shelter. Council
will be asked to authorize the execution of the contract
after it has been negotiated.

right-of-way and an adjoining 941 square foot temporary
construction easement from the City of Roanoke Redevelopment and
Housing Authority for use in the Pedestrian Bridge Project, upon
certain terms and conditions; and providing for an emergency.
BE IT ORDAINED by the Council of the City of Roanoke that:
1. The appropriate City officials are authorized to accept
the dedication of (1) a 8,483 square foot area for public right-of-
way and an adjoining 10,318 square foot temporary construction
easement from H. R. Foundation, Inc., and (2) a 918 square foot
area for public right-of-way and an adjoining 941 square foot
temporary construction easement from the City of Roanoke
Redevelopment and Housing Authority, as more particularly set forth
in the report of the Water Resources Committee dated June 6, 1994.
Said property to be conveyed at no cost to the City. The
instruments conveying said rights-of-way to be in such form as
approved by the City Attorney.

Dedication
The attached report was considered by the Water Resources
Committee at its regular meeting on May 23, 1994. The Committee
recommends that Council accept the dedication of (1) an 8,483
square foot area for public right-of-way and an adjoining 10,318
square foot temporary construction easement from H. R.
Foundation, Inc., and (2) a 918 square foot area for public
right-of-way and an adjoining 941 square foot temporary
construction easement from the City of Roanoke Redevelopment and
Housing Authority for use in the Pedestrian Bridge Project, in
accordance with conditions stated in the attached report.
Also, it was noted during the Water Resources Committee
discussion that approximately one-third of the green space
between Norfolk Avenue and Salem Avenue beside First Union Tower
Garage will be dedicated by subdivision plat to right-of-way
purpose to provide space and access to the southern end of the
pedestrian bridge.

Pedestrian Bridge Report - Right of Way Dedication
Backqround:
A. H. R. Foundation~
Hotel Roanoke is
Inc. owns the property upon which the
located.
B. City of Roanoke Redevelopment and Housinq Authority owns
the property upon which the Conference Center is located.
II. Current Situation:
Property acquisition for the Pedestrian Bridge Project is
being handled by the City and the Virginia Department of
Transportation (VDOT). The project is being fast-tracked
in an effort to have the bridge open by Spring, 1995.
Pedestrian bridge will require the dedication of public
right of way and temporary construction easement on the
northern end of this bridge. (See attached plat showing
right of way needed in red and the temporary construction
easement in yellow.)
Two (2) deeds will be prepared that would allow (1) a
portion of the property owned by H. R. Foundation, Inc.
to be dedicated to the City for public right of way and
an adjoining temporary construction easement, and (2) a
portion of the property owned by the City of Roanoke
Redevelopment and Housing Authority to be dedicated to
the City for public right of way and an adjoining
temporary construction easement as needed for the
Pedestrian Bridge Project.

2. Timing to establish right of way as quickly as
possible is not met, potentially adding delays to
the pedestrian bridge project.
Recommendation: Committee recommend to City Council that it
accept the dedication of (1) a 8,483 square foot area for
public right of way and an adjoining 10,318 square foot
temporary construction easement from H. R. Foundation, Inc.%.
and (2) a 918 square foot area for public right of way and an
adjoining 941 square foot temporary construction easement

for use in the Pedestrian Bridge Project in accordance with
Alternative "A".
