INTRODUCTION AND CONSIDERATION OF
ORDINANCES AND RESOLUTIONS:
Ordinance No. 32417, on second reading, authorizing execution of an
agreement with Appalachian Power Company permitting the installation
of overhead power lines across portions of City-owned property located
in Roanoke County and Botetourt County and identified by Official Tax
No. 18.00-1-9, and assigning to Appalachian easements to be acquired
by the City across privately owned property located in Botetourt County
and identified by Botetourt County Official Tax Map Nos. 106-1-4 and
106-1-5.

recognizing, on behalf of Virginia Tech, the Council's support of the Hotel Roanoke
and Conference Center project.

I WOULD LIKE TO BRIEFLY COMMENT ON THE STATUS OF ROADWAY
PROJECTS AROUND THE HOTEL ROANOKE/CONFERENCE CENTER.
IN FEBRUARY, 1993, BEFORE ANY WELLS AVENUE DESIGN WORK HAD
BEGUN, A GOAL WAS SET BY THE "WELLS AVENUE DESIGN" TASK FORCE
(WHICH IS ONE OF THE GAINSBORO COALITION'S TASK FORCES) TO DEVELOP
A PROJECT THAT IS COMPLIMENTARY TO THE GAINSBORO NEIGHBORHOOD AND
IS COMPATIBLE WITH THE RENOVATION OF THE HOTELROANOKE/CONFERENCE
CENTER.
SHORTLY THEREAFTER, ON APRIL 1, 1993, THE DESIGN OF THE WELLS
AVENUE PROJECT BEGAN WITH OVER 40 PARTICIPANTS AT A BRAINSTORMING
WORKSHOP AT FIRST BAPTIST CHURCH. THIS WAS JUST THE BEGINNING OF
A PROCESS THAT SOUGHT CITIZEN INPU"~FOR THE DETAILED DESIGN OF THIS
PROJECT. IN THE TWO-YEAR PERIOD THAT HAS FOLLOWED THAT INITIAL
WORKSHOP, THIS PROJECTHAS PROCEEDED ON A FAST-TRACK SCHEDULE FROM
A CONCEPTUAL DESIGN TO FULLY-ENGINEERED PLANS AND DRAWINGS, THROUGH
PUBLIC HEARINGS, RIGHT-OF-WAY ACQUISITION, UTILITY RELOCATION AND
ROADWAY CONSTRUCTION. WELLS AVENUE WAS SUCCESSFULLY REOPENED OH
THE TARGET OPENING DATE OF MARCH 18, 1995 (JUST OVER TWO WEEKS
AGO). ALSO COMPLETED AT THAT TIME WERE MANY OF THE ENHANCEMENT
FEATURES THAT CITIZENS SUGGESTED DURING THE DESIGN PROCESS; ITEMS
SUCH AS THE PEDESTRIAN PLAZA, BUS SHELTER, BRICK PAVERS,
ENTRANC~'WAY SIGNAGEAND ADDITIONAL LANDSCAPING. ANOTHER IMPORTANT
ELEMENT OF THIS PROJECT WAS THE REMOVAL OF ALL OVERHEAD UTILITY
LINES (IN ACCORDANCE WITH THEREQUIREMENTS FOR UTILITY INSTALLATION
IN THE GAINSBORO NEIGHBORHOOD). PLEASE NOTE THAT THERE ARE A FEW
POLES WITH OVERHEAD LINES ALONG WELLS AVENUE NEXT TO FIRST BAPTIST
CHURCH THAT ARE THERE TO PROVIDE LIGHTING ON A TEMPORARY BASIS.
THESE WILL BE REMOVED WITHIN THE NEXT FEW WEEKS FOLLOWING
INSTALLATION OF 87 NEW DECORATIVE STREET LIGHTS ALONG WELLS

WHEREAS, the Historic Gainsboro Preservation District is applying to the Virginia
Department of Historic Resources for official designation of the Gainsboro Branch Library as a
landmark on the Virginia Landmarks Register and National Register of Historic Places;
WHEREAS, inclusion on the Virginia Landmarks Register and the National Register of
Historic Places recognizes the cultural and architectural importance of the Galnsboro Branch Library
in Roanoke's early history;
WHEREAS, state regulations require the approval of and concurrence in inclusion by the
property owner;
NOW THEREFORE, BE IT RESOLVED by the Council of the City of Roanoke that:
I. This Council is of the opinion that the Gainsboro Branch Library has considerable
cultural, architectural and historical significance and is worthy of inclusion on the Virginia Landmarks
Register and the National Register of Historic Places;
2. This Council enthusiastically endorses inclusion of the Gainsboro Branch Library on
the Virginia Landmarks Register and the National Register of Historic Places;
3. The City Manager or the Assistant City Manager is hereby authorized to execute on
behalf of the City of Roanoke any and all appropriate documents necessary for inclusion of the
Gainsboro Branch Library on the Virginia Landmarks Register and the National Register of Historic

of planning studies in Gainsboro which ultimately would recommend
appropriate historic designation for the library and the area.

Local historic designation and degree of regulation is part of that continuing
work effort with the Gainsboro community.
Neighborhood Design (ND) District was established by City Council in June,
1994 after successful effort to amend city charter. New zoning district
recognizes areas of unique architectural value identified in the Comprehensive
Plan and administratively regulates the design of new buildings.
Comprehensive Plan is in process of being updated to define areas of such
value.
Gainsboro Preservation District requested on February 27, 1995 that City
Council take action on their request for nomination of the Gainsboro Branch
Library to the state and national historic registers.

Current Situation:
Gainsboro Branch Library (1921) is historically significant because it was the
City's first library built specifically for the black community. The building
represents "the result of efforts of the community and the city working in
tandem to provide the minority citizens of Roanoke, even during this period of
legal segregation and separation, with educational opportunity and cultural
enlightenment". The building is also architecturally significant to Gainsboro.
Listing on the reoisters officially recoRnizes the property as historic,; it does not
restrict the owner's right to use, modify or demolish the property unless federal
funds are involved. If federal funds are involved in a project, that project must
consider the historic nature of the property and avoid or minimize impact on the
property. If federal funds are involved in rehabilitation work on the property, the
construction must comply with the Secretary of the Interior Standards for
Rehabilitation. These ten standards generally advise that construction should
maintain the architectural defining features of the building, that features should
be maintained rather than replaced, replaced features should match the old,
and that new additions should compliment and not destroy those features.
Preliminary Information Form must be submitted to allow Vir,qinia Landmark,,
Commission review for register eli,qibility. Final written nomination still must be
prepared. City signature required on both.
Designation of Gainsboro community as historic district still under study.
Neighborhood Design District is an option, but Comprehensive Plan must be
amended first.

5: GENERAL ARCHITECTURAL DESCRIPTION - DETAILED DESCRIPTION
Gainsboro Library occupies a site at the northeast
corner of Patton Avenue and Gainsboro Road, a few blocks
north of Roanoke's commercial downtown. It is a significant
component of the historic Gainsboro neighborhood. The one-
story, seven-bay, L-plan brick library was built in 1941-42
and features a gable roof with flared eaves. A center front
gable, with a decorative wooden pendant and flared eaves,
marks the entrance to the main reading room of the library.
The Tudor style influences are evident in the detailing of
the library's exterior. The interior plan includes a main
reading room, and a rear ell for additional meeting spaces
and service functions.
Gainsboro Library is constructed of red brick laid in a
five-course American bond (Flemish variant). The front
(south) elevation is divided into seven bays, with the
building's principal entrance at the center. The original
wooden doors at this entrance and at the side (west) entrance
reflect Tudor style influences, with their ogee-arched glass
panels, which are then set into an ogee-arched opening. The
entrances are 'further ornamented with smoothly finished
stonework; original hardware and lighting fixtures remain
intact at the front entrance. The front facade is divided
into two sections by the central entrance; each section is
dominated by a five-sided bay window that is flanked by
paired casement windows. Each gable end of the main portion
of the library is punctuated by a grouping of four casement
windows (in a pattern of four-over-ten panes), placed high
enough on the elevations to avoid being blocked by the
bookshelves inside. The gable roof is sheathed in dark grey
slate shingles, and features flaring eaves and upward kicks
in the ridge at each gable end.
The rear ell of the library building was built
contemporarily with the main section, and incorporates
similar construction materials and stylistic details. The
building's secondary entrance is located on the ell's west
elevation, with three paired casements (in a pattern of four-
over-six panes) further embellish that facade. A brick
chimney, apparently only decorative, anchors the north facade
of the library's rear ell.
The library's interior is dominated by the large open
space of the main reading room, which comprises the whole
front portion of the building. The original cove ceiling,
with dark beams at regular intervals, running perpendicular
to the length of the room, remains unaltered except for the
installation of hanging fluorescent lights. Wood board-and-
batten doors, door and window trim, and the balustrade for
the staircase leading to the basement remain unchanged. In
addition, most of the original interior furnishings,
including the movable Mission-style bookcases and some tables
and chairs, also remain in use in the library at present.

6: HISTORY - A DETAILED HISTORY
The origins of the Gainsboro Branch Library date back to
October 9, 1920. A letter from Rev. A. L. James to the City
of Roanoke's Library Board requested that provisions be made
for a library branch for colored people. A committee
composed of Rev. A. L. James, pastor, First Baptist Church,
Rev. L. L. Downing, Fifth Avenue Presbyterian Church, and
Miss Lucy Addison, Principal, Harrison High School met with
the Library Board November 6, 1920. It was agreed to
formulate plans for the Library and select a suitable site.
The building (new) built by the Odd Fellows at the
corner of Pattdn Avenue and Gainsboro Road, N. W. was chosen
as the locatiQn for the branch library. In October, 1921,
the name Gainsboro was selected, after the name of the first
town in the vicinity. The first Librarian, Miss Ella Bowden,
was appointed and worked to set up the library for opening.
The Gainsboro Branch Library was opened officially on
December 13, 1921, with the principal speaker, John M. Gandy,
President of Virginia. Normal and Industrial Institute (now
Virginia State University), Petersburg, virginia. The first
library opened with 2,230 volumes. At that time, the City of
Roanoke became the second city in the State of Virginia, and
only the fourth, in the. entire United States, to have a
library for its "colored" citizens. The other branches were
located in Norfolk, Virginia.; Louisville, Kentucky; and
Atlanta, Georgia.
The present Gainsboro Branch Library developed from the
efforts of the Black community, and especially the Librarian
Mrs. Virginia Young Lee, to secure a larger building and more.
suitable site. Mrs. Lee's efforts led to the direct
involvement of the Pope in Rome, and was successful in
securing the present site which was then leased by Shank and
Goins which had a foundry located there. In February, 1941,
the City of Roanoke acquired the property after unususal
negotiations between the Vatican, the local Catholic Church
(St. Andrew's) and Shank and Goins.
Mrs. Lee sketched the design for the Library. After
many arduous hours of planning and negotiations, the
necessary funds were secured from the Library Bond Issue in
the amount of $20.000.00, with the City contributing
$1,000.00 for equipment. The dedication program for the
"new" Gainsboro Branch Library was held on Sunday, May 10,
1942.
This building was a result of efforts by members of the
Black con~nunity and the City working in tandem to provide the
minority citizens of Roanoke, even during this period of
legal segregation and separation, with educational
opportunity and cultural enlightenment. This building stands
as not only a unique architectural gem in Roanoke, a tribute
to all of the people who made it possible.

Subject: City Engineering Service - Cost and Funding
for Utility Projects
I. Background:
Services budgeted in the General Fund but provided to
the Water and Sewage Funds are billed to those utility
funds through our internal billing system. This
billing process insures the utility funds continue to
function as independent operations.
City engineering services are usually billed to a
general account in those utility funds.
Specific project billings need to be established for
those projects that benefit other jurisdictions in
order to be able to account for cost for billing those
jurisdictions.

Insufficient funds have been appropriated in the
utility funds to reimburse the General Fund for City
engineering services.
Additional accounts need to be established in certain
capital project accounts where those project costs can
potentially be prorated and billed to other
jurisdictions.
Expenses for future capital projects in the utility
funds should anticipate City engineering services and
be funded accordingly when the project accounts are
initially established.

Background on the subject in chronological order is as follows:
Preliminary engineering study by Mattern & Craig, Inc., identified certain
improvements needed at the Carvins Cove Filter Plant (Phase I) and to
various Waterlines (Phase II) needed to supply the City of Roanoke well
into the next century.
Construction contract for Phase I improvements at the Carvins Covn
Filter Plant was awarded to Crowder Construction Company of Charlotte,
North Carolina, in the amount of $12,682,280 on November 16, 1992,
by Ordinance No. 31247-111692.
Authority to acquire necessary property riqhts and execute certain
permits and a.qreements was qranted February 8, 1993, by Ordinance
No. 31339-020893.
Authority to qrant or convey easements, either across City-owned
property or acquired by city, was not included in request of February 8,
1993.
II.
Current situation is as follows:
Construction is nearinq completion at the filter plant. Electricity at the
dam is required for the plant to be fully operational.
Easements across four (4) parcels are required by Appalachian Power
Company (APCO) in order to install a power line to the dam.

future removal, relocation, or adjustment at the sole expense of the
grantee. Additionally, this easement shall be subservient to any existing
City utilities or City-owned facilities.
1. Need for easement to allow replacement of electric power lines is met.
2. Timing to allow replacement as soon as possible is met.
Committee does not recommend that City Council authorize the execution

In reference to the above, enclosed is a Right of Way
Agreement to be executed on behalf of the City of Roanoke.
Please review, and if this meets with your approval, have
the proper signature notarized and return to me.
In our continuing efforts to provide reliable service, the
above mentioned agreement is needed to upgrade and replace
our existing facilities along Bennington Street. Ail of
the existing facilities are located within the franchise
and will be replaced at their present location with the
exception of four (4) poles. These poles will be located
outside of the franchise on City Property, their proposed
new location is indicated on the map attached to the
agreement.
