The motion was made by Mayor Bowers and seconded by Mr.
McCadden to receive and file the Auditor of Public Accounts
Clerk of Circuit Court June 30, 1994 report. The motion was
approved unanimously.
Mr. White recognized Mr. Bird for comments. Mr. Bird
introduced our new Auditor Judy Taylor who helped perform
some of the work on this audit. This audit is done in lieu
of the city being billed for one half the cost for
performing the audit by the Auditor of Public Accounts.
Denise Stewart reported that transactions of the Pooled
Trust Fund were reviewed for the period 7/1/93 - 6/30/94.
Nothing came to our attention that would cause our opinion
to be less than an unqualified opinion. Mr. Crush was well
satisfied with the audit. There were no questions.

The motion was made by Mr. McCadden and seconded by Mayor
Bowers to receive and file the Payroll Time Entry report.
The motion was approved unanimously.
Mr. White recognized Mr. Bird who asked Mr. Baldwin to
summarize the report. Mr. McCadden asked about the
frequency of NLA use. Mr. Baldwin said an NLA is used for
each occurrence of leave or overtime. Mr. Edwards asked
whether other local governments use positive time reporting
or exception based reporting as the City does. He also
asked whether one method would be better for compliance.
Mr. Bird stated that he did not know how other localities
handled time reporting but he would find out. Mr. Bird said
positive reporting would result in fewer errors, but it
would be more time consuming. Mr. Grisso said the current
method does keep data entry to a minimum. Mr. White asked
Mr. Grisso to be sure that Finance follows up on the 14
departments not following procedures. Mr. Grisso stated
that he has a list of the departments and a memo is being
drafted that will offer additional training.

A RESOLUTION recognizing MARK C. FULLER as Employee of The Year in the City
Communications Department.
WHEREAS, the Director of Public Safety has instituted a program to recognize the services
and contributions o£one of the employees in his department by designating an Employee of the Year;
WHEREAS, the selection of the employee of the year coincides with the observance of
National Public Safety Telecommunicator Week, the second week of each April;
WHEREAS, Mark C. Fuller is a Public Safety Telecommunicator who, since his employment
by the City in July 1992, has exhibited unparalleled professionalism and concern for Roanoke
citizens;
WHEREAS, Mr. Fuller, a certified Cardiac Technician, recognizing the importance of pre-
arrival first aid instruction which could be provided to 9-1-1 callers, researched training programs
which would enable Public Safety Telecommunicators to provide callers with critical life-saving
instructions, a procedure known as Emergency Medical Dispatch (EMD) programs;
WHEREAS, Mr. Fuller assembled a team of regional professionals, coordinated their
certification as EMD Training Instructors, and established training for the emire Southwest Virginia
Region. Virtually all of the City's 9-1-1 Center Personnel achieved certification.
WHEREAS, Mr. Fuller has been selected as the Roanoke Public Safety Telecommunicator
of the Year for 1994-95.

CITY COUNCIL BRIEFING
EMD PROGRAM APRIL 10, 1995
Mayor Bowers, Members of Council, thank you for the
opportunity to present to you today a briefing on a new
program in your Emergency Communications Center, called
Emergency Medical Dispatch. This program consists of the
necessary training and certification of Public Safe?
Dispatchers to provide critical instructions to 9-1-1 callers, an
advance of the arrival of Emergency Medical Service units. It
is a part of our continuous improvement process to deliver
more service and better service to our citizens.
I will first give you some background on how we initiated the
program, describe the program, and give you an opportunity
to see first hand how it actually functions.
The City of Roanoke along with Roanoke County, City of
Salem and Town of Vinton started meeting in April of 1993 to
discuss 9-1-1 issues that were of interest and concern to all the
Valley localities. The Telephone Companies were invited to
listen to our issues and try to work out solutions.

In June of 1993 it was decided that we would make the 9-1-1
group a formal group and invite other surrounding
jurisdictions. The group was named Southwest Virginia
Regional 9-1-1 Committee and started meeting monthly to
discuss issues and new technology that would affect all 9-1-1
Communication Centers Surrounding Telephone Companies
were also invited as the group grew to encompass a seventy
mile radius of Roanoke.
One issue that immediately came to the surface was how we
were being impacted by television shows depicting 9-1-1 centers
and their ability of give medical advice over the telephone to
callers. We all saw the value of having that capability.
Imagine yourself as a parent, spouse, son or daughter, calling
for help, but then having to stand by virtually helpless until the
arrival of EMS units. Further, imagine yourself as Public
Safety Telecommunicator, unable to answer a caller's plea for
advice on what to do. The issues are significant, even though
only 4 percent of 9-1-1 centers nationwide have that capability.
The program to provide that capability is called Emergency
Medical Dispatch (EMD). EMD is the result of an experience
in the Seattle, Washington region. Initially the Seattle region
had a program to train large numbers of citizens in CPR. In
one year, the region had certified over 400 thousand people in
CPR. However after looking at the statistics a year later, the
results were extremely disappointing. All of the certifications
produced little reduction in the number of avoidable deaths-
lives which could have been saved. Why was this?

Simply, the people experiencing heart attacks were primarily
middle-aged men, at home with spouses, at night, and not in
the company of anyone who had been certified in CPR, such as
young office workers downtown in the daytime. The people
needing the CPR instructions were not the ones receiving it.
What their follow-up study showed was that an unqualified
caller, if provided critical instructions carefully worded and
with proper delivery by trained dispatchers, could perform
CPR as well as a recently certified CPR person. The
implication is that life saving instructions are as close as your
telephone.
The Southwest Virginia 9-1-1 Committee decided that a
regional ap.proach, with sharing of resources, such as
classrooms, Instructors, and materials, would be the most
efficient and effective way of getting EMD capabilities. The
regional EMD training program was started in October 1993
with the initial Training of EMD Instructors from the City of
Roanoke, City of Salem, City of Covington, County of
Roanoke, and Martinsville/Henry County. Other required
actions included gaining approval from all Medical Directors
on the protocols. A Regional medical instructor manual and
training aids package was also developed. With assistance
from the Western Virginia Emergency Medical Council, the
Southwest Virginia Regional 9-1-1 Committee received a 50
percent grant from the Rescue Squad Assistance Program at
the State to assist in the cost of Training instructors, training
materials for EMD students and the cost of EMD Flip cards
that are used in giving Medical advice by telephone.

Dr. Carol Gilbert, Roanoke's Medical Director, has been very
supportive of this regional program. Other areas of the State
of Virginia have been very interested in starting Similar
programs on a regional basis in their areas as well as
jurisdictions in other states.
Mayor and Members of Council, you have before you a copy of
the EMD guide cards which are the basis for providing critical
advice to 9-1-1 callers. Each card has been carefully structured
and worded to reduce ambiguities. They tell our people what
questions to ask, what to look for, and give them the exacting
phraseology for delivery of critical instructions.
I will now play an actual Roanoke City 9-1-1 call which was
handled by an EMD certified Dispatcher. As a matter of fact,
this Dispatcher is Ms. Sharon Jennings, whom you recognized
last year as Roanoke's First Telecommunicator of the Year.
This tape truly shows the value of EMD, for this was a happy
ending story.

The certification of Public Safety Telecommunicators, or Public
Safety Dispatchers, is a significant accomplishment for our
people. Many have not .been involved in the details of life
saving, anatomy, or the ade~n~ification or categorization of
injuries or illnesses. The certa.fi, cati.on includes a forty hour
initial course, annual CPR certaficat~ons, and bi-annual EMD
recertification.
As of this date the City of Roanoke, City of Salem,
Martinsville/Henry County and Botetourt County have
completed training of their personnel and are going to complete
more on the job training prior to going live with Emergency
Medical Dispatch. Our goal here in the City is to implement
EMD along with the Fire Department First Responder
program in July of 1995. The regional committee plans on
public education, so that citizens will know the service they can
expect from this program.

form of a Community Development Block Grant, HOME
Partnership Investment Program Fund and Emergency Shelter
Grant.
Initiallv, HUD reDresentatives informed City staff that
Roanoke's overall entitlement will be $2,947,000 for the
City's fiscal year 1995-1996, an increase of $5,000 over
FY 94 funding. Additionally, revenue is estimated to be
available from the following sources for FY 95:
$178,496 estimated proqram incom~ generated from
prior CDBG projects and $211,575 estimated interest
generated by the Hotel Roanoke Section 108 Loan,
and

$323,000 of CDBG funds and $240,445 of HOME fund~
available for transfer/carry-over from prior grant
entitlement years which is available for continuing
projects.
In January 1995, HUD representatives verbally
informed City staff that there may be a 5% decrease
in CDBG funds and 25% decrease in HOME funds for
this upcoming 1995-1996 fiscal year due to the
disaster relief in California. This would mean a
decrease of $268,000 from the FY 94 funding.
C. A public meetinq was held to hear citizens' recom-
mendations on community needs, on January 19, 1995.

Second Street/Gainsboro Road; ratifying any action already taken to
acquire these property rights; setting a certain limit on the
consideration to be offered by the City; providing for the City's
acquisition of such property rights by condemnation, under certain
circumstances; and providing for an emergency.
BE IT ORDAINED by the Council of the City of Roanoke that:
1. For the widening and realignment along Second
Street/Gainsboro Road, the City wants and needs certain property
rights as set forth in the report and attachments thereto of the
City Manager to this Council dated April 10, 1995, on file in the
Office of the City Clerk. The proper City officials are authorized
to acquire the necessary property rights for the City from the
respective owners for such consideration as the City Manager may
deem appropriate, subject to the limitation previously set by
Council in Ordinance Nos. 30346-121790 and 32385-022795. Any
action already taken by the proper City officials to acquire these
property rights is ratified.
2. A public necessity and use exists for the acquisition of
said property rights and immediate acquisition by purchase or
condemnation is necessary and expedient.
3. Upon the acceptance of any offer and upon delivery to the
City of a deed, approved as to form and execution by the City
Attorney, the Director of Finance is directed to pay the respective
consideration to the owners of the interest conveyed, certified by
the City Attorney to be entitled to the same.
4. Should the City be unable to agree with the owners of any
property rights to be acquired as to the compensation to be paid or
other terms of purchase or settlement, or should the owner be a
person under disability lacking capacity to convey said property
rights or should the whereabouts of the owner be unknown, the City
Attorney, as well as the City Manager, Mayor, Director of Finance
and other appropriate City officials shall be authorized and
directed to take any and all action necessary in connection with
condemnation or legal proceedings to acquire for the City the
appropriate property rights under Article 7, Section 33.1-89, et
seq, of Chapter 1 of Title 33.1, of the Code of Virginia (1950), as
amended, and Chapter 1.1, Section 25-46.1, et seq, of Title 25 of
the Code of Virginia (1950) as amended, including, without
limitation, issuance, execution, and recordation of an appropriate
certificate and accompanying documentation pursuant to Section
33.1-119, et seq, Code of Virginia (1950), as amended, vesting
title to the subject property immediately in the City, and the
Director of Finance, upon request of the City Attorney, shall be
authorized and directed to draw and pay into Court the appropriate
sums in connection with such proceedings.
5. In order to provide for the usual daily operation of the
municipal government, an emergency is deemed to exist, and this
ordinance shall be in full force and effect upon its passage.

SUBJECT: Second Street/Gainsboro Road
Right-of-Way Acquisition
I. Background:
City Council, at its meeting on April 13, 1987, requested
the Virginia Department of Transportation (VDOT) to
program a project for roadway widening and realignment
along First Street/Gainsboro Road (from Madison Avenue,
N.W. to Salem Avenue, S.W.) and at the intersection of
Orange Avenue and Gainsboro Road.
Agreement with the VDOT was authorized on July 27, 1987
by City Council (Ordinance No. 28745) through which the
City assumed responsibility for administering all aspects
of the first Street/Gainsboro Road project. Preliminary
engineering phase would be generally handled on the
normal 95%-VDOT and 5%-City cost-sharing basis (cost-
sharing percentages in effect at that time).
Downtown North Development Plan results were released at
May 11, 1989 press conference, and included a
recommendation to construct a four-lane Second Street
bridge instead of a four-lane First Street bridge. The
Second Street corridor provides a clearer and more well-
defined west circumferential route than First Street (see
Attachment A-map).
The location and major design features of the widening
and realignment of Second Street/Gainsboro Road from
Salem Avenue to Orange Avenue were approved by City
Council on October 1, 1990.
Right-of-way acquisition for 82 parcels on this project
was authorized by City Council on December 17, 1990 as
described in Ordinance No. 30346-121790. Eleven (11)
additional parcels were authorized by City Council on

Current Situation:

The six (6) parcels identified in Attachment B have
either been acquired or have had options signed by the
property owner. While the parcel numbers identified here
were previously authorized by City Council for
acquisition, certain tax numbers within these parcels had
been mistakenly omitted. These additional tax numbers
need to be authorized to match the legal descriptions for
the parcels, thereby allowing the City to properly
acquire these properties. These properties did not
require any demolition of buildings nor displacement of
people.
Fundinq for the acquisition of these properties is at no
additional cost inasmuch as they were already considered
within the metes and bounds description of each
acquisition. (The appraisal method for these properties
is fair market value, with subsequent negotiations
requiring VDOT approval).
Two parcels (002 and 008) have been identified through
the City's environmental site assessment process as
contaminated. The property owners were notified of the
contamination and, in accordance with law, provided
notification of the contamination to the Department of
Environmental Quality (DEQ). Subsequent review by DEQ
resulted in the following determinations:
Parcel 002 (parking lot on northeast corner of
intersection of Salem Avenue & 2nd Street, S.W.
which has petroleum contamination): according to
the DEQ, "At this time, no further action with
respect to this site's petroleum release
characterization is required". Soils removed from
the site can be reused as fill in other areas of the
project. If highly contaminated soils are
discovered during excavation, then DEQ must be
notified. DEQ can then advise as to what additional
action might be required.
2. Parcel 008 (property near intersection of Shenandoah

contamination): according to DEQ "The site will not
require remediation". Soils removed from the site

part of the roadway construction contract at project

Offers to purchase both properties have been sent by the
City to the property owners. The owner of Parcel 008
returned a signed option dated March 24, 1995
The project schedule currently indicates that the
advertisement for construction bids will occur as early
as June, 1995.

Six (6) bids were received for this proiect with Crowder Construction
Company of Charlotte, North Carolina, submitting the Iow bid in the
amount of $12,682,280 and 730 consecutive calendar days construction
time. Council approved the contract dated November 16, 1992, by
Ordinance No. 31247-111692.
The Commonwealth of Virginia was in the process of finalizing their
changes to the soil and erosion controls and stormwater management
which went into effect on January 1, 1993. Roanoke County then
completed their plan review in the first week of January, and the notice
to proceed to the Contractor was issued to start construction on January
19, 1993. (The result of the new regulations was the main part of
Change Order No. 1.)
There have been six (6) ao~roved chanqe orders to date with the
contract total of $13,663,569.78 and 805 consecutive calendar days.
II.
Current situation is as follows:
A. The original contract amount contained the sum of $81,430.25 for repair
of cracks inside and out of the intake chamber at the dam. This figure
was based on 16 days of diver labor and 63 cubic feet of grout.
When the divers began working on this repair they found the cracks that
were anticipated, but as they cleaned the walls of the intake chamber
(both inside and out) they found a large quantity of smaller cracks that
also needed repair. While these smaller cracks take a great deal of time

to grout, it is imperative that they be repaired while diving crews are on
the project.
The Contractor has consulted with his divinq subcontractor and they
have quoted the additional sum not to exceed $146,701.75 for time and
material to complete the repair of the inside and outside cracks in the
intake chamber.
The Contractor was also asked to contact the other diving subcontractor
that submitted a bid on the original contract to secure another pricn for
this work. The second firm informed Crowder that their mobilization cost
would not be justified for this size job and they were not interested in
giving them a quotation.

Enqineerinq concerns would not be met in a timely manner. The
repairs need to be made while the intake chamber is being
bypassed. Work will have to be done later, which would take the
intake chamber out of service after the siphon has been removed.
2. Fundinq would remain in the Water Main Extension account.
3. Time of completion would remain the same.
Recommendation is as follows:
City Council concur in alternative "A" and take the following actions:
Authorize the City Manager to issue Chanqe Order No. 7 to the contract
with Crowder Construction Company in the amount of $146,701.75 and

We strongly recommend that the City proceed at this time with the grouting repairs on the
exterior of the intake structure at the dam for the reservoir. The Contractor is already mobilized
and has gotten the best competitive price from several firms that do this type of work. The
repairs will be considerably more expensive if the City waits and has them done in the future.
Also, it would be unwise to not do the repairs now andthen have to do them under emergency
conditions at some future time.

Committee agreed to recommend the acquisition of the property for
$255~000. Subsequently, staff advised that due to the poor
condition of the improvements on the property, the potential
liability of someone getting injured, and the obvious need to
demolish the structure, an agreement has been reached to pay the
current owners an additional $5~000 to demolish and remove the
structures prior to the City taking title. Therefore, this is to
recommend that Council take the following action:

A 6.377 acre parcel has been offered for sale to the City. It is located
along the north side of State Route 815 (adjacent to the Filter Plant), in

BE IT ORDAINED by the Council of the City of Roanoke as follows:
1. The bid of Breakell, Inc., to provide and install an effluent reareration system at the
at the Water Pollution Control Plant, in the total amount of $116,937.00, as more particularly set
forth in the April 10, 1995, report of the City Manager to this Council, such bid being in full
compliance with the City's plans and specifications made therefor and as provided in the contract
documents offered said bidder, which bid is on file in the Office of the City Clerk, be and is hereby
ACCEPTED.
2. The City Manager or the Assistant City Manager and the City Clerk are hereby
authorized on behalf of the City to execute and attest, respectively, the requisite contract with the
successful bidder, based on its proposal made therefor and the City's specifications made therefor,
said contract to be in such form as is approved by the City Attorney, and the cost of said work to be
paid for out of funds heretofore or simultaneously appropriated by Council.
3. Any and all other bids made to the City for the aforesaid work are hereby REJECTED,
and the City Clerk is directed to notify each such bidder and to express to each the City's appreciation

C. Proiect consists of the following:
Contractor shall provide and install complete as shown on contract
drawings the concrete pad for three (3) pad mounted blowers and
installation of air distribution piping and diffusers to provide a
complete reaeration system in an existing chlorine contact basin.
Work is being done to comply with the requirements of the
Department of Environmental Quality (DEQ) as relating to the plant
operating permit in order to maintain the required level of disolved
oxygen in the effluent.

Request from Browning-Ferris Industries of South Atlantic, Inc. (BFI), that
an amendment be made to Chapter 36.1, Zoning, of the Code of the City of
Roanoke, 1979, as amended; requested amendment is to Section 36.1 -249,
Permitted Uses, of the LM, Light Manufacturing District.
I. Background:
Purnose of the proposed ordinance text amendment is to allow recycling
establishments to process other household waste materials in addition to paper
products, glass and aluminum as currently set forth in the Code. The current code
provision reads as follows:
Section 36.1-249, (Permitted uses in the LM, Light Manufacturing District), item
(19):
(19)
Scrap materials recycling establishments limited to the salvage and recycling
of paper products, glass and aluminum where all activities and storage are
wholly enclosed in a building."
Petition to amend the zoning ordinance was filed on February 6, 1995. The
following text was proposed by the petitioner:
Amend Section 36.1-249, item (19) to read as follows:
(19)
Materials recycling facilities where materials are processed for delivery to
markets, provided all processing and storage are conducted in a wholly
enclosed building.
Ordinance and Names Subcommittee held a discussion with the City's Community
Planning staffto evaluate the proposed text amendment and revision to the existing
regulations. Mr. John Bradshaw, Chairman of the Committee informed staff.that in

the interest of time and in response to the needs of the service industry and general
community, the Subcommittee recommends approval of the following text
amendment as modified:

Plannin~ Commission nublic hearing was held on Wednesday, March 1, 1995. Ms.
Karen Freeland, District Manager for BFI, appeared before the Commission and
discussed the history of her recycling business. She also informed the Commission
that the proposed ordinance amendment was due in part to the fact that her company
had abid in with the City of Roanoke to acquire recycled materials but due to some
of the materials collected, they were not eligible for bid award because certain
materials were not allowed to be processed at their present location as the current
code reads. Ms. Freeland stated that the amendment would help the company to be
more flexible and have the capability to process anything that might be recyclable
provided everything was inside the building and have no outside storage.
Mr. Marlles gave the staffreport. He informed the Commission that staff had worked
with the petitioner as well as the Ordinance and Names Subcommittee relative to
wording to identify the additional products that the company would like to recycle
in their current establishment. He also stated that the outstanding issue was that the
Subcommittee would like to provide some flexibility in the amendment so that the
ordinance would not have to be amended each time there was a new material to be
recycled.
Mr. Bradshaw gave the report of the Ordinance and Names Subcommittee. He
summarized the discussion of the committee members and stated that the ordinance
needed to be a little bit broader and suggested the wording "other economically
recyclable products" be added to the proposed text in lieu of the wording "and other
similar uses" as presented.
No one from the audience appeared before the Commission to speak for or against
the proposed text amendment.
Considerable discussion took place among the Commission members, staff and the
petitioner about what other recyclable materials should be included, the regulatory
agencies that monitor, review and license recycling establishments, and what types

of materials should be allowed to be recycled in the light manufacturing zoning
district. As a result, Mr. Marlles stated that the text of the proposed amendment to
read as follows:
"Recycling establishments limited to the processing of paper and plastic products,
glass, .aluminum, food and beverage containers, oils and batteries, where all activities
and storage, are wholly enclosed in a building."
Ms. Freeland advised that the proposed amendment, as revised, would permit BFI
to be eligible to bid award from the City.
Mr. Bradshaw made a motion that the text as read be approved and that the 'staff
study this section of the ordinance in hopes of relaxing some of the requirements.
II. Alternatives::

and state zoning status.

community's efforts to educate, promote and facilitate recycling activities
would be hampered and thereby, less effective and cost efficient.
The petitioner would either have to discontinue or relocate that portion of its
operation which processes materials other than paper products, glass and

aluminum to an area zoned HM, Heavy Manufacturing District.
Furthermore, the petitioner would be required to apply for and obtain a
special exception use permit through the Roanoke City Board of Zoning
Appeals prior to commencement of such processing operations at the HM
(Heavy Manufacturing) zoned location.
The Planning Commission, by a vote of 6 to 0, recommended am~roval of the proposed
zoning ordinance text amendment as presented by the Ordinance and Names Subcommittee
finding that the amendment would place existing Recycling operations into a conforming
zoning status as well as facilitate effective waste management activities beneficial to the

Pursuant to Section 36.1-690(e) of the Code of the City of Roanoke (1979), as
amended, I am enclosing copy of a petition from Karen Freeland, District Manager,
Browning-Ferris Industries of South Atlantic, Inc., and Leman Dudley,
representing Bashka, L.P., requesting that Chapter 36.1, Zoning, Section
36.1-249(19), "Scrap materials recycling establishments limited to the salvage and
recycling of paper products, giass and aluminum where all activities and storage are
wholly enclosed in a building" be amended as follows: "Materials recycling facilities
where materials are processed for delivery to markets, provided all processing and
storage are conducted in a wholly enclosed building".

TO THE HONORABLE MAYOR AND MEMBERS OF THE COUNCIL OF THE CITY OF
ROANOKE:
Browning-Ferris Industries of South Atlantic, Inc. ("BFI") and
Bashka L.P. (collectively "the Petitioners") are, respectively,
lessees and owners of land in the City of Roanoke containing
approximately one (1) acre, located at 341 24th Street, N.W. Said
property is identified as Tax Map #2323215, Lts 1-15 and PT ST BLK
B Horton Point (SP.). Said property is currently zoned LM, Light
Manufacturing District, and a materials recycling facility is
currently operated on the property.
In order to assist Petitioners in the further development of the
material recycling facility, which currently services commercial,
residential and municipal customers, the Petitioners wish to amend
the above described section of the City Zoning Ordinance.
Pursuant to Section 336.1-690, of the Code of the City of Roanoke
(1979), as amended, the Petitioners hereby request that Section
36.1-249(19):

Recycled paper
The Petitioners believe that the amendment as herein described is
appropriate and beneficial in that it will: (1) facilitate the
recycling of materials that would otherwise be landfilled; (2)
assist local governments in meeting state-mandated recycling goals;
and (3) provide citizens, businesses and municipalities in the
Roanoke Valley with facilities for the processing of their
recyclables.
Wherefore, the Petitioners request that the above referenced
amendment to Section 36.1-249(19) of the Code of the City of
Roanoke (1979), as amended, be made.

Pursuant to provisions of Resolution No. 25523 adopted by the Council of the City of
Roanoke on Monday, April 6, 1981, I have advertised a public headng for Monday, Apd110,
1995, at 7:00 p.m., or as soon thereafter as the matter may be heard, on the request of
Browning-Ferris Industries of South Atlantic, Inc., that Chapter 36.1, Zonina,
Section 36.1-249(19), "Scrap materials recycling establishments limited to the salvage and
recycling of paper products, glass and aluminum where all activities and storage are wholly
enclosed in a building" be amended as follows: "Recycling establishments limited to the
processing of paper and plastic products, glass, aluminum, food and beverage containers,
oils and batteries, where all activities and storage are wholly enclosed in a building".
For your information, I am enclosing copy of a notice of the public hearing, an Ordinance
and a report of the City Planning Commission with regard to the zoning amendment.

TO WHOM IT MAY CONCERN:
Pursuant to the provisions of S15.1-431, Code of Virginia
(1950), as amended, the Council of the City of Roanoke will hold a
Public Hearing on Monday, April 10, 1995, at 7:00 p.m., or as soon
thereafter as the matter may be heard, in the Council Chamber in
the Municipal Building, 215 Church Avenue, S.W., in order to
consider an amendment and revision to Chapter 36.1, Zoning, Code of
the City of Roanoke (1979), as amended.
The proposed amendment would amend the following section of
Chapter 36.1, Zoning, of the Code of the City of Roanoke (1950), as
amended: S36.1-249(19), such amendment shall facilitate the
recycling of materials that would otherwise be landfilled, assist
in meeting state-mandated recycling goals, and provide public with
facilities for processing recyclables. A copy of said proposed
amendment is available for review in the Office of the City Clerk,
Room 456, Municipal Building. Questions about the content of the
proposed regulation should be directed to the Office of Community
Planning, 981-2344.
All parties in interest may appear on the above date and be
heard on the question.
