Nelson Harris 6:00 p,m. Melinda J. Payne 6:30 p.m. Martin D. Jeffrey - 7:00 p.m. Adjournment. STATEMENT OF PURPOSE AND PROCEDURE On June 30, 1995, the three year terms of C. Nelson Harris and Clubert G. Poffas Trustees of the Roanoke City School Board will expire. The purpose of this meeting is to interview three candidates for the upcoming vacancies. Past actions of Council to comply with the selection process have included: (1) At regular meetings of the City Council held on January 9 and January 23, Council announced its intention to elect Trustees of the Roanoke City School Board for terms commencing July 1, 1995. (2) Advertisements were placed in the Roanoke Times and World-News inviting applications for the upcoming vacancies. Three applications were received in the City Clerk's Office prior to the deadline on Friday, March 10, at 5:00 p.m.. (3) On March 27 at 3:00 p.m., Council, as a Committee of the Whole, reviewed and considered all applications. (4) On March 27 at 6:00 p.m., Council held a reception with the candidates which was open to the public. (5) At the regular meeting of City Council on Monday, April 10 at 3:00 p.m., Council voted to interview all three applicants. (6) Those candidates who were to be accorded the public interview were notified by the City Clerk by letter dated April 13. (7) A notice was published in the Roanoke Times and gLoxld:Xe~- on Thursday, April 13 inviting attendance at a public hearing to be held by City Council on Monday, April 24 at 3:00 p.m., to receive the views of citizens regarding School Board applicants, and further inviting the public to submit proposed questions to the candidates by filing such written questions in the City Clerk's Office by 5:00 p.m., on Friday, April 20. I am advised by the City Clerk that no questions were submitted. Our selection process provides that Council will publicly interview each candidate separately and out of the presence and hearing of the other candidates. The City Clerk has scheduled the following interviews for this evening: 6:00 p.m. 6:30 p.m. 7:00 p.m. C. Nelson Harris Melinda J. Payne Martin D. Jeffrey Each candidate will be given the opportunity to make an opening statement of not more than five minutes. Thereafter, Council may ask such questions, as Council, in its discretion, deems advisable. The Council will hold three interviews and each interview will consist of approximately 30 minutes. After each interview has been completed, the candidate may feel free to leave the Council Chamber inasmuch as no action will be taken by the Council this evening. On Monday, May 8 at 2:00 p.m., or as soon thereafter as the matter may be considered, the Council will hold an election to fill the two vacancies on the Roanoke City School Board. Roanoke City Public School System... "One Perspective..." THERE HAS BEEN AN ENORMOUS AMOUNT OF DISCUSSION ON THE FUNDING LIMITATIONS OF THE SCHOOL BUDGET. JT IS PROBABLY FAIR TO SAY THAT THERE HAS BEEN AN EQUAL AMOUNT OF DISCUSSION ON THE NEED FOR MORE PARENTAL/COMMUNITY INVOLVEMENT IN THE SCHOOL SYSTEM FOR A VARIETY OF REASONS. WHAT WOULD YOU SAY IF I TOLD YOU THAT I HAVE A HIGHLY PROBABLE SOLUTION TO BOTH OF THOSE PROBLEMS AND A FEW OTHERS THAT CURRENTLY PLAGUE OUR SCHOOL SYSTEM SUCH AS INFERIOR SALARIES FOR OUR TEACHERS WHEN COMPARED TO THE NATIONAL AVERAGES. MY PROPOSED APPROACH TO THESE ISSUES AND OTHERS SIMPLE AND PROPOSED IN ITIATIVE. RELATED TO THE COMMON STRATEGIES EDUCATION OF OUR CHILDREN IS SENSE IN NATURE. I CALL THESE MY "READY FOR THE WORLD" "READY FOR THE WORLD" CONSIST OF THREE COMPONENTS-THE SPIRIT OF WHICH CURRENTLY EXIST IN OUR SYSTEM IN ONE FORM OR ANOTHER. "READY FOR THE WORLD" WOULD SERVE TO GENERATE RESOURCES, AND OTHER SUPPORT 1'O ENHANCE THOSE EFFORTS AND BUILD ON THEM FOR AN EVEN GREATER IMPACT. THE COMPONENTS OF THE "READY FOR THE WORLD" INITIATIVE ARE THESE: COMA4UNITYINVOL VEMENT WHICH BEGINS WITH EFFORTS TO EDUCATE THE COMMUNITY MORE ABOUT THE SUCCESSES OF THE SYSTEM, THE BENEFITS TO HAVING AN AWARD WINNING EDUCATION SYSTEM, THE IMPORTANCE OF OUR EDUCATION SYSTEM TO OUR SHORT AND LONG TERM ECONOMICAL CULMINATE IN ALLOWS THEM THAT, IN MY VOLUNTEERING MONETARY. AS WELL AS SOCIAL SURVIVAL, AND AN APPRECIATION FOR A SYSTEM THAT (THE COMMUNITY) INPUT AND "BUY IN" AND OPINION WOULD LEAD TO BOTH AND OTHER SUPPORTS INCLUDING TECHNOLOGY IS, AS I'VE SAID BEFORE, OUR CHILDREN'S SUCCESS IN THE MUST DO ALL WE CAN IN ORDER ADVANTAGE FOR EACH OF THEM. THE KEY TO NEW CENTURY AND WE TO INSURE A MAXIMUM "READY FOR THE WORLD" IS ABOUT TECHNOLOGY THAT CONTINUES TO BROADEN OUR LINKAGES TO THE WORLD. "READY FOR THE WORLD" SUPPORTS TECHNOLOGICAL INNOVATION AND PROGRAMS THAT COMPLIMENTS BOTH, VIABLE TRADITION AND NEEDED REFORMS. AN IN$1$1'ENCE ON EXCELLENCE COULD EASILY BE THE CORNERSTONE OF THE "READY FOR THE WORLD" INITIATIVE "DOING YOUR BEST" WOULD ONCE AGAIN THE EXPECTED NORM. WE WILL EXPECT EXCELLENCE IN LEARNING, EXPECT EXCELLENCE IN TEACHING AND EXPECT EXCELLENCE IN ADMINISTRATION AND EXCELLENCE IN COMMUNITY SUPPORT. NOT ONLY DOES "READY FOR THE WORLD EXPECT EXCELLENCE, IT PROPOSES THE FOLLOWING: -HONOR SYSTEM FOR STUDENTS, WITH A STUDENT REVIEW AND PANEL (LET THE STUDENTS EXPERIENCE THE DIFFICULTIES, THE DISAPPOINTMENTS THE REWARDS AND THE LESSONS OF AN ENVIRONMENT ENERGIZED BY HONOR AND RESPECT. -LETS TRY SITE-BASED AND SYSTEM PROMOTION AND ADVANCEMENT PROCESSES THAT INCLUDE AN INTERVIEW/REVIEW PANEL OF TEACHERS AND OTHER STAFF. ACKNOWLEDGES EXCELLENCE, AND PROPOSES THE FOLLOWING: -COMMUNITY RECOGNITION OF THE SYSTEM'S FINEST -BONUSES FOR TEACHERS WITH A CERTAIN % OF HONOR ROLL STUDENTS -AN HONORS SHOWCASE OF HONOR ROLL STUDENTS BY MEDIA, PRINT, RADIO AND VIDEO -AN ANONYMOUS TEACHER COMPLAINT AND REVIEW PROCESS WHERE TEACHERS CAN ADDRESS THE NON-INSTRUCTIONAL CONCERNS THAT DISTRACTS THEM FROM THEIR JOBS "READY FOR THE WORLD" SUPPORTS EXCELLENCE AND WOULD PROPOSE THE FOLLOWING: -INCREASE THE AMOUNT OF HARDWARE, SOFTWARE AND APPROPRIATE TRAINING AVAILABLE TO TEACHERS, FOR INSTRUCTION -HOW ABOUT A TEACHER "PARENT BUDDY"--A PARENT WHO SPENDS VOLUNTEER TIME ASSISTING THE TEACHER WITH THOSE NON TEACHING AND NECESSARY (DALLY) ACTIVITIES -INCREASED COORDINATION OF EFFORTS BETWEEN THE BOARD, THE TEACHERS AND THE PTA.
