A RESOLUTION declaring a local emergency; authorizing emergency powers to the
City Manager as Director of Emergency Services; authorizing the City Manager to make application
for Federal and State public aid and assistance to deal with such emergency; designating the Director
of Finance as the fiscal agent for the City; and calling upon the Federal and State governments for
assistance.
WHEREAS, the Council of the City of Roanoke finds that the City has sustained
dangerous fiood conditions which commenced June 28, 1995, and that, due to the floods, enormous
and, as yet, incalculable property damage has been done; and
WHEREAS, due to the floods, a condition of extreme peril to life and property
necessitates the proclamation of the existence of an emergency;
THEREFORE, BE IT RESOLVED by the Council for the City of Roanoke that:
1. The Budget Administrator is hereby authorized to execute for and in behalf
of City of Roanoke, a public ca, lily established under the laws of the State of Virginia, an application
(FEMA Form 90-63, Mar. 81) and to file it in the appropriate State office for the purpose of
obtaining certain Federal financial assistance under the Disaster Relief Aet (Public Law 288, 93rd
Congress) or otherwise available from the President's Disaster Relief Fund.
2. The City of Roanoke, a public entity established under the laws of the State
of Virginia, hereby authorizes its agent to provide to the State and to the Federal Emergency
Management Agency (FEMA) for all matters pertaining to such Federal disaster assistance the
assurances and agreements primed on the reverse side of such application.
3. It is hereby proclaimed that an emergency now exists throughout the City and
that such emergency has existed since June 28, 1995.
4. Such state of local emergency shall continue until this Council has adopted a
resolution declaring its end.
5. During the existence of the emergency declared by this resolution, the City
Manager, as Director of Emergency Services, shall have those powers, functions and duties
prescribed by the Code of Virgihia, (1950), as emended, the Roanoke Charter of 1952, the Code of
the City of Roanoke (1979), as emended, and the Emergency Operations Plan approved by this
Council in order to further the public health, safety and welfare, address the needs of the people of
the City of Roanoke and mitigate the effects of such emergency.
6. The City Manager is hereby authorized for and on behalf of the City to execute
applications for Federal and State public aid and assistance as is necessary and proper to meet this
emergency and to provide to Federal and State agencies for all matters relating to Federal and State
disaster assistance the assurances and agreemems required by the Federal Emergency Management
Agency and other agencies of State and Federal governments.
7. The Director of Finance is hereby designated as the City's fiscal agent to
receive, deposit and account for Federal and State funds made available to the City to meet the
emergency declared by this resolution, and the Budget Administrator is hereby designated as the
City's agent for executinl~ and submitting appropriate documentation and information ragardin8
federal and state reimbursement for this emergency.
8. The Council calls upon the Federal and State governments to take steps to
afford to the City of Roanoke and to the persons and business concerns and other orgas~iT~t~ions and
agencies suffering injury and damage fi.om this disaster such public aid and assistance as is necessary
and proper to meet this emergency.
9. The City Clerk is directed to forward an attested copy of this resolution to the
Honorable George Allen, Governor of Virginia.

This letter will rescind my previous letter of July 3, 1995 calling for a special meeting
of City Council for July 6, 1995 at 8:30 a.m.

SUBJECT: Post Incident Report
June 28 Flooding
Dear Mayor and Members of Council:
BACKGROUND
Initial weather stat-~-nt - Due to accumulated rainfall
and ground saturation, the National Weather Service (NWs)
issued flash flood watch beginning June 23 for the
Roanoke Valley. A "watch" indicates that there is a
possibility of flooding and that those in low lying areas
need to be alert for rising waters.
During the "watch- period, Emergency Services
personnel (police, fire and MS) patrol low-lying
areas, creeks and Roanoke River and report problems
immediately to the Emergency Services coordinator.
June 28 at 6:00 D. m.. NWS issued a. flash flood warnin~
for the City. A "warning" indicates that conditions are
right and that flooding is imminent.
Emergency Services Coordinator placed essential
staff on emergency alert. Additional EMS staff
were brought in to assist with evacuations as
required.
Mill Mountain area received 4.34" of rainfall between 6
u. m. a~d 9 p. m, This isolated intense thunderstorm,
with ground saturation conditions, produced significant
flooding in the Garden City area.
Rainfall amounts recorded by the Mill Mountain
gauge indicate the rain intensity approximates a 50
year return frequency storm.
Rainfall between 6:15 - 7:15 p. m. measured 3.9"
which exceeds a 100 year intensity.

.During similar time periods, all other rain gauges
}n parallel water sheds registered significan{ly
less than 1/2 of this 3.9" amount. This clearly
indicates that the rainfall was localized over the
Garden City water shed.

Emeroencv personnel conducted evacuation oDeratigD- of
approximately 100 persons in the Garden City area
immediately following.
A public shelter was onengd at Ruffner Middle School on
Ferncliff Avenue, N. W.; however, the shelter was not
utilized.
Roanoke River flood staae is 10 fes~. The river crested
at 10.5 feet on June 28 without incident.
A declaration of local emeroencv was declared at 12:01 a.
~, due to the extent on flood damage in the
Garden City area, to enable home and business owners to
potentially qualify for ~ederal assistance should a
federal disaster declaration be made.
A citizen hot-line was opened on Thursday, June 29 from
1 - $ p.m. for citizens to call to reDort flood damage.
Reports are still being accepted from affected citizens
by our Emergency Services Department. To date, 53 calls
have been processed.
II. CURRENT SITUATION
Initial Damage Assessment estimates damage to public and
private property as follows:

Preliminary insDection~ Were made by federal teams which
toured~he Garden City area on Friday, June 30 to inspect
damage to public and private property. Information is
being processed by state and federal teams to determine
if Roanoke City will be included in presidential
declaration.
A Presidential declaratio~ has been received for the
cities of Buena Vista and Lexington and counties of
Madison, Greene and Rockbridge to date. All other
jurisdiction~ are still under consideration. A
presidential declaration makes localities and residents
eligible for grants for temporary housing, homes repairs
and serious disaster-related needs. Low interest loans
also are available to help cover uninsured losses.
A new etate.~nitiative is also available from Housinu and
Community DeveloDment in the amount of 23 million dollars
to homeowners for housing aid. Details are not yet known
as to eligihility;.however, residents may b e eligible for
thes~.fu~e e~en ~f Roanoke City is not included in the
presm~entlal aeclaratton.
A hazard mitiuation reno~ is being developed by the
federal i~spection team whxchwill identify opportunities
for reducing loss in the Garden City area. This report
will include such items as increasing participation in
flo?d insurance program and creative ways to reduce loss
SUCh as flood-proofing and the possibility of relocating
homes/businesses out of risk area. The importance of
hazard mitigation for the Garden City area was stressed
to the federal inspectors. I am hopeful that we will
receive a positive report within two or three weeks
outlining mitigation options and detailing ~otential
grants. Once information is received, City Council and
Garden City residents will be briefed.
