The Roanoke City Council and the Roanoke County Board of Supervisors
will hold a joint meeting on Tuesday, July ll, 1995, at 12:30 p.m., in the
Roanoke County Administration Building, fourth floor Conference Room.

3. HEAR1NG OF CITIZENS UPON PUBLIC MATTERS:
Request to present a petition with regard to major concerns and needs of
residents of the Smnmit Hills Subdivision. Robin Murphy-Kelso,
Spokesperson. (5 minutes)
Ms. Murphy-Kelso addressed problems associated with inadequate
drainage and gas leakage and requested installation of curbing for
safety and beautification of the neighborhood.

The matter was referred to the City Manager and the Roanoke
Neighborhood Partnership for investigation, report and
recommendation, and to investigate the matter of gas leakage with
appropriate officials of the Roanoke Gas Company, with a report to
Council within 60 days.

Request to address Council with regard to the June 28 flooding in the
Garden City area of the City. Dennis D. Tinsley, Spokesperson.
(5 minutes)
Mr. Tinsley expressed appreciation to Council Members and to City
staff for their assistance and requested that cleanup efforts continue
in the Garden City area as expeditiously as possible. He further
requested a time frame as to when certain long term needs will be
addressed by the City.
The matter was referred to the City Manager for a status report on
the City's efforts to address immediate needs as well as long term
solutions in the Garden City area.

Redevelopment and Housing Authority were, on this date, jointly
awarded $540,000.00 to provide assistance to homeless, disabled

There has been so much to talk about that I really have had to split up
my address to you this year, and I thank you for allowing me the opportunity to do
so. We have had another "banner year" in our great City, and I want to thank the
citizens, on behalf of the Members of Council, for their continued support in our
progressive agenda for Roanoke.
I have already had the opportunity to address you in correspondence
regarding proposed tax relief which should be considered at the next Budget Study
of the Council in the spring of 1995, and I have also provided you with information
regarding three educational initiatives. The final part of my 1995 State of the City
will be presented on Wednesday, July 12, 1995, at 10:00 a.m. at the Mill Mountain
Star, and I invite you to join me at that time and place for those final comments.
What a great year! It seems that during the last year, we were
continuing to take care of the day-to-day business of the City. When I have taken
this opportunity to sit back and look at the many accomplishments that we have
made, I am now convinced that FY 94-95 was tinily a great year for us, one in which
we made many important decisions as a community which will be seen in the future
as major "investments" in the progress of Roanoke. Please allow me to just briefly
state a few of our accomplishments:
The Hotel Roanoke and Conference Center. It sure is great to have that
"grand ole lady on the hill" reopened and back in business in Roanoke, in
conjunction with our $13 million state-of-the-art conference center.
Approval by 81 percent of our citizens, with passage in every precinct of our
City, of our $23 million capital improvement program bond referendum in
November, 1994.
Planning for our downtown railwalk and increased funding for the Virginia
Museum of Transportation.
Major natural resource and infrastructure investments in our water system
($31 million), our regional sewage treatment plant ($41 million), and our trash
t~dn and solid waste disposal efforts ($40 million). In the words of one
Roanoker who spoke to me recently about this, "That's not too shabby."
The condition of our City is excellent and enviable. We are the
employment center for western Virginia. We have an exciting downtown. We have
strong neighborhoods in our inner-city and an excellent school system.
For those who are concerned about fiscal conservatism, I am pleased to
once again announce that our city government is well managed and that the financial
condition of the City remains strong with an AA bond rating and annual balanced
budgets.
The City Manager has reported to me that between the fourth quarter
of 1993 and the fourth quarter of 1994, Roanoke M.S.A. led the Commonwealth in
percentage job growth at 4.46 percent. This figure even surpassed the Virginia
portion of the Northern Virginia M.S.A. whose job growth was 4.08 percent. The
Manager further stated to me that the totai number of jobs created in the City of
Roanoke was 2,180 or 38.5 percent of ali §,66§ jobs created in the M.S.A., Roanoke
County created 2,031 jobs or 3§.9 percent of those in the M.S.A., while Salem's
1,242 accounted for 21.9 percent, and Botetourt's 213 was 3.8 percent of the total.
With regards to our downtown, you may recail that I proposed within the
last year the development of a downtown cinema. I am pleased to tell you that
further positive information regarding a downtown cinema may be soon forthcoming.
This will be a very positive accomplishment for our wonderful downtown area. We
have also seen the prospect of approximately $700,000 in investment at the corner
of Church Avenue and Market Street, and the pedestrian bridge linking our historic
Hotel with the Market is tentatively schednied to open August 24, 1995. We now have
a new downtown post office right in the heart of the City. Also, I am pleased to tell
you that negotiations are continuing regarding Campbell Avenue buildings owned by
the City, and I hope that we wili have a positive report on those prospects in the
not-too-distant future.
Our residential neighborhoods continue to be strong and viable. We
have had complaints in two of our neighborhoods within the last year regarding drug
activity, and, right away, our City administration, police, and community
neighborhood professionals were directed to those neighborhoods, and our citizens
have become involved in crime watch activities in those neighborhoods. Although
we have seen an increase in homicides, regrettably, during 1995, I do want to remind
you it was just at the end of 1994 when National Public Radio featured Roanoke in an
eight-minute program about how government, citizens, businesses, and
neighborhoods are successfully working together to make Roanoke a model for crime
prevention and reduction. One of the things we continue to do best is constant
collaboration between City Hall and our citizens, a unique networking of involved
community leaders and residential neighbors which has, over the years, truly made
our City a great place to live and work. It can be said that Roanoke continues to
give back to our citizens the tools, information, and investment they need to reach
solutions regarding the problems which arise in this community. In Roanoke, City
Hall gives back to the people.
Now, in addition to my previous correspondence regarding tax relief
and educational initiatives and my comments to be announced on Wednesday of this
week, I would like to take this opportunity to make several other proposals which I
would respectfully request you forward to the City Manager for his further
consideration:
The development of a City/County task force to design and implement a group
health benefits program for all City, County government, and school
employees, including any other assoelated government functions, such as the
Housing Authority, bus company, etc.
A parking deck for the Civic Center to be built so that it is also accessible to
The Hotel Roanoke and Conference Center. (Could this also be a place for a
practice ice rink for the Roanoke Express?)

Consideration of a satellite payment office to be jointly operated by the
Treasurer, the Commissioner of the Revenue, and the Office of Billings and
Collections, allowing neighborhood access and/or a drive-thru so that our
citizens can pay municipai bills without having to necessarily come to City
Hall.
Continued efforts toward the development of a metropolitan transit district;
Roanoke City Council has had to increase our city funding for Valley Metro
and there is, in the future, a limit as to how much we can do. Our entire
region must consider the importance of a regional bus company, and the
necessity for providing funding of that need.
We have seen the completion of 15 years of planning since Design '79 in our
downtown area. Who would have thought back in 1979 that w~ would have a
terrific pedestrian walkway going from a revitalized Elmwood Park past
downtown east office buildings into our historic market and then up to the
pedestrian bridge to our reopened and revitalized Hotel Roanoke and
Conference Center? It is now time for us to institute the second phase, and
I would like to propose a design showcase development effort primarily for the
"West Jeff" area on both the north side and south side of the Norfolk Southern
Railway Line, west of Jefferson Street. We have already made a tremendous
investment for our railwalk and the Transportation Museum, but it is time to
take steps to implement Noel Taylor's dream for Henry Street and to also
develop the Warehouse Row and West Campbell, Kirk, and Church Avenues
between City Hall and the Market. I propose that the City join with the
Chamber of Commerce and Downtown Roanoke, Incorporated, in "Showcase
2001" so that our citizens and business and community leaders can come
together, as we did in 1979, to plan the future expansion of our exciting
downtown Roanoke area over the next six years. Speeificaily, in conjunction
with earlier communications with the City Manager regarding this matter, I am
proposing the investment by the City of $75,000 with a match from the
business community from Downtown Roanoke, Incorporated, to develop this
new master plan known as "Showcase 2001" for the continued revitalization of
our downtown. A "prominent center" is a key image maker for an entire
region, and we want to continue to make sure that downtown Roanoke is the
vibrant hub of western Virginia.
Finally, we should strive to understand the difference between a
"project mentality" and a "vision" for our community. Even though it is important
to talk about, plan and dream specific projects, it is also important for us to attempt
to understand and grasp the big picture for Roanoke and her future. We must, as
a Council, continue to set high standards for our community and understand that our
vole is as facilitators of this project. We cannot do it alone, but, as political leaders
of the community, we must give back to our citizens the means by which they can
facilitate our combined progress for this entire region. In that respect, the
government in the future will be more of a coordinator or investor, than a deliverer
of services.
It is with this in mind that I continue to request your support for the
Urban Partnership, that unique association between 18 of the largest jurisdictions
in Virginia and the business community, represented by the Virginia State Chamber
of Commerce. We must continue to join with other local governments to encourage the
General Assembly to address, in a long-term way, the problems of city-county
conflict in our Commonwealth which restricts our competitiveness when compared to
other regions of the South.
But I am also inclined to agree with several of you on the Council that
we, as a City, also need to have a long-range plan. Accordingly, my final request
is that this Council, our administration, and citizens go forward with a strategic plan
for our City. As we adjust to a changing giobal environment and relationships
between governments, let us stay focused in Roanoke on the goal of increasing
strategic planning and investment in our City. We should continue to focus on the
need to make our City the optimum business environment of any City in the United
States. While Virginia and Roanoke generaliy are regarded to have a pro business
attitude, that will not be enough to be successful in the future. If we expect to
attract investment, our environment must be shaped and molded to appeal to those
with the resources to make investments. I propose that the Roanoke Regional
Chamber of Commerce and other interested citizen groups become involved with the
Council in developing this goal and strategies to accomplish it. With a consensus
and a plan that is soundly implemented, Roanoke can become known as a "City of
investment" which has carefully planned growth while offering its residents quality
amenities of life that make living here pleasant, affordable, and rewarding.
As I close, I want to thank the citizens of this community for the
blessing they have bestowed upon me by allowing me to serve as their Mayor. I also
want to thank the citizens for their wisdom in providing me with this most capable
and distinguished Council, because we do nothing if we do not work as a team, and
this team has worked very well, and we have accomplished great things for our
hometown. Congratulations, Members of Council, you are to be commended. I look
forward to working with you on another great year coming up.

The Roanoke City Health Department requests your concurrence to
develop a proposal which would study the services provided by the
Roanoke City and the Allegheny Health Districts to determine if
some services could be combined. The Allegheny District includes
the jurisdictions of the counties of Roanoke, Craig, Botetourt,
and Allegheny and the cities of Salem, Clifton Forge and
Covington.
This request is necessitated by the following situations:
The position of Director of the Roanoke City Health
Department had been unfilled since January, 1994. Dr.
Molly Rutledge, Director of the Allegheny Health
District, served as Acting Director for Roanoke City
since January, 1994 and has been the Director since
January, 1995.
Thirty-four employees of both health districts were granted
retirement under the State of Virginia Workforce Transition
Act (WTA) implemented by the 1995 General Assembly (Roanoke
city - 25 and Allegheny - 9)
The WTA, as implemented, reduces the number of staff
(who were granted retirement) and deleted the funding
for those positions from the budget of the Health
Department.
The Allegheny Health District and the Roanoke City Health
Department have been in discussion regarding the combination
of services that can be delivered to all Jurisdictions which
are locality need specific.
The full impact of these reductions has not been fully realized
to date. The Health Departments are reviewing each service
system to design how to best provide mandated services, and/or
phase out auxiliary services as indicated. As an example, each
Health district concurrently operates its own pharmacy. One
concept we want to explore is having one pharmacy with a
satellite delivery system.

The jurisdictions in the Allegheny Health Districts have
concurred in the process of reviewing possible means of combining
services.
The issue of the city share of the cooperative budget and how
city directed services will continue will be reviewed as part of
this process.
When completed, a report will be submitted to Council with
recommendations on combining services.
It is recommended that City Council concur in this request to
allow the Allegheny Health District and the Roanoke City Health
Department to continue to study the combination of service
provision to both Health Departments.

I would like to report to you regarding the request of William W. Arnold as referred
to me by City Council on May 22, 1995. Mr. Arnold is seeking permission from the
City to have a thirty-five foot flagpole with lights and a granite monument located in
Fishburn Park to honor the American War Veterans of the Roanoke Valley. Please
refer to the attached letter from Mr. Arnold dated March 22, 1995.
The City Parks and Recreation Department has been working closely with Mr. Arnold
on the various details of the proposal. Please refer to the attached plan sheet. The
project was then fovevarded to and has received the endorsement of the Grandin Court
Civic League which includes Fishbum Park within their neighborhood area. Please
refer to the attached letter from Mr. Agee dated April 24, 1995. The request was also
fo~varded to the War Memorial Committee for the members to review and comment.

RE: 1995 State of the City -- Tax Reduction
Dear Members of Council:
Thank you, in advance, for once again allowing me the privilege to address you and
the citizens of our great City as to our accomplishments over the last fiscal year, and
the issues and projects which we should face in the next year.
At the outset, please allow me to outline the process by which I want to address many
areas of concern:
First, this correspondence addressing tax relief for our citizens should be
referred to Budget Study for FY 96-97 in the spring of next year.
A second letter will be released to the public after my further discussions with
the Chairman and other Members of the Roanoke School Board, and the
Superintendent, regarding educational initiatives for Roanoke City Schools.
This should be referred to the School Board.
My State of the City remarks will be formally presented on Monday, July 10,
1995, at the regular meeting of Roanoke City Council, to be referred to the
administration.
A special project regarding a long-range plan will be announced at the Mili
Mountain Star on Wednesday, July 12, 1995, at 10:00 a.m., and you all are
invited. These remarks will be reprinted in our next Council Agenda for
referral to the City Manager.
Accordingly, with regard to this first item, I believe that it is time for the City
Council to once again consider tax relief for the citizens of our community. It has
been several years since Council has reduced the real estate property tax rate
and\or the personal property tax rate and I believe it is time, once again, for
Council to consider appropriate long-range reductions.
The Director of Finance, Mr. Grisso, reported to Council in his May financial report
dated June 26, 1995, that total General Fund Revenues increased 4.78 percent over
the last fiscal year with an increase of an actual $6 million. Mr. Grisso further
repo.rted that general property taxes are up $3.6 million (nearly 7 percent) over the
previous year and that category has provided the largest increase in current year

revenues. The Director of Finance further stated that the personal property tax
levies account for over a $2 million increase.
At this time, we should commend The Honorable Marsha Compton Fielder,
Commissioner of the Revenue, and Will Claytor, Director of Real Estate Valuation,
for the many new efficiencies and accomplishments in their respective offices. When
I came to Council eleven years ago, there were always concerns expressed about
those two offices, but, surely, both offices are now being operated professionally
and at optimum efficiency, in strict accordance with the law, thus yielding to the
City not only fair assessments of personal property and real estate, which our
citizens duly expect, but also increased funding for City coffers.
Our citizens should note the accomplishments of these two officeholders, and their
staffs, which should now allow us, because of their efficiency, to consider
reductions in the tax rate on personal property and\or real estate. In past years,
under Mayor Taylor, such efforts at tax reduction were scheduled over a period of
several years, and I am convinced that this would be an appropriate manner for us
to consider tax reduction as well.
Let me say that I am going to continue to emphasize "investment" as a proper goal of
our City government duringthe next fiscalyear. In my opinion, government should
be a promoter of investment, as well as a deliverer of public services. As we look
to the future, I believe it would be in the best interest of our City to continue our
real estate property tax rate reduction efforts so that, in the not too distant future,
we may, in fact, have a lower tax rate than our surrounding jurisdictions. Such an
effort would be unique for a mid-size, inner-city in America in the 1990's, but it
would certainly send a strong message to this entire region that the City of Roanoke
is healthy and that we are continuing to look for ways for reinvestment in our City
neighborhoods, encouraging the rehabilitation of older structures and stability
among the residential neighborhoods.
While we are considering tax relief which could spur added development within
Roanoke, let us also ask our administration for information and guidance about tax
credits for those who invest in the development and\or rehabilitation of single family
homes in our inner-city.
I would respectfully request that this correspondence be received and filed on the
Council Agenda on July 10, 199§, and thereafter be referred to Budget Study for
FY 96-97 for your further consideration at that time.

Dear Members of Council:
Each of you should receive a copy of this correspondence at the same time that it is
being released to the public. I have had an opportunity to discuss it with several
Members of the School Board.
Chairman Harris and the Members of our School Board, and Dr. Harris, our School
Superintendent, are once again to be congratulated on another stellar year of
accomplishment and success for the students in the Roanoke City Schools. Parents
in other jurisdictions may "think" that their children are attending fine schools, and
indeed they may be, but I am completely convinced that there is no educational
system in our region of Virginia that excels as well as the Roanoke City School
system in providing good basic education for so many young people, including strong
discipline, a variety of magnet courses, college entry courses, and other educational
activities and opportunities.
The citizens of the City continue to insist that Roanoke City Schools be the best that
they can be, and I am convinced, as I report to the citizens in this State of the City,
that Dr. Harris and the Members of the School Board have the best interest of our
students at heart, and an exceptional education is being provided by our excellent
professional teachers and staff to our students in the Roanoke City School system.
I wanted to discuss three educational proposals with you at this time, one of them
being a long-range study plan, and the two others being rather specific.
First, education has become one of the most important criteria for decisions on where
the business community locates new and expanding businesses. A certain key to the
economic well-being of our City is education, and it is certainly a wise investment
which we must continue to make. Accordingly, my first recommendation to the
Members of Roanoke City Council and our School Board is that we consider adopting
the goal of "Top Schools 2000" for our City. Essentially, I am proposing that we
enter into a time of strategic planning with educational officials and community
leaders to determine how to achieve this goal. It is not my purpose here to answer

questions as to what it would take to achieve our "Top Schools" strategy. Rather,
it is my purpose to set this target and help form a consensus that will bring us
together to reach that target. As a framework, I think we should consider the
following issues, including but not limited to:
1. The quality of education offered to our children in our public schools.
2. The accessibility of continuing education for adults in Roanoke.
The availability of training and retraining for workers in our business
community.
If we do this, we wili be the envy of cities everywhere. Tying our future to
incentives to bring in new industry is an important goal, but tying our future to
education will most assuredly create a community that is an exceptional and desirable
place to Hve, work, and visit. If we make major strides towards this goal, Roanoke
will be at the top of the list of companies and people when deciding where to locate
a business or a home. Roanoke will become synonymous with learning and success
and "Top Schools." Let us make education our cornerstone of economic development.
Secondly, I know that the Members of Roanoke City Council have joined with me in
sympathizing with the concerns expressed by the northwest and Gainsboro leaders
over the last several years regarding the continuing problems which those neighbors
have in seeking to encourage rehabilitation of neighborhood residences and, in
general, incentives for their neighborhood to thrive. This is an old issue for me,
and one which was addressed in several neighborhoods back during the 1980's when
Roanoke City Council committed to the rehabilitation of inner-city elementary schools
in the South Roanoke, Morningside, Oakland, Old Southwest, Wasena, Forest Park,
and Virginia Heights neighborhoods. At that time, Roanoke City Council made a
commitment to spend millions of dollars investing in the rehabliitation of these older
elementary schools not only for the benefit of the education of our children, but also
for the social benefit to those neighborhood communities which would have suffered
greatly had those elementary schools been closed as proposed. Indeed, with the
revitalization of neighborhoods like Old Southwest, Morningside, and Forest Park,
and with young families continuing to move into those neighborhoods, we now have
real evidence that continued investment and operation of elementary schools in our
neighborhoods are essential if the neighborhoods in our inner-city are to continue
to thrive.
It is regrettable that so many elementary schools in our northwest section of the City
were closed and destroyed back during the 1960's and 1970's, including Loudon
School, Harrison School (which has been converted), Melrose School, Gilmer and
Gainsboro Schools. I am convinced that the closing of these elementary schools has
been a disservice to our neighbors in the northwest community, especially people like
Florine Thornhill, and other leaders of that community, who strive day in and day
out to continue to revitalize their precious residential neighborhoods. Accordingly,
I would respectfully request that the School Board consider the development of a

smaller elementary school in the northwest neighborhood, particularly in the area
bounded by the Norfolk Southern Railway tracks on the south, Interstate 581 on the
east, Orange Avenue on the north, and 24th Street on the west. This geographic
area is home to thousands of Roanokers who have made an investment in their
neighborhood and want to see that investment continue to thrive. Yet, their
neighborhood is no longer home to a neighborhood elementary school! The closing
of elementary schools in the northwest neighborhood was the wrong decision, and
the revitalization and operation of elementary schools in other neighborhoods was the
right decision. I am convinced that for us to truly address the concerns of the
northwest citizens, we must make an investment in their neighborhood by
reestablishing an anchor of their neighborhood, which would be a new elementary
school to attract and keep young families in that very nice area of our City. If an
elementary school can anchor Wasena, Old Southwest, and South Roanoke, it can
work in northwest, also.
Thirdly, the recent report by Towers and Perrin suggested consideration by all local
governments in the Valley of a metropolitan transportation district. I believe that
suggestion will be considered further at the upcoming meeting of the Roanoke County
Board of Supervisors and the Roanoke City Council to be held on July 11, 199§. I
would further like to suggest that some study commence regarding future
cooperative efforts between the transportation divisions of the Roanoke City Schools
and Roanoke County Schools. It would seem to me much more efficient and cost
saving for the citizens of both communities if some combined efforts were made at
providing safe reliable public school transportation for the young people in both
jurisdictions. A study of efficiencies in our school fleets is timely and appropriate.
Thank you, Members of Council, for allowing me to present this second part of my
1995 State of the City. I would ask that this matter be officially referred to the
Roanoke School Board.

Re: Fundinq for Explore Park
Dear Ladies and Gentlemen:
As you know, on May 2, 1995, City Council referred to the
Citizens Services Committee funding requests of several agencies,
including Explore Park, and allocated an additional $100,000 to the
Citizens Services Committee to be used for the existing and
additional requests. The recommendations of the'Citizen Services
Committee were approved by Council on June 26, 1995. Funding for
Explore Park was not included in the recommendations as it had not
submitted a formal application.
It now appears that Explore Park never received the
application form and was not made aware of the need to submit a
formal application after it had earlier conveyed its request to the
City Manager.
Because Explore was not given an opportunity to be heard
before the Citizens Services Committee, which recommendations have
now been approved, it is only fair that the City attempt to rectify
this matter and provide appropriate funding for Explore Park as an
important regional project.
Accordingly, we recommend that Council refer to the City
Manager the request of Explore Park for funding of $50,000 and
direct that the City Manager report to Council his recommendation
concerning the appropriate level of funding and the manner of
providing such funds as a supplemental funding request.

Explore Park Grant Request

Mr. Mayor and ladies and gentlemen of the Council, thank you for allowing me this
time on your crowded agenda.
On behalf of the board of directors of the Virginia Recreational Facilities Authority, I
respectfully reiterate our request for a grant from the City of Roanoke in the amount of
$50,000 for the current fiscal year.
Any financial support received by Explore Park for its operating budget from the City
of Roanoke will be matched on a dollar-for-dollar basis by funds from the Commonwealth of
Virginia, so rest assured your investment in Explore will be doubled in this fashion.
Our State appropriation of $400,000 for the current fiscal year was made conditional
on the requirement that it be matched by funds from other sources such as the City of
Roanoke before will be disbursed from Richmond. Our operating budget for the current
fiscal year is $1.035 million, and every dollar in that budget is earmarked for the support of
some aspect of the park's unique educational program.
Today's request follows and reaffirms the contents of three letters submitted by
Explore to city executives in April of this year. Unfortunately, we at Explore Park did not
receive any communication from the Citizens Service Conmfittee, to which Council delegated
the task of recommending the allocation of City funds to human service and cultural
agencies, thus we were not included in that Committee's recent package of grant
recommendations.
Of the 3,326 western Virginia school children who benefitted from class field trips to
Explore Park during the 1994-1995 school year, Roanoke City school children were the
primary beneficiaries. More Roanoke City students visited Explore with their teachers than
youngsters from any other school system including Roanoke County (1,467 from the city
versus 1,256 from the county).
At Explore Park they learn how their forebears coped with their enviro, mnent and
made a living here 200 years ago. Ask any local fourth grader of your acquaintance which
school field trip he or she enjoyed the most and you're apt to hear:
"The trip to Explore Park, where we talked with an Indian, a frontiersman and a
blacksmith, visited a one-room county school and a farm with all its animals, and studied
wildlife and wildflowers on a guided nature walk."
Now that the 1995 tourist season is in full swing, traffic has picked up on the Blue
Ridge Parkway, and a series of special events is about to take place at the park (such as the
colorful Revolutionary War battle reenactments on July 22 and 23), we expect Explore Park
to be crowded with visitors until we close for the season on October 31st. Attendance this
season should be be[ween 40,000 and 50,000--twice last season's count. Many of these
visitors, having stopped in the Roanoke Valley to see Explore Park, will stay on in area
hotels and motels to spend money in the city--a new income stream for this community.
In conclusion, thank you all for approving City grants to Explore Park in the amount
of $25,000 in each of the past two fiscal years and for a wide variety of in-kind gifts ranging
from putting up attractive directional signs to Explore in the City to loaning us a tub grinder
with which we converted our tree waste to mulch. Our working relationship with the City is
excellent. We continue to need your financial support in these early years of the park's
development. The payoff will be a major national tourist destination attraction and
educational center in years to come that will make the Valley proud.

City of Roanoke Awarded Over Half a Million Dollars for Homelessness
The city of Roanoke and the Roanoke Redevelopment and Housing Authority
(RRHA) were today jointly awarded $540,000 to provide assistance to homeless,
disabled citizens. The announcement was made in Washington, D.C. this morning at
the House of Ruth, a shelter for women and children. The announcement was made by
U.S. Housing and Urban Development Secretary Henry Cisneros.
"This is an outstanding announcement that will meet a very real need in our
community," said Glenn Radcliffe, the city's director of Human Resources. "This grant
will allow us to provide 39 homeless, disabled citizens with housing assistance for up to
five years along with the supportive services they need to remain healthy and self-
sufficient."
Radcliffe was in Washington, D.C. today for the announcement along with Neva
Smith, director of the RRHA, Dale Matusevich representing the City Manager's Task
Force on Homelessness, Karen Michalski, executive director of the Blue Ridge
Independent Living Center, and Donna Norvelle, Human Development coordinator.
Housing for those who are disabled and homeless was a need that had been
identified by the City Manager's Task Force on Homelessness, which includes citizens,
service providers, clergy, etc. Their recommendations resulted in a cooperative effort

in 1994 between the city, RRHA, and nine community agencies to develop a proposal
for funding. That first proposal was not funded by the U.S. Department of Housing and
Urban Development. The city was then notified of a new initiative with $900 million for
homeless programs, identified as the Continuum of Care Homeless Award program.
The city's first proposal was updated and resubmitted in April 1995..
The city was contacted on July 5 and asked to send representatives to an
awards ceremony on July 10, but no details were released until today.
The nine organizations that will be involved in implementing the new program in
Roanoke are: Roanoke City Department of Social Services, the Department of
Veterans Affairs Salem Medical Center, Total Action Against Poverty, the Roanoke
AIDS Project, Roanoke Area Ministries, the Blue Ridge Independent Living Center,
Roanoke City Health Department, Blue Ridge Community Services, and Blue Ridge
AIDS Support Services.
"The teamwork that went into making this proposal, is an example of the
cooperation that will help make the actual program a success," said Radcliffe. "Working
together, we will be able to help those citizens in our community who are disabled and
homeless, to make a fresh start and work their way back to self-sufficiency."

Background on the subject in chronological order is as follows:

Bids, following proper advertisement, were opened and read aloud in
General Services on Thursday, May 25, 1995, for the Salem Avenue
Culvert Replacement Project.
Five (5) bids were received with Burleigh Construction Company, Inc.
submitting the Iow bid in the amount of $547,738.
II.
Current situation is as follows:
On May 26, 1995, Burleiqh Construction Company, Inc. verbally
requested that their bid be withdrawn due to a clerical error. D. Darwin
Roupe, Manager of General Services, informed Burleigh Construction
Company, Inc. that under the Code of Virginia, Part (1) of Section 11-
54.a, written notice with backup must be submitted within two (2)
working days. Notice was received on Tuesday, May 30, 1995. The bid
was withdrawn on that date.
The next lowest bid was received from Allegheny Construction Co., Inc.
in the amount of $717,743. This bid is 59.5% higher than the
Engineer's estimate of $450,000.

As part of the HUD Entitlement Consolidated Plan applicatioll, approved by
Council on May 8, 1995 by Resolution No. 32476-050895, City Council
authorized the following grants for the following agencies:
1. Fifth District Employment & Training Consortium
a. Opportunity Knocks - $14,520
Scope of Services: Provide approximately 43 young people (ages
18 to 24) with practical work experience opportunities and
appropriate education and skill training activities while doing
community service projects.
a. Operation Bootstrap - $10,613
Scope of Servic~; Provide assistance to approximately 54 very
low income families to achieve employment training opportunities
and improve housing availability
a. Employment Training Program - $60,000
Scope of Services: Assist approximately 100 low to moderate
income persons attempt to obtain employment through three types
of programs: 1) Four, 2 to 6 week training in job readiness; 2)
interview skill & basic job retention skills; 3) specialized referral
in employment training and on-the-job training for those with
special needs.

as independent as possible within their own homes and community
through rehab/modification and/or purchasing assistive devices to
aid in daily living.

City Council authorized the Acceptance of the 1995-96 HUD Entitlement and
Appropriation of Funds for CDBG Activities on June 26, 1995 by Ordinance No.
32525-062695 and Resolution No. 32526-062695.
Current Situation:
The proposed projects will provide public service, employment training, services
to the disabled, direct economic development assistance, neighborhood
improvements and planning activities.
Administrative Agmement~ are necessary for the funds to be obligated to these
projects. The respective Agreements between the City ("Grantee") and each
agency ("Subgrantee") will contain the following provisions and will be in form
approved by the City Attorney:
Time of Performance: This Agreement shall be for the period of July 1,
1995 through June 30, 1996.
Indemnification: The Subgrantee shall indemnify and hold harmless the
Grantee, its officers, agents, consultants and employees, against any and
all loss, costs, or expenses, including reasonable attorney's fees, and costs
of defense, resulting from any claim, whether or not reduced to a
judgement, and for any liability of any nature whatsoever, that may arise
out of or result from Subgrantee's intentional or negligent acts or omission
in providing services under this Agreement, including without limitation,
fines and penalties, violation of federal, state or local laws, or regulation
promulgated thereunder, personal injury, wrongful death or property
damage.
Agreements will not be executed on behalf of the City without the certification of
the Director of Finance that funding is available and no funding will be expended
under the contract until the contract is fully executed by all parties.

2. The Fee Compendium of the City, maintained by the Director of Finance and

effective as of that date, shall be amended to reflect the new fee for concealed weapons permit

Subject: Increase in the Concealed Weapons Permit Fees
listed in the 1995 Fees Compendium
I. Back~round on the subject is:
~18.2-308 of the Code of Viruinia mandates that
background investigations be conducted by local police
agencies on applicants for Concealed Weapons Permits.

Applicants are referred to the police department by the
clerk of circuit court after an application has been
received.
Section K of ~18.2-308 authorizes law enforcement
a~encies to charge a fee to cover the cost of the
background investigation. As of July 1, 1995, the
investigation will consist of reviewing a 3 page appli-
cation consisting basically of yes/no questions. The
applicant will be fingerprinted at the police department
and a criminal background check will be done through VCIN
and NCIC. If the application presents no problems and if
the background check if okay, then a report will be
prepared and sent to circuit court for approval of the
license.

IV. Alternatives in order of feasibility:
Citv Council authorize the increas~ of the fee charged to
the maximum allowable $35.00 to help offset the cost of
the investigations.
It is probable that our monthly number of appli-
cations will quadruple and that may be a conser-
vative estimation.
Our current amount of time, approximately two hours
per investigation, will be reduced to approximately
one hour but if the number of investigations quad-
ruple then our number of manhours spent will double.
It now costs approximately $54.00 per investigation.
Under the new requirements that may reduce slightly
per investigation but overall cost will increase
with the projected increase in the number of invest-
igations.

AmDlications will increase reqardless at a projected
rate of 400 per cent.
Man-hours required to conduct the backqround
investigations will increase accordingly.
Revenue that could be qenerated to assist in off-
setting the cost of the investigation will not be
possible which will adversely affect monies budgeted
for those required investigations.
V. Recommendation is as follows:
City Council concur with Alternative A and take the following
action:
Authorize an increase in the fee charged for
concealed weapons permit background investigations
to $35.00 and authorize the finance department to
amend the Fees Compendium accordingly.

SUBJECT: Virginia Summer Food Service Program Grant Application to the U. S.
Department of Agriculture
I. Background:
The U.S. Department of Agriculture Ct/SD.a) has solicited applications from
municipalities to participate in the 1995 Virginia Summer Food Service Program.
The purpose of the program is to provide nutritionally balanced, healthy meals to
children, ages 1 through 18, of low-income families at designated sites within the
City during the summer months of 1995.
Cost reimbursem~nt~q are made to program sponsors (City of Roanoke), by the
U.S. Department of Agriculture, at a rate of approximately $1.36 per meal
consumed by a participating eligible youth.
$15.245,00 has been allocated by City Council in the 1995-96 budget to the
Director of Human Development to support the staffing and administration of this
program.
The Virginia Summer Food Service Program is similar in concept to the National
School Lunch Program and the participants' eligibility is comparable to that used
to determine eligibility for free, or reduced price, meals during the school year.
~ this program in 1993 and in 1994 serving approximately 1,300
eligible youth daily at approximately thirteen feeding locations in the City.
Approximately 39.000 meals were consumed during each summer.
~ sponsored a similar program in 1985 and has elected to
provide food service this year.
The need for this program and potential operational plans were originally explored
and developed by a task force of the City Manager's Human Development Steering

Committee. Agencies represented included the Department of Social Services, the
Fifth District Employment and Training Consortium (FDETC), with the assistance
of City Parks and Recreation, Roanoke Redevelopment and Housing Authority,
and Total Action Against Poverty.
The U.S. Department of Agriculture is supportive of efforts by the City of
Roanoke to continue this program and has expressed its interest in providing
whatever supportive assistance necessary to accomplish the program's objectives.
Present Situation:
A grant application for the Virginia Summer Food Service Program has been
prepared by the Office on Youth on behalf of the City of Roanoke for
consideration by the U.S. Department of Agriculture for funding this summer, for
the period June 19 through August 31, 1995. (Notice of the grant award was
received on June 2, 1995.)
230 (breakfast)and 655 (lunch) daily meals are proposed for youths participating at
these sites:
Apple Ridge Farms, Cooper Hill (off-site center)
Blue Stone Housing Project
Eureka Park Recreation Center
Hunt Manor Housing Project
Hurt Park Housing Project
Indian Rock Village Housing Project
Jamestown Place Housing Project
Landsdowne Housing Project
Lincoln Terrace Housing Project
Jackson Park Recreation Center
YMCA at Monterey School
YMCA at Westside School
It is estimated that over 12.190 (breakfastl and 34.715 (lunch) meals will be served
through this project.
The twelve (12) proposed feeding loca[ion8 reflect both the success of last year's
program and the broad need existing for such a program for needy youth in the
City.

The Directorate of Human Development is proposed to administer the project in
conjunction with the Office on Youth and in collaboration with inter-city
departments such as Parks and Recreation, the Department of Social Services
(DSS) and Roanoke City Schools and with agencies such as the Court Service
Unit (CSU), Roanoke Redevelopment and Housing Authority (RRHA), the Fifth
District Employment and Training Consortium (FDETC) and Total Action Against
Poverty. The departments/agencies will provide the following:
Office on Youth --
Monitoring, Administration, and Daily Project
Manager
Parks & Recreation -- Provision of two sites within the parks
DSS --
Project Support (Volunteers)
City Schools --
Will prepare and deliver aver 38,000 meals to 12 sites.
CSU --
Volunteer staff as available
Provision of site facilities at seven housing project sites and
staff at one site.
FDETC -- Volunteers
Head Start (Rutherford Center) & one staffperson
There are approximately 885 meals proposed to be provided on each of the fifty-
three (53) meal service days, between June 19 and August 31, 1995 (Monday
through Friday).
All costs reimbursable by the U.S. Department of Agriculture are based upon the
number of meals consumed by eligible youth participants.
Cost projections from USDA funding total $94_861.39
(Including approximately $87, 980.00 for reimbursement to vendor.)
Administrative Costs: $6_881.00

volunteers budgeted through Office on Youth internship program

Need for Food Services in the community - Need is wide-spread
and project will accommodate targeted efforts to provide
nutritionally balanced meals to approximately 1,310 needy youths,
daily.
Effective and Efficient Delivery_ of Services - Interagency
agreements with DSS, FDETC, Office on Youth, RRHA and TAP,
and a contract with Roanoke City Schools will promote both the
effective and efficient delivery of services to Roanoke City residents
whom the project is designed to assist.

AN ORDINANCE granting revocable license for the construction

Avenue, S.W., Official Tax No. 1061209, upon certain terms and
conditions.
BE IT ORDAINED by the Council of the City of Roanoke that:
1. A revocable license shall be and is hereby granted W. D.
Goldsmith and Kelley B. Goldsmith, their grantees, assignees, or
successors in interest, for the construction of a wooden deck
encroaching over and into the right-of-way of 27th Street, S.W.,
located at the side of the residence at 2632 Wycliffe Avenue, S.W.,
bearing Official Tax No. 1061209, as more fully described in a
report of the Water Resources Committee dated June 26, 1995, on
file in the Office of the City Clerk.
2. Said license, granted pursuant to S15.1-376, Code of
Virginia (1950), as amended, shall be revocable at the pleasure of
the Council of the City of Roanoke, and is subject to all the
limitations contained in S15.1-376.
3. It shall be agreed by the licensee that, in constructing
and maintaining such encroachment, said licensee and its grantees,
assignees, or successors in interest covenant and agree to
indemnify and save harmless the City of Roanoke, its officials,
officers and employees, from all claims for injuries or damages to
persons or property that may arise by reason of the above-described
encroachment over and into public right-of-way.
4. Licensee, its grantees, assignees or successors in
interest shall for the duration of this permit, with respect to
claims arising out of the construction, maintenance and use of the
structure and areas permitted to encroach into City right-of-way
hereunder, maintain on file with the City Clerk's Office evidence
of liability insurance coverage. The amount of such insurance
shall not be less than:

Background in chronological order is as follows:
Building Inspector discovered that property owner had begun
construction of a wooden deck and advised owner to obtain the
proper building permit.
Building permit was denied because the deck did not conform to the
zoning setback requirements, and owner was advised to have a
survey prepared as part of a request for a variance from the Board of
Zoning Appeals. The survey revealed that the deck would extend 1.3
feet into City right-of-way (see attached).
II.
Current Situation is as follows:
Property owners, Mr. & Mrs. W. D. Goldsmith, have requested a
revocable license which would allow them to complete construction
of the deck.
B. Deck is located approximately two and a half (2.5) feet behind
sidewalk.

The attached report was considered by the Water Resources
Committee at its regular meeting on June 12, 1995. The Committee
recommends that Council authorize the appropriate City officials
to execute a lease agreement with the Southeast Action Forum,
Inc. in a form acceptable to the City Attorney, for the former
Fire Station #6, for a five (5) year term, from July 14, 1995 to
July 13, 2000, for a lease fee of One Dollar ($1.00) per year,
and approve a sub-lease with the League of Older Americans Senior
Citizens Dining Club, to run concurrently with the Southeast
Action Forum, Inc. lease, in accordance with conditions stated in
the attached report.

ATTACHMENT A
INSURANCE REQUIREMENTS
Southeast Action Forum, Inc. agrees that it will protect, indemnify and save harmless
the City from the claims of all persons arising as the result of the activities of the
Southeast Action Forum, Inc., its members, employees, and agents, in the leased
premises and on the accompanying grounds, and that it will secure, maintain, pay for
and keep in force, until the expiration of this lease, commercial general liability
insurance written on an occurrence basis with a limit of no less than $1,000,000 (one
million dollars). Southeast Action Forum, Inc. shall name the City of Roanoke, its
officials, officers, employees, agents and volunteers as additional insureds on said
policy, and shall provide the City with a copy of the certificate of insurance prior to
July 1 of each year of the lease.

Lease Agreement - Quantum Medical Business Services, Inc.
BACKGROUND
The City of Roanoke, Office of Emergency Medical Services
(EMS) contracts with Quantum Medical Business Services.
Inc. to provide billing and collection services relating
to EMS ambulance transports.
II. CURRENT SITUATION

Office space for billing clerk handling city's EMS
accounts is currently located in Quantum's headquarters
at 2840 Electric Road, Roanoke, Virginia.
Current location of billing clerk is not conducive to
most efficient handling of city accounts.
A 10' x 10' office will be available beginning August 1,
1995 in suite of offices currently occupied by the EMS
Department. Quantum Medical Business Services, Inc. has
agreed to lease this space for the billing clerk handling
city EMS accounts.
This space is beinq vacated by the EMS Field Supervisor
whose office will move to EMS Station 2 located on 374
Day Avenue, S. W. There will no relocation or lease cost
for the supervisor,s office at the Day Avenue location.
Revenue estimate for EMS billing and collection was
substantially increased for 1995-96 based on improved
collections. One strateq¥ to improve collections was to
relocate billinq clerk to Municipal Buildinq.

Committee not recommend to City Council that it authorize

1. Need 1995-96 EMS revenue projection may not be
met if collections are not improved. Customer
service would not improve.
2. Cost would not be an issue.

Remarks of Janet L. Barton and Robert Zimmerman
at the regular meeting of City Council on
Monday, July 10, t995
Ms. Barton: Good evening, Mr. Bowers and City Council Members. My name
is Janet Barton and I do live at 901 Patterson Avenue, S. W. I come to you
with great concern. We are totally overcome with prostitution around our
neighborhood and drugs. We are here to get help, hoping that we can get our
neighborhood cleaned up with all this filth. It has overcome us with prostitution
and drugs dght in our own front door. We have called the police in. The police
drive by, but they do nothing. They have been called a number of times. They
respond, but that's about it. We have children in our neighborhoods, we have
family members who will not come to visit us because of the filth that we do
have there. I come to you all hoping that I can get the help that is needed to
clear up our neighborhood and get our citizens back on the right track.
Mayor Bower~: Ms. Barton, you have come to the right place. We thank you
for being here. Mr. Snead is our Director of Public Safety. Mr. Snead, I would
like to ask that you might visit with Ms. Barton. Ms. Barton, are you able to stay
a few moments so that you can discuss this matter further with him, and bring
this matter to the attention of our Chief of Police. Vice-Mayor Edwards, any
comments or questions?
Vice-Mayor Edwards: One of the big successes Roanoke has had in recent
years in coping with cdme, has been with the COPE Program, the Community
Oriented Policing Effort. It has done a wonderful job in some of the housing
projects. I understand recently it has moved into the Melrose area because of
some problems and it is possible that Mr. Snead, the City administration, and
the Chief of Police can look into possibly moving the COPE teams into the
Patterson Avenue area. It seems to me that might very well be something that
they can look at because they have been very successful in rooting out crime
and rebuilding the community. Because it's simply intolerable to live in a
community that has prostitutes and drug transactions and that sort of thing.
Ms. Barton: It is not only on Patterson Avenue, it is all around us. There is
Rorer Avenue, Ninth Street, etc.
Vice-Mayor Edwards: Yes, that whole general area.

Ms. Barton: We are trying to raise decent children and they do not need to see
this nor be exposed to this.
Vice-Mayor Edwards: Absolutely not. My suggestion is working with Mr.
Snead and the others, perhaps this is an idea that can be looked into.
Ms. Barton: O.K. Thank you.
Mayor Bowers: Ms. Barton, thank you. That is another one of the
neighborhoods in which we did not save a neighborhood school. West End
School was just around the comer from you, but we let it be torn down. At any
rate, we are making an effort to renovate that neighborhood, beginning with
renovation of Jefferson High School. We hope that will continue to help also.
If you will talk with Mr. Snead, we will see if we can be of some assistance to
you. Thank you for your appearance before the Council this evening.
Mayor Bowers: Mr. Robert Zimmerman. Mr. Zimmerman if you will come
forward, sir. Mr. Z. if you will please give your address for the record, sir.

Mr. Zimmerman: Ladies and Gentlemen, I am here to be the biggest
complainer of them all. My place of business is at 912 Salem Avenue, right
backed up to the door of 912 Rorer Avenue, which we just got them evicted this
morning at 10:00 a.m. for prostitution. They walked in with the Shedff this
moming, and hustled five gids. At a quarter to seven, three more left after they
heard they were coming. Prostitution up there has been so bad that I have a
camera that is watching the back gate where this is going on. I saw one girl
turn four tricks in an hour and thirty minutes. That is how bad it is. The COPE
team, I have celled them and they told me they do not operate in that area, just
about said tough luck, baby, ifs yours. Vice squad, in fact last night there were
four police cars over to this same house. I own the property at Ninth and
Norfolk Avenue. I own three corners of Tenth of Ninth and Salem. I own the
comer on Ninth and Rorer Avenue. If you ever smelled udne all over the side
of your buildings, crap in bottles thrown on the street, broken bottles, it looks
like the City dump every morning you come to work. Police cars ride through,
they do not pick them up. They know who they are, but will not pick them up.
In fact, I talked to some people today, and I am interested in renting a bus, and
bussing them into your territory with signs on my street that they are in your
territory, and see how long you people would put up with what we have put up

with. I have travelled that street and worked on that street for 35 years, and
dght now, it is the worst in the 35 years that I have been there. This afternoon,
the police told me that it's the worst they have ever seen it. We are not going
to put up with it. It is up to you all to do something about it, because I do not
think you want to see the citizens around there take it into their own hands.
The Housing Authority rent those houses to the people, they do not even check
them out. We have a man in right there that just got evicted this morning. He
has been in there three months. The traffic count on Rorer Avenue, which is
a dead end street, has a little over a hundred cars a night, and that is a lot of
cars. I mean there is some prominent people in there picking up, too. I mean
when you see Jaguars, Mercedes, and $30,000.00 pickup trucks in there
picking them up, that is not just a working class of people. I think what you
need to do when the police pick them up, I think you should publish their
names in the paper, and maybe that will stop some of that. I even had one of
the deputy sheriffs of West Virginia pick one up on my lot here about two
weeks ago. I have even, this is hearsay, I have even heard that some of our
finer policemen are in on some of it, too. So you people, you have a problem.
My business is down one-third, and one-third a month for me is right at
$60,000.00 a month, because I have people that say they are not going to

come in them when they get propositioned on the way in. They get gids that
will stand out them and expose parts of their body. They say they do not have
to come to my place to do business. You got a good one.
Mayor Bowers: Mr. Z., thank you for being with us again this evening. First of
all, let me say that we would not want any citizen to take the law into their own
hands, as I think I heard you suggest, so I would not recommend that to you or
anyone. That would be my first comment. Secondly, the accusation or the
hearsay, I guess, was very serious that perhaps the police officers of our City
Police Department were involved in some way. I would ask, and I know the
Assistant City Manager and the Director of Public Safety will look into that
matter promptly. Our police department is now nationally accredited. I am very
proud of our police department. They are not perfect, they are humans. But,
I know that will be investigated very quickly.
Mr. Zimmerm~n: Like I said, this is a bad situation up them, because I cannot
take my family UP to my own shop. In fact, the other night, one of the houses
next door, 912 which I own, I went over and came down the alley, them was a

little girl that had some elderly fellow out there who had his pants off and I had
to chase them off of my own property.
Mayor Bowers: Let me ask that you speak with Mr. Snead and discuss this
with him again. I am pleased that the City police, you say, are responding, and
they responded today, so there is some good, I suppose, out of all this. We are
sorry that this is happening and we will see if we can be of some assistance to
yOU.
Mr. Zimmerman: Like you said, I have seen it up and down Salem Avenue for
years, but this is the farthest up Salem Avenue it has gotten in all my years of
travelling. Either they stay downtown or under the viaduct or down around the
Spur station.
Mayor Bowers: Any comments or questions to Mr. Zimmerman.
Mr. McCadden: Mr. Zimmerman, I assume that this is not just nighttime, that
this is also happening during the day.

Mr. Zimmerman: Any hour of the day or night. I came into work at 6:30 the
other morning, and there were three, two men and one woman out there
fighting, and they were arguing that they did not get their share of the money.
This was at 6:30 in the morning.
Mr. McCadden: How often would you say you have contacted our authorities
in the last month?
Mr. Zimmef'~an: You just call your police department and ask how many times
they have been called to 912 Rorer Avenue in the last 90 days. Not just the
police, the Vice, COPE, all of them have been called. COPE told me they have
20 people, but they cannot get nobody down there to do nothing about it.
Mr. McCadden: Is this two blocks from Ms. Barton? Is that correct? You would
say that is about a square unit and it goes probably up to around Thirteenth
Street.
Mr. Zimmerman: No, this is mostly, 99 percent of it is on this side of Tenth
Street. The COPE Team is supposed to be up on Tenth Street up, so they

have done moved down into our part because they know the COPE team is not
going to come in there.
Mayor Bowers: I am sorry, the COPE team is where?
Mr. Zimmerman: I heard they were on the other side of Tenth Street.
Mr. McCadden: West of Tenth?
Mr. Zimmerman: Yes. Do something about this. This is sickening when you
can't even take your family to work and your family is afraid to go to the shop
at night because of this going on. It is bad.
Mayor Bowers: Mr. Zimmerman, will you come back and see us if we have not
resolved this to your satisfaction, but also come back to see us if we have.
Mr. Zimmerman: I am sure you will hear from me if they have not done
something about it.

Mayor Bowers: I ask that you come back either way.
Mr. Zimmerman: I am so tired of it, I am ready to close mine up and move the
rest of my business to Salem. It's just, I'm not going to put up with it. It is not
worth it.
Mayor Bowers: I am sorry that you are having this problem. We will see if our
police department can be of some assistance. Thank you, sir.
