Stadium and Field House. (12:30 - 1:00 p.m.)
Heery International, Inc., and Hammer, Siler, George
Associates, consultants for the feasibility study for use of
Victory Stadium and Field House, were requested to continue
their study of Option No. 4 as described in the City Manager's
report under date of January 16, 1996, with regard to Victory
Stadium and report to Council within a period of 60 days. The
City Manager was requested to confer with other local
governments in the Roanoke Valley in regard to regional
participation.

SUBJECT: Ice Rink
Dear Mayor Bowers and Members of Council:
Roanoke City Council has previously referred to me the question of availability of
city-owned property, either at the Roanoke CitY Public Schools or city surplus properly for
possible use for an ice rink. The Superintendent of Schools, Dr. Wayne Harris, has
indicated that the schools have no excess or surplus property for the above-referenced
purposes. Roanoke City Council recently reviewed an option for a sports complex that
could include an ice rink located on a yet-to-be determined site. At that presentation, City
Council set the priority of upgrading Victory Stadium and asked me to contact other
Roanoke Valley administrators as to their possible interest in a sports complex.
The Roanoke Valley government administrators were most i~pressed with the
sports complex concept, but indicated that their governments had significantly higher
priorities, namely, public schools, The idea of a sports complex was not uniformly rejected,
but was simply considered as an idea that had future potential but not in the near term.
I believe that I can accurately indicate to City Council that there is at present no
surplus property, either at Roanoke City Public Schools or property generally owned by the
City of Roanoke that is available for an ice rink. City staff continues to talk with private
investors who are considering acquiring a site and building a for-profit ice rink located within
the City of Roanoke,

The motion was made by Vice Mayor Edwards and seconded by
Mayor Bowers to receive and file the Comprehensive Annual
Financial Report for Roanoke City School Board. The motion
was approved unanimously.

A. Internal Controls Evaluation:
Pension Trust Fund
The motion was made by Mayor Bowers and seconded by Vice
Mayor Edwards to receive and file the Pension Trust Fund
audit. The motion was approved unanimously.
Mr. White recognized Mr. Bird who asked the in-charge
auditor to summarize the report. Mrs. Stewart briefed the
Committee on the Pension Trust Fund audit report. Mayor
Bowers asked if the Pension Trust Fund is audited by anyone
else. Mr. McQuade reported that KPMG Peat Marwick looks at
this fund. Mr. Grisso also reported that the investments of
the Pension Trust Fund are evaluated every quarter by the
Pension Trust Fund Board of Trustees Investment Advisory
Committee.
B. Substantive Testing:
Administrative Procedures
The motion was made by Mr. McCadden and seconded by Vice
Mayor Edwards to receive and file the Administrative
Procedures audit report. The motion was approved
unanimously.
Mr. White recognized Mr. Bird who asked the in-charge
auditor to summarize the report. Mr. Aldridge briefed the
Committee on the Administrative Procedures audit report.

A RESOLUTION accepting the resignation of John S. Edwards as
Vice-Mayor and member of City Council; appointing Wendell H. Butler
as a member of the City Council for a term commencing upon his
qualification and expiring June 30, 1996; and authorizing the City
Attorney to file a Petition for a Writ of Election with the Circuit
Court for the City of Roanoke requesting that the Court order an
election in connection with the next regular councilmanic election

WHEREAS, the Honorable John S. Edwards, Vice-Mayor and member
of City Council, has by letter, dated December 22, 1995, resigned

WHEREAS, the Council of the City of Roanoke finds that the City has sustained near
blizzard conditions which commenced at 10:00 a.m. on January 7, 1996, and that, due to the
unprecedented snowfall, substantial and, as yet, incalculable property damage has been done; and
WHEREAS, due to the snowstrom, a condition of extreme peril to life and property
necessitates the proclamation of the existence of an emergency;
THEREFORE, BE IT RESOLVED by the Council for the City of Roanoke that:
1. The Budget Administrator is hereby authorized to execute for and in behalf
of City of Roanoke, a public e~fi~.y established under the laws of the State of Virginia, an application
(FEMA Form 90-63, Mar. 81) and to file it in the appropriate State office for the purpose of
obtaining cert~ Federal financial assistance under the Disaster Relief Act (Public Law 288, 93rd
Congress) or otherwise available fi.om the President's Disaster Relief Fund.
2. The City of Roanoke, a public entity established under the laws of the State
of Virginia, hereby authorizes its agent to provide to the State and to the Federal Emergency
Management Agency (FEMA) for all matters pertaining to such Federal disaster assistance the
assurances and agreements printed on the reverse side of such application.
3. It is hereby proclaimed that an emergency eodsted throughout the City and that
such emergency existed from 10:00 a.m. on January 7, 1996, until terminated at 8:00 a.m. on
]'aunau~t 12, 1996. All emergencies previously declared by this Council are hereby terminated.
4. During the existence of the emergency declared by this Resolution, the City
Manager, as Director of Emergency Services, possessed those powers, functions and duties
prescribed by the Code of Virginiig (1950), as amended, the Roanoke Charter of 1952, the Code of
the City of Roanoke (1979), as amended, and the Emergency Operations Plan approved by this
Council in order to further the public health, safety and welfare, address the needs of the people of
the City of Roanoke and mitigate the effects of such emergency, and any actions taken by the City
Manager under his authority as Director of Emergency Services during such period of emergency are
hereby ratified.
5. The City Manager is hereby authorized for and on behalf of the City to execute
applications for Federal and State public aid and assistance as is necessary and proper to meet this

were transported for duty assignments. The National Guard was activated to assist
with the city's emergency operations.

Commonwealth Transportation Board adopted a policy on December 18, 1986,
to govern the use of industrial access funds pursuant to Section 33.1-221, as
amended, of the Code of Virginia (1950).

No local matching funds are required for this first $300.000.

Roanoke Electric Steel is Virginia's last steel company. They still compete on
a national basis, evidenced by the fact that their sales have doubled since 1985.
Roanoke Electric Steel operates on a site 1/5 the size needed to operate a
mini-mill efficiently.

operating costs or through increased efficiency can make the difference to
Roanoke Electric Steel's continued growth and operation in Roanoke.

Roanoke Electric Steel.
Current vehicular access via Westside Boulevard is considered to be woefully

Dear Mayor Bowers and Ladies and Gentlemen of City Council:
Our company is the current owner of the West Creek Manor Apartments, located on
West Side Boulevard near the Roanoke Electric Steel plant. We purchased the property
approximately one year ago, and have spent substantial sums to improve its appearance. In
addition, we anticipate doing additional capital improvements in the near future. We consider
the property a fine addition to our overall portfolio.
We do, however, have one serious problem at the property. The large trucks servicing
Roanoke Electhc Steel must utilize West Side Boulevard which bisects our property. These
trucks service the plant virtually 24 hours per day. Unfortunately, the truckers are constandy
exceeding the speed limit on West Side Boulevard through our property. At some point in
time, a small child is going to be seriously injured or possibly killed due to this traffic.
Roanoke Electric Steel has been cooperative in requesting contract drivers to observe
speed limits. Further, we have asked Roanoke Police to watch for speeders on West Side
Boulevard. They, too, have been most cooperative. But it cannot be patrolled twenty four
hours a day. Our own maintenance and management personnel try to get these drivers to slow
down, hut to no avail.
We do have two suggestions for you to consider: Would it be possible to provide
speed bumps on West Side Boulevard to slow this traffic down? In the alternative, can truck
traffic to the Roanoke Electric Steel Plant be diverted some other way than through our
property.
Any help the City of Roanoke can provide would be greatly appreciated. Please feel
free to contact me if you have any questions.

This is in response to your letter dated January 4, 1996, to Mayor David Bowers and
Members of Roanoke City Council concerning West Creek Manor Apartments in the city of
Roanoke. Particularly, you were expressing concern over the large trucks using Westside
Boulevard for access to Roanoke Electric Steel.
At their meeting on Tuesday, January 16, 1996, Roanoke City Council concurred in
a request from Roanoke Electric Steel for city support of an industrial access road
application for a new road which would provide service to Roanoke Electric Steel. The
concept would be for a new access directly into the steel company property from the
proposed extension of State Route 117, Peters .Creek Road· That road is currently under
construction from Melrose Avenue to Shenandoah Avenue and will soon be advertised for
bids from Shenandoah Avenue over to Brandon Avenue. If the new access road is
authorized, it would eliminate the necessity of vehicles traveling to and from Roanoke
Electric Steel to use Westside Boulevard.
The industrial access road application will be on the agenda for the Commonwealth
Transportation Board at their meeting on March 21, 1996. If approved and all aspects of
this project occur as anticipated, construction of the access road could be completed as
early as late 1997.
One of the reasons the city supports this proposed project is in recognition of the
need to remove large trucks servicing Roanoke Electric Steel from Westside Boulevard due
to the proximity of West Creek Manor Apartments. We truly hope this new access to a major
city industry can become a reality in the not too distant future. Please contact me at

Background on the subject in chronological order is as follows:
The City of Roanoke has 131 intersections controlled by traffic signals. There
are presently 14 intersections that qualify for traffic signalization in accordance
with federal specifications found in the Manual on Uniform Traffic Control
Devices (MUTCD) (see Attachment A).
The 1996 General Obliqation Bond Issue provides funding in the amount of
$500,000 for the signalization of up to 5 intersections. One of these
intersections, Hollins Road and Old Mountain Road is currently under
construction.
The intersections of Main Street, Elm Avenue and Ferdinand Avenue, S.W., and
Hershber.qer Road and Westside Boulevard, N.W., are ready for traffic si.qnal~
to be designed and constructed.

Current situation is as follows:
An advertisement for consultant services for the design of traffic signals was
published in the August 6, 1995, issue of the Roanoke Times.
Mattern & Cra.q, Inc., of Roanoke was selected to perform design services
following review of consultant qualifications and interviews.
The proposed agreement with Mattern & Craig, Inc., provides for the
engineering design of two intersections. These intersections are Main Street,
Elm Avenue and Ferdinand Avenue, S.W., and Hershberqer Road and Westside
Boulevard , N.W. The contract will permit one additional intersection to be
added at a later date.

Fundinq totaling 9328,000 is available from the Streets and Sidewalks
Category of the 1996 General Obligation Bonds and may be appropriated
to an account to be titled Traffic Signals - Install New Signals. It is the
City's intent to reimburse front-funding with bond funds upon issuance
of the 1996 bonds. Internal Revenue Service regulations (§ 1.150-2)
require that the City declare its intent to reimburse itself 960,000 from
the proceeds of its 1996 General Obligation bonds.
Schedules for the construction of the proposed improvements will be
expedited by having a consultant perform the design.

specifications found in the Manual On Uniform Control Devices (MUTCD), These specifications
consider vehicle volumes, delay, pedestrian activity and accident history. This project would pro-
vide funding for the signalization and related work at five (5) intersections. The City's traffic signal

Justification:
Traffic volumes continue to grow on an annual basis in the City of Roanoke. This trend is projected
to continue, and as it does, more intersections will be added to the overall list of candidates for
signalization. Based upon past experience, Roanoke can expect its citizens to place strong emphasis
on the need to signalize a particular intersection in any given year due to traffic delays and/or a high
number of traffic accidents. These legitimate needs must continue to be met to improve the efficient
and safe movement of traffic through heavily traveled intersections.

~]TERPRISE DATA h~A~OP~PLAN
The objective of this project is to install a data network
for the downtown complex. The downtown complex is defined for
this purpose to include the Municipal North, Municipal South,
Police and Jail buildings. The network will eventually provide
a means of connecting all personal computer work-stations to
service computers both inside and outside of City Hall.
ELECTRONIC MAIL SYSTm{
The purpose of this project is to provide city staff with
basic electronic mail services such as messaging, scheduling,
bulletin board services, and mail box management. A team of
city staff will be formed to further define both short and long
range plans for implementing further electronic mail functions.
BUDGETING SYST~
The objective is to acquire an automated budget preparation
computer software system to facilitate the development and
preparation of the annual operating budget. This includes
interfacing with the payroll system for extracting and
projecting personal service costs and with the general ledger
system for retrieving and updating expenditure detail. The
system is to provide for the collection of budget preparation
data at the departmental level and to provide for the printing
of budget documents.
Police and J&il Record ~yetem
The purpose of this project is to replace the current
Police and Jail record systems with an integrated solution
supporting both Police and Jail management functions. The
system must comply with new federal and state police reporting
standards. Specific details including short and long term
objectives and requirements are documented in a study report
prepared by the CIS department. This project is phase i of a
multiple phase project which is expected to be implemented over
the next three to five years.
~IS IMPLEMENTATION PLAN
The objective of this project is to develop a city wide
geographical information system (GIS) implementation Plan.
Because GIS affects so many departments and because it is such a
complex and critical issue to the city, it is proposed that we
hire a professional consultant to support city staff in the
development of a comprehensive plan for implementing GIS in the
City.

MDTs Replacement with~Cs
The purpose of this project is to replace the current
mobile data terminals (MDTs) with mobile PCs (MPCs). The MPCs
are an integral part of police objectives to implement new State
and Federal requirements of incident based reporting (IBR) and
NCIC/2000. MPCs are also important for other police and
co~nunications department objectives as defined in the recently
completed CIS department study.

CAD Repl&cement
The purpose of this project is to replace the current
Computer Aided Dispatch System. The current system was
installed in 1987. Hardware computing power and data storage
are not adequate to support current needs. The technology is
out-of-date and expensive to maintain. Replacement of the
system and the associated data terminals in police vehicles are
both important components of the plan for updating computer
services to the police and communications departments.
utility Billing Syste~ Study
A study of our water billing operation to develop a
direction for the future and make a recommendation for upgrade
or replacement of the current automated billing system.

Building Inspection and Development Review
The purpose of this project is to enhance the current
building permits system in order to implement a number of
changes recommended by a city staff study team. Initial
recommendations include: contractOr billing, BOCA building
permit fee schedule, and development plan tracking. A City
implementation team is reviewing these recommendations as part
of an overall plan to improve customer service.

Subject: Craven's Creek Subdivision - Resident Concerns
On two occasions, September 11 and 25, 1995, residents of southwest City appeared
before Council in regard to a proposed subdivision in the Craven's Creek area. Council referred
this matter to the City administration for investigation and report.
The subject property is a 4.62 acre tract owned by Mr. Clark A. Crawley. Mr. Crawley
applied for and has recently received approval to subdivide the parcel into eleven (11) lots for
the construction of single-family homes. The project also involves the construction of
approximately 450 linear feet of new road, including a cul-de-sac with access to the existing
Cravens Creek Road. As has been previously reported to Council, the property is already zoned
RS-l, Residential Single Family District, and therefore no action by the Planning Commission
or City Council was required.
The plans for this development were subject to all of the City's existing development
requirements for new subdivisions including zoning regulations, subdivision regulations, erosion
and sediment control regulations, flood plain regulations and storm water management
requirements. Like all development projects in the City, the plans received close scrutiny to
assure that all requirements were met before the plans were approved.
Several residents had requested that the City deny or delay approving the subdivision
request. Under City Code, there are no grounds for disapproval of a subdivision plat that has
met all requirements established by the Code. Residents from the area did raise several issues
with broader implications including storm water management, flooding, traffic safety and dam
safety. The rest of this report will focus on providing City Council with the most current
information on these issues.
As Council is aware, storm drainage is a serious concern not only in the Deyerle
neighborhood but throughout the City. Unfortunately, most of the existing development in the
City and surrounding area occurred before there were any effective storm water management
requirements. Likewise, development in the past often occurred in flood prone areas along the

Roanoke River and its tributaries because those areas were easier to develop, land often was
cheaper and there were no measures in place to prevent such development. Under the City's
current development regulations, development in flood prone areas is prohibited or severely
restricted. The City's existing storm water management requirements are not intended to
prevent all drainage from a new development, but to allow a level of storm water that is
equivalent to what would be produced if a property remained undeveloped.
Unfortunately, these measures will not solve the existing problem of properties currently
experiencing flooding along Craven's Creek and other tributaries in the City of Roanoke. Much
of the runoff which causes flooding in these areas is the result of development which occurred
before the existing storm water requirements were in place or is storm water generated from new
development occurring outside the City boundaries. To address this last problem, since 1990
the City of Roanoke along with other local governments have been actively working with the
Fifth Planning District Commission to develop a Comprehensive Regional Storm Water
Management Program for the Roanoke Valley.
The Roanoke Valley Regional Storm Water Management Plan is being developed to
address existing flooding problems as well as to minimize additional flooding that might occur
due to future uncontrolled developments. Scheduled for completion in September 1996, the
project will include the preparation of master plans for 16 priority watersheds; a storm water
quality management plan; development of specific projects on a multi-jurisdictional bases that
will reduce existing flooding problems and the development of specific projects and policies that
are multi-jurisdictional to minimize future damages due to planned development. This type of
regional approach offers the best long term solution to addressing the flooding problems of
residents along Cravens Creek and other tributaries of the Roanoke River in the City.
Another concern raised by residents was that traffic on Craven's Creek Road is already
a problem. The City's Traffic Engineer, Bob Bengtson, has investigated this matter. Mr.
Bengtson was not aware of any accidents or traffic safety problem on the road. The Police
Department's accident records support his findings. Available traffic count data indicate that
existing weekday traffic volumes on Cravens Creek Road have not changed significantly over
the past five years. Mr. Bengtson has assured me that the road has sufficient capacity to safely
accommodate the projected traffic volume (10 vehicle trips per day per home) that will be
generated from the new development.
Finally, residents raised a concern regarding the safety of residents downstream from
several privately-owned dams (Spring Valley Lake Dam, Windsor Lake Dam) in the Deyerle
neighborhood. The design, construction, operation and maintenance of selected impoundments
are regulated in accordance with the provisions of the Dam Safety Act (Article 2, Chapter 6,
Title I0.1 of the Code of Virginia) which is administrated by the Virginia Department of
Conservation and Recreation. Staff from the City's development review office have contacted
the agency on several occasions to determine the condition and status of these privately owned
dams. Although only Windsor Lake Dam is regulated by the State, agency staff indicated that

they were not aware of any existing problems related to the structural integrity of either dam.
The State staff did suggest that the City consider amending our development review procedures
to consider the "inundation zone" or area that would be inundated if any existing or proposed
impoundment structure in the City were to fail. I am forwarding this proposal to the City
Planning Commission for their review and consideration.

I. BACKGROUND
Cit~ of Roanoke has traditionally funded $400,000 for a General Relief Program which
helps disadvantaged citizens who are temporarily disabled or who are awaiting a decision
from Social Security Administration on permanent and total disability.
B. Source of funds have been 62-1/2% State reimbursed; 37-1/2% local tirade
C. Governor's Budget for FY/96 proposed to withdraw funds from State Budget
City aooropriated $200,000 for FY/96 for certain dire emergencies with the plan to
appropriate additional $200,000 if the General Assembly restored the funding.
Social Services was notified in June, 1995, that the State Department of Social Services bad
approved a General Relief Budget of $400,000 of which 62-1/2% would be reimbursed
after SSI recoveries.
CURRENT SITUATION

Social Services has continued to serve the direct population in need of General Relief in FY
1995-96.
The General Relief program is in need of additional flmcl~ required to complete
FY 96. Expenditures for the current fiscal year are estimated to be $400,000.00.

Office
Back.round on the subject is as follows:
A. City Council authorized an additional oosition in the Office of the Commissioner of the
Revenue with the adoption of the Fiscal Year 1994-1995 General Fund Budget.
B. The additional position provided for the nrovision of customer service at the Division of
Motor Vehicles (DMV) - Crossroads Office by the Commissioner of the Revenue.
C. The Commissioner of the Revenue assesses personal property taxes and automobile decal
fees at the DMV.
D. The Commissioner of the Revenue collects personal property tax and automobile decal fee
payments at the DMV acting in the capacity of an agent for the City Treasurer.
E. Establishine a satellite office for the collection of all types of payments due the City was
a goal included in the Mayor's "State of the City" message.
Current situation is as follows:
The City Treasurer has reauested an additional nosition for the purpose of expanding
customer service at the DMV.
Expanded customer service will be available on or before the April 5, 1996 real estate tax
payment deadline.
The orooosed orovision of expanded customer service at the DMV will include the
collection of real estate taxes, personal property taxes, automobile decal fees, utility
payments, parking violation fines, and other miscellaneous collections.
The two customer service oositions at the DMV will be re-evaluated within two years to
determine the impact on the volume of customer transactions conducted at the Municipal
Building.
Fundine for the additional ~osition in the Office of the City Treasurer is not available from
the State Compensation Board.

On December 11, 1995, I forwarded to you a proposed schedule for the Fiscal
Year 1996-97 budget study process. Since that time, Council has adopted a new
meeting schedule. This letter is to advise you of the revised proposed budget study
schedule for Fiscal Year 1996-97 as outlined in Attachment A. Based on this schedule,
the public hearing on the budget will be held on April 29, 1996 and the operating
budget can be adopted on May 13, 1996, after the budget study work sessions ara held
on May 8 - 10. Both the public hearing and the budget adoption will require special
meetings of City Council.
I request that City Council formally approve the proposed budget study
schedule, so that we may proceed with the budget preparation process in an expedient
manner.

Purpose of and Security for Payment of the Bonds
The Bonds of each series are to be issued for the purpose of providing funds to pay the costs of
various public improvement projects of and for the City. The full faith and credit of the City shall be pledged to
the payment of the principal of and premium, if any, and interest on the Bonds as the same become due. For the
payment of such principal, premium and interest, the City has power and will be obligated to levy ad valorem taxes

The Bonds of each series will be dated January 1, 1996 and will bear interest payable on August 1,

The Bonds of each series shall be issued in book-entry form only. One fully registered Bond
representing each maturity of each series will be issued to and registered in the name of Cede & Co., as nominee
of The Depository Trust Company, New York, New York ("DTC"), as registered owner of the Bonds, and each such
Bond shall be immobilized in the custody of DTC. DTC will act as securities depository for the Bonds. Individual
purchases will be made in book-entry form only, in the principal amount of $5,000 or any integral multiple thereof.
Purchasers will not receive physical delivery of certificates representing their interest in the Bonds purchased. The
winning bidder, as a condition to delivery of the Bonds, will be required to deposit the Bond certificates representing
each maturity of the Bonds with DTC.
Principal, premium, if any, and interest paymems on the Bonds will be made by or on behalf of
the City by wire transfer to DTC or its nominee, Cede & Co., as registered owner of the Bonds, which will in turn
remit such payments to the DTC participants for subsequent disbursal to the beneficial owners of the Bonds.
Transfers of principal, premium, if any, and interest payments to DTC participants will be the responsibility of DTC.
Transfers of such payments to beneficial owners of the Bonds by DTC participants will be the responsibility of such
participants and other nominees of such beneficial owners. Transfers of ownership interests in the Bonds will be
accomplished by book entries made by DTC and, in turn, by the DTC participants who act on behalf of the indirect
participants of DTC and the beneficial owners of the Bonds.
The City will not be responsible or liable for sending transaction statements or for maintaining,
supervising or reviewing records maintained by DTC, its participants or persons acting through such participants or
for transmitting payments to, communicating with, notifying, or otherwise dealing with any beneficial owner of the
Bonds. So long as the Bonds are in book-entry only form, Crestar Bank in the City of Richmond, Virginia, will
serve as Registrar and Paying Agent for the Bonds. The City reserves the right to designate a successor Registrar
and Paying Agent for the Bonds if the Bonds at any time cease to be in book-entry only form.
Optional Redemption
The Bonds of each series maturing on or before February 1, 2006 are not subject to redemption
prior to maturity. The Bonds of each series maturing on and after February 1, 2007 (or portions thereof in
installments of $5,000) are subject to redemption at the option of the City prior to their stated maturities, on or afar
February 1, 2006, in whole or in part from time to time on any date, in such order as may be determined by the City
(except that if at any time less than all of the Bonds of a given maturity of either series are called for redemption,
the particular Bonds or portions thereof in installments of $5,000 of such maturity of such series to be redeemed shall
be selected by lot), upon payment of the following redemption prices (expressed as a percentage of the principal
amount of the Bonds to be redeemed), together with the interest accrued thereon to the date fixed for the redemption

Notice of Redemption
If any Bond of either series (or any portion of the principal amount thereof in installments of
$5,000) shall be called for redemption, notice of the redemption thereof, specifying the date, number and maturity
of such Bond, the date and place or places fixed for its redemption, the premium, if any, payable upon such
redemption, and if less than the entire principal amount of such Bond is to be redeemed, that such Bond must be
surrendered in exchange for the principal amount thereof to be redeemed and a new Bond or Bonds issued equalling
in principal amount that portion of the principal amount thereof not to be redeemed, shall be mailed not less than
thirty (30) days prior to the date fixed for redemption, by first class mall, postage prepaid, to the registered owner
of such Bond at his address as it appears on the books of registry kept by the Registrar for the Bonds as of the close
of business on the forty-fifth (45th) day next preceding the date fixed for redemption. If notice of the redemption
of any Bond (or portion thereof in installments of $5,000) shall have been given as aforesaid, and payment of the
principal amount of such Bond (or the portion of the principal amount thereof to be redeemed) and of the accrued
interest and premium, if any, payable upon such redemption shall have been duly made or provided for, interest
thereon shall cease to accrue from and after the date so specified for the redemption thereof.
So long as the Bonds are in book-entry only form, any notice of redemption shall be given only
to DTC or to its nominee. The City shall not be responsible for providing any beneficial owner of the Bonds any
notice of redemption.
Interest Rates and Basis of Award
Bidders shall specify the rate or rates of interest per annum to be bome by the Bonds, to be
expressed in multiples of one-eighth (1/Sth) or one-twentieth (1/20th) of one percent (1%). Bidders shall not be
restricted as to the number of rates which may be named; provided that all Bonds maturing on the same date must
bear interest at the same single rate from their date to such maturity date, and the interest rate named for Bonds of
any maturity shall not be less than the interest rate named for Bonds of any earlier maturity. No bid will be
considered for less than all of the Bonds or for a price less than the principal amount thereof or more than one
hundred and two percent (102%) of the principal amount thereof, plus accrued interest from the date of the Bonds
to the date of their delivery. Unless all proposals are rejected the Bonds will be awarded on January 18, 1996 to
the bidder offering to purchase the Bonds at the lowest tree interest cost to the City, such cost being determined by
doubling the semiannual interest rote (compounded semiannually) necessary to discount the principal and interest
payments, excluding interest accrued to the delivery date, on the Bonds from the dates of payment thereof to the date
of the Bonds and to the price bid. The right is reserved to reject any and all bids or to waive any irregularities or
informalities in any bid.
Proposal Submission; Good Faith Deposit
Proposals must be unconditional, must be on the City's proposal form prepared for the purpose,
must be submitted in sealed envelopes marked "Proposal for Purchase of City of Roanoke, Virginia, General
Obligation Bonds" and must be accompanied by a certified or bank treasurer's or cashier's check in the amount of
$313,000 (or, in lieu thereof, a Surety Bond as described below) payable to the order of the City of Roanoke,
Virginia, as a guarantee of good faith on the part of the bidder. No interest will be paid by the City on such good

faith deposit. Good faith checks of unsuccessful bidders will be promptly returned to the representatives thereof upon
the award of the Bonds or rejection of all proposals, as the case may be. The good faith check of the successful
bidder or the proceeds of the Surety Bond will be deposited by the City and the proceeds thereof credited against
the purchase price due for the Bonds upon their delivery or retained as and for liquidated damages in the event the
successful bidder fails to take up and pay for the Bonds in accordance with its proposal.
As an alternative to delivering a good faith check as described above, a bidder may enclose with
its proposal a financial surety bond in the amount of $313,000 issued by an insurance company the claims paying
ability of which is rated AAA by Standard & Poor's Corporation and that is licensed to issue such a bond in the
Commonwealth of Virginia, naming the City as the beneficiary (a "Surety Bond"). The Surety Bond will identify
the bidder whose deposit is guaranteed by the Surety Bond. If the successful bidder has provided a Surety Bond,
such bidder shall wire transfer to the City $313,000 in Federal Funds not later than 12:00 Noon, E.S.T., on the
business day next succeeding the day of acceptance of the proposal. In the event that the City has not received such
Federal Funds wire transfer by the time stated, the City may draw upon the Surety Bond to satisfy the successful
bidder's good faith deposit requirements.
Certificate of Winning Bidder
The successful bidder will be required to provide to the City within two (2) days after the award
of the Bonds the initial offering price or yield of each maturity of the Bonds to the public (excluding bond houses,
brokers and other intermediaries). The successful bidder shall furnish to the City a certificate acceptable to Bond
Counsel, dated as of the day of closing for the Bonds, stating that the successful bidder has made a bona fide public
offering of the Bonds and setting forth the initial public offering prices or yields at which a substantial amount of
the Bonds of each maturity were sold to the public (excluding bond houses, brokers and other intermediaries). Such
certificate shall state that (1) it is made on the best knowledge, information and belief of the successful bidder, and
(2) 10% or more in par amount of the Bond of each maturity was sold to the public at or below the initial public
offering prices or yields (such amount being sufficient to establish the sale of a "substantial amount" of the Bonds).
Delivery of Bonds
The Bonds will be delivered to DTC in the City of New York, New York, on Thursday, February
1, 1996, or as soon thereafter as the Bonds may be prepared. Payment of the balance of the purchase price,
including any premium offered, must be made in FEDERAL FUNDS.
Closing Documents
The successful bidder will also be furnished with the usual closing documents, including a
certificate that no litigation is pending or, to the knowledge of the signers thereof, threatened, affecting the validity
of the Bonds.
The City will furnish on delivery of the Bonds the opinions of Hawkins, Delafield & Wood, New
York, New York, Bond Counsel to the City, approving the validity of the Bonds, such opinion to be printed on or
appended to the Bonds. Such opinions will state that the Bonds constitute valid and legally binding obligations of
the City and that the City has power and is obligated to levy ad valorem taxes for the payment of the Bonds and
the interest thereon upon all taxable property within the City, without limitation as to rate or amount, it being
understood that the rights of the holders of the Bonds and the enforceability thereof may be subject to the valid
exercise of judicial discretion, the sovereign police powers of the Commonwealth of Virginia and the constitutional
powers of the United States of America, and valid bankruptcy, insolvency, reorganization, moratorium and other laws
affecting creditors' rights. Such opinions will also state that, under existing law and regulations, the interest on the
Bonds (i) is excluded from gross income for federal income tax purposes, and (ii) is not an item of tax preference

for purposes of the federal alternative minimum tax imposed on corporations and taxpayers other than corporations.
Exclusion of the interest on the Bonds from gross income for federal income tax purposes is dependent upon
continuing compliance by the City with certain requirements of the tntemai Revenue Code of 1986 (the "Code")
throughout the term of the Bonds. Under the Code, failure to comply with such requirements may cause the interest
on the Bonds to be included in gross income retroactively to their date of issuance. The City has covenanted to
comply with such requirements of the Code. It will be further stated that Bond Counsel expresses no opinion
regarding other federal tax consequences arising with respect to the Bonds. The opinion of Bond Counsel will
further state that, under the existing law of the Commonwealth of Virginia, such interest is not includable in
computing the Virginia income tax.
Official Statement
The Preliminary Official Statement, dated December 27, 1995, and the information contained
therein have been deemed final by the City with permitted omissions, but are subject to change without notice and
to completion or amendment in a final Official Statement.
The City at its expense, will make available to the successful bidder a reasonably sufficient supply
of final Official Statements within seven (7) business days of the award of the Bonds; provided that the successful
bidder cooperates in providing the information required to complete the final Official Statement.
Continuing Disclosure
In order to assist bidders in complying with the continuing disclosure requirements of Rule 15c2-12
promulgated by the Securities and Exchange CommL~ion under the Securities Exchange Act of 1934, as amended,
and as part of the City's contractual obligation arising from its acceptance of the successful bidder's proposal, at the
time of the delivery of the Bonds the City will provide an executed copy of its Continuing Disclosure Certificate.
Such Certificate will constitute a written agreement or contract of the City for the benefit of holders of and owners
of beneficial interests in the Bonds, to provide annual financial information, including audited financial statements
of the City, in a timely manner and notice of certain events with respect to the Bonds and notice of any failure of
the City to provide such annual financial information. Notice of financial information will be provided to each
nationally recognized municipal securities information repository and to the Virginia State information depository,
if created. Notice of the occurrence of certain events with respect to the Bonds will be provided to each nationally
recognized municipal securities information repository, to the Municipal Securities Rulemaking Board and to the
Virginia State information depository, if created.
CUSIP Identification Numbers
It is anticipated that CUSIP identification numbers will be printed on the Bonds, but neither the
failure to print any such number on any Bond nor any error or omission with respect thereto shall constitute cause
for failure or refusal by the successful bidder for the Bonds to accept delivery of and pay for the Bonds in
accordance with the terms of its proposal. No CUSIP identification number shall constitute or be deemed to be a
part of any Bond or a part of the contract evidenced thereby and no liability shall attach to the City or any of its
officers or agents because of or on account of any such number or any use made thereof. All expenses in relation
to the printing of CUSIP identification numbers on the Bonds shall be paid for by the City; provided, however, that
the CUSIP Service Bureau charge for the assignment of such numbers shall be the responsibility of and shall be paid
for by the successful bidder for the Bonds.

Right to Postpone Offering
The City reserves the right, at any time not less than 24 hours prior to the date and time set forth
above for the receipt of sealed bids for the purchase of the Bonds, to postpone the offering of the Bonds. Any such
postponement will be announced via Munifacts wire information service. If the date and time fixed for the receipt
of sealed bids and the sale of the Bonds is postponed, an alternative sale date will be announced via Munifacts wire
information service at least 48 hours prior to such alternative sale date. On the alternative sale date, any bidder may
submit a sealed bid for the purchase of the Bonds in conformity in all respects (except for the date of sale) with the
provisions of this Detailed Notice of Sale.

Pursuant to Chapter 9, u~;Ig.C,~, of the Code of the City of Roanoke (1979), as amended,
establishing a procedure for the election of School Board Trustees, this is to advise you
that the three year terms of Charles W. Day and Finn D. Pincus will expire on June 30,
1996.
Pursuant to Section 9-16 of the City Code, on or before February 15 of each year, Council
shall announce its intention to elect trustees of the Roanoke City School Board for terms
commencing July 1 through (1) public announcement of such intention at two consecutive
regular sessions of the Council and (2) advertisement of such intention in a newspaper of
general circulation in the City twice a week for two consecutive weeks.
Section 9-17 of the City Code provides that applications must be filed in the City Clerk's
Office by March 10 of each year. Application forms will be available in the City Clerk's
Office and may be obtained between the hours of 8:00 a.m., and 5:00 p.m., Monday
through Friday. Information describing the duties and responsibilities of School Board
Trustees will also be available.
During the next four months, I will keep the Council informed as to the various steps
required to be followed throughout the selection process.

artists who may be interested in submitting a proposal and would begin a fund raising campaign for the
project. The proposed budget goalis $15,000.00 with the installation projected for the Spring of 1997.
After due consideration by the Mill Mountain Development Commattee, the nine (9) members
present on January 4, 1996, voted in the affirmative 8 - 0 (with one abstention) to recommend to Roanoke
City Council the approval in concept for the project as presented by the Roanoke Arts ComnUssion to have a
sculpture placed in Mill Mountain Park.
Should the Roanoke City Council concur in this recommendation, this Conmmttee will continue to
work in cooperation with the Roanoke Arts Comtmssion and make future recommendations to Roanoke City
Council regarding the selection of an artist and the design of the sculpture.

I would like to repott to you regarding a comm~mication from the former Vice Mayor John S.
Edwards dated May 22, 1995, and referred to me by City Council. Please refer to the attached
letter regarding a proposed project by the Roanoke Arts Commission to place a sculpture in Mill
Mountain Park.
This proposal is a continuation of a landscaping project on Mill Mountain that began in the Spring
of 1993. Four (4) memorial trees were planted in an area along the walkwvay to Mill Mountain
Zoo to highlight the Sister Cities Program in Roanoke and to specifically recognize the Sister
Cities of Wonju, Korea, Kisumu, Kenya and Pskov, Russia. Representatives of the Roanoke
Valley Sister Cities worked with Valley Beautiful and the Parks and Recreation Department to
complete this phase of the project.
The Roanoke Valley Sister Cities organization also desired to have a permanent marker or
monument placed at the tree planting site to properly designate the area and identify the
significance of the Sister Cities Progran~ The Roanoke A[ts Commission was contacted for
guidance as to the type of marker or monument that would be appropriate and possible ways to
fund the design, fabrication and installation.
A special committee called the Sister Cities Sculpture Committee, was established under the
umbrella of the Roanoke Arts Commission to assist the Roanoke Valley Sister Cities organization
develop a project. The committee has proposed to commission an a~tist and raise the necessary
funds in order to have a sculpture placed at the Sister Cities tree planting area. Funds raised and
donations made would be held in the Roanoke Valley Sister Cities account since this organization
is classified as a non-profit 501(c) 3. The fund raising goal is $15~000 and current project pledges
stand at $3,525. The committee is in the process of preparing two brochures: one for soliciting
proposals from interested artists and a second for seeking financial commitments and donations to

On January 4, 1996, members of the Sister Cities Sculpture Committee presented the project to
the Mill Mountain Development Committee for approval in concept. The Mill Mountain
Development Committee has forwarded a recommendation to City Council for consideration.
Attached are copies of endorsement letters from various organizations that have been involved
with the project.
The City Parks and Recreation Department has been working closely with the Sister Cities
Sculpture committee since April, 1995 on the various details of the proposed project. Therefore,
I concur in the recommendation as submitted by the Mill Mountain Development Committee for
City Council to approve in concept the project as proposed by the Roanoke Arts Commission to
have a sculpture placed in Mill Mountain Park commemorating the Sister Cities Program City
Council will be kept informed as this project progresses.

For many years I have been a member of Roanoke Valley Sister City Organization and for the
past three years a board member of Valley Beautiful and lately a member of the Sister City
Sculpture Committee.
For several years, the members of all the sister cities groups have wanted to designate an area in
Roanoke celebrating their connection with cities in other countries. In cooperation with the
Koanoke Zoo, atop Mill Mountain, a site was selected and with the help of Valley Beautiful and
the City Park and Recreation Department, trees were planted on Mill Mountain. A sign, giving all
participants credit for their input in the project was erected.
The sign disappeared a few weeks later. A monument was considered but rejected, atter a
suggestion of a sculpture to be placed at the site was made.
On April 21, 1993, this suggestion was taken to a meeting of Roanoke City Arts Commission.
Al~er considerable discussion the idea was enthusiastically accepted.
We (Roanoke Arts Commission, Sister Cities, Valley Beautiful and Roanoke Zoo) are now ready
to call in artists to consider a commission for this work.
We hope that the Mayor with City Council and all involved will look favorably on our efforts.
We feel that such a sculpture at the site on Mill Mountain will indeed help to cement good will
locally and internationally.

to the Sister Cities Program and beautify the natural surroundings
of the mountain. The City of Roanoke Arts Commission has discussed
this concept with representatives of the Mill Mountain Development
Committee, the Sister Cities group, Mill Mountain Zoo, the
Wildflower Garden and City of Roanoke Parks and Recreation
Department.
I am requesting that this idea be referred to the City Manager
for his review and analysis and report back to City Council. I am
sure the City Manager will want to consider, as part of his review,
funding, selection procedures, location, site preparation and
maintenance issues.

considered options, a wonderful assembly of local voluntary
groups concerned about Mill Mt. and the Zoo, came together
giving birth to the idea of a combined landscape/sculpture
Project.
Over the last year Dave Lisk and I have met with reps from
these agencies: Mill Mt. Zoo, the Mill Mt. Development
Association, the Roanoke Arts Commission, the Art Museum
of Western Virginia, Valley Beautiful, Parks and Recreation
Dept.of Rke, and the Wild Flower Association. Also
providing support is the Arts Council of the Blue Ridge.
This project has universal appeal because it will beautify
the approach to a popular Roanoke resort,ie, the Zoo, at a
popular tourist attraction site, ia. the peak of Mill Mt.
and the Star. This project will enhance the overall
perception of Roanoke as a city of culture, concerned with
reaching out around the world. With the addition in August
'95 of Florianopolis, Brazil; in Sept, '95 Opole, Poland and
soon-to-be-added, Li.iang, China in May '96, our Sister Cities
relationships reach out to six cities on four continents.
Under separate cover you will see the "CALL FOR ARTISTS"
brochure which invites sculptors from all over Virginia to
compete in this high profile project. The supporting groups
have raised so far 20% or the proposed budget of $15,000.00.
Official approval of the project is requested.

The ARB has denied the dioceses' request to demolish two structures the diocese
owns on First Street Southwest.
A significant number of individuals were expected to attend the 7 p.m. meeting,
both from the diocese and the neighborhood. The City Council meeting will still be held
to consider other items on the agenda. The diocese's appeal is expected to be
rescheduled for the Tuesday, February 20, City Council meeting at 7 p.m.

Dear Mayor Bowers and Council Members:
On Tuesday evening, January 16, 1996, City Council will hear
the appeal of the Episcopal Diocese of Southwestern Virginia to the
October 12, 1995, decision of the Architectural Review Board. The
decision of the Board issued a Certificate of Appropriateness
approving the removal, but not the demolition of two buildings and
further approved in concept a proposed addition to the Evans house
(1000 First Street, S. W.). The report of the Architectural Review
Board, which is part of your agenda package, does a good job of
explaining the background and the applicable ordinances. In this
regard, I call your particular attention to the standard of review
which is set out in S36.1-348 of the City Code and which is quoted
on page 3 of the report.
Because of the uniqueness of this matter, I wanted to provide
City Council some assistance in framing the alternative motions
that might be made after the hearing. Attached to this letter, you
will find two alternative motions. The first motion approves the
decision of the Architectural Review Board in its entirety. This
motion approves the removal, but not demolition of the two subject
buildings and also approves in concept the proposed addition to the
Evans house (1000 First Street, S. W.). The second motion approves
the applicant's request. It permits the demolition of the two
subject structures and also approves the plans for the addition to
the Evans house.
These are not the only motions that could be made after the
hearing on Tuesday night. There are a myriad of other
possibilities, and I would be pleased to assist any Council member
in drafting any other motion desired.
I trust that the information contained in this letter will
prove useful to you. Please do not hesitate to contact me if you

ELECTION OF CITY COUNCIL MEMBERS
JANUARY 16, 1996
I believe firmly that the election of City Council Members
should be the most important election that we have in
our City, even more important than the election of State
and Federal Officials. The City of Roanoke is near and
dear to my heart, as I am well aware is to each of you.
And in that vain, it is important that we understand the
process that we go through in our daily lives in
operation of the City.
First, let me drive home the fact that our City Manager is
the Chief Operating Officer of the City. His job is to
oversee the day to day operation of our City. City
Council, on the other hand, in this system of checks and
balances sets the direction and the policy by which the
City Manager is to follow. Because of that, our interest
should be in the generation and delivery of goods and
services to our citizens.
For that reason, I would like to offer that City Council
endorse a position of non-party affiliation in the election
of its local officials. In this way, citizens will have the
opportunity to elect the person best able to set the
direction of the City rather than worry about what party
a candidate is affiliated with. It also allows the City
Manager to have the full Council direction in his
Administration of City policies and practices.
Election of candidates to City Council without party
affiliation would also insure that that person has the
good of the City at heart and not the direction of a
political party behind him or her as they set the policy
and the tone for the City.

I believe wholeheartedly that our City would be in a
much better position if the word "democrat" or the word
"republican" were not after the name of each of us on a
ballot. It would not be illegal for a political party to
endorse a particular candidate, however, it would be
illegal in this case for a person to be elected as a
democrat or as a republican, regardless of his or her
personal beliefs in party affiliations.
Sometimes, we, meaning local officials, feel as if we get
pressure from .political parties in regards to how we are
to vote on certain issues. That should not be the case
in local government. Local government, again, should
be delivery of goods and services to its people.
I would like for you to join with me in asking the City
Attorney to research and prepare potential options in
eliminating party affiliation as a means of citizens
electing their local officials in Roanoke City. Whether it

be in petition or some other means, I would like your
endorsement of this particular proposal.
As you can see, it has been very difficult for us to come
to a common ground on replacement of our Council
Member who has had to resign his post. This has
happened twice in my short stance as a City Council
Member. I think and I wholeheartedly believe that this
would cease if party affiliation was eliminated as a
means by which citizens could elect local officials.
Please take this in consideration, and again, I hope you
will join with me in a proposal to make this law in the
City of Roanoke.

twenty percent (20%) for the total cost of planning and design,
right-of-way acquisition, and construction of this project, and
that if the City subsequently elects to cancel this project, the
City hereby agrees to reimburse the Virginia Department of
Transportation (the 'Department") for the total amount of the costs
expended by the Department through the date the Department is
notified of such cancellation.
3. The City Manager or the Assistant City Manager and the
City Clerk are hereby authorized on behalf of the City to execute
and attest respectively, all necessary and appropriate agreements
with the Department providing for the programming of such project,
said agreements to be in such form as is approved by the City
Attorney.

Intermodal Surface Transportation Efficiency Act (ISTEA) Enhancement
Project Applications
Intermodal Surface Transportation Efficiency Act (ISTEA) was signed into federal
law December, 1991, providing a new vision for transportation in America. The law
provides for $155 billion to be spent nationwide to rebuild and redirect surface
transportation over six years (1992-1997). The intent oflSTEA is to move us out of
the interstate highway age and to encourage states and localities to make
transportation decisions that make communities more livable, that are
environmentally sound and economically efficient. For the first time, federal
transportation legislation places the power of decision-making with state and local
government. The purpose is to allow increased flexibility and public input in how
federal funds can be spent to solve local transportation problems.
!STEA requires State Departments of Transportation to set aside a minimum often
percent of their Surface Transportation Program (STP) allocation each year to be
used for the following types of "enhancement" activities:
1. Provision of facilities for pedestrians and bicycles;
2. Acquisition of scenic easements and scenic or historic sites;
3. Scenic or historic highway programs;
4. Landscaping and other scenic beautification;
5. Historic preservation;
Rehabilitation and operation of historic transportation buildings, structures
or facilities (including historic railroad facilities and canals);

Preservation of abandoned railway corridors (including the conversion and
use thereof for pedestrian or bicycle trails);
8. Control and removal of outdoor advertising;
9. Archaeological planning and research;
10. Mitigation of water pollution due to highway runoff.
These projects enhance the physical environment, and allow the state to do more than
would normally be done on a proposed project. An enhancement may also be
accomplished as a stand-alone project, although it must relate to a transportation
mode and meet the eligibility criteria. In Virginia, this minimum 10 percent figure
equals $7.5 million in enhancement funds annually. While any one locality is not
assured any of these funds, the state wants to ensure geographic distribution of the
money across the state.
Vironia Department of Transportation (VDOT) held a public meeting regarding the
ISTEA enhancement program in Salem on October 26, 1995, at which citizens and
public officials were able to ask questions and learn more about this program.
!nf0rmation concerning ISTEA Enhancement Program was mailed directly to over
60 persons and organizations in Roanoke that were identified as having possible
interest in this program.
Two (2) enhancement project applications have been received and are described in
Attachment A.
Project application must be formally endorsed by City Council and the Metropolitan
Planning Organization (prior to submittal to VDOT by the applicant by 1/31/96).
Project selection by the state will use criteria listed in the attached page from
VDOT's Enhancement Program brochure (Attachment B).
Final selection of projects will be done by the Commonwealth Transportation Board
working through its Environmental Committee. An outside committee will assist in
the evaluation of projects. The Commonwealth Transportation Board approval of
projects is expected to occur in June, 1996.

Transnortation/Utilities/Facilities Subcommittee met on December 13, 1995, to
consider the applications. Mr. Bob Bengtson and Mr. John Maflles summarized the
requests. After discussing the matter, Subcommittee members voted to recommend
both applications to the full Planning Commission.
III.
Roanoke City Plannin~ Commission met on Wednesday, January 3, 1996, and
considered the two applications. There was no opposition to the requests.
The Roanoke Ci_ty Plannin~ Commission endorsed the two enhancement project applications
by a vote of 4-0 (Messrs. Butler, Hill and Jones).

ISTEA ENHANCEMENT APPLICATIONS
1. Applicant - Virginia Museum of Transportation
The Virginia Museum of Transportation, Inc., the official transportation museum
of the Commonwealth of Virginia, wishes to secure federal ISTEA funds to
construct improvements which enhance the facility's identity and visibility, and
invigorate and humanize the pedestrian experience. This project seeks to achieve
these ends through a celebration of both the historic structure which houses the
Museum and the multi-modal nature of the Museum's collection.
The scope of the project which is the basis of this application includes
improvements to the railside or "backyard" areas of the Museum. Always the site
of the Museum's extensive open air collection of trains, buses, and trucks, this
area has become as visually prominent as the front entry areas currently being
improved.
The recent renovation of the Hotel Roanoke and the construction of the pedestrian
bridge linking it to downtown Roanoke across the railroad tracks has already
increased visibility of the Museum's track-side area greatly. The construction
of the Second Street bridge adjacent to the Museum will increase vehicular
traffic flow by the Museum creating an elevated vista into the railside
collections area. Lastly, the elevated Linear Rail Walk will come to grade below
the Second Street Bridge spilling pedestrians onto a plaza area which will
equally access the Museum's front and back door areas.
The proposed improvements will capitalize on these other private and local and
state governmental projects by translating increased visibility into increased
visitorship to the Museum while enhancing its curatorial and educational
missions. These improvements include a train shed, elevated platform,
amphitheater, facade upgrade, and an observation tower.
Total estimated cost is $700,000.
2. Applicant - City of Roanoke
The Prospect Greenway is proposed as the first phase of the new Roanoke Valley
Comprehensive Greenway System. This system has been approved by a committee
representing all localities of local Government, and sanctioned by the committee
as the first greenway. This greenway is proposed to link the City Market with
Virginia's Explore Park, using a number of existing links in place. The first
phase of the project will be from the City Market to the top of Mill Mountain and
further along the Fishburn Parkway to its intersection with the Blue Ridge
Parkway. Phase I will traverse seven distinct landscapes described below:
