Citizens' comments, suggestions and proposals have been considered as a part of the process to develop the City's final program and budget, Do not authorize City Manager to submit an approved Annual Update to the HUD Consolidated Plan for FY 1996-97 to HUD for review and approval. ImDact on community development in the city could be negative if programs are delayed or canceled. ~ will be an issue· ~ will not be received by the city, unless the Annual Update is received and approved by HUD. o Timing could be a problem as construction projects or acquisitions could be delayed, and staff salaries may be affected if the Annual Update does not receive City Council approval in May 1996. o ~ could be negative if concerns of neighborhood groups and residents are not addressed. It is recommended that City Council adopt Alternative/~, thereby authorizing the City Manager to submit an approved Annual Update to the HUD Consolidated Plan to the U. S. Department of Housing and Urban Development for final review and approval and authorize the City Manager to execute the grant agreement with HUD on behalf of the City. Upon receipt of program and budget approval from HUD, a report detailing the necessary budget appropriations by program and line item, as well as contracts necessary to carry out the FY 1996-97 program, will be presented to City Council for adoption.
