not the Roanoke City School system has the capability of
providing in-house printing services for the City, and to advise

City School Board to address the following issues during the
past three years:
(1) improving test scores,
(2) decreasing the dropout rate,
(3) decreasing the absentee rate,
(4) curtailing the drug problem, and
(5) curtailing disruptive behavior.

The matter of providing Christmas Eve as an additional holiday for
City employees was referred to the City Manager for report during
fiscal year 1997-98 budget study.

Council Member Swain requested that the City Manager conduct an
internal examination of polygraph standards for recruiting police
officers, and Vice-Mayor Wyatt requested that the broader issue of
recruitment be addressed; whereupon, the City Manager advised
that he would discuss specific concerns with Vice-Mayor Wyatt.

At its Financial Planning Session on Saturday, March 8, 1997,
Council Member Swain requested that City Council discuss the
feasibility of reducing the real estate tax rate; and Council Member
White requested that the City Administration review the matter on

a long-term basis to determine the impact on debt service. Council
Member White also requested that Council discuss the matter of
reclassification of agricultural land within the City. Council Member
Swain suggested that Council discuss the issue of tax-exempt
properties of non-profit organizations and the feasibility of increasing
the annual service charge in an amount equal to 20% of the City's
real estate tax levy.

Council affirmed a decision of the Architectural Review Board on
November 14, 1996, that no Certificate of Appropriateness be issued
for the demolition of the structure located at 1422 Maple Avenue,
S. W., on the grounds that loss of the structure would be adverse to
the district and the public interest by virture of its uniqueness and
silofificance to the district, and that demolition of the structure wo.uld
hav-e an adverse effect on the character and surrounding
environment of the district.

Chicago--The Government Finance Officers Association of the United States and Canada
(GFOA) is pleased to announce that the City of Roanoke, Virginia has received the GFOA's
Distinguished Budget Presentation Award for its budget.
The award represents a significant achievement by the entity. It reflects the commitment of the
governing body and staff to meeting the highest principles of governmental budgeting. In order
to receive the budget award, the entity had to satisfy nationally recognized guidelines for
effective budget presentation. These guidelines are designed to assess how well an entity's
budget serves as:
a policy document
a financial plan
an operations guide
a communication device
Budget documents must be rated "proficient" in all four categories to receive the award.
When a Distinguished Budget Presentation award is granted to an entity, a Certificate of
Recognition for Budget Presentation is also presented to the individual or department designated
as being primarily responsible for its having achieved the award. This has been presented to the
Office of Management & Budget.
Since the inception of the GFOA's Distinguished Budget Presentation Awards Program in 1984,
approximately 700 entities have received the Award. Award recipients have pioneered efforts to
improve the quality of budgeting and provide an excellent example for other governments
throughout North America.
The Government Finance Officers Association is a nonprofit professional association serving
12,650 government finance professionals throughout North America. The GFOA's
Distinguished Budget Presentation Awards Program is the only national awards program in
governmental budgeting.

School Board Requests for the Appropriation of School
Funds and School CMERP Funds
We have reviewed the attached request to appropriate funding for the
School Board. This report will appropriate funding for four grants in the School
Fund. These grants are funded with federal and state funds and donations. The
Vocational Technology Grant requires a local match. Funding for the local match
is available in the following account:
Compensation of Teachers (030-060-6001-6452-0121) $ 3,100
This report also appropriates $125,533 from the School portion of the
Capital Maintenance and Equipment Replacement Program. The CMERP funds
will be used for Stonewall Jackson furniture and equipment, facility maintenance,
band equipment, Hurt Park improvements, and replacement of food sex-vice
equipment. This is the sixth appropriation of the School Board's FY96 CMERP
funding of $2,132,372. This will leave an unappropriated balance of $650,301.
We recommend that you concur with this request of the School Board.

A. On December 20. 1995. the City Manaaer authorized issuance of a contract with Woody
Graphics. Inc., to provide commercial printing services for the City of Roanoke for a period
of one year.
B, The total annual cost of the printing contract was $55.222.
II. Current Situation is:
A. 0t3 December 31. 1996. the commercial printing contract between the City of Roanoke and
Woody Graphics. Inc.. expired,
Printing specifications were developed based on orintin(3 services needed and formal bid
rec~uests were sent to twenty three (23) commercial printing firms listed in the Roanoke area
with seven (7) firms responding. A public advertisement was also published in the Roanoke
Times and the Roanoke Tribune.
Bids were received, after due and proper advertisement, until 2:00 p.m., on December 13,
1996, at which time, all bids so received were publicly opened and read in the Office of the
Manager of Supply Management.
All bids were evaluated in a consistent manner by representatives of the Office of
Management & Budget, Management Services, and the Department of Supply Management.
The bid tabulation is attached (see Attachment A).
The cost of providing printing services in-house ($105,470 + capital expenditure of
approximately $40,000 for equipment) was also evaluated and is included in Attachment A.
The lowest responsible bid meeting specifications was submitted by Woody Graphics, Inc.
Based on the costs per impression bid for various types of printing, the annual cost of the
contract is estimated to be $55.422. All other bids exceeded the cost of the lowest bidder
and/or did not meet required specifications.
The increase in cost of the new printing contract is approximately $200 and is due to a new
printed item (i.e., business cards) being requested as a part of the new commercial printing
contract.

Consultant Selection
Dear Mayor Bowers and Members of Council:
I. Background:

Installation of the City's existinq Central Business
District (CBD) Computerized Traffic Siqnal System, which
controls and coordinates traffic signal operations at 43
intersections in downtown Roanoke, was completed in 1980.
This system's central control system, traffic signal
controllers and cabinets, and communication cables must
be replaced.
The existing system is now obsolete due to rapid
technological advancements in the traffic signal system
industry. The manufacturer of this system no longer
stocks several of the major parts used in our system.
Parts which are available have become expensive. The
traffic signal control equipment at each of the 43
intersections has also gone out of production and
replacement parts are difficult to obtain.
Fundinq in the amount of $1,350~000 was included in the
1996 Bond Referendum for this purpose.
II. Current situation:

Interviews were held with both firms. Staff team
included Philip C. Schirmer, P.E., Civil Engineer,
Robert K. Bengtson, P.E., Traffic Engineer, and
Howard D. Saunders, Jr., Superintendent.
Negotiations were conducted with the most qualified firm
(Wilbur Smith Associates) for the necessary project
plans.
Scope of work to be performed includes all necessary
mapping, traffic surveys, and design services to complete
plans and specifications to award a contract for
replacement of the existing traffic signal system in the
entire central business district. The new signal system
will consist of 45 signalized intersections (see attached
map). This includes interconnection to two (2) new
intersections (Gainsboro & Gilmer; Gainsboro & Wells)
which are being constructed as part of the 2nd Street/
Gainsboro Road project. Scope of work will also include
a detailed analysis of chanqinq Salem Avenue and
Campbell Avenue to two-way streets in anticipation of the
Outlook Roanoke recommendation.
Fee for engineering services has been negotiated with
Wilbur Smith Associates. A lump sum contract not to
exceed $163~148 has been developed for the scope of work.

BE IT ORDAINED by the Council of the City of Roanoke that:
1. For the ~Q~e Electric $~ee~ Industrial Access Road
Project, the City wants and needs certain property interest, as
more specifically set forth in the report of the City Manager dated
January 21, 1997, on file in the Office of the City Clerk. The
proper City officials are authQ=lzed to acquire fo= the City from
the owner ~he necessary interests, for such consideration as the
City Manager may deem appropriate, subject to the limitation set
out below and subject to applicable statutory guidelines and
satisfactory environmental review.
2. The total consideration offered or expended for the
parcel and any and all necessary closing costs, including appraisal
fees, title search fees, attorney fees, and recordation costs,
shall not exceed $70,000.00 without further authorization of
Council. Upon the acceptance of any offer and upon delivery to the
City o~ a d~ed, aD~=ove~ as t~ ~or.~ a...-~ e~e~utio~ hy the City
Attorney, the Director of F{-ance is directed to pay the respective
consideration to the owner of the interest conveyed.
3. Should the City be unable to agree with the owner of the
real estate or should the owner be a person under a disability and
lacking capacity to convey real estate or should the whereabouts of
the owner be unknown, the City Attorney is authorized and directed
to institute condemnation or legal proceedings to acquire for the
City the appropriate property rights.
4. In instituting or conducting any condemnation proceeding,
pursuant to S33.1-120, Code of Virginia (1950), as amended. The
Director of Finance, upon request of the City Attorney, shall be
authorized and directed to draw and pay into court the sum offered
to the respective owner.
7. The proper CitF off~cials are authorized to request the
Virginia Department of Transportation to donate to the City the
residue property identified as Official Tax No. 6010605, acceptance
of this property by the City shall be subject to a satisfactory
environmental review.
6. In order to provide for the usual daily operation of the
municipal government, an emergency is deemed to exist, and this
ordinance shall be in full force and effect upon its passage.

WI-IF~REAS, VDOT has agreed to have its Peters Creek Road Extension Contractor provide
traffic signalization and turn lanes for the industrial access road to Roanoke Electric Steel
Corporation provided the City pay V'DOT the sum of $99,224.$8 for the cost of these items; and
WHEREAS, the Commonwealth Transportation Board has allocated an additional $19,000
in industrial access road funds for the Roanoke Electric Steel Project and this requires an increase in
the required bond from the City to VDOT from the prior amount of $304,850 to $323,850.
BE IT ORDAINED by the Council of the City of Roanoke as follows:
1. The City Manager or the Assistant City Manager are authorized to execute a change
order or amendment to the Peters Creek Road Extension contract between VDOT and the City and

2. The cha~ge order or amendment will provide for the addition of signalization and turn

I. Backqround:
City Council approved Resolution No. 32810-011696 on
January 16, 1996 which authorized the City Manager to
apply to the Virginia Department of Transportation (VDOT)
for roadway construction funds to provide industrial
access for Roanoke Electric Steel Corporation.
Resolution also authorized City Manager to execute any
documentation for the acceptance of such funds.

Application was made on January 22, 1996 for a 0.17 mile
roadway project that would link Roanoke Electric Steel to
the second phase of the Peters Creek Road Extension
project (now under construction).
City Council approved Resolution No. 32969-060396 on
June 3, 1996 which concurred in a VDOT recommendation
that all Roanoke Electric Steel Corporation truck traffic
be prohibited from using Westside Boulevard within three
years from the date of the funding allocation for the
proposed industrial access road, and that appropriate
signage prohibiting through trucks on Westside Boulevard
will be put in place, and to provide a bond to VDOT in
the estimated amount of $304,850 to assure compliance.
Commonwealth Transportation Board allocated $323,850
(upward adjustment of $19,000 by VDOT to provide funds to
increase roadway width from 24 feet to 30 feet) at its
meeting on June 20, 1996 to provide adequate access to
Roanoke Electric Steel. The City is responsible for
matching funds in the amount of $23,850, bringing the
total estimated project cost to $347,700.

II. Current situation:
ao
VDOT has been able to design turn lanes and a traffic
signal for the intersection of Peters Creek Road
Extension at the proposed industrial access road
location. This work could have been left to the City to
design as part of the industrial access road project. A
request was then made to VDOT's Peters Creek Road
Extension contractor (Fairfield Bridge Company, Inc.) to
add the traffic signalization work to their contract. An
acceptable price quote of $98,112.84 has been presented
to the City for approval at 100% City expense. The
industrial access funds for the Roanoke Electric Steel
project would then be used to pay for this change order,
the cost of which was anticipated in the original
application for industrial access funds. The
construction of the turn lanes is also a change order
item in the amount of $55,586.89 at 2% City expense
($1,111.74) funds for which are available in the
Peters Creek Road Extension account. The change order
includes a 25-day extension of time to complete the work.
Total amount of the City's responsibility for the change
order is $99,224.58. To accomplish these change order
items will require a change order or amendment to the
Peters Creek Road Extension contract between VDOT and the
City and which may include VDOT's contractor, Fairfield
Bridge Company, Inc., wherein the City will agree to pay
the additional $99~224.58 for the signalization and turn
lanes as set forth above.
City staff has selected a consultant to perform all
necessary surveys and design services to complete plans
and specifications for construction of the 0.17 mile
industrial access road. The fee for these engineering
services was negotiated with Anderson & Associates, Inc.
(of Blacksburg, Virginia). A lump sum contract in the
amount of $34~262.50 was awarded. The industrial access
funds will be used to pay for these services (available
in the RES Industrial Access Project account No. 008-002-
9659-9003).

City is responsible for furnishing right-of-way for
industrial access road. Authorization is needed from
City Council to acquire all necessary right-of-way and
easements from one (1) property owner to construct
roadway (Haymes Brothers, Inc. - Tax No. 6010603), and by
resolution request that VDOT donate to the City a residue
parcel from property it had purchased (for Peters Creek
Road Extension project) which is identified as Tax
No. 6010605. The cost of these acquisitions will be in
addition to the estimated project cost of $347,700 as
described in I. D. above. Acquisitions shall be subject
to satisfactory environmental review.
City Manaqer authorization to provide a bond to VDOT in
the estimated amount needs to be adjusted upward from
$304~850 (as previously approved by City Council) to
$323~850 which is the amount approved by the Commonwealth
Transportation Board.

costs, recordation costs, and other costs shall not
exceed $70,000.

SUBJECT: Bids for Water Treatment Lab
Analysis, Bid No. 96-12-3
I. Background on the subject in chronological order is:
The Information Collection Rule (ICR/is a federally mandated
monitoring program requiring large water utilities (serving greater
than 100,000 population) to collect extensive chemical and
microbiological data on their water treatment processes.
ICR monitoring pro_oram is to begin in February, 1997 and continue
for a period of 18 months.
Laboratories performing analyses for ICR must be EPA certified
and were required to provide certification upon submitting bids.
Bids for an outside laboratory to perform ICR compliance analysis
testing were solicited by the City of Roanoke.
Bid specifications along with request for quotations were sent to
four (4) laboratories to provide services for the ICR and are
currently certified by EPA to perform analyses. A public
advertisement was also published in the Roanoke Times and
Roanoke Tribune.
Bids were received after due and proper advertisement and were
publicly opened and read at 2:00 p.m., December 16, 1996 in the
Office of Supply Management.
II. Current Situation is:
A. Four (4) bids were received. A bid tabulation is attached.
All bids were evaluated in a consistent manner by representatives
of Utilities & Operations, Water Department and Supply
Management.

Technology, Inc. meets all required specifications for a cost of
$155.990.00.

Pursuant to Chapter 9, ~, of the Code of the City of Roanoke (1979), as amended,
establishing a procedure for the election of School Board Trustees, this is to advise you that the
three year terms of Madlyn L. Curtis, Marsha C. Ellison, and John H. Saunders will expire on
June 30, 1997.
On June 30, 1997, Mrs. Curtis will complete her third consecutive three-year term of office and is
not eligible for reappointment.
Pursuant to Section 9-16 of the City Code, on or before February 15 of each year, Council shall
announce its intention to elect trustees of the Roanoke City School Board for terms commencing
July 1 through (1) public announcement of such intention at two consecutive regular sessions of the
Council and (2) advertisement of such intention in a newspaper of general circulation in the City
twice a week for two consecutive weeks.
Section 9-17 of the City Code provides that applications must be filed in the City Clerk's Office by
March 10 of each year. Application forms will be available in the City Clerk's Office and may be
obtained between the hours of 8:00 a.m., and 5:00 p.m., Monday through Fdday. Information
describing the duties and responsibilities of School Board Trustees will also be available.
During the next four months, I will keep the Council informed as to the various steps required to be
followed throughout the selection process.

Proiect consists of the removal of the wood windows on the east side (2nd
Street) and the windows on the south side (Luck Avenue) that are part of the
east wing. There are 38 openings with two windows in each opening.
The aluminum windows have a baked on enamel finish: the olass is insulated
and tinted. They will match the windows that were installed on the north and
west elevations on the building.

Two (2) bids were received with Williams Painting and Remodeling, Inc.,
submitting the Iow bid in the amount of $40.775 for Bid Items I and II for the
star and structure and 41§.663 for Bid Item III for the Mill Mountain antenna.
Kinsey Crane and Sian Company also submitted a auotation to remove all
neon tubina and tube SUPPorts SO the Star can be painted. After painting,
Kinsey will reinstall the neon tubing with new tube supports, replace high
voltage wiring from transformers to neon tubing for a total cost of $11.925.
Lead abatement for the first 18" of the Star structure is the area that shows
sians of rustina to the point that the paint and rust are spalling. The remainder
of the tower shows signs of rusting, but not severe. The paint being used on
the entire project is a penetrating single-component moisture cure urethane
made expressly to encapsulate lead base paint.

City Attorney in accordance with conditions stated in the attached report. In addition to the
form of lease, the Water Resources Committee recommends that language be added in the

SUBJECT: MILL MOUNTAIN ZOO LEASE RENEWAL
I. Background:
The Blue Ridoe Zoological Society of Virginie, Inc., (BRZSV), (formerly
Mill Mountain Zoo, Inc.), was created in 1976 by the Roanoke Jayeees,
Inc. to take over the operation of the Zoo. Lease of the property for zoo
purposes to Mill Mountain Zoo, Inc., was authorized by Ordinance No.
23216, dated September 7, 1976. Authority to continue to lease this
property to Mill Mountain Zoo, Inc., or its successor, BRZSV, has been
authorized by nine (9) subsequent ordinances since that date, the last
time for a five (5) year period by Ord. No. 30865-021092, dated
February 10, 1992.
Miniature Railroad at Zoo was installed by the Roanoke Jaycees, Inc. in
1952 (authorized by Ord. No. 11526) and was operated by that
organization until March 1, 1996, when the BRZSV began operating the
train. The current agreement between BRZSV, Roanoke Jaycees, Inc.,
and the City regarding BRZSV's operation of the train, authorized by Ord.
No. 32993-061796, provides for automatic renewal from year to year
unless terminated by one of the parties, and therefore requires no action
at this time.
II. Current situation:
Initial five (5) year term of current lease of land for operation of Zoo by
BRZSV will expire December 31, 1996. BRZSV has requested a five (5)
year extension as provided for in the current lease (see attached letter).

Previous exoansion of Zoo to provide for tiger habitat and other
improvements resulted in a current lease area containing 3.587 acres.
BRZSV has requested additional space containing 1.54 acres (see
attached map) for animal holding, breeding, and off-exhibit areas, which
will be screened from public view.

written notice by either party, an expanded lease area containing an
additional 1.54 acres, for a total area of 5.127 acres, subject to
applicable property restrictions and covenants, and renewal options
subject to mutual agreement between the parties for two (2) additional
five (5) year terms, all other terms and conditions except certain revisions
recommended by the Risk Manager to th'e insurance provisions shall be
the same as in the current lease.
1. Need for continuity of the operations of the facilities is met.
2. Timing to retain continuity in the approval of the lease is met.
Cost to City is the cost of providing maintenance services for
facilities, including water and electric service facilities, water for
Zoo operations, tree trimming and leaf removal services, and
payment for garbage removal.
Indemnification and Insurance will be provided in amounts and
form acceptable to the Risk Manager and City Attorney.

Please allow this letter to serve as a request for additional space for the Zoo on
Mill Mountain, as per our lease agreement. Additional space is needed for animal holding,
breeding, and oft-exhibit areas which we now lack. These areas will be screened fi.om
public view, which is not possible on the present zoo grounds. We are requesting space
located south of the present "deer" holding area at the Mill Mountain Spur for
approximately 400 feet, connecting back up the slope to our present boundary. It'yunr
ofce could help with exact survey measurements it would be most appreciated.
In the past all requests for changes to the lease between Blue Ridge Zoological
Society of Virgirda, Inc. and the City of Roanoke have gone to your office first as a step in
a process which eventually ends at Roanoke City Council for final approval. Please let me
know if this process has changed or if additional correspondence is needed. In addition,
please note that the lease does come up for renewal at the end of'this year (December
1996) and it would be helpful to have this additional property listed as part of the new

Citv Buildine Commissioner ordered renairs to the house at 1422 Maple Avenue,
S. W. on 1/9/96.
Pronerty owner reauested demolition of the structure on Official City Tax Number
1031606 and applied to the Architectural Review Board (ARB) for a Certificate of
Appronriatenes~. On 5/9/96, by a vote of 5-0, the Board denied issuance of a
Certificate for demolition, finding that the loss of the house would be adverse to the
district because of the unia_ueness of the building, and its contribution to the district
and that its loss would be adverse to the streetscape, the neighborhood, and the
district. In addition, there was not a proposed new use of the property. (See ARB
letter of 5/16/96).
Decision of the ARB was anpealed to Ci_ty Council On 7/15/96, City Council
affirmed the decision of the ARB to deny a Certificate of Appropriateness for the
demolition of the structure.
Property owner desired to sell the buildine (Tax Number 1031606) with the vacant
lots on either side of the building (Tax Numbers 103 t605 and 1031607), Issues arose
regarding the sale of the property and the right to demolish the building. Therefore,
owner re-subdivided the property to vacate existing lot lines and combine the three
properties into one, now designated as Official City Tax Number 1031606.
Pro;~ertv owner is reauesting another Certificate of Appropriateness to demolish the,
building on the new. combined parcel. The only chance in the re~_uest is th ~

inclusion of the two vacant, side lots with the building, He wants to sell all the
property as a single unit (now re-subdivided into one lot and designated as City Tax
Number 1031606), demolish the building (with a Certificate) or demolish the
building (without a Certificate) under code sections 36.1-331 and 36.1-349 which
provide for demolition after offering the property for sale.
Architectural Review Board considered the revised rea_uest to demolish the house at
1422 Maple Avenue. S. W. on 11/14/96. The Board voted 4-0. to deny a Certificate.

the request; Messrs. Deck and Motley were absent and there was one vacancy.) The
Board determined that the architectural and historical value of the pronerty had not
changed since the previous rea_u~t and that its decision of 5/9/96 was still valid. The
building is architecturally significant and unia_ue to the district: its loss would be
advers~ to the streetscape, the neighborhood and the district. (See ARB letter of
11/18/96). Old Southwest, Inc. spoke in opposition to the request, noting that nothing
had changed the architectural and historic significance of the property (see letter of
11/14/96). They also expressed concern that the property had not yet been offered for
sale and advised that combining the two adjacent lots with the property increased the
cost for a potential buyer willing to preserve the building.
C. Property owner appealed the ARB decision to City Council on 11/26/96.
III. Issues:
Old Southwest neighborhood is included in the Southwest Historic DistriCt which is
on the National Re~ister of Historic Plac~,s The neighborhood was designated H-2,
Neighborhood Preservation District, by the City of Roanoke in 1987 in response to
growing citizen concerns regarding the loss of contributing structures, insensitive
alteration of existing buildings, and inappropriate new construction within the historic
neighborhood.

In accordance with Section 36.1-348 of the Zoning Code of the City of Roanoke. the
Board must make the followim, findin~ in order to issue a Certificate of
Appropriateness for demolitions in the district:
"Loss of the structure would not be adverse to the di~triq:t or the public interest
by virtue of its uniqueness or its significance to the district."
"Demolition would not have an adverse effect on the character and
surrounding environment of the district."
"Where demolition is in conjunction with a ;~roposed new use of the ~ite, such
use satisfies the intent and standards of the H-2 {ti~trict."
The house at 1422 Maple Avenue. S. W. is architecturally important to the district.
(See attached photographs.)
The house is considered a contributing structure in the National Register
of Historic Places inventory for the Southwest Historic District.
The structure has unique architectural features (i.e. dormer windows)
and the building is a contributing part of the streetscape and
neighborhood fabric. Loss of the building would adversely affect the
district.
Old Southwest, Inc., in a letter of 5/9/96 to the ARB, advised that the
building is contributing to the neighborhood and the district because of
its "weatherboard, 2-1/2 story construction, hipped slate roof, unusual
clipped gable dormer with Palladian-style window, Corinthian columns
and capitals, ornate windows, and wrap-around porch with broad

that it has remained intact since its original development. There has been
no loss of buildings or new development. This is documented by 1919
Sanborn maps (historic reference) for the area.

City's Franklin Road/Elm Avenue Master Plan. Ninety
day delay in demolition was provided to allow the
church and neighborhood to discuss possible moving
and/or salvane of structures.

1014 First Street, S.W., Episcopal Diocese SW VA

consistent with the general scale, mass, and architecture
of the district. The decision was appealed to City
Council, but withdrawn when the houses were
successfully moved.
Sections 36.1-349 and 36.1-331 of the Zoning Code of the City of Roanoke provide
an option to sell the property for the owner ora building who has been denied a
Certificate of Appropriateness. This provides an opportunity to sell the property to a
willing buyer for fair market value for the purposes of rehabilitating the building..~
the property is not sold within the time oeriod specified, then. the building may be

~. The City's Office of Real Estate Valuation presently has the three
parcels and the building assessed at $70,400. According to Section 36.1-331, if the
property was placed on the market for that value, the property would need to be
offered for sale for a Defied of six months (more than $55,000, but less than $75,000),
at, er filing the required statements specified in the code.
IV. Alternatives:
Affirm the 11/14/96 decision of the Architectural Review Board and deny a
Certificate of Appropriateness for the demolition of the building at 1422 Maple
Avenue, S.W.

Associates' request for a Certificate of Appropriateness to demolish the house and garage

denied by the Board by a vote of 5-0 (Messrs. Manetta, Whitwell, Deck, Harwood, and
Jones voting to deny the request and Messrs. Jamieson and Motley absent). Your request
to demolish the garage was not considered further for action by the Board because the
City Building Commissioner had already determined that the structure should be razed for
reasons of public safety. It was noted that a repair order had been issued for the house.
In making the decision on your request, the Board found that based upon the
findings specified in Section 36.1-348 of the Zoning Code of the City of Roanoke, loss of
the house would be adverse to the district because of the uniqueness of the building and
its contribution to the district; and that its loss would be adverse to the street scape, the
neighborhood and the district; and there is no proposed new use of the property requested
for demolition. The Board further recommended that the property owner consider placing

We the members of the Board of Old Southwest, Inc. (OSW), wish to state our unequivocal
opposition to the Applicant's proposal to demolish the house at 1422 Maple Avenue, S.W.
It is Old Southwest, Inc.'s, position that the ARB must not permit the demolition of this structure for
the following masons:
The 89-year-old house at 1422 Maple (see Exhibit A-l) is a "Contributing structure" to both
its immediate neighborhood and the Old Southwest Historic District ("the District") in
general. Its weatherboard, 2~,4-story construction, hipped slate roof, unusual clipped gable
dormer with Palladian-style window, Corinthian columns and capitals, ornate windows, and
wrap-around porch with broad enhance distinguish it as an example of the unique
architectural offerings found in the District.
The house, including the two "vacant" lots that flank it, is an integral part of one of the
increasingly rare neighborhood blocks in the Distric~ especially in the C-1 Zone. What is
"rare" hem is that this block of houses has remained intact (no losses due to demolition, fire,
infill, etc.) since its inception. In other words, this block oforfginal re~idenn'al homes
remains the same today as it was in 1919 when the Sanborn maps (Exhibit A-2) were
prepared.
To grant demolition would directly contravene Sec. 36.1-330 of the Roanoke Code (Review
Standards for Ptopased Demolition), specifically that:
· "The puttee and necessity o/the demolition are in accordance with the intent of the
tt-1 Diatn'ct."
· "Lo~$ of the structure would not be adverse to the Diatn'ct....by virtue ofit~
uniqueness or its significance to the Dison'ct. " OSW mfer~ to its first point, above.
· "Demolition would not have an adverse eJ~ect on the character and surrounding
environment of the Distm'ct." OSW m/ere to its second point, above.
· "F/here a development plan for a new use of the site i~ proposed and ~ubmitted, the
board shall review the proposed development purs~tant to the regular/ohs and intent
of the Diatrict...." According to the application, Maple Aven~ Assoo~at~ has
shown no plan or purpose beyond demolition and the creation of tht~ empty lots in
an otherwi.~ o~¢upied, viable r~idential block. In the past, the ARB has
¢ousi~ently advised that demolition requ~ l~ accompanied by a pmpusal for new
use at that sim. Code requir~ that new use I~ ~qually I~nefi¢ial to the District as
the existing a'lru~um was. OSW d~ not believe that this applies in this c~.~.
The house has been occupied, heated, and is clean. Though clearly run-down due to yeats of
obvious "benig~l neglect" by its owner(s), its condition and former grandeur ate far fxom
being irretrievably lost. Precedent for the rehabilitation of District houses in fat worse
condition is easily demonsmRed (e.g., 302 Washington, the Boxiey House, etc.).
In conclusion, the OSW strongly encourages the ARB to deny the request to demolish 1422 Maple Avenue,
S.W. At present, the house (plus two adjacent lots) assesses at a total of approximately $75,000, and would
be more valuable in its present setting among the other residential houses along Maple Avenue.
It is the putlx~e of OSW to enhance the Old Southwest neighborhood through the pre~entadon of the existing,
individual houses that comprise it. Historic Old Southwest needs positive neighborhood grovnh, not
disfigurement through piecemeal, urmeceesaty demolition of exisl~ng, contributing structures.

Dear Members of the Architectural Review Board:
Old Southwest, Inc., is deeply disturbed by the recent turn of events surrounding the fate
of the house at 1422 Maple Avenue, S.W.
This past May, you denied Mr. Baker a demolition permit for the structure. Upon appeal,
and in accordance with City Code (Sec. $6.1-$$0), City Council agreed with both OSW, Inc.,
and the ARB by upholding your decision not to grant the permit. Like you, Council recognized
that because the structure is not only structurally sound but architecturally significant, its
demolition would negatively affect the unique Maple Avenue aCq:etscape that has remained
virtually intact for some 90 years. Furthermore, in its support of the ARB decision, Council
ordered the pwperty assessed for fair market value and put up for sale.
Not only has this not been done, but, using an end-mn to thwart the orders of the ARB
and Council, Maple Avenue Associates has, without notice to OSW or other interested parties,
had the property re-subdivided with the apparent intent of placing its fair market value out of the
reach of a serious potential buyer who, since early September, has eagerly desired to own and
renovate the smlcm~ (see attached letter).
Mr. Baker's stated original intention was to sell the three lots, minus the house, as
commercial propen'y. While we do not argue that current zoning prohibits this use, we do
maintain that it is totally inappropriate for an area primarily of residences or businesses in former
residences.
Mr. Baker and his attorney are before you today to argue that their re-application for
permission to raze the house is somehow "significantly different" with the merger of the three
lots.

OSW is here to appeal to common sense. In view of the standards for granting
emohUon as set out by City Code (36.1-330), the facts remain:
the purpose of the demolition is still not in accordance with the intent of the H-1 district,
and would be adverse to the district and the public interest (the only interest it would
serve is that of Maple Avenue Associates)
· the structure is still structurally sound, and still architecturally significant
the character of the streetscape and surrounding environment would still be negatively
altered by such a demolition
· there is still no development plan for a new use for the now-combined lot.
Finally, OSW wishes to emphasize that the only change in the situation since last May is
that there is now a buyer for the house.
Code regarding demolition and cons~uction in the H-I and H-2 Historic Di~stricts was
put in place specifically to protect those areas from the sort of impact that Maple Avenue
Associates would create by demolishing the home. By re-submitting the same request, their
argument that the situation has (been) changed enough to warrant an about-face by both the ARB
and City Council violates the spirit and the intent of these pmtecfive regulations.
We in Old Southwest have worked too long and hard to sit idly while precedents are set
that would do irreversible damage to our neighborhood, our history, and the City. We sincerely
seek your agreement and ask that you uphold your original decision to save the lovely home at
1422 Maple Avenue.

To the Members of the Roanoke City Council,
I am writing to give an update concerning the house located at 1422 Maple Avenue, SW. Early in
December I was contacted by Mr. Baker, Jr. (the owners Son). He was calling on behalf of his
father and was to accommodate me on viewing the home, which he did.
I can not express the dual feelings of awe and sadness I felt upon entering this property, for it was
most definitely one of our areas finest homes during its day. Upon entering you immediately
become aware of the lovely parquet floors and that fact that the original floor plan has not been
tampered with. The original woodwork is also in place, seen in the floors, banisters, trim, mantels
and the amazing Corinthian columns which flank two doorways in a sitting room to the left. These
columns precisely reflect those in dilapidated condition on the porch of the house. French doors,
fireplaces, etc., the downstairs of this home is in extraordinary yet, extremely outdated condition.
The upstairs in another story. This area, although roomy and filled with light, has some severe
water damage and no electricity. The downstairs electrical system is rigged in a precarious manner
which is soon to insure Mr. Baker's goals, through accidental fire. With the basement and attic
seemingly dry and in good order, the house would be an excellent investment for anyone, private
or business minded.
As I stated in my original letter to the Architectural Review Board (enclosed), it was my intention
to purchase and rehabilitate this home prior to Mr. Baker's consolidating the lot. Mr. Baker was
aware of my interest and of the approximate terms I was able to offer at that time. "Fak Market
Value" at which he was ordered, by The Council, to sell this property, was within my price range,
leaving me enough money to then stabilize the home and apply for further funds to fully
rehabilitate the property. Since the consolidation, this is unfortunately no longer possible. After
visiting the home, I asked Mr. Baker, Jr. if they would consider any offer less than their stated
$100,000. He emphatically said NO WAY.
My first question to you then is despite the maneuvering (though seemingly underhanded) of Mr.
Baker and his associates, what can a person do to save and rehabilitate this home. Secondly, was
it legal, after being ordered to sell this property, as it stood, at a fair market value, for Mr. Baker
to have ignored my request to see the home until after he had placed it out of my price range. If it
is a legal move, then I fear for the integrity of this fine neighborhood as well as for the respect of
our governmental agencies by aggressive, ambitious business people who are too olden able to
manipulate our laws to meet their own ends.
Finally, if all is legal and the property must be sold as it is now described, Who determines fair
market value and what would that be for the residential home located at 1422 Maple Avenue,
SW? It is my hope that it is within your means to order this property sold as it was originally
ordered when found by myself in August of 1996. If this is not the Case I can only hope that
there is some form of punishment or restriction which may be placed on the property owners for
completely disregarding the orders of this Council. A punishment which would deter people like
Mr. Baker and that person in Gainsboro who, despite governmental orders, did what they wanted
to anyway, destroying an important part of the beauty which makes up our Historic districts. A
punishment that lets the people of our city neighborhoods know that our government and the
officials of our city are serious when they define laws to preserve these areas, and most
importantly, that they respond seriously to those who blatantly choose to disregard these laws.

Dear Mayor Bowers and Members of Council:
On behalf of the Board of Old Southwest, Inc. (OSW), I appear before you once more to express our reasons why
you should again deny the Applicant's appeal of the Architectural Review Board's (ARB) second unanimous ruling denying
Maple Avenue Associates' proposal to demolish the house at 1422 Maple Avenue, S.W.
You have before you the documentation from past attempts, rejections and appeals. ARB Chairman Motley has
clearly detailed why the ARB denied the Applicant's request for a second time. The OSW Board endorses the ARB
position, and at the risk of repetition, we feel compelled to reiterate the following:
This past July, you upheld the ARB and denied Maple Avenue Associates' first appeal. At that time, Council
ordered the property assessed for fair market value and put up for sale through a listing agent. Instead, Maple Avenue
Associates had the property re-subdivided, which resulted in placing its fair market value out of the reach of a serious
potential buyer who, since early September 1996, eagerly desired to own and renovate the structure (see Eileen McCaul's
attached letter).
Despite assurances from Mr. Natt on 14 November 1996 that the house would be placed on the market "in the next
day or two no matter what action the Board took" (ARB Minutes), this has still not been done.
Maple Avenue Associates' stated, original intention remains the same: to sell the (now combined) lots, minus the
house, as commemial property. And Mr. Natt is before you today to argue that the re- application/appeal is somehow now
"significantly different"?!
In view of the standards for granting demolition as set out by City Code (36.1-330), these facts remain the same:
· the purpose of the proposed demolition is still not in accordance with the intent of the H-1 district, and
would be adverse to the district and the public interest (the only interest it would serve is that of Maple
Avenue Associates)
· the structure is still structurally sound, and still architecturally significant
the character of the streetscape and surrounding environment would still be negatively altered by such a
demolition
· there is still no development plan for a new use for the now-combined lot.
OSW wishes to emphasize that the only chan~e in the situation since last May is that there was a serious notential
buyer for the house before the re-subdivision. The combining of the lots in this manner following the express direction of
City Council to place the property on the market, while perhaps not illegal, seems to us a deliberate attempt on the part of
Maple Avenue Associates to defy Council's wishes and achieve its goal of demolition.
Code regarding demolition and construction in the H-1 and H-2 Historic Districts was put in place specifically to
protect those areas from the sort of impact that Maple Avenue Associates would create by demolishing the home. Re-
submitting the same request in essence asks the ARB and Council to torn their backs on sound decisions and violate the
spirit and the intent of the District's protective regulations.

The City's most-recent All-America City honor was bestowed on Roanoke based largely upon historic preservation
projects. A recent study (attached) shows that historic preservation is a powerful and positive economic and social engine
in Virginia, as indeed it is throughout America's cities. Mayor Bowers, Council and the City may be justly proud of
supporting and committing themselves to the protection, revitalization and growth of Roanoke's downtown neighborhoods.
Many Virginia localities have realized the economic importance of preserving their historic character and
architecture -- not just battlefields and other sites of direct historic significance, but the mundane "everyday" residential and
commercial structures where we live and work as well. But this is a relatively recent phenomenon ~n our nat on s fust ry.
Old Southwest, like growing numbem of communities across the United States, seeks to preserve the irreplaceable in the
local architectures, and to help "recycle" and renew the places generations of Roanokers have lived for future generations of
Roanokers to inhabit and enjoy.
We know that historic preservation is not an end it itself, but a means to an end we all strive for. For Roanoke the
economic development benefits of preserving its downtown neighborhoods are many:
· Attracts tourists (Market Square area)
Attracts industry by offering employees a better, more stable community in which to live
· Attracts small businesses that prefer to locate in a h~stonc d~strict because it enhances their image" and, hence,
their sales (Wildflour Bakery and Cafr)
· Ensures a pleasant and interesting city to live in for all citizens, and reduces the encroachment of urban sprawl into
dwindling, and therefore increasingly valuable, green spaces (Mill Mountain and our Blue Ridge)
· Provides a sense of community by providing continuity with the past and a better perspective on the future
· Offers building owners, through education and design review, specific help and guidance on preserving and
restoring buildings
· Enhances and encourages the availability of loans and grants for restoration or rehabilitation of landmark buildings.
Demonstrates and publicizes in a very palpable way the City's rich history.
~ach of these benefits feeds into, and off of, each other in a positive synergistic effect for the City of Roanoke.
Last summer a remarkable contention was made in an (attached) article in Planning Commission Journal: that
historic preservation is good for economic development because scarcity and certainty create value. Small businesses and
investors are lured into historic districts by their charm and character -- and by a knowledge that the districts would remain
that way. "In other words, historic district zoning [gives] investors assurance that their investments in rehabilitated, turn-of-
the-century buildings [will] not be undermined by billboards, parking lots, or other insensitive developments on nearly
properties."
The author goes on to note that while historic district zoning is frequently controversial, it "almost always has a
beneficial effect" on property values, commercial revitalization, business investments and increased tourism. This was the
finding of a wide-ranging 1995 study by the Preservation Alliance of Virginia (attached). According to Executive Director
David J. Brown, "Historic preservation is economic growth and the reality is that preservation means dollars in the pockets
of Virginians."
In conclusion, OSW again respectfully urges Council to stand firm for Roanoke's future by standing up for the past
Century of its history, and in so doing, ensuring positive economic growth into Roanoke's next Century.
Members of Council, 1422 Maple Avenue, S.W., remains an excellent place to start.

SUBJECT: Intermodal Surface Transportation Efficiency Act
(ISTEA) Enhancement Project Application
Dear Mayor Bowers and Members of City Council:
I. Background:

Intermodal Surface Transportation Efficiency Act (ISTEA)
was signed into federal law December, 1991, providing new
transportation legislation that places the power of
decision-making with state and local governments.
ISTEA requires state departments of transportation to set
aside a MINIMUM of 10 percent of their Surface
Transportation Program (STP) allocation each year to be
used for the following types of "enhancement" activities:
1. Provision of facilities for pedestrians and
bicycles
2. Acquisition of scenic easements and scenic or
historic sites
3. Scenic or historic highway programs
4. Landscaping and other scenic beautification
5. Historic preservation

Rehabilitation and operation of historic
transportation buildings, structures or facilities
(including historic railroad facilities and canals)
Preservation of abandoned railway corridors
(including the conversion and use thereof for
pedestrian or bicycle trails)
8. Control and removal of outdoor advertising
9. Archaeological planning and research
10. Mitigation of water pollution due to highway runoff

These projects enhance the physical environment, and
allow the State to do more than would normally be done on
a proposed project. An enhancement may also be
accomplished as a stand-alone project, although it must
relate to a transportation mode and meet the eligibility
criteria. In Virginia, this minimum 10 percent figure
equals $7.5 million in enhancement funds annually. While
all funds under the current program have been allocated,
the Virginia Department of Transportation will be
accepting applications with the expectation of
reauthorization.

Virginia Department of Transportation (VDOT) held a
public meeting regarding the ISTEA enhancement program in
Salem on October 30, 1996 at which citizens and public
officials were able to ask questions and learn more about
this program.
II. Current Situation:
Two (2) enhancement project applications (summarized on
Attachment A) are presented to City Council for its
endorsement.
Project applications must be formally endorsed by City
Council and the Metropolitan Planning Organization (prior
to submittal to VDOT by January 31, 1997). Project
selection by the State will use criteria listed in the
attached page from VDOT's Enhancement Program brochure
(Attachment B).
Final selection of projects will be done by the
Commonwealth Transportation Board working through its
Environmental Committee. An outside committee will
assist in the evaluation of projects. The Commonwealth
Transportation Board approval of projects is expected to
occur in June, 1997.
City Council resolutions that would endorse these two (2)
project applications also require, according to VDOT,
that the City of Roanoke agree to pay a minimum of 20
percent of the total cost for planning and design, right-
of-way, and construction of the project, and that, if the

of City Council
City subsequently elects to cancel the project, the City
agrees to reimburse VDOT for the total amount of the
costs expended by VDOT through the date of cancellation
of a project. The project funding descriptions are
described as:
Virginia Museum of Transportation (VMT) - total
project cost is estimated at $786~500. A total of
$386,500 (49%) in Federal ISTEA funding is sought
with the remaining non-federal total of $400~000
(51%) provided by the applicant with funds
previously committed from the 1996 Bond Issue.
III. Issues:
City of Roanoke - total project cost is estimated
at $754~365. Of this total, $240,000 was approved
by the Virginia Department of Transportation in
June, 1996, with a local match of $271~000. The
remaining balance of $243~365 is the amount of
ISTEA funds being requested, using the original
local match of $271~000 that was used to secure
last year's ISTEA funding.

The City's match for the VMT project would be
provided by the applicant with funds previously
committed from the 1996 Bond Issue. The City's
match for the Mill Mountain Greenway project would
be provided by in-kind match (e.g. repairs to
Prospect Road Bridge, donation of right-of-way,
repairs to rock walls along Prospect Road) and by
private donations with current commitment of
$100,000.
Legal requirements include, subject to project
approval by VDOT, a City/State Agreement by which
the State holds the City as the responsible agency
for any approved project. The VMT shall enter into
a separate agreement with the City by which the VMT
shall fulfill all of the obligations undertaken by
the City, and perform all of the tasks undertaken
by the City, by virtue of the City's execution of
the City/State Agreement and will comply with each
of the requirements set forth in the City/State
Agreement and all federal and state regulations and
requirements applicable to all work performed on
the Project, including performing, or contracting
to perform, tasks relating to the preliminary
engineering and construction phases of the Project,
and procuring consultant services contracts and
construction contracts in accordance with the
Virginia Public Procurement Act.

1. Applicant - Virginia Museum of Transportation
The Virginia Museum of Transportation, Inc., the official transportation museum
of the Commonwealth of Virginia, wishes to secure federal ISTEA funds to
construct improvements which enhance the facility's identity and visibility, and
invigorate and humanize the pedestrian experience. This project seeks to achieve
these ends through a celebration of both the historic structure which houses the
Museum and the multi-modal nature of the Museum's collections.
The scope of the project which is the basis of this application includes
improvements to the railside or "backyard" areas of the Museum. Always the site
of the Museum's extensive open air collection of trains, buses, and trucks, this
area has become as visually prominent as the front entry areas currently being
improved.
The recent renovation of the Hotel Roanoke and the construction of the pedestrian
bridge linking it to downtown Roanoke across the railroad tracks has already
increased visibility of the Museum's track-side area greatly. The construction
of the Second Street bridge adjacent to the Museum will increase vehicular
traffic flow by the Museum creating an elevated vista into the railside
collections area. Lastly, the elevated Linear Rail Walk will come to grade below
the Second Street Bridge spilling pedestrians onto a plaza area which will

Virginia's Explore Park, using a number of existing links in place. The first
phase of the project will be from the City Market to the top of Mill Mountain and
further along the Fishburn Parkway to its intersection with the Blue Ridge
Parkway. Phase I will traverse seven distinct landscapes described below:

Railroad Interpretive District
Walnut Avenue Bridge
Piedmont Neighborhood
Prospect Road
Fishburn Parkway - Blue Ridge Parkway Spur
Total estimated cost is $754,365. Of this total, $240,000 was approved by the
Virginia Department of Transportation in 1996, with a local match of $271,000.
The remaining balance of $243,365 is the amount of ISTEA funds being requested.

Intermodal Surface Transportation Efficiency Act (ISTEA) Enhancement
Project Applications
ISTEA was signed into federal law December, 1991, providing a new vision for
transportation in America. The law provides for $155 billion to be spent nationwide
to rebuild and redirect surface transportation over six years (1992_97). The intent of
ISTEA is to move us out of the interstate highway age and to encourage states and
localities to make transportation decisions that make communities more livable, that
are environmentally sound and economically efficient. For the first time, federal
transportation legislation places the power of decision-making with state and local
government. The purpose is to allow increased flexibility and public input in how
federal funds can be spent to solve local transportation problems.
ISTEA requires state departments for transportation to set aside a MINIMUM of
10% of their Surface Transportation Program (STP) allocation each year to be used
for the following types of "enhancement" activities:
1. provisions of facilities for pedestrians and bicycles.
2. acquisition of scenic easements and scenic or historic sites.
3. scenic or historic highway programs.
4. landscaping and other scenic beautification.
5. historic preservation.
rehabilitation and operation of historic transportation buildings, structures or
facilities (including historic railroad facilities and canals).

preservation of abandoned railway corridors (including the conversion and
use thereof for pedestrian or bicycle trails).
8. control and removal of outdoor advertising.
9. archaeological planning and research.
10. mitigation of water pollution due to highway runoff
These projects enhance the physical environment and allow the state to do more than
would normally be done on a proposed project. An enhancement may also be
accomplished as a stand-along project, although it must relate to a transportation
mode and meed the eligibility criteria. In Virginia, this minimum 10% figure equals
$7.5 million in enhancement funds annually. While all funds under the current
program have been allocated, Virginia Department of Transportation (VDOT) will
be accepting applications with the expectation ofreauthorization.
VDOT held a public meeting regarding the ISTEA enhancement program in Salem
on October 30, 1996, at which citizens and public officials were able to ask questions
and learn more about this program.
Two enhancement oroject annlications have been received and are described in
Attachment A.
~ must be formally endorsed by City Council and the Metropolitan
Planning Organization, prior to submittal to VDOT by the application by 1/31/97.
Project selection by the state will use criteria listed in the attached page from
VDOT's Enhancement Program brochure (Attachment B).
Final selection of projects will be done by the Commonwealth Transportation Board
working through its Environmental Committee. An outside committee will assist in
the evaluation of projects. The Commonwealth Transportation Board approval of
projects is expected to occur in June, 1997.

Planning Commission's Transportation/Utilities/Facilities Subcommittc, c, met on
January 3, 1997, to review the proposed ISTEA projects. John Marlles, Chief of
Planning and Community Development, and Bob Bengtson, City Traffic Engineer,
summarized the two projects. ARer discussion, members of the subcommittee voted
to recommend endorsement of the projects to the full Commission.

projects by Kay Houck, Executive Director of the Virginia Museum of
Transportation and John Marlles, representing the City of Roanoke and the Roanoke
Valley Open Space/Greenways Steering Committee. Ms. Betty Field (Jefferson
Street) appeared before the Commission and commented on the condition of Prospect
Road.

1. Applicant - Virginia Museum of Transportation
The Virginia Museum of Transportation, Inc., the official transportation museum
of the Commonwealth of Virginia, wishes to secure federal ISTEA funds to
construct improvements which enhance the facility's identity and visibility, and
invigorate and humanize the pedestrian experience. This project seeks to achieve
these ends through a celebration of both the historic structure which houses the
Museum and the multi-modal nature of the Museum's collections.
The scope of the project which is the basis of this application includes
improvements to the railside or "backyard" areas of the Museum. Always the site
of the Museum's extensive open air collection of trains, buses, and trucks, this
area has become as visually prominent as the front entry areas currently being
improved.
The recent renovation of the Hotel Roanoke and the construction of the pedestrian
bridge linking it to downtown Roanoke across the railroad tracks has already
increased visibility of the Museum's track-side area greatly. The construction
of the Second Street bridge adjacent to the Museum will increase vehicular
traffic flow by the Museum creating an elevated vista into the railside
collections area. Lastly, the elevated Linear Rail Walk will come to grade below
the Second Street Bridge spilling pedestrians onto a plaza area which will
equally access the Museum's front and back door areas.
