Roanoke, Virginia May 12, 1997 97-15 Honorable Mayor and Members of City Council Roanoke, Virginia Dear Members of Council: Subject: Approval of FY 1997-98 Annual Update to the HUD Entitlement Consolidated Plan ("Annual Update") I. Backaround: A. City Council has been briefed on recommended CDBG and HOME programs including $2,721,000 in new funds from U.S. Department of Housing and Urban Development (HUD) on April 21, 1997. B. A draft of 1;he Annual UDdate has been oreoared and made available for public review and comments for 30 days. The 30 day period was April 9, 1997, to May 8, 1997. C. Citizen inDut has been received and considered on three occasions: January 14, 1997, March 27, 1997, and April 21, 1997. D. Current HUD Entitlement fiscal year ends June 30, 1997. E. The Annual UPdate must be received bv HUD on May 17, 1997, in order for the City's fiscal year to begin on July 1, 1997. II. Issues: A. Imoact on community development of city B. Funding C. Timing D. Citizen oarticioation Honorable Mayor and Members of City Council Report #97-15 Page 2 III. Alternatives: Authorize the City Manaoer to submit an approved Annual Update to the HUD Consolidated Plan for FY 1997-98 to HUD for review and ap- proval. Impact on community develooment in the city would be posi- tive, continuing programs which Council has endorsed in the past, and funding new initiatives to address citizens' concerns. 2. Funding will be available from sources as listed: Estimated 1996-97 HUD Entitlement Estimated Program Income Estimated Carry-over Leveraged Funds $2,721,000 500,849 565,627 2.113.053 TOTAL BUDGET $5,900,529 Timing is important. The Annual Update must be approved by City Council in May 1997 to ensure timely receipt of new enti- tlement funds. .. Citizens' comments, suaaestions and Drooosals have been considered as a part of the process to develop the City's final program and budget. Bo Do not authorize City Manaoer to submit an approved Annual Update to the HUD Consolidated Plan for FY 1997-98 to HUD for review and approval. ImDact on community develoDment in the city could be negative if programs are delayed or canceled. Fundino will be an issue. The estimated $2,721,000 will not be received by the city, unless the Annual Update is received and approved by HUD. Honorable Mayor and Members of City Council Report #97-15 Page 3 Timing could be a problem as construction projects or acquisi- tions could be delayed, and staff salaries may be affected if the Annual Update does not receive City Council approval in May 1997. Citizen Participation could be negative if concerns of neighbor- hood groups and residents are not addressed. IV. Recommendations: It is recommended that City Council adopt Alternative A, thereby authorizing the City Manager to submit an approved Annual Update to the HUD Consoli- dated Plan to the U. S. Department of Housing and Urban Development for final review and approval and authorize the City Manager to execute the grant agreement with HUD on behalf of the City. Upon receipt of program and budget approval from HUD, a report detailing the necessary budget appropriations by program and line item, as well as contracts necessary to carry out the FY 1997-98 program, will be presented to City Council for adoption.
