RE: William Fleming High School
Dear Mrs. Bowles and Gentlemen:
As you know, we have a tradition of honoring athletic teams from
Roanoke City high schools that have won state honors as the best team
in Virginia.
Now, we have an opportunity to recognize scholastic achievement by one
of our high schools, William Fleming, which is located on the north
side of the City.
William Fleming has just recently been recognized by the United States
Department of Education as one of 215 schools in the world for its
"Excellence in Education".
I am additionally told that William Fleming students have received
scholarship recognition this year. One young man has been chosen to
receive the "Virginia Tech/City of Roanoke Scholarship" for
"Tomorrow's Teacher". That young man's name is Robert Johnson.
Another young man by the name of William Shepherd, has been designated
as a national merit finalist, and is receiving a significant scho-
larship for that award. So other young persons have received scho-
larships to the United States Air Force Academy. And additionally, a
staff member, Mrs. Hallie Cart, has been recognized as "State
Counselor of the Year".
All in all, I believe these achievements indicate a terrific scho-
lastic year for William Fleming High School.
I would ask that this matter be referred to the City Manager for his
recommendation as to how the City might find it appropriate to
recognize William Fleming for these many achievements.

In the past, we have designated signs at the City limits to honor
football and basketball stars. It seems appropriate that in this day
and time we should also honor the stars of scholastic achievement.

I have reviewed the attached request to appropriate
$291,753 in grant funding for the School Board. The Chapter I
Summer Program grant is funded with 100% federal funds remaining
in the Chapter I Winter Program grant. No local match is
required.
I recommend that you concur with this request of the
School Board.

Dear Members of Council:
As the result of official School Board action at its meeting of May 23
1989, the School Board respectfully requests City Council to appropriate
$291,753 for the Chapter I Summer Program to provide reading, language ..
arts, and mathematics instruction for students in targeted schools. The

I. BACKGROUND
Roanoke City Council approved the allocation of Citizens
Services Committee funding for FY 1986/87 of $362,970,
Ordinance #28194 on June 9, 1986.

An allocation of $2,670 was included for "Project
Respect", a project sponsored by the Beta Chi Omega
Chapter of Alpha Kappa Alpha Sorority, a national women's
service organization.
The main objective of Project Respect was to implement
educational activities for citizens to decrease the high
rate of adolescent pregnancy within Roanoke City through
training seminars, educational workshops, and printed and
audio visual aids.
II. CURRENT SITUATION
The Director of Human Resources for the City, who also
serves as Chairman of the Citizens Services Committee~
was notified in May, 1988 by the Beta Chi Omega Chapter
of Alpha Kappa Alpha Sorority that activities for Project
Respect had ceased and requested instructions for
disposition of any unused funds.
B. The Beta Chi Omega Chapter of Alpha Kappa Alpha Sorority
was advised by the Chairman of the Citizens Services
Committee that unused funds were to be returned to the
City.
C. A check for $1,031.39 was returned to the City in
October, 1988 and deposited in the Citizens Services
Committee Subsidies account, #001-054-5220-3700, for
discussion and determination of re-allocation by the
committee in 1988/89. Funds are available for
appropriation.
D. The committee recommended after discussion and review of
agencies currently receiving Citizens Services Committee
funds at the May 5 meeting that the $1,031.39 be
allocated to Roanoke Area Ministries for requests for
emergency financial assistance by Roanoke City citizens.
1. Roanoke Area Ministries is a current and prior
recipient of Citizens Services Committee funding and
continues to meet requirements for funding.
III. ISSUES
Emergency financial assistance is a great need for
many Roanoke citizens, and current funds are
insufficient to address all requests for emergency
financial assistance through Roanoke Area
Ministries' Emergency Aid and Services Program.

City Council approve the allocation of $1,031.39 to
Roanoke Area Ministries for emergency financial
assistance payments to Roanoke City citizens.

with rent, utilities, medical, transportation, and
food and clothing needs and possibly, in some cases,
prevent evictions and utility cut-offs.
Budget. Appropriate funds to Roanoke Area
Ministries, account #001-054-5220-3723.
Timing. If allocated prior to June 30, 1989, funds
will be used for the purpose in which they were
originally allocated by City Council.
City Council not approve the allocation of $1,031.39 to
Roanoke Area Ministries for emergency tinancial
assistance payments to Roanoke City citizens.
Services to citizens. Additional emergency funds
would not be available through RAM for emergency
financial assistance payments, and in some cases,
evictions and utility cut-offs could occur.
Budget. Funds available in the Citizens Services
Committee Subsidies account would remain unused.
3. Timing. If funds are unallocated by June 30, 1989,
they will revert to the Undesignated Fund account.

A RESOLUTION approving the participation of the County of
Craig in Mental Health Services of the Roanoke Valley with the
Cities of Roanoke and Salem and the Counties of Botetourt and
Roanoke.
WHEREAS, Mental health Services of the Roanoke Valley is
currently established and operating a single community services
board for the Cities of Roanoke and Salem and Counties of
Botetourt and Roanoke pursuant to Chapter 10 of Title 37.1, Code
of Virginia (1950), as amended; and
WHEREAS, Craig County, by letter from Jeffrey Johnson, County
Administrator, dated April 19, 1989, has requested that it be
permitted full participation in Mental Health Services of the
Roanoke Valley and that the Board of Mental Health Services be
reorganized to recognize the full participation of Craig County.
THEREFORE, BE IT RESOLVED by the Council of the City of
Roanoke as follows:
1. The County of Craig shall be allowed full participation
in the Mental Health Services of the Roanoke Valley, with the
Cities of Roanoke and Salem and Counties of Botetourt and
Roanoke, upon giving full financial support thereto and with the
understanding that such participation will not result in the
diminution of services available to City of Roanoke residents.
2. The By-Laws of Mental Health Services of the Roanoke
Valley shall be amended to authorize one member from Craig County
to be included on the Board of Directors of Mental Health
Services of the Roanoke Valley and in other appropriate respects.
3. The City Clerk is directed to forward an attested copy
of this resolution to the Clerkts of the governing bodies of the
City of Salem and the Counties of Botetourt, Roanoke and Craig.

Mental Health Services of the Roanoke Valley is presently

board for the Counties of Botetourt and Roanoke and the
Cities of Roanoke and Salem as provided for in Chapter
10, Title 37.1 of the 1950 Code of Virginia, as amended:
The board is composed of 15 members as follows:
Three (3) each from the Counties of Botetourt and
Roanoke and Cities of Roanoke and Salem.
Three (3) at-large members appointed by the
participating governing bodies.
County of Craig has not been a member of a community
services board.
County of Craig is mandated by state law to join a
community services board.
II. CURRENT SITUATION
County of Craig has requested representation on the board
of Mental Health Services of the Roanoke Valley in a
letter dated April 19, 1989 from Jeffrey Johnson, County
Administrator.
1. Cities of Roanoke and Salem and Counties of
Botetourt and Roanoke must approve participation of
Craig County on the board of Mental Health Services
of Roanoke Valley.
Cities of Roanoke and Salem and Counties of
Botetourt and Roanoke must authorize Mental Health
Services of the Roanoke Valley to negotiate new
by-laws providing for participation by Craig County.

BE IT RESOLVED by the Council of the City of Roanoke that
the City Manager is authorized to prepare and submit to the
Department of Housing and Community Development an application
for funds in the amount of $837,000 for the Multifamlly Rehabil-
itation Loan Program, such Program to be generally consistent
with the proposed general outline of the Program as described in
the report of the City Manager to Council dated June 5, 1989.

Subject: Endorsement of Application for State's Multifamily
Rehabilitation Loan Program
I. Background
The Virginia General Assembly has appropriated $#7.5 million through
June 30, 1990 for various housing programs, most to be designed and
administered by the Virginia Department of Housing and Community
Development (DHCD).
Multifamily Rehabilitation Loan Program is one such program, providing
a combination of repayable and forgiveable deferred payment loans for
the rehabilitation and upgrading of substandard multifamily buildings
to be occupied by low-moderate income households. A total of $6.9
million is available state-wide for local administration of the
Program.
1. An agency approved for this Program may receive an allocation of up
to $1 million from DHCD.
2. Funding provided by the State is in two parts:
a. One part reserved for energy-conserving improvements. Funds for
these improvements will be loaned 0 0% interest, with payments
deferred and the loan forgiven over an 8 year period.
b. The second part for ali other improvements, loaned 0 2-8% but
averaging 6%, for up to 15 years.
III. Current Situation
An application to DHCD for the Multifamily Rehabilitation Loan Program
has been prepared for submittal to DHCD (Attachment). The deadline for
receipt in Richmond is June 9.
B. This application requests a total of $837~000 from the State for the
following uses:
1. In conjunction with the existing Rental Rehabilitation Program,
matching $106,000 previously allocated to the City by HUD. In this
program, the RRHA will loan Rental Rehab funds from HUD for a por-
tion of the renovation of approximately 20 substandard rental units.
Up to $212,000 in funds from DHCD via this application will be
loaned by the State (~ 6% interest for the balance of the rehabilita-
tion.

2. In coordination with concentrated code enforcement activities in
specific areas to be selected by Council. Program funds will be
loaned by the State to owners of substandard properties found via
code inspections. The interest rates on these loans will range from
2% to 8%, depending on the amount of the rehabilitation work paid
directly by the owner. The requested $625~000 will provide for the
renovation of approximately 50 units concentrated in 2-3 targeted
areas ·
C. Administration of the loan funds from the State will be handled
cooperatively by the City and the Redevelopment and Housing Authority.
D. DHCD requests Council endorsement of the application to be submitted.

b. Policy 9 (owner's responsibility for property maintenance);
c. Goal 5/Objective B/Activity 1 (code enforcement in targeted
neighborhoods);
d. Goal 7/Objective A/Activity 3 (code enforcement on occupied
substandard rental property);
e. Goal 7/Objective A/Activity # (target subsidies to occupied
substandard rental properties); and
f. Resource 5 (use of public funds to access other funds and to
revolve funds for reuse).
Effect on housing conditions will be positive, as substantial addi-
tional funding will be available to rehabilitate substandard rental
housing that otherwise is unlikely to be fully repaired, and to pro-
vide additional housing options for low-moderate income households.

Administration will be handled cooperatively by the City and the
Redevelopment and Housing Authority using existing staff. The RRHA
will have primary responsibility for the Rental Rehabilitation phase
of the funding from the State, which will be provided for in the
contract for services with RRHA ior the 1989-90 year. Responsi-
bility for the Program in conjunction with code enforcement activi-
ties will rest mainly with the Housing Development Office and will
be accomplished through adjustments of existing staff duties.
Cost to the City will be nothing beyond what is currently allocated
for programs and administration. Existing staff will be used, and
the matching funds from HUD are already in place. Furthermore,
neither the City nor the RRHA makes nor receives loans from the
funds that may be allocated by the State, and neither is obligated
for any loans made to homeowners who default.
Timing is such that the application for Program funding from DHCD
must be received in Richmond no later than June 9. A resolution of
City Council authorizing the application is to be submitted with the
application.
Do not endorse the application for the Multifamily Rehabilitation Loan
Program to DHCD (Attachment).
Consistency with recommendations of the Housing Development
Strategic Plan Task Force report will not be met, as an opportunity
to improve rental housing conditions, expand housing opportunities,
and reinforce code enforcement in strategic areas will be lost.
Effect on housing conditions will be negative, as approximately 70
substandard rental units will not be repaired but will likely con-
tinue to deteriorate, reducing values of other properties nearby.
Administration of code enforcement and its effectiveness to cause
significant repairs would be compromised. In addition, the approved
program description to HUD for the HUD-funded Rental Rehabilitation
Program must be changed to omit reference to the DHCD funding in
support of that Program.
Cost to the City would be:
a. the indirect and long-term costs of housing deterioration and
abandonment continuing to accrue on those houses addressed with
this financing. The loss of potential property value increase
due to the rehabilitation by this Program funding wJJl cost the
City approximately $10,500 annually in tax revenues, in addition
to any effect on other nearby property.
b. the loss of eventual payback of the $106,000 of Rental
Rehabilitation funding from HUD. The attractiveness of the DHCD
funds allows the HUD-provided funds to be repaid over 10 years.
Loss of that source of funds likely will require use of the HUD
funds as a one-time grant.

V. Recommendation
Adopt Alternative A~ thereby endorsing the application for the Multifamily

1. Organization
The City of Roanoke provides a full range of services to its
citizenry. It administers allocations of Community Development
Block Grant funds as well as funds from numerous other sources.
Over the last 5 years, various housing rehabilitation and
community revitalization programs developed and/or administered by
the City or the Roanoke Redevelopment and Housing Authority have
resulted directly in the repair of more than 700 housing units, at
an investment of more than $10 million.
Among the programs currently or recently in operation are:
--the Critical Home Repair Program, making critically needed
repairs to the homes of very low income homeowners, up to $6000
per house;
--the Home Purchase Assistance Program, providing a financing
package to low-moderate income families to buy and renovate
substandard vacant houses to be their first homes;
--the Private Rehabilitation Loan Program, providing complete
financing packages for homeowners to rehabilitate or buy and
repair homes; and
--the Rental Rehabilitation Loan Program, financing the complete
renovation of substandard rental units for rent to low-moderate
income tenants.
2. Population Characteristics
a. Population -- The City of Roanoke has had a stable
population of 100,000 to 102,000 over the last decade. The 1980
Census found 100,220; the Center for Public Service of the
University of Virginia estimated its 1985 population at 101,200.
b. Median Household Income -- In December, 1988, HUD
estimated the median family income in the Roanoke SMA at $34,400.
However, the Center for Public Service projected the median
household income in Roanoke City in 1988 to be $21,451, 72% of the
estimated Virginia median of $29,599.

d. Area -- The Multifamily Rehabilitation Loan Program will
be available in designated Conservation Areas and Rehabilitation
Districts, plus the Washington Park neighborhood. These are
neighborhoods in which older housing in need of repair and low-
moderate income citizens are concentrated, and most housing
rehabilitation and community revitalization programs have
operated. A map of these areas is attached.
3. Housin~ Characteristics
a. Total Number of Housin~ Units -- 44,156 (Source: Local
estimate)
b. Housin~ Type -- 25,357 single-family

(Includes 1,414 vacant units)
c. Housin~ Conditions -- The City's current Housing
Assistance Plan estimates there are 1,937 housing units (4.2% of
the total housing stock) considered to be unsafe or unhealthy for
occupancy, and therefore condemned or condemnable. The majority
of this number are counted among the 1,414 housing units vacant in
the City. This standard is more basic than the Section 8 Housing
Quality Standards. Accordingly, the proportion of housin~ not
meeting HQS requirements or to have significant Building
Maintenance Code deficiencies is more likely to be in the 12%-15%
range and t__o include many more occupied units.
d. A~e of Housin~ Stock -- Approximately 42% of the City's
housing stock was built prior to 1950 and therefore is more than
38 years old. Approximately one-quarter is more than 50 years
old. The median age is about 34 years.
4. Housin~ Needs
Approximately 42% of the housing units in the City are
rental. The great majority of these units are in buildings either
constructed as multi-family buildings or converted because they
are too large to be viable as single units. In either event,
these apartments are a necessary major part of Roanoke's housing
stock.
At the same time, a great proportion of these rental units
are located in areas where the potential income from the rental
market makes it difficult for a profit-minded owner to recoup his
investment in extensive repairs. This is especially true in the
case of buildings that have been vacant for a substantial time and
are deteriorated, but not to the extent that demolition is
necessary. These buildings still represent a potential housing
resource that can be realized easier and more economically than
new construction. However for the potential to be realized, some

mechanism must be available to reduce the final cost of the
repair. This is particularly true if the rents that must be
charged after repair are to be kept affordable to the low income
tenant.
The City aggressively seeks to prevent housing units from
falling into disrepair through enforcement of the Building
Maintenance Code by the Building Department and Health Department.
The City and the RRHA offer numerous subsidy programs to make the
rehabilitation of rental units economically more feasible,
including the Rental Rehabilitation Program, Section 8/Moderate
Rehabilitation Program, Section 8 and Housing Voucher rent
subsidies, and property tax abatements for rehabilitated
properties. The Vacant House Catalog encourages the sale and
reuse of neglected properties, and on-going publicity and
counseling activities assist citizens to buy property for repair
and investment. Recently the "carrot" of available subsidies
has begun to be used to reinforce the "stick" of code enforcement
activities on specific properties. That is the crux of the
proposal for the Multifamily Rehabilitation Loan Program.
5. Pro~ram Design
Funds allocated from the Multifamily Rehabilitation Loan
Program will be used in two ways:
First, DHCD funds will be used to match $106,000 in Rental
Rehabilitation Program funds allocated from HUD if HUD and DHCD
resolve the inconsistency concernin~ rent limits and occupancy
requirements. Loans from the DHCD allocation to Roanoke will be
the source of most of the financed rehabilitation funds for an
approved project, up to 2/3 of the total rehabilitation cost or
the per-unit limits of the Multifamily Program, whichever is less.
The HUD Rental Rehabilitation allocation will finance the balance
of the rehab work, i.e. not less than 1/3 nor more than 1/2 of the
cost. The DHCD loan for non-energy conserving repairs will be @
6% interest over 15 years. The City's loan from the HUD
allocation will be @ 0% amortized over 10 years.
Example: Duplex of 2-bedroom units, $30,000 total rehab,
including $5000 energy-conserving

Given the $106,000 allocated by HUD, $212,000 is requested from
DHCD to finance the renovation of approximately 18-20 units in
this phase.
Second, an additional $625,000 is requested specifically to
allow more aggressive, effective, and strategically concentrated
code enforcement efforts. It is expected this amount would
provide for the renovation of approximately 50 rental units.

In this Code Enforcement phase, the interest rate on the DHCD
loans will vary based on the owner's cash contribution to
rehabilitation, as follows:

Each owner will be required to contribute a minimum of 3% of
the rehabilitation cost. The appraised value of the units and/or
existing indebtedness may require a higher contribution by the
owner in some cases (see Underwriting Procedures, Sec. e below).
a. Outreach -- In the Rental Rehabilitation phase, outreach
will be accomplished as with previous Rental Rehab program
allocations, that is a legal advertisement in the newspaper, press
releases to all news media, and written notice to those property
owners on a mailing list.
In the Code Enforcement phase, likely candidates will be
identified via code inspections. Some of these will be as the
result of specific complaints investigated by code inspectors, but
most will be generated by concentrated code inspection activities
in targeted areas selected after consultation with resident
groups and other interested organizations. When a unit with
significant code violations is found, the owner will be served
with a copy of the violation notice and be informed of the Program
as a way to finance the repairs.
b. Project Selection -- To be eligible for the Program, a
property must meet basic criteria:
1. Within the eligible area;
2. Have 2 or more but not more than 10 units after renovation;
3. In conformance with zoning and other local requirements for
residential multifamily use;
4. Substandard either by Housing Quality Standards (HQS) or the
Building Maintenance Code;
5. At least 75% of the exterior walls must be retained after
renovation;
6. Each unit subsidized must be renovated to at least HQS and be
certified by the City Building Department to be safe to occupy;
7. Each unit subsidized must be maintained to HQS for the term of
the financing, whether occupied by Section 8 tenants or not; 8. At
least 80% of the units in each property will be required to be
occupied by tenants with incomes at or below 80% of the
established area median income, and rent and projected utility
payments on those units may not exceed 25% of the applicable
income limft for the size of the unit, for the term of the
financing, i.e. currently $458/month for a 1-bedroom, $573/month
for a 2-bedroom, $645/month for a 3-bedroom.

In addition, for the Rental Rehabilitation phase, selection
will be made based on criteria approved by HUD, giving priority
to projects currently occupied by very low income tenants, large
units, small buildings (2-4 units), substantial owner equity, good
positive cash flow, handicapped accessibility, and generally
desirable in terms of community impact.
For the Code Enforcement phase, project applications meeting
the basic requirements will be accepted and processed on a first
come first served basis until funds are exhausted.
c. Inspections and Work Write-up -- In the Rental
Rehabilitation phase, the applicant (or his contractor) will
prepare a detailed work write-up as part of the application. This
will be reviewed by a rehabilitation specialist of the RRHA to
verify its completeness and reasonableness, in addition to those
items qualifying as energy conserving.
In the Code Inspection phase, the initial notice of code
violations sent to the owner will specify the code deficiencies
found, which may serve as a beginning point for the owner or his
contractor to draft a work write-up. This write-up will be a part
of the full application filed and will be reviewed by either the
rehabilitation specialist of the RRHA or the City building code
inspector, to verify that the repairs proposed will eliminate the
code violations cited and meet HQS, and that all repairs proposed
for Program funding are eligible and reasonable.
d. Cost Estimation and Bidding -- The work write-up format
included in the application package to the owner/applicant will
include detailed cost estimates for work elements. This will aid
the separation of energy conservation costs from those not
qualifying for that portion of the funding. Competitive bids will
not be required but will be encouraged. The costs cited will be
reviewed by the inspector(s) to verify reasonableness. Any cost
estimate submitted that appears to be excessive will be asked to
be explained and may be rejected. The final contractor's bid will
be the basis of the loan application.
e. Underwriting Procedures -- Generally underwriting
guidelines will be those established by the State. Basic aspects
will relate to loan to value ratio, cash flow projections, and
personal financial statements of the owner/applicant. The DHCD
loan will be in no less than second position, after existing
indebtedness. In the Rental Rehabilitation phase, the DHCD loan
will be superior to that of the City/RRHA, the combination of all
indebtedness (including that from HUD Program funds) not exceeding
the after-rehabilitation appraised value. In the Code Enforcement
phase, it is expected that most occupied buildings will have
fairly little indebtedness existing and some equity held by the
owners. As a general policy, the total of all indebtedness
including the DHCD loan will not exceed 90% of the after-rehab
appraised value, except with the specific approval of DHCD on a
case-by-case basis.

The projected income and expenses must show a positive cash
flow sufficient for maintenance, vacancies and contingencies. All
debt service payments may not exceed 80% of the projected rental
income, leaving 20% available for expenses.
A satisfactory personal financial statement and credit report
will be obtained from each applicant.
f. Loaq Closing -- Loans from DHCD and from the City/RRHA for
the Rental Rehabilitation phase ideally will be closed simulta-
neously by an attorney for the RRHA. This arrangement will
require the approval of the DHCD. It is hoped that VHDA will
approve loan documents on the first several packages, but that
eventually DHCD will grant local loan approval authority. For the
Code Enforcement phase, because of the need for closer coordina-
tion with the code enforcement inspectors of the City, the DHCD
loan closing will be coordinated by the City Housing Development
Office. As acceptable to DHCD, it is hoped the closing can be
actually handled by a local attorney designated by the City with
the approval of DHCD and/or VHDA. Upon closing, loan funds from
DHCD for rehabilitation will be placed in an escrow account to be
administered by the closing attorney and to be disbursed according
to a construction draw schedule as repair work progresses. In all
cases, the costs of closing the loan and escrowing of rehab funds
will be paid by the applicant/borrower. Appropriate original
documents will be forwarded to VHDA, who will service all loans.
g. Construction Inspections and Disbursements -- The
rehabilitation specialist of the RRHA will perform periodic and
frequent inspections of the rehabilitation work in the Rental
Rehabilitation phase, to insure it is performed according to the
work write-up and loan documents. In the Code Enforcement phase,
this task will be performed by code and building inspectors of the
City. It is expected that each project will be inspected at least
every two weeks and specifically upon each request for a
construction draw against the escrow account.
6. Displacement Assistance
No involuntary displacement is expected to occur from the re-
habilitation performed. Local experience with the Rental Rehabi-
litation Program in previous years has found no such displacement.
However, in the event rehabilitation under either phase
results in displacement, relocation assistance will be provided by
the RRHA. Current policies of the RRHA are such that households
displaced as the result of governmental action, whether code
enforcement or sponsored rehabilitation, receive priority for
subsidized rental units, second only to those displaced by natural
disaster. Given the number of subsidized units administered by
the RRHA and the monthly turnover in such units, it is expected
that any families needing assistance as the result of this Program
will be offered rental subsidies. In addition, full counseling
services will be available to tenants of all units renovated

through the Program.
7. Targets
It is expected that approximately 70 units will be
rehabilitated under this Program, including 20 in the Rental
Rehabilitation phase and 50 in relation to code enforcement. The
former phase will be offered in all of the designated Conservation
Areas and Rehabilitation Districts and Washington Park, as shown
on the attached map. However, the code enforcement phase is
expected to be focused in 2-3 specific neighborhoods, depending on
the amount of funding eventually made available. These areas will
be selected after consultation with various neighborhood
organizations and consistent with established plans of the City
for community improvement. The Roanoke Comprehensive Plan and the
Housing Development Strategic Plan will be used as guides, in
addition to the neighborhood plans prepared for several of the
City's neighborhoods. It is expected the Program will be
concentrated in those areas where the rehabilitation can be
expected to have a significant stabilizing impact, especially in
conjunction with numerous other housing activities in support of
rehabilitation of owner-occupied housing.
8. Staffing
Administration of the Program will involve several staff
members of the City and the RRHA, including:

Appropriations Transfer for Internal Service Fund
Charges
The City of Roanoke's Internal Service Fund accounts
for certain service-providing departments. The service-providing
departments within the Internal Service Fund recover the costs of
providing those services by charging the receiving departments.
Budgeted funds for internal services were allocated in
the current fiscal year budget throughout the various departments
based on estimated usage. Usage has varied from the original
estimates. It is necessary to make appropriation transfers
between several departments to provide sufficient funds for
internal services for the remainder of the fiscal year. These
transfers will not increase the original overall budget, only
reallocate amounts between departments.
The attached ordinance will accomplish the needed
transfers. I recommend it for your approval.

BE IT ORDAINED by the Council of the City of Roanoke that:

City Clerk are hereby authorized, for and on behalf of the City,
to execute and attest, respectively, an agreement with O. D.
Page, P.E., for the provision by such firm of consultant services
in connection with the proposed cable television franchise

Dear Lady and Gentlemen:
As you are aware, the current cable television franchisee in each
of our Jurisdictions, Cox Cable of Roanoke, Inc., has requested a
renewal of the existing franchises. Acting on behalf of all three
Jurisdictions, the Roanoke Regional Cable Television Committee has
reviewed this request and determined that the services of a cable
television consultant would be beneficial.
Following applicable procurement requirements, the Committee has
recommended the selection of O. D. Page, P.E. to provide these ser-
vices. A copy of the proposal committee's report is attached for your
review. Although the projected cost of this contract is $28,930.00,
the cable company has agreed to reimburse the Jurisdictions for up to
$20,000.00 of this cost. Therefore, the remaining cost to the Juris-
dictions is $8,930.00 which is proposed to be allocated in accordance
the percentage of cable television subscribers as follows: City of
Roanoke - $5,358.00 (sixty percent of subscribers), County of Roanoke
- $2,947.00 (thirty-three percent of subscribers) and Vinton - $625.00
(seven percent of subscribers).
On behalf of the Roanoke Regional Cable Television Committee, we
request that each Jurisdiction authorize an appropriate contact with
O. D. Page, P.E. for cable television consultant services in accor-
dance with the terms and conditions set forth in the attached report
dated April 27, 1989.

Dear Gentlemen:
The Proposal Committee for selection of a consultant has now
completed its work in accordance with the procurement require-
ments of the Code of Virsinia (1950), as amended. Following ini-
tial selection and interviews of qualified proposers, O. D. Page,
P.E., was deemed by the Proposal Committee to be the firm most
fully qualified and suited to provide the requested services.
The Proposal Committee, therefore, recommends selection of this
firm to provide consultant services for the proposed franchise
renewal.
The selected proposal includes services by a professional
engineer, a C.P.A. and an attorney, all of whom are experienced
in the field of cable television. The specific services to be
provided are sum~arized in the attached proposal. The services
include provision of a full written evaluation of the current
operator's compliance with franchise laws, quality of service,
financial, legal and technical ability, and ability to ~eet
future community needs and interests. The consultant will con-
duct one or more public hearings as well as individual fact
gathering meetings with school officials and public agency offi-
cials to determine comunity needs and franchise compliance.
The consultant will also review the current renewal proposal
by Cox Cable Roanoke, Inc., and provide a revised franchise docu-
ment for review and submittal to the company. The consultant
will thereafter provide technical, financial, and legal support
in the negotiation process. The final written report with pre-
sentation is to be provided within 150 days of the date of
contract.
The total cost of the services is $28,930.00. Cox Cable
Roanoke, Inc., has agreed to be responsible for up to $20,000.00
of this cost, leaving $8,930.00 to be split between the partici-

paring Jurisdictions. Therefore, using the number of subscribers
in each Jurisdiction as of March 31, 1989, to allocate this cost,
the total payments by each Jurisdiction would be as follows:
Roanoke City, $5,358.00, Roanoke County, $2,947.00, and Town of
Vinton, $625.00.
The Proposal Committee recommends that the Regional Cable
Television Committee concur in this recommendation and requests
that each Jurisdiction authorize an appropriate contract on the
terms and conditions described herein.

AN ORDINANCE accepting the bid of H. T. Bowling, Inc., for
construction of Williamson Road Storm Drain Stormwater Retention
Basin, Phase II, Contract I-D, upon certain terms and conditions, and
awarding a contract therefor; authorizing the proper City officials
to execute the requisite contract for such work; rejecting all other
bids made to the City for the work; and providing for an emergency.
BE IT ORDAINED by the Council of the City of Roanoke as follows:
1. The bid of H. T. Bowling, Inc., made to the City in the total
amount of $527,233.00 for construction of Williamson Road Storm Drain
Stormwater Retention Basin, Phase II, Contract I-D, such bid being in
full compliance with the City's plans and specifications made therefor
and as provided in the contract documents offered said bidder, which
bid is on file in the Office of the City Clerk, be and is hereby
ACCEPTED.
2. The City Manager or the Assistant City Manager and the City
Clerk are hereby authorized on behalf of the City to execute and
attest, respectively, the requisite contract with the successful
bidder, based on its proposal made therefor and the City's specifica-
tions made therefor, said contract to be in such form as is approved
by the City Attorney, and the cost of said work to be paid for out of
funds heretofore or simultaneously appropriated by Council.
3. Any and all other bids made to the City for the aforesaid
work are hereby REJECTED, and the City Clerk is directed to notify
each such bidder and to express to each the City's appreciation for
such bid.
4. In order to provide for the usual daily operation of the
municipal government, an emergency is deemed to exist, and this ordi-
nance shall be in full force and effect upon its passage.

I. Background:
Project is part of the on-going design and construction of
the overall storm drainage system of the Williamson Road Area
and is composed of a 4.5 acre stormwater retention facility
located along the west right-of-way line of Interstate 581 on
the property recently acquired from Dominion Trust Company,
et al.
Retention facility is critical in regard to further schedul-
ing of the last three (3) remaining segments of the
Williamson Road Storm Drainage System which will serve the
Round Hill/Grandview/Huff Lane area. The stormwater control
provided by this facility must be assured before the other
three (3) segments can be scheduled for construction.

the referenced project at 7:30 p.m., Monday, May 8, 1989,
referring all bids to a bid committee for review and report
back to Council with its recommendations.

all the work included in the base bid for the total amount of
$527~233.00, with a construction time of 270 consecutive
calendar days. Establish a contingency amount of $52~723.30
for a total project cost of $579~956.30.

has been verified by Mattern & Craig, P.C., after review
of the bids, recommending acceptance of the low bid.

of $609,000.00 and is acceptable.
Funding in the total amount of $579~956.30 is available
in the following account: 008-052-9603-9176, Public
Improvement Bonds - Series 1988.
Timin~ of the project is critical due to the dependency
of the three remaining segments of the Williamson Road
Storm Drainage System on this project. The stormwater
control provided by this facility must be assured before
the other segments can be scheduled.
B. Do not authorize the award of a contract at this time.
1. Implementation of the project will be delayed.
2. Compliance of the low bid would not be an issue.
3. Amount of the low bid if project rebid at a later date
could be higher.
4. Fundin~ would not be encumbered at this time.

thereby delaying the construction of the remaining
segments of the Williamson Road Storm Drainage System.

Dear Charlie:
We have reviewed the copy of the bid of H.?. Bowling, Inc., and find
no apparent mistakes. We have checked with several of their references,
including Roanoke Concrete Products, Virginia Water and Waste and Anderson
and Associates, and found that they have a good reputation. They are
presently doing the site work at the Veterans Administration Hospital in
Salem, and so they are mobilized in this area.
We also checked with several contractors, E.C. Pace and A. J. Conner,
and found that H.T. Bowling is a good contractor with more than enough
equipment to perform this project. Also, it is the type project they
normally do - site work and piping.
On the basis of this investigation, we recommend the City accept the
bid of H.T. Bowling, Inc. and award them the contract for this project.
