As City Council's liaison to the
City of Roanoke Redevelopment and
to once again present to you this
Board of Commissioners of the
Housing Authority, I am pleased
year's 1988-1989 Annual Report.
The report is dedicated to Jo Anne B. Justis, one of your fine
Commissioners, who has served the City well on the Board since
1980.
On Page 6 of the report, the list indicates that the Authority
operates 1,506 public housing units in the City; Page 13 of the
report indicates that 1,304 units are operated under the
Authority's Section 8 Program. An explanation of the Community
Development Program of the Authority, including Deanwood,
Shaffer's Crossing, Henry Street, Gainsboro and other programs
begins on Page 17. Please note on Page 27 a return to the City
of Roanoke of $125,798.36 as payment in lieu of taxes, which
represents a doubling in this category during this decade.
Finally, ~ would like to call your attention to the awards of
recognition to the United States Senate and the Richmond office
of HUD on Page 21.
I would respectfully request that this report be included on the
Consent Agenda for the next regular meeting of Council, and
thereafter that it may be received and filed.

Dear Mayor and Members of City Council:
Subject: City Recognition - ICMA/HUD Technical Assistance Program
The International City Management Association (ICMA) has received funding
from the Department of Housing and Urban Development (HUD) to provide technical
assistance to six communities nationwide which now receive Community Development
Block Grants (CDBG) on an annual basis. I am pleased to inform you that the
City of Roanoke has been chosen to participate in this nationally recognized
effort.
The other five cities involved are Royal Oak, Michigan (pop. 67,000),
Winston-Salem, N.C. (pop. 148,000), Des Moines, Iowa (pop. 190,000), Toledo,
Ohio (pop. 343,000) and Tucson, Arizona (pop. 358,000).
Roanoke was chosen to participate in the program because of our reputation
for innovation, program compliance, and fiscal responsibility in the use of CDBG
funds. The goal of the technical assistance program is to provide the partici-
pating communities with a forum to explore approaches that may be employed to
enhance each community's current CDBG allocation by increasing private sector
participation.
I have appointed a team of City and RRHA employees to represent the city
in this effort. A local lending institution executive will also be asked to
participate on the city's team. Our first workshop will be held on November 16
and 17 at the ICMA national office in Washington, D.C. I plan to attend this
activity with the city team.
This information is being provided to you to keep you abreast of affairs
that have the potential of highlighting our community on a national scale. No
formal action of Council is required.
I would be pleased to respond to any questions or comments that you might
have regarding this very important opportunity.

Subject: City Recognition for William Fleming High School - National
Scholastic Honors
I received your November 1, 1989, correspondence which was a follow-up to
an earlier letter which you addressed to Roanoke City Council back in June,
1989, regarding the above-referenced subject. Members of my staff, in con-
sultation with Dr. Tota, are preparing to lay out the design for signage to be
installed at all of the main entrances into the city. These signs should be
fabricated and installed within the next two to three weeks.
Additionally, we are investigating the construction and placement of appro-
priately sized signage on the main thoroughfares leading to the high school
(Hershberger Road, Cove Road, Peters Creek Road, and Ferncliff Avenue). Again,
this activity will be coordinated with the superintendent's office and may re-
quire the approval of the Virginia Department of Highways and Transportation.
I was pleased and honored to deliver the baccalaureate address to the
William Fleming Graduating Class of 1989. I took that opportunity to congratu-
late the school administration, faculty, students and parents for this very
noteworthy achievement. Members of City Council, at various official and unof-
ficial gatherings, have also stressed this very important achievement. None-
theless, Council's objective of providing some tangible and visual recognition
of this honor is most appropriate, and I am pleased to be able to report to you
today that we are making significant progress in this regard.
If there are other ideas in addition to what

Dear Bob:
Sometime ago I requested that you indicate some manner of
recognition for William Fleming High School here in Roanoke for
beiag identified as one of the leading academic/scholastic high
schools in America.
An awards ceremony was held at the school on October 31, and
now think it is appropriate to go forward in some manner or
rather in some way and have the City of Roanoke establish some
form of local recognition for that school, its administrators,
faculty, and students.
I would suggest that. as we did several years ago to recognize a
state basketball championship team, that we have signs built and
installed at all of the main thoroughfares at the City limits.
Also, I think it would be important for us to have some kind of
recognition in our new Roanoke Regional Airport Terminal.
Winning the state basketball championship is truly a great
achievement, but having one of the top academic high schools in
America should also be significantly recognized by this City.
I would ask that you come to the next Roanoke City Council
meeting on November 6, 1989, with a report as to action which
will be taken by the administration to meet this goal which was
referred to the administration by Roanoke City Council.

A RESOLUTION authorizing a revocable permit to Downtown Roanoke,
Inc., for the installation and maintenance of its holiday decorations
over and above City rights of way and upon certain City light stan-
dards and other

City facilities in the downtown area of the City,
1989, through January 13, 1990, upon certain terms
WHEREAS, Downtown Roanoke, Inc. (hereinafter "Permittee")
has requested that City Council authorize Permittee to install and
maintain its holiday decorations over and above City rights of way and
upon certain City light standards and other City facilities on streets
in the Downtown Business District;
WHEREAS, the City of Roanoke will act as the agent of Permittee in
installing such holiday decorations; and
WHEREAS, Council is desirous of granting the request of Permittee
pursuant to certain terms and conditions.
THEREFORE, BE IT RESOLVED by the Council of the City of Roanoke
as follows:
1. Permission is hereby granted to Permittee to install and
maintain its holiday decorations over and above City rights of way and
upon certain City light standards and other City facilities in the
Downtown Business District, the location of such decorations being
more particularly described in the City Manager's report, dated
November 6, 1989, pursuant to the following terms and conditions:
(a) Such permit shall be revocable and shall be effective
from November 1, 1989, through January 13, 1990;
(b)
Permittee shall indemnify, keep and hold the City
free and harmless from liability on account of
injury or damage to any person or property, arising
out of installation, maintenance or removal of such
holiday decorations; including City property, grow-
ing out of or directly or indirectly resulting from
the permission herein granted;
Permittee shall provide the Director of Public Works
with a certificate of insurance naming the City of
Roanoke as an additional insured, providing liability
insurance with respect to installation, maintenance
and removal of such holiday decorations, in the amount
of at least $300,000 for bodily injury and property
damage combined;
(d)
Permittee shall pay to the City the cost of electrical
power consumed by its decorations attached to City
light standards and other City facilities;
(e)
Electrical equipment provided by Permittee shall be UL
approved for wet locations and installed pursuant to
the National Electrical Code and the National Electrical
Safety Code;
(f)
No decoration shall be constructed, attached, installed,
erected, or maintained so as to obscure the view of any
directional or informational sign by any operator of a
motor vehicle or pedestrian; and
(g) No decoration shall be installed or attached to any tree or
shrub on City property.
2. This permit shall not extend to or be construed as granting
Permittee any right or authority with respect to property and facili-
ties of public utility corporations.
3. This permit shall be in full force and effect at such time
as a copy of this Resolution, duly signed, sealed, attested and acknowl-
edged by permittee has been filed in the Office of the City Clerk.

SUBJECT: Downtown Holiday Decorations
I. Background

Downtown Roanoke~ Inc. owns the holiday decorations
erected annually by City forces on City streets during
the holiday season.
Downtown business interest and the City of Roanoke last
year initiated an effort to upgrade the holiday
lighting decorations along City streets. This effort
is coordinated through Downtown Roanoke, Inc.
C. "Roanoke - The Starlight City" again will be the theme
carried out by the holiday decorations.

A RESOLUTION authorizing the acceptance of a certain grant
offer made to the City of Roanoke by the United States Department
of Health and Human Services under the provisions of the Runaway
and Homeless Youth Act (P.L. 98-473); and authorizing the execu-
tion of the City's acceptance of the aforesaid grant offer on
behalf of the City of Roanoke and the agreement, on behalf of the
City, to comply with the terms and conditions of the grant and
applicable laws, regulations, and requirements of said Department
pertaining thereto.
BE IT RESOLVED by the Council of the City of Roanoke that:
1. The City of Roanoke hereby accepts the offer made by the
United States Department of Health and Human Services of a cer-
tain grant under the provisions of the Runaway and Homeless Youth
Act (P.L. 98-473) amounting to $44,753.00 in funding to be used
to augment client services to runaway and homeless youth at the
City of Roanoke's Crisis Intervention Center (Sanctuary) as set
out and described in the City's application for said funding made
as Grant No. 03CY0269101 by said Department, upon all of the
terms, provisions and conditions therein set out, a copy of the
aforesaid offer to which is attached the Grant Agreement and the
terms, provisions and conditions upon which said grant is made
being on file in the Office of the City Clerk and being expressly
incorporated herein by reference.
2. The City Manager, W. Robert Herbert, or the Assistant
City Manager, Earl B. Reynolds, Jr., is hereby authorized to
accept, execute and file on behalf of the City of Roanoke the
proper forms with the United Stated Department of Health and
Human Services for the aforementioned grant.
3. The City Manager is further directed to furnish such
additional information as may be required by the United States
Department of Health and Human Services in connection with the
City's acceptance of the aforementioned grant or with such pro-
ject.

BE IT RESOLVED by the Council of the City of Roanoke

Subject: Proposed VHDA Financing for Renovation of Apartments-
Woodridge Apartments
I. Background:
Owner of Woodridge Apartments on Mountain View. Terrace, in southwest
Roanoke has requested Virginia Housing Development Authority (VHDA)
to provide $1,200,000 in loans for refinancing and renovation of 96
units.
B. Owner has also received a tentative commitment of $#17,000 in loans
and grants from the Department of Housing and Community Development
(DHGD) to support the renovation.
Condition of the financing from VHDA and DHCD, is that at least
(38) of the units must be reserved for occupancy by households with
incomes not exceeding 60~ of the area median income ($18,600 for a
family of 3).
D. There are 39 units vacant currently in Woodridge of which 5 are
rentable.
II. Current Situation:
A. VHDA has invited, as required by law, the City's formal endorsement
of the request. Conversely, the City may, by resolution, submit
negative comments, if applicable (See attached letter from VHDA).
B. City is allowed 60 days (expiring November 13, 1989) to comment by
formal resolution of Council.
C. Arrangements for financing from VHDA cannot be finalized until
comments are received, or the 60 day period is elapsed.
III. Issues:
A. Probability of VHDA approving request for funding.
B. Effect on City's housing stock.
C. Cost to the City.
D. Consistency with the recommendations of the Housing Development
Strate~c Plan Task Force.

IV. Alternatives:
A. Endorse the request for financing to be provided by VHDA for the
Woodridge Apartments, as provided by the Attachment.
1. Probability of VHDA approving request for funding will be en-
hanced by City's endorsement of the proposal.
Effect on City's housing stock would be positive, in that
substandard units in the 96- unit development would be
renovated, and units that have already been improved will be
supported and supplemented by the complete improvement of the
development.
Cost to the City would be nothing. All funds are provided to
the property owner by VHDA and/or DHCD. Revenues to the City
will be increased through increased tax assessments on the
property. The City incurs no liablity of any kind by giving
favorable comment to the development.
Consistency with the recommendations of the Housing Development
Strategic Plan Task Force would be met by:
a. Attracting alternative sources of favorable funding for
pairs to substandard units ( Goal 4, Objective B, Activity 2)~
b. Increasing and improving the supply of low-cost affordable
housing units ( Goal 7, Objective A, Activity 1);

Pursing financing subsidies for rental property improvements
that provide for appropriate mixes of income groups within
large developments ( Goal 7, Objective B, Activity 2).
B. Oppose the request for VHDA financing on the Woodridge Apartments.

practically eliminated. City's disapproval probably would
cause VHDA to reject the funding request. In that event,

were not funded, property owner is unlikely to continue to
upgrade the apartment units if acceptable alternative financing
cannot be arranged, lhis may eventually result in the property's
deterioration to a serious degree, to the detriment of the
nearby single family residential community.
Cost to the City would be nothing initially, but tax revenues
from the property may decrease if improvements are not made.
Consistency with the recommendations of the Housing Development
Strategic Plan Task Force would not be met.

Do not offer any comments to VHDA concerning the proposed VHDA
financing.
Probability of VHDA approving request for funding would be
reduced by City's lack of explicit support. VHDA could not
reach a final determination until the end of the 60 day
comment period·
2. Effects on City's housing stock would depend on whether VHDA
approves the funding request.
Cost to the City would be nothing initially, with the effect
on tax revenues dependent on whether VHDA approves the funding
request.
Consistency with the recommendations of the Housing Development
Strategic Plan Task Force would not be actively advanced by
forgoing the opportunity to encourage such attractive financing
and property improvement.
V. Recommendation:
Adopt Alternative A, thereby endorsing the request for financing to be
provided by VHDA for the ~Voodridge Apartments, pursuant to the guidelines
noted in the attached letter.

Housing Development Authority is considering the financing of the
multi-family residential housing development described in the
enclosed Attachment "A", which is to be situated in your

If you desire to disapprove the development proposal, you may do

The proposed development will consist of approximately 96 units
of housing to be financed under Virginia Housing Development
Authority's Tax Exempt Bond Financing Program and situated on
approximately 3.82 acres on the north side of Mountain View
Terrace, west of Bridge Street and east of Byrne Street in the
City of Roanoke.
§ 36-55.39. Procedure prior to financing of housing developments
undertaken hy housing sponsors. -- A. Notwithstanding any other provi-
sion of this chapter, HDA is not empowered to fiuance any housing
development undertaken by a housing sponsor pursuant to §§ 36-55.31,
36-55.33:1 and 36-55.34:1 of this chapter nnless, prior to the financing of any
housing development hereunder, HDA finds:
(1) That there exists a shortage of decent, safe and sanitary housing at
rentals or prices which persons and families of low income or moderate income
can afford within the general housing market area to be served by the proposed
housing development.
(2) That private enterprise and investment have been unable, without assis-
tance, to provide the needed decent, safe and sanitary housing at rentals or
prices which persons or families of low and moderate income can afford or to
provide sufficient mortgage financing for residential housing for occupancy by
such persons or families.
(3) That the housing sponsor or sponsors undertaking the proposed housing
development in this Commonwealth will supply well-planned, well-desi ne
housing for persons or families of low and moderate income and that gsuchd
sponsors are financially responsible.
(4) That the housing development, to be assisted pursuant to the provisions
of this chapter, will be of public use and will provide a public benefit.
(5) That the housing development will be undertaken within the authority
conferred by this chapter upon HDA and the housing sponsor or sponsors. ·
B. HDA shall also find, in connection with the financing of the new con-

Science Laboratory.
WHEREAS, the Virginia Department of General Services, Division
of Consolidated Laboratories, has proposed the construction of a new
Regional Forensic Science Laboratory in this area;
WHEREAS, law enforcement efforts will be assisted by the improved
facilities and equipment;
WHEREAS, new employment opportunities for the residents of the
Roanoke Valley and the rest of Southwest Virginia will be provided;
and
WHEREAS, the proposed Laboratory will contain the Medical
Examiner's Office, Forensic, Microbiology and Chemistry Laboratories
and be the first multifunctional regional laboratory in Virginia.

Attached is Resolution 82289-1 of support for the Western Regional
Forensic Science Laboratory which was approved at the August 22,
1989, Board of Supervisors Meeting.
Dr. A. W. Tiedemann, Director, Division of Consolidated
Laboratories, and staff made an impressive presentation concerning
the new facility. A request for funding of the new facility will
be placed on the Governor's Budget this fall, and if approved,
construction could start as early as next Spring.
The Regional Laboratory will contain the Medical Examiner's office,
and Forensic, Microbiology and Chemistry Laboratories. This will
be the first multifunctional regional laboratory in Virginia, and
will be of great benefit to the entire Roanoke Valley as well as
the entire southwest part of the state.
Your support of this project will be greatly appreciated and we
request that the City of Roanoke pass a similar endorsement of this
project.

Wq{EREAS, the proposed laboratory will assist law enforcement
efforts in Southwest Virginia, with improved facilities and new
equipment; and
WHEREAS, the proposed Western Regional Forensic Science
Laboratory will provide new employment opportunities for the
residents of the Roanoke Valley; and
WHEREAS, the Microbiology and Chemistry Laboratories will
provide services not currently available in the Roanoke area.
NOW, TNEREFORE, the Roanoke County Board of Supervisors does
hereby express its support to the Virginia Department of General
Services, Division of Consolidated Laboratories in its efforts to
build the new Regional Forensic Science Laboratory, and
FURTHER, the Roanoke County Board of Supervisors does hereby
encourage the General Assembly to fund the proposed facility in
order to enhance the services provided to Southwest Virginia.
