A communication from Council Member Elizabeth To Bowles recommending the appointment of Mr. Ted Edlich as the City's representative to the Project Discovery, Inc Board of Directors. Items Recommended for Action: A report recommending that the American Red Cross, Roanoke Valley Chapter, be permitted to mount certain flags on street lighting poles in the Central Business District of the City. (7-0) A report concurring in a report of a committee with regard to certain roof repairs on various City-owned buildings, and recommending transfer of funds therefor. Adopted Ordinance No. 29934-21290 and Ordinance No. 29935-21290. (7-0) A report recommending award of an architectural and planning services contract for a master plan of the nine block area surrounding the Franklin Road widening project. Adopted Ordinance No. 29936-21290. (7-0) 4o A joint report of the City Manager and the Director of Finance recommending transfer of $1,030,248.00, repre- senting excess appropriations from certain Capital Project accounts. Mrs. Bowles called attention to an article which appeared in a recent issue of Parent Magazine listing the City of Roanoke as one of the top ten cities in the nation in terms of quality of life, schools, affordable housing, low crime rate, and clean environment. (3) b. Vacancies on various authorities, boards, commissions and committees appointed by Council. 10. Other Hearings of Citizens: Mr. James Preston, 1730 Moorman Road, N. W., appeared before Council and presented a petition signed by residents of the northwest section of the City, requesting that the Villa Heights and Melrose Avenue bus route be reinstated, and that service be provided every thirty minutes, Monday through Saturday. The matter was referred to the General Manager of Valley Metro for investigation and report to the Board of Directors, Greater Roanoke Transit Company. Municipal Building Room 456 Roanoke, VA 24011 Dear Mayor Taylor and Members of City Council: Project Discovery, Inc. is one of the very successful demonstration projects developed by TAP that is now statewide. The project addresses the higher education needs of minority and low income students in Virginia. Tragically, the number of black enrollees in college has dropped during the last decade. Project Discovery seeks to readdress this problem. Over the last 8 years the TAP Project Discovery program has worked with over 1,000 students helping them to gain access into higher education. The 14 projects statewide have served over 5,000 children with only a .4 dropout rate of those enrolled. The project has been hailed by the Virginia Department of Education as a tremendous success as both a college option and dropout prevention program. The statewide corporation developed by TAP is reconstituting its board representation along the lines of a local community action agency; 1/3 representing low income groups, 1/3 representing local jurisdictions, and 1/3 representing civic/community organizations. Roanoke City has an opportunity to appoint someone to Project Discovery's Board of Directors to assure the continuation of the fine work started here by Cabell Brand and the TAP organization. I would like to offer the name of Ted Edlich as the Roanoke City Council representative on the Project Discovery, Inc. Board of Directors. Ted is well known to us as the executive director of TAP for the last 15 years. He,along with Cabell and Norm Fintel, was instrumental in the development of the project. Through his leadership that project was successfully expanded statewide. He has served as treasurer of that board until this year. Mr. Edlich has represented us well on our homeless task force, our housing task force, and most recently our drug task force. I would urge you to confirm this nomination at our next meeting of Roanoke City Council so that we can assist in the continuation of Project Discovery, Inc. I. Background A. The Virginia Department of Transportation and the City of Roanoke plan to widen Franklin Road between Third Street and Mountain Avenue, S.W. (See attached map.) Concerns have been raised by area businesses and residents of the southwest Historic District with regard to future development of the area between downtown and the Old Southwest neighborhood. Architectural and planning services were recommended in 1987 to design and layout a master plan of this area which will guide investment, target properties for future public acquisition and establish desired land uses. Co Council approved $15,000 in December of 1987 as part of the 1987-88 Community Development Block Grant Program for a master plan of the Franklin Road/Elm Avenue corridor. II. Current Situation A. Architectural and Planning Services Qualification Proposals Be for the master plan were publicly advertised on December 17, 1989, and received on December 29, 1989 from: 1. Hill Studio, P.C. 2. Hayes, Seay, Mattern and Mattern 3. Architects Design Group Selection of the firm for consideration was based on the following criteria: 1. Qualification of personnel. 2. Time available to meet schedule of 90 days for final report. 3. Experience in architectural and planning services. Members of Council Page 2 4. Project approach. 5. Ability to produce project on time. 6. Local accessibility for project coordination and cooperation. 7. Past record with City of Roanoke. C. Interviews were held with all qualified firms (3) that submitted proposals. Hill Studio was selected as the most qualified firm to undertake the project. D. Negotiations have been conducted. Hill Studio can provide needed planning services for $15,000. III. Issues A. Scope of work. B. Time schedule. C. Reasonableness of fee. D. Funding. IV. Alternatives A. Award a contract for architectural and planning services to Hill Studio, P.C. in an amount not to exceed $15,000. 1. Scope of work fulfills City need for the project. 2.
