Robert Herbert City Manager Roanoke, Virginia Dear Mr. Herbert: I am attaching copy of Resolution No. 30289-110190 reaffirming the commitment of the City of Roanoke that the people of Glenvar and Catawba should have a second vote to determine whether they will be a part of Roanoke Metropolitan Government or the City of Salem; and urging the Board of Supervisors of Roanoke County to honor its commitment by accepting the offer of the City of Salem and permitting the promised second vote to occur. IN THE COUNCIL OF THE CITY OF ROANOKE, The first day of November, 1990. No. 30289-11190. VIRGINIA, A RESOLUTION reaffirming the commitment of the City of Roanoke that the people of Glenvar and Catawba should have a second vote to determine whether they will be a part of Roanoke Metropolitan Govern- ment or the City of Salem; and urging the Board of Supervisors of Roanoke County to honor its commitment by accepting the offer of the City of Salem and permitting the promised second vote to occur. WHEREAS, the City of Roanoke has always supported the principle that the people of Glenvar and Catawba should be given the oppor- tunity to become a part of Salem upon a successful consolidation vote; WHEREAS, the City supported legislation approved by the 1990 Session of the General Assembly which authorizes a second vote for Glenvar and Catawba residents after a favorable vote on consolida- tion; WHEREAS, until recently, the future of the second vote had been clouded by questions as to whether the City of Salem would agree to pay a fair and reasonable consideration for any territory which might be added to the boundaries of Salem; WHEREAS, by letter of October 30, 1990, the City of Salem has made an eminently fair and reasonable offer %for the territory in question, which offer is substantially responsive to the demand of Roanoke County for the territory; and WHEREAS, the City of Roanoke commends the City of Salem for its generous offer which will permit a second vote to occur in the Glenvar and Catawba areas thereby allowing these citizens to demo- cratically decide their destiny; THEREFORE, BE IT RESOLVED by the Council of the City of Roanoke as follows: 1. Council reaffirms its longstanding commitment that the people of Glenvar and Catawba should have a second vote to determine whether they will be a part of Roanoke ~etropolit&n Government or the City of Salem. 2. Council urges the Board of Supervisors of Roanoke County to honor its commitment to the people of Glenvar and Catawba by accept- ting the offer of the City of Salem thereby permitting the promised second vote to occur. 3. The City Clerk is directed to forward attested copies of this resolution to the Clerk of the Board of Supervisors of Roanoke County and the Clerk of the City Council of the City of Salem. BROAD STREET SALEM, VIRGINIA 24153-0B69 October 31, 1990 Roanoke City Council and Roanoke County Board of Supervisors Dear Mrs. Bowles and Gentlemen: Statements that Salem's $16 million offer on the Catawba District came too late are misleading. As you are well aware, these conversations have been going on for two years; and Salem's earliest attempt to negotiate a settlement on West County was dated December 4, 1989. On May 31, 1990, I informed Mr. Robers that Council had rejected the $16 million request and 25-year moratorium should annexation fail. After productive meetings with residents in the Catawba District, Salem made another offer July 10, 1990. Much press followed, but Salem was left hanging with no formal reply. On October 17, we attempted to clarify the negotiators' stand on Salem's offer; and on October 24 (three months after the July offer), we were formally told that Roanoke County would not accept our proposal. In a last ditch effort to resolve the matter and with "better late than never" in mind, our October 30 communication with you agreed to your $16 million request with minor modifications. We cannot help the fact that some may have already voted on this issue and still feel the matter can be resolved, if you want it to be. Sincerely, Ja~t~ ~. Roanoke City Council and Roanoke County Board of Supervisors Dear Mrs. Bowles and Gentlemen: In order to assure that an unbiased vote can be taken on the merger question without it being clouded by any doubt regarding the Catawba Magisterial District and second vote provided for in the "Consolidation Agreement," the City of Salem and the Catawba District residents would like to make a final offer for acquiring the land in this District that we have previously discussed on so many occasions. The City of Salem and the Catawba Dis{rict residents would propose to pay $16 million over a five-year period that would include the purchase of all facilities heretofore listed as well as all present furnishings, equipment, and appurtenances to include motor vehicles; i.e., fire engines. Salem refuses to be the "whipping boy" in this issue; theFe.fore, this offer is as clear and concise as we can make it. Furthermore, we respectfully request a response to this offer prior to the November 6, 1990, vote. We agree to honor our commitment to assist Roanoke County in its need to supply water to Allied Signal, which we are delighted to see come to the Valley. We would be happy to discuss similar assistance and cooperation should you acquire like industries. Salem would appreciate the County reconsidering its reversal in position on the 18 to 20 acres of land in Roanoke County adjacent to the Salem landfill in Mowles Springs Park. As you will recall, County representatives originally agreed to assist us in obtaining a use permit to include this acreage in our State permit application for conducting landfill, operations, storm water runoff construction, and buffering. Fitzpatrick, Jr., and myself is most anxious to meet with the County negotiating team to discuss the City of Salem's offer of October 30, 1990. Our negotiating team would be available for a meeting at 8:00 p.m. tonight at a location to be selected by the County. An alternative time for a meeting would be at 10:00 a.m. tomorrow, November 1, 1990. Since the City Council will be holding a Special Meeting here at 11:30 a.m. on November 1, the preferred location for a meeting on this date would be here at the Municipal Building. MUSSER NOVEMBER 1, 1990 THE CITIZENS OF GLENVAR AND CATAWBA SHOULD KNOW WHO THEIR FRIENDS ARE TODAY. THE CITY OF SALEM AND THE CITY OF ROANOKE ARE WORKING IN THE BEST INTERESTS OF THE CITIZENS OF GLENVAR AND CATAWBA. CONVERSATIONS ON THIS ISSUE GO BACK TWO YEARS. AFTER ROANOKE COUNTY REJECTED A PROPOSAL IN MAY, SALEM MADE ANOTHER OFFER ON JULY 10. THERE WAS NO FORMAL REPLY FOR THREE MONTHS. THEN, THE COUNTY REJECTED THE OFFER. NOW, SALEM HAS MADE STILL ANOTHER OFFER, AND I CAN TELL YOU IT IS VIRTUALLY WHAT THE COUNTY ASKED FOR THE AREA, BUT THE COUNTY SAYS IT DOESN'T HAVE ENOUGH TIME TO CONSIDER SALEM'S RESPONSIVE OFFER. IN MY OPINION SALEM CITY COUNCIL HAS DEMONSTRATED STRONG LEADERSHIP IN ATTEMPTING TO RESOLVE THIS ISSUE IN THE BEST INTERESTS OF THE CITIZENS OF GLENVAR AND CATAWBA. WITH THE ACTION WE HAVE TAKEN, ROANOKE CITY COUNCIL IS TAKING A COOPERATIVE STEP WITH SALEM. BOTH OF US ARE WORKING IN THE BEST INTERESTS OF THE GLENVAR AND CATAWBA CITIZENS. WHERE IS THE ROANOKE COUNTY BOARD OF SUPERVISORS? I UNDER- STAND THEY CANNOT EVEN TAKE THE TIME TO MEET TO DISCUSS SALEM'S HISTORIC OFFER. WHO IS REPRESENTING THE GLENVAR AND CATAWBA CITIZENS? WHO IS LOOKING OUT FOR THEIR INTERESTS?
