Honorable Mayor and Members of City Council Roanoke, Virginia Roanoke, Virginia May 8, 1989 Dear Members of Council: Subject: Engineering Services for Realignment and Reconstruction of Thirlane Road, N.W. II. I. Back, round: United Parcel Service (U.P.S.) plans to locate a facility on a 50~ acre site along Thirlane Road, N.W., requiring approxi- mately 1.6 miles of realignment and reconstruction of the road. B. Engineering design services for the roadway and related utilftles are needed. Current situation is that Engineering Services Qualification Pro- posals for the project were publicly advertised on February 19, 1989 and seven (7) proposals were received on March 10, 1989 from: - Anderson & Associates - Bernard Johnson Incorporated - Draper Aden Associates - Hayes, Seay, Mattern & Mattern, Inc. - Maguire Group - Mattern & Craig - Olver Incorporated A. Selection of the firm for consideration was based on the following criteria: 1. Qualification of personnel 2. Time available to meet schedule 3. Experience in designing roadways and utility systems 4. Ability to produce project on time 5. Local accessibility for project coordination and cooperation 6. Response to request for proposal 7. Past record with City of Roanoke Page 2 III. Bo Interviews were held with all seven (7) firms that submitted proposals as they were deemed qualified. Staff team included Charles M. Huffine, P.E., City Engineer, Robert K. Bengtson, Traffic Engineer, and Jan G. Bruce, Engineering Technical Supervisor. Co Negotiations were conducted with that engineering firm felt to be most qualified (Hayes, Seay, Mattern & Mattern, Inc.) for the project requirements. Do Scope of work to be performed includes storm drain design, sanitary sewer and water facilities, street improvements, landscaping, topographic surveys, and plats. Issues in evaluating the proposal and awarding a contract to a firm known to be qualified are: A. Inclusion of proper work scope. B. Ability to meet time schedules. C. Reasonableness of fee. D. Availability of fundins. IV. Alternatives for providing the necessary work are: ao Award an engineering service contract to Hayes, Seay, Mattern & Mattern, Inc. in an amount not to exceed $176,000.00. 1. Inclusion of proper work scope has been reviewed and verified. 2. Ability to meet time schedule has been demonstrated and firm is ready to begin immediately. o Reasonableness of fee has been established through "cost Ceiling". Hayes, Seay, Mattern & Mattern, Inc. has set a cost ceiling in their proposal of $176,000.00. Availability of fundin8 exists in Capital Improvement Reserve (Economic Development) Account No. 008-052-9575-9178. B. Do not award an engineering service contract to Hayes, Seay, Mattern & Mattern, Inc. 1. Inclusion of proper work scope would have to be deferred to the City or other consultants. Page 3 WRH/JGB/mm Attachment cc: 2o Abilit~ to meet time schedule would be jeopardized, further jeopardizing time schedule U.P.S. has set for completing their facility. 3. Reasonableness of fee cannot be assured. 4. Availability of fundin~ would remain in the Capital Improvement Reserve (Economic Development). V. Recommendation is that City Council: mo Award an en~ineerin8 service contract in a form approved by the City Attorney to Hayes, Seay, Mattern & Mattern, Inc. in an amount not to exceed $176,000.00. Transfer funding for the contract to an account to be established by the Director of Finance in the amount of $176~000.00 from the Capital Improvement Reserve (Economic Development) Account No. 008-052-9575-9178. The Engineer's Basic Services include: A. Roadway Design and Roadway Landscaping. The plans and specifications for the project will be prepared in accordance with the Virginia Department of Transportation Design Standards and Specifications and other City of Roanoke standards as appropriate. During the preliminary design stage of the project two (2) separate alignments will be studied. The study will include the development of both horizontal and vertical alignments and vertical cross sections. A comparative analysis will be made for both alignments. Traffic impact analysis will consist of a capacity anlaysis of the Thirlane Road and Peters Creek Road intersection, based on the existing and design year traffic. Design year traffic will be adjusted to allow for projected Thirlane Road development. The estimated fee is based on the assumption that the existing and design year A. M. and P. M. peak hour turning movements are available from the City of Roanoke or other governmental agencies. o o Plans for improvements to Peters Creek Road are limited to the lengthening of turning lanes and possibly widening the crossover to accommodate turning vehicles. Development of plans for additional lanes on Peters Creek Road is not included. Subsurface geotechnical investigation and pavement design will be based on five (5) CBR samples and tests, a slope stability analysis of the existing embankment for Runway 5 and the utilization of geotechnical data obtained for nearby sites or any other existing data in keeping with good engineering practice. The preparation for or participation in a location and design public hearing is not included. Roadway landscaping will be limited to the general area of the Peters Creek Road entrance. Seeding of roadway slopes will be included as part of the roadway construction. Construction administration is based on an eight-month construction contract. Topographic mapping covering 100 feet each side of the centerline will be provided on plan and profile sheets at a 1 inch : 50 feet scale with two foot contour intervals. An additional 200 foot strip of mapping will be required during preliminary design for the alternate alignment through the airport property. In the vicinity of Runway 5 an additional 100 feet on each side of the centerline will be taken to ensure coverage of all possible alignments. All ground control to accomplish the above will be established. The proposed centerline will be staked after the completion of final alignment computations. Based on the current City of Roanoke tax maps, ~7 parcel plats and four easement plats are included. This does not preclude additional parcels being discovered and plats provided up to ~5% more at no -3- additional cost to the City. ¢. Sanitary Sewer and Water Distribution. The sanitary sewer includes approximately 2,900 linear feet. This line will extend from an existing manhole in the vicinity of the Comfort Inn to the north along the proposed Thirlane Road alignment to a point near the southeast corner of the proposed retention pond of the UPS property. This item is for UPS. The water distribution system includes approximately 7~000 feet. This line will extend from an existing line in the vicinity of the Comfort Inn along the existing property line to the right-of-way on Thirlane Road. From there the line will follow the proposed Thirlane Road alignment to the north until it connects with another existing line in the vicinity of the Virginia Department of Transportation Area Headquarters. The portion of the line extending from the connection in the vicinity of the Comfort Inn to a point near the southeast corner of the proposed retention pond on the UPS property is 4,800 feet and is for UPS.
