An Ordinance to adopt and establish a new Pay Plan for
officers and employees of the City effective July I,
1988; providing for merit increases; authorizing annual
salary increments for certain officers and employees for
use of private motor vehicles; repealing Ordinance No. 28638,
adopted May 11, 1987, to the extent of any inconsistency; and
providing for an emergency and an effective date.

An Ordinance amending and reordaining §32-86, Financial
eligibility, of the Code of the City of Roanoke (1979), as
amended, to provide new total combined income and net com-
bined financial worth eligibility levels for the real estate
tax exemption for persons over sixty-five years of age or
permanently and totally disabled persons; and providing for

provisions thereof;

ized and directed to transfer between accounts such appropriations
for salaries and wages for the labor force as may be necessary to
cover cost of labor performed by one department for another;
4. That this Ordinance shall be known and cited as the 1988-89
General Fund Appropriation Ordinance; and
5. That, in order to provide for the usual daily operation of
the municipal government, an emergency is deemed to exist, and this

to §2-69, Code of the City of Roanoke (1979),
is hereby adopted by the Council and made
applicable to all classified officers and employees of the
City on July 1, 1988, the Pay Plan hereinafter set out in its
entirety, which shall read and provide as follows:

2. The Pay Plan adopted by this Ordinance shall remain in
effect until amended by Council.
3. Pursuant to S2-68, Code of the City of Roanoke (1979), as
amended, effective July 1, 1988, the City Manager shall promulgate
and cause to be distributed among the officers and employees of the
City a Classification Plan, consisting of a plan of classification
assigning a pay grade, pay range in accordance with this Ordinance
and class code to each position in the classified service of the
City.
4. Merit increases in an amount of not less than 5.7 percent
of the market rate Of the relevant pay grade shall be added to the
annual salary rates of officers and employees achieving satisfactory
review of service on their merit review dates under merit evalua-
tion procedures promulgated by the City Manager; provided, however,
when any such merit increase would cause an officer or employee to
exceed the maximum pay range applicable to such officer's or
employee's position, such officer or employee shall receive a merit
increase only in such amount as will not exceed the maximum pay
range for such officer's or employee's position.
5. Notwithstanding Paragraph 4, with respect to any officer
or employee whose salary on June 30, 1988, is below the applicable
minimum for his pay range, such officer's or employee's annual salary
rate shall be adjusted to the applicable minimum effective July 1,
1988. Thereafter, such officer or employee shall be eligible for a
merit increase, assuming satisfactory service, upon his merit
review date in an amount of not less than 5.7% of market rate added
to his annual salary rate on June 30, 1988.

6. Notwithstanding Paragraph 4, any officer or employee com-
mencing City employment between January 1, 1988, and June 30, 1988,
inclusive, shall be eligible for a merit pay increase upon the
satisfactory completion of six months of service. Such merit
increase shall be in the amount of 5% of his annual salary rate on
June 30, 1988, added to his annual salary rate on June 30, 1988.
7. Annual salary increments payable on a bi-weekly basis are
provided for the hereinafter set out job classifications which re-
quire the incumbent to privately own or lease a motor vehicle rou-

AN ORDINANCE relating to payment of deferred compensation on
behalf of the City Manager, City Attorney and Director of Finance;
amending and reordaining Ordinance No. 24839, adopted September 10,
1979; and providing for an emergency.
WHEREAS, this Council has previously authorized certain of its
officers to participate in the International City Management Associa-
tion Retirement Corporation Deferred Compensation Plan (hereinafter
"ICMA") and agreed to defer certain compensation on behalf of these
officers; and
WHEREAS, Council is desirous of increasing its contribution to
ICMA on behalf of the incumbent City Manager, City Attorney and
Director of Finance to the maximum amount permitted by Internal
Revenue Code and IRS regulations to be deferred on a tax-free basis
annually;
THEREFORE, BE IT ORDAINED by the Council of the City of Roanoke
as follows:
1. The Director of Finance is hereby directed to pay to the
International City Management Association Retirement Corporation De-
ferred Compensation Plan as deferred compensation on behalf of the
incumbent City Manager, City Attorney and Director of Finance the
amount of $3,750.00 for the first half of Fiscal Year 1988-1989
(July 1, 1988, to December 31, 1988); provided, however, for calendar
year 1988, the amount contributed on behalf of any such officer shall
not exceed the maximum permitted by Internal Revenue Code and IRS
regulations to be deferred on a tax-free basis annually.
2. On and after January 1, 1959, the Director of Finance shall
pay $7,500.00 per calendar year to ICMA as deferred compensation on
behalf of the incumbent City Manager, City Attorney and Director of
Finance.
3. In no calendar year shall amounts of deferred compensation
contributed by the City to ICMA on behalf of the City Manager, City
Attorney and Director of Finance exceed the maximum amount permitted
by the Internal Revenue Code and IRS regulations to be deferred on a
tax-free basis annually.
4. The Director of Finance shall be authorized, for and on
behalf of the City, to execute any documents required by ICMA to
implement this ordinance.
§. Ordinance No. 24839, adopted September 10, 1979, is hereby
amended and reordained with respect to the amount of deferred compen-
sation contributed to ICMA on behalf of the City Manager, City Attor-
ney and Director of Finance.
6. In order to provide for the usual daily operation of the
municipal government, an emergency is deemed to exist, and this ordi-
nance shall be in full force and effect upon its passage.

AN ORDINANCE amending and reordaining $32-86, Financial eligi-
bility, of the Code of the City of Roanoke (1979), as amended, to
provide new total combined income and net combined financial worth
eligibility levels for the real estate tax exemption for persons
over sixty-five years of age or permanently and totally disabled
persons; and providing for an emergency.
BE IT ORDAINED by the Council of the City of Roanoke that:
1. Section 32-86, Financial eligibility, of the Code of the
City of Roanoke (1979), as amended, is hereby amended and reordained
to read and provide as follows:
$32-86. Financial eligibility.
(a) To be eligible for the exemption provided for
in this division, the total combined income, during the
immediately preceding calendar year, from all sources,
of the owner and relatives of the owner living in the
dwelling house on such property shall not exceed twenty
thousand dollars ($20,000.00); provided that, the first
four thousand dollars ($4,000.00) of income of each
relative, other than the spouse of the owner, who is
living in the dwelling and any income received by the
owner as compensation for permanent disability up to a
maximum of seven thousand five hundred dollars ($7,500.00)
shall not be included in such total, and provided further
the net combined financial worth of such persons, includ-
ing equitable interests, as of the thirty-first day of
December of the immediately preceding calendar year,
excluding the value of the dwelling house and the land,
not exceeding one acre, upon which it is situated, shall
not exceed seventy thousand dollars ($70,000.00).
(b) For the fiscal tax collection year commencing
July 1, 1989, and for subsequent fiscal tax collection
years, the total combined income as defined in subsec-
tion (a) above of any owner claiming an exemption under
this division as of the thirty-first day of December of
the immediately preceding calendar year shall not exceed
twenty-two thousand dollars ($22,000.00), and the net
combined financial worth as defined in subsection (a)
above as of the thirty-first day of December of the
immediately preceding calendar year shall not exceed
seventy-five thousand dollars ($75,000.00).
(c) A change in ownership to a spouse less than
sixty-five (65) years of age or not permanently and
totally disabled, which results solely from the death
of his or her qualified spouse, shall result in a pro
rata exemption for the then current taxable year. Such
prorated portion shall be determined by multiplying the
amount of the exemption by a fraction wherein the number
of complete months of the tax year such property was
properly eligible for such exemption is the numerator
and the number twelve is the denominator.
2. In order to provide for the usual daily operation of
the municipal government, an emergency is deemed to exist, and this
ordinance shall be in full force and effect on and after July 1,
1988.
