VIRGINIA, A RESOLUTION commending the Patrick Henry Patriots basketball team and their coach, Woody Deans, on winning the State Group AAA High School Basketball Championship. WHEREAS, in Richmond on Saturday, March 12, 1988, the Patrick Henry High School basketball team defeated Robert E. Lee High School of Springfield 54-47 to win the State Group AAA High School Basketball Championship; WHEREAS, in winning the championship game, the Patrick Henry Patriots won their twenty-first consecutive game, and the Patriots finished the season with a 29-1 record, the most vic- tories ever by a Group AAA team from the Roanoke Valley; WHEREAS, on the way to claiming the State Championship, Patrick Henry soundly defeated an excellent Indian River High School team, led by Alonzo Mourning, the nation's number one high school prospect, in the semi-final game; WHEREAS, this Patrick Henry team has been called the finest basketball team ever to come out of the Roanoke Valley, and almost certainly will finish in the top ten in the U.S.A. Today's High School Poll: WHEREAS, Patrick Henry was led by Coach Woody Deans who recently attained his one hundredth victory as a coach; and WHEREAS, the Patriots always played with great teamwork, con- fidence, composure and determination and reflected great credit on the City of Roanoke in their tremendous achievement~ THEREFORE, BE IT RESOLVED by the Council of the City of Roanoke as ~ollows: 1. Roanoke, VA 24011 Re: request by Faith Christian Fellowship of Roanoke, Virginia, also known as Valley Christian Center for ordinance authorizing the holding of more than four acres of land Dear Mayor Taylor and Members of Council: We represent Faith Christian Fellowship of Roanoke, Virginia, also known as Valley Christian Center, a religious congregation which is an affiliate church of Faith Christian Fellowship International Church, Inc. It is more commonly known locally under the name of Valley Christian Center. Valley Christian Center currently leases its church facilities at 3016 Angell Avenue, N.E., in Roanoke. The membership is outgrowing the current facilities and wish to provide now for larger church facilities. To do this, they propose to purchase property located at 320 Huntington Boulevard, N.E. containing approximately 7.95 acres upon which they propose to build new church facilities. Section 57-12 of the Code of Virginia, 1950, as amended, prohibits a church from holding more than 4 acres of land in a city unless the local governing body passes an ordinance allowing the church to hold in excess of 4 acres of land, not to exceed 50 acres of land. Valley Christian Center currently owns no real estate in the City of Roanoke. They currently have no plans regarding the development of the property other than the construction of the church building. Mayor Noel C. Taylor and Members of City Council March 7, 1988 Page 2 On behalf of the church, we request that an ordinance be passed allowing it to hold a total of 8 acres. We understand that Roanoke City Council has apparently granted earlier requests by Pilgrim Baptist Church and First Baptist Church to hold in excess of 4 acres. Valley Christian Center has entered into a contract dated February 21, 1988, to purchase the 7.95 acre tract, which contract provides for settlement to be made within 30 days from the date of the contract (March 22, 1988). Because of the time constraints which were imposed by the seller, we respectfully request that this matter be discussed at the March 14, 1988 Council meeting or at the earliest possible opportunity. We are attaching to this letter a copy of Tax Map No. 3170320 showing the property to be purchased. You will note there is presently located on the property an old home known as Huntingdon. This home has been substantially damaged by fire, and the church has not yet determined whether the home will be restored or demolished as a part of its development of the parcel. A public advertisement was also published in the Roanoke Times and World News on January 13, 1988. Bids were received after due and proper advertisement, and were publicly opened and read at 2:00 PM on January 25, 1988, in the Office of the Manager of General Services. II. Tabulation is attached. Bid All bids received were evaluated in a consistant manner by representatives of Motor Vehicle Maintenance and General Services Department. ~ !~ ~i~, submitted by Ayers Lift Truck Servicer took the exception and bidded a 5,000 lb. lift capacity unit instead of the requested 10,000 lb. lift capacity unit. Therefore, not meeting specifications. The bid meeting specifications was submitted by Homestead Materials Handling. III. Need IV. Right to charge for transportation and bond application has been specified by the City, however, the City reserves the right to judge the reasonableness of the fee. F. Digested Sludge is generated daily and needs to be removed. II. Issues in order of importance are: A. Compliance of the bidders with the requirements of the contract documents. IV. Back~round Chan~es in existing official names of the above subject city streets are recommended in an effort to correct the following existing street name identification problems: Existing duplicate and multiple street -=m-~ officially assigned by ordinance no. 19650, on May 10, 1971, to the Kimball Avenue/Hollins Road, N.E. and Hollins Road/Read Road, N.E. thoroughfares. Official street name changes were made to accommodate proposed street construction plans for reali~nment at that time. Plans were never implemented, (see attached map "A" and ordinance). Multiple street names (Monticello Boulevard, N.E., and Manning Road, N.E.) that have over the years evolved onto continuous streets through the process of annexation or land subdivision. (See Map "A") e Multiple street names (Third Street, N.W.), on single continuous streets, as a result of new construction and realignment of older street sections bearing different names. (See Map "C") II. Current Situation Duplicate or multiple street --~es assigned to identify local streets or continuous street thoroughfares, generally result in a frequent and persistent recurrence of problems for the general public. Determining the accurate location of such streets is often difficult and time consuming for the individual, the U.S. Postal Service, and other vitally important agencies such as police, fire and emergency ser- vices. Roanoke City Council February 22, 1988 Page 2 Kimball Avenua/Hollins Road, N.E., thoroughfare, extending from Orange Avenue, N.E., to the city's north corporate limits, and the Hollins Road, N.E./Read Road, N.E., thoroughfare, also ex- tending from Orange Avenue, N.E., to an intersection with the current Hollins Road, N.E., (duplicate name), are both cur- rently identified by duplicate and multiple street names, see attached map "A". Monticello Boulevard and Mannin~ Road, N.E., are separately named sections of the same continuous street system (Mason Mill Road, N.E.), that is currently identified by multiple (3) street names, see attached map "A". Third Street, N.W., is a separately named section of one con- tinuous street (Rutherford Avenue, N.W.) that is currently identified by multiple (2) street names, see attached map "C". Street naming polic~ and procedures, pursuant to section 30-34, code of the City of Roanoke (1979), as amended, have been implemented and the following action has been taken: 1. Letter of notification was mailed to all affected pro- perty owners and residents (544), informing them of the city's need and purpose for the subject street name changes. Letter included an invitation to residents to attend a public meeting on January 11, 1988, at the Holline Road Baptist Church, for the purpose of discussing the subject street name changes, (see attached letter). Ninety-eight (98) business establishments and one-hundred and sevent~-two (172) residents situated on the Kimball Avenue/Hollins Road, N.E., thoroughfare were notified of the taco---ended street name changes. Attendance at the public meeting consisted of twenty- five (25) property owners and residents. Maps were dis- played depicting the specific streets and names being considered. City staff explained the need and purpose for the recommended street name changes. Response of property owners and residents in attendance was overwhelmingly in favor of the street name changes, as recommended. Owners or representatives of two (2) businesses (Dixie Tile and Carpet, 2122 F, imball Avenue and Br----er Welding Supply, 2100 Kimball Avenue) and one (1) resident (Mr. Calvin Prose,r, 2205 Kimball Avenue,) were not in favor of changing the name of Kimball Avenue, Roanoke City Council February 22, 1988 Page 3 III. Ability to readily determine the exact location of all existing addresses situated adjacent to the subject streets will ensure a more efficient and timely response from fire, police and life saving emergency service units, to the more critical needs of the safety and security of the residents and properties situate thereon. Identification of the current Kimball Avenue/Hollins Road/Plantation Road (county) thoroughfare as a single street name connector (Plantation Road, N.E.) between the major highways of U.S. 460, State route 11, U.S. 220 and Interstate 81, will benefit to some extent, every business enterprise situated in both the city and the county portions of this street system. b. Efficient7 of the 9-i-1, emergency Duplicate and multiple street names increase the margin for mechanical and human error, in responding to an emergency call. Recommended street name changes will reduce that margin. Improved street name identification will enhance and clarify specific information related to the address location of ali businesses, residences, etc., situ- ated adjacent to the subject streets. c. Inconvenience to affected residents Recommended street name changes will initially create some inconvenience to residents of street address change. Changes will necessitate the changing of all pre-printed address material such as stationery, business forms, checkbooks, etc. Recommendation to delay effective date of street name change ordinance until June 1, 1988 will pro- vide residents with advance notice in which to re-order materials, and a reasonable period of time to use up existing pre-printed materials. I have lived in this area for some 40 years, and I use building locations rather than street names to give directions in our area. ! am hopeful that the name of the roadway from 1-81 to U.S. Route 460 can be renamed Plantation Road, eliminating the use of Hell!ns Road, Whiteside, Kimball, Patrick Henry or whatever it may be called at different areas slang this two mile (,) city controlled section of roadway. ! feel this will eliminate a lot of confusion for many people and organizations; i.e., police, fire, rescue and businesses. I also believe if it is changed this time to Plantation Road, it will never be changed again because of the coordination of a city and county road having ~he lame name. I also agree with ~ha p~oposod name change of Reed Road to Hollins Road. As I stated to you on the telephone, I am very much in favor of this change. I serve as Executive Director for 72 Southern Baptist churches in Roanoke and the surrounding area. People come to this office continually during the week from all directions of the valley. We also have people coming to this office from southwest Virginia, as well as from our state office in Richmond. It would be much more convenient to have the entire road under one name, both from the standpoint of using the city roads to this location as well as Interstate 81 and State Route 460. It would also be easier for delivery trucks to find the location. Since we are located at 3926 Hollins Road, N. E., some of the delivery persons get it confused with the Old Hollins Road. To change the name to Plantation Road, we would, of course, have to re- order stationery and other types of identification of that kind; however, we consider that minor compared to the benefit of having the whole road designated as Plantation Road. I encourage the City Council to approve this change as soon as possible. We have several publication projecte that we are holding until this decision can be made. Licensee shall, with respect to construction and main- tenance of the encroachment on the subject property, furnish to the City Manager evidence of general public liability insurance covering the subject property, naming the City as an additional insured as to the subject property, with limits for personal injury in the minimum amounts of $100,000 per person and $S00,000 per occurrence and for property damage in the minimum amount of $50,000. Such insurance coverage shall be maintained, with the City as an additional insured, as long as this revocable license shall remain in effect. 8. Licensee shall give notice to the City's Director of Public Works prior to entry onto the subject property for construc- tion of improvements to be made on the subject property. 9. Back~round: me Virginia Department of Transportation (VDOT) acquired right-of- way beyond their immediate need on the southwest corner of the referenced intersection when Orange Avenue, N.E. was widened and improved some years ago (see attached map). Traffic Volumes at this location have necessitated a traffic signal system at this intersection. Current and future traffic volumes will require extensive future improvements to the capa- city of the road system in the Orange Avenue, N.E. (US-460) corridor. Possible improvements may include right turn lanes at intersections, upgrading Orange Avenue from four to six lanes, upgrading King Street from two to four lanes, etc. This future need in the area makes it necessary to retain all rights-of-way currently in public ownership, and to anticipate extenslve future acquisitions. II. Current Situation: Signet Bank has acquired a parcel of property on the southwest corner of the intersection identified by Official Tax No. 7090511. Bank has requested a revocable permit to allow the encroachment of their parking area, and portions of their landscaping, into the currently unused right-of-way of Orange Avenue, N.E. Signet Bank agrees to comply with site plan provisions when/if the per- mit is revoked. C. VDOT retains control of rights-of-way of federal numbered high- ways. Taylor Mayor of the City of Roanoke Roanoke, Virginia Dear Mayor Taylor: The City Engineer's Office has already advertised for bids to be received on Monday, March 21, 1988, for replacement of the heat pump system at the City Health Center building. According to the advertisement, those bids will be opened before City Council at their meeting beginning at 2 p.m., that afternoon. With the cancellation of City Council's meeting on March 21, we need to find another way to handle the opening of these bids. We could mail out an addendum to all bidders and delay the bid opening date until City Council's meeting on Monday, March 28, 1988. Another alternative I would like to reco.~nend would be for you to appoint a bid committee who could receive the bids, open and tabulate them, and prepare a written report back to City Council for award of a contract.
