emergency.
WHEREAS, for the usual daily operation of the Municipal
Government of the City of Roanoke, an emergency is declared to
exist.
THEREFORE, BE IT ORDAINED by the Council of the City of
Roanoke that certain sections of the 1987-88 General Fund

Dear Members of Council:
Subject: Governmental Electric Rate Negotiation and Fee Proration
Background:
A. Governmental electric rates have in recent years been
established through contract negotiations for three year term
increments.
B. Type of rates are:
1. Schools
2. Pumping (water and sewage)
3. Other (general government)
4. Street lighting - The City of Roanoke, contrary to some
smaller localities, has a separate contract for street
lighting.
Current contract rates for schools, pumping and general
government were up for consideration for change as of June 30,
1987.
D. Electrical Company (APCO) recon~nended a modest decrease.
E. Potential for a more substantial decrease exists. This
potential can only be developed through an exchange of
information between representatives of APCO and expert rate
personnel representing us.
City has historically joined with other cities, towns and
counties served by APCO to negotiate as a block unit through
the Virginia Municipal League (VML) and Virginia Association
of Counties (VACO).
Representatives for the City on the Electrical Rate Steering
Committee include the City Attorney and the Director of
Utilities and Operations with less frequent representation by
the Director of Public Works, Manager of Signals and Alarms
and Assistant City Attorney.
H. Ail negotiations are subject to the final approval of City
Council.

Council has authorized an expenditure of $3~681~651 in FY 1988
for electrical energy in the administrative portion of the
budget, including the water and sewage funds.
II. Current Situation:
A. Rate negotiations have begun.
B. Rate decrease amount is being evaluated.
Assessment to pay for rate experts retained through the VML
and VACO has been received from the VML in the amount of
$15~840. Attached is a self-explanatory letter from the
negotiating committee chairman and assessment from VML. The
last general assessment was in 1984 in the amount of $6~210.
Funds~ if any~ left over will be retained and properly
accounted for, by the VML for future negotiations. An
additional assessment will be made if there is a short fall of
funds.

IV. Alternatives:
A. Council authorize:
The payment of $15,840 to VML as the City's pro rata
share of rate negotiation expenses.

001-052-4330-2022, to Fees for Professional Services
Account No. 001-056-1250-2010.
1. Services rendered for rate negotiations will continue.
2. Payment for services will be authorized and funded.
Return for services rendered is expected to exceed the
expenses.
B. Council refrain from authorizing payment to the VML.
Services rendered will cease unless paid by another
locality or unless Council chooses for the City to
contract directly rather than as part of the block
through the VML and VACO.

RE: VML/VACO APCO Assessment
As you were recently notified, the Virginia Mun~a~
League and the Virginia Association of Counties is ra~"f~nds
from the local governments in Appalachian Power Company's
("APCO") service territory to handle negotiation expenses for
the renewal of APCO's service contract. Even though APCO
proposed a 10% decrease in general usage rates, the VML/VACO
APCO Steering Committee recommended further negotiations because
a preliminary analysis indicated that a greater reduction is
warranted. Further, APCO proposed a two year term for the new
contract rather than a three year term as has been customary.
To cover the expenses of a utility consultant, legal fees
and other expenses associated with negotiations and the
committee's work, the Steering Committee recommended, and the
VML and the VACO endorsed, an $80,000 assessment. Each local
government is asked to contribute its proportionate share based
on its 1986 electricity usage. Enclosed is an invoice
reflecting your locality's share of negotiating expenses.
In the past, as a result of the Steering Coz~ittee's
efforts, each local government has always received a savings in
its electricity costs substantially greater than its share of
negotiating expenses. It is anticipated that this will be true
for this contract period as well.
Local governments benefit greatly from speaking with "one
voice" during negotiations with APCO. It is to our collective
benefit to continue negotiations in this manner. I hope your
locality will choose to pay its proportionate share in a timely
manner.

AN ORDINANCE providing for the purchase of one (1) new
Library Bookmobile for use by the City, upon certain terms and
conditions, by accepting a bid made to the City for furnishing
and delivering such equipment; and providing for an emergency.
BE IT ORDAINED by the Council of the City of Roanoke that:
1. The bid of Salem Quality Equipment, Inc., made to the
City offering to furnish and deliver to the City, f.o.b.,
Roanoke, Virginia, one (1) new Library Bookmobile, for the sum of
$44,034.00, is hereby ACCEPTED.
2. The City's Manager of General Services is authorized and
directed to issue the requisite purchase order therefor, incor-
porating into said order the City's specifications, the terms of
said bidder's proposal, and the terms and provisions of this
ordinance.
2. In order to provide for the usual daily operation of
the municipal government, an emergency is deemed to exist, and
this ordinance shall be in full force and effect upon its
passage.

Dear Members of Council:
SUBJECT: Bid to Purchase One (1) New Library
Bookmobile, Bid Number 87-12-14
I. BACKGROUND
September 14, 1987, City Council accepted a
Library Services Special Project Grant for the
purpose of improving access to public library
resources.
Accepted grant is to be used to purchase a
specially equipped bookmobile to accommodate
physically disabled patrons.
A grant requirement is that the bookmobile must be
delivered and the funds expended by June 1, 1988.
Specifications were developed and sent to five (5)
known vendors for bookmobiles. A public adver-
tisement was also published in the Roanoke Times
and World News on December 13, 1987.
Bids were received, until 2:00 p.m., on December
23, 1987, at which time all responses were
appropriately opened and read by the Manager of
General Services.
II. CURRENT SITUATION
One bid response was received. That response from
Salem Quality Equipment, Inc. meets all required
specifications.

Inc., to provide One (1) New Bookmobile for the
total amount of $44,034.00. The amount includes
required performance bond and trade-in allowance
for 1974 bookmobile.
Need - requested unit will provide for direct
library service to the physically and/or
culturally disadvantaged.
Compliance with Specifications - the bid
submitted by Salem Quality Equipment, Inc.,
meets all required specifications.
Timeliness - the bid by Salem Quality Equip-
ment, Inc., can provide the unit in the time
frame as set out in the grant approval.
Fund Availability - funds are available in
Library FY 87-88 budget account 001-054-7310-
9010 to provide for this purchase.
Reject the bid.
Need - the Library system could not provide
for the physically and/or culturally dis-
advantaged.
Compliance with Specifications - would not be
a factor with this alternative.
Timeliness the approved grant could not be
utilized for the purpose intended.

Dear Members of Council:
Subject: Virginia Housing Development Authority's General Reserve Funds
I. Background:
Public concern over housing conditions appears to be increasing
generally. Several studies of different aspects of housing (e.g.
downtown housings homelessness) have recently been performed or are
planned by the City. Housing conditions in the Commonwealth as a
whole are currently being examined, by the Virginia Housing Study
Commission.
Recent and on-going reductions in federal subsidies for housing, and
changes in tax laws, have required Roanoke and other governments across
the country to develop creative approaches, methods, and sources of
financing to continue progress or improving housing opportunities.
Virginia Housing Development Authority's general reserve fund,
amounting to approximately $130 million, has been seen by some parties
as a potential source of subsidy funding for housing in Virginia.
City Council requested on November 25 that the City Administration
report on the implications of such use of VHDA's reserve funds. Such
report for Council's consideration is as follows:
II. POSITION PAPER: general reserve fund of Virginia Housing Development
Authority.
Proposition: Is it reasonable to request VHDA to use a portion of its
general reserve fund to subsidize provision of housing for very low income
persons?
'1.
A. Background regarding VHDA generally
The Virginia Housing Development Authority was established on the
recommendation of the first Virginia Housing Study Commission in the early
1970's and is the designated housing finance agency for the Commonwealth.
Although created by the Commonwealth, it is not an agency of and is not
supported financially by the Commonwealth. Its obligations are not backed
by the "faith and credit" of the Commonwealth~ but only by the inherent
security of the loans made by VHDA and by the limits of its own reserves.

The specific purpose of VHDA is to sell mortgage revenue bonds to raise
capital with which to make mortgage and/or construction financing
available for housing, both rental units and owner-occupied homes.
Repayments of these bonds are made from repayments on the mortgage loans
made.
Apartments: Since its creation, VHDA has contributed to or participated
in the provision of more than 22,000 apartment units for low-moderate and
very ]ow income residents, and more than 7,000 additional units not
specifically reserved for lower income tenants.
Owner-Occupied home purchase: In the spring quarter of 1987, VHDA made
more than $109 million in mortgage loans for the purchase of 1755 homes.
--average income of homebuyers $26,877 Statewide
--average price of home $63,130 Statewide
$47,660 in Fifth Planning District
In the last 5 years, 705 such loans to low-moderate homebuyers, totalling
$26.6 million, were made in Roanoke.
Other programs and activities: VHDA also has administered a variety of
other programs, including:
--loans to low income homeowners for energy-conserving improvements
--loans to low income homeowners for minor to moderate home improvements
--special projects such as the 5% interest mortgage funds in support of
the Shadeland Relocation Project.
3. VHDA currently has outstanding bonds totalling in excess of $2.6 billion.
B. General Reserve Fund
In addition to backing repayments on outstanding bonds, VHDA's general
reserve fund is drawn on for numerous purposes, including:
--current administration
--self-insurance on some loans not covered by mortgage insurance from
other sources
--replacement insurance on mortgages insured by private mortgage
insurance companies that fail
--future operations and servicing of mortgages and bonds after authority
to issue additional tax-exempt bonds expires (some bonds outstanding
have terms of up to #0 years)
Current general fund reserve by VHDA totals approximately $130 million.
This is equal to approximately 5% of the outstanding obligations held by
VHDA. By comparison, minimum federal requirements for reserve funds held
by commercial savings and loan associations is #% now, and is due to
increase to 6% in 1991. The mortgage revenue bonds sold by the Roanoke
Redevelopment and Housing Authority in recent years to local banks and
secured by the City's CDBG funds have required a 10% reserve.

Interest rates on bonds sold by VHDA and other issuers is determined by
the relative attractiveness and security of the bond issues· If bond
buyers find this security unattractive relative to that of other bonds for
sale, the market price i.e. interest rate goes up. Security of mortgage
revenue bonds is determined by:
--the property on which the loans are to be made (marketable asset to
cover amount of the loan in event of default and foreclosure);
--the characteristics of the parties to which the loans will be made
(likelihood of repayment of loans);
--insurance backing the loans (to cover shortfall between disposable value of
property and loan made); and
--the amount of and limitations on reserve funds of bond seller (to insure
full repayment of bond beyond insurance).
Security provided by reserve fund is considered most attractive if
investments in which it is placed are liquid with yields flexible to
compare with prevailing market returns. Last year VHDA established a
Housing Fund of $~5 million from its general reserve. Loans made from
this Fund, while yielding comparably to other liquid investments from the
general reserve~ are less attractive to bond buyers because the loans
generally will be long-term (10 years), fixed rate~ and illiquid for the
10-year term.
The 200 proposals submitted to VHDA for the $#5 million Housing Fund
requested approximately $189 million. Because the Fund is such a large
portion (35%) of the whole general reserve fund which has built up over
approximately 15 years, it is obvious that such a set-aside cannot be made
regularly without rapid depletion of the accessible reserve fund and
dramatic negative effects on the security of outstanding bonds it supports.
C. Activity in low-income neighborhoods
By federal law, VHDA must reserve 20% of any tax-exempt mortgage revenue
bond sold for use in "Targeted Areas" i.e. areas with concentrations of
lowMncome residents, for a period of one year. The major characteristics
of the funds reserved for these areas correspond with those of the
remaining 80% of bond funds. However~ where the bulk of the bond proceeds
may be quickly loaned throughout the state, there are always some of these
reserved funds available for home purchase in those areas.
Designated "Targeted Areas" in Roanoke are:
--Census Tract 10 (Hurt Park and Mountain View SW)
--Census Tract 12 (Highland Park/Old Southwest SW)
--Census Tract 13 (Belmont and Fallon Park SE).
Since 1981, VHDA has reserved $17,370,000 for use in these and similar
older neighborhoods of Roanoke, including $360,000 0 5% interest in sup-
port of the Shadeland Relocation Project. In the last five years, ~7 home
purchase loans totalling $1,#50,000 were made in the Targeted Areas.
Outlook
VHDA's ability to increase the supply of decent housing in Roanoke and
elsewhere in Virginia, especially owner-occupied housing, depends on its
ability to issue tax-exempt bonds for housing. This ability, for Roanoke
as well as VHDA, appears ready to expire completely at the end of calendar
1988.

In 1985, the total of all tax-exempt mortgage revenue bonds for housing
issued in Virginia, by VHDA and localities, was approximately $1.7
billion. The total authorization for such bonds in 1987 was $1-~-~ ~qillion,
11% of the 1985 total. The 1988 authorization is $1## million, of which
VHDA's share is $80 million. Due to a sunset provision in federal law,
all authorizations for any tax-exempt bonds for housing will expire at the
end of 1988, unless these provisions are renewed.
Conclusion
The $I30 million VHDA has in its general reserve fund appears at first glance
to be a huge sum that might be put to use for grants or very low interest
loans. However, it is critical to consider what VHDA is, is not and cannot
be. VHDA was established to be a lender, competing for money in a very com-
petitive financial market. The fact that it has an apparently large pool of
funds on reserve does not mandate that it deplete that pool on various sub-
sidizing ventures of significant risk, any more than the same is expected of
an independent commercial bank or savings and loan.
In the context of the total amount of outstanding bond obligations this fund
is backing up, and its importance for the long-term operations of VHDA, which
has always been intended to be self-supporting, the fund is not at ali
excessive. Given the sphere in which VHDA was set up to work, it literally
cannot afford to give money away.
VHDA's activities have had a significant impact on the housing opportunities
of many Virginians and Roanokers. The majority of the homeownership
assistance has been to those families in the moderate income range, not quite
able to aford a home through conventional market financing. VHDA cannot pro-
vide a great deal of assistance to all families, even those in the greatest
need. No tool can do all jobs.

Re: Lottery revenue
Dear Mrs. Bowles and Gentlemen:
At the Council meeting of November 23, 1987, City Council re-
ferred to the City Manager, City Attorney and Director of Finance the
question of return of lottery revenue, or a part thereof, to the cities,
counties and towns of the Commonwealth. Specifically, we were requested
to address whether lottery revenue, or a portion thereof, should be re-
turned by the Commonwealth to the localities and, if so, what formula
should be applied to distribute such funds.
Although it is not certain that any of the revenue from the
recently approved lottery will be returned to the localities, and we
have heard no legislators advocating this disposition of lottery reve-
nue, we, nevertheless, believe that lottery revenue should be shared
by the Commonwealth with its cities, towns and counties. Recent Joint
Legislative Audit and Review Commission studies show that many of the
localities of the Commonwealth are suffering from fiscal stress, par-
ticularly the central cities. It is in the interest of the Common-
wealth to maintain strong viable local governments. Therefore, we
would recommend that the Commonwealth establish a program of sharing
lottery revenue with its localities on the basis of fiscal stress.
There are, of course, a number of other formulas which could be
used to distribute lottery proceeds to the localities. Other than the
preferred fiscal stress formula, other obvious formulas include point
of sale or population. Although preferring the fiscal stress for-
mula, our choice between point of sale and population would be a dis-
bursement of lottery proceeds based on population. This conclusion is
not based on any scientific study, but simply on our belief, based
primarily on lottery referendum results, that lottery sales will be

better in Northern Virginia and Tidewater than in the Roanoke Valley.
Therefore, if our choice is between a formula based on point of sale
or a formula based on population, our preference would be the latter
formula.
By adoption of the attached resolution, which we recommend, Coun-
cil can make its position on this matter known to our members of the
General Assembly.

Pursuant to Chapter 9, Education, of the Code of the City of
Roanoke (1979), establishing a procedure for the election of
School Board Trustees, this is to advise you that the three year
terms of LaVerne Bo Dillon, David K. Lisk and James M.
Turner, Jr., will expire on June 30, 1988.
According to Section 9-16, on or before February 15 of each year,
Council shall announce its intention tn elect trustees of the
Roanoke City School Board for terms commencing July i through
(1) public announcement of such intention at two consecutive
regular sessions of the Council and (2) advertisement of such
intention in a newspaper of general circulation in the City twice
a week for two consecutive weeks.
Section 9-17 provides that all applications must be filed in the
City Clerk's Office by March 10. Applications will be received

I. Background:
Council and Board approved on October 12 and 13, 1987,
respectively, authorization to proceed and a project
development budget of $25~587~477. Please note the attached
report from the Commission dated October 7, 1987.

Budget approval anticipated the commitment of an additional
total amount of $4~700~000 from the Federal government during
fiscal years 1988-89 and 1989-90.
Commission has received a commitment from the Federal
government in the form of a letter of approval and allocation
for an amount not to exceed $4~885,585 for eligible project
costs during Federal fiscal years 1988, 1989, 1990, and 1991.
This commitment is from entitlement funds from the newly
authorized Aviation Bill. Discretionary funding is
anticipated in the total amount of $2,200~000 which will
offset dollar for dollar the otherwise committed entitlement
funding in the last two years. Any entitlement funding offset
by discretionary funding will be made available, through grant
amendments, for other anticipated future capital expenditures
such as taxiway and runway pavement overlays and CFR equipment
replacement and/or supplementation.
II. Current Situation:
Commission needs to make the contractual commitment to Branch
HiRhways, Inc. for the full scope of the site development work
in accordance with the attached report dated January 6, 1988
to the Commission.

reimbursement from FAA be amended from $4~700~000 over fiscal
years 1988-89 and 1989-90 to $4,885~585 over federal fiscal
year 1988, 1989, 1990 and 1991. Additional $185~585 reduced
the anticipated $7,300~000 local amount to a residual of
$7~114~415. See Exhibit I for listing of capital expenditures
to be approved plus the revised funding for the budget.
1. Project timing previously planned will be unaffected.
2. Budget modification will be authorized.
3. Legal commitment will be specifically stated.
Council and/or Board refrain from approving capital
expenditures and, thereby, refrain from approving the budget
modification.
Project timing will be negatively impacted. Commission
must then decide whether or not to stop the project or
seek other legal recourses depending on the stated, if
any, wishes of the City and Board.

Recommendation and Request: Council and Board approve the
specific capital expenditure for the Roanoke Regional Airport

with the attached bud et. Approval would authorize the
Commission to proceed with the project providing the project
does not exceed the attached budget of ~25~587~a77 without
additional authority. This approval is in accordance with the
contract between the City, the County and the Com~ission.
Approval of the overall Airport Terminal Development Project
is also requested with the understanding that the Co-~ission
is authorized, with the full faith and support of the
governing bodies in accordance with the contract between the
parties, to incur short tam and long term debt in accordance
with the attached budget.
Approval of the Co~a~tesion of Alternate I Site Developmanl
contract~ and related an~ineetin~ and administrative cost~ on
October 14~ 1987, subject to Federal and State approval,
however only authorizing notice to proceed on the Alternate
III work elements.

Site development bid from Branch Highways, Inc. was authorized
by the Commission on October 14, 1987 after receipt of a
report of recommendation from your Bid Committee.
Bid authorization stipulated, however, that the contract would
be narrowed to the Bi~.Alternate III work scope unless the
appropriate funding was received from the Federal government
through the Federal Aviation Administration (FAA).
Notice to proceed has been issued for Alternate III work items
only.
BudKet for the complex development in an amount not to exceed
$25~597~477 was approved by Roanoke City Council and Roanoke
County Board of Supervisors on October 12, 1987 and October
13, 1987 respectively in anticipation of the receipt of
$2;700~000 and $2;000~000 from FAA by 1988-89 and 1989-90
respectively.
II. Current Situation:
A. Letter of approval and allocation dated January 4, 1988, copy
attached, commits $4~885~585 in multi-year fundins, for
elisible project elements. The letter, copy attached, also
authorizes a contractual commitment to the low bidder.
B. Notice to proceed for work elements in the Alternate I Bid
which are not covered in the Alternate III contracted amount
can be delivered to the contractor once, and only after, the
formal grant documents have been executed.
Notice to proceed with Delta Associates, P.E. needs to be
authorized to permit A/E services for Alternate I work
elements not previously covered by the contract for Alternate
III work elements.

IV.
Approval by Roanoke City and Roanoke County is required for
capital expenditures for the entire project in anticipation of
a maximum amount of $4;gg5;Sg5 in additional funding for
eligible project cost to be committed to the project in a time
sequence ending not later than federal fiscal year 1991.
Discretionary funding is anticipated to wholly or
predominately supplement the entitlement funding otherwise
committed for fiscal years 1990 and 1991.
Treasurer needs to be authorized to receive and apply toward
the project costs the project eligible costs reimbursements
commitment of not to exceed the $4~885~585 as outlined in the
attached letter.
Alternatives: All alternatives other than the recommendation
outlined below will delay and increase the cost of the project,
whether the project is rebid or delayed by not making a legal
commitment to the contractor, for the anticipated 2 months, before
a formal grant is executed.
V. Recommendations: The Commission authorize the followinK:
Chairman and Secretary to execute and attest the necessary
contractual documents with Branch Highways, Inc. in the full
amount of $8~687~112 plus a final amount to be negotiated by
the Engineer not to exceed $158~500, in accordance with the
bid. time extensions previously authorized and subject to the
approval of Roanoke City and Roanoke County.
Chairman to issue the Notice to Proceed to Branch Highways,
Inc. and Delta & Associates, P.E. for construction and
previously identified A/E services, outlined in Amendment No.
2 to the A/E contract, for the construction work elements in
the Alternate I bid not covered in the Alternate III bid.
Treasurer to receive and appropriate to the project such
eligible project costs reimbursements received from the
Federal government, State government and local governments.
Chairman to request specific capital expenditure approval
for the Roanoke Regional Airport Terminal Development
construction and funding in the amount not to exceed

A RESOLUTION requesting the United States Congress to
take such legislative action as is necessary to remove re-
strictive covenants from the deed to the City-owned land
known as Veterans Park so as to permit the City to convey
such land to the Commonwealth of Virginia for use as a
veterans nursing home.
WHEREAS, the Commonwealth of Virginia does not currently
have a State veterans nursing home, and 34 other states have
45 such facilities;
WHEREAS, many veterans require continuing health care,
but do not require the more intensive and more costly ser-
vices of a Veterans Administration Hospital, and State
veterans nursing homes benefit these veterans and the
Federal and State governments by providing for another level
of less expensive, but necessary, health care not currently
being provided;
WHEREAS, the City owns a 16.8-acre parcel of land on
Shenandoah Avenue, N. W., in this City and adjacent to the
Veterans Hospital in Salem, all or part of which land would
make an ideal site for a State veterans nursing home;
WHEREAS, the land known as Veterans Park was conveyed to
the City by the United States Department of Interior put-
suant to deed, dated June 25, 1980, which deed contains
restrictive covenants prohibiting sale, lease, assignment or
other disposition of such property except to another eli-
gible governmental agency for public park or public
recreation purposes only; and
WHEREAS, conveyance by the City to the Commonwealth of
Veterans Park for the purpose of construction of a State
veterans nursing home would seem to be inconsistent with
such restrictive covenants;
THEREFORE, BE IT RESOLVED by the Council of the City of
Roanoke as follows:
1. The United States Congress is requested to take
such legislative action as is necessary to remove the
federally-imposed restrictive covenants on the property
known as Veterans Park in the City of Roanoke so as to per-
mit the conveyance of such property by the City to the Com-
monwealth for construction of a State veterans nursing home;
2. The City Clerk is directed to forward attested
copies of this resolution to the Honorable John Warner,
United States Senator, the Honorable Paul S. Trible, Jr.,
United States Senator, the Honorable Jim Olin, Member, House
of Representatives, the Honorable J. Granger Macfarlane,
Member, Senate of Virginia, the Honorable A. Victor Thomas,
Member, House of Delegates, and the Honorable Clifton A.
Woodrum, III, Member, House of Delegates.

RESOLUTION 2988-7.g OF SUPPORT FOR
ROANOKE CITY'S PLAN TO DONATE PART OF
VETERANS PARK AS SITE FOR STATE VETERANS'
NURSING HOME
BE IT RESOLVED by the Board of Supervisors of Roanoke
County, Virginia, as follows:
WHEREAS, the federal government donated a 16.8 acre
surplus tract of land to Roanoke City in 1980 with a deed
restriction that it be used for recreation purposes only; and
WHEREAS, this land, known as Veterans Park, is located
next to the Veterans Administration Medical Center near the Salem
and Roanoke boundary and would be an ideal site for a veterans'
nursing home; and
WHEREAS, Roanoke City Council is willing to give part
of Veterans Park as a site for the state veterans' nursing home,
and has requested Congress to remove the deed restriction
limiting the property for recreation; and
THEREFORE, BE IT RESOLVED, that the Board of
Supervisors of Roanoke County, Virginia, recognizes that a state
veterans~ nursing home would be of great benefit to all the
citizens of Roanoke Valley as well as the State of Virginia, and
does hereby support the City of Roanoke in their request to urge
the Congress of the United States to adopt the necessary
legislation to remove the deed restriction in order that the
state veterans' nursing home can become a reality.
On motion of Supervisors Nickens, seconded by
Supervisor Robers, and upon the following recorded vote:
AYES: Supervisors Johnson, McGraw, Nickens, Robers, Garrett
