incinerator locked on the groun~ of the Roanoke Civic Center, and sugg~ted
that the City study the feasibd~y of ~posing of refu~e at that location

A report of Laventhol and Horwath with regard to the updated
feasibility report for a trade and convention center, was before
the Council of the City of Roanoke at a regular meeting held on
Monday, January 4, 1988.
On motion, duly seconded and adopted, Council concurred in the
concept of a trade and convention center, and referred the report
to you to address the matters of location, financing and opera-
tion, with the request that the City Manage. report to Council
within 30 days with a time-frame for submitt~iI of definite recom-
mendations. It was also the request of Council that a copy of
the Laventhol and Horwath report be forwarded t,~ the delegation
to the General Asse~.bIy from the Roanoke Valley jurisdictions,
including Botetourt, prior to January 13, l~88, with a cover
letter specifically pointing out the benefits the Commonwealth of
Virdinia will receive f~om the trade and convention center in the
approximate amount of $2.1 million.

concept of a trade and convention center; and that an in-depth
examination be conducted of the consultant's report to develop a
recommendation on whether to build such a center, its location,
financing, and operation;
AND, That City Council directs that such an examination be
conducted;
AMD, That the Civic Center Commission stands ready to assist
Council in making the examination;
AND, That the expertise of citizens throughout the Valley be
utilized in this examination.

RESOLUTION OF APPRECIATION TO THE CITY
OF ROANOKE FOR CONTRIBUTIONS TO THE
HOLLINS COMMUNITY DEVELOPMENT PROJECT
WHEREAS, in the spring of 1985, monies in the form of
grants, loans, and revenue sharing funds were allocated by Virginia
Water Project, Inc., Farmers' Home Administration, Virginia
Department of Transportation, Virginia Department of Housing and
Community Development, and the counties of Roanoke and Botetourt to
fund the installation of water and sewer lines, road improvements,
and housing rehabilitation in the Hollins community; and
WHEREAS, since the approval of the funds, many steps have
been taken to improve the quality of life in the Hollins community;
and
WHEREAS, the City of Roanoke, has generously donated
right-of-way properties for road improvements and easements for the
main water and sewer lines, and in doing so, has greatly improved
health and safety conditions and the appearance of the community;
and
WHEREAS, this act of generosity and support is one that
meaningfully expresses sensitivity to the needs of the citizens and
further demonstrates an admirable sense of civic responsibility.
NOW THEREFORE BE IT RESOLVED, that on behalf of the
counties of Botetourt and Roanoke, the Roanoke County Board of
Supervisors wishes to express its gratitude to the CITY OF ROANOKE
for services provided for the future improvement of the Hollins
commun .i ty. ,

SUBJECT: INCO~4E ELIGIBLE DAY CARE PROGRA~
I. RA£KGROUND
The State Department of Social Services has allocated
$64~582 to the City of Roanoke to provide day care
services to certain citizens who meet their basic needs
through employment but cannot meet their day care needs.
Allocation became available after the beginning of the
current 1987-88 fiscal year.
Allocation will help pay day care for approximately 100
children at approximately $135 per month per child.
II. ~ENT SITUATION
State regulations require that 10 percent be added to
State allocation and be provided from local funds.
City's 10 percent match of ~7,716 is available in the
Department of Social Services 1987-88 budget in a
category which was set up to provide local match for
state/federal grant programs.
III. ISSUES

Services to low-income families.

Approve the transfer of $7~176 in existing Social
Services funds and appropriate revenue of ~64~582 to
provide for day care services to income eligible
families.
Services to low income families will be available to
help them move toward self-sufficiency.
2. Funding to provide the required 10 percent match is
available in the current 1987-88 budget.

Do not approve the transfer of the required matching
funds for this program.
Services to low income families. Self-sufficiency
will not be achieved by certain low-income families
eligible for supplemental day care funds.
Funding to provide local cash match for these types
of programs will remain available and unspent until
approval for use by City Council.

City Council concur in the implementation of Alternative A and
authorize the following:
Transfer $7,176 from account #001-054-5314-4145, Local
Cash Match, to account #001-054-5314-3160, Purchase of
Services.

Subject: Sharing ~ederally Forfeited Property
Background:
A. Congress amended 21 USC. Sec. 881 el-4, October 1986, which
authorized the transfer of certain federally forfeited property to
state and local law enforcement agencies that participated in the
investigation and seizure of the property.
B. Application for an equitable share of property seized by local law
enforcement must be made the the U. S. Department of Justice and
certified by the City Attorney as to the appropriate agency and
representative to receive the property and that the transfer is
not prohibited by state or local law.
C. Property (including funds shared with state and local agencies)
may be used only for the purpose stated in the application, i.e.,
narcotics related to law enforcement.
D. The agency requesting the transfer of property agrees to pay fees
and expenses necessary to effect the transfer.
II.
Current Situation:
A. Police Department estimates $38~000 from the federal government's
asset sharing program. The U. S. Marshal is the dispensing agent.
B. City Council action is needed to accept these funds and authorize
the Director of Finance to establish grant fund accounts from
which the Police Department may disperse these funds in accordance
with provisions of the program as follows:

City Council accept funds from U. S. Department of Justice,
Forfeited Property Sharing Program and authorize the Director of
Finance to establish appropriate accounts so that funds can be
expended in accordance with program requirements.
Need exists to provide additional funds and equipment to
enhance undercover narcotics control investigations.
Fund availability will be controlled by effectiveness of
investigations through assets seized and forfeited in joint
investigations with federal agencies.
City Council reject assets from Federal Forfeiture Sharing Program
and not authorize Director of Finance to establish appropriate
accounts for such assets.
Need for supplemental funds enabling increased effectiveness
of undercover drug enforcement will not be met.
Funds will not be applied for or received from the Federal
Forfeiture Sharing Program.
Recommendation is that Council approve alternative "A" to accept assets
from the Federal Forfeited Property Sharing Program and:

Capital Maintenance and Equipment Replacement
Program to purchase one (1) new four (4) wheel
drive pick-up truck for the Fire Department.
Bid request were sent specifically to thirteen (13)
vendors listed on the City's current bid list. A
public advertisement also was published in the
Roanoke Times and World News on December 6, 1987.
Bids were received after due and proper adver-
tisement, and were publicly opened and read in the
Office of the Manager of General Services, at 2:00
p.m., on December 14, 1987.
Specifications requested prices on basic bid and
alternate bid which included air conditioning.
II. CURRENT SITUATION
Six (6) bid responses were received.

I. BACKGROUND

November 10, 1987, City Council designated funds in the
Capital Maintenance and Equipment Replacement Program to
purchase five (5) new trailer mounted leaf loading machines.
Bid requests were sent specifically to seventeen (17)
vendors that are listed on the City's bid list. A public
advertisement was also published in the Roanoke Times and
World News on December 6, 1987.
Bids were received after due and proper advertisement, and
were publicly opened and read 2:00 p.m., on December 16,
1987, in the Office of the Manager of General Services.
II. CUIARENT SITUATION
A. Two (2) bid responses were received. Bid tabulation is
attached.
The lowest bid submitted by Virginia Public Works Equipment
Co. meets all required specifications.

BE IT ORDAINED by the Council of the City of Roanoke that:
1. The City Manager or the Assistant City Manager is
authorized to execute for and on behalf of the City, and the City
Clerk is authorized to attest, an extension of the deed of lease
whereby the City shall lease to Mill Mountain Zoo, Inc., the Mill
Mountain Zoo property for a three-year term beginning January 1,
1988, through December 31, 1990, with either party having the
right to terminate at any time on thirty (30) days written notice,
such lease to contain such other terms and conditions as the City
Manager may require and to be in such form as is approved by the
City Attorney.
2. The City Manager or the Assistant City Manager is
authorized to execute for and on behalf of the City, and the City
Clerk is authorized to attest, an agreement between Roanoke

Subject: Mill Mountain Zoo and Zoo Choo Lease and Agreement
Dear Members of Council:
I. Back, round:
Mill Mountain Zoo was originally leased to Mill Mountain Zoo~
by a lease and agreement dated September 17, 1976. This was
authorized by Ordinance No. 23216, dated September 7, 1976.
Zoo Choo miniature railroad was installed and has since been
operated by the Roanoke Jaycees, Inc. This was originally
authorized by Ordinance No. 11526, dated August 11, 1952.
Authority to continue this operation has been reauthorized six (6)
times since that date, the last time, for a three (3) year period,
by Ordinance No. 27443, dated March 4, 1985.
Mill Mountain Zoo~ Inc. was created by the Roanoke Jaycees, Inc. in
1976 to take over the operation of the Zoo at a time when the City
was about to abandon the operation of it. The two entirely
separate corporations have gone their own separate ways in the
years since 1976. The Boards of Directors of the two organizations
are negotiating and generally in agreement upon a unified course of
action to take in the overall operation of the Zoo.
II. Current Situation:
Current Lease and Agreement expire on December 31, 1987. City
Administration recommends the extension of the lease between the
City and Mill Mountain Zoo, Inc., and agreement between the City,
Mill Mountain Zoo, Inc. and the Roanoke Jaycees, Inc., for opera-
tion of the miniature railroad for three (3) year terms, from
January 1, 1988 thru December 31, 1990 with 30 day termination pro-
visions in each document.

City Council authorize the extension of the lease and agreement
between the City, Mill Mountain Zoo, Inc. and the Roanoke Jaycees,
Inc., for a three (3) year term, from January 1, 1988 thru December
31, 1991 with a 30 day termination provision.
1. Timing to have lease and agreement in place without lapse of
time after expiration of previous lease and agreement is met.
Cost to City is the cost of it's provision of garbage removal,
maintenance of water and electrical service facilities, tree
trimming and leaf removal, water for zoo operation and fire
insurance. These are services currently provided under pre-
vious leases.
3. Need for continuity in the operation of the facilities is met.
B. City Council not authorize the extension of the lease and
agreement:
1. Timing to get lease and agreement in place promptly is not met.
2. Cost to City is zero, but there is the potential cost of taking
over the operation of the facilities.
3. Need for continuity in the operation of the facility is not
Recommendation: City Council authorize the extension of the lease
between the City and Mill Mountain Zoo, Inc. and the agreement between
the City, the Roanoke Jaycees, Inc. and Mill Mountain Zoo, Inc.,
relating to operation of the miniature railroad for three (3) year
terms, from January 1, 1988 thru December 31, 1990, the lease and the
agreement to each be terminable upon thirty (30) days written notice.
Said lease and agreement to be in a form similar to the current one and
in a form approved by the City Attorney.

The Roanoke Jaycees currently have an extension agreement with the City
of Roanoke and Mill Mountain Zoo which provides for the operation and
maintenance of a miniature train at Mill Mountain Zoo in addition to other
terms and provisions. This agreement was for a three year term beginning
January l, 1985 through December 3l, ]987.
Our Chapter would like to continue operating our "Zoo Choo" on Mill Mountain.
The Roanoke Jaycees, therefore, would like to enter into a similar extension
agreement with the City of Roanoke and Mill Mountain Zoo for an additional
three year term.

another three-year term. In addition, this is also to
confirm that the Mill Mountain Zoo, Inc. agrees in principle
to the renewal of the agreement between the Zoo, the City of
Roanoke, and the Jaycees, for the operation of the miniature
train on the premises of the Zoo. However, I wish to
emphasize that the details of such an agreement have not yet
been worked out.

A RESOLUTION supporting the request of the Virginia Department for
the Aging for state funding to meet the needs of the elderly through-
out the Commonwealth.
WHEREAS, 92.1-373.4 of the Code of Virginia states: "lilt is the
policy of the Commonwealth to support the development of co~aunity-
based resources to avoid inappropriate institutionalization of the
impaired elderly"; and
WHEREAS, the Area Agencies on Aging which provide community-based
services to our older citizens have become more proficient in the
location and identification of elderly people whose needs remain
totally or marginally unmet; and
WHEREAS, the numbers of the often frail needy elderly grow in con-
sonance with the overall rapid increase of our older population which
continues to increase more rapidly than the general population; and
WHEREAS, services needed by the elderly include, but are not
limited to, nutrition programs such as Meals-on-Wheels and Diners
Clubs, respite care, home repairs, ombudsman services and homemaker
care; and
WHEREAS, the mechanism for satisfying unmet needs exists and func-
tions through the League of Older Americans in Roanoke and in every
area of the state through its remaining 24 Area Agencies on Aging; and
WHEREAS, it has become impossible to stretch further the funds
currently available to fulfill present schedules of services and
programs for the elderly and also to relieve the unmet needs;
THEREFORE BE IT RESOLVED by the Council of the City of Roanoke
that:
1. This Council supports the request by the Virginia Department
for the Aging for state appropriation of $13.2 million to help respond
fully with a range of locally determined life sustaining services to
needy elderly Virginians;
2. This Council calls upon the members of the General Assembly
representing the City of Roanoke to support such funding; and
3. The City Clerk is directed

In your position, not only as the senior elected official of the City of Roanoke, but as a
volunteer in our Meals-on-Wheels program as well, you are familiar with problems faced by
the frail, needy elderly whom we try to serve. As you might expect, there are some whose
needs are not being met.
The Virginia Department for the Aging is submitting a biennium budget of $13.2 million
to be apportioned out to the 25 Area Agencies on Aging, which includes the League of Older
Americans, Inc. (LOA), to help meet these needs, serving people who are not now recipients.
The Virginia Coalition for the Aging has made support for the fund request their highest priority.
The City of Roanoke has always been a staunch supporter of the LOA for which we remain
grateful. We come to you again now and ask for your approval of a resolution like the one
attached for your consideration. If it is approved I would appreciate your having it sent forward
with a copy to me.

At a regular meeting of the Council of the City of Roanoke held
on Monday, January 4, 1988, Mr. Robert G. Jones addressed Council
with regard to construction of lifts in the vicinity of the Milt
Mountain Star and the Walnut Avenue Bridge. He advised that he
is of the understanding that there is an incinerator located on
the grounds of the Roanoke Civic Center, and suggested that the
City study the feasibility of disposing of refuse at that loca-
tion instead of the regional landfill.
On motion, duly seconded and adopted, Mr. Jones' comments were
referred to you for an appropriate response.
