W~/ES/mm Respectfully submitted, W. Robert Herbert City Manager Attachment: Bid Committee Report cc: City Attorney Director of Finance Director of Utilities & Operations Director of Public Works Manager, Sewage Treatment Plant Manager, Utility Line Services City Eningeer R~C~ Pul/() ~onor~ble ~¥or a~a ~embers of Oo~n~l Roanoke, Virginia October 26, 1987 Dear Members of Council: Subject: Bid Committee Report for Purchase of Flow Monitoring Equipment I. Back, round: Letter from the State Water Control Board, dated June 26, 1987, required downstream flow measurement in the Tinker Creek and Glade Creek ioterceptors as a condition of approval of the Glade Creek Sewer Extension to accommodate the Roanoke Center for Industry and Technology. Included with that letter is the additional stipulation and requirement that all future extensions must include downstream flow ana- lysis. City of Roanoke Utility Division has been performing a regu- lar inspection program by visually checking sewer systems for critical sections of inflow, infiltration and surcharge con- ditions and sending regular reports of the results to the Water Control Board. Although this program has been and will continue to be beneficial, it does not satisfy the Board's requirement of flow measurement and analysis. In order to comply with the State Water Control Board's ruling, the City of Roanoke must now establish a flow moni- toring program with adequate equipment to specifically measure the amount of flow in various sewer lines during both dry and wet weather in order to perform the proper and accurate analysis. This will require the purchase of some specific equipment to accomplish the task. General Services publicly advertised for and did receive two (2) bids for the purchase of the necessary flow monitoring equipment on October 14, 1987. Low bid in the amount of $25~055.00 was submitted by Marsh McBirney, Inc., 8595 Grovemont Circle, Gaithersburg, Maryland, 70877. Page 2 II. Issues in order of importance: A. Compliance of the bidders with the requirements of the Request for Quotation and the related Specifications. B. Amount of low bid. C. Funds for purchase. III. Alternatives are: A. Authorize the purchase of the equipment from Marsh McBirney, Inc. in the amount of $25,055.00. 1. Compliance of the bidders with the Request for Quotation and related Specifications was met. 2. Amount of low bid is acceptable and is 3.6% lower than engineer's estimate. 3. Funds for purchase are available in the Sewage Treatment Fund, Account Number 003-056-3175-9015. B. Reject all bids and not purchase the equipment at this time. 1. Compliance of the bidders with the Request for Quotation and related Specifications would not be an issue. 2. Amount of purchase price would probably be higher at a later date. 3. Funds would not be expended. IV. Recommendation is that City Council take the following action: A. Authorize the purchase of the flow monitoring equipment in the amount of $25~055.00, from Marsh McBirney, Inc. B. Reject the other bid received. Respectfully submitted, ~o Ptobert Merbert City Manager WRH:gs [}iTY 21~ i::lP'-: Roanoke, Virginia October 26, 1987 Honorable Noel C. Taylor, Mayor and Members of City Council Roanoke, Virginia Dear Mayor and Members of Council: Subject: Bid ~ittee Report - Isprov~p~nt to Shrine Hill Park Tmis Courts I. Background: City Council, on September 14, 1987, rejected the only bid received from S. R. Draper Paving Company of Roanoke for the subject project. This bid was in the amount of $26~066.20. City Administration re-evaluated and re-advertised the subject project with some modifications in quantities and work items included in the Base Bid: 1. Remove existinR asphalt surface to the stone base. Repave the three (3) courts with asphalt (no colora- tion of court surface). Provide sleeves and anchors for net posts and center straps (net posts and nets by City). 4. Reline all courts. II. Current Situation: City Council, on October 19, 1987, received two (2) bids for the subject project and referred these bids to the Bid Con~nittee for review and report back to Council. Low Base Bid, in the amount of $21~895.00 and a construc- tion time of 6--0 consecutive calendar days, was submitted by the S. R. Draper Paving Company of Roanoke. III. Issues: A. Need B. Bid Compliance C. Amount of the iow bid. Mayor and Members of Council October 26, 1987 Page 2 D. Funding E. Timing IV. Alternatives: Award a lump-sum contract to the low bidder, S. R. Draper Paving Company of Roanoke, to perform all the work included in the Base Bid, in the amount of $21~895.00 and a construction time of 6_90 consecutive calendar days. Also, establish a job contingency of $2,105.00 for a total project construction cost of $24,000.00. Need to improve the subject tennis courts for use by the neighborhood and the City Schools would be addressed. 2. Bid Compliance of the bid submitted by the S. R. Draper Paving Company has been verified. Amount of the low bid is close to the City estimate of $21,000.00 and it is acceptable. 4. Funding is available in the amount of $24~000.00 from the following sources: Shrine Hill Park Tennis Court Renovation (Account #008-050 9545-9003) $17,000 00 General Fund Capital Reserve (Account #001-002-9410-2200) ................ Total ... 7~000.00 5. Timin~ for the completion of the project would be early Spring, 1988. Do not award a construction contract and reject both the bids. Need to improve the subject courts for use by the neighborhood and the City Schools would not be addressed at this time. 2. Bid Compliance would not be an issue. 3. Amount of the low bid would not be an issue. Funding would remain available in the amount of $24,000.00. The results of the future competitive bidding for this project may require additional funds. Vo Mayor and Members of Council October 26, 1987 Page 3 ~Timin~ of project completion would be delayed. The subject courts would remain unusable for a longer period of time. Recommendation is that Council concur with the implementation of Alternative A and; Award a lump-sum contract to the low bidder, S. R. Draper Paving Company of Roanoke, to perform all the work included in the Base Bid, in the amount of $21,895.00 and a construction time of 60 consecutive calendar days. Establish a .lob contingency of $2,105.00 for a total project construction cost of $24~000.00. Co Transfer $7~000 from General Fund Capital Reserve Account No. 001-002-9410-2200 into the Shrine Hill Park Tennis Court Renovation Account No. 008-050-9545-9003. D. Reject all other bids. ATTEST: City Clerk. Roanoke, Virginia October 19, 1987 Honorable Mayor and City Council Roanoke, Virginia Subject: Use of Decal License for All Types of Trailers in Lieu of Metal Tags Dear Members of City Council: I. Background: A. The City of Roanoke currently uses a metal tag license for annual issuance to owners for all types of trailers (boat, camping, utility, semitrailers, etc.). B. Current license issue process involves the following costs per license in addition to personnel License Cost Postage Cost Envelope Cost Total and overhead: $ .60 Each .56 Each .15 Each $1.31 Per License Commissioner of Revenue recommended that the City change to a decal type license for all trailers in lieu of metal tags. Listed below are some local governments in the State that use a decal type license for trailers in lieu of a metal tag type license: 1. Albemarle County 2. Montgomery County 3. Roanoke County 4. Rockbridge County 5. Wythe County Projected cost per license usin9 a decal in lieu of a metal ta9 is as follows (excluding personnel and overhead): License Cost Postage Cost Envelope Cost $ .10 Each .22 Each .02 Each* Total $ .34 Per License * (Estimate) Honorable Mayor and Members of City Council Page 2 State regulations put no restrictions on the size or placement of decal type licenses for trailers. The Commissioner of Revenue recom- mends using the same size and design of decal as currently used for motor vehicles, and recommends placement on the rear of the trailer near the state license plate, or next to the state inspection sticker (for those trailers with braking systems requiring an annual inspection). II. Current Situation: City Chapter Code sections 20-32(b), and 20-33 will require modifica- tion if the City is to switch to a decal type license for all trailers effective with the 1988-89 license year. B. Projected first year savings are $1~940 based on 2,000 issuances, and costs given in section (I.D.) above. III. Issues: A. Cost savings. B. Simplified clerical processin9. IV. Alternatives: A. Authorize the City Attorney to prepare City Code revisions allowing the City to switch to a decal type license for all trailers. 1. Cost savings will be realized as a result of lower material costs. 2. Simplified clerical processin9 will be realized, further decreasing the cost of this departmental responsibility. B. Do not authorize the City Attorne~ to prepare City Code revisions allowing the City to switch to a decal type license for all trailers. 1. Cost savinQs will not be realized. 2. Simplified clerical processin9 will not be realized. Honorable Mayor and Members of City Council Page 3 V. Recommendation: Ae Concur in Alternative "A" above, authorizin9 the City Attorney to pre- pare the necessary City Code revisions to allow the City to switch to a decal type license for all types of trailers.
