1987-88 Grant Fund Appropriation Ordinance, and providing for an
emergency.
WHEREAS, for the usual daily operation of the Municipal
Government of the City of Roanoke, an emergency is declared to
exist.
THEREFORE, BE IT ORDAINED by the Council of the City of

As the result of official School Board action at its meeting of
October 13, 1987, the School Board respectfully requests City
Council to appropriate $175,000.00 for a Special Education Tuition
Grant to provide funding for the placement of special education
students at the direction of the State Department of Education.
The program is bne hundred percent reimbursed by state funds.
The Board further requests the appropriation of $5,358.00 for the
GED Testing program to provide instructors for the administration
of the GED examinations· The program will be funded with student

equipment, upon certain terms and conditions, by accepting a bid
made to the City for furnishing and delivering such equipment;
rejecting other bids made to the City; and providing for an
emergency.
BE IT ORDAINED by the Council of

to furnish and deliver to the City, f.o.b., Roanoke,
flow monitoring equipment, for the sum of $25,055.00,
is hereby ACCEPTED.
2. The City's Manager of General Services is authorized and
directed to issue the requisite purchase order therefor, incor-
porating into said order the City's specifications, the terms of
said bidder's proposal, and the terms and provisions of this
ordinance.
3. The other bids made to the City for the supply of such
equipment are hereby REJECTED, and the City Clerk is directed to
notify such other bidders and to express the City's appreciation
for their bids.

Dear Members of Council:
Subject: Bid Committee Report
for Purchase of Flow Monitoring Equipment
I. Back,round:
Letter from the State Water Control Board, dated June 26,
1987, required downstream flow measurement in the Tinker
Creek and Glade Creek ioterceptors as a condition of approval
of the Glade Creek Sewer Extension to accommodate the
Roanoke Center for Industry and Technology. Included with
that letter is the additional stipulation and requirement
that all future extensions must include downstream flow ana-
lysis.
City of Roanoke Utility Division has been performing a regu-
lar inspection program by visually checking sewer systems for
critical sections of inflow, infiltration and surcharge con-
ditions and sending regular reports of the results to the
Water Control Board. Although this program has been and will
continue to be beneficial, it does not satisfy the Board's
requirement of flow measurement and analysis.
In order to comply with the State Water Control Board's
ruling, the City of Roanoke must now establish a flow moni-
toring program with adequate equipment to specifically
measure the amount of flow in various sewer lines during both
dry and wet weather in order to perform the proper and
accurate analysis. This will require the purchase of some
specific equipment to accomplish the task.
General Services publicly advertised for and did receive two
(2) bids for the purchase of the necessary flow monitoring
equipment on October 14, 1987.
Low bid in the amount of $25~055.00 was submitted by Marsh
McBirney, Inc., 8595 Grovemont Circle, Gaithersburg,
Maryland, 70877.

A. Compliance of the bidders with the requirements of the
Request for Quotation and the related Specifications.
B. Amount of low bid.
C. Funds for purchase.
III. Alternatives are:
A. Authorize the purchase of the equipment from Marsh McBirney,
Inc. in the amount of $25,055.00.
1. Compliance of the bidders with the Request for Quotation
and related Specifications was met.
2. Amount of low bid is acceptable and is 3.6% lower than
engineer's estimate.
3. Funds for purchase are available in the Sewage Treatment
Fund, Account Number 003-056-3175-9015.
B. Reject all bids and not purchase the equipment at this time.
1. Compliance of the bidders with the Request for Quotation
and related Specifications would not be an issue.
2. Amount of purchase price would probably be higher at a
later date.
3. Funds would not be expended.
IV. Recommendation is that City Council take the following action:
A. Authorize the purchase of the flow monitoring equipment in

Subject: Bid ~ittee Report - Isprov~p~nt to
Shrine Hill Park Tmis Courts
I. Background:
City Council, on September 14, 1987, rejected the only
bid received from S. R. Draper Paving Company of Roanoke
for the subject project. This bid was in the amount of
$26~066.20.
City Administration re-evaluated and re-advertised the
subject project with some modifications in quantities and
work items included in the Base Bid:
1. Remove existinR asphalt surface to the stone base.
Repave the three (3) courts with asphalt (no colora-
tion of court surface).
Provide sleeves and anchors for net posts and center
straps (net posts and nets by City).
4. Reline all courts.
II. Current Situation:
City Council, on October 19, 1987, received two (2) bids
for the subject project and referred these bids to the
Bid Con~nittee for review and report back to Council.
Low Base Bid, in the amount of $21~895.00 and a construc-
tion time of 6--0 consecutive calendar days, was submitted
by the S. R. Draper Paving Company of Roanoke.

total project construction cost of $24,000.00.
Need to improve the subject tennis courts for use by
the neighborhood and the City Schools would be
addressed.
2. Bid Compliance of the bid submitted by the S. R.
Draper Paving Company has been verified.
Amount of the low bid is close to the City estimate
of $21,000.00 and it is acceptable.
4. Funding is available in the amount of $24~000.00
from the following sources:

AN ORDINANCE amending and reordaining subsection (b) of §20-32,
Plate, tag or decal Issuance; contents and color of decals, and
§20-33, Same - Display, of the Code of the City of Roanoke (1979), as
amended, to provide that decals be issued for trailers and to estab-
lish a location for placement of such decals.
BE IT ORDAINED by the Council of the City of Roanoke that:
1. Subsection (b) of §20-32, Plate, tag or decal Issuance;
contents and color of decals, of the Code of the City of Roanoke
(1979), as amended, is amended and reordained as follows:
§20-32. Plate, tag or decal - Issuance; contents and
color of decals.
(b) Licenses of the decal type shall be issued
only for trucks, tractor trucks, trailers, auto wagons
and motor vehicles, including motorcycles designed to
carry passengers, excluding taxicabs, van service
vehicles and for hire vehicles, as those terms are
defined in section 34-58 of this Code. The size, shape,
color and design of such decal shall be determined by
the City Manager in coordination with the Commissioner
of Revenue.
2. Section 20-33, Same - Display, of the Code of the City
of Roanoke (1979), as amended, is amended and reordained as
follows:
§20-33. Same - Display.
The license plate, tag or decal issued under this
article shall be securely attached to the vehicle for
which it was issued. License plates assigned to a motor
vehicle shall be attached to the front of such vehicle.
License plates assigned to a semitrailer shall be
attached to the rear of such vehicle. In each case, the
license plate shall be attached in some conspicuous
place thereon so it may be plainly visible and clearly
legible. Every license of the decal type shall be
displayed on the inside of and not more than three (3)
inches from the bottom of the windshield of the vehicle
for which it has been issued, adjacent to and, when
possible, to the right of the state inspection sticker;
provided, however, that motorcycle decals shall be
displayed from the left front position of the motorcycle
at the left front fork or left front position of the
fuel tank; decals on trailers with braking systems
shall be displayed next to the state inspection sticker;
and decals on trailers without braking systems shall be
displayed on the rear of the trailer near the state
license plate.

Subject: Use of Decal License for All Types of Trailers
in Lieu of Metal Tags
Dear Members of City Council:
I. Background:
A. The City of Roanoke currently uses a metal tag license for annual
issuance to owners for all types of trailers (boat, camping, utility,
semitrailers, etc.).
B. Current license issue process involves the following costs per license

type license for all trailers in lieu of metal tags.

type license for trailers in lieu of a metal tag type license:

4. Rockbridge County
5. Wythe County

State regulations put no restrictions on the size or placement of
decal type licenses for trailers. The Commissioner of Revenue recom-
mends using the same size and design of decal as currently used for
motor vehicles, and recommends placement on the rear of the trailer
near the state license plate, or next to the state inspection sticker
(for those trailers with braking systems requiring an annual
inspection).
II. Current Situation:
City Chapter Code sections 20-32(b), and 20-33 will require modifica-
tion if the City is to switch to a decal type license for all trailers
effective with the 1988-89 license year.
B. Projected first year savings are $1~940 based on 2,000 issuances, and
costs given in section (I.D.) above.

A. Cost savings.
B. Simplified clerical processin9.

Alternatives:
A. Authorize the City Attorney to prepare City Code revisions allowing
the City to switch to a decal type license for all trailers.
1. Cost savings will be realized as a result of lower material costs.
