No. 28774. A RESOLUTION reeognizing and commending the Honorable Robert A. Garland, Member, City Council, for his twenty-one years of de- voted service to this City and its citizens. WHEREAS, the Honorable Robert A. Garland was first elected to City Council in 1962, and has served as a member of this Council for twenty-one years; WHEREAS, the people of Roanoke have demonstrated their confidence in Mr. Garland by electing him to City Council seven times, and Mr. Garland haa served aa Vice-Mayor of the City on two separate oeeasions; WHEREA~, MI-. Garland served as Chairman of the Transportation Study Committee whieh recommended and implemented the creation of Greater Roanoke Transit Company to provide needed mass transit services for the Roanoke Valley; served as Chairman of the Cable Tele- vision Committee which awarded the first cable television franchise; and for many years served as Chairman of Council's Bid Committee which has the responsibility of reviewing bids on major construction pro- jects of the City; WHEREAS, Mr. Garland has always been a dedicated public servant, giving unselfishly of his time and ability and displaying particular attributes of honesty, integrity, loyalty, devotion to duty, fairness, friendliness and courtesy; and WHEREAS, this Council desires to take special note of Mr. Garland's twenty-one years of exemplary service; THEREFORE, BE IT RESOLVED by the Council of the City of Roanoke that the Council adopts this means of recognizing and commending the outstanding services rendered to this City and its people over twenty- one years by the Honorable Robert A. Schlanger Appropriation of Roanoke City School Grants and CMERP Funds for School System I have reviewed the attached request for appropriation for the School Board. The Flow Through grant, Governor's School grant, Refugee Children'grant, and Drug Free Schools grant are funded with 100% federal funding or donations. The report also requests that $221,896 of the School Board's $907,246 Capital Maintenance and Equipment Replacement Program (CMERP) funding be appropriated for the purchase of eight school buses. Back,round: City Council requested that the City Manager research and recommend an Employee Suggestion Program which would generate and utilize employee ideas on improving City operations and service levels. A work group was established to review the request and formulate the specific program structure. The work group consisted of represen- tatives from the City Manager's Office, Directorate of Administration and Public Safety, Office of Management and Budget, and Personnel Management. Existing suggestion programs in both the public and private sector were researched and evaluated for applicability to the City. Listed are some of the organizations queried: City of Baltimore, MD City of Chesapeake, VA City of Houston, TX City of Portsmouth, VA City of Va. Beach, VA Appalachian Power Company Bank of Virginia (Signet Bank) General Electric K-Mart Stores Operational policy was developed based upon the review of other existing program policies, individual research by the work group, and after review and comment by City administrative staff and program managers. II. Current Situation: A. The Employee Suggestion Pro~ram encourages full-time regular employees to submit suggestions on improving City operations and service levels. The program provides for monetary and non-monetary awards to be pre- sented to employees whose ideas are adopted and implemented. A detailed schedule of awards is given in the policy attached, with the basis of monetary awards being ten percent (10%) of first year savings generated (up to a maximum award of $2,000). Generally, department managers and other City employees whose job duties are of a management, administrative, research or technical nature will only be eligible for non-monetary awards. Honorable Mayor and City Council Page 2 Funding of monetary awards will be through the departmental operating budget from which the savings (resulting from the suggestion implemen- tation) are realized, whenever possible. Department of Personnel Management will be responsible for the daily administration of the Employee Suggestion Program. Office of Management and Budget will be responsible for evaluating suggestions with respect to determining cost savings, feasibility, and assisting with the implementation, if necessary. Public Information Officer will be responsible for all aspects of internal and external publicity associated with the Employee Suggestion Program. III. Conclusion: A. Target implementation date is October 1, 1987. B. Pro~ram is being publicized in the following manner: ° Internally produced informational brochure and letter from the City Manager to be mailed to each employee's home. ° City Corner (employee newsletter) feature article in September 30, 1987 issue. ° Press release to Roanoke Valley media detailing program on October i, 1987. ° Series of posters to be displayed throughout the year in employee work areas. Robert Herbert City Manager CITY OF ROANOKE, VIRGINIA EMPLOYEE SUGGESTION PROGRAM PURPOSE: The purpose of the City of Roanoke Employee Suggestion Program is: to improve the operations of the city government by encouraging employees to contribute practical ideas which result in monetary savings, increased effectiveness or efficiency of service to the public, safer working conditions or better public relations. to improve employee relations by increasing employee participation in the activities and operations of city government, and by pro- viding monetary awards and other recognition to employees whose suggestions are adopted and implemented. II. EMPLOYEE ELIGIBILITY AND AWARDS: A. Eligibility for Submission of Su99estions: All full-time, regular employees of the city are invited to submit suggestions that will improve operations, services and provide safer working conditions. B. Eligibility for Monetary Awards: Any city employee who submits a suggestion which is officially accepted and implemented is eligible to be considered for a monetary award, with the following exceptions: employees whose duties concern administrative planning and research, whose normal duties include the making of suggestions, or who are expected as part of their job to have ideas for improvement and to act upon them, are eligible for an award only for suggestions not related to their specific areas of concern; employees who are assigned a particular problem to solve that is within the scope of their duties and responsibilities are not eli- gible for an award for any improvement developed as a result of that assignment, unless the suggestion has wide application, sur- passing the scope of the assignment; employees serving on special committees are not eligible for an award for suggestions falling within the scope of the committee's assignment; ° department managers are encouraged to participate in the program, but will not be eligible for monetary awards. C. Eli~ibilit~ for Non-monetar~ Awards: In addition to receiving a monetary award, an employee whose suggestion has been accepted and implemented shall receive a cer- tificate of recognition. An employee may be awarded a certificate if the suggestion does not qualify for a monetary award, but is worthy of recognition. D. Waiver of Rights and Interest: The submission of a suggestion pursuant to this policy shall consti- tute a waiver of any and all claims of rights or interest in the suggestion by the eligible employee, his heirs or assigns against the city. III. SUGGESTION ELIGIBILITY: A. Eligible Suggestions: An eligible suggestion may be either new and original, or involve a new application of an old idea. A suggestion may be eligible for an award if it contributes to the efficiency, economy, or other improve- ment of city operations. To qualify for consideration, a suggestion must outline a problem and recommend a solution. Eligible suggestions may include, but are not limited, to: o improving methods and procedures to increase efficiency; ° saving time, labor, space, material or supplies; improving administrative or operations techniques and practices; ° improving tools, materials and equipment; eliminating unnecessary procedures, records and forms; eliminating bottlenecks, accidents, delays, duplications, waste, spoilage and fire hazards; improving public relations and service to the public; ° improving the safety or health of working conditions; and new ideas related to the above. B. Ineligible Suggestions: The following types of suggestions are NOT eligible for consideration for an award: -2- ° general complaints, grievances or expressions of dissatisfaction; proposals which do not include a constructive and specific means for improving city operations; proposals which call attention to the need for routine and/or regu- larly scheduled operations or maintenance and repair work; proposals to improve working conditions which are not related to a health or safety issue (i.e., air conditioning, decorations, fur- niture or mirrors, etc.); proposals which call for routine or normal safety practices. A suggestion which sets forth a more effective or safer method of maintaining or repairing equipment or materials IS eligible for consideration for an award; proposals to increase city fees, licenses, taxes, etc. Suggestions should not be of a nature that would be an increased cost to either the taxpayer or city employees; proposals calling for enforcement of existing rules; proposals where the potential benefits from adoption would not off- set the cost of processing; suggestions that call attention to a problem, but do not propose a solution; suggestions proposing salary increases, job reclassification, liberalization of leave policies, and similar changes in compen- sation and benefits; suggestions which are essentially duplicates of suggestions sub- mitted at an earlier date; proposals to have a "survey", "study" or "review" with a course of action to be taken in accordance with the findings. IV. SCHEDULE OF AWARDS: Awards funding shall be made from the departmental operating budget from which the savings are realized whenever possible. All monetary awards will be paid through the payroll system and subject to applicable payroll taxes. There are two schedules of monetary awards, one for tangible suggestions and one for intangible suggestions: A tangible suggestion is one which effects a measurable savings or increase in revenue. -3- Maximum and Minimum Awards for Tangible Suggestions - The award for an adopted and workable tangible suggestion may be a maximum of $2,000. In determining the amount of an award, 10 percent of the first year's measurable net savings or net increase in revenue to the above maximum shall be used as a guide. The Office of Management & Budget will be responsible for the determination of any savings and the Department of Finance shall validate any revenue increases. The minimum tangible award that will be processed is $50 due to the administrative cost of processing, therefore, suggestions generat- ing less than $500 in cost savings will receive no monetary award. An intangible suggestion is one which produces an improvement which is not subject to concrete measurement, such as an improvement in employee morale, safety, public relations, etc. Monetary Awards for Intangible Suggestions - The award for an adopted intangible suggestion having observable results will be determined as follows: Local or department-wide application ......................... $ 50 Multi-department, directorate-wide, or City-wide application ................................................ $100 The Office of Management & Budget will recommend to the Personnel Manager an award amount based on the merit of the suggestion. V. PROGRAM ADMINISTRATION: A. Administration of the Employee Suggestion Program: The Department of Personnel Management shall be responsible for the administration of the Employee Suggestion Program. The Personnel Manager shall select a Suggestion Program Coordinator from available staff to assist in handling the day-to-day activities. The duties of the Suggestion Program Coordinator shall be to provide necessary daily supervision for the Employee Suggestion Program within the framework of these guidelines: o to receive and personally acknowledge suggestions; o to keep suggestors informed of the progress and final disposition of their suggestions; o to process the necessary paperwork related to the payment of awards to be approved by the City Manager; ° to assist in the preparation of an annual report on the operation of the program; -4- plan and organize an annual awards ceremony involving the City Manager and elected officials to recognize employees receiving awards during this fiscal year. B. Publicits: The Public Information Officer shall establish and implement a program of publicity to stimulate, maintain and increase employee par- ticipation in the Employee Suggestion Program. C. Evaluation and Implementation of Suggestions by the Office of Management & Budget: The Office of Management & Budget, in conjunction with the suggestor and appropriate department manager, will evaluate those suggestions deemed eligible by the Department of Personnel Management. Suggestions which are feasible and approved by the City Manager will be implemented with help from the Office of Management & Budget, if necessary. D. Procedure for Handling Suggestions: The employee submits a completed suggestion form to the Suggestion Program Coordinator in the Department of Personnel Management. If necessary, the suggestor may contact the Suggestion Program Coordinator for assistance in completing the form. The suggestion form is dated, time stamped and entered into a log. If the Coordinator believes that the suggestion or the suggestor may not be eligible for consideration under these guidelines, he submits the suggestion for review and final decision on eligibility to the Personnel Manager. The employee is, whenever possible, personally contacted and sent an acknowledgment memorandum or letter. If the employee or suggestion are deemed ineligible by Personnel, the employee will be so advised at this time. If the employee and suggestion are deemed eligible, the employee will be eligible for a gift of appreciation for participating. This gift will be presented by the Suggestion Program Coordinator. ° Eligible suggestions are forwarded to the Office of Management and Budget (OMB) for review. OMB shall evaluate each eligible suggestion in conjunction with the affected department manager and suggestor in terms of both tangible and intangible benefits and, if the suggestion is determined to be feasible, determine jointly with Personnel the appropriate award, if any, to be made to the suggestor. When the adoption of a suggestion constitutes a monetary savings or additional cost to the city, OMB shall determine the amount of the savings or cost. -5- If it is NOT feasible to adopt the suggestion, OMB shall return the suggestion to the Coordinator with an explanation as to why the suggestion cannot be implemented. The Coordinator shall then notify the suggestor accordingly. OMB and Personnel shall recommend the adoption of feasible suggestions by forwarding their comments, along with any supplemen- tal information, to the appropriate director, if applicable, and City Manager for approval or disapproval. With the approval of the City Manager, the Coordinator notifies the suggestor, affected department manager and director, if applicable, who participated in the evaluation of each suggestion of the deci- sion on the matter. The affected department manager and suggestor involved, if appropriate, shall then place such approved suggestion into effect within a reasonable period of time, and then notify the Coordinator. OMB will assist the affected department manager and suggestor in the implementation phase and verification of actual savings. Should a problem arise concerning implementation of an approved suggestion, the matter shall be referred to the City Manager for determination. The City Manager reserves the right to refuse or delay implementation of a suggestion for budgetary, management or legislative reasons. Upon validation of the implementation of a suggestion, and veri- fication of savings by OMB, the Coordinator will process the necessary paperwork to the Department of Finance for payment of the award. The award check and certificate of merit will be presented by the suggestor's department manager and director, if appropriate. The determination of the City Manager on all suggestions shall be final and not subject to the city's Grievance Procedure or other appeal processes. Additionally, no issue arising from the suggestion program will be grievable at any level of the organiza- tion. VI. AMENDMENT OF THE EMPLOYEE SUGGESTION PROGRAM CRITERIA: In order to provide for future changes in the program, these criteria may be amended by the City Manager. VII. RESPONSIBILITY OF OPERATING OFFICIALS: It is the responsibility of each City department manager to encourage and promote employee participation in the Employee Suggestion Program. City department managers and supervisors will respond on a timely basis to requests for assistance in evaluating any suggestion concerning activi- ties under their supervision. -6- VIII. The City will not be liable for payment to the selected vendor if no refund(s) or credit(s) is found to be due to the City as a result of the audit. II. Current Situation A. Proposals were evaluated by representatives of the following depart- ments: 1. Management and Budget 2. General Services/Purchasing 3. Finance Evaluation of the responding firms' proposals revealed that only one (1) proposal was in accordance with the services specified in the City's request for proposals. The City then engaged in discussion with the only offerer who was deemed fully qualified, responsible and suitable. III. Issues A. Potential increase in revenue or cost savings to the City. B. Improved internal control of the utility invoice payment process. IV. Alternatives A. Accept proposal from Tri-Stem, Inc. Additional revenue or cost savings may be realized as a result of the professional auditing services. Tri-Stem, Inc. would receive fifty percent (50%) of actual refunds or credits resulting from the audit. 2. Improved internal control of the City's utility invoice payment process may result from recommendations arising from the audit. B. Reject all proposals 1. August Honorable Mayor and Members Roanoke City Council Dear Members of Council: The Roanoke Regional Airport Commission would like to relocate the Glide Slope Navigational Aid serving Runway 33 at the Roanoke Regional Airport. This relocation is necessary to clear the field beside the runway for the proposed new Airport Terminal Project. Work would be provided by the Federal Aviation Administration (FAA) as part of the $2,595,500 Phase I grant project. This Phase I grant project was to provide land acquisition, design and initial site grading and clearing and was funded as follows: FAA $1,902,806 State 114,500 Local 578t994 $2,595,500 The project in question necessitates the Commission entering into a contract with FAA for an estimated amount of $174,821. The Glide Slope would be out of service for 2 - 3 months and, consequently, work should commence late spring or early fall so as to be completed prior to the majority of inclement weather which would be expected this winter. This matter was approved by the Roanoke Regional Airport Commission, in accordance with the attached report, on August 13, 1987. In accordance with the Roanoke Regional Airport contract agreement, effective July 1, 1987, any capital improvement requiring an expenditure in excess of $100,000 requires the approval of the participating local govern- ments. Therefore, your approval is requested prior to entering into the contract with FAA for the relocation of the Glide Slope. The Commission upon receipt of a statement setting forth su~mmary costs for relocation of the Glide Slope serving Runway 33 at Roanoke Regional Airport will reimburse the FAA quarterly for the actual project costs incurred by FAA in furnishing supplies, equipment and services under this agreement. Upon term- ination of the agreement for any cause, the Commission will reimburse the FAA for all project costs incurred and for all necessary liquidating expenses. ARTICLE IV: Effective Date This agreement is effective as of the date the agreement is executed by the FAA and will be concluded when the project is completed and all payments have been made. Damages Except for damage to or destruction of FAA property caused by the FAA or any FAA personnel, the Commission agrees to reimburse the FAA for any damage to or destruction of F~% property arising out of work under this Agreement. The new location will be 350 feet west of runway centerllne and 1000 feet from threshold. A 2 to 3 month facility shutdown will be required for this move. The obligations of the Roanoke Regional Airport Commission and the Federal Aviation Administration (FAA) in this relocation shall be as follows: The Roanoke Regional Airport Commission shall: 1) Perform all required grade work for the proposed Glide Slope site and critical areas as approved by the FAA. 2) Provide for the installation of commercial power to the vicinity of the new site. 3) Construct a paved access road from the runway to the site in accordance with FAA requirements. 4) Provide the FAA with all applicable construction drawings and specifica- tions necessary to complete the design and installation of the relocated Glide Slope. 5) Reimburse ~he FAA for all costs generated by relocation in accordance with the following: The FAA shall: 1) Perform all necessary design, construction, installation, and flight inspection necessary to relocate and return the Glide Slope facility to service. Ordinance No. 8415, dated February 25, 1946, closed all of the alley lying between Kimball Avenue, N.E., and the Norfolk and Southern Railway, except for the subject portion situated between Lots 1 and 13, of Block 24, as currently requested for closure. Street section and alley portion are both currently undeveloped and have apparently never been opened or utilized as public rights-of-way. Applicant seeks to close and vacate the subject street and alley portion in order to combine the vacated rights-of-way with the adjacent parcels to increase their marketability. Secretary to the Plannim~ Commission has notified all other adjacent property owners of the requested closure. Planning Commission reviewed the request for closure at its regular meeting of July 1, 1987. III. Issues: Neighborhood Impact: Closure would have no effect on the neighborhood or adjacent businesses. Be Traffic Impact: Closure would have no effect on traffic or traffic needs. C. Utilities within the right-of-way: 1. City has no utilities within the right-of-way. Correspondence received by the staff indicates that there are no private utilities located within the rights-of-way. Creation of a dead-end street or alley - No. Closure will eliminate a dead-end street and a dead-end alley. Relationship to the Comprehensive Plan: Request is consistent with the intent of the Comprehensive Plan that available land be used in the most appropriate manner. Street and alley portions are residual sections of older and former street configurations that existed when the area was zoned and utilized for residential uses. Adjacent area (Deanwood) has been redeveloped in recent years for industrial use and street systems have been realigned. Street and alley portions as requested for closure are not compatible with the new street design and currently serve no useful purpose in the area. Members of the Council Page 3 IV. Recommendation: The Planning Commission, by a vote of 6-0 (Mr. Bradshaw absent) recommends that the applicant's request to close and vacate the subject street and alley be approved as requested. The recommendation is based on the following conclusions: Street and alley portions have remained undeveloped and unneeded for many years, as public rights-of-way. Background: Purpose of rezoning request is to construct a highway convenience store. Racetrac Petroleum has a contract to purchase a 0.879 acre tract for the highway convenience store. Remainder of 2.439 acres would be utilized by individual property owners for general coum~ercial use. Initial rezoning request submitted on 5/13/87 (after new zoning regulations went into effect) was only for 0.879 acres. Request was conditioned to provide for zoning reversion to HM if issuance of a building permit was not received within three years. Zoning Ordinance provides, as it did in the old ordinance, that no C-2 district less than two acres be created. Consequently, additional property was needed in order for a rezoning to be considered. Amended petition to rezone 2.29 acres was filed on 6/10/87. Petition is unconditional. Petition is from three property owners and one contract purchaser. Amended Exhibit "A" showing corrected boundaries of area to be rezoned, now totalling 2.439 acres, was filed on 7/1/87. Room 355 Municipal Building 215 Church Avenue S NV Roanoke Virginia 24011 (703) 981 2344 Preliminar~ subdivision plat for Racetrac property was submitted to the Office of Community Planning on 4/6/87. During review of the plat it was determined that the proposed new zoning regulations would not permit this commercial use in an industrial district. This plat also showed one lot which would be substandard under the new regulations. Applicant was advised that a rezoning would be necessary if the project was not underway prior to the effective date of the proposed new zoning regulations. Lots in the C-2 zone are now required to be a minimum of 10,000 square feet. The submitted plat (attached) shows one substandard lot that will be 8,450 square feet. The applicant is requesting a variance from the Board of Zoning Appeals of the required lot size, to be heard by the Board on August 4. Planning staff recommended denial of the rezonin~ request. Subject properties were felt to be zoned properly for existing industrial businesses in the area and would be viable for industrial development. The City's Comprehensive Plan recommends protecting such industrial properties. Rezoning for general commercial use would adversely affect future redevelopment of the area, would increase traffic congestion on this portion of Orange Avenue and would encourage further strip commercial development along the 460 corridor. Plannin~ Commission public hearing was held on 7/1/87. The petitioners and their attorneys expressed their concern for reuse of the commercial parcel (Clara's Kitchen), now vacant and zoned LM. They also expressed their desire to provide an attractive new commercial development on that portion of Orange Avenue. II. Issues: A. Zoning. B. Land use. C. Utilities. D. Traffic. E. Drange Avenue and 9th Street, Northeast, and encompassing the entirety of tax number 3050201, and is the owner of a tract of lan, in the City of Roanoke containing 0.094 acres, more or less, located on the south of Orange Avenue between 9th and llth Streets Northeast, and encompassing a portion of tax number 3050306. Another of your petitioners, Virginia Foundry Co., Inc., is the owner of a tract of land in the City of Roanoke, containing 1.023 acres, more or less, located on the northwest corner of McDowell Avenue and 9th Streets, Northeast, and encompassing a portion of tax number 3050207. All of these tracts are currently zoned HM- Heavy Manufacturing District. A map of the property to be rezoned, totalling 2.290 acres, more or less, is attached as Exhibit "A". A concept plan of that tract on which petitioner Racetrac Petroleus Inc., has a contract to purchase land is attached as Exhibit 'B". Pursuant to Article VII of Chapter 36.1-690, Code of the City of Roanoke (1979), as amended, the Petitioners request that the property be rezoned from HM - Leavy Manufacturing District to C-2 General Commercial District, for the purpose of building a high%~ay convenience store on the tract on which Racetrac Petroleum, Inc., has a contract to purchase land, and of permitting general ccmmer- cial use of the remainder of the property. The Petitioners believe that the rezoning of the tracts will further the intent and purposes of the City's Zoning Ordinance and its comprehensive plan, in that it will allow the highest and best use of the land in conformance with the overall neighborhood usage, will permit the establishment of a service to the .public that will conform generally to existing business in the neighborhood, and will make available for commercial development appropriate property along Orange Avenue, Northeast. Attached as Exhibit "C" are the names, addresses and tax numbers of the owner or owners of all lots or property immediately adjacent to or immediately across a street or road from the pro- perty to be rezoned. WHEREFORE, the Petitioners request that the above-described tracts be rezoned as requested in accordance with the provisions of the Zoning Ordinance of the City of Roanoke. Back~round: City of Roanoke acquired the reservoir property located on Jeters Chapel Mountain in Bedford County, many years ago. Due to the location of old property boundaries relative to the winding moun- tain road (VA Route 635) some parcels of private property that originally had minimal road frontage, when subdivided, produced smaller parcels lacking road frontage due to portions of the large City holdings being located between them and the road. A few of the owners of these landlocked parcels have acquired access easements from the City, some have failed to do so. Current Situation: A. Malcolm M. Doubles is acquiring a 3.0 acre parcel of property on Route 635. Investigation into the title to the property has revealed that the parcel is landlocked by City property. The property is approximately ten (10) feet from the road right of way at its closest point. Plats of the parcel made over the last twenty (20) years or so have shown a 20 foot right of way easement that serves the pro- perty 50.17 feet long (This length caused by the right of way being at an acute angle to both the road and the property line), measured from the center of Route 635. Apparently this easement was never recorded (see attached map). Mr. Doubles requests that the City grant him the right of way easement shown on the attached map prepared by T. P. Parker and Son, dated May 29, 1986, entitled "Survey For Mark H. & Jill R. Femrite". D. City Administration recommends that the one time fee for granting the right of way easement be $100.00. Director of Utilities and Operations has authorized Appalachian Power Company to start preliminary work due to need for temporary electric service at "Advance Auto" site, subject to ratification by City Council. Temporary service from the end of the permanent overhead service, as shown by the easement on the attached proposed Indenture Agreement, will also be overhead crossing Blue Hills Circle, N.E. and portions of the Advance Auto site to the point of need. The permanent line from the end of the easement will ultimately be underground where it crosses Blue Hills Circle, N.E. and as it crosses the Advance Auto site to its permanent connection to the completed building. WHEREAS, the Virginia Department of Mental Health, Mental Retar- dation and Substance Abuse Services for the past fifteen years has pursued a policy of deinstitutionalization during which time the aver- age daily institut'io~al census, has been reduced by greater than 50%; WHEREAS, the state has identified over 13,000 mentally disabled citizens as in need of residential and associated day support, case management and emergency services; WHEREAS, a 1986 United Way Study of the Roanoke Valley reported nearly 6,000 households experienced significant barriers to achiev- ing a reasonable quality of life as a result of mental health needs; WHEREAS, the aforementioned study identified 3,300 Roanoke Valley households as experiencing barriers as a result of substance abuse; WHEREAS, the City of Roanoke in 1987 conducted a study of "No Place to Call Home" that determined that 501 persons were released to the Roanoke area from State hospitals in FY 85-86 in need of an array of community services; WHEREAS, a study conducted by the Roanoke Council of Community Services in conjunction with the Association for Retarded Citizens- Roanoke found need for a variety of housing options for 1,500 per- sons with mental retardation; Office of the City Clerk August 26, 1987 File #72 The ftonorable J.
