Redevelopment and Housing Authority that a portion of
Georgia Avenue, N. E., lying between Kimball Avenue,
N. E., and the right-of-way line of the Norfolk and
Western Railway Company; and that portion of a certain
10 foot alley located in the center of Block 24 of
Deanwood Terrace, beginning at the intersection of
Kimball Avenue, N. E., and running in an easterly
direction approximately 40 feet to the point at which
said alley was closed, be permanently vacated, discon-

GROWTH RATES IN THE HISTORY OF OUR CITY AS FAR AS THE

PERFORMANCE OF OUR LOCAL TAX STRUCTURE IS CONCERNED. SALES TAX
ALONE DID NOT GROW AT ALL. IN FACT, WE COLLECTED LESS THIS YEAR
FROM THAT IMPORTANT CATEGORY THAN WE DID THE PREVIOUS FISCAL YEAR.
ALL TOLD, THE IMMEDIATE FUTURE DOES NOT LOOK BRIGHT
EITHER -- WE ARE STILL IN WHAT IS CALLED A "FLAT ECONOMY" -- AND
WE SEE NO HELP ON THE FEDERAL HORIZON.
OUR CITY HAS ALWAYS HAD A BIG HEART -- A PROVIDER OF
MANY SERVICES TO ITS CITIZENS AND AN ESPECIALLY BIG CONCERN FOR
ITS DISADVANTAGED, OUR POOR, AND OUR ELDERLY.
OUR COUNCIL TOOK COURAGEOUS ACTION DURING THIS PAST
BUDGET YEAR -- FACING THE FINANCIAL SITUATION HEAD-ON, BUT FULLY
REALIZING THAT IF WE ARE TO MAKE ROANOKE A "CITY OF THE FUTURE,"
WE NEED THE REVENUE TO MAKE THE NECESSARY IMPROVEMENTS TO OUR
SCHOOLS, OUR STREETS, OUR BRIDGES, OUR STORM DRAINS, AND THE MANY
OTHER ESSENTIAL INFRASTRUCTURE PROJECTS.
I COMMEND THIS COUNCIL FOR MAKING THESE TOUGH, AND
SOMETIMES UNPOPULAR DECISIONS.

STRATEGIC RLANNING IS VITAL TO OUR FUTURE SUCCESS
CITIES IN THE 1980'S ARE CONFRONTED WITH TWO REALITIES.
FIRST, THE WORLD IS CHANGING, AND NO COMMUNITY IS EXEMPTED FROM
CHANGE. SECOND, RESOURCE LIMITATIONS REQUIRE CAREFUL CHOICES:
THE COMMUNITIES OF THE UNITED STATES CANNOT BE ALL THINGS TO ALL
PEOPLE.
ON THE POSITIVE SIDE, NEW OPPORTUNITIES ARE EMERGING.
THE SUCCESSFUL CITIES WILL SEIZE THOSE OPPORTUNITIES AND WILL
PROSPER.
FOR THE CITY, WHICH IS DEDICATED TO GROWTH AND
DEVELOPMENT, THERE IS ONLY ONE ANSWER -- STRATEGIC PLANNING.
STRATEGIC PLANNING IS A SYSTEMATIC WAY TO MANAGE CHANGE
AND CREATE THE BEST POSSIBLE FUTURE. IT IS A CREATIVE PROCESS
FOR IDENTIFYING AND IMPLEMENTING THE MOST IMPORTANT ACTIONS THAT
A LOCALITY NEEDS TO TAKE. AT THE HEART OF THE STRATEGIC PLANNING
PROCESS IS THE RECOGNITION OF WHAT A LOCALITY'S STRENGTHS AND
WEAKNESSES ARE
OPPORTUNITIES.
AND THE PROJECTION OF FUTURE PROBLEMS AND
SUCCESSFUL CITIES HAVE NO CHOICE BUT TO ANTICIPATE THE
FUTURE. IN TODAY'S WORLD, PLANNING BECOMES AN ABSOLUTE
ESSENTIAL. THERE ARE NEW OPPORTUNITIES AND MORE AGGRESSIVE
COMPETITION. THE FIGHT FOR SURVIVAL CAN BE FEROCIOUS. WITHOUT
PROPER PLANNING, A CITY CAN FIND ITSELF WITHOUT A RUDDER OR
DIRECTION.
STRATEGIC PLANNING IS INNOVATIVE, EXPLORATORY,
VENTURESOME, AND VISIONARY. RISK AND UNCERTAINTY ARE WATCHWORDS.
PROPER PLANNING
-- ITS MISSION AND ITS
THERE MUST A COMMITMENT TO

PLANNING ESTABLISHES AN EARLY WARNING SYSTEM. AN ORGANIZATION
HAS NO CHOICE BUT TO ANTICIPATE THE FUTURE, TO ATTEMPT TO MOLD
IT, AND TO PROJECT INSPIRED OBJECTIVES. PLANNING IS THE HIGHEST
RESPONSIBILITY AND IT MEANS DEVISING A STRATEGY FOR THE COMING
YEARS -- NOT IN PRESCRIBING YESTERDAY'S TACTICS FOR TOMORROW.
IMPLEMENTATION IS THE KEY TO STRATEGIC PLANNING, AS
OPPOSED TO LONG-RANGE PLANNING AND GOAL SETTING. STRATEGIC
PLANNING FOCUSES ON THE ALLOCATION OF SCARCE RESOURCES TO CRITICAL
ISSUES. DEVELOPMENT OF THE PLAN SETS THE STAGE FOR THE CRUCIAL
IMPLEMENTATION PHASE. STRATEGIC
FROM OTHER KINDS OF PLANNING BY
WELL AS BY THESE KEY INGREDIENTS:
PLANNING CAN BE DISTINGUISHED
ITS SPECIFIC METHODOLOGY, AS

OUR CONSTANT STRUGGLE FOR EXCELLENCE
SPEAKING GENERALLY, THE CITY OF ROANOKE IS IN A HIGH
STATE OF PROSPERITY. OUR CITY RANKS AMONG THE TOP AMERICAN
CITIES WITH A POPULATION RANGE OF 100,000 CITIZENS. WE HAVE
BETTER STREETS, FEWER SLUMS, A FINE SYSTEM OF PUBLIC EDUCATION,
CITIZENS WHO ARE CONCERNED ABOUT AND INVOLVED IN THE CITY
GOVERNMENT, A STRONG AIRPORT IMPROVEMENT PROGRAM WHICH WILL
STRENGTHEN THE ECONOMY OF WESTERN VIRGINIA, GOOD FIRE PROTECTION,
AND A POLICE FORCE THAT STRIVES DILIGENTLY TO REDUCE CRIME IN THE
CITY. A CONSTANT EFFORT IS BEING MADE TO IMPROVE OUR LARGE RANGE
OF CITY SERVICES.
I MUST ADMIT THAT I HAVE BEEN SAD AT HEART AS I HAVE
WATCHED THE WITHDRAWAL OF FEDERAL SUPPORT FOR THE MOST
VULNERABLE IN OUR CITY. I AM GRIEVED EVEN MORE AT THE IMPACT THE
WITHDRAWAL OF FEDERAL FUNDS HAD ON OUR ENTIRE CITY. YET, I AM
SURE THAT MANY CITIZENS WHO UNDERSTOOD THE TRUE PICTURE GAVE
SUPPORT TO CITY MANAGER BOB HERBERT'S FISCAL PLAN, OVER WHICH HE

AND THE BUDGET TEAM LABORED ZEALOUSLY TO SEE THAT THE CITY OF
ROANOKE RAISES THE RESOURCES AND MAKES THE MOST IMPORTANT
INVESTMENTS THAT WILL ENABLE THE "STAR CITY" TO BE A PLACE THAT
WE ARE PROUD TO CALL HOME. OUR MANAGEMENT TEAM AND COUNCIL
APPOINTED ADMINISTRATORS AREVERY HUMAN, VERY CARING AND VERY
COMPETENT.
STRONG
HAPPENS WHEN CHILDREN DON'T MAKE IT IN SCHOOL.
OUR COUNCIL HAS ATTEMPTED TO PROVIDE A WELL FUNDED --
SCHOOL PROGRAM. AS MAYOR, I AM FULLY AWARE OF WHAT
I SEE THEM ON THE
STREETS WITHOUT JOBS, I
PRISONS. THAT IS WHY WE
WITH OUR SCHOOL SYSTEM
SEE THEM ON WELFARE ROLLS, AND IN THE
MUST CONTINUE TO WORK VERY CLOSELY
AND INSPIRE OUR SUPERINTENDENT,
ADMINISTRATORS, FACULTY, AND CLASSIFIED WORKERS TO GO THE EXTRA
MILE IN PROMOTING EXCELLENCE IN ALL PHASES OF EDUCATION. WE MUST
ALSO DEVELOP A PLAN FOR REHABILITATING OUR SCHOOLS THAT ARE IN
DIRE NEED OF RENOVATION.
ALTHOUGH THIS IS THE STATE OF THE CITY ADDRESS, I MUST
PAUSE TO THANK OUR STATE OFFICIALS FOR SUPPORTING OUR AIRPORT

EXPANSION PROGRAM AND WORKING AS A CO-PARTNER IN BRINGING NEW
INDUSTRIES TO THE CITY OF ROANOKE. THROUGH OUR UNITED EFFORTS,
ALL ROANOKE VALLEY GOVERNMENTS WILL BENEFIT.
ONE EFFORT THAT WILL ENHANCE THE ECONOMY OF THE ENTIRE
ROANOKE VALLEY IS THE EXPLORE PROJECT, WHICH IS A TREMENDOUS
UNDERTAKING THAT WILL BE UNIQUELY DIFFERENT FROM ANY PROJECT OF
ITS KIND IN EXISTENCE TODAY. ITS CULMINATION WILL BE THE RESULT
OF A LOCAL, STATE, AND FEDERAL SUPPORT PROGRAM THAT WILL
ESTABLISH ONE OF AMERICANS FINEST DESTINATION ATTRACTIONS.
THROUGH OUR LOCAL, STATE AND NATIONAL EFFORTS, I AM
CONVINCED THAT THE UNITED STATES OF AMERICA WILL REMAIN THE
NUMBER ONE NATION IN THE WORLD. THE UNITED STATES, HOWEVER,
MUST IMMEDIATELY TAKE CONTROL OF ITS GROWING FEDERAL DEFICIT. WE
MUST SAVE MORE THAN WE SPEND IF WE ARE TO REMAIN A GREAT SUPERPOWER.

SNATCHED FROM THE VERY JAWS OF DEFEAT. BEHIND EVERY GREAT
VICTORY WE HAVE ACHIEVED IN THE CITY OF ROANOKE LIES MANY A TRIAL
AND PERHAPS MORE TIMES THAN NOT A DEFEAT. THIS IS A HARD LESSON
TO LEARN AND MANY OF US, MOST OF US, WILL RESIST IT. WE WANT THE
VICTORY, BUT NOT THE TRIALS AND TESTING WHICH LIE BEHIND MOST OF
OUR OUTSTANDING ACHIEVEMENTS.
THAT DAY IN ISRAEL, SAMUEL PUT UP A STONE BETWEEN SHEN
AND MIZPEH AND CALLED IT EBENEZER. "HITHERTO HATH THE LORD
HELPED US." THAT WORD HITHERTO IS WHAT I WANT TO HITCH ON TO.
THAT STONE AT EBENEZER WAS TO BE A MONUMENT OUT OF THE PAST TO
GIVE HOPE IN THE FUTURE. WHENEVER GOD'S PEOPLE CAME TO A HARD
PLACE AND ENEMIES SEEMED TO OVERRUN THEM, THEY COULD GO BACK TO

THE LORD AND 100,000 CITIZENS WHO WILL HELP US CLAIM THE VICTORY.
LET US NOT GIVE UP IN DESPAIR BECAUSE A PARTICULAR MOMENT IN THE
HISTORY OF ROANOKE MAY BE DIFFICULT OR THE NIGHT IS DARK. I
REMIND YOU THAT THE STAR OF HOPE SHINES CLEARLY ONLY IN THE
NIGHTTIME: THE LIGHTENING BUG GLOWS ONLY IN DARKNESS; THE
JEWELERS PUT THEIR FINEST STONES ON BLACK VELVET BACKGROUNDS.

1. OUR CITY MANAGER HAS BEEN DISCUSSING WITH ME HIS
DESIRE TO FORMULATE A STRATEGIC PLAN FOR THE CITY. I AMNOW
READY TO RECOMMEND THAT WE DEVELOP A FIVE-YEAR STRATEGIC PLAN FOR
THE CITY OF ROANOKE. THE CITY HAS LIMITED RESOURCES AND THE
QUESTION THAT NEEDS TO BE POSED, DEBATED AND ANSWERED IS WHAT ARE
OUR MAJOR GOALS AND HOW ARE WE GOING TO ALLOCATE OUR RESOURCES TO
MEET THOSE GOALS. CITY COUNCIL, IN PARTNERSHIP WITH OUR
MANAGEMENT TEAM, NEEDS TO BUILD A CONSENSUS ON IMPORTANT ISSUES
FACING THE CITY. SOME EXAMPLES FROM MY PERSPECTIVE ARE AS
FOLLOWS:
A. REVENUE ALLOCATION -- IT IS THE CONSENSUS OF COUNCIL
TO MAINTAIN OR REDUCE CITY TAXES WITH RELATION TO CITY SERVICES
AND IMPORTANT CAPITAL EXPENDITURES. ONE OF THE MOST IMPORTANT
QUESTIONS PRESENTED TO THIS CITY COUNCIL AND ADMINISTRATION IS
THAT OF ECONOMY IN EXPENDITURES AND SUFFICIENCY OF REVENUE.
B. NEIGHBORHOOD AND ECONOMIC DEVELOPMENT
OEVELOPMENT EFFORT IS TOO MUCH OR TOO LITTLE.

THESE ISSUES AND MANY MANY MORE ARE CONFRONTING THIS
CITY COUNCIL ON A CONTINUING BASIS. IT IS ILLOGICAL TO DEAL WITH
THEM ON AN INDIVIDUAL BASIS BECAUSE THEY ARE CLEARLY CONNECTED
AND MUST BE DEALT WITH IN A COMPREHENSIVE WAY.

TO DEVELOP A PLAN FOR COUNCIL'S CONSIDERATION THAT WOULD

FOR THE CITY OF ROANOKE THAT WOULD INCLUDE THE FULL PARTICIPATION
OF CITY COUNCIL AND OUR CITY ADMINISTRATION.
2. IN MY STATE OF THE CITY ADDRESS FOR 1986, I CALLED
FOR A STRENGTHENING OF THE WORKING RELATIONSHIP BETWEEN THE CITY
OF ROANOKE AND VIRGINIA TECH/BLACKSBURG.MY CALL WAS FOR A
CLOSER WORKING ALLIANCE THAT WOULD STRENGTHEN BOTH THE UNIVERSITY
AS WELL AS THE CITY OF ROANOKE.
REPORT TO YOU THAT THE PRESIDENT OF
TO THAT END, I AM PLEASED TO
VIRGINIA TECH HAS FORMULATED
A ROANOKE/VIRGINIA TECH ADVISORY COUNCIL. THE ADVISORY COUNCIL
IS WORKING IN A NUMBER OF AREAS TO ADDRESS INDIVIDUAL AND MUTUAL
NEEDS.
PRIMARY AMONG THE CONCERNS THAT HAVE BEEN INITIALLY
IDENTIFIED IS THE NEED FOR A DIRECT TRANSPORTATION LINK BETWEEN
INTERSTATE 81 AND VIRGINIA TECH. TO THAT END, I BELIEVE THAT
ROANOKE CITY COUNCIL CAN PLAY A VITAL ROLE IN SUPPORTING THE TOWN
OF BLACKSBURG IN IDENTIFYING AND OFFERING THE ROANOKE VALLEY,S
SUPPORT IN THE CONSTRUCTION OF AN IMPORTANT HIGHWAY LINK BETWEEN
THE TWO AREAS.
I BELIEVE THAT IT IS IMPERATIVE AND RECOMMEND TO CITY
COUNCIL THAT WE CONTINUE TO BUILD ON THIS IMPORTANT RELATIONSHIP
BY ADOPTING A RESOLUTION ENDORSING THE BLACKSBURG SOLUTION AS A
REASONABLE ALTERNATIVE TO OUR MUTUAL TRANSPORTATION NEEDS.
3. THE PRIME MOTIVATION AS WE LABOR TO IMPROVE THE CITY
OF ROANOKE IS TO ENHANCE OUR CITY'S ECONOMIC HEALTH. AS CITY
COUNCIL KNOWS, THERE IS NO BETTER WAY TO INSURE LONG-TERM

ECONOMIC HEALTH THAN WITH A SUCCESSFUL ECONOMIC
PROGRAM. FOR A NUMBER OF YEARS, ROANOKE'S ECONOMY
BECAUSE OF THE LACK OF AVAILABLE SITES. CITY COUNCIL, IN
DEVELOPMENT
STAGNATED
1983,
FACED UP TO THAT DEFICIENCY BY BUYING 300 ACRES OF RAW LAND WITH
NO PROSPECTIVE BUYERS. THAT 300 ACRES OF RAW LAND IS NOW WHAT WE
KNOW AS THE ROANOKE CENTRE FOR INDUSTRY AND TECHNOLOGY. THE
WISDOM OF THAT PURCHASE THEN, AND OUR CONTINUING INVESTMENT IN
THAT PARK, IS BORNE OUT BY THE PARADE OF COMPANIES THAT HAVE NOW
SETTLED THERE-- THE WORLDWIDE HEADQUARTERS OF GARDNER-DENVER,
ORVIS CATALOGCOMPANY, AND, OF COURSE, ADVANCE STORES. WHEN
ADVANCE STORES COMPLETES THE INITIAL PHASE OF ITS COMPLEX IN THE
CENTRE, THAT WILL BRING EMPLOYMENT IN THE PARK TO i,O00 PEOPLE.
HOWEVER, THE PARADE OF CORPORATE CLIENTS FOR THE ROANOKE CENTRE
IS JUST BEGINNING. INTEREST IN THE PARK FROM PROSPECTIVE
CORPORATE CITIZENS IS HIGH. WE EXPECT THE LINE UP IN OUR PARADE
WILL COUNT MANY MORE THAN GARDNER-DENVER, ORVIS, AND ADVANCE IN
THE FUTURE. THE CITIZENS OF ROANOKE WILL LOOK BACK AT THIS

CITIZENS TO ENGAGE IN A SELF-HELP COMMUNITY CRIME PREVENTION
PROGRAM BY REPORTING TO THE POLICE DEPARTMENT ANY SUSPICIOUS
ACTS, PERSONS, AND VEHICLES BECAUSE ONLY THE EFFORTS OF THE
COMMUNITY, CITIZENS AND POLICE WILL RADICALLY REDUCE CRIME.
CITIZENS MUST EXPRESS CONCERN FOR EACH OTHER IF CHANGE IS TO
OCCUR. PROTECTING THE COMMUNITY AGAINST CRIME REQUIRES AN
INDIVIDUAL AND COLLECTIVE EFFORT. THE COMMUNITY AND THE POLICE,
WORKING TOGETHER, CAN BE MORE EFFECTIVE IN REDUCING AND DETERRING
CRIME. MORE NEEDS TO BE DONE AND THE BEST PLACE TO START IS IN
YOUR OWN NEIGHBORHOOD. WITHOUT CITIZEN PARTICIPATION IN THE
CRIMINAL JUSTICE SYSTEM, WE WILL BE LESS EFFECTIVE IN COMBATING
CRIME.
HOMELESS.
FORCE, FOR HOMELESS AMERICANS WILL FACE THE RAVAGES
WITHOUT EMERGENCY SHELTERS AND WITHOUT SUFFICIENT FOOD.

A RESOLUTION CONCERNING THE IMPROVEMENTS OF
BLACKSBURG'S ACCESS TO INTERSTATE 81.
WHEREAS, direct access between Blacksburg and Virginia Tech, and the
Roanoke Valley is a key ingredient in Southwest Virginia's ability to compete
for economic development opportunities;
WHEREAS, the Governor of Virginia has recognized adequate transportation
facilities as an important part of the State's economic development strategy;
WHEREAS, the Governor has emphasized his commitment to supporting proj-
ects which will assist Southwest Virginia in creating jobs for its citizens;
WHEREAS, the existing highway corridor between the Interstate 81 inter-
change at Route 11 in Christiansburg and U.S. 460 at South Main Street in
Blacksburg is greatly overcrowded, inefficient, and burdensome to commerce and
the traveling public;
WHEREAS, the town of Blacksburg has commissioned studies of alternative
solutions to these problems;
WHEREAS, these studies show that a new road leading from the Virginia
Tech Corporate Research Center east to a point near the existing intersection
of Route 641 with Interstate 81 will provide the direct access necessary to
ensure the long-term economic success of the region and is the best solution
to the problems associated with the access of Blacksburg and Virginia Tech to
Interstate 81;
WHEREAS, this new road will also remove a significant volume of traffic
from the existing Route 460 Corridor resulting in a safer, less congested
highway for local use;
WHEREAS, the new highway will also provide more convenient access to the
Roanoke Valley and points east for other counties such as Giles, Bland, and
Tazewell;

IN THE COUNCIL OF THE CITY OF ROANOKE,
VIRGINIA,
AN ORDINANCE permanently, vacating, discontinuing and closing cer-
tain public right-of-way in the City of Roanoke, Virginia, as is more
particularly described hereinafter; authorizing and directing the con-
struction of a turnaround at the end of the vacated right-of-way; and
providing for an effective date.
WHEREAS, K. R. Sharp has filed an application to the Council of
the City of Roanoke, Virginia, in accordance with law, requesting the
Council to permanently vacate, discontinue and close the public right-
of-way described hereinafter; and
WHEREAS, the City Planning Commission, which after giving proper
notice to all concerned as required by §30-14, Code of the City of
Roanoke (1979), as amended, and after having conducted a public hear-
ing on the matter, has made its recommendation to Council.
WHEREAS, a public hearing was held on said application by the City
Council on August 10, 1987, after due and timely notice thereof as
required by §30-14, Code of the City of Roanoke (1979), as amended, at
which hearing all parties in interest and citizens were afforded an
opportunity to be heard on said application; and
WHEREAS, it appearing from the foregoing that the land proprietors
affected by the requested closing of the subject public right-of-way
have been properly notified; and
WHEREAS, from all of the foregoing, the Council considers that
no inconvenience will result to any individual or to the public
from permanently vacating, discontinuing and closing said public
right-of-way.
THEREFORE, BE IT ORDAINED by the Council of the City of Roanoke,
Virginia, that that public right-of-way situate in the City of
Roanoke, Virginia, and more particularly described as follows:
A portion of an alley running 128.1 feet from the
1900 block of Kenwood Boulevard, S.E., to the 1900 block
of Montclair Street, S.E., between parcels bearing
Official Tax Nos. 4320119 and 4320120.

and that all right and interest of the public in and to the same be,

is empowered so to do, reserving however, to the City of Roanoke an

Dear Members of the Council:
Subject:
Request from K. R. Sharp that a portion of an alley
running between Montclair Avenue and Kenwood Boulevard,
S.E., more specifically running between Lots 19 and 20,
Block 16, and approximately 128.1 feet in length, be
permanently vacated, discontinued and closed.
I. Background:
Alley requested for closure extends in a northerly direction
from Kenwood Boulevard, S.E., for a distance of approximately
148' to an intersection with Montclair Avenue, S.E. Alley is
10' wide. The applicant has requested that 128.1' of this
alley be vacated.
Applicant (K. R. Sharp) lives at 1906 Kenwood Boulevard, S.E.,
and his property abuts the alley requested for closure.
Apartment complex parking lot (rear) is situated across the
street from the alley entrance into Montclair Avenue.
D. Fallon Park is located two (2) blocks north of the alley area.
Location of this short alley section as an open accessway
between the extremely long and parallel alignments of Kenwood
Boulevard and Montclair Avenue provides an ideal shortcut for
general pedestrian foot traffic traveling to and from the
adjacent apartment complex (Park 21) and the nearby Fallon
Park recreational facilities.
Applicant and residents who have requested or support the
request to close the subject alley have cited numerous
incidents that have occurred within the alleyway during the
past several years. The incidents are of the following types:

Immoral activity and consistent noise that occurs within
the alley during the late hours of the night and early
morning.
Theft and vandalism that occur upon the properties
situated adjacent to or near the alleyway.
Threatening remarks and obscene language directed toward
the applicant and members of his immediate family by
individuals passing through the alleyway and who come
from areas outside of the neighborhood.
Damages inflicted upon the applicant's property (fence)
by City sanitation trucks and other private vehicles that
occur when the vehicles attempt to negotiate the narrow
turn from Montclair Avenue, S.E. into the upward sloping
alleyway.
II. Current Situation:
Request for closure was initially received on January 16,
1987, and was reviewed by the Planning Commission at its
regular meeting of February 4, 1987.
Statements and public comments made at the hearing by the
applicant and residents of the community indicated that an
unusual amount of pedestrian foot traffic passes through the
alleyway during both the day and night hours.
Co
Property owners abutting the alleyway (K. R. Sharp, 1096
Kenwood Boulevard and Jefferson Financial Management Inc., Lot
20, Block 16) were in agreement that closing the alley and
fencing it off would be a positive step towards improving the
security of their properties.
Owners of other properties within the area (along Kenwood
Boulevard) were opposed to the closure of the alley. These
properties do not abut the alleyway and are situated down the
street or across the street from the alley. The concerns
expressed by these property owners were:
Closure and blocking of the alleyway could possibly cause
the existing foot traffic to be diverted through their
yards.
Closure and blocking of the alleyway would elimimate a
more convenient means of access to Montclair Avenue, S.E.
(garden plots, etc.).
Closure and blocking of the alleyway could result in
changes being made by the City sanitation department in
refuse collection procedures such as a requirement for
curb-side pickup.
Plannin8 Commission directed the Planning staff to investigate
any and all other possible alternatives to eliminate or reduce
the problems occurring within the alleyway. Planning staff
took the following action:
Police Department was contacted to increase police patrol
within the immediate area of the alley.
Street light (new) will be installed by the City on
Kenwood Boulevard to improve lighting within the area.
Public Works Department was contacted to determine if
excessive trees, bushes, foliage, etc., could be removed
to clear the alleyway of visual obstructions.
Fencing at the rear of the apartment complex parking lot
was discussed with the complex owner and the applicant.
The applicant was agreeable to sharing this cost. No
agreement could be reached with the apartment complex
owner.
Plannin~ staff reported the results of its efforts to the
Planning Commission at its meeting of April 7, 1987.
Plannin~ Commission tabled the request for an additional 90
days to provide the staff and the City with ample time to
study the problem and to determine a practical and proper
solution.
III. Issues:
A. Neighborhood impact.
B. Traffic impact.
C. City service and public ri~ht-of-way needs.
D. Cost.
E. Relationship to the Comprehensive Plan.
IV. Alternatives:
A. Approve the request for closure.
Neighborhood impact:
Closure of the requested portion of the alley would
enable the adjacent property owners to fence and
block the alley (if ownership is properly
established), thereby eliminating the alley as a
short-cut route for general pedestrian foot traffic
that has in the past caused a considerable amount of
concern and problems for the applicant and other
nearby residents.
Owners of other properties on Kenwood Boulevard who
oppose the closure will still have unlimited access
to the rear of their properties via Greenbrier
Avenue onto Montclair Avenue, S.E.
2. Traffic impact:
Montclair Avenue is currently developed only to its
point of intersection with the subject alley. Ail
traffic entering Montclair Avenue from Greenbrier
Avenue must either turn into the subject alley to
emerge onto Kenwood Boulevard or back up Montclair
Avenue to Greenbrier Avenue.
Vehicular traffic cannot safely maneuver this turn
from Montclair Avenue into the subject alley, as
evidenced by previous damages paid to the applicant
by the City for damages to his fence by City
sanitation trucks.
If the alley is closed as requested, a public
turnaround should be constructed at the terminus of
Montclair Avenue, S.E. (as shown on the attached Map
A). Applicant has amended his application in a
manner that would leave a portion of the alley open
for use as a public turnaround.
3. City service and public ri~ht-of-way needs.

Refuse collection for the residents of Kenwood
Boulevard will not change.
City sanitation trucks would be able to drive down
Montclair Avenue and have sufficient room to turn
around without having to back up to the street.

General vehicular traffic would be provided with an
adequate area in which to turn around.

There are no City or private utilities within the
alley right-of-way.
Cost. Funds for the construction of a public turnaround
at the terminus of Montclair Avenue, S.E. would be
available in the streets and maintenance routine
operations fund.
Relationship to the Comprehensive Plan. Request is
consistent with the intent of the Comprehensive Plan that
available land be used in the most appropriate manner:
City Code (Sec. 31-4) provides that an alley should
be a "public way that affords a secondary means of
access to abutting properties."
Abutting property owners have stated that the
subject alley does not serve their properties in any
manner and should be closed as a positive step in
ensuring the future security of their properties.

Topography, (steep) narrow width, and angle of the
alley render it unsuitable for vehicular use.

Abutting property owners could utilize the land
within the alleyway in a more efficient manner.
B. Deny the request for alley closure.
Neighborhood impact. Abutting property owners will
continue to experience difficulty and problems related to
the alley's use as a public and pedestrian accessway.

Traffic impact. Traffic needs would not be an issue,
except as noted in the following issue.
City service and public ri~ht-of-way needs. City
sanitation trucks will continue to back down Montclair
Avenue, S.E., for refuse collection. City sanitation
trucks cannot properly negotiate the turn from Montclair
Avenue into the alley. Probability of future damage to
applicant's fence by private vehicles will remain.
4. Cost would not be an issue.
Relationship to the Comprehensive Plan would not be an
issue.
V. Recommemdation:
The Plamning Commission, after prolonged consideration, recommends
to City Council (by a vote of 6-0, Mr. Bradshaw absent) that the
applicant's request to close and vacate the subject alley be
approved as requested. The recommendation is subject to the
following conditions:
That the applicant agrees to have prepared and submitted to
the City for approval, a plat of subdivision dedicating a
certain five (5) foot by twenty (20) foot strip of land
situated adjacent to the west side of that portion of the
alley that is to remain open for the development of a
turnaround area.
Furthermore, the Commission concurred in the staff's
recommendation that the City Council authorize and direct the
Public Works Department to construct a turnaround, within the
remaining portion of the subject alley, and Montclair Avenue,

This alley runs from the 1900 block of Kenwood
Boulevard, S.E. to the 1900 block of Montclair
Street, S.E. The west side of this alley is owned
by K. R. Sharp, being the property addressed, 1906
Kenwood Boulevard, S.'E. This is the only property
adjacent to the alley on the west side. The east
side of this elley is owned by

The reasons I, K. R. Sharp, request this alley to be
closed are as follows:
.1) The alley is being used 995 for foot traffic only.
Individuals who do not live in this area are using the alley
at all times of the night. I view this as a threat to the
safe~y and welfare of my family. The alley is being used as
a "lovers lane" and other questionable activities.
2) The Sanitation Department has ceased using this
section of the alley since their trucks are too large to make
the turns required. I have received damage to my property on
three different occasions

We, the undersigned, live in close proximity to the
alley next to 1906 Kenwood Boulevard, SE. We are in favor of
closing the alley. This alley has lost its original purpose
and has become a nuisance to those of us living near it. The
foot traffic from Jamestown has increased dramatically since
the Fallon Park swimming pool was opened. We have
experienced increased vandalism and harassment from youths.
We feel that if this alley is closed to foot traffic, the
pedestrians will use the sidewalks as intended.

"Council") deems it necessary for the preservation of the public
health and safety and for the usual daily operation of the munici-
pal government that immediate provision be made for the raising of
moneys, with or without other funds, to be applied to defray the
cost to the City of Roanoke, Virginia (the "City") of certain needed
permanent public improvements, set out in Ordinance No. 28760 duly
adopted by the Council on August 10, 1997, and that this ordinance
should become effective upon its passage.
THEREFORE, BE IT ORDAINED by the Council of the City of Roanoke,
Virginia, as follows:
1. Pursuant to §47 of the Charter of the City of Roanoke,
Virginia, an election shall be held in said City on the 3rd day of
November, 1987, to determine whether the qualified voters will ap-
prove an ordinance, duly adopted by the Council on August 10, 1987,

Notice is hereby given, pursuant to §15.1-171.1, Code of
Virginia (1950). as amended, that the Council of the City of
Roanoke will hold a public hearing on Monday, August 10, 1987,
at 7:30 p.m. in the Council Chamber, Municipal Building, 215
Church Avenue, S. W., Roanoke, Virginia, on the adoption of

At the same public hearing, Council will offer citizens
the opportunity to be heard on a proposed five-year Capital
Improvement Program recommended by the City Manager, a copy
of which is on file in the Office of the City Clerk.

Dear Mrs. Bowles and Gentlemen:
Attached hereto are two ordinances relating to the bond issue
necessary to finance the Capital Improvement Program recommended
by the City Manager by report dated July 27, 1987. Assuming appro-
val of the City Manager-recommended Capital Improvement Program
by Council's adoption of the resolution I have drafted for this
purpose, Council will be ready to consider the two attached ordi-
nances relating to the proposed bond issue.
The first ordinance authorizes the issuance of $10,000,000.00
principal amount of general obligation bonds of the City of Roanoke
for the purpose of providing funds to defray the cost to the City
of needed permanent public improvements. The ordinance establishes
the four categories for the improvements, which are set out on Page
2, and enumerates the amount of bond proceeds to be applied to each
category. This ordinance pledges the full faith and credit of the
City to the payment of the principal and interest on the bonds. The
ordinance also provides that, if upon completion of any of the
needed capital improvements, there remains an unexpended balance of
the amount of bond proceeds allocated therefor, such balance may be
used for any one or more of such other needed public improvements.
The second ordinance directs and provides for the holding of
an election on November 3, 1987, to determine whether the voters
of the City will approve Council's adoption of the first ordinance.
On page 3, this ordinance sets forth the specific question to be
asked of the electorate. The ordinance further provides for the
details of the election process. Ail the bond issue projects will
be considered by the electorate as a package.

If Council approves the two ordinances, I will request that the
Circuit Court of the City of Roanoke enter an order directing the
City Electoral Board and the State Board of Elections to hold the
bond election requested by City Council. Section 24.1-165. Code of
Virginia (1950), as amended, requires, with respect to any local
special election that a court order be entered at least sixty days
prior to the date of the election. To meet this requirement, I
have scheduled an appointment with Judge Coulter for 8:30 a.m., on
August 12, 1987, to request entry of the required order. Assuming
Council's adoption of the two ordinances and the Court's entry of
the required order, I will send these items to the State Board of
Elections by Federal Express on August 12, 1987, in order to obtain
their approval and to permit the local Electoral Board to have the
ballots printed forty-five days in advance of the election as re-
quired by law. See §§24.1-109 and 24.1-119.
If the electorate approves the bond issue, it will be necessary
that I bring to you a detailed resolution providing for the form of
the bonds and coupons, and details as to sale, execution, advertise-
ment. and delivery of the bonds. Subsequent to adoption of this
detailed resolution after the referendum, an official statement will
be prepared by Mr. Schlanger with my assistance and that of bond
counsel. This statement will contain a certification of the facts
and estimates relating to the use of the bond proceeds, including,
among other things, certification of projects for which the bonds
are issued, the estimated completion dates of the projects, the cost
of the projects and the funds available to pay such costs and the
times which funds will be required for expenditure.
If Council has any questions with respect to the attached ordi-
nances, I shall be pleased to address them.

I am enclosing a copy of the report of the Board of Equal-
ization for its work for the taxable year July 1, 1987, to June
30, 1988.
You will note that 201 assessments were considered, which is
a 107% increase over the 97 that were considered the year before.
The Board recommends that it continue to have access to
computer service and office space separate from the valuation
office which has been provided in the past.
As we have mentioned to Will Dibling, Section 32-39 of the
City Code should be amended to extend the expiration of the
Board's appointment from April 15th to June 15th. Each year in
the recent past we have had to extend the Board's term by sepa-
rate court orders, and it is quite clear that their work cannot
be completed within the present time frame.
If there are any problems or suggestions for the improvement
of the appointment process of this Board, please let us know.

Dear Mrs. Bowles and Gentlemen:
By letter dated July 29, 1987, the Honorable Jack B. Coulter,
Judge of the Circuit Court for the City of Roanoke, has transmitted to
Council the annual report of the Board of Equalization. In his
letter, Judge Coulter mentions the need to amend §32-39, Code of the
City of Roanoke (1979), as amended, to extend the expiration date of
the terms of the members of the Board from April 15 to June 15 of each
year. Section 32-39 provides that the terms of the members of the
Board expire on April 15 of each year unless such terms are extended
by the Circuit Court. In recent years, the Cireuit Court has annually
extended the terms of the members of the Board by appropriate Court
order.
I concur with Judge Coulter that it is extremely difficult for the
members of the Board of Equalization to complete their work by April
15. In order to eliminate the requirement that the Court enter an
order eaeh year to extend the terms of the members of the Board, I
recon~nend to you the attaehed ordinance which amends §32-39 to provide
that the terms of the members of the Board of Equalization will expire
on June 15 of each year, rather than April 15.

I. BACKCROUND
A. City Council approved $3,190 on April 13, 1987 (Ordinance #28609)
to operate the Commodity Food Program through June 30, 1987.
This funding, which is 100% reimbursed by the federal Departmen~
of Agriculture, provided wages for a part-time program manager
and equipment rental including trucks used for transportation of
the commodities.

The former Kroger Bakery, which is owned by the City, serves as
the distribution site and is provided at no cost. Negotiations are
underway with the Food and Nutrition Service of the Department of
Agriculture to increase distribution from quarterly to monthly.
Seven different commodities are distributed, and participation by
eligible citizens for the commodities is extremely high.
II. CURRENT SITUATION
A. Funds in the amount of $14,500 are needed to continue the part-time
staff in fiscal year 1987-88.
1. The plan to update the Commodity Food Program was formulated
after the deadline for submission of budget requests for 1987-88.
2. The Department of Agriculture will reimburse up to $14,500 as
it is expended by the City.
B. Cost of distribution will be affected by the continued availability
of the current distribution site.
The former Kroger bakery building is presently being used as
the distribution site at no cost to the Commodity Food Program
budget.
2. Future program costs will hinge on the cost of a new distribution
site if Kroger building is no longer available.

month at $6.988 per hour.

be hired as needed at $3.85. per hour.

the paperwork requirements of the program:
a. Documentation of distribution will be ~reatly enhanced.
b. Liability for loss will be reduced through stronger day-

a. Citizens will be better served by increasing the hours
of availability.

SUBJECT: FEDERAL MAJOR URBAN RESOURCE LIBRARY GRANT (HURL)
I. BACKGROUND
A. A federal Major Urban Resource Library Grant for $39,005 has
been awarded to the Roanoke City Public Library.
B. The Library met and will continue to meet three criteria for the
award of the Grant:
1. Collection of 100,000 titles of adult non-fiction;
2. In-depth subject collections of value to users outside
the regular service area;
3. Free inter-library loan servzce.
The Grant was awarded to the Library in 1985 and 1986 and the
Library will continue to receive it annually as long as the federal
government continues to fund the source and the library continues
to meet the criteria.

The Grant, which must be accepted and expended by June 1, 1988,
may be used for any purpose connected with the support and expansion of
library services in the geographic area.
III. CURR~NT SITUATION
A. The Roanoke City Public Library is continuin~ to modernize its
facilities and strengthen its services in the following areas:
1. Automation
a. Library has virtually completed retrospective conversion
of its bibliographic records to machine-readable format.
Library has phased out the seven separate and manually
maintained card catalogs and moved to a quarterly produced
microfiche union catalog for the Roanoke City Public Library
System.
2. Reference Resources
a. Library must maintain a large collection of current reference
materials at an escalating cost.
III.
Library Reference is extensively used and consulted by
citizens in the metropolitan area and well into Southwest
Virginia.
3. Furniture and Small Equipment
a. Furniture for housing and displaying reference collection
is presently inadequate for growing collection.
b. Additional small items of supplies and equipment are needed
to expedite prompt and efficient reference service.
Library Administration recommends the Major Urban Resource Library Gran~

cost of approximately $15,000 to coordinate phase two of the
implementation of an on-line computer system. A professional

on the integrated on-line library system.
c. Assist in evaluatin~ responses from vendors and negotiate
with vendors.
d. Assist in selection, purchase, and installation of integrated
on-line library system.
Upgrade and expand the reference collection in order to serve
the community's reference and information needs at a cost of
$20,305.
Purchase small items of furniture and equipment needed to
facilitate the revamping and upgrading of the reference
resources and public service at a total cost of $3,700:

IV. ALTERNATIVES
Accept the Major Urban Resource Library Gran~ for the Roanoke

Library Modernization. The Library will be able to proceed
to phase two of automation and expand the reference resources
to fulfill the purpose and responsibility of a major urban
resource library by serving Southwest Virginia more effectively
and efficiently.
Budget Concerns. No immediate cost to the City. Future
MURL Grants would be used for automation but commitment to
computerization carries the possibility of picking up costs
should the MURL Grant cease.
Compliance with Regulations. Ail the proposed expenditures
would be in compliance with the regulations governing receipt
of the MURL Grant.
Do not accept the Mayor Urban Resource Library Gran~ for the Roanoke
City Public Library and do not appropriate $39,005 to the Library
budget for FY 1987-88.
Library Modernization. Accountability for the system
purchased may be in question without the recommendation
of a professional library consultant, and the reference
resources and equipment and supplies necessary for their
expansion will not be enhanced.

expansion of library automation without professional advice
would prove costly over the years.

I. Background:
Council authorized a contract amendment on October 6, 1986 with
Bio-Gro Systems, Incorporated to provide for the hauling of the
5th year's quantity of sludge of up to a maximum of 15,000 dry
tons by December 31, 1987.

Advertisement for bids is scheduled this fall for contracting for
the removal and beneficial land application of sludge beyond the
current contract term.
Start up time for a new contractor, to include physical set-up,
bonds and most notably processing of permit applications through
regulating agencies is expected to take at least 12 months.
15,000 dry tons of sludge will be available by December 31, 1987
but all of the sludge will not mature or be concentrated suffi-
ciently to be hauled prior to next summer.

Letter dated July 24, 1987 from Bio-Gro, copy attached, indicates
their desire to haul the maximum allowed quantity of sludge by
reducing the price by $5.00 per dry ton for all sludge hauled
after December 31, 1987 and providing the City will agree to a

Dear Mr. Kiser:
Bio Gro is currently operating under the fifth year contract
which provides for the removal of up to 15,000 dry tons of
sludge from the City's sewage treatment plant. Due to the
quantities available for removal, Bio Gro requests a contract
extension from December 31, 1987, through September 30, 1988.
Bio Gro will remove approximately 7500 dry tons in calendar
year 1987 and 7500 dry tons in calendar year 1988.
Based on a 15,000 dry ton volume, Bio Gro can reduce the price
per dry ton from $89.56 to $84.56. This price decrease will
be applicable for all sludge removed during calendar year 1988
(approximately 7500 dry tons). In addition, Bio Gro will not
request a CPI adjustment for calendar year 1988.
If the City elects to extend the contract, Bio Gro must
immediately pursue additional land application permits from
the State Water Control Board/State Health Department. Please
contact me as soon as possible concerning your decision. Thank

AN ORDINANCE to amend and reordain certain sections of the
1987-88 General Fund Appropriations, and providing for an
emergency.
WHEREAS, for the usual daily operation of the Municipal
Government of the City of Roanoke, an emergency is declared to
exist.
THEREFORE, BE IT ORDAINED by the Council of the City of
Roanoke that certain sections of the 1987-88 General Fund
Appropriations, be, and the same are hereby, amended and
reordained, to read as follows, in part:

SUBJECT: REQUEST TO TRANSFER EXISTING FUNDS TO HATCH FOSTER CARE
PREVENTION CRANT
I. BACKGROffND
A. Grant of $17,784 has been made to the Roanoke City Department
of Social Services by the State Department of Social Services.
Bo
Purpose of grant is to allow the local department to pay for
professional services that will aid in keeping children in their
natural home rather than having to be placed outside of their
natural home in foster care.
C. Services to be obtained are as follows:
1. Homemaker/Parent Counselin~ for approximately 1__0 families.
2. Day care for approximately 1--2 children.
3. Special counselin8 and treatment for approximately two
emotionally disturbed children.
Grant is a special allocation which was made available to targeted
Virginia localities for the first time.
Total pro~ram cost will be $22,230 of which the State grant will
cover 80%.

A. State funding regulations require that 20% of program costs be
provided from local sources.
City's 20% match for this program ($4,446) is available in the
Department of Social Services FY 87-88 budget in a category which
was set up to provide local match funds for state/federal grant
programs.

Approve the transfer of $4,446 in existing available Social Services
funds to provide the required 20% match for this program.
1. Alternatives to foster care placement will be made available
to the local department with the majority of the costs (80%)
being borne by the State.
2. Funding to provide the required 20% match is available and was
allocated in the FY 87-88 budget for this purpose.
B. Do not approve the transfer of the required matching funds for
this program.
Alternatives to foster care placement will not be enhanced.
The department's resources to keep families together remain
very limited.

Funding to provide local cash match for these types of programs
will remain available and unspent until approved for use by
City Council.

City Council approve Alternative A which will authorize the following:
A. Transfer of $4,446 from account #001-054-5314-4145, Local Cash

Increase revenue estimate of funds to be received from the State

increase in expenditure account #001-054-5314-3160.

In October 1986, the President signed the Superfund Amendments and
Reauthorization Act of 1986 (SARA). The primary focus of that law
is on the identification and cleanup of potentially toxic waste sites.
In accordance with legislative requirements, the Governor has ap-
pointed the Virginia Emergency Response Council (VERC) who will desig-
nate local emergency planning districts and appoint local emergency
planning committees.
The Emergency Services Coordinators of Roanoke City, Roanoke County,
Salem, and Vinton have agreed to coordinate their effortm in this
matter and have composed'a Valley Planning District, This proposal
has been submitted to the VERC for their consideration. Warren Trent,
Coordinator of Emergency Services for Roanoke City, has been designated
as Interim Chairman and contact person for the Roanoke Valley District.
"SARA" also requires that an elected official serve on each of the local
emergency planning committees; and, in that regard, I would request that
you appoint a member of City Council to serve on this committee. Nominees
must be submitted to the Office of Waste ~nagement and appointments made
by August 17, therefore, we are under a very strict deadline to submit the
name of our local official.
Attached, for your information, is a list of the duties and composition of
the local Emergency Planning Committee.
I would appreciate your making this appointment at your earliest conven-
ience so that we will be able to comply with the law in a timely manner.

Duties of Local Emergency Planning Committees
3. Respond to citizen requests
Composition of Local Committees
Devise and distribute emergency plans aimed at addressing
chemical hazards.
By October 17, 1988, each local committee must complete an
emergency plan which must include the following:
Identify facilities subject to requirements;
List methods and procedures in response to a release;
Appoint community and facility emergency coordinators;
Include procedures for notification of releases;
Outline methods for determining the occurrence of a release
the sites and populations affected;
Describe facilities within a community and their emergency
equipment;
Implement evacuation plans and a schedule to practice them;
and,
Set up training programs and alternative traffic routes to
prepare for an emergency response.

the five groups listed below. There is no maximum number of
committee members to be selected for each category. The maximum
number should be based on a locality's needs.

Airport Capital Improvements
The Roanoke Regional Airport Commission is scheduled to open bids on August 13,
1987, for the Terminal Building Project and for a revised taxiway guidance
system. I anticipate the Commission will authorize me to designate a bid com-
mittee to review the bids and report back to the Commission.
Paragraph 17 of the contract, effective July 1, 1987, between the Com-
mission, the City and the County provides that proposed capital expenditures in
excess of $100,000 will be approved by the City and the County in addition to
the Commission.
I invite the City and the County to designate a representative to serve as
part of the bid committee for the bids to be opened on August 13, 1987. It is
understood that the person so designated, should you choose to do so, will be
responsible for staff review on behalf of your locality. Of course, the final
recommendation for any expenditure will be subject to approval of your full
governing body.

As Secretary of the Emergency Medical Services Advisory
Committee, I have been asked by the Committee to request an
extension for our final report which is currently due on August
10, 1987.
Due to recent changes in the Emergency Medical program,
especially the suspension of operations by Hunton Life Saving
Crew, the Committee feels that they should take time to evaluate
the effects this suspension of operations will have on the
program and response to our citizens.
