Subject: Request for Public Hearing - Amendment to
Three-Year Housing Assistance Plan
I. Background:

U. S. Department of Housing and Urban Development (HUD) requires the
City to submit a Housing Assistance Plan (HAP) every three years as a
requisite to receiving Community Development Block Grant (CDBG) funds.
This HAP is a basis upon which HUD approves or disapproves assisted
housing in the City, and against which HUD monitors the City's provi-
sion of assisted housing.
Amendment to HAP is required because of Roanoke Redevelopment and
Housing Authority application for 71 additional units under HUD's
Housing Voucher Program. (see letter attached)
The City's Citizen Participation Plan requires an evening public
hearing be held by City Council to receive citizen comments on the
proposed amendments to the Housing Assistance Plan.
D. A presentation of the Amendment to the Housing Assistance Plan will
be made to City Council on May 11, 1987.
II. Recommendation:
It is recommended that City Council authorize a public hearing to be held
on May 11, 1987, to hear public comments on the Housing Assistance Plan.

The City has been informed that the Roanoke Redevelopment and Housing Authority
has been invited to apply for 71 units under the Housing Voucher Program. The City
supports the application for these units and is in the process of preparing an
amendment to our Housing Assistance Plan to provide for this. I commend the
Authority's application to you and ask for your favorable consideration. We expect
to submit no further comments to HUD concerning the application.
Thank you for your continued interest and support of Roanoke's efforts to
improve housing opportunities for its citizens.

Dear Members of Council:
Subject: On-Street Parking - South Jefferson Street
I. Background on this subject is:
Letter from Robert W. Hooper, Executive Director, Downtown Roanoke,
Incorporated, dated July 29, 1986 had requested the City to provide
on-street parking on a limited basis along South Jefferson Street
from Elm Avenue to Salem Avenue. This request was made by Downtown
Roanoke, Inc. as the representative organization for the downtown
business community and as an element of Design '85.
On-street parking along Jefferson Street was implemented as of
October 1, 1986, from 6:00 p.m. to 6:00 a.m. Mondays through
Saturdays and all day every Sunday. Downtown Roanoke, Inc. strongly
felt that this would aid businesses in that area which maintain or
are contemplating evening hours.
City Council was briefed on this matter at their meeting on
August 25, 1986. It was also indicated that a follow-up report
would be made to City Council concerning the 82 new parking spaces.
A listing of the locations of those parking spaces is attached.
II. Current situation of this subject is:
Random surveys of parked vehicles were conducted after the signs
were installed. Initially, use was extremely low as could be
expected. However, by March, 1987, the average use of the 82
available spaces was up to approximately 25 percent. The blocks
most heavily used are between Salem and Kirk Avenues as well as be-
tween Bullitt and Elm Avenues (adjacent to the Roanoke City Library).
Impact of this on-street parking upon City operations has also been
reviewed. Refuse collection representatives indicated that there
were no problems. Grounds Maintenance representatives (responsible
for street cleaning) indicated there was some difficulty in sweeping
entire street depending upon cars still parked on Jefferson Street
before 6:00 a.m. Police Department has had no problems nor reports
of any problems.

C. Downtown Roanoke~ Inc. has stated that they are extremely pleased
with the new parking arrangements, and have received very favorable
comments from Jefferson Street businesses regarding the parking.
Additionally, they have requested that the City consider expanding
this on-street parking plan to include all day Saturday, in response
to requests they have received for this. They believe that per-
mitting parking ali day Saturday will provide added benefit to
retailers for Saturday shopping.
III. Report is furnished to City Council for information only. No action is
required.
This trial program has demonstrated a need for on-street parking
along this downtown artery and has met that need with little adverse impact. In
response to Downtown Roanoke, Inc.'s request, the City will change the existing
signs to allow parking all day Saturday. This will be implemented by May 18,
1987. Such additional parking should have little adverse impact inasmuch as
Saturday traffic volumes are not significantly higher than Sunday's. There
remains sufficient on-street parking capacity to help meet the future parking
needs of Jefferson Street during the times permitted.

Authorize the City Manager to submit the Youth Grant to the
State Department of Corrections.
Cost (local) of Office on Youth in Fiscal Year 1987-88 is
$i0,000, which has been included in the proposed FY
1987-88 budget for Community Planning.
2. Continuity of program would be maintained.
Staff, consisting of Youth Services Planner and
Administrative Secretary, has been hired under the
direction of the Office of Community Planning.
Impact on future City budgets would mean continued City
cost of 25 percent of total projected budget for the
Office on Youth.
Do not authorize the City Manager to apply for the renewal of
Youth Services Grant from the State Department of Corrections.
1. Cost would not be an issue at this time.
2. Continuity would be questionable.
Staff consists of Youth Services Planner and
Administrative Secretary, and services would be
contingent upon the availability of another funding
source.
Impact on future City budsets would be the possibility of
more than the 25 percent contribution towards maintenance
of the program.
IV. Recommendation:
It is recommended that Council adopt Alternative A which will
authorize the City Manager and Director of Finance to execute and
forward the grant application to the Department of Corrections. If
awarded, the grant will be presented to Council for acceptance and
fund appropriation.

Grant Diversion
BACKGROUND
A. In January 1983 Roanoke City, under the direction of the
State Department of Social Services, implemented an Employ-
ment Services Program for certain Aid to Dependent Children's
Adult ~cipients.
1. his Program replaced the WIN Program.
2. All mandated participants are required to do job
search and work experience.
B. In 1984 the Budget Deficit Reduction Act of Congress made it
possible for States to use Aid to Dependent Children's
appropriation in an innovative program called Grant Diversion,
also known as TRADE.
Roanoke City was chosen as one of six localities to be a pilot
agency in the State of Virginia.
1. Employers, both public and private sector, may receive
a payment from the State of Virginia ADC appropriation
in return for employing recipients of ADC.
2. The payment will be approximately $225.00 a month in the
Roanoke Area.
3, Payment may continue for up to 9 months.
4. Employer must assure permanent full-time employment to
the recipient.

Roanoke City will not be required to appropriate
the payments to employers. ~.ayments will be made
by State Department of Social Services.

CUP. RENT SITUATION
A. Roanoke City will purchase certain services from the Fifth
District Employment and Training Consortium.
1. Grant Diversion will be a joint project between Social
Services and FDETC.
a. FDETC will develop jobs by recruiting employers
to participate in Grant Diversion.
b. Social Services will provide Services such as
Day Care, transportation, counseling and motiva-
tion.
2. FDETC will also provide work experience and Adult Basic
Education as well as on the job training for other eligible
ESP referrals.
Roanoke City's allocation for these services was not made avail-
able prior to preparation of the budget for Fiscal Year 1986/87
nor for Fiscal Year 1987/88.
1. Roanoke City needs $39,118.00 for this Fiscal Year 86/87
a. $34,156.00 for purchased services with FDETC for
ESP Program.
b. $4,962.00 for purchased services with FDETC for
Grant Diversion.
2. $39,118.00 will be 100% reimburseable from State and
Federal funds. No local funds needed.

4. Time of completion as quoted as 90 consecutive calendar
days is acceptable.

I. Back~round:
Need for land for possible future expansion of Sewage
Treatment Plant always exists. City policy has been to try to
acquire property which becomes available, subject to the usual
considerations of price and funding availability.
Acquisition of subject property, located along the south side
of Brownlee Avenue, S.E. immediately across that street from
the southerly end of the main S.T.P. structure, would provide
a buffer area and future expansion area where City property is
now too close to adjoining properties.
Properties, all owned by Mr. and Mrs. Jimmie E. Paitsell, con-
tain no residential structures. Ail structures in this block
were heavily damaged by flooding in November, 1985. Three (3)
structures have been acquired and demolished by the City.

of conveyance granting and conveying to the City the fee simple
title to the aforesaid land, in form approved by the City
Attorney, the proper City officials shall be and are hereby
authorized to issue and deliver to such person or persons as cer-
tified by the City Attorney to be entitled thereto the $1.00
purchase price hereinabove provided, less any amount due to be
paid Grantor as taxes.
3. In order to provide for the usual daily operation of the
municipal government, an emergency is deemed to exist, and this
ordinance shall be in full force and effect upon its passage.

Conveyance of 0.498 acres of land at the corner of Williamson
Road and Orange Avenue from the Roanoke Redevelopment and
Housing Authority to the City of Roanoke for a beautification
project.
I. Background:
Roanoke Redevelopment and Housing Authority (RRHA) acquired
three parcels of land in December of 1986, totaling 0.498
acres designated as Official Tax Nos. 3020202, 3020204 and
3020205, at the corner of Williamson Road and Orange Avenue
for the purposes of beautification.
Property is within the Deanwood Community Development Projec~
Area and was acquired with Community Development Block Grant
(CDBG) funds. Additional funds ($25,000) were included in the
CDBG budget for landscaping of the property as a gateway to
the City and to Williamsen Road. City Planning, Engineering
and Parks departments will be developing a landscape plan. It
is anticipated that landscape work will be done by a private
contractor.
RRHA has requested City Council, by letter dated 4/17/87 (see
attached letter and plat), to accept the property for the
gateway project.
II. Issues in order of consideration are:
Purpose of RRHA acquisition was to eliminate blighted
conditions and provide a gateway entrance to the City and
Williamson Road through removal of several billboards and
landscaping of the area.
Comprehensive Plan has identified this area as an entrance
gateway to the City. This project also has been included in
the revitalization plans for Williamson Road.
CDBG funding of approximately $25,000 is available to
landscape the site in account no. 035-085-8530-5143.
D. Cost of property acquisition to the City will be $1.00
E. Timing of the project is very important. Acquisition of the
property was a lengthy process. Implementation of the
landscaping component is needed. If the project is not
completed by the fall of 1987, landscaping could not be done
until next year.
F. Maintenance will be the responsibility of the City.
III. Alternatives:
A. Recommend that City Council accept the property.
1. Purpose of the acquisition is fulfilled.
2. Comprehensive Plan is followed.
3. CDBG funding is utilized.
4. Cost is $1.00.
5. Timing is met.
6. Maintenance of the property is undertaken by the City.
B. Do not recommend that City Council accept the property.
1. Purpose of acquisition is unfulfilled.
2. Comprehensive Plan is not followed.
3. CDBG fundin8 is not utilized as originally included.
4. Cost is not an issue.
5. Timing is not an issue.
6. Maintenance is not an issue.
IV. Recommendation:
Water Resources Committee concur with Alternative A and recommend
to City Council that they accept the property acquired by the RRHA
and authorize the expenditure of up to $25,000 for beautification
purposes.

The Authority, in response to the Contract for Services with the
City of Roanoke, has purchased three (3) parcels of land (see attached
plat) within the Deanwood Community Development Project Area, referred
to as the Gateway Project, CD-2G. This land is to be utilized by the
City of Roanoke to develop a beautification project.
At its meeting on March 23, 1987, the Authority's Board of
Commissioners authorized the conveyance of the land to the City. It
is our understanding that the City's acceptance of the land is subject
to City Council action.
We respectfully request that this matter be placed on City
Council's Agenda at the earliest possible date.

that Pinevale Road, S. W., be and it is hereby renamed Hidden Oak
Road, S. W.
BE IT FURTHER ORDAINED that the City Engineer, be and he is hereby
directed to cause the above street name to be appropriately noted on
all maps and plats lodged in his care; that the City Manager be, and
he is hereby authorized to cause the placement of appropriate street
name signs on said street; and that the City Clerk transmit to the

Ordinances and Names Subcommittee concluded that the name
Ptnevale Road, S.W. was a duplication of a Roanoke County
street name and should be changed for clarity. The
Subcommittee also concluded that the name suggested and Mr.
and Mrs. Cassell was a reasonable change and was not in
conflict with any other valley street name.
Planning Commission reviewed the Ordinances and Names
Subcommittee's recommendation to change the existing street
name of Pinevale Road, S.W. at its regular meeting of April 1,
1987.
III. Recommendation:
The Planning Commission, by a vote of 4-0 (Messrs. Buford, Price
and Waldvogel absent) recommended that the existing City street
name, Pinevale Road, S.W., be changed to the new name of Hidden Oak
Road, S.W.
