advise you that there will be a special meeting of Council on

endorsing a candidate for a vacancy on the Supreme Court of
Virginia.

Although not noted in the resolution, please send a copy
of the resolution of City Council endorsing Judge Coulter
for the Supreme Court to Delegate William T. Wilson. He has
been much involved in the controversy concerning this appoint-
ment.

IN THE COUNCIL OF THE CITY OF ROANOKE,
The 13th day of February, 1987.

VIRGINIA,
A RESOLUTION endorsing and supporting The Honorable Jack
B. Coulter, Judge of the Circuit Court of the City of Roanoke,
for election to the Supreme Court of Virginia.
WHEREAS,
the bench of
a recent retirement has created a vacancy on
the Supreme Court of Virginia, and this Council
desires to endorse and support a distinguished local jurist,
The Honorable Jack B. Coulter, Judge of the Circuit Court of
the City of Roanoke, for election to this important position;
WHEREAS, Judge Coulter. a graduate of the United States
Naval Academy and a cum laude graduate of Washington & Lee
Law School, practiced law in the City of Roanoke for twenty-
six years, specializing in trial work, before he assumed the
Circuit Court bench;
WHEREAS, Judge Coulter is one of only two of 121 Circuit
Court judges who was a member of the American College of Trial
Lawyers before assuming the bench, and he is the only state
trial judge in Virginia who has earned a Masters Degree in
the Judicial Process, a highly competitive two-year study
program at the University of Virginia and Oxford;
WHEREAS, Judge Coulter is a genuine student of the law
who has distinguished himself as a Circuit Court judge, dis-
playing attributes of intelligence, articulateness, fairness
and equity, dedication and appropriate judicial temperament
and demeanor, along with a keen interest in improving the
judidical system and a work ethic of the highest order;
and
WHEREAS, vacancies on the seven-member Supreme Court of
Virginia occur only infrequently, and the current vacancy
offers to the Roanoke Valley the rare opportunity to have a
member of both the Supreme Court of Virginia and a member of
the second highest court in the State, the Court of Appeals
of Virginia;
THEREFORE, BE IT RESOLVED by the Council of the City of
Roanoke as follows:
1. Council adopts this resolution as a means of ex-
pressing its endorsement and support for the appointment of
The Honorable Jack B. Coulter, Judge of the Circuit Court
of the City of Roanoke, to the Supreme Court of Virginia,
and the Council urges all members of the Roanoke Valley dele-
gation to the General Assembly to seize this rare opportunity
to elect a distinguished local jurist to the Commonwealth's
highest court.
2. The Clerk is directed to forward an attested copy
of this resolution to The Honorable Dudley J. Emick, Jr.,
Member, Senate of Virginia, The Honorable J. Granger ~,~cfar-
lane, Member, Senate of Virginia, The Honorable C. Richard
Cranwell, Member, House of Delegates, The Honorable A. Victor
