Taylor, Mayor and Members of Roanoke City Council Roanoke, Virginia Dear Members of Council: Subject: Mayor's 1985 State of the City Address - Recommendation No. Six Recommendation number six (6) of the Mayor's 1985 address was to invite Roanoke County's participation in a study to determine the Economic impact of consolidating the two jurisdictions. By written correspondence on this matter, Mr. Hodge, Roanoke County Administrator, has informed me that the Board of Supervisors is not interested in spending funds for such a study at this time. He also noted that the Board is very receptive to regional cooperation on matters of mutual interest and to other cooperative ventures, if feasible. The Board feels that at the present time there are a number of significant issues such as water and expansion of the airport that might be sidetracked by a study of this type. They are very receptive to regional cooperation and to other measures if they are feasible, but they do not think that it is necessary to spend taxpayers' dollars for a study of this type. I do think that we, as staff, could look into the feasibility of this issue. My own position is that there may be benefits to one consolidated city or county, but that I find no benefit whatso- ever to two cities and one town and very little benefit to twin cities. The bid of Morton Salt, Division of Morton Thiokol, Inc., to furnish 1,000 tons, more or less, of deicing salt to the City at a unit price of $36.46 per ton, is hereby ACCEPTED. 2. The City's Manager of General Services is hereby authorized and directed to issue the requisite purchase orders for the abovementioned deicing salt in such amounts as may be needed by the City, said purchase orders to be made and filled in accordance with the City's specifications, the bidder's proposal made therefor and in accordance with this ordinance. 3. Any and all other bids made to the City for the supply of deicing salt are hereby REJECTED, and the City Clerk is directed to so notify each said bidder and to express to each City's appreciation for its bid. 4. In order to provide for municipal government, an emergency is deemed to exist, and this ordinance shall be in full force and effect upon its passage. BACKGROUND: Deicing Salt is necessary to provide a successful snow and ice removal program. October 20, 1986, request for quotations were sent to the eight (8) companies on the City's bid list, for deicing salt. November 10, 1986, bids were received, after due and proper advertisement. All bids so received were publicly opened and read at 2:00 p.m., in the Office of the Manager of General Services. Bid Specifications require prices to remain firm until March 31, 1987. E. Four (4) responses were received. Bid tabulation is attached. II. CURRENT SITUATION: The lowest bid meeting specifications from Morton Salt, Division of Morton Thiokol, Inc. is $1.19 per ton less than last year. III. ISSUES: A. Need Compliance with Specifications Fund Availability IV. ALTERNATIVES: Council award the bid for Deicing Salt to Morton Salt, Division of Morton Thiokol, Inc. to supply to the City 1,000 tons, more or less, of Deicing Salt, for the bid amount of $36.46 per ton. Fund Availability - Funds are available in FY 86-87, Snow Removal Account, Number 001-052-4140-2045, to purchase deicing salt for the total amount of $36,460.00. B. Contractor is Branch and Associates, Inc., of Roanoke, Virginia. B. Construction contract amount to date, including prior change orders, is $3,174,426.00. Completion date of the project was October 19, 1986. Final inspection of the First Floor was November 5, 1986. The Contractor is now completing his list of noted deficiencies. Human Services and Personnel are awaiting the arrival of their new furniture before they occupy their space in the building. II. Current situation is as follows: Contractor has accomplished various items of additional work throughout the course of this project. These items have resulted from changed conditions, noted after work was in progress, or modifications in the improvements deemed desireable by the City and project architects. Individual work elements are relatively minor in scope and small dollar volume. Due to recent resignation of the employee assigned to administer contract documents, a number of these additional work items have accumulated so as to require change order approval. Fundin~ is available in the project Contingency Account Number 008-052-9500-9065. Time of completion would be extended by ten (10) days. The extension makes the completion date October 29, 1986. Reject the issuance of Change Order No. 29 and do not authorize the payment for the additional work and the time extension. En~ineerin$ concerns were met in an orderly fashion, but ability to compensate the contractor for the work would not exist. 2. Fundin~ would not be encumbered at this time.
