Your report transmitting a response from .the County of Roanoke
with regard to Recommendation No. 6 of the Mayor's 1985 State of
the City Report, relative to inviting Roanoke County to join with
the City in developing a joint study to determine the economic
impact that would result in the two jurisdictions from consoli-
dation, was before the Council of the City of Roanoke at a regu-
lar meeting held on Monday, November 24, 1986.

Subject: Mayor's 1985 State of the City Address -
Recommendation No. Six
Recommendation number six (6) of the Mayor's 1985 address was to invite
Roanoke County's participation in a study to determine the Economic impact of
consolidating the two jurisdictions.
By written correspondence on this matter, Mr. Hodge, Roanoke County
Administrator, has informed me that the Board of Supervisors is not interested
in spending funds for such a study at this time. He also noted that the Board
is very receptive to regional cooperation on matters of mutual interest and to
other cooperative ventures, if feasible.
If you wish for me to explore this matter further, please advise.

Dear Earl:
After receiving your letter regarding an independent study of
the benefits of consolidation, I discussed this with the Board
members.
The Board feels that at the present time there are a number of
significant issues such as water and expansion of the airport that
might be sidetracked by a study of this type. They are very
receptive to regional cooperation and to other measures if they are
feasible, but they do not think that it is necessary to spend
taxpayers' dollars for a study of this type.
I do think that we, as staff, could look into the feasibility
of this issue. My own position is that there may be benefits to
one consolidated city or county, but that I find no benefit whatso-
ever to two cities and one town and very little benefit to twin
cities.
Please let me know if you want to discuss this further.

AN ORDINANCE accepting a bid for furnishing deicing salt to
the City; rejecting other bids; and providing for an emergency.
BE IT ORDAINED by the Council of the City of Roanoke that:
1. The bid of Morton Salt, Division of Morton Thiokol,
Inc., to furnish 1,000 tons, more or less, of deicing salt to the
City at a unit price of $36.46 per ton, is hereby ACCEPTED.
2. The City's Manager of General Services is hereby
authorized and directed to issue the requisite purchase orders
for the abovementioned deicing salt in such amounts as may be
needed by the City, said purchase orders to be made and filled in
accordance with the City's specifications, the bidder's proposal
made therefor and in accordance with this ordinance.
3. Any and all other bids made to the City for the supply
of deicing salt are hereby REJECTED, and the City Clerk is
directed to so notify each said bidder and to express to each
City's appreciation for its bid.
4. In order to provide for
municipal government, an emergency is deemed to exist, and this
ordinance shall be in full force and effect upon its passage.

I. BACKGROUND:
Deicing Salt is necessary to provide a successful
snow and ice removal program.
October 20, 1986, request for quotations were sent to

Back~round of the project is as follows:
A. Contractor is Branch and Associates, Inc., of Roanoke,
Virginia.
B. Construction contract amount to date, including prior change
orders, is $3,174,426.00.
Completion date of the project was October 19, 1986. Final
inspection of the First Floor was November 5, 1986. The
Contractor is now completing his list of noted deficiencies.
Human Services and Personnel are awaiting the arrival of
their new furniture before they occupy their space in the
building.
II. Current situation is as follows:
Contractor has accomplished various items of additional work
throughout the course of this project. These items have
resulted from changed conditions, noted after work was in
progress, or modifications in the improvements deemed
desireable by the City and project architects.
Individual work elements are relatively minor in scope and
small dollar volume. Due to recent resignation of the
employee assigned to administer contract documents, a number
of these additional work items have accumulated so as to
require change order approval.

Attachment A is a list of those individual items that have
already been completed by the contractor, upon approval by
the Architect and City Administration. Taken together, they
require City Council authorization as a change in the
contract.

Approve the issuance of Change Order No. 29 to the contract
with Branch and Associates, Inc., General Contractors of
Roanoke, Virginia in the amount of $19~719.00. Approve ten
(10) additional calendar days to the contract time for the
removal of steel plates that were found to exist under the
concrete floor slabs in the cell areas.
En~ineerin~ concerns have been met in a timely fashion
and the contractor will be paid for work already per-
formed.
2. Fundin~ is available in the project Contingency Account
Number 008-052-9500-9065.
Time of completion would be extended by ten (10) days.
The extension makes the completion date October 29,
1986.
Reject the issuance of Change Order No. 29 and do not
authorize the payment for the additional work and the time
extension.
En~ineerin$ concerns were met in an orderly fashion, but
ability to compensate the contractor for the work would
not exist.
2. Fundin~ would not be encumbered at this time.
Time of completion would not be extended and the
Contractor would not be granted additional time for work
completed.

A. Concur with the implementation of Alternative A.
Authorize the City Manager to issue Change Order No. 29 to
the contract with Branch and Associates, Inc. in the amount
of $19,719.00 and an additional time of ten (10) consecutive
calendar days. The project completion date would then be
October 29, 1986 and the total contract amount will be
$3,194,145.00. (Through Change Order No. 29, the changes
amount to five percent (5%) of the original contract amount
which is very good for a building whose original working
drawings were produced in 1914.)

AN ORDINANCE aecepting the bid of Construction Services of
Roanoke. Inc., for the construction of toilet facilities for the
handicapped in the Civic Center Auditorium. upon certain terms and
conditions, and awarding a contract therefor; authorizing the
proper City officials to execute the requisite contract for such
work; rejecting all other bids made to the City for the work; and
providing for an emergency.
BE IT ORDAINED by the Council of the City of Roanoke as
follows:
1. The bid of Construction Services of Roanoke. Inc., in the
total amount of $33,617.00, for the construction of toilet facili-
ties for the handicapped in the Civic Center Auditorium, such bid
being in full compliance with the City's plans and specifications
made therefor and as provided in the contract documents offered
said bidder, which bid is

I. Background:
City Council, at its November 10, 1986, meeting, publicly
opened and read aloud bids for the Handicap Toilets at the
Civic Center Auditorium.

Three (3) bids were received on this project with
Construction Services of Roanoke, Inc. submitting the low bid
in the amount of $33,617.00. Time of construction is 120
consecutive calendar days.
The City of Roanoke is striving to bring its facilities into
compliance with the handicap requirements and this is one of
the projects toward that goal.
II. Issues in order of importance are:
A. Compliance of the bidders with the requirements of the
contract documents.
B. Amount of the low bid.
C. Funding of the project.
D. Time of completion.
III. Alternatives are:
Award a lump sum contract in the amount of $33~617.00 and 120
consecutive calendar days to Construction Services of
Roanoke, Inc. to construct Handicap Toilets in the Civic
Center Auditorium according to the contract documents as pre-
pared by the City Engineer's Office.
1. Compliance of the bidders with the requirements of the
contract documents was met.
2. Amount of the low bid is acceptable.

3. Funding for this project is from Account No.
008-002-9507-9065, Handicap Compliance.
Time of construction is 120 consecutive calendar days.
Most of this time is the delivery time for the marble
toilet partition.
B. Reject the bids and do not award a contract at this time.
1. Compliance of the bidders with the requirements of the
contract documents would not be an issue.
2. Amount of the low bid would probably increase if re-bid
at a later date.
3. Funding would not be encumbered at this time.
4. Time of completion would be extended.
IV. Recommendation is that City Council take the following action:
A. Concur with the implementation of Alternative A.
Authorize the City Manager to enter into a contractural
agreement with Construction Services of Roanoke, Inc. to
construct Handicap Toilets in the Civic Center Auditorium in
accordance with the contract documents as prepared by the
City Engineer's Office in the amount of $33,617.00 and 120
consecutive calendar days.
Approve the encumberance of $33,617.00 for the contract amount
and establish a contingency amount of $3,383.00 for a total
project amount of $37,000.00.

Approve the transfer of $37~000.00 from the Handicap
Compliance Account No. 008-002-9507-9065 to a capital account
for this project as established by the Director of Finance.
Any funds remaining in the project account when the project
is complete shall be returned to the Handicap Compliance
Account.
E. Reject the other bids received.
