Dear Mayor and Members of Council:
Subject: Insurance Services Office (ISO) Fire Rating
On occasion, members of Council have received inquiries from residents of
the City concerning the Insurance Services Office (ISO) rating in their portion
of the City. Resident inquiries have centered around their impression that they
have a lesser rating than other areas of the City. Please rest assured that
there is a uniform ISO rating throughout the City. Our rating is Class 3 as of
the most recent ISO evaluation which occurred in October, 1980. As such, the
same insurance premium rates apply to all dwelling occupancies within the same
classification, regardless of their location.
Insurance Service Office is a voluntary, non-profit, association of
insurers engaged in a casualty and property insurance, founded in 1971. ISO
functions by law as an insurance rating organization, as an advisory organiza-
tion, and as a statistical agent for the general insurance community. ISO ser-
vices sixteen (16) different types of insurance, including commercial fire and
allied lines, and dwelling fire and allied lines. In general, ISO grades muni-
cipalities and rates them according to their fire defenses and according to the
physical conditions of the jurisdiction. In developing a rating, the ISO con-
siders the water supply, fire department manpower, equipment apparatus, and fire
service communications as major items of the evaluation.
Currently, the ISO classification system ranges from Class 1 (as the most
efficient system) to a Class 10 (as the least efficient system). According to
the classification system, the entire City has a Class 3 rating. Normally, the
reviews are done every 10 years; therefore, we expect our next review to be in
1990.

As a point of comparison, the County of Roanoke has a split classification.
Their split classification indicates that if the insured risk is within 1,000
feet of a hydrant and within five road miles from any city or county fire sta-
tion, the rating is a Class 6. If the insured risk is over 1,000 feet from a
hydrant, but within five miles of any city or county fire station, the rating is
a Class 9. The City of Salem currently has a uniform Class 5 rating as the last
survey conducted in April of 1985. Presently, there are no Class 1 cities in
the State of Virginia. Arlington County and the City of Richmond have a Class 2
rating. In order for the City to receive an ISO Class 2 rating, substantial
amounts of local investment in facilities, manpower, and equipment apparatus
would be required. A Class 2 ISO fire rating would not decrease residents fire
insurance premium rates, but could possibly reduce fire insurance premium rates
for commercial properties.

and Public Safety.

AN ORDINANCE dissolving the Property Maintenance Code Appeals
Board; creating a Building Maintenance Division of the City's Board
of Building Code Appeals; appointing the Building Commissioner as
the enforcing official of the Building Maintenance Code; providing
for an effective date; and providing for an emergency.
BE IT ORDAINED by the Council of the City of Roanoke that:
1. The Property Maintenance Code Appeals Board created by §16-12,
Code of the City of Roanoke (1979), as amended, which section is to be
repealed effective October 1, 1986, is hereby dissolved.
2. Pursuant to the provisions of §118.0 of the City's Building
Code, there is hereby created a Building Maintenance Division of the
City's Board of Building Code Appeals, which shall consist of five (5)
members who shall be appointed by City Council. Such Division shall
have jurisdiction to consider appeals pursuant to the provisions of
§107.0 of the City Building Maintenance Code.
3. The City's Building Commissioner is hereby appointed as the
enforcing official of the Building Maintenance Code.

1986, four persons were appointed as members of the Building
Maintenance Division of the City's Board of Building Code
Appeals. I have been advised by Mr. Ronald H. Miller, Building
Commissioner, that it will be necessary for Council to designate
specific terms of office for these individuals, as well as for
the additional position on the Board which has not yet been
filled. Mr. Miller has recommended that the initial terms
be staggered, with two members serving five year terms, one
member serving a four year term, and two members serving three

The School Board, by action of City Council on
September 25, 1986, temporarily transferred $257,977 from their
.Building Modernization account to an account to purchase vehicles.
This temporary transfer was done pending the release of audited
1986 Capital. Maintenance and Equipment Replacement Funds (CMERP).
The attached correspondence requests that these funds
be transferred back to the Building Modernization account, appro-
priate an equivalent amount of CMERP funds to purchase vehicles
and an additional $135,000 of CMERP funds for roof renovation.

BE IT RESOLVED by the Council of the City of Roanoke that the
City Manager or the Assistant City Manager and the City Clerk are

secure residential care contract with the City of Salem and the County
of Roanoke for the provision of residential care and services to
boys and girls from the three jurisdictions, the boys to be the
responsibility of the City, and the girls to be the responsibility of
the County, all as described and set forth in the report of the City
Manager dated November 10, 1986; the form of such contraet to be

I. BACKGROUND

City of Roanoke has previously operated the Juvenile
Probation House (Youth Haven I) program exclusively
for juvenile male residents of the City of Roanoke,
only, without provisions for contractual services to
other jurisdictions.
II. CURRENT SITUATION
County of Roanoke is preparing to open and operate
a companion program for girls called Youth Haven II.
This jointly supported venture calls for the develop-
ment and implementation of a contract to provide
service to boys and girls of the Roanoke Valley.
Roanoke County will provide residential care and
services to girls of the City of Roanoke and City
of Salem. City of Roanoke will provide residential
care and services to boys of Roanoke County and the
City of Salem.

The actual local per diem cost of the two programs
shall be calculated using a formula that will pro-
vide an equitable cost to each jurisdiction.

Since Youth Haven II has no cost history, both
programs will charge a per diem fee of $25.00 for
the first eighteen months with provision for an
adjustment at the end of the eighteen month period.

Placements and services to other contracted juris-
dictions shall be on an available bed basis giving
first priority for placement of children to the
jurisdiction operating the group home program.

the cooperative placement of children in such residential
care programs and the collection of a per diem fee based
on reasonable local costs of maintaining a child in the

the Juvenile Probation House to operate near full
capacity which will result in a slightly lower per
diem cost.
3. Equal Services
Provision will be available for the placement of
Roanoke City girls in a local treatment program
where intensive services can be given to the child
and her family. This contract would provide ser-
vices for girls in the Roanoke Valley area.

recognizes the programs operated by any one of the
jurisdictions as set forth by 16.1-310 et seq. of the CODE OF
VIRGINIA will be open to referral and placement of youths on
a space available basis by each of the other jurisdictions;
WHEREAS, the parties desire to enter into a contract to use

Virginia, respectively, for the non-secure residential care

Salem and the County of Roanoke agree to pay a per diem fee
to the City of Roanoke for each day or fraction thereof, for
each juvenile placed in YOUTH HAVEN I by the, ir Juvenile and
Domestic Relations District Court or by their Department of
Social Services and likewise, the Cities of Roanoke and Salem
agree to pay a per diem fee to the County of Roanoke for each
day or fraction thereof, for each juvenile placed in YOUTH
HAVEN II by their Juvenile and Domestic Relations District
Court or by their Department of Social Servicies.
3) The per diem fee will be set at twenty-five dollars
($25.00) for the first eighteen months of operation. An
adjustment in the per diem fee of not mgre than ten percent
may be made at the end of the eighteen months to r-ecover the
actual cost of operations.
4) ]'hereafter, the per diem fee shall be based upon the total
local operating expenses for the residential care centers for
the year prior to the previous fiscal year and shall be
submitted to the respective localities by the last day of
December in order that the budget may be prepared for the
following fiscal year (ie, the local operating expenses for
FY 84-85 wi'll determine the per diem fee for' FY 86-87). The
total local operating expenses will include the cost for all
personnel expenses, fringe benefits, those expenses charged
to the program by other agencies of the locality, equipment,
food, supplies, utilities, insurance, facility maintenance
and depreciation (straight line, 2(:1 years) not paid through
block grants or other funding sources, State , Federal, or
private.
5) All paymel~;ts due to the City of Roanoke or the County of
Roanoke by the parties to this contract shall be paid within
thirty (30) days after written billing is recieved.
6) The County of Roanoke and the City of Salem will indemnify
and save harmless the City of Roanoke~ its ager',ts and its
employees, from any liability or expense caused by any
illegal or unlawful placement of any juvenile, from its
respective jurisdiction only, in YOUTH HAVEN I, and likewise,
the Cities of Roanoke and Salem will indemnify and save
harmless the County of Roanoke, its agents and its employees,
from any liability or e.~pense caused by any illegal or
unlawful placement of any juvenile, from its respective
jurisdiction only, in YOUTH HAVEN II.

7) As of the first day of July, 1988, this contract shall be
for a term of one year based on the f~scal year. It shall
automatically renew annually upon the same terms and
conditions. It may be terminated at any time by any party by
giving at least sixty (60) days notice to the other parties.
8) This agreement may be termiP, ated by any one of the parties
hereto without effecting the contract as to the remaining
parties by giving sixty (60) days written notice of said
termination to each of the other part~es.

Subject: Bond Issue Sidewalk/Curb & Gutter Program
Phase II
I. Back~round on this subject is:
A. 1985 Bond Referendum included $1~100,000.00 for sidewalk/curb
and gutter installations.
Requests for these improvements received in the City
Engineering Department range from small fill-in projects to
large projects covering several City blocks. Approximately
150 such requests have been received, and are estimated to
cost in excess of $5,000~000.00 to construct.
Future requests can certainly be expected and will likely
increase at a faster rate as these pending sidewalk/curb and
gutter projects are constructed and other citizens without
sidewalk/curb and gutter see the improvements being made.
Williamson Road Storm Drain construction has generated
numerous requests. Only critical areas are receiving curb
and gutter as part of the project.
E. Improvements are expected to be constructed in phases:
1. Phase I - 1986 - $397,118 contract (under construction)
2. Phase II - 1987 - $400,000~ contract
3. Phase III - 1988 - $300,000~ contract
II. Current situation of this subject is:
Priority must be given to certain requests to enable the
selection of the requests deemed most necessary. The cri-
teria established to enable such prioritization includes:
1. Completion of School Sidewalk Safety Project locations.
2. Economic Development areas.
3. Locations of significant pedestrian traffic.
4. Neighborhood Revitalization.

B. Pro~ect locations initially selected in accordance with these
criteria are listed in Attachment I.

Criteria for prioritization has been reviewed and refined, if
necessary, as program proceeds into Phases II and III, to
assure that we are properly addressing the needs of the City.
Obvious shortfall in funding for current and future citizen
requests will need to be considered in future Capital
Improvement Program along with other capital funding needs.
Requests for individual sidewalk/curb and gutter improvements
(fill-ins) that apparently will not meet criteria, may need
to be addressed through a 50/50 cost sharing program, with
a funding source for the City's share of the cost to be iden-
tified.

BE IT ORDAINED by the Council of the City of Roanoke that:
1. The offer of a supplemental grant for 1986 from the United
States Department of Housing and Urban Development in an amount of
$70,000 for rehabilitation subsidies for the City's Rental Rehabili-
tation Program is ACCEPTED.
2. The City Manager or the Assistant City Manager and the City
Clerk are hereby authorized on behalf of the City to execute and
attest, respeetively, the requisite grant agreement with the United
States Department of Housing and Urban Development in order to accept
such supplemental grant from the said Department.
3. The City Manager or the Assistant City Manager and the City
Clerk are hereby authorized on behalf of the City to exeeute and
attest, respectively, an amended memorandum of understanding with
the City of Roanoke Redevelopment and Housing Authority pertaining
to the administration of the Program with the additional grant funds
accepted hereby, as requested in the City Manager's report to Council
dated November 10, 1986.
4. In order to provide for the usual daily operation of the
municipal government, an emergency is deemed to exist, and this ordi-

Subject: Rental Rehabilitation Program - Grant Agreement and Memoranda of
Understanding
I. Back~round
Rental Rehabilitation Pro~ram is a cooperative program among HUD, the
RRHA and the City, to encourage rehabilitation of privately-owned rental
property.
Pro~ram provides two types of subsidies:
i. Rehabilitation subsidies to property owners, equal to one-third of
rehabilitation costs up to $5,000/apartment. This takes the form of
a forgivable deferred payment loan, also known as a conditional
grant.
Rental subsidies to low-income tenants, so they may stay in the
apartment after it is repaired and the rent is increased. The
tenants may use the subsidy to move elsewhere.
Roanoke's allocations in the previous two years of the Rental
Rehabilitation Program totalled $215,300 for rehabilitation subsidies.
These allocations provided renovation to 45 apartment units in 24
buildings at a total cost of $734,690.
D. Roanoke was the first localit~ in Virginia to use all of its allocation
for the Rental Rehabilitation Program.
E. Roanoke's allocation for the 1986 Program is $51~000, for approximately
10 units, accepted by Council on September 25, 1986.
II. Current Situation:
A. Supplemental allocation of $70~000 has been made to Roanoke by HUD for
the 1986 Rental Rebab Program (Attachment A).
B. This supplemental allocation has been made because of Roanoke's timely
and effective administration of previous allocations.
Only 4 rental subsidies are provided in conjunction with this $70,000
increase, instead of the expected 14. However, the RRHA has agreed to
use other rent subsidies to cover the shortfall.
Execution of the ~rant agreement with HUD to accept the funds, and of an
amended Memorandum of Understandin~ with the RRHA to specify the
arrangements between that agency and the City, and to reflect the
increase, are necessary to begin implementation of the Program.

Authorize the City Manager to execute the Grant Agreement with HUD,
accepting the additional 1986 Rental Rehabilitation Programs funds of
$70,000 (Attachment B), and an amended Memorandum of Understanding
with the RRHA for the administration of the Program, reflecting the
increase, the Agreement and the Memorandum each to be approved as to
form by the City Attorney.
Impact on neighborhood revitalization would be positive. The
additional $70~000 allocation to Roanoke would attract at least
$140~000 more in private funds, for a total of $210,000+ of
rehabilitation, in addition to the $153,000 expected due to the
previous 1986 allocation. At least 14 more substandard apartment
units will be renovated due to this increase in Roanoke's allocation.
Housing opportunities for disadvantaged citizens will be enhanced.
Low-income tenants currently living in at least 14 substandard units
repaired under the Program will receive rental assistance to allow
them to stay in their remodeled apartments. Rent subsidies may
also be available to low-income families moving into currently
vacant units after their repair.
Cost to the City will be nothing. The Program grant is reserved by
HUD for the City, and is drawn on by the Redevelopment and Housing
Authority as the administering agent. No City matching funds are
required. The City will benefit from higher values of rehabilitated
buildings.
B. Do not authorize execution of Grant Agreement with HUD for the
additional funds for the 1986 Rental Rehabilitation Program.
Impact on neighborhood revitalization would be negative. Fourteen
(14) or more substandard rental units in 6 to 8 houses would
continue to deteriorate, have a blighting effect on neighborhoods,
and pose health and safety hazards.
Housing opportunities for disadvantaged citizens would be hindered,
in that at least 14 fewer safe and sanitary units would be available
for rent to low-income families.
Cost to the City would be increased due to lost tax revenue from the
upgraded buildings, and the staff attention required by substandard
housing.

Recommendation is to adopt Alternative A, thereby authorizing the City
Manager to execute the Grant Agreement with HUD accepting the additional
$70,000 for the 1986 Rental Rehabilitation Program (Attachment B) and the

This Grant Agreement Is made by and between the
Department of Housing and Urban Development (HUD) and

pursuant to the authority of Seetlon 17 of the United States
Housing Act of 1937 (42 USC 1437o). The Grantee's approved
Program Description and the HUD regulations at 24 CFR
Part 511 (as now in effect and as may be amended from
time to time), which are incorporated by reference, together
with the HUD Funding Approval Form 40015 and any special
conditions, which are hereto attached, constitute part of this
Agreement.
In reliance upon and in consideration of the mutual
representations and obligations hereunder. HUD and the
Grantee agree as follows:
1. Subject to the provisions of this Grant Agreement, HUD
will make the funding ass~t,~nce for Fiscal Year 19
specified in the attached HUD Funding Approval Form
40015 available to the Grantee upon execution of the
Agreement by the parties.
2. The obligation and utilization of the funding assistance
provided is subject to the requirements of the regulations
and any special conditions set forth in the HUD Funding
Approval Form 40015, including the requirement for a
release of funds by HUD under the Environmental Review
Procedures at 24 CFR Part 58 for any activities requiring
such release,
HUD's payment of funds under this Grant is also subject
to the Grantee's compliance with HUD's electronic funds
transfer and information reporting procedures issued
pursuant to 24 CFR 511.74.
To the extent authorized by the HUD regulations at 24
CFR Part 511.33 and 511.82, HUD may, by its execution of
an amendment to the HUD Funding Approval Form 40015
deobligate funds previously awarded to the grantee

City
for a study
in Roanoke
I. BACKGROUND
A. ~yor__~aylor, in his recent State of the City address,
recommended that the Department of Human Resources
conduct a study to determine how the City might be
involved in meeting the needs of the homeless.
B. The City's Human Resources Steering Committee has
formed a subcommittee to study various aspects of
the housing problem in the Roanoke area. They have
discussed the housing needs of the deinstitutionalized,
the elderly, families with low income, battered women
and their children, and other special populations.
C. No in-depth studies have been conducted in Roanoke
to determine the housing needs of two significant
at-risk populations, namely the transient/street
people and low-income individuals and their families.
D. Similarly, no in-depth comprehensive studies have
been made to assess the adequacy of existing
temporary shelter facilities or the adequacy of
existing low-cost housing stock to meet the needs of
the homeless.
E. The Department of Human Resources, at the recommenda-
tion of the Human Resources Steering Committee and
its Housing Subcommittee, met with staff from the
Council of Community Services to explore what a
comprehensive study of the homeless would entail.

CURRENT SITUATION
A. The City's Administration, the Human Resources
Steering Committee, and the Council of Community
Services have been compilin8 information on the
homeless and housing in Roanoke (see Exhibit A).
B. A citizen Task Force, composed of community
leaders from the civic and business arenas,
has been appointed by the City Manager to head
up a formal study on the homeless in Roanoke City
(see Exhibit B).
C. The Director of Human Resources has been named as
Staff Coordinator to the Task Force. He will be
responsible for administering the project, and for
acting as liaison between the Task Force, key City
department heads, and resource agencies.
D. Two support committees will be formed to provide
assistance to the Task Force. One will be composed
of key City department heads, and the other will be
composed of other agencies which work with the
homeless. Both will be managed by the Staff
Coordinator.
E. The Task Force will be given four months from the
time of its formation to collect and analyze hard
data, to receive public input through a public
hearing process, to develop recommendations and to
prepare a formal report.
F. Since it is a citizen group, the Task Force will need
skilled planning assistance in order to carry out its
responsibilities in a timely fashion and to develop a
credible final report. It has been determined that
the Council of Community Services has the planning
expertise for this kind of study process, and an
established reputation in all segments of the

has worked under contract for the Virginia
Department of Social Services, the Virginia
Department of Rehabilitative Services, the
Virginia Department of Health, Colonial American
National Bank, the City of Roanoke's Citizens'
Services Committee, Mental Health Services of
Roanoke Valley and the ARC/CHD Industries.
3. Credibility: By contracting with CCS the City
would benefit from its reputation of objectiveness
and professionalism, and would gain an added
measure of assurance that the study would be
completed in a professional and timely manner.
4. Time Frame: No effect.
B. Conduct study with existing staf~ and resources within
the Department of Human Resources.

2. Reliability: Because of limited staff time
available to the study, the results may not
be as reliable.
3. Credibility: A complete internal study may
lack the credibility that can be attained by
having outside, objective professional

EXHIBIT A
SELECTED DATA ON HOMELESS/HOUSING
A. Temporary over-night shelter is currently provided by four
private, non-profit organizations: the City Rescue
Mission, Justice House, the Salvation Army and TRUST. The
Salvation Army has one facility which can house people for
slightly longer periods of time.
B. Local social service departments and private non-profit
emergency service agencies find that they have consistently
high levels of requests for financial assistance for housing
and related services (e.g. rent, rental deposits, furniture,
utilities). Requests for such assistance almost always
exceed the money available to meet them.
C. There are no good statistics available about the number of
transient homeless.
D. In Roanoke City there are approximately 3,000 public
housing units. Approximately 1,500 of these are operated
directly by the Redevelopment and Housing Authority,
another 1,000 are privately owned units which operate under
Section 8 certificates administered by the Housing Authority,
and several hundred others are privately administered.
E. The City of Roanoke generally has low vacancy rates for
housing units, especially low-income units and this results
in a general shortage of low-income units.
F. There are approximately 1,000 seriously substandard housing
units in the City; some are occupied but most are vacant.
This number will decrease because of condemnation or
rehabilitation of these units, but in either case the
result is less low-income housing.
G. There is a chronic housing problem as far as ADC clients are
concerned. The maximum ADC allowance for a family of three
is $291/month, and adequate housing averages $250 $350/month.
Only a third of ADC clients qualify for additional housing
subsidies. The economic consequences of this desparity are
obvious.

THIS AGREEMENT, made this

COUNCIL OF COMMUNITY SERVICES (Council).

The parties hereto agree as follows:
I. SCOPE OF SERVICES
The Council shall prepare a Housing Study of the
homeless in the City of Roanoke. The Council will provide a
senior planning staff member to act as Project Coordinator for
this study, and the City will provide technical staff from
appropriate departments to work on specific project tasks
related to the study.
The Housing Study shall be designed as follows:

the study and to compile a report and make
recommendations to the City.
The Project Coordinator provided by the
Council will work with a City designated
Staff Coordinator and a working committee
of City employees.

The study would involve several steps,
including:
1. a determination of information needed
regarding housing resources, housing
needs, and housing related policy
issues;
2. a determination of where and how that
information might best be gathered~
3. the collection of all necessary data;
4. the analysis of all gathered data;

an opportunity for citizen input to the
Steering Committee through a public
hearing process, and incorporation of
that input into the findings; and
development of a final written report
which would include the study's process,
its findings, and the recommendations
developed by the Steering Committee.
II. LENGTH OF CONTRACT
The Study shall be completed four months from the
date this agreement is signed.
III. FEES
The total compensation to the Council for the above
specified staff and scope of service shall be $6,000.00. This cost
includes professional staff time, clerical services, printing and
copying, travel, supplies, and all expenses necessary to produce
the study.
IV.
PROPOSED PAYMENT SCHEDULE
The $6,000.00 shall be payable upon presentation of
one copy of the final study report to the City. The cost of any
needed additional copies will be borne by the City.
V. INDEMNIFICATION
The Council agrees to indemnify and hold harmless the
City, its officers, agents and employees, from any and all claims,
legal actions and judgements advanced against the City and for
expenses the City may incur in this regard, arising out of the
Council's intentional acts and negligent acts or omissions with
respect to the rights and privileges granted by the City to the
Council in this Agreement.

I. BACKGROUND
Paging system is required for use by Social Services in
the Municipal North Complex to supplement the telephone
system. This department has 150 employees assigned on
three floors of this building. The interrelation of the
workers is such that personnel move throughout the
building as a common routine; i.e., secretarial pool,
common file rooms and shared dictating areas necessitate
that case workers are not desk bound. This paging system
is used to distribute telephone calls.
B. Paging system has been utilized for this purpose by Social
Services in most previous locations.
June 16, 1986, Council approved a transfer of funds to
Capital Project Fund - Municipal North Account 008-052-
9500-9003 to provide for this purchase.
Bids were received, after due and proper advertisement, at
2:00 P.M., October 14, 1986, in the Office of General
Services. All bids so received were publicly opened and
read.

of pressure and the construction of sufficient water line (estimated at 300
feet) to meet the City preferred policy of a minimum average daily water pres-
sure of 30 psi at the meter in accordance with the attached report. No water
service will be converted to the higher pressure until the home owner notifies
the Water Department Manager, in writing, that the home owner has installed a
pressure regulating valve on their water service line.

was sent to the petitioners outlining the ramifications of the
higher water pressure and requesting unanimous support.
C. Representatives of the citizens from the area met with Mr. Sluss
and Mr. Kiser on September 19, 1986 to review the circumstances.
Follow-up letter of understanding and petitions, dated October 6,
1986, have been received which reflect a majority but less than
unanimous agreement to take the higher water pressure.

Current water pressures range from a low of approximately 24 psi
at the end of the 2100 block of Memorial (at Chesterfield Avenue)
to a high of 62 at the beginning of the 2000 block of Memorial (at
Grandin Road).
F. Hi~her water pressure, if transferred to these blocks, would add
approximately 80 psi.
G. Policy and regulation review.
State Health Department regulations require a minimum of
20 psi at the meter. This requirement is currently being
met.
2. City preferred policy is to maintain a minimum of 30 psi_
at the meter where practical, economical and possible.
Current Building Code (BOCA) requires property owners, or
plumbers obtaining a plumbing permit, to install pressure
reducing valves on water lines entering property to reduce
the pressure to 80 psi or below if the public water pres-
sure is higher than 80 psi.

Areas of City water pressure adjacent to areas of a different
City water pressure are usually converted upon City Council
approval if;

valve at Memorial and Grandin. It is also reasonable,
but less economical for City forces to install a new
valve on the existing water line between the 2000 and
2100 blocks of Memorial Avenue, close that valve and
open the valve at Memorial and Chesterfield. This
latter approach would convert only the 2100 block of
Memorial; however, several citizens in the 2100 block
of Memorial will not agree to the higher pressure.
City forces will replace City owned 9alvanized pipin9 at its
cost and convenience, or upon verified notification that the
citizen has replaced his/her galvanized service piping. The
majority of City service piping has been replaced/renewed;
however, only some of the citizens' service piping has been
replaced/renewed.
A new water service at a new location will be installed by
City forces upon payment by the citizen of the prevailing
new water service connection fee--currently at $423.00.
New water pressure outside the current policies are provided
under the policy of new service where the applicant pays all
cost of construction.
Booster jockey pumps installed by the property owner are an
alternative open to the property owner where it is unfeasible
or against City policy for increasing the water pressure at
the City's expense.
II. Current Situation:
State Health Department requirements of a minimum of 20 psi are being
met.
City preferred policy of a minimum of 30 psi is not being met for
all citizens. This pressure is available approximately from the
middle of the 2100 block and the 2000 block of Memorial; however,
the last of the 2100 block is in the 25 psi to 30 psi range.
BOCA Buildinq Code requires pressure to be regulated so as not to
exceed 80 psi upon entering the buildings (homes).

D. Options seem to be:
Convert the pressure as requested by the majority of the
citizens, over the objection of the minority, for both
blocks. This option is excluded from further consider-
ation because of the possible liabilities which could be
claimed due to damages. Also, pressure reducing valves
would be required to reduce the pressure back to 80 psi
or lower upon entering the buildings.
2. Do nothing and advise the citizens who want more pressure
and volume to replace their plumbing and, if desired, in-
stall jockey booster pumps on their own service line.
Convert to the higher pressure only as far as there is
unanimous acceptance by, at City choice, installing a
new valve or extending a 2-inch water line, at City cost,
sufficient to provide at least 30 psi at the meter. Pro-
perty owners or their agents would be required to install
and maintain pressure reducing valves as appropriate.
4. Convert the entire main line in the 2100 block of Memorial
Avenue and construct a line at City expense from the 2000
block of Memorial back to serve the three houses that do
not desire the higher pressure and install and maintain,
at the remainin§ citizens' expense, pressure regulating
valves in the one or two houses not desiring the water
pressure at the south end of the block.
5. Convert both blocks and install and maintain, at City
expense, pressure reducing valves in the City service
line in the vicinity of the meter for those properties
not desiring the higher pressure. This option is ex-
cluded from further consideration due to the possible
liabilities that could be claimed if the pressure re-
ducing valve allegedly, or in fact, malfunctions.

from the lower pressure if the remaining citizens agree to pay for
the installation of pressure reducing valves in the City service
line for the remaining i or 2 houses at the southern end that re-
fuse the higher pressure.

Dear Mr. Herbert:
We would like to bring to your attention a problem that has
been getting progressively worse over the years. This is a
neighborhood problem, but our house is most greatly affected.
The problem is our water supply which has become almost nonexistant.
This is not only unbearable, but also a health hazzard.
This situation has come about by the City of Roanoke authorizing
two, three or four apartments per house on what was once mainly a one-
family street. The City must not have investigated to see if the
water supply and pressure would be sufficient for all these extra
people before giving their OK.
We have complained to the Roanoke City Water Department many
times over the past three or four years, but they will do nothing.
Now the situation has become so bad that something must be done.
We tried to talk to Mr. Craig Sluss recently, but he would not
listen to anything we said. He seemed stuck on a broken record,
"It is your pipes".
We do not believe it can be our pipes because when we do not
use water for a little while and then open a faucet anywhere in
the house (even on the second floor) we get a full stream of water
for a short time. It doesn't seem possible that if our pipes are
clogged up this could happen. Also water varies. A little stream
mill suddenly become larger or smaller if someone down the line
turns their water on or off. We might add that we are the last
house on the block and the one with the highest elevation on this
section of line. Memorial Avenue begins to slope uphill at the
beginninning of the 2000 Block.
The Richard Fortners, who lived next door to us several years
ago, had all their pipes dug up and replaced to try to improve their
water pressure. After spending $800.00, Mrs. Fortner told us that
there was very little improvement to their water. We feel sure they
would have pursued this further, but they had good job offers in
Ohio and moved out there shortly thereafter. Several other people
further down the hill have had their pipes replaced with only
slightly better results.
Starting with the 2200 8lock of Memorial Avenue, water pressure
is extremely heavy and the same is true on Denniston Avenue in back

of us. We understood from Mr. Sluss that the reason for this is
that a pump is used to increase pressure starting in the 2200
Block of Memorial. We do not believe that any of these old homes
have had to ~eplace their pipes to get water. Why can't we have
a little water, when they have so much? Why can't the City start
pumping the water beginning at the 2000 or 2100 8lock of Memorial?
To fully understand the severity of this problem, let us
describe what should be routine occurrences in a household, but in
our home have become major projects.
When the basement commode is flushed you can not get water
anywhere in the house until the tank fills. When a commode is
flushed on the first or second floor, most of the time you can not
get any water on the second floor. However, between two A.M. and
four A.M., you can get a trickle of water on the second floor while
the tank is filling. This means if you forget and follow the
habits of a lifetime and flush the commode before you wash your
hands, you can not even wash your hands for twenty minutes or more.
This is definitely a health hazzard in my estimation.
To try to take a shower before two A.M. is most frustrating.
Can you imagine taking a shower in a stream of water about the
size of a pencil? Even in the early morning hours, the only way
to rinse the soap off is to turn the water off a minute until the
pipes fill up from the trickle of water in from the meter. Then,
for a few seconds, you get water and you just have to continue
this "OFF-ON" procedure until you finally get rinsed. Obviously,
we have neither the time nor the energy for the daily shower to
which we have become accustomed. This is a real problem when one
has a defective body cooling system, as Mrs. Schmidt does, and
the only way to keep from passing out is through external cooling.
It is really bad when you can not even have enough cold water to
cool your face and arms when you become overheated.
We could formerly wash a machine of laundry in twenty minutes;
now it takes an hour and a half. We have to wait one minute for
each quart of water when pressure is at its best in the basement.
To fill the washer with water, it is necessary to fill a bucket at
the sink four or five times, and pour it in the washer, as well as
turning the washer back to FILL, THREE OR FOUR TIMES depending on
what we are washing and how bad the water pressure is. Then I must
go through all of this again for the rinse cycle. This is hard on
an old lady as well as time consuming.
It is impossible to use our dishwasher, which means more time
consumed hand washing the dishes. Dishwasher washed dishes are
more germ free, especially when someone has a cold.
Our house is never really clean. While you are busy trying to
get water for other things there is neither time nor water for
cleaning house. This is especially bad sine Mr. Schmidt has
Bronchial Asthma and needs a clean, dust-free environment.

We have a few vegetable plants and flowers, which normally
could be watered in half an hour. It takes from two to three hours
to do this job with a stream of water less than a Cross Pen in size.
We haYe only been able to keep the plants alive with this little
bit of water. After all the backbreaking work and money we put into
them, it would be nice if we could harvest some vegetables and
enjoy some pretty flowers.
Since it takes water to cook, we can not start dinner until we
are through watering, about nine P.M. We can not get a drop of
water in the house while we are watering outside. Then, we have to
try to get cleaned up in our trickle of water. By that time we are
so completely morn out, it takes twice as long to prepare a meal.
We usually eat dinner somehere between 11:30 P.M. and Midnight.
We never have time to sit down and relax. Is this the way life is
supposed to be for Senior Citizens in a several times "ALL AMERICAN
CITY"? Our only crime is to have lived in, worked in, and paid
taxes to the City of Roanoke for OVER 30 YEARS.
We know you are a busy man and we hate to bother you with our
problem, but you have the reputation of being concerned with
injustice and of doing everything in your power to resolve citizens'
problems. We are appealing to you to help us with this serious
problem. We don't know where else to turn.
Attached please find a list of some residents we contacted on
Memorial Avenue who have basically the same water problems. The
ones living near the bottom of the hill (beginning of the 2000
Block) probably have a little less severe problem, but still feel
that they have a problem.

The good news is we can reasonably accomplish what you wish,
that is higher water pressure. The rest of the story follows.
I have enclosed a memo and map from Mr. Sluss and two samples
of water service pipe. The areas affected by a change in water
pressure are indicated within the green line on the map. The red
numbers on the map represent current typical water pressures in
pounds per square inch (psi). The green numbers represent the typ-
ical water pressure if the valve at Memorial Avenue and Chesterfield
Street is opened to permit the higher water pressure on the two
blocks of Memorial Avenue. I will be happy to recommend this pressure
conversion to the Water Resources Committee and City Council with a
mutual understanding of potential consequences.
First, let me try to explain the difference in the reported
available flow at the water meter of 11.54 gallons per minute (gpm)
and the flow at your washer of 0.25 gpm (1 quart per minute). Notice
the two pieces of representative water pipe. The 3/4-inch inside
diameter (I.D.) copper pipe represents the water service piping be-
tween the 6-inch water line in the street and the water meter. The
1/2-inch I.D. galvanized pipe likely represents the water service
piping between the water meter and your house as well as within your
house. As you can tell, whether you have marginal water pressure or
even excessive water pressure, it is virtually impossible to get a
reasonable flow through the corroded galvanized piping regardless of
the amount of flow available at the water meter. It simply takes too
much pressure to try to squirt water through the restricted opening.
Now, a few cautions about what will happen should the City turn
the higher water pressure into the 2000 and 2100 blocks of Memorial
Avenue:

The City may need to repair one or both of the valves
~hat will have to be opened and closed to accomplish
this task. We understand this and are quite willing
to assume this task.
The higher pressure may cause leaks or breaks in our
public water system which we will need to repair. We
understand this and are quite willing to undertake
this task.
Higher water pressure can cause higher utilization and
flows of water temporarily causing a scrubbing action
within the pipe and water discoloration. We both need
to be prepared to deal with this possibility.
All citizens to be affected need to sign an acknowledge-
ment and understanding that the higher water pressure
will likely:
Not result in an appreciable increase of water
flow unless the galvanized piping is replaced
from the water meter to the home and continue
to the major points of water usage.
B. Result in water leaks or broken pipes which will
be the responsibility of the home owner or tenant.
Co
Result in higher utility bills, once the plumb-
ing is replaced or is otherwise capable of
delivering the increased volume of flow.
Do
Cause leaking or otherwise malfunctioning hot
water heaters as the result of the higher water
pressure added to the vapor pressure caused by
heating water.
E. Result in your need or desire to install a pres-
sure reducing valve on your service line.
F. Result in the need to consult your plumber on
the above possibilities.

sending a copy of the letter, without the pipes or map, to the other
petitioners. Please share these items with the other petitioners.

Memorial Avenue Petition, Low Water Pressure
The problem on Memorial Avenue, as usual in older areas, is that of
galvanized consumer service lines and indoor water pipes that gradually corrode
over the years causing decreased volume of water available in the houses which
appears to the homeowner or tenant as progressive decreasing water pressure.
Through the years, flow tests have been run on many of the houses in those two
blocks to show the residents that adequate volume and pressure is available at
the meter. Ail of these flow records were at the Meter Shop and lost in the
November, 1985 flood.
I have maintained some records of flow tests in the Raleigh Court area
and all meter flow tests where the City service is copper showed flows above
the 10 gallon per minute (GPM) minimum on the standard 5/8" residential meter
on a 3/4" service. The majority of the consumer service lines are 1/2" gal-
vanized and some are 3/4" galvanized.
For current information, meter flow tests were run on Mr. and Mrs.
Schmidts' house at 2145 Memorial Avenue on August 28, 1986 and on 2144 Memorial
Avenue on June 3, 1986. The results follow:

If Grandin Court boosted water is put into the area, pressure will increase
by 80 psi as shown on the attached map in the area outlined in green. The
figures in red indicate the existing pressures at the fire hydrants in the area.

the Grandin Court boosted system, second pressure level. If decision is made
to put boosted water in all or part of the blocks, every property owner should
sign a hold harmless agreement absolving the City of Roanoke from all damage

this main line. These signatures are for fourty-four families.
Some of these forty-four signatures represent more than one family
where owner signed for whole house. Only seven houses out of both
blocks did not sign. One of these we could never find home. Another
said, although he did not sign, he would offer no objections if the
city will give us more pressure, since he knows many of us need it
so badly. Another lady wanted to sign but the house belongs to her
sick sister whouse daughter has power of attorney and will not let
her sign. Three others are elderly ladies who were too scared by
Mr. Herbert's letter to sign, although when they signed the first
petition they all complained very bitterly about having such bad
water pressure and what a hardship it was. One person had just
purchased a new water heater and was afraid the pressure would
affect it. Most of the residences not signed for are occupied by
only one or two people.
Almost everyone who signed asked us to please ask you to give
us this water pressure since such a high percentage of the
residents really need this badly. Rlease don't penalize the big
majority of us to whom this increased pressure will mean elimination
of a health hazzard as well as making life more pleasant.
If it is absolutely impossible to give this pressure to both
blocks, we respectfully request that you give it to 2146, 2145,
2143 and 2138 Memorial Avenue. As you stated at the meeting on
September 19, if it were impossible to get enough signatures for
the whole area, you would give it as far as we got consecutive
signatures. We are also the most desperate for water, since you
also mentioned at the meeting that our house would not have
satisfactory water pressure without the increase even if we change
all of our pipes. We understand we may have to change some of
them even with the increased pressure. We would still like to see
everyone in these blocks get the increased pressure.
We mill be anxiously awaiting your decision that we will soon
have increased water pressure.

The attached report was considered by the Water Resources Committee
at its meeting on November 3, 1986. The Committee recommends that Council
appropriate $171,203 from the previous years' retained earnings in the
Water and Sewer Funds for transfer to the Utility Line Services Department
of the Internal Services Fund for vehicle replacement in accordance with
the attached report.

Background:

Utility line (water and sewer) maintenance, service and new
construction is typically performed by the Utility Line Ser-
vices (ULS) Department.
B. Charges are made by the ULS Department for service rendered for
the water and sewer facilities.
FY 85-86 Internal Services Fund projected amount for the depre-
ciation allowance was $171,203 providing revenues were generated
sufficiently to cover actual expenditures plus the depreciation
allowance.
No equipment replacement funds were generated during FY 85-86
for replacement of equipment in FY 86-87 because actual revenue
produced by billin9 to the water and sewer funds for services
rendered were insufficient. Needed equipment replacements are
identified by the attached memo.
E. Billings to produce revenue were insufficient because:
1. Billin9 rate is established by dividing total budget
ULS expenditures by total budget manpower available.
2. Total manpower hours were subsequently reduced by:
Direct billing of ULS labor charges (not the higher
ULS service billing rate) to the Sewer Fund for re-
covery work at the Sewage Treatment Plant and major
interceptor lines due to the flood. Direct billing
of actual charges was an accounting necessity be-
cause the State and Federal government would only
reimburse certifiable hours of actual labor rates.
This helped the Sewer Fund to recover City expenses
from the State and Federal government but hurt the
ULS revenue statement.

Standby compensatory time allowed by City policy was
not deducted from allowable budgeted manpower hours
available. This would have increased the per hour
billing rate.
Vacancies were allowed to remain in the ULS Department
to promote efficiencies. These vacancies were not re-
flected in the computation of the per hour billing rate.
II. Current Situation:

On going equipment replacement needs to continue to prevent a
point in time when services cannot be provided or provided in-
efficiently due to equipment inadequacy or a future one time
multi-million dollar equipment replacement program.
B. Funds are not available in the ULS portion of the Internal
Services Fund to replace equipment.
C. $171,203 was the projected amount to have been available except-
ing for the circumstances outlined in I(E) above.
Do
Sewer Fund benefited more from the circumstances which resulted
from last year's insufficient billings to the Water and Sewer
Funds. The Sewer Fund should, therefore, subject to Council's
approval, stand more of the burden of correcting the previous
year's insufficient billing.
III. Issues in order of consideration are:

B. Funding requirement.
C. Funding available.

BE IT ORDAINED by the Council of the City of Roanoke that:
1. The appropriate City officials are authorized and
directed to accept on behalf of the City from the heirs of Ralph
A. Glasgow title to real property located at 1414 Melrose Avenue,
N. W., Official Tax No. 222-25-02 for use as an addition to and
to be incorporated in Melrose Park, said deed to be in form
approved by the City and the City to bear all costs associated
with the transfer.
2. Upon conveyance to the City, the above described parcel
shall be incorporated in and deemed to be a part of Melrose Park
for recreational and park purposes.
3. The Council hereby extends it sincere appreciation to
Lowrie R. Glasgow, Margaret Glasgow, Allen M. Glasgow, Mary G.
Glasgow, 5~rgaret G. Miller, Eric R. Miller, Jean G. Robertson,
and Robert H. Robertson for the generous donation of this pro-
perty to the City. The City Clerk is directed to transmit an
attested copy of this ordinance to the aforesaid individuals.
4. In order to provide for the usual daily operation of the
municipal government, an emergency is deemed to exist, and this
ordinance shall be in full force and effect upon its passage.

purposes.
B. Department of Parks and Recreation/Grounds Maintenanc, has
recommended that the City accept the lot for the following
reasons:

basketball/tennis courts and adjoining residences.

Melrose Avenue.
3. Lot would enhance the overall public open space
available in the area.

1. The offer of George B. Lawson, Jr., Helen M. Lawson,
Julia L. Goodridge. and Katherine V. Lawson to sell and convey
to the City all. of a certain 234.95 acre parcel bearing Botetourt
County Tax Map Numbers 100-78 and 100-78A located in the Carvins
Cove Reservoir watershed and as more particularly described in
the report to this Council dated November 10, 1986, for the cash
sum of $196,400.00, subject to the herein contained terms and
conditions, is hereby ACCEPTED.
2. Upon delivery to the City of a good and sufficient deed
of conveyance granting and conveying to the City the fee simple
title to the aforesaid land, free and clear of all title defects,
encumbrances or other matters objectionable to the City, and
containing general warranty and modern English covenants of title
on behalf of grantor, said deed to be in form approved by the
City Attorney, the proper City officials shall be and are hereby
authorized to issue to such person or persons as are certified by
the City Attorney as being entitled thereto the $196,400.00
purchase price less any amount due to be paid by the said gran-

1986-87 Water Fund Appropriation Ordinance, and providing for an
emergency.
WHEREAS, for the usual daily operation of the Municipal
Government of the City of Roanoke, an emergency is declared to
exist.
THEREFORE, BE IT ORDAINED by the Council of the City of
Roanoke that certain sections of the 1986-87 Water Fund
Appropriation Ordinance be, and the same are hereby, amended and
reordained, to read as follows, in part:

at its meeting on November 3, 1986. The Committee recommends that Council
authorize acquisition of the "Lawson" tract by General Warranty deed in a
form approved by the City Attorney upon determining that sellers have good
and warrantable title with no objectionable title defects, encumbrances or
other matters, excepting as identified by the letter from the Lawson heirs,
to include appropriation of $197,400.00 from Previous Years' Retained
Earnings, Water Fund, into an account to be established by the Director of
Finance.

I. Background:
City has had a policy for many years to purchase remaining
private holdings in the watershed as they come on the market
and if funds are available and the price is reasonable.
Maximum Watershed protection would require total City
ownership of all lands within the watershed. This has
not been feasible to date as several privately owned parcels
have not been for sale.
Current Situation:
A.
A 234.95 acre parcel has been offered for sale to the City.
It is located immediately above the boat landing and picnic
areas and extending toward the top of Tinker Mountain.
Negotiated price for the 234.95 acre parcel, a combination
of two (2) parcels identified by Botetourt County Tax Map
Numbers 100-78 and 100-78A, is $196,400.00. This price,
which represents a price of approximately $836.00 per acre,
is a compromise between a price of $500.00 per acre pro-
vided to the City by an independent appraisal in April 1985
and a price of $922.00 per acre established by the sale of
a portion of subject property to the Federal Government.

At your request, we inspected and photographed the referenced real
estate, on April 25, 1985, in order to complete this appraisal assign-
ment and our report is submitted in letter-form according to your
instructions. All data, analyses, and conclusions used in the solution
of this appraisal problem but not included or attached are retained in
our files for future reference and are available for inspection by
written request.
The purpose or objective of this appraisal is to estimate the mar-
ket value of the real property or the unencumbered fee simple interest
in the unimproved real estate as of April 25, 1985 and includes all the
property rights that may be lawfully owned.
Based on the investigation of market conditions and in-depth
analyses of available market data, subject to the General Limiting
Conditions and General Assumptions included as part of this appraisal
report, the estimated market value of the real property, as of
April 25, 1985, is $500 per acre (413.323 acres @ $500 per acre =
$206,662 rounded to $207,000) or

We, the undersigned George B. Lawson, Jr., and Helen M.
Lawson, his wife, Julia L. Goodridge, widow, and Katherine V.
Lawson, single, hereby agree to sell to the City of Roanoke
234.9 acres, more or less, of land in Botetourt County,
Virginia, in the Carvins Cove Reservoir Watershed. This
property is briefly described in Botetourt County 1986 Real
Estate Tax Tickets Numbers 06826 and 06827 as (1) Cloverdale
Acreage - 25 Map Number 100-78A and (2) Carvins Cove
Acreage 209.95 Map Number 100-78 respectively. The sale
price will be for the sum of $196,400.00 cash and subject to
the following conditions:
1. The sale must be completed and closed during the
calendar year 1986 or this offer is void.
2. This offer may be withdrawn if not accepted in
writing on or before November 30, 1986.
3. That an easement for a 50 foot right-of-way will be
reserved by the undersigned to provide an access road to
serve all their land remaining in Botetourt County. The
easement will be generally similar to that set forth in deed
dated February 1, 1965, from George B. Lawson to Julia K.
Lawson, his wife, recorded in Deed Book 168, page 493, in the
Botetourt County Clerk's Office.
4. The conveyance by us will be made subject to existing
easements for public roads and highways, public utilities,
railroads and pipe lines; also subject to any recorded or
outstandin~ mineral rights in third parties; subject also to
~ recorded conditions and restrictions on the land and to
any easements that have been established by recordation or by

Sister Cities Fountain, including water circulating system and
electrical service required for the complete installation of the
Sister Cities Fountain, upon certain terms and conditions, and
awarding a contract therefor; authorizing the proper City officials
to execute the requisite contract for such work; rejecting all other
bids made to the City for the work; and providing for an emergency.
BE IT ORDAINED by the Council of the City of Roanoke as follows:
1. The bid of Construction Services of Roanoke, Inc. made to the
City in the total amount of $42,700.00 for construction of the base
and pool for the Sister Cities Fountain, including water circulating
system and electrical services required for the complete installation

the City's plans and specifications made therefor and as provided in

I. Back~round:
City Council, at its October 13, 1986, meeting, publicly
opened and read aloud the bids received for the Sister City
Fountain at Church and Market, S.E.
Three (3) bids were received with Construction Services of
Roanoke, Inc., submitting the low bid in the amount of
$42~700.00 and 7__qO consecutive calendar days.
Project consists of the construction of a base and pool
for the cast iron Sister City Fountain purchased by the City
last spring. It also includes the water circulating system
and the electrical service required for the complete fountain
installation.
II. Issues in order of importance are:
A. Compliance of the bidders with the requirements of the
Contract Documents.
B. Amount of the low bid.
C. Fundin~ of the project.
D. Time of completion.
III. Alternatives are:
Award a lump sum contract in the amount of $42,700.00 and 70
consecutive calendar days to Construction Services of --
Roanoke, Inc. to construct and set the Sister City Fountain
according to the Contract Documents as prepared by the Office
of City Engineer. Establish a contingency account in the
amount of $4,300.00 for a total project amount of $47~000.00.
1. Compliance of the bidders with the requirements of the
Contract Documents was met.
2. Amount of the low bid is acceptable.

1. Compliance of the bidders with the requirements of the
Contract Documents would not be an issue.
2. Amount of the Iow bid would change if rebid at a later
date.
3. Fundin~ would not be encumbered at this time.
Time of completion would be extended. The cast iron
fountain was delivered to the City of Roanoke Service
Center on June 6, 1986. It has been stored on the ware-
house lot since that time. The City needs to complete
this project without further delay.
IV. Recommendation is that City Council take the following action:
A. Concur with the implementation of Alternative A.

Authorize the City Manager to enter into a contractural
agreement with Construction Services of Roanoke, Inc. in the
amount of $42,700.00 in accordance with the Contract
Documents as prepared by Office of City Engineer to construct
and set the Sister City Fountain at Church and Market, S.E.
Approve the appropriation of $21~935.76 from the Sewage
Lateral Replacement Account No. 008-056-9550-9003 to the
Sister City Fountain Account No. 008-052-9510-9003.
Establish a project contingency account in the amount of
$4~300.00 for a total project amount of $47~000.00.
Reject the other bids received.

BE IT ORDAINED by the Council of the City of Roanoke that:
1. The bid of Blankenship Roofing Company, Inc. made to the
City, for roof replacement of Level E at the Regional Airport Terminal
Building, meeting all of.the City's specifications and requirements
therefor, for the total bid price of $9,732.00, which bid is on file
in the Office of the City Clerk, be and is hereby ACCEPTED.
2. The City's Manager of General Services is hereby authorized
and directed to issue the requisite purchase order therefor, incor-
porating into said order the City's specifications, the terms of said
bidder's proposal and the terms and provisions of this ordinance.
3. Any and all other bids made to the City for the aforesaid
equipment are hereby REJECTED, and the City Clerk is directed to
notify each such bidder and to express to each the City's appreciation
for such bid.
4. In order to provide for the usual daily operation

I. Background:
City Council, at its October 20, 1986 meeting, publicly opened
and read aloud bids for the 1986 Roof Replacement at the Terminal
Building - Level E of the Roanoke Regional Airport, Roanoke,
Virginia.
Five (5) bids were received for this project with Blankenship
Roofing Company, Inc. of Roanoke, Virginia, submitting the low
bld of $9,732.00 and 2--0 consecutive calendar days.
Project involves the providing and installing of a single-member
membrane roof and insulation over the existing built-up roof
on Area E of the Terminal building. Area E is the final area
of the original installation of the built-up roof with cinder
fill.
II. Issues in order of importance are:
A. Compliance of the bidders with the requirements of the contract
documents.
B. Amount of the low bid.
C. Funding of the project.
D. Time of completion.
III. Alternatives are:
Award a lump sum contract in the amount of $9~732.00 and 20
consecutive calendar days to Blankenship Roofing Company,--~nc.
of Roanoke, Virginia to provide and install a new single-
member membrane roof for Level E of the Terminal Building at
the Regional Airport according to the contract documents as
prepared by the Office of City Engineer. Establish a project
contingency amount of $1~26g.00 for a total project amount
of $11~000.00.

and is acceptable.
3. Fundin~ is available in the Roof Repair and Replacement
Account No. 004-056-8505-9089.
Time of completion is quoted as 2_~0 consecutive calendar days
which is acceptable.
B. Reject the bids and do not award a contract at this time.
1. Compliance of the bidders with the requirements of the
contract documents would not be an issue.
2. Amount of the low bid would probably increase if re-bid at
a later date.
3. Fundin~ would not be encumbered at this time.
Time of completion would be extended. This is the last
section of original building roofing and needs to be
replaced.
IV. Recommendation is that City Council take the following action:
A. Concur with the implementation of Alternative A.
Authorize the City Manager to enter into a contactural agreement
with Blankenship Roofing Company, Inc. of Roanoke, Virginia for
the 1986 Roof Replacement of Level E at the Regional Airport
Terminal Building, Roanoke, Virginia, according to the contract
documents as prepared by the City Engineers Office for the sum
of $9,732.00 and 2~0 consecutive calendar days.
C. Establish a project contingency of $1~268.00 for a total project
amount of $11,000.00.
