Adjournment. , NOTICE OF PUBLIC HEARING CITY RO OKE RECOMMENDED 2003-2004 HUD FUNDING BUDGET Pursuant to 24 CFR 91.105, notice is hereby given that on Thursday, May 1, 2003, at 7:00 p.m., or as soon thereafter as the matter may be heard, Roanoke City Council will meet in the Exhibit Hall of the Roanoke Civic Center, 710 Williamson Road, N.E., Roanoke, Virginia, for the purpose of holding a public hearing on the City's proposed 2003-2004 HUD Funding Budget. All persons shall be afforded an opportunity to speak and state their views concerning all aspects of the budget within such reasonable time limits as shall be established by City Council. Persons desiring to speak on behalf of others must have their names placed on thc agenda in accordance with regular procedures of the Roanoke City Council. Written comments of interested persons will be received by the City Clerk at any time prior to the hearing. Complete copies of the Draft Annual Update to the Consolidated Plan, which includes the recommended 2003-2004 budget, was made available for public inspection beginning Thursday, April 3, 2003, at the City Clerk's Office, Room 456, Municipal Building, 215 Church Avenue; the Department of Management and Budget, Room 354, Municipal Building, 215 Church Avenue; all City Library locations, including the Law Library; and the main office of the Roanoke Redevelopment and Housing Authority, 2624 Salem Turnpike, N.W. Comments will be accepted in writing through Friday, May 2, 2003 at the Department of Management and Budget, Room 354 Municipal Building, 215 Church Avenue, SW, Roanoke, VA 24011. Special Tax on Consumers of Local Telephone Service - E 9-1-1 Surcharqe: Increase from $1.45 to $2.00 per telephone line per month effective October 1, 2004. Short-Term Rental Tax: 1% of the gross proceeds of any person engaged in the short- term rental business as defined in Section 58.1-3510 of the Code of Virginia (1950) as amended. Roanoke, Virginia 24011 (540) 853-2541 NOTICE OF PROPOSED REAL PROPERTY TAX INCREASE Pursuant to Section 58.1-3321, Code of Virginia (1950), as amended, notice is hereby given that the City of Roanoke proposes to increase property tax levies. Assessment Increase: The total assessed value of real property, excluding additional assessments due to new construction or improvements to property, exceeds last year's total assessed value of real property by 5.85 pement. Lowered Rate Necessary to Offset Increased Assessment: The tax rate which would levy the same amount of real estate tax as last year, when multiplied by the new total assessed value of real estate with the exclusions mentioned above, would be $1.14 per $100 of assessed value. This rate will be known as the "lowered tax rate." Effective Rate Increase: The City of Roanoke proposes to adopt a tax rate of $1.21 per $100 of assessed value. The difference between the lowered tax rate and the proposed tax rate would be $.07 per $100, or 5.85 percent. This difference will be known as the "effective tax rate increase." Individual property taxes may, however, increase at a percentage greater than or less than the above percentage. Proposed Total Budget Increase: Based on the proposed real property tax rate and changes in other revenues, the total budget of the City of Roanoke will exceed last year's by 5.77 percent. A public hearing on the "effective tax rate increase" will be held on Thursday, May 1,2003, at 7:10 p.m., or as soon thereafter as the matter may be heard, in the Exhibit Hall of Roanoke Civic Center, 710 Williamson Road, N.E. Roanoke, Virginia. All persons desidng to be heard shall be accorded an opportunity to present oral testimony within such reasonable time limits as shall be determined by City Council. The proposed ordinance, and information concerning the documentation and justification for the above proposed charges, is available for examination by the public in the Office of the City Clerk, Room 456, Noel C. Taylor Municipal Building, 215 Church Avenue,.S.W., Roanoke, Virginia 24011.
