The City Manager introduced Ford P. Weber, Director of
Housing and Neighborhood Services, effective October 3,
2005.

Adopted Resolution No. 37206-100305 authorizing
the City Manager to donate up to 20 surplus vehicles
to the chambers of commerce for localities affected
by hurricanes Katrina and Rita. (7-0)
The City Manager advis.e.d of a cooperative
arrangement between the C~ty of Roanoke and the
City of Gulfport, Mississippi, to assist with various
needs as a result of the hurricane.
The City Manager advised that on October 3, a six-
member recovery planning team, comprised of
personnel from the Roanoke/Fire EMS department
was deployed for 15 days to Lake Charles/Calcasieu
Parish, Louisiana, to assist in response and recovery
planning, mass care, communications, commodity
distributions, re-entry and stabilization. She stated
that Fire-EMS Battalion Chief Jeff Beckner will be in
command of the first team which will be replaced by a
second group after 15 days.
· Roanoke-area service groups and organizations were
encouraged to determine how they may contribute as
well as adopt "sister" groups in affected hurricane
areas, and the Mayor or the City Manager were
requeste.d to contact other localities in the
Metropohtan Statistical Area to .encourage their
support of efforts to assist Iocahties affected by
Hurricanes Katrina and Rita.

In conjunction with a Proclamation issued by the Mayor earlier in
the m.e. eting designating the month of October as Crime
Prevention Month, Ms. Evelyn D. Bethel, 35 Patton Avenue, N. E.,
commended the Police Department on the manner in which a
potentially dangerous situation involving an elderly relative was
handled.

12. CITY MANAGER COMMENTS:
The City Manager advised that beginning October 3, parking
tickets will be issued by downtown parking ticket enforcement
officers using handheld computers that print easy to read tickets
on water proof paper.
The City Manager called attention to the following activities:
Fall Waterways Cleanup and Celebration which was held on
Saturday, October 1 from 8:30 a.m. - 2:00 p.m., along the
banks of the Roanoke River.
2005 Business Festival on Saturday, October 1, which was
held at the Goodwill Industries parking lot on Melrose
Avenue from 10:00 a.m. to 4:00 p.m.
Kickoff for the Market Study which was held on Saturday,
October 1 at 11:00 a.m.
Fall Festival which was held on the City Market on Saturday,
October 1 from 10:00 a.m. to 4:00 p.m.
Roanoke River Flood Reduction Project ground breaking on
October 4 at 10:00 a.m., at the Roanoke River next to the
9th Street Bridge.
Presentation of the consultants report on the Roanoke
Public Library on October 3 at 6:00 p.m., at the Jefferson
Center.

STRENGTHENING THE PARTNERSHIP
City Council and the City Administration have put an unprecedented emphasis on housing
and neighborhoods in Roanoke. City Council established a public policy to focus
Community Development Block (}rants in targeted neighborhoods, and tho City
Admlni.~txation has established priority neighborhoods in which funds have been focused.
Thc City AdmlnL~tration has also n~,q~ clear tho desire to have more upscale housing inthe
City. The City has developed a Straiegic Housing Pkn that will establish a housing and
neighborhood roadmap to guide the City, other agencies, non-profits, and private developers.
City Council established the Roanoke Redeveiopm~nt and Housing Authority (RRHA) to be
its agem to implemem housing and community development pmgram.~ In order to get the
greatest benefit t~om implememing public/private plmnarships to create new housing and to
revitalize existing neighborhoods, it is essenfisl that thc City and RRHA have the strong{st
possible parmership. Il is in the best interests of the citizens of Roanoke that ~ lac a
strong bond between those two public entities.
Why [mrt,,er with RRHA?
RRHA is a public entity and shares the same vision as the city to improve or develop homing
in the city, to strengthen city neighborhoods and provide the greatest diversity in housing.
The General Assembly has assigned certain powers to RRHA to implen~nt housing and
community development programs. City Council appoints members of tho Board, and no
other homing entity has a Board appoimed by City Council or the legislative authority to
collaborate with the private sector in order to enlumce the marketability and value of
RRHA has more experience in developing and operating housing in the city thsn any other
entity routinely receiving money for housing from the city. In thc past several ~ RRHA
has developed a reputation as a successful, strong, efficient, creative urgani~aion that
collaborates well with others. We have been successful with difficult projects that were
importam to tho city.
RRHA has hoen a strong panner in assisting the city in recyelin~ blighted and undenltilized
land in the city for economic development. We understand what it takes to holp make the
city stronger.
RRHA has a better undemanding of housing issues than any other entity. By being an owner
and on-site manager of bousing for low-income families as w~ll as a developer, we
und~sland beth the social and tho business sides ofbousing.
RRHA has devebped progressive policies for housing that will result in increased wealth of
low-income families and improved services to help families become self-sufficient. We are
viewed as leaders in our industry in tho state. Our collaboration has produced the Serf-
Sm~iciency Consortium that brings together the major service delivery agencies to better
coordinate services that focus on the outcome of self-sufficieney.

· RRHA has a strong desire to be the leading partner with the city to implement the city vision
and its Comprehensive Plan.
RRHA has assembled an outstanding staffthat has exceptioml experience in all aspects of
housing including services, financing, construction, rehabilitation, management, property
assembly, implementation planning, collaboration with others, and understanding the city
vision.
RRHA has demonstrated a commitment to the city by developing a range of housing. This
includes quality public housing, private LIHTC projects, homes for sate, market-rote rental
housing in downtown, and rehabilitation financing for existing properVy owners. We are
taking on a substantial rehabilitation task to improve a critical block near downtown to
provide an opportunity for more market-rate homeownorship.
RRHA has been successful in putting together pubic/private financing for development and
rehabilitation. RRHA is respected by ban~s md tax equity firms for our succcssfol re~ord.
We know what lenders need and how to develop ~nd provide that information to them.
What steps has RRHA taken to effect a partnership?
The Bma'd of Coamdssioners has been working over an extended period to improve relations
with the City and to develop a strong working partnea~p with the City for the benefit of the
citizens of Roanoke City.
· In order to improve and strangthen the partnership with the City, we now have in place the

Additionally, the Board of Commissioners 1~ committed to moving RRIqA'$ ofl~c~
downtown in order to provide better communicatiom and interaction between RRHA's staff
ami the city's staffand departments, in particular Harming, Economic Development and
Neighborhoods. The City Manager and RRHA's Executive Director and the respective staffs
ofhoth organizations, and the City's consultants, are working to develop layouts to
consolidate RRHA and some oftbe City's departments into Municipal North.
What remains to be done?
To effect better commurdoations ~ interactions, the stafls~e of the City and RRHA need to
develop a joint operational plan for community development and housing ("Joint Plan") to
spell out what the partnership between RRHA and the City will look like. In particular, with
the recent hiring ora new Director of Neighborhoods and Housing by the City, the new
Strategic Homing Plan (to he acted on in the near future by Council), and the ~nt of
lohn Baker in 2006, this takes on even greater importance that this be done sooner rath~
~han later.

.As part of the move downtown, it is imperative that we keep the RRHA "Team" together.
John Baker and the staff have worked long and hard to break down the "silos" that existed
within RRHA when John came. They have succeeded in doing this and have developed an
extremely effective organization. We need to ensure none of this hard work is undone by the
We ne~ to ensure th~ RRHA n~intains a separate identity within the community. We have
heard from members oftha community already of concerns that RRHA is going to become
"just another departme~ within the City", and they are concerned about th~. We will need
to do a great job communicating with not only our clients within public heusin~, bm also the

year; home fires claimed more than 3, 000 lives in the United States
in 2004, and 82 per cent of fire deaths nationwide happen in the

economic toll that fire takes on its citizens; and

the City of Roanoke understands that safety measures can
significantly cut the risk of fire; a fire can spread rapidly and a

WHEREAS, a public hearing was held on October 3, 2005, pursuant to §§15.2-1800(B)
and 15.2-1813, Code of Virginia (1950) as amended, at which hearing all parties in interest and
citizens were afforded an opportunity to be heard on said conveyance.
BE IT ORDAINED by the Council of the City of Roanoke that:
1. The City Manager and the City Clerk are hereby authorized, for and on behalf of
the City, to execute and attest, respectively, the necessary documents providing for the
conveyance of a 0.467 acre parcel of City-owned property known as Parcel SA, identified as new
Official Tax No. 1010106, located on Salem Avenue, S.W., to the Times-World Corporation in
exchange for a 0.422 acre parcel located on Campbell Avenue, S.W., bearing Official Tax No.

Lot 5A (New TM #1010106)
The City owns property located on Salem Avenue, SW, which is currently used
for parking of official vehicles. The City desires to convey this property to the
Roanoke Times in exchange for a parcel located on Campbell Avenue, SW,
containing approximately 0.422 acres, identified by Tax Map #1010829, which
is owned by the Times. This parcel will be used for the future development of
a downtown parking garage. The property being conveyed by the City is
identified as new TM #1010106, containing a total of approximately 0.467
acres defined as Lot 5A on the attached plat (Attachment #1).
On August 15, 2005, Council adopted Ordinance No. 37163-081505, which
authorized the conveyance of a 0.449 acre parcel known as Parcel l-A, bearing
Official Tax Map #1010107. The plat was subsequently revised, changing the
name of the parcel to be conveyed to Parcel 5A. A new Tax Map number
(1010106) has been assigned to Lot 5A.
Recommended Action(s):
Following a public hearing, authorize the City Manager to execute a deed of
exchange to convey the property designated as Parcel 5A (TM #1010106)
containing approximately 0.467 acres as shown on the Plat of Street Vacation,
Subdivision and Combination made for City of Roanoke, Virginia dated August
26, 2005, to the Roanoke Times, in exchange for the parcel identified by Tax

STADIUM PRESENTATION CITY COUNCIL 10/3/05
GOOD AFTERNOON. As you know, City Council will
receive the results of the Stadium study in the next 45
days. At that time we will receive cost estimates for
renovating Victory Stadium and cost estimates for
building various size new stadiums. Equally important,
we will receive information about the type and level of
usage these stadium options might generate.
I have been concerned, as I am sure each of you are, that
thc public discussion the past several months have been
solely about high school football needs and while high
school football is a key factor it is not the only factor.
There is also belief that with the right type and size
Stadium, it can also be an important economic
development opportunity for the City of Roanoke.
Since this year is the l0th anniversary of the reopening of
the Hotel Roanoke & Conference Center, I thought it
might be helpful to look back at that project and see if
there are lessons to be learned for our future stadium
decision.
In the early 1990's, I was fortunate to be selected by the
City Manager to lead the local effort to try and piece
together a financing plan that would allow for complete
renovation of the Hotel Roanoke.
For those of you who lived in Roanoke at that time, you
would remember, that for the Public, this was a very
emotional issue. The Public wanted the hotel saved and
renovated - PERIOD. People had vivid, personal
memories of the Hotel and their emotional feelings for the
Hotel was a significant factor for the City Administration
and City Council in its decisions about how much money
we were willing to put into this project.
However, as someone involved in every aspect of the
effort; for the City Administration and City Council at
that time, it was also about numbers, and about where
and how the Hotel's renovation might fit into the overall
strategy for improving the financial health of the City.
- I can also quickly summarize some of the big picture
factors that drove our decision-making in the mid-1990's.
(Slide with words Independent City & Frozen
Boundaries) - VA is the only state in the Country with an
independent City system of government. Unlike our
neighbors in NC, for example, our cities only receive local
tax revenues we collect and there is no automatic sharing
of expenses. Even worse, annexation for cities like
Roanoke was eliminated in 1978, so our boundaries
became frozen. This meant that though Cities in VA
wanted to continue to be equal, regional partners in
industrial development and recruitment, given our fixed,
limited boundaries we have to look elsewhere for'
additional strategic investments that will bring new tax
revenue into the City.
But, as the saying goes "you must play the cards you are
dealt and the Independent Cities Structure was a big
card". Therefore, the #1 economic development goal in
the mid-90's was to work on projects that had the
potential to significantly increase the City's tax
collections.

Slide showing our population if you include an area
within a 60-mile radius. Within this hours drive were
over 650,000 people. To understand the importance of
this slide to the City of Roanoke at that time let's look at
the next series of slides.
(Slide of largest Cities/Counties in VA until you get to
Roanoke) You can see from this slide that in the mid-
Nineties, Roanoke City was the 15th largest City or
County in VA. The other 14 larger communities are in
what is referred to as the "Golden Crescent" along the
eastern part of the State.

despite our relatively small size and the fact that we were
not located in the more affluent "Golden Crescent", the
City of Roanoke was #1 in the entire State of VA in per
capita sales tax collections. How could that be you ask? If
you think about the previous slide people in that larger
60-mile-region still came to Roanoke to shop and luckily
for the City, Valley View Mall was built within the City
boundaries.

further reinforced with this slide. Again, despite our
relative small size and location outside the "Golden
Crescent", the City of Roanoke was in the top 5 in State
for per capita restaurant sales. We continued to be a
regional draw for people to eat-out.

Hotel Sales per capita among the same communities.
Though we did not stand out in this area like we did the

others, we assumed the closing of the Hotel Roanoke was
negatively affecting these numbers.
In 1995, the City clearly benefited from its role as a
regional shopping hub. And because of this, the 3 fastest
growing sources of taxes in the City were Meals tax, Hotel
rooms tax and sale's tax.
Therefore, coming to the conclusion that the re-opening
of a renovated Hotel Roanoke should be the City's #1
economic development project was easy. Accomplishing
the renovation and re-opening of a first-class hotel in
downtown Roanoke at that time, however, was anything
but easy.
We hired independent consultants to study the financial
feasibility of renovating the Hotel Roanoke and
unfortunately they concluded it was not financially
feasible.
The consultants told us that we needed to create some set
of circumstances that would generate more overnight
business if the hotel were to reopen. Further, they said the
only realistic option available to us at that time to
increase room nights was to increase business from the
Meetings Market, and even that would be a significant
challenge.
The Meetings Business, as you can imagine, was full of
competitors. Some of those competitors were located in
communities with large airports with a great amount of
air service, and some were located on a beach and some
on a golf course and some luckily competitors had all the
above.
Our consultants also told us if we were going to attract a
significant amount of new Meetings business, we could
not downsize the Hotel Roanoke in any significant way.
Without a full-service hotel with at least 300-400 rooms,
meeting planners representing larger groups like
Statewide Associations were not coming to Roanoke.
When the Hotel Roanoke was closed, the next biggest
hotel in the Valley was the 200-plus room Marriott now
Wyndham. If the Hotel Roanoke were going to be a
competitive location for the large-group Meetings
business it had to have at least 300-rooms.
Therefore, we had to create or invent a business model
that was not obvious to us at that time.
- On the plus side we identified the following for Roanoke;
As the biggest City in the western part of the state,
Roanoke traditionally functioned as the location for
statewide associations as they rotated their meetings to
different regions of the state. At that time, Roanoke not
only lacked a headquarters hotel but it lacked quality,
large meeting rooms. Therefore, if part of our business
model was to attract our share of Statewide Association
business, we had to have a quality meeting facility with
multiple, large meeting rooms.
About that time there was a story in the Roanoke Times,
that the Town of Blacksburg and VA Tech were in early
discussions about building a larger hotel and meeting
space complex to replace Donaldson Brown, and that the
proposed location was near downtown Blacksburg. Wait
a minute we thought let's approach VA Tech about
building a new larger facility in conjunction with the City
of Roanoke?

Therefore, we decided to approach VA Tech about
participating in an off-campus hotel and conference
center project in downtown Roanoke, which would
involve reusing the Hotel Roanoke.
We took our idea of a partnership to Tech officials at that
time and you can imagine their initial reaction, ARE
YOU NUTS?
VA Tech was in-between Presidents at that time it was
Roanoke's fate that early that spring Tech announced
that Dr. James McComas, then President of University of
Toledo, would be the next VA Tech President. We
thought let's go to Toledo and make our pitch to Dr.
McComas before he takes his job as President of VA
Tech, and most importantly let's make our pitch for
reusing the Hotel Roanoke before the VA Tech staff back
in Blacksburg gives Dr. McComas the preverbal hundred
reasons why it did not make sense.
That summer, a small group lead by then Mayor Taylor
went to University of Toledo to explain our concept. We
were not 5 minutes into our pitch when Dr. McComas
stopped our presentation, asked us to get in his car and he
drove us about 20 miles into downtown Toledo. We pulled
up in front of 2 large buildings and Dr. McComas
pointed to the buildings and said is this what your talking
about? He went on to explain that the University was
recently involved in a public-private partnership between
the City of Toledo the University and a Hotel Developer
in a project that involved a combination hotel, meeting
space and continuing education located 20 miles from
campus in downtown Toledo.
You could of knocked us over with a feather. Talk about
luck and fate. You know the rest of the story VA Tech;
lead by Dr. McComas, became a major partner with the
City of Roanoke in pursuit of our project.
Our consultants studied what the impact of bringing VA
Tech business would mean to our business model and
concluded it would add an additional 20% in meetings
business and overnight hotel-room business to our model.
However, that meant we would have to build the type of
spaces with a level of technology that would attract users
from VA Tech.
In the early 1990's, a typical full-service 332-room hotel
like the Hotel Roanoke would have built Meeting or
Conference Space as a part of their project of about
10,000 sq. ft. In order to accommodate the different
components of the meetings market business we needed to
generate enough new room nights to make renovation of
the hotel feasible we proposed building a meeting or hotel
& conference facility with over 60,000 sq. ft. of meeting
space That was about 6 times bigger than typical 332-
room headquarters hotel could justify.
(Slide of Roanoke Ballroom) This is the Roanoke
Ballroom, the largest of the 4 ballrooms in the complex.
We had to have a large ballroom to attract Roanoke's
share of the State Association meetings business; The
Roanoke Ballroom accomplished that at that time, as it
was the largest ballroom west of Richmond in VA.
(Slide of Washington Room) We had to have unmatched,
quality spaces with the latest technology if we were going
to attract the VA Tech component of business. Another

major partner and potential user at that time was
Carilion Health System and we needed rooms like the
Washington Room that you see in this slide, that had dual
rear-screen projectors a requirement for healthcare
presenters.
We also had to have some sort of physical separation for
serious users that were there to learn and for those less
than serious rowdier conventioneers, thus was born thc
idea of putting the small meeting rooms on the lower level
of the conference center completely out of sight from the
ballrooms upstairs.
(Slide of Hotel & Conference Center) We also knew that
providing the right facilities was only part of the battle.
The landscape around the Country was littered with
failed hotels run by the private sector attached to failed
publicly-owned conference centers run by a public entity.
We knew from the negative experience of these other
places that we needed a seamless operation between the
publicly owned conference center and the privately
owned hotel. Therefore, we needed to hire the same
private sector management group for both facilities.
With all of this effort and with significant financial
involvement of the City came high expectations. Council
asked us to design a business model that on paper paid
for itself. The City was financially responsible for half the
operating deficit in the conference center and all of the
annual debt service for building the Conference Center.
Therefore, the Hotel & Conference Center would have to
generate enough local taxes; from within the 4-wails of its
facilities to pay the City's annual debt service on the
Conference Center, and any operating loses.

Looking back with 10 years of history, how we do? Did it
meet expectations and projections? The answer is an
unqualified yes. VA Tech has accounted for 20% of the
hotel's business as projected; the Conference Center is
one of the only publicly owned meeting facilities in the
Country that operates in the black and the Hotel
Roanoke enjoys its rightful position as the favorite
location for meeting planners booking Statewide
Association business. In addition, the direct revenues
from the facilities exceed the operating and annual debt
service costs and the City collects almost $2 million in
direct City taxes from the complex.
Now you are asking yourself, ok Wishneff, we enjoyed the
story about the Hotel Roanoke, but does Roanoke's
experience with the Hotel Roanoke have anything to do
with how we assess the Stadium question? This answer
too is an unqualified, YES.
The first lesson is that since Roanoke is not a fast growth
area like the Golden Crescent, we have to worker harder
and smarter if WE want bigger, higher quality projects
like the Hotel & Conference Center. You really need to do
your homework on potential business markets before
pursuing economic development projects involving the
expenditure of significant City money.
Another lesson is that when possible recruit partners to
help share the risk and reward and of identify and
structure projects on that play to our geographic, natural
and man-made strengths and assets.
But the most important lesson for the Stadium decision to
be learned from the Hotel Roanoke & Conference Center
project relates to the Conference Center. In order to
make the hotel financially feasible, we had to attract a
large amount of new overnight business related to
different segments of the meetings business. And in order
to accomplish that, we had to build a conference center 6
times bigger than the Hotel Roanoke by itself could
justify. Yet we were able to do this and still have one of
the only publicly owned conference center that operates
in the black.
So when it came to the Hotel Roanoke project, if asked if
the size of the Conference Center really matters, THE
ANSWER IS YES. When it comes to the success of a
stadium project in the City of Roanoke will size really
matter the answer may also be yes.
(Slide of CBI Logo) I also wanted to mention some lessons
from the site selection process for CBI that also may offer
some lessons for the stadium decision.
(Slide of Hollins Property) You may not recognize this
but this is a site plan for the property owned by Hollins
University near the Hollins exit along 1-81. I do not think
many people realize it but CBI was heading to this
County site.
I was the lead consultant for CBI on the project at that
time and ! can tell you unequivocally that there was no
serious consideration of a site near the Roanoke
Memorial. CBI was heading to a new Hoilins campus
located on 1-81 midway between VA Tech and UVA.
I did some research on biomedical parks at that time and
learned a curious thing, biomedical parks that were
removed from the hub of healthcare activity and away
from key decision makers performed poorly. Those that

were near or adjacent to existing University campuses
and/or Hospital campuses were more successful. Staff
people who were sent to these off-site removed campuses
felt like they were missing out on the action and actually
resisted moving.
(Slide of Carilion Campus) Luckily, I stumbled across this
map of the Carilion Roanoke campus that was made for
out of town visitors. If you look closely at this map you
will see that Carilion already had a 40-building campus.
Stupid me, we already had a campus with over 40
buildings in downtown Roanoke and the Reserve Avenue
area. Sometimes you cannot see the forest for the trees.
But for this campus map, I am not sure it would have
ever dawned on the decision makers that they already
had a campus. When we explained to the participants
from Tech and UVA about the benefits of this location in
terms of proximity to other important facilities and
people they insisted that we drop the Hollins site for this
redevelopment area.

number I in the state among large localities for annual
sales tax collected per capita.
(Slide of 2004 restaurant sales per capita) Amazingly, the
same thing is true about restaurant sales; in fact we
actually leaped over 2 large Northern VA Counties 3rd
place.
(Slide of 2004 hotel sales per capita) However, when it
comes to hotel sales per capita we slipped one-spot falling

from 9th to 10th. I want to come back to this in a couple of
slides.
Therefore like it was 10 years ago, our hotel, restaurant
and retail store base has remained as a major tax revenue
asset, and one that we must continue to find ways to
enhance.
However, if you look a little closer at what makes up the
growth in our hotel rooms over the past 10 years you
quickly conclude that enhancing the City's tax base will
take some different approaches than 10 years ago. (Slide
listing new hotels since Hotel Roanoke opened) If you
stare at this list long enough something jumps out at you;
all 12 of the hotels built in the Valley over the past 10
years are what people in the hotel industry call limited-
service hotels. These new limited-service hotels do little to
improve our attractiveness to' the Meetings Planners we
are trying to persuade to use the Hotel Roanoke &
Conference Center.
I do not have a slide ot~it~the Roanoke Valley's

~r 1,113 limited-service new hotel rooms are not
overly attractive for the meetings business, they are
exactly the type of hotel facilities parents of traveling
soccer teams or AAU basketball teams or alumni of the
teams playing in the Stagg Bowl football game like to
stay. Again, we have to play the cards we are dealt and
this card says we have tremendous existing capacity
within our hotel, restaurant and retail base to attract
events that are sports-related.

Given the above factors, it is reasonable to conclude that
as a part of any strategic efforts to increase tax collections
in sales, hotels and meals taxes that the Roanoke City
should pursue sports-related events and games.
However, many other regions around the Country also
have seen the same opportunity and are developing
strategies to succeed.
Therefore, like with the meeting facilities at the Hotel
Roanoke, we need to smartly, craft plans that provide
facilities that differentiate us from the competition; also
like with the meeting facilities at the Hotel Roanoke we
need to work to attract partners; and find ways to
provide a better level of customer service than the
competition, And like the meeting facilities at the Hotel
Roanoke, can we break the mold and develop facilities
that do not run operating deficits? And can we be smart
enough to take advantage of our assets?
Americans are holding sporting events at all skill levels
and ages in unprecedented numbers. What Councilman
Sherman Lea said previously was not that we would
compete "with Salem" for sporting events, but that we
want to compete "like Salem" for sporting events. If we
are smart in our decision-making we can add facilities
that do not duplicate what we already have in the Valley.
For example, there will be some events that are better
suited to Salem's 8,000-seat Stadium and if we chose to
renovate Victory Stadium there will be some events that
are better suited to a 20,000-plus-seat stadium.
(Slide of Colleges and Universities within a 60-miles
radius) Did you know, Roanoke that has 19 Colleges and
Universities within a 60-mile radius? I doubt many

regions of our size c~at boast. Like with VA
Tech and the Hotel Roanoke, is there some sports-related
partnership that can take advantage of this tremendous
asset?
(Slide listing neutral fields) This slide is a complete list of
neutral stadiums east of the Mississippi River that have
Stadiums as big or bigger than Victory Stadium.
Greensboro expanded its basketball arena in large part so
it could have a neutral basketball court big enough to
host the Men's ACC basketball tournament every so
many years. Is having a facility that is unique because of
its size and because of its neutral location something to
run from or is its size and location a unique opportunity
that provides a point of difference?
Friday I spoke to the ACC official in charge of among
selecting locations to host league tournaments for sports
other than football and basketball. He told me that
current ACC league policy, like with Men's basketball,
for sports like soccer and lacrosse was to select neutral
stadiums for championship tournaments. In fact, he said
there was a shortage of good neutral stadiums to host
these championship events and wanted me to keep in
touch with him about our stadium decision.
Obviously when the City leaders in Roanoke built Victory
Stadium in 1941 and decided to make it 24,000-seats they
built it for more than high school football. In 1941 it was
probably one of the biggest Stadiums in Virginia. If you
go back and read the newspaper accounts you would
learn that it was built that big (24,000-seats) for economic
development reasons. Roanoke hosted a football game
between VMI and Citadel and latter between UVA and
VA Tech. The City of Lynchburg was building a new

stadium and the Roanoke City leaders built Victory
Stadium at 24,000-seats to keep Lynchburg from stealing
those games. What drove those community leaders 64
years ago to build a 24,000-seat facility was their vision of
an economic opportunity just like that might drove ours
today.
(Slide of RiversEdge and Stadium) We also talked about
the growing importance of the proximity when locating
major development projects. If you look at this aerial
along the Roanoke River, like with the map of the
Carilion campus I showed you earlier, you would see that
we already have the beginnings of an outdoor sports
campus. Could a stadium be the first of several new
sports facilities, like a competitive track?
If you look even closer there is something else that catches
your eye; our sports complex would be in close proximity
to the largest hospital in VA west of Charlottesville and
across the street from our biomedical park. Are there
opportunities to partner with CBI on a unique set of
facilities and activities related to sports medicine? I spoke
briefly with Daniel Barchi, executive director of CBI
about this, and Daniel agreed that a unique opportunity
may exist and he is very interested in exploring it further.
I also understand that the City of Roanoke has additional
economic development opportunities and assets to build
upon and I do not mean to overlook them as we move
forward.
(Slide of Mill Mt.) for example, we need to find some
development to take advantage of the uniqueness of
having a Mountain located within our City boundaries

(Slide of Henry Street) We need to craft a master plan
that both honors and takes advantage of the many
famous people who have lived and/or worked in historic
Gainsboro.
(Slide of Elmwood Park stage) Maybe we should
recognize that we already have a location for a first-class,
outdoor amphitheater with ample existing parking in the
evenings and weekends and that all we just need to do is
expand and improve upon it, and that its location can be
another activity that helps drive business into our
downtown?
We also need to develop a plan to build upon the success
of the Hotel Roanoke & Conference Center. Maybe we
should build more exhibit and meeting space at the hotel
and maybe can we leverage that meeting space and
additional parking spaces to recruit a developer that
would add at least 100 additional hotel rooms on-site?
I know there are some voices in the Community that say a
20,000-plus-seat stadium is too big for Roanoke, but I
believe those voices represent, a short-sighted,
conservative myopic view, they belittle our capability to
successfully develop and marketing a larger stadium, and
these same voices that say things like the days of VMI and
the Citadel playing in Victory Stadium and marching up
Jefferson Street are over, DUH, who said anything about
recreating the past, how about a game between VMI and
Norfolk State with the world-class Norfolk State
marching band playing at halftime? Had these same
voices been around in the mid-1990's when we were
contemplating whether to renovate the Hotel Roanoke
they probably would have said Roanoke cannot support
such a large hotel & conference center because the days

of hotel guests arriving by train are over and NS has
moved its annual meetings out of Roanoke, so Roanoke
get over it. Luckily, such shortsighted thinking was
nowhere to be found 10 years ago.

to talk about the past and I would be happy to answer
any questions.

Dear Mayor Harris and Members of Council:
Background:
The Bulletproof Vest Partnership Act of 2000 is a unique U.S. Department of
Justice initiative designed to provide a critical resource to state and local law
enforcement. The grant program is managed by the Department of Justice,
Office of Justice Programs, Bureau of Justice Assistance. The program provides
reimbursement funding on the purchase of approved bulletproof vests.
On August 24, 2005 Roanoke was awarded $10,983 for reimbursement on the
purchase of 60 bulletproof vests. The vests eventually acquired through this
program are to be split between the Police Department and Sheriff's
Department.
The Local Law Enforcement Block Grant Program requires that all grant funds be
placed in an interest bearing account. Based on interest earned during the FY
2003-05 and 2004-06 of LLEBG funding, additional interest earnings have been
realized or are anticipated for these grants in the amounts of $400 and $1,500
respectively.

Recommended Action:
Accept the Bulletproof Vest Partnership reimbursement of $10,983 from the
Bureau of Justice Programs; and authorize the City Manager to execute the
grant agreement and any related documents, subject to them being approved
as to form by the City Attorney. Appropriate funding of $10,983 as outlined
below and establish corresponding revenue estimate in accounts to be
established by the Director of Finance in the Grant Fund:

Additional Revenue Received
from the Commonwealth of
Virginia for the Hazard
Mitigation Grant
The City of Roanoke was awarded a grant from the Federal Emergency
Management Agency (FEMA) and Commonwealth of Virginia Department of
Emergency Management (VDEM) through its Hazard Mitigation Grant Program
(HMGP). The purpose of this grant was to remove a bu ding located at 1428 10,h
Street, which was subject to repetitive flooding. The building has been removed
and the project is complete.
The total project cost estimate was $161 400 which ncuded the property
purchase, relocat on and demol tion. The HMGP award covered $153,330 of the
proposed cost and the remaining funding of $8,070 was provided by the Capital
Projects Fund Lick Run Greenway account.
Project expenses totaled $164,943 and add tonal revenue was received from
VDEM in the amount of $3,543. This revenue was for reimbursement of certain
expenses incurred during the project for fiscal year 2004.
Recommended Actions:
Adopt the accompanying budget ordinance to appropriate $3,543 to account
number 035-620-3510-9007 and increase the corresponding revenue estimate for
the same amount in account number 035-620-3510-3511.

Mill Road, SW- Property Located
in the Flood Plain
The City of Roanoke has been awarded a grant from the Federal Emergency
Management Agency (FEMA) and the Commonwealth of Virginia Department of
Emergency Management (VDEM) through its Hazard Mitigation Grant Program
(HMGP). The purpose of this grant is to remove a residence located at 3303 Garst
Mill Road, identified by Tax Map No. 5030214, which is subject to repetitive
flooding and major property damage.
The HMGP program is entirely voluntary. Mr. Jeffrey Rogers, the property owner,
was notified of the program and with his permission the city pursued the grant for
his property. After the acquisition is completed, the structure will be demolished
and the land will be dedicated to the City as permanent greenspace.
The total project cost estimate is $87,087 which includes the property purchase,
and demolition. The HMPG award will cover $82,733 ofthe proposed cost. The
remaining funding of $4,354 is available in account number 008-530-9734,
Miscellaneous Storm Drains Pt 2 account.
Authorization is needed to move forward with procurement of title work,
document preparation and acquisition of the necessary property rights and the
eventual demolition of the structure.

Recommended Actions:
Authorize the City Manager to execute the necessary documents, in a form
approved by the City Attorney to purchase the real property owned by Mr. Jeffrey
Rogers, at 3303 Garst Mill Road, S.W., Tax Map Number #5030214.
Authorize the demolition of the structure and close the 3303 Garst Mill Road
Hazard Mitigation Grant Program grant in accordance with the requirements of
FEMA.
Adopt the accompanying budget ordinance to establish a revenue estimate in the
Capital Projects Fund in the amount of $65,315 from FEMA and $17,418 from
VDEM, transfer $4,354 from account number 008-530-9734-9003 (Miscellaneous
Storm Drains Pt 2), and appropriate funding in the same amount to an account to
be established by the Director of Finance in the Capital Projects Fund entitled
Hazard Mitigation 3303 Garst Mill Road.

Background:
The Virginia Department of Transportation's (VDOT) Commonwealth
Transportation Board recently awarded a total of $744,920 to the City of
Roanoke as part of the state's Revenue Sharing Program. The award consists of
the follow three projects:

Aviation Dr. & Towne Square Blvd. Improvements
Sidewalk Maintenance City-wide

The City of Roanoke had sought a total of $1,000,000 for these projects;
however, the project requests received by VDOT statewide exceeded the
funding available to the program. Therefore, VDOT awarded a reduced amount
to each project (74.5% of the original request). It is recommended that the
funding be appropriated to these project accounts and preliminary engineering
proceed with the goal of developing a strategy to obtain the remaining funds
needed to implement these projects. The amount of sidewalk maintenance
work will be planned to coincide with the available funding.

Airport Agreement for
Aviation Drive & Towne Square
Blvd. Improvement
Background:
City Council previously appropriated $250,000 toward the development of a
project to improve the intersection of Aviation Drive and Towne Square
Boulevard. Since that time, the City has obtained additional funding in the
amount of $335,214 from the Virginia Department of Transportation's Revenue
Sharing Program. In an effort to use the preliminary engineering expenses as
part of the City's required matching funds for the Revenue Sharing Program, the
selection of a consultant and corresponding design work was scheduled to
occur after VDOT's award was finalized. Now that the VDOT award is complete,
staff plans to proceed with the selection of a consultant and to advance the
project plans to 65 percent in hopes that such added level of detail will help
secure additional funding from both the Roanoke Regional Airport Commission
and the private sector. The redesigned intersection is expected to result in
realignment of the Airport's main entrance; therefore, the Airport staff has been
involved in these preliminary developments and will need to be closely involved
with the overall project development. Recognizing the need to participate in
the development of this project, the Airport has stated a willingness to cover
one-third of the design costs not to exceed $30,000. While the Airport staff will
participate on the project team, the consultant selection and final design

decisions will be made by the City of Roanoke. A letter agreement from the
Airport Commission setting forth more details is attached.
Recommended Actions:
Authorize the City Manager to enter into an agreement with the Roanoke
Regional Airport Commission in substantial conformance with the attached
letter agreement; such agreement to be approved as to form by the City
Attorney.
Adopt the accompanying budget ordinance to establish a revenue estimate in
the Capital ProJects Fund in the amount of $30,000. Appropriate these funds
to the Aviation & Towne Square Boulevard account 008-530-9830.

Re': Realignment of Intersectlon of Aviation
Drive and Towne Square Boulevard
Dear Darlene:
A few weeks ago I met with Ken King regarding the above-referenced project. We
discussed the advisability and desirability of the Commission's participation, both financially and
otherwise, in the design of the new intersection. The purpose of this letter is to confirm the terms
and conditions for participation by the Roanoke Regional Airport Commission ("Commission")
in the first two phases of engineering services for the realignment of the intersection of Aviation
Drive and Towne Square Boulevard ("Project"), as well as to provide a legal vehicle for the
Commission to participate financially.
Based upon information provided by Ken, it is our understanding that the City of Roanoke
intends to procure two phases of engineering services for the Project at this time. The ftrst phase
of engineering services will consist of conceptual planning to approximately the 60% completion
level and preparing a cost estimate for the project. The second phase will consist of preparation
of right-of-way plans, final design, utility coordination, and preparation of construction
documents. The two project phases are more particularly set forth in the City's Request for
Proposals entitled "Request for Proposals Intersection of Aviation Drive and Towne Square
Boulevard, a draft of which was given to me by Ken on Julyl4, 2005.
The Commission is interested in participating in this portion of the project and offers the
following recommendations for its participation:
The Commission will name at least two representatives to the Project Team;
The Commission representatives will be permitted to participate in the
procurement process, including interviews, for the selection of the Project
engineer, and will provide input to the City members of the Project Team
prior to the City's selection of an engineer;
The Commission representatives will be provided with, will review and will
comment upon all engineering documentation and work product prepared
for the Project. Commission shall be provided with two (2) copies of all
project documentation produced by the selected engineer, including,
without limitation, cost estimates, conceptual or design plans, and
construction documents for such review;
In return for its meaningful participation in the design process, the
Commission will reimburse the City for a portion of the cost of the first two
phases of engineering services, up to a maximum amount of thirty thousand
doll.ars ($30,000.00). As the work is completed and after the City pays the
engineer, the Commission will reimburse the City for one-third of the
amount paid by City to the engineer, upon the presentation an invoice from
the City confirming such payments and subject to the thirty thousand dollar
limitation.

the signed letter to me so that I can set up the funding. Otherwise, please let me know if you have

Museum of Western Virginia and
Civic Center Phase II
Dear Mayor Harris and Members of City Council:
Background:
On June 20, 2005, City Council authorized the issuance of $3.7 million in
general obligation bonds for the new Art Museum of Western Virginia. The City
of Roanoke has pledged $4 million for the project. The first payment of
$300,000 was appropriated in October 2000. The second payment of $2.5
million is to be appropriated upon certification that funding to start the
construction is secured. The third payment of $1.2 million will occur upon
certification that the project is 50% complete.
On June 16, 2003, City Council authorized the issuance of $14.3 million in
general obligation bonds for the Civic Center Expansion/Renovation project.
During Fiscal Year 2004-05, $7,895,000 of the $14.3 million in general
obligation bonds was issued with the balance of $6,405,000 to be issued
during Fiscal Year 2005-06.
Considerations:
Funding needs to be appropriated in advance of the bond issuance to facilitate
the second payment to the Art Museum of Western Virginia and to encumber
funds for the balance of the construction contract for the Civic Center
Expansion/Renovation project.

Adopt the accompanying budget ordinance to appropriate funding in the

be established in the Capital Projects Fund by the Director of Finance and to

Appropriation of Funds for
Various Capital Projects
The following miscellaneous funds have been received by the City of Roanoke and
need to be applied to the appropriate project accounts:
The City of Roanoke had Lumsden Associates, P.C. perform a boundary line
adjustment survey between the City of Roanoke and Roanoke County. The
total project cost was $16,600, which was divided between Roanoke County
($7,700) for the Vinyard Park II portion, the City of Roanoke ($5,400) for the
Wastewater Treatment Plant portion, and Rockydale Quarries Corporation
($3,500) for the Route 220 and Draper Road portion. Revenue was received
on October 26, 2004, from Roanoke County in the amount of $7,700 and
revenue was received from Rockydale Quarries in the amount of $3,500.
II.
The City of Roanoke had a report prepared by Spectrum Design, P.C.
entitled "Center in the Square Chiller Plant Study" in conjunction with the
City Market Building HVAC Study to evaluate the possibility of developing a
central chiller plant for Center in the Square and the City Market Building.
Center in the Square agreed to share the cost of the study with the City of
Roanoke. The cost of the study totaled $9,000 and revenue was received
from Center in the Square on May 28, 2004 in the amount of $4,500.

The City of Roanoke initially paid for an abandoned fuel tank to be removed
from the Fire Station & Fire Administration site located at Elm Avenue and
Franklin Road. The Department of Environmental Quality reimbursed the
City of Roanoke for a portion of the cost of the removal of the tank.
Revenue was received from the Department of Environmental Quality on
February 2, 2005 in the amount of $2,097.

IV.
Lamar Advertising Company damaged a portion of an embankment that had
already been graded and permanently seeded on the proposed Stadium-
Amphitheater site while performing work on their billboards. Aquotation in
the amount of $988.90 was obtained from the contractor, Branch Highways,
Inc., to make the necessary repairs, and was given to Lamar Advertising
Company. Revenue was received from Lamar Advertising Company on
October 26, 2004 in the amount of $988.
The Roanoke Times requested a copy of the Victory Stadium Condition
Assessment and Evaluation report that was prepared by Sutton-Kennerly &
Associates, Inc. at the cost of $100. Revenue was received from The
Roanoke Times on April 14, 2005 in the amount of $100.
Funding needs to be appropriated and revenue estimates need to be increased as

A RESOLUTION authorizing the City Manager to donate up to twenty (20) surplus vehicles
to the chambers of commerce for localities affected by hurricanes Katrina and Rita.
WHEREAS, a number of localities along the gulf coast have been devastated by the effects of
hurricanes Katrina and Rita;
WHEREAS, these localities as a result of the damage caused by hurricanes Katrina and Rita
have lost a large portion of their mtmicipal fleet of vehicles; and
WHEREAS, the City of Roanoke has up to twenty (20) surplus vehicles currently available to
donate to the chambers of commerce of these Gulf Coast localities in need.
THEREFORE, BE IT RESOLVED by the Council of the City of Roanoke that it hereby
authorizes the City Manager to take the following action on its behalf:
1. The City Manager is authorized and directed to donate up to twenty (20) surplus
vehicles to the chambers of commerce for localities that have been affected by hurricanes Katrina
and Rita.
2. The City Manager and the City Clerk are hereby authorized on behalf of the City to
execute and attest, respectively, all necessary and appropriate documents to donate the surplus
vehicles to the chambers of commerce for localities affected by hurricanes Katrina and Rita, such
agreements to be in such form as are approved'by the City Attorney.

Subject: August Financial Report
The adopted budget for fiscal year 2006 totals $223.8 million representing a 5.7% increase over
the previous year. This financial report covers the first two months of activity for fiscal year
2006. The first quarter of the year is difficult to analyze due to the relatively small volume of
activity which occurs within the early months. Additionally, the accrual of certain revenues and
expenditures into the prior year, and accompanying accounting reversal, causes some
categories to have very small balances in the early months of fiscal year 2006 until current year
activity exceeds the impact of the reversals. The following narrative provides commentary on
the significant events of the first two fiscal months.
Revenues
Revenues for August 2005 increased 29.9% compared to the prior fiscal year. Some revenues
vary due to the aforementioned year-end accrual reversals and additional variances from the
prior year are addressed as follows:
General Property Taxes increased significantly due to a timing difference in the collection of
real estate tax from escrow companies for the first installment which is due October S'h.
Permits, Fees, and Licenses grew as a result of increased plumbing, heating, and electrical
inspection fees. This increase is attributable to a number of large construction projects within
the City, the most notable of which is the Roanoke Memorial Hospital renovation.
Revenue from the Use of Money and Property increased over the prior year as a result of
interest income on the Budget Stabilization Reserve. The reserve was established in late FY05
by transfer from the Debt Service Fund.

Grants-in-aid Commonwealth varies due to an earlier receipt of Comprehensive Services Act
revenue in the current fiscal year. Additionally, AFDC Foster Care revenues increased over
FY05.
Charges for Services revenues grew in part due to an increase in Medicare/Medicaid
reimbursements for Emergency Medical Services. A timing difference in collections of inmate
phone commissions also lent to the increase.
Internal Services increased in part due to a timing difference in the billings to the Schools for
Comprehensive Services Act and School Resource Officers expenditures.
Miscellaneous Revenue increased as a result of insurance proceeds and the receipt of
registration fees for the upcoming Building New Partnerships Conference.
Expenditures
The FY06 expenditure budget includes funding of approximately $1.5 million to cover contracts
and purchase orders made during FY05 but not paid by the end of that year. City Council
approved re-appropriation of this funding when adopting the General Fund budget in May.
General Fund expenditures as a whole decreased 3.4%. All departments are affected by the 3%
average pay raise granted to City employees beginning July 1, 2005. Other than these items
which affect most categories of expenditures, variances between FYO5 and FY06 are addressed
as follows.
Judicial Administration expenditures vary due to a timing difference in FY05 payments for
juvenile detention costs.
Public Works costs are lower in the current year due to a decrease in Paving Program
encumbrances.
Parks, Recreation and Cultural expenditures increased in part due to the movement of Event
Zone expenditures from Community Development to Parks and Recreation Administration. An
increase in encumbrances over the prior year also contributes to the variance.
Transfer to Debt Service Fund expenditures increased due to a timing difference in the transfer
of funds for the August 1" debt service payments.
Nondepartmental expenditures decreased due to a change in the billing methodology of the
Fleet and Department of Technology funds. Beginning in FY06, the General Fund will cover
capital outlay for these departments through a billing to user departments instead of by a
General Fund transfer as in prior years. This will cause a decline in the nondepartmental
category and an offsetting increase in numerous other categories throughout FY06.
Additionally, in FY06, the Greater Roanoke Transit Company's first quarter subsidy was only for
one quarter of the year, whereas the FY05 first quarter subsidy covered two quarters of the year
based on cash flow needs.

WHEREAS, the Council is advised that the term of office of S. Deborah Oyler, a
Director of the Industrial Development Authority of the City of Roanoke, Virginia, will
expire October 20, 2005; and
WHEREAS, §15.2-4904, Code of Virginia (1950), as amended, provides that
appointments made by the governing body of such Directors shall, after initial appointment,
be made for terms of four (4) years, except appointments to fill vacancies which shall be for
the unexpired terms;
THEREFORE, BE IT RESOLVED by the Council of the City of Roanoke that S.
