living increase and a supplemental allowance for health insurance for
City retirees who are 65 years of age or older. Clarence R. Martin,

A request that City retirees be given an additional cost of
living raise in fiscal year 2007 and a supplement toward
health insurance for retirees 65 years of age and over was

Ms. Helen E. Davis, 35 Patton Avenue, N. E., spoke with regard to
cooperation among elected officials. She commended Octavia
Johnson, Sheriff, on her swea.ring in cere.mony which was
attended by persons from all pohtical persuasions and races.

Mr. Robert E. Gravely, 727 29th Street, N. W., spoke with regard
to real estate assessments, a reduction in the City's real estate
tax rate, jobs for young people, racism, nepotism within the
City's work force, inadequacies in the pay scale for City
employees, and the need for increased activity in downtown
Roanoke to draw more people to the area.

12. CITY MANAGER COMMENTS:
The Assistant City Manager for Community Development advised
that the Dr. Martin Luther King, Jr. Memorial Bridge Committee
will select an artist to construct the King statue during the latter
part of February 2006.

She further advised that on Thursday, January 12, 2006, the City
of Roanoke hosted the Service Awards Luncheon for long time
City employees and over 188 employees were honored for 10,
15, 20, 25, 30, 35 and 40 years of service.

A. PUBLIC HEARINGS:
1. Request of the City of Roanoke to amend proffered conditions
presently binding upon certain property located at 2102 Grandin
Road, S. W., identified as Official Tax No. 1460101. R. Brian
Townsend, Agent, City Planning Commission.
The Mayor announced that Council's public hearing on the
petition to amend the previously approved site plan at
Patrick H. enry High. School in order to permit the
construct,on of a high school sports stadium will be
rescheduled until Monday, February 6, 2006, at 7:00 p.m.,
in the City Council Chamber. The public hearing is being
rescheduled because of concern regarding the adequacy of
the content of the legal ads that were run to notify the
public of the hearing, and the hearing conducted by the City
Planning Commission on December 21. The February 6
hearing will be conducted as a joint public hearing of the
City Planning Commission and City Council. Further
information on the proposal to amend and add to the
conditions which apply to the development of the Patrick
Henry campus and the construction and operation of a high
school sports stadium thereon may be obtained from the
Department of Planning Building and Economic

CITY OF ROANOKE
WHEREAS, in October 1999, the Nalional Bashetball As$octation Board of
Governors voted to approve formation of the National Basketball Development League
(now known as the NBA Development League or D-Leaguel and in Ma) 2001, the CiO/oJ
Roanoke was selected a~ one t~] eight charter cities in the League, and
WHEREAS, in 200] Kent Dm'l*on was named the first and only head coach of
Roanoke 3 D-League learn and the league unveiled Ihe names and colors of each team,
including the "Roanoke Dazzle", ~ ith its blue and gold colors, and
WHEREAS, the Dazzle brought the NBA Read-to-Achieve Program to Roanoke; team
members, coaches and staff have read to aver 10,000 children in area schools and have
donated over 4.500 books to schools, libraries and community organizations in the
Roanoke area; the Dazzle hosts a variety of events in association with Read-to-Achieve,
including Welcome Back to School programs and monthly Reading Time-outs at various
schools; and
WHEREAS, Roanoke Dazzle players, coaches and staff have made personal
appearances and participated in numerous community events which were held at local
schools, college campuses, sports clubs, festivals, civic groups, churches and shopping
mails; they have donated more than 1,500 community service volunteer hours; and
WHER£A$, the Dazzle team has received numerous award~ for volunteerism,
including two awards from the Roanoke City Public School {vstem: and
WHEREAS, loyal Dazzle fans and Dazzle players have become a close knit group
over a period of nearly five seasons, with tremendous season ticket holders, sponsors,
and Dazzle staff that are committed to grow the fan base in and out af the arena; as fans
grow, so does the team '$ place as a major contributor to sports and entertainment in the
Roanoke Valley: and the Dazzle will continue to take great pride in being a good citizen
of the Roanoke community.

made to the City by the Virginia Department of Criminal Justice Services and authorizing
execution &any required documentation on behalf of the City.
BE IT RESOLVED by the Council &the City of Roanoke as follows:
1. The City of Roanoke does hereby accept the Virginia Domestic Violence Victim
Fund grant offered by the Virginia Department of Criminal Justice Services in the amount of
$99,446 upon all the terms, provisions and conditions relating to the receipt of such funds. The
grant is more particularly described in the letter of the City Manager to Council, dated January
17, 2006.
2. The City Manager and the City Clerk are hereby authorized to execute, sea[ and
attest, respectively, the grant agreement and all necessary documents required to accept the grant,
that may be required for the City's acceptance &this grant, all such documents to be approved as
to form by the City Attorney.
3. The City Manager is further directed to furnish such additional information as
may be required in connection with the City's acceptance of this grant.

Violence Victim Fund Grant through the
Virginia Department of Criminal Justice Services
Background:
In May, 2005, the Commonwealth's Attorney's for Roanoke County and the City of
Roanoke filed a joint application for a Virginia Domestic Violence Victim Fund Grant to
be at administered through the City of Roanoke. The Grant would fund a prosecutor who
would split his/her efforts between the two localities. This 18-month Grant (with
possible 18-month renewal period) would fully fund the position without contribution
from either locality. As part of the Grant application, the County Administrator, Elmer
C. Hodge, and the City Manager, Darlene L. Burcham, concurred in writing (copy
attached) with the application and the anticipated administration thereof. The joint
application was accepted by the Department of Criminal Justice Services, which awarded
a grant, entirely for salary/benefits, to the Office of the Commonwealth's Attorney for the
18-month period beginning July 1, 2005 (copy attached).

Considerations:
The approved amount of DCJS Grant Ftmding must be expended during the period
between July 1, 2005, and December 31, 2006. There is no local match associated with
this Grant.
Recommended Actions:
Adopt a resolution accepting Grant Funding from the Department of Criminal Justice
Services Grant No. 06-A4967DV06 to fully reimburse the salary and benefits for the
Domestic Violence Prosecutor for this Grant period and any extensions which might be
approved by the DCJS.
Authorize the City Manager to execute any forms required by the Department of
Criminal Justice Services in order to accept these funds, such forms to be approved as to
form by the City Attorney.
Adopt the accompanying budget ordinance establishing a revenue estimate in the amount
of $99,446 and appropriating funding in the same amount to expenditure accounts in the
Grant Fund to be established by the Director of Finance.

GENERAL GRANT CONDITIONS AND ASSURANCES
FOR PROSECUTION GRANTS
In the eVent that the grant is awarded, the applicant assures and certifies that it
will comply with the following requirements:
i. The applicant assures that no fees will be charged for services provided
through this grant program.

If a VDVVF grant is awarded, the applicant assures that funds made
available under this grant will be used to enhance or expand services and
will not be used to supplant state and IbCal funds that would otherwise be
available. State, local or other funds currently allocated to prosecute
domestic violence, sexual assault, stalking, and family abuse cases may
not be reallocated to other purposes.
3. The applicant acknowledges that violations of the following VA Code

coordinated with local domestic violence and sexual assault services
provided to victims.
5. The applicant agrees to submit progress and financial reports to the
DCJ$ on the 12th working day following the close of each quarter.

'A RESOLUTION authorizing acceptance of Juvenile Justice and Delinquency
Prevention Title II-One-Time System Improvement Grant funds from the Virginia
Department of Criminal Justice Services on behalf of the City, authorizing execution of any
and all necessary documents to comply with the terms and conditions of the grant and
al~plicable laws, regulations, and requirements pertaining thereto.
BE IT RESOLVED by the Council of the City of Roanoke that:
1. The Juvenile Justice and Delinquency Prevention Title II-One-Time System
Improvement Grant funds from the Virginia Department of Criminal Justice Services, in the
amount of $25,000.00, as set forth in the City Manager's letter, dated January 17, 2006, to
this Council are hereby ACCEPTED.
2. The City Manager, or her designee, is hereby authorized to execute any and all
requisite documents pertaining to the City's acceptance of these grant funds, and to furnish
such additional information as may be required in connection with the City's acceptance of
these grant funds. All documents shall be approved as to form by the City Attorney.

Subject: Acceptance of Juvenile Justice and
Delinquency Prevention Title Il-One-Time
System Improvement Grant Funds from the
Virginia Department of Criminal Justice
Services
Background:
The City of Roanoke has received notification that an application for funds
under the Juvenile Justice and Delinquency Prevention (JJDP) Title II, One-Time
System Improvement Grant program has been reviewed and approved by the
Virginia Department of Criminal Justice Services (DCJS). This funding will be
used to provide a consultant, equipment, and supplies to a volunteer work
group which will be established under the Director of Social/Human Services in
order to address the disproportionate minority contact, i.e., over-representation
of minority youth involved with the juvenile justice system in the City of
Roanoke. The goal of this work group will be to compare data of the City of
Roanoke's juvenile population against the representation of minority juveniles
at each stage of the juvenile justice system. Accessibility by minorities of
intervention programs and the cultural competency of providers will be
addressed. Action steps will be developed to address minority
overrepresentation.
Considerations:
The approved amount of JJDP One Time System Improvement Grant Funding is
$25,000. There is no local match associated with this grant. These funds must

be expended or obligated during the award period between January 1 and
December 31, 2006.
Recommended Action(s)
Adopt a resolution accepting the $25,000.00 in JJDP Title II One Time System
Improvement Funding from the Virginia Department of Criminal Justice
Services, Grant Number 06-A5] ] 2J J04, for the City of Roanoke's
Disproportionate Minority Contact in the Juvenile Justice System grant program.
Authorize the City Manager to execute the required Grant Acceptance, and any
other forms required by the Department of Criminal Justice Services, all of such
forms to be approved as to form by the City Attorney, in order to accept these
funds.
Adopt the accompanying budget ordinance to establish a revenue estimate in
the amount of $25,000.00 and appropriate funding of the same amount in
accounts to be established by the Director of Finance in the Grant Fund, as
detailed in Attachment A.
