The City Manager stated that some citizens have expressed
concern with regard to the fate ofthe magnolia trees on Reserve
Avenue in the vicinity of the National Guard Armory and advised
that the City has no plans to disturb the trees.

Victory Stadium bricks available to City residents in the parking
lot of the Stadium on Saturday, July 8 from 9:00 a.m. to
12:00 p.m., and on Thursday, July 13 from 5:00 p.m. to
7:00 p.m., rain or shine and residents will be limited to four
bricks per car. She further advised that at the end of the
5:00 p.m. to 7:00 p.m., distribution time on Thursday, non-
residents will be permitted to receive any remaining bricks from

Dear Mayor Harris and Members of City Council:
The purpose of our letter is to provide you with an updated status report
regarding the construction of Phases I and II of the new Patrick Henry High
School (PHHS) and to request additional funding in order to complete
Phase II.
PHHS Phase I was completed at a total cost of $27.9 million, which was
$1.18 million over budget. Attachments 1 and 2 provide specific information
regarding the overage experienced due to the following:
~ increased construction/material costs resulting from the increased cost
of fuel and petroleum products and a shrinking available skilled labor
pool in the Roanoke Valley area;
~ unbudgeted costs associated with the construction of the Phase I
modular campus and the subsequent moving of personnel and
equipment from the modular campus into the completed Phase I
building;
~ unbudgeted infrastructure costs associated with the transition from
Phase I to Phase II including modular set up and tear down, utility
connects and disconnects, new phone and security systems, data
cabling, furniture/appliances/stage equipment, protective fencing, door
locks, hall clocks, building signage, moving services; and
~ change orders resulting from unforeseen construction circumstances,
contractual decisions deferred by the owner, and changing building
code requirements.
The over budget situation from Phase I left $20.2 million for Phase II
construction. As of June 2, 2006 $19.6 million in construction bids have been
awarded for Phase II, leaving $592,000 remaining in the Phase II construction
budget. The anticipated cost to complete Phase II is $6.6 million, or $6.1
million over available construction funds (see Attachment 3). The anticipated

completion cost includes inflationary factors attributed directly to continuing
increases in construction costs. All cost data have been verified by the RCPS
Purchasing and Contracting Office, J.M. Turner and Company, Inc., and Rife
and Wood Architects.
In addition to this letter and attached documents, it is the School Board's intent
to formally present to City Council an appropriation request for $6.1 million in
order to complete the construction project at Patrick Henry High School.
We are happy to meet with you and respond to any questions regarding this
additional funding need. We are very appreciative of the continued support of
City Council as we move forward in providing high-quality education for the
City's young people.

Increased Construction Costs - Overview
Attachment 1
The following information is intended to provide a clearer understanding of the impact of price
inflation on commercial building construction costs over the past three years.
The commercial construction market has recently been subjected to extraordinary material cost
increases as well as a steady escalation of labor rates. These two factors have combined to
drive up overall building construction costs in excess of 20% over the period from 2003 to the
present. In prior years inflation tracked as a near constant with steady but consistent annual
growth of 1 % to 3%. The numbers used here for illustration are based on construction cost data
accumulated by McGraw Hill's Engineering News Record, the industry's longstanding
authoritative publication, and J.M. Turner's region specific feedback gleaned from ongoing
project pricing.
A number of regional and international factors have contributed to the spikes seen in material
costs. Just this year fuel prices posted a 59% year-to-year increase leading to substantial
surcharges for material deliveries and unprecedented price escalation of petroleum-based
products such as PVC pipe and the multitude of plastics incorporated into modern building
materials. The vendors of rigid insulation (used extensively in roof and exterior wall assemblies)
continue to provide quotations that are only valid for immediate purchase due to the volatility of
their supplier's pricing. Copper prices have tracked at a similar rate to PVC with a 20% jump in
just the last three months. Brick, an historically cost-stable item for our region, has skyrocketed
due to kiln-required natural gas increases and transportation fuel expenses. The Portland
cement component of concrete, mortar, and masonry block is similarly dependent on kiln and
transportation fuels and has followed the same upward trend. The disruption of fuel supplies
precipitated by hurricane Katrina and the subsequent demand for rebuilding materials in the
regions affected are having industry-wide impacts that will be felt for months to come. Modern
construction methods are highly dependent on petroleum based fuels from initial product
manufacture through the point of in-place installation of the finished component.
Steel prices, which account for approximately 20% of average commercial building costs,
followed 2004's 31% increase with another 13% increase this year. International demand for
steel and China's control of the market have significantly reduced the availability of raw
materials and pulled prices further upward. The large steel structural beams and reinforcing bars
are the most obvious, but lighter gauge metals used for framing, conduits, piping, ductwork, light
fixtures, fasteners, etc., have all been subjected to the same unprecedented escalation.
The construction labor workforce has seen a declining entry of new hires and the steady
depletion of existing skilled labor through retirement and movement to less seasonal dependent
occupations. The resulting higher demand for construction labor and overhead increases to
compensate for insurance premium inflation have pushed labor expenses to new levels in the
last few years.
The magnitude of the inflationary increases over the last three years was well in excess of past
experience and industry forecasts. There is no expectation that we will see any reductions in the
current level of construction costs. We can only hope that the influencing inflationary factors will
stabilize and not surge· upward in the magnitude recently seen. Industry experts advise that,
given the current construction market conditions, the best strategy to follow is to move forward
with the procurement of construction materials and services as soon as reasonable and
therefore lock in costs before they can change further.

1. Do you have any comments on the proposed typical sections (travel lanes, bicycle
lanes, curb & gutter, and sidewalks) for the project shown at this meeting?
· Very well accommodating, clean area up...
· Wonderful - we have come of age, strongly support sidewalk, bike lane and

· Great idea and it looks great but the teenage kids are going to tear it up and use
landscaping as places to conduct drug deals
· Bicycle lanes are not needed. . .moped/scooter riders will end up on bike lane
· Park benches should be placed in best position to see people coming and going
from each side...
· Air quality and congestion mitigation are important to address in the Roanoke
Valley...the health of Roanoke citizens would improve with the design of this

· Thank you for this design.. .keep the neighborhood walkable and bicycle friendly
· Some way to get started earlier than 2010
· Campbell Ave - instead of taking the hill, go over to the left more at the empty
abandoned parking lots
· Limit trees, low growing shrubs...don't give them anywhere to hide, deal their
drugs or anything to destroy
· The roundabout is an old idea which can be used in this project to improve old
southeast
· Leave it alone - a few red lights would remedy the situation
· I believe that trees and shrubs should be used only as buffers between
residences and the roadway, not in the medians, utility strips or the roundabouts.
Seating areas should not be used as they will become congregating areas that
will become unsafe.. .by not using these items, the maintenance of the highway
roadside environment will be less expensive to maintain, plus...visibility will be
greatly enhanced.
Other Comments
· I live and run an auto repair shop in the 1200 block of Kirk Ave and sometimes
people with vehicle problems need to get to my shop by the shortest means.
Therefore I am opposed to having only right hand turns because I believe it will
adversely affect my business. I believe all the cross streets should have cross
overs...
· The plan calls for 4 lanes for most of the highway, but bottlenecks to 2 lanes at
Wise. If you are going to do the project...it should be 4 lanes from Dale to 13th
Street
· lawn property on both sides of the street where the proposed road improvement is.
Just for the record, I don't have any objection to the road affecting my property as
long as I'm treated fairly from a value standpoint. .. .In fact, I think that it's a good
idea and I think it will be a good thing for the neighborhood.
· Our house ain't but about six or seven foot from where they are tearing that building
down to put that bridge in there. I would hate to have to look up and see that bridge
right over my house.
· If they give us enough money we would sell our house to them and move. We don't
want no bridge right over our house
· For the most part this is going to be real good... Where Wise and Norfolk meet,
where the stop sign is, they need to move the stop sign to Norfolk Avenue so that
when they come off the roundabout the traffic can continue to flow down Norfolk and
go smoothly into downtown. ...It will make the traffic move smoother for us on Wise
Avenue.

Northbound - Eliminate exit loop ramp to WB Orange Avenue and relocate the WB
Orange Avenue to 1\'81-581 entrance ramp to provide free flow, extending the ramp to
the north to increase merge length from the EB Orange Avenue to NB 1-581 loop ramp.
Provide a signalizcd at-grade three leg intersection to allow left turns WB onto Orange
A venue with free flow right from the :\IB I-581to EB Orange A venue exit ramp. (Note:
The northbound improvements assume the eonstmction of Williamson Road Alt. WR-1)
Alternative 0;\-2
Southbound - Eliminate loop ramps and provide an at-grade signalized intersection near
current loop ramp gores. Keep the SB entrance ramp low and parallel to Lick Run, tying
to 1-581 SB mainline grade just north of the bridge over Walker Avenue. Extend the SB
exit ramp gore to the north by to provide a duallane exit to serve both Orange A venue
and Williamson Road/Wells Avenue traffic. Add a grade-separated cxit ramp bridgc for
Williamson Road/Wells Avenue traftìe from just south of Orange Avenue that crosses
Orange Avenuc. Lick Run (and the proposed Lick Run Greenway) and ties to Second
Street north of Pallon Avenue. Second Street would remain open local traffic northbound
throughout but southbound trame would he restricted to ramp traffic between Walker
^ venue and Pallon A venue.
Northbound - Eliminate the NB to WB 460 loop ramp and the NB to EB 460 exil ramp.
Retain the EB 460 to NB 581 loop ramp and reconstruct the WB 460 to NB 581 Ramp to
improve geometry and provide higher speed entry and hetter alignment. (Note: the NB
improvcments assume the constmction of Williamson Road Alt. WR-2).
Alternative OA-3
Southbound
Create a partial c10verleafby retaining the loop ramp in the NW quadrant and eliminating
the loop ramp in the SW quadrant. Inerease the radius of the NW quadrant loop ramp
from WB 460 to SB 1-581. (Note: This modilìeation will require acquisition of
residential and School Administration property. Create a new signalized three-legged
interscetion on Orange Avenue west of the loop. This option would require closing the
Williamson Road Interchange (Alt. WR-4)
Northbound
Create a partial cloverleaf by retaining the EB 460 to I-58 I NB entrance loop ramp in the
SE quadrant and eliminating the 1-581 NB to WB 460 exit loop ramp in the NW
quadrant. Create a new signalized three-legged intersection on Orange Avenue cast of
the loop. This option would require closing the Williamson Road Interchange (Alt. WR-
4)
Alternative OA-4
Construct a tight diamond intersection with at-grade signalized intersections at the
general location of the loop ramp gores on Orange Avenue. This requircs the elimination
of all four loop ramps, but requires minimal work to the 1-581 mainline. This option may
be compatible with Alt. WR-3 NB ifthc Williamson Road interchange is to remain open
and is compatible with Alt. WR-4 if the Willianlson Road interchange is closed.
Insufficient weave area is available between the 1-581 SB entrance ramp from Orange
Avenue to the 1-581 SB exit ramp at Williamson to allow the exit ramp to retain its
current layout.
Alternative OA-5
Construct a single point urban interchange (SPUn with a signalized intersection on
Orange A venue. This option requires the elimination of all four loop ramps. This option
may be compatible with Alt. WR-3 NB and with WR-l SB if the Williamson Road
interchange is to remain open and is compatible with Alt. WR-4 if the Williamson Road
interchange is closed. Insufficient weave length is available between the 1-581 SB
entrance ramp from Orange Avenue and the 1-581 SB exit ramp at Williamson Road to
allow the exit ramp to retain its current layout. Also, reconstruction would be required
for several thousand feet on both mainline lanes to allow for replacement of the Orange
Avenue bridge with a longer span bridge at four foot higher elevation (to accommodate
required clearances for signals).
Alternative OA-6
Southbound - Eliminate loop ramps and provide at grade signalized intersection near
current loop ramp gores. Add a grade separated exit ramp bridge that swings west of the
new intersection, crosses Lick Run and the proposed Greenway, and touches ground in
the area of the landscape supply business. From there, the ramp would cross back over
Lick Run and tic in parallel to the SB mainline on a widened bridge over Walker Avenue.
From there, the ramp would follow the alignment of the existing Williamson Road and
Wells Avenue off ramps (Note: this is compatible with Alternative \VR-5).

Close the NB 1-581 to WB 460 Loop Ramp. Create a new signalized three-legged
intersection on Orange Avenue cast of the existing EB 460 to NB 1-581 loop. Provide a
continous auxiliary lane between Kimball Avenue and the existing ramp gore to provide
increascd wcave area versus the short mcrge and diverge areas existing today. (Note: this
option is compatiblc with All. WR-5)
Alternative OA-7
South hound - Eliminate loop ramps and provide a diverging diamond interchange at
Orange Avenue, where traffic travels on the left side rather than the right side through the
core area of the interchange. This configuration allows lelì turning traffic to pass through
only one intersection rather than two, improving capacity and efficiency. Add a grade-
separated exit ramp bridge for Williamson Road/Wells Avenue traffic from just south of
Orange Avenue that crosses Orange Avenue, Lick Run (and the proposed Lick Run
Greenway) and crosses back over Lick Run to tie in parallel to the SB mainline on a
widened bridge over Walker Avenue. From there, the ramp would follow the alignment
ofthc existing Williamson Road and Wells Avenue off ramps (Note: this is compatible
with Alternative WR-5).
Northhound
Close the NB 1-581 to WB 460 Loop Ramp. Create a new signalized intcrsection as part
of the diverging diamond configuration described above for the southbound. Provide a
continuous auxiliary lane between Kimball Avenue and the existing ramp gore to provide
increased weave area versus the short merge and diverge areas existing today. (Note: this
option is compatible with Alt. WR-5)
Williamson Road
Alternative WR-I
Southbound - Eliminate the existing SB 1-581 exit ramp to Williamson Road. Construct
Orange A venue (All. OA-I) by adding a grade separated exit ramp hridge that swings
west of the new intersection, crosses Liek Run and the proposed Greenway, crosses
Madison Avenue and follows Second Street tying in north ofPalton Avenue Ave.
Second Street effectively hecomcs the one-way southhound ramp between Walker
Avenue and Gilmer Avenue. (Note: Vehicular traffic to and from the Roanoke Civic
Center would use Madison Avenue.) A new one-way SB connection would he
constructcd in thc vicinity o[the currcnt Wells Avcnue ramp hetween Gilmer Avenue
and Wells. The construction of a wall to separate the ramp traffic from the adjaecnt
residential area could minimize impacts of thc increased traffic. Since such a wall would
make Second Strect inaeccssihle from Gilmer and Patton A venues, a local road
connection linking Gilmer and Patton Avenues may he part of this option. This option
also encroaches on the edge of the Gainsboro Historic District. This option would require
modifications to thc south cnd of the proposed Lick Run Greenway to providc a safe
crossing of this new connection.
Northbound - Eliminate the existing loop ranlp. Construct a new at grade entrance ramp
hetween 1-581 and the Civic Centcr parking 101. The south entrancc (0 the Civic Ccnter
would bc closed. Construct a new cxit ramp for Orange Avcnue traffic exiting 1-581 just
north ofKimha11 Avenue. flaring to the cast and crossing Williamson Road on bridge,
then running para11cl to the west parking lot ring road of the Civic Center. This option
requires the elimination or the two pedestrian bridges along Walker Avenue and the
widening of the bridge across Walker Avenue. This option is compatible with Orange
Avenue Alternate OA-1.
Alternative WR-2
Southbound - Eliminate the existing 1-581 S8 exit ramp to Wi11iamson Road. Construct
Orange Avenue Option OA-2, adding a grade-separated exit ramp bridge for Wi11iamson
Road/We11s Avenue traffic from just south of Orange Avenue that crosses Orange
Avenue, Lick Run (and the proposed Lick Run Greenway) and tics to Second Street north
of Patton Avcnue. The west side of Second Street would become the SB exit ramp. but
northbound traffic would be allowed between Wells Avenue and Walker Street on the
north side. A new connection from Second Street to We11s Avenue would be eonstmcted
in the vicinity of the current We11s Avenue ramp between Gilmer Avenue and Wells
Avenue. This option would require modifications to the south end of the proposed Lick
Run Greenway to provide a safe crossing of this new connection. The c.onstruetion of a
wa11 to separate the ramp traffic from the adjaecnt rcsidential area could minimize
impacts of the increased traffic. Since such a wa11 would make Second Street
inaecessiblc from Gilmer and Patlon Avenues. a local road connection linking Gilmer
and Patton Avenues may be part of this option. This option also encroaches on the edge
of the Gainsboro Historic District and would likcly require acquisition of two fomler
commercial properties.
Northbound - Close the cxisting Wi11iamson Road to 1-581 NB loop ramp. Constmet a
ncw at-grade entrance ramp between 1-581 and the Roanoke Civic Centcr parking lot.
The south entrance to the Roanoke Civic Centcr would he closed. Construct a ncw exit
ramp for Orange Avenue and Wi11iamson Road traffic exiting just north ofKimha11
Avenue and crossing through the closed loop ramp to tie parallcl and at grade along NB
Williamson road ncar the existing South entrance to the Civic Center. This ramp would
replace the NB 1-581 to EB and WB 460 Ramps at Orange Avenue and is compatible
with Alternative OA-2.
Alternative WR-3
Southbound - Eliminate the existing SB 1-581 exit ramp to Wi11iamson Road. Construct
a new ramp exiting north of Orange Avenue that stays west of the ncw at-grade
intersection on Orange Avenue (All. OA-I) and crosses and parallels Lick Run and ties at
io'l"ade near Madison Avenue. which would be closed and temlinated with a cul-de-sac.
Second Street would carry two-way traffic between Walker Avenue and We11s Avenue
and is identical to WR-2 south of Patton Avenue.
Northbound - Eliminate the existing entrance loop ramp from Wi11iamson Road to 1-581
NB. At the current location of 4th Street and Kimball Avenue, close the existing street
and create a semicircular ramp that runs from Kimball at Fourth Street curving west
along Shenandoah Avenue. and curving north to tie in parallel to the existing 1-581 NB
lanes at the existing bridge over Kimball Avenue. This bridge would be widened to carry
·
the relocated entry ramp onto the alignmcnt of the existing ramp just north of Williamson
Road.
Alternative WR-4
Close botb the 1-581 SB exit ramp to Williamson Road/Wells Avenuc and the 1-581 NB
entrancc ramp from Williamson Road. Most of the Williamson Road intcrchange traffic
would bc divcrted to either thc Elm Avenue interchangc or thc Orange Avenue
intcrchange. This would eliminate the mcrgc problems between the two intcrchangcs and
is compatible with Orange A venue Alt OA-4 and OA-5. 11 could worsen conditions at
these interchangcs and would decrcasc the accessibility of the core area of downtown
Alternative WR-5
Southbound
Eliminate the existing SB 1-581 exit ramp to Williamson Road. Construct Orange
A venue (Alt. OA-l) by adding a grade separated exit ramp bridge that swings west of the
new intersection, crosses Lick Run and the proposed Greenway, then swings east back
across the Lick Run and crosses Walker Avenue on a widened bridge parallel to the

Wells A venue Exit Ramp. No modification to the existing ramp configuration or
operations at Williamson Road or Wells Avenue would be required.
Northbound - Eliminate the existing entrance loop ramp from Williamson Road to 1-581
NB. At the carrent location of 4th Street and Kimball Avenue, e10se the existing street
and create a semicircular ranlp that nms from Kimball at Fourth Street across
Shenandoah A venue (on hridge) curving west parallel to the NS Shops on retained earth
structure, curving North back across Shenandoah Avenue, and tying in parallel to the
cxisting 1-581 NB lanes south of the existing bridge over Kimball Avenue. This bridgc
would be widened to carry the relocated entry ramp onto the alignment of the existing
ramp just north of Willianlson Road.

Removc the concrctc median and the south sidewalk across both the mainline and the
railroad. Restripc the bridgcs to provide G lanes (2 throughs and a left in each direction)
in a tight diamond configuration. Add an EB through-right betwcen the SB exit ramp and
4th Street. Taper the EB Elm Avenue lanes back to two lanes just past the convenience
store cast of 4th Strcet. Add a right turn IanI.' WB betwccn 4th Street and the NB entry
ramp. Add retaining walls as required and an extra lane on both the SB and NB exit
ramps. This IanI.' will allow dual lefts NB and a sharcd left-through-rightlane SB.
Adjust sidewalks, islands, and crosswalks to accommodate pedestrians with the new
configuration. Ifpedcstrian access is required on both sides of the bridge, a separate
pedestrian bridge should be constructed on the south sidc of the bridgc.

Fiscal Year c()mmencing July I, 2006, and tenninating June 30. 2007.

Mondavs of each month. at the followinQ times of commencement:

(a) Unless otherwise provided by resolution of Council, each regular
meeting on the first Monday in each month shall commence at 9:00 a.m. for the
conduct of informal meetings, work sessions, or closed meetings. Thereafter,
Council shall take up the regular agenda at 2:00 p.m. Council mav recess between
the 9:00 a.m. session and the 2:00 p.m. session.
(b) Unless otherwise provided by resolution of Council, each regular

Property and Execute a Deed of Release for

Background:

The City of Roanoke owns property known as Tract I, Roanoke Centre for
Industry and Technology (RClT). The property is at 11.067 acre parcel located
at the intersection of Orange Avenue and Blue Hills Drive, NE, identified by Tax
Map No. 7160113.
A prospective buyer has submitted a concept plan for a proposed commercial
development of the property which provides for retail, restaurant, hotel, office,
daycare, and other commercial uses. The City desires to sell the property for
S 150,000 per acre, subject to the buyer developing the property as shown on
the concept plan.
To permit the proposed development to occur, the property must be released
from the restrictive covenants of the RClT.

Considerations:
The concept plan proposes development which is consistent with Vision 2001-
2020 and the Hollins/Wildwood Area Plan. Commercial development on this
site at the entrance to RClT will complement industrial development by
providing accessible goods and services near this major employment center.
The proposed development is consistent with the current zoning of the
property, which is CG, Commercial-General District (conditional).
A public hearing is required to consider the sale of the property and consider
the Deed of Release to release the property from the restrictive covenants of the
RClT. The restrictive covenants were designed to guide the development of
large-scale industrial sites and do not accommodate the type of commercial
development being considered for this property. Staff is working with the land
owners in RClT to obtain their consent to remove the property from the
covenants.
Recommended Action:
Authorize the scheduling of a public hearing on July 17, 2006, to consider the
sale of the above property and to authorize the City Manager to execute a Deed
of Release to release the subject property from the restrictive covenants of the
RClT, once the items needed for such a release are obtained.

Dear Members of City Council:
Development of the location formerly¡ home to Victory Stadium and the
surrounding vicinity is vitally important to the progress of the City of
Roanoke. Conceptual plans supported by City Council are in place to
develop temporary multi-use athletic facilities at this location. These
fields can be utilized by the community in the fall of 2007.
The proposed field location within the framework of Rivers Edge Sports
Complex also creates synergy that is essential for hosting large
tournaments, which have enormous economic impact on the community
and region.
To have more meaningful understanding of this project, it is important to
note that the development of these proposed multi-use fields will be
accomplished to provide short term relief from the current over use
problem experienced with our current fields, and with nominal investment.
While plans are initiated to bring these fields online, a master plan should
be developed to prepare long-term use strategies for the site, bounded by
the Roanoke River, Reserve Avenue, the Jefferson Street Bridge, and the
Franklin Road Bridge. The master planning process should take into
consideration other potential amenities that the community may wish to
include at the site, such as river access, the greenway system, park
facilities (restrooms, locker areas, concession points, etc.), a memorial, a
music venue/amphitheater, and ur,ban festival possibilities. With
discussions currently taking place regarding a possible public
amphitheatre on this site, a master planning process aligned with the fall

2006 completion deadline for the Amphitheatre Feasibility Study is most
appropriate. The master planning process and, more importantly, the ultimate
implementation of the plan should also consider the eventual elimination of
existing buildings located at the site, as well as other important master
planning considerations (parking, storm water and environmental compliance,
irrigation, spectator seating, project costing, etc.), all the while maintaining an
efficient, environmentally sound, and effective development.
With the above considerations in mind, we would suggest that Council initiate
the following actions by virtue of this letter:
(1) Formally request that the Roanoke School Board initiate plans to move their
maintenance activity off the site and advise the City Manager of a possible
timetable for that to occur;
(2) Formally request of and work with our state delegation and officials to offer
any assistance to expedite plans to move the National Guard Armory activity
off the site;
(3) Request that the City Manager provide City Council information relative to
moving the Parks and Recreation Administration activities off the site;
(4) Request that the City Manager initiate a master plan process for the site to
be completed in a timely manner following receipt of the Amphitheater
Feasibility Study; and
(5) Request that City Council commit that the site remain in public use as a
guiding principle of the master planning process.
It is the intent of this correspondence to remind all members of City Council
and the public of the significance of this effort and the many positive impacts
that it can engender for our community, and to formally launch the master
planning process.

Subject: Funding for Western Virginia
Workforce Development Board Work-
Force Investment Act (WIA) Programs
Background:
The City of Roanoke is the grant recipient for Workforce Investment Act (WIA)
funding, thus, City Council must appropriate the funding for all grants and
other monies received in order for the Western Virginia Workforce Development
Board to administer WIA programs. The Western Virginia Workforce
Development Board administers the federally funded Workforce Investment Act
(WIA) for Area 3, which encompasses the counties of Alleghany, Botetourt,
Craig, Franklin and Roanoke, and the cities of Covington, Roanoke, and Salem.
WIA funding is for four primary client populations:
· Dislocated workers who have been laid off from employment through no
fault of their own;
· Economically disadvantaged individuals as determined by household
income guidelines defined by the U.S. Department of Labor;
· Youth who are economically disadvantaged, or who have other barriers to
becoming successfully employed adults; and
· Businesses in need of "employment and job training services.

The Western Virginia Workforce Development Board has received a Notice of
Obligation (NOO), from the Virginia Employment Commission, allocating
$311,046 for the Youth Program which serves economically disadvantaged
youth for Program Year 2006 Uuly 1, 2006 - June 30, 2008). Ten percent of the
aforementioned totals are to be allocated to the administrative function of the
Western Virginia Workforce Development Board.
Considerations:
. Program Operations - Existing activities will continue and planned
programs will be implemented.
. Funding - Funds are available from the Grantor agency and other sources
as indicated, at no additional cost to the City.
Recommendations:
Accept the Western Virginia Workforce Development Board Workforce
Investment Act funding of $311 ,046 for Program Year 2006 and appropriate
the funding, in accounts to be established in the Grant Fund by the Director of
Finance. Establish corresponding revenue estimates in the Grant Fund as well.
Attached to this letter is a listing of the accounts and amounts for the above
Program Year 2006 appropriations.

The adopted budget for the fiscal year 2006 totaled $223.8 million, representing a
5.7% increase over the previous year's adopted budget. The current budget totals
$233.2 million as of May 31, 2006. The budget has been modified throughout the
fiscal year due to additional state and federal funds received as well as from the
appropriation of fund balances. These appropriations were made for the purposes of
liquidating purchase orders carried forward from FY05 to FY06 and also to fund the
purchase of capital equipment in accordance with our capital maintenance and
equipment replacement program. The following narrative provides commentary on the
significant events of this period.
Revenues
Revenues through May 2006 decreased 1.9% compared to the prior fiscal year, mainly
due to the one-time transfer of $15.5 million in May FY05 from the Debt Service Fund
to the General Fund to establish the Budget Stabilization Reserve. The reserve was
established to serve as a funding source for emergencies or unforeseen decline in
revenues. Excluding the effect of that transfer, revenue growth in FY06 is 5.7%,
consistent with the amount anticipated in the adopted budget as cited previously.
Additional variances from the prior year are addressed as follows:
General Property Taxes increased 7.4%, led by growth in the real estate tax. Through
May, current year real estate taxes have increased 8.8% as a result of growth in

reassessments and new construction. Delinquent collections are down slightly in the
current year. The personal property tax was due May 31". As of late June, growth of
approximately 3.5% to 4.0% is anticipated in this category. Revenues from the Public
Service Corporation Tax have declined, while penalties and interest have increased
slightly in FY06.
Other Local Taxes increased 8.0% through May, positively impacted by the rate
increase in the prepared food and beverage tax. This rate changed from 4% to 5%
effective July 1, 2005. The increase was initiated to provide funding to support debt
service on high school construction. Exclusive of the effect of the rate increase,
revenue from this tax increased 6.2%, excellent growth in this important local tax.
Several other local taxes also continue to provide steady growth as we near the end of
fiscal year 2006. Sales tax collections increased 5.4% compared to the prior year. The
business, professional and occupational license tax (BPOL) has increased 6% from FY05
and exceeds the revenue estimate. Also indicative of a positive trend in our economy
is 12.2% growth in the transient room tax, which is impacted by tax audits and also
positive performance at local hotels in terms of both room rates and occupancy levels.
Permits, Fees and Licenses have increased 19.5% since FY05, led by growth in building
inspection fees and building plan review revenues. The continued active construction
market and several large projects around the City lead this revenue growth. It should
be noted that this growth has occurred despite a decrease in overall fees for building
permits which took effect earlier in the fiscal year.
Revenue from the Use of Money and Property increased significantly over the prior year
as a result of interest income on the aforementioned Budget Stabilization Reserve.
Additional rental income from the Commonwealth Building generated by several lease
renewals also contributed to the variance.
Grants-in-Aid Commonwealth increased 1.7% compared to FY05. Growth from several
categories of state revenue are offset by a decline in personal property tax relief
(PPTRA) funds. This revenue growth is affected by the Commonwealth's change in
methodology regarding the Personal Property Tax Relief Act (PPTRA) allocation.
Reimbursements to fund the costs of constitutional offices increased as did funding for
street maintenance and law enforcement through HB 599. In the Social services area,
funding for administration, foster care and employment services increased, but
funding of the Comprehensive Services Act (CSA) is down as of May FY06. This is a
timing issue, and revenue for C5A is expected to actually be higher than in FY05 once
the year is closed.

Charges for Services decreased 6.S%, mostly due to declines in Jail revenues. Housing
of prisoners from other localities has decreased by more than S300,000 since FYOS
due to a decline in availability of bed space to use for prisoners of outside localities.
Also, there has been a slight decrease in the $1 "pay for stay" prisoner fee. Many of
the charges made for this are never collected by the City due to the nature of the fee.
EMS billings have also declined in the current year in part due to the adjustment period
underway as the City shifts to a new third party billing company.
Miscellaneous Revenue decreased 10.3% due in part to the adoption of the Economic
and Community Development Reserve Policy during the latter part of Fiscal Year 200S.
This policy shifted revenue from small property sales to the Capital Projects Fund
where the reserve is maintained rather than the General Fund as in the past.

General Fund expenditures, as a whole, increased 7.S%. This growth impacts all
departments due to several pay-related issues. First, there was a 3% average pay raise
granted to City employees effective July 1, 200S. Second, in FY06 there have been
twenty four pay periods thus far this fiscal year, while in FYOS there were twenty three
through May. This is a timing difference which will reverse once we complete the
entire fiscal year. Another pay matter affects both the Judicial Administration and
Public Safety categories of the General Fund. Beyond the general pay raise, Fire/EMS
and Sheriff/Jail employees also received an additional 4% raise effective January 1,
2006. A change in the billing methodology of the Fleet and Department of Technology
(DOT) funds also affects user departments. Effective with FY06, Fleet and DOT began
billing user departments for capital outlay rather than a nondepartmental lump sum
transfer as in prior years. This causes a decline in the Nondepartmental category and
an offsetting increase in numerous other categories throughout FY06. Other variances
between FYOS and FY06 are addressed as follows:
General Government expenditures grew 10.0% due to the aforementioned increases in
the personnel costs and internal service charges. Additionally, City expenditures for
Cable Television Educational Access (RVTV) are now recorded as a function of the
Office of Communications, a General Government department. In prior years, this
expenditure was accounted for under Community Development.
Judicial Administration expenditures grew 8.9% as a result of the previously mentioned
payroll related items. Additionally, residential and detention expenses increased in the
current year.

Public Safety expenditures are 11.0% higher in the current year, primarily due to the
aforementioned increase in salaries. The Jail has also experienced an increase in the
cost of prison health care services, and capital maintenance and equipment
replacement spending in the Police Department is higher in the current year.
Parks, Recreation and ·Cultural expenditures increased 16.1 % in part due to the
reclassification of expenditures for Event Zone, Virginia Amateur Sports, as well as
other recreational related subsidies from Community Development to Parks and
Recreation Administration. An increase in special project expenditures for Youth
Services contributed to the variance, as well as higher personnel costs for the Libraries
due to the reclassification of several existing positions and the addition of new
positions.
Transfer to Debt Service Fund expenditures increased 13.0% primarily as a result of
debt service on the 2004B issue which began in July 2006.
Nondepartmental expenditures declined 8.5%. This category consists primarily of
transfers to other funds. Transfers to the Civic Facilities Fund in the form of an
operating subsidy increased. Transfers to the Capital Projects Fund decreased due to a
decline in the amount of undesignated fund balance transferred. The aforementioned
change in internal service billing procedures also contributed to the variance by
resulting in a decrease in the transfer to Fleet Management.
