The City Manager commented that approximately 1,000 fans and
citizens were in attendance at the Virginia Tech Pep Rally Kick-
off for the 2006 Virginia Tech Football Season which was held on
Friday; September 1, 2006, at the Hotel Roanoke & Conference
Center.

I'resening Our Natural Environment
Environmenlal pn:servation is an imporlant responsihility of local govcrnment. Roanokc
understands this ro!c aIllI has undcrtaken a number of actions to help prcserve our mlural
cnvironment. Some specific aetiolls include:
Urban Forestry
Adopling Roanoke's Urban forcstry Plan which inlends to increase the city's tree eanopy
from approximately 32'k to 409" OVl'r a period of ten years. To do this. tree planting
funds havc increased hy S40.000. The urban forestry stall has plamed over 700 new trees
in FY 04 and FY05. Anolher 500 trees were planted in fV 06 and FV 07. FOrlY-l1ne trecs
were donated through thc Commemorative Tree Program since its inception in 2003.
Phase I of the Cllrps of Engineers Flood Redul·tion Project included the planting of 265
trees. Additional trees were planted in cily parks. village centl'rs (Grandin Road) and
gateways. The revised zoning ordinance now requires inlTeased tree planting for ne"""
land devc!opment and a minimum tree canopy hy zoning district.
Recycling
The City's program continues to lead the way whcn it comes to residential and
commercial recycling in the Roanoke Valley. During the past four years more thall
10.500 tons of would be trash has hccn recycled savings approximalcly S400.000 in
tipping fees. More community education is planned and neighhorhood recycling
programs are planned for the upcoming year.
BV AC ReplacemenJ/Repairs
Replaced three units at Parks and Recreation: replaced units at Williamson Road Library
ami Raleigh Coul1 Lihrary: installed new units at fire Stations # J 3 and #2 and in a new
voting machine storage room: provided major repairs to the Jail HV AC system that
should avoid at least $1 milliollcosts previously projected by an outside contractor:
developed a mcthod to shut down boilers during the summer at the Public Works Service
Center and the Municipal Building. Additionally. many repairs have heenmade 10
Ihermostats, chillers. air compressors. steam pipes. controls, and air handlers. All of these
changes have helped tl) conserve energy and save Ihe City money.
Lighting Replacement
A lighting replaccment/elliciency program was initiated. Using the third tloor of
Municipal South as the starting poim, City staff installed new 1'-8 floresl'entlamps, new
electronic ballasts and motions sensors in bathrooms and conference rooms. We also
intl'l1d to replace incandescent exit signs with light-emilting diode (LED). Changing out
older fluorescent lamps to the newer. more efficient T-8's is a wdl-known method to
reduce energy costs. Staff intends to rc-fit new T-8's and ballasts as part of the renovation

Water Heaters

The average urinal in an office hnilding uses approximatdy 40.000 gallons of water per
year. To save water. City staff has installed watl'r-frec urinals in Municipal Sonth. [he
Puhlic Works Service Center. New waler-frec urinals will he include in the renovation uf
Municipal North. thl' new Fire Administration Building and in the new addition to the
Roanoke Civic Center.
Fleet Management
Purchase flex-fuel vehicks. when possihk (flex-fuel vehides use either gasoline or
ethano/): all diesel fuel purchased as of Oelober 100ó will he ultra low sulfur (liesl'l
which reduL:Cs sulfur from 550 ppm to 15 ppm: one hyhrid vehide is currently in the
flel't, we intend to purchase more during the upcoming year: more LED I ights arc used on
City vehides. particularly Police and Fire. LEO units require dramatically less power
requirements to operate than conventional lights: all fuel deliveries are monilored to
document the delivery and any spills that occur during the filling process. thus controlling
the impal'l of spilled hazardous waSle Fuel): fuel vendors use recovery hoses while olT-
loading fuels into the storage tanks Ihus eliminating fuel vapors inlhe atmosphere: oil
filters arc crushed and drained then disposed of oil-site for protection to on-,ite
opermions from contamination: anti-freeze is recyelt'd and reused. not sent for disposal:
and a recovery system fur Freun and synthetic Freon is in place that protects from
allowing these substances inlo the atmosphere.
Environmental Management Systems ¡EMS)
EMS programs have neen pUI in place inlhe Transportation. Solid Waste and fleet
Management divisions. These programs monitor significant environml'ntal impacts in the
area of water conservation, engine idling. storm water maintcnanl'C. leaks from vehicles,
recycling. propc'r disposal of ha/ardous wastes and spillage of fucl during fueling
transfers.

ICLEI- Local (;o\'Crnmcnts for Snstainahilit),
ICLEI- Local Governmcnts for Sustainability (formally called Internalional Council for
Local Environmental Initiatives) is dedicated to improving Ihe global environment
through local action. ICLEI provides technical expertise and a recommended process 10
follow in order to set up and maintaill emissions reduction programs. ICLEI does not
designatc emissions standards nor do they enforce commitments made by local
governments to reduce emissions. ICLEl's rnodel. called the 5 Mikstones. is described
helow:
]. Conduct a baseline emissions inventorv and forcl'ast. Based onl'nergy and
waste data. the city cakulates greenhouse gas emissions for a base year (e.g..
2(00) and for a forecast year te.g.. 2U]5). The inventory and forecast capture
emissions from all municipal operations (e.g.. city owned and/or operated
buildings. streetlights. transit systems. wastewater treatment facilities) and
from all community-related activities (e.g.. residential and commercial
buildings. motor vehicles. waste streams. industry). The inventory and
forecast provide a bendllnark against which the city can measure progress.
2. Adopt an emission reduction target for the forecast year. Thl' city passes a
council resolution establishing an emission reduction target for the city. The
target is essential both to foster political will and to create a framework to
guide the planning and implementmion of measures.
3. Develop a Loca] Action Plan. The local government develops a Local Action
Plan that descrihes or I ists the pol icies and measures that the local governmelll
will take to reduce greenhouse gas emissions and achieve its emissions
reduction target. Most plans include a timeline, a description of financing
mechanisms. and an assignment of responsibility to departments and staff. In
addition to direct greenhouse gas reduction measures. most plans also
incorporate public awareness and education efforts. The developmenl of the
Local Action Plan should include strong puhlie input and involvement in
order to build the consensus among slakeholders required to implement
1l1CaSl1res.
4. Implement policies and procedures. The city implements the policies and
measures contained in their Local Action Plan. Typical pol icies and measures
implemented include energy efficiency improvements to municipal buildings
and water treatment facilities. streetlight retrofits. public transit
improvements, installation of renewable power applications. and methane
recovery from waste management.
5. Monitor and verifv results. Monitoring and verifying progress on the
implementation of measures to reduce or avoid greenhouse gas emission is an
ongoing process. Monitoring hegins once measures are implemented and

WHEREAS, Mary F. Parker has announced her retircmcnt as City Clerk, effective
Octobcr I, 2006;
WHEREAS, Ms. Parkcr served as City Clerk of the City of Roanoke from September 16,
1974 to Octobcr 1,2006, longer than any person has servcd as Clerk of this City, and as a City
employee from September 1, 1965, to October 1, 2006;
WHEREAS, Ms. Parker began her career with the City in 1965 as a clerical employee in
the City Clerk's Office, and during the course of her career she was promoted to every position
in the Clerk's Office;
WHEREAS, Ms. Parker was promoted to Deputy City Clcrk in February 1970, and
following the retirement of fonner City Clerk Virginia 1. Shaw in September 1974, she was
appointed to the position of City Clerk, effective October 1,1974;
\VHEREAS, Ms. Parker has servcd undcr the leadership of five Mayors; and three

VMCA Executive Committce, Nominating Committee, and Clerk of the Year Committee; she

Commemorating the Fifth Anniversary of the 9/11/01 Terrorist Attack
For Roanoke City Council meeting September 5, 2006
· Six area jurisdictions are cooperating to present an hour-and-a-half service in
Roanoke's Market Square on Sunday evening, September 10-next Sunday--
to commemorate the fifth anniversary of the terrorist attack on the United
States on September 11, 2001. The cooperating local governments are
Roanoke County, Bedford County, Botetourt County, Franklin County, the
Town of Vinton, and the City of Roanoke plus the Western Virginia
Emergency Services Council. It will be a truly regional effort.
· The speaking and musical program, called "In Remembrance-Not
Forgotten," will begin at 7:00 p.m. Sixth District Congressman Bob Goodlatte
will be the principal speaker. Roanoke Symphony Orchestra Musical Director
David Wiley will perform "Bridge Over Troubled Waters" and lead the
Roanoke Symphony Chorus in the National Anthem and God Bless America.
There will be a bagpiper and the tolling of the fire department bell. Elected
officials including Mayor Harris will participate.
· It will be preceded and followed by choral music presented by the Roanoke
College Children's Choir. Fire trucks, ambulances, and police command
posts from several jurisdictions will be on display on Campbell Avenue
between Jefferson Street and Williamson Road beginning at 4:00 p.m.
· Sharon Mougin of Mrs. Burcham's staff has been the manager of the project
and done a fine job.
· We hope more than one thousand citizens will join us in downtown Roanoke's
Market Square Sunday evening, September 10, to pay respects to those who
died in the 9/11 terrorist attacks and hear our congressman's presentation on
the state of the federal government's efforts to prevent a repetition of such
attacks.

Subject: Request for Public Hearing to
Consider Adjustments to the
Annual Budget
Background:
Each year, the undesignated general fund balance and retained earnings for
internal service fund and enterprise funds are appropriated for the funding of
capital maintenance and equipment replacement (CMERP) and other necessary
items. A council report recommending the appropriation of these funds is
scheduled to be presented to Council on September 18, 2006. It is anticipated
that the amount of this appropriation will be $2,912,154.
On August 7, 2006, Council was briefed on the matter of a memorandum of
understanding wherein the School Division will purchase motor fuels from the
City at dispensing facilities provided by the City. A council report
recommending an increase in the revenue estimate for Fleet Management
Billings for Motor Fuels and the appropriation of funding for Fleet Management
Motor Fuel Purchases is scheduled to be presented to Council on September 18,
2006. The anticipated amount of this appropriation is $1,269,500.

Pursuant to Section 15.2-2507, Code of Virginia (1950), as amended, a locality
may amend its budget to adjust the aggregate amount to be appropriated
during the current fiscal year as shown in the current adopted budget, however,
any such amendment which exceeds one percent of the total expenditures
shown in the adopted budget or the sum of $500,000, whichever is less, must
be accomplished by publishing a notice of a meeting and a public hearing. Both
the appropriation of funding for capital needs and the amendment to the Fleet
Management Fund related to the sale of fuel to the Schools, require a public
hearing.
Recommended Action:
Authorize the City Clerk to schedule and advertise a public hearing on the
above adjustments to the annual budget for September 18, 2006, at 7:00 p.m.

Subject: Acceptance of Funding for Drug Prosecutor
Federal funding was made available to the State of Virginia to be used for the development of
several Multi-Jurisdictional Special Drug Prosecutors statewide. The positions were developed to
coordinate prosecutorial efforts among independent jurisdictions, reduce fractional and duplicate
prosecutions, enhance the recovery of criminal assets, and utilize federal, state and local
resources to assure maximum prosecutorial effectiveness and to provide specialized prosecutorial
resources to the regional drug enforcement effort. The Commonwealth's Attorneys of Craig
County, Franklin County, Roanoke County, and the Cities of Roanoke and Salem applied on
October 9,1987, to the Commonwealth's Attorneys' Services Council, the State agency
responsible for the administration of the grant money to fund a Multi-Jurisdictional Special Drug
Prosecutor. City Council accepted the Multi-Jurisdictional Special Drug Prosecutor Grant in April,
1988, and a full-time Special Drug Prosecutor was hired in July, 1988 Annual re-application for
this funding is required.
On April 15, 1994, funding for the Drug Prosecutor's Office was transferred from the
Commonwealth's Attorneys' Services Council to the Compensation Board. The Compensation
Board approved funding for the Drug Prosecutor in the amount of $100,093 on June 28, 2006, and
funding will continue through June 30,2007. The local match is $27,334 for a total of $127,427.
Funding for the local share is available in General Fund - Transfer to Grant Fund (account number
01-250-9310-9535) .

Recommended Action(s):
Accept funding from the Compensation Board in the amount of $100,093 with the City providing
local match funding in the amount of $27,334. Authorize the City Manager to execute the requisite
documents to obtain the funding from the Compensation Board. All such documents shall be
reviewed and approved as to form by the City Attorney.
Adopt the accompanying budget ordinance to establish revenue estimates for $100,093 in state
grant funds and $27,334 in local match. to transfer local match from the General Fund Transfer to
Grant Fund account (01-250-9310-9535), and to appropriate funding totaling $127.427 per
attachment 1 in accounts to be established by the Director of Finance in the Grant Fund.

I. The City Manager is hereby authorized on behalf of the City to accept from the
Commonwealth of Virginia Department of Criminal Justice Services a Victim/Witness Assistance
Program grant in the amount of $1 15,117.00 for Fiscal Year 2006-2007, such grant being more
particularly described in the letter of the City Manager to Council dated September 5, 2006.
2. The local cash match for Fiscal Year 2005-2006 shall be in the amount of$26,958.
3. The City Manager is hereby authorized to execute and file, on behalf of the City, any
documents setting forth the conditions of the grant in a fOlm approved by the City Attorney.
4. The City Manager is further directed to furnish such additional information as may be

Acceptance of the Roanoke City
Victim Program Grant
Background:
The VictimlWitness Assistance Program has been awarded a twelve month $115,117 grant
(#07-M8554VW06) for July 2006 through June 2007. The grant from the Department of
Criminal Justice Services (DCJS) will allow the VictimlWitness Assistance Program to
continue to provide comprehensive information and direct services to crime victims and
witnesses in accordance with the Virginia Crime Victim and Witness Rights Act.
The VictimlWitness Program continues to operate with a full-time coordinator for the Circuit
Court, as well as one full-time assistant for the Juvenile and Domestic Relations Court and
one full-time assistant for the General District Court. A summary of FY 02-03, 03-04, 04-05
and 05-06 contacts documents the services of the program (see Attachment A).
The VictimlWitness Program is coordinated by the Office of the Commonwealth's Attorney.
Considerations:
The cost to the City for grant #07 -M8554VW06 would be $26,958 as a local cash match for
a total grant budget of $142,075. The local cash match is an increase of $1 ,287 from FY
2005-2006. The local cash match in the amount of $25,671 is included in the General
Fund FY 2006-2007 adopted budget in the Transfer to Grant Fund account (01-250-9310-
9535). The additional local cash match in the amount of $1,287 is available in the City
Manager's Contingency account (01-300-9410-2199).
Recommendations:
Accept the VictimlWitness Grant #07-M8554VW06 of $115,117 with the City of Roanoke
providing $26,958 as a local cash match from the funding provided in the Transfer to Grant
Fund account and the City Manager Contingency Fund account.
Authorize the City Manager to sign and execute all appropriate documents, approved as to
form by the City Attorney, to obtain Grant #07-M8554VW06.
Adopt the accompanying budget ordinance to establish revenue estimate of $115,117 in
state grant funds and $26,958 in local match in the Grant fund, to transfer local match
totaling $26,958 from the General Fund and to appropriate funding totaling $142,075 per
Attachment B in accounts to be established by the Director of Finance in the Grant Fund.

WHEREAS, Covenant Prcsb}1Crian Church, the polling place for Lee-Hi Precinct, will be
unavailable for the gencral election on J\ovcmber 7 due to construction at the church;
WHEREAS. by Rcsolution dated August 24, 2006, the Roanoke City Electoral Board has
recommended the establishment of a temporary polling place for Lee-Hi Precinct at the Windsor
Hills Uniled Mcthodist Church, 3591 Windsor A venue, S.W., and such temporary polling place is
located within such precinct as required by §24.2-31 0, Code of Virginia (1950), as amended; and
WHEREAS, the Electoral Board has givcn notice of such emcrgency relocation of polling
place 10 the State Board of Elections and has obtained approval of such change from the Board
pursuant to §24.2-3JO.D., Code of Virginia (1950), as amended, andthe Electoral Board will give
notice of this change in polling placc by mail to all registered voters in the Lee-Hi Precinct at least
¡¡neen (15) days prior to all elcctions, and public notice of such changc, pursuant to §24.2-306, Code
of Virginia (1950), as amendcd;
THEREfORE, BE IT ORDAINED by the Council of the City of Roanoke as follows:
1. Notwithstanding §IO-77, Code of the City of Roanoke (1979), as amcnded, the
polling placc for Lec-Hi Precinct shall be relocated from Covenant Prcsbyterian Church to Windsor
Hills United Mcthodist Church, 359 Windsor Road, S.W., for the November 7 general elcction.
2. The City Clerk is directed to forward attested copies of this ordinance to Beryl Y.
Brooks, General Registrar, so that notice of this change in polling place can be mailed to all
registered voters of Lee-Hi Precinct, and to the Chief, Voting Section, Civil Rights Division, United
States Department of Justice.

WHEREAS, the City of Roanoke is the grant recipient for Workforce Investment Act
("WIA') tùnding and City Council must appropriate funding for all grants and other monies received
in order for the Western Virginia Workforce Development Board to administer WIA programs;
WHEREAS, the Western Virginia Workforce Development Board administers the federally
funded Workforce Investment Act for Area 3, which encompasses the counties of Alleghany,
Botetourt, Craig, Franklin, and Roanoke, and the cities of Covington, Roanoke, and Salem: and
WHEREAS. the Virginia Employment Commission is the recipient of such funding from the
U. S. Department of Labor and has submitted a WIA agreement for the City of Roanoke to continue
to be the grant recipient for \VIA Area 3 for Program Year 2006. to be operated by the Western
Virginia Workforce Development Board.
THEREFORE, BE IT RESOLVED by the Council of the City of Roanoke that:
I. The City :\1anagcr is hereby authorized on behalf of the City to execute the Grant
Agrecment with the Virginia Employment Commission for Program Year 2006, such grant being
morc fully described in the Jetter of the City Manager to' Council dated September 5, 2006.

Subject: Funding for Western Virginia
Workforce Development Board Work-
Force Investment Act (WIA) Programs
Background:
The City of Roanoke is the grant recipient for Workforce Investment Act (WIA)
funding, thus, City Council must appropriate the funding for all grants and
other monies received in order for the Western Virginia Workforce Development
Board to administer WIA programs. The Western Virginia Workforce
Development Board administers the federally funded Workforce Investment Act
(WIA) for Area 3, which encompasses the counties of Alleghany, Botetourt,
Craig, Franklin and Roanoke, and the cities of Covington, Roanoke, and Salem.
WIA funding is for four primary client populations:
· Dislocated workers who have been laid off from employment through no
fault of their own:
· Economically disadvantaged individuals as determined by household
income guidelines defined by the U.S. Department of Labor;
· Youth who are economically disadvantaged, or who have other barriers to
becoming successfully employed adults; and
· Businesses in need of employment and job training services.

The Western Virginia Workforce Development Board has received a Notice of
Obligation (NOO), from the Virginia Employment Commission, allocating
$50,782 for the Adult Program which serves economically disadvantaged
adults, and $124,394 for the Dislocated Worker Program which serves workers
laid off from employment through no fault of their own, for Program Year 2006
Uuly 1, 2006 - June 30, 2008). Ten percent of the aforementioned totals are to
be allocated to the administrative function of the Western Virginia Workforce
Development Board.
Considerations:
. Program Operations - Existing activities will continue and planned
programs will be implemented.
. Funding - Funds are available from the Grantor agency and other sources
as indicated, at no additional cost to the City. The attached listing
indicates the accounts to which funding may be appropriated.
Recommendations:
Accept the Western Virginia Workforce Development Board Workforce
Investment Act funding of $175,176, for Program Year 2006, and appropriate
the funding in accounts to be established in the Grant Fund by the Director of
Finance. Establish corresponding revenue estimates in the Grant Fund as well.

University, VISSTA Subaward
Agreement
Background:
The Virginia Department of Social Services grants funds to VCU for the
operation of five Virginia Institute for Social Service Training Activities (VISSTA)
Area Training Centers throughout the Commonwealth. The City of Roanoke
Department of Social Services has received an annual subaward for the local
supervision and operation of the Piedmont Area Training Center since 1998.
Considerations:
For fiscal year 2007, City Council approved a budget of $490,359 for this
program, based on a projection from prior years' spending. The actual
subaward amount is $425,452 for the fiscal year. The City is hopeful to receive
additional funding from the Commonwealth for VISSTA and is currently working
toward this end. In the meantime, to ensure that expenses are within the
subaward, meals will not be provided to training participants. A budgetary
adjustment will not be made at this time, pending the outcome of the request
to the State. The subaward is issued on a cost reimbursable basis.
The VISSTA program provides valuable training classes for local Department of
Social Services staff, including social workers, benefit program workers, their

supervisors and administrative staff. It also provides training for local
Department of Social Services approved or state licensed child care providers.
These training events enhance the knowledge and skills of these staff and child
care providers, such that vulnerable children, adults and families are effectively
assisted in obtaining an appropriate level of safety and self-sufficiency.
Recommended Action:
Authorize the City Manager or her designee to accept the $425,452 subaward .
from VCU, and to execute the subaward Agreement, including any
modifications and/or addendums deemed necessary; any such documents to be
approved as to form by the City Attorney.

Subject: July Financial Report
The adopted budget for Fiscal year 2007 totals $239.6 million representing a 7.1% increase over
the previous year. Additional revenue sources include a projected increase in Real Estate and
Personal Property tax revenue, as well as projected growth in various local taxes including Sales
tax, Business License tax, and Prepared Food and Beverage tax. Funding from the
Commonwealth will also increase, particularly. in the area of funding for social services. The
aforementioned additional revenues will be allocated in part to provide for capital maintenance
and equipment replacement, to enhance services to citizens, and to fund salary increases for
employees. Furthermore, the FY07 budget provides for greater social services program funding
and the resources necessary to meet the current year's debt service requirements.
This financial report covers the first month of activity for fiscal year 2007. The first quarter of
the year is difficult to analyze due to the relatively small volume of activity which occurs within
the early months. Additionally, the accrual of certain revenues and expenditures into the prior
year, and accompanying accounting reversal, causes some categories to have very small or even
negative balances in the early months of fiscal year 2007 until current year activity exceeds the
impact of the reversals. The following narrative provides commentary on the significant events
of this first fiscal month.
Revenue~.
Revenues for July 2006 increased compared to the prior fiscal year. However, they are negative
in total, as well as in several of the individual categories, due to the accrual of amounts to the
prior year without collections in the current year to offset the impact of the reversed accrual.
Some revenues, whether positive or negative in balance, have additional variances from the
prior year and are addressed as follows:

General Property Taxes increased as a result of higher personal property tax billings over the
first month of FY06, as well as a difference in the accrual reversals. On July 1, 2007, the real
estate tax rate decreased from $1.21 to 51.19 per $100 of the assessed property value.
Other Local Taxes increased in part due a timing difference in the collection of the Cable
Television Franchise tax, as well as the timing of the previously mentioned accrual reversals. In
FY07, the Cigarette Tax increased from 27 cents to 54 cents per pack. This rate is
commensurate with the rate applied by other Virginia First Cities. A portion of this new revenue
stream will offset the decline generated by the decrease in real estate tax rate and the
remainder will be designated for future debt service.
Revenue from the Use of Money and Property increased over the prior year due in part to
several lease renewals in the Commonwealth Building. The City also benefited from higher
interest rates in the current year.
Grants-in-ùid Commonwealth varies due to a difference in the Comprehensive Services Act
revenue accrual compared to the prior fiscal year.
Grants-in-ùid Federal Government reflects an accrual reversal in FY06, but not FY07, due to a
timing difference in collections versus the prior year.
Internal Services increased due to a difference in Roanoke Regional Airport fire station billing
accrued in relation to the prior fiscal year.
Miscellaneous Revenue decreased as a result of a timing difference in City-,;ponsored tax sales.
A tax sale was held during the first month of FY06, but there has not yet been one in the
cu rre nt year.
Exoenditures
The FY07 expenditure budget includes funding of approximately $1.2 million to cover contracts
and purchase orders made during FY06 but not paid by the end of that year. City Council
approved re-ùppropriation of this funding when adopting the General Fund budget in May.
Additionally, General Fund expenditures of all departments are affected by the aforementioned
pay raise. Other than these items which affect most categories of expenditures, variances
between FY06 and FY07 are addressed as follows:
General Government costs decreased in part due to a timing difference in the encumbrance of
charges for the citizens survey, as well as the movement of Department of Management and
Budget personnel to Housing and Neighborhood Services.
Public Safety costs decreased due to a timing difference in the encumbrance of the Jail food
services contract. It was encumbered earlier in the prior year than current year.
Public Works costs increased as a result of the contract for Paving Program expenditures being
encumbered earlier in the current year than prior year.

Parks, Recreation and Cultural expenditures decreased as a result of a timing difference in
payments providing funding to various cultural agencies through the Roanoke Arts Commission
cost center. Fitness center equipment purchases and electrical work at the Preston Center in
July FY06 also contributed to the variance.
Community Development costs declined due to an earlier quarterly payment to the Convention
and Visitors Bureau in the prior fiscal year.
Transfer to Debt Service Fund expenditures increased due to a timing difference in the transfer
of funds for the August 1" debt service payments.
Nondepartmental expenditures increased due to an increase in the transfer of capital
improvement project funding to the Grant, Technology, and Fleet funds. An increase in the
subsidy to the Greater Roanoke Transit Company also contributed to the variance.

A RESOLUTION electing and appointing S1ephanie M. Moon as Acting City Clerk for the City
of Roanoke effcctive September 9.2006, and setting forth the tenns and conditions of employment for
Ms. Moon as Acting City Clerk.
WHEREAS, the City Council desires to elect and appoint Stephanie M. Moon as Acting City
Clerk pursuant to the Roanoke Charter of 1952 and general law of the Commonwealth; and· ,.
\VHEREAS, Ms. Moon has agreed to accept election and appointment as Acting City Clerk;
THEREFORE, BE IT RESOLVED by the Council of the City of Roanoke as follows:
1. Stephanie M. Moon is hereby elected and appointed as Acting City Clerk effective at
12:01 a.m., on September 9, 2006.
2. As Acting City Clerk, .\1s. Moon shall be paid a base bi-weekly salary of $2,870.95,
payable at the same time as other employees of-the City.
3. All other terms and conditions of\1s. Moon's employment shall be the same as for other
similarly situated City employees.
4. As Acting City Clerk, Ms. \·joon's duties, responsibilities and powers and her removal
shall be governed by the Roanoke Charter of 1952, the Constitution of Virginia, Code of Virginia
(1950), as amended, and the Code of the City of Roanoke (1979), as amended.
5. Ms. \1oon shall make arrangements to qualify for office by taking the required oath of
offiee prior to September 9, 2006.
6. Ms. Moon shall perform the duties and responsibilities of Acting City Clerk until such
time as a successor Acting City Clerk or City Clerk is elected or appointed by this Council through duly
adopted resolution.
