a. Proposed adjustment to the aggregate amount of the City's Fiscal
Year 2006-2007 Annual Budget, and appropriation of funds for Fleet
Management motor fuels:
Ms. Mary Terry, 3408 Pittsfield Avenue, N. W., President and CEO,
Southeast Rural Community Assistance Project, Inc., requested the
City's assistance with funding to complete of the renovations to a
vacant office building located at 347 Campbell Avenue, S. W., in the
amount of $500,000.00. The request was referred to the City
Manager for review and report to Council.
(1) Request for adjustment to the Undesignated Fund Balance of
the Capital Maintenance and Equipment Replacement Program

Conference on September 21 - 23,2006, in Danville, Virginia. He
announced that the City of Roanoke was a recipient of a youth
award, and recognized Marion Vaughn-Howard and Bob Clement for
their attendance.

Annual Bus Roadeo on Sunday, September 24 at the Roanoke Civic

NAACP Citizen of the Year Award Ceremony which was held on Saturday,
October 23, 2006, at High Street Baptist Church.

Status of the Financial Analysis

promoter to survive on ticket revenues alone.

Roanoke would be desirable because it would
mesh with their "routes", increasing buying
power with the artists.

Hearing
Background:
A developer has requested to purchase City property located at the Northeast
corner of Overland Road and Brambleton Avenue bearing the Official Tax Map
No. 1360301 and containing approximately 1.438 acres for the purchase price
of $63,750.00. The purchase price reflects the developer's responsibility for
relocating water lines on the site to make it developable. The proposed sales
contract requires the property to be developed in substantial conformity to a
site plan and building design for seven single family homes as submitted by the
developer. A public hearing is required to consider the sale of these properties.
Recommended Action:
Authorize the scheduling and advertising of a public hearing for October 19,
2006, or such date as agreed to by the parties, to consider the sale of the
above property.

907 Vinton Mill Road NE.
Construction has begun on Southern Hills Drive. Since the Southern Hills Drive
project impacted a perennial stream, the City was required by the U.S. Army Corps
of Engineers (USACE) and the Department of Environmental Quality (DEQ) to design
and construct a stream mitigation project. The mitigation project is located in
Thrasher Park.
Restrictive covenants must be dedicated for 3.29 acres of stream restoration area
in Thrasher Park. The restrictive covenants will apply to the southern section of
the park surrounding the existing stream.
Since the proposed restrictive covenants affect City owned real estate, a public
hearing is required. It is requested that a public hearing be advertised and held on
Thursday, October 19, 2006, 7:00 p.m., on the above matter.

At the City Council meeting on October 2, 2006, your request for funding support
in the amount of $500,000.00 from the City of Roanoke for the renovation of your
building at 347 Campbell Avenue was referred to me for consideration and
response. As we discussed recently by phone, the City is unable to favorably
respond to your request at this time. Such a request for funding, and the City's
ability to consider such a request, must be made in concert with the City's annual
budgetary process on a fiscal year basis.
As the budget preparation process begins for fiscal year 2008, avenues for such
a request will be available to your and other organizations interested in receiving
financial support from the City. Staff of the department of Management and
Budget will be contacting you to discuss the budget preparation process. In the
meantime, I hope that you will continue your pursuit of historic designation for
your building, and be successful in undertaking your renovation activities.

Southeast Rural Community Assistanc~ Project (Southeast RCAP) Inc recently purchased
a vacant office building located at 347 Campbell Av~nu~ in Roanoke VA. Our goal is to
rehabilitat~ the huilding to incorporate the latest energy saving ami environmental
technology. On~ of the goals for this fat'ility is to establish an environmental center with
state of the art computer sotlware to allow lor educational research. This center will be.
available to area schools. colleges. and citizens. to complete research on environmental
issues. Area contractors ami engine~rs will be able to use the facility to complete
research as needed for projects anywhere in the world. This will be th~ only center of its
kind in the Roanoke Valley.
We intend to capture and reuse rainwater to provide the waler source throughout the
building using a rainwater management system. This technology although not new, has
not received the exposure needed to entice businesses and homeowners to help conserve
our most precious resource. We anticipate designing the rainwater management system
to display the rainwat~r management steps through the use of clear containers and piping
10 allow lor education of th~ system's components. A ti:.llll1tain will be constructed in the
lobby of the main floor. Onc of the stcps in reusing rainwater is to provide aeration. This
lountain will serve that purpose and provide a focal point for the building as our motto is
"Water is Lilc".
The parking area will be co\'en:d by a grecn roof that will provide an area ti.)r a small
park. The wgetation will be hydrated with gray water and recycled wastewater with
virtually no waste going into the stoml water drainage system. The roof will not only
eliminate an urban heal island which has become an urban necessity but will signitieantly
deerease the amoUIll or wastewater that will need to be treated and recycled through
commercial systems. This l~ehnology can be used in new residential and commercial
construction or all sizes. It also addresses the need to reduce the volume or treal<:d
wastewater to our streams ami rivers along with combined storm water and sewage
overl1ow. We anticipate thai through extensive rcseareh. planning. and development. the
"Green Building" will be a showcase I,)r the Roanoke Val Icy.
Windows will be added to the closed side oj" the building and sky lights will be
incorporated to the root: Each 1100r will have an aperture to the roof allowing natural
light to illuminate the centcr of the building. The walls of this opening will he eovercd
with a rellective material to maximize the relleetion of natural light. The space will also
create a vortex cfTeet that allows lor the natural circulation of air from Iloor to 11001'.
thereby enhancing the air quality and creating a healthy workplace environmcnt whieh is
free o I' much indoor pollution.
Our intension is to rehabilitate the ~xisting strueture to enhance the beautilic.ation of the
City and occupy a building within the downtown area that is currently vacant. The
planncd green space will be significant as the only one of its kind in the City and will add
to the ongoing beautilication eflons lor th~ City of Roanoke.
Soutlll:ast RCAP is currently working with the Department of Historic Rcsources to be
included in the proposcd Salem Avc Ilistoric District which has bccn accomplishcd. Thc
Dcpartment of Historic Rcsources has detennincd that the building located at 347
Campbcll Avenuc will be includcd in thc historic district as a non-contributing building
until work is complete on the reconstruction of thc originall~u;ade. Once the t~l~ade work
is complete thc Dcpartment of lIistoric Rcsourccs will complete an cvaluation to
dcterminc if thc building can be considcred contributing to the historic district. As it
stands now. the building bcing non-contributing docs not qualify for State or Fcdcral
Ilistoric Tax Credits. Should the dcsignation bc determined as contributing. thc project
will be eligible for Historic Tax Crcdits. Funds obtained through the Historic Tax Credit
process arc critical to the project. Our goal was to use Historic Tax Credits funds to
begin the renovations for this project. Once the discovery was made that we were nol
eligible for funds through this process. the project is at a stand stili.
As I am surc you recall you and I discusscd the purchase of this building and other
property outside the City limits. It was your strong desire for us to relocate within the
City limits. On information provided by your staff regarding the inclusion and
designation in the proposed historic district, the building was purchased. Southeast
RCAP is responsible lor bringing approximatcly S6.8 million to the City of Roanoke
through various medium. We host numerous annual conferences at local conference
centers including the Hotel Roanoke. Wyndham and the Higher Education Center. Our
partnt::rship with otlwr businesses within the City include SunTrust, Waccova, and First
Citizens Banks; Aceordia. Anthem Blue Cross and Hlue Shield, and Rutherl()rd Insurance
Companies; TAP, Lnited Way, and Habitat lor Humanity; Sir Speedy. Curry Copier. and
Coca Cola; Channel 7. Channcll0. and The Roanoke Times; and arc active members of
the Roanoke Chamber of Commerce. Our organil.ation employs over 40 employees who
add to the local economy.
Our primary tocus is to obtain ti.lIlding to complete the I'l'nov<llion of the t~l~lIlle and
receive approval ti-om the Department of Historic Resources for our building to be
included as a contributing building to the Historic District. As explained t::arlier, without
these funds. tht:: project has halted. Your assistance is necessary to jump start this project
and allow us to move li)rward with the historic la~lIlje renovation. We have received a
$150,000 estimate lor this portion oCthe project.
I have attached photos to assist you in realizing the signiticance of this project as well as
a projected budget. Again I want to stress the importance of this project to the City of
Roanoke and remind you of the erroneous intonnation we obtained li'olll the city staff on
the Historic designation that has created this embarrassing predicament. Again [ am
requesting your assistance in supporting my original request 01'5500,000.

may help you with decision making processes (or 347 Campbell Avenue. As you know. r
previously undertook some sl'/eetive demolition/investigation on the ra9ade for the
purposes ordetennining the eondilion of remaining historic material. Based on the result
of that effort and conversations with Greg. [have been able to develop tbe following
planning number. This is not a formal proposal in any way. and should be used only to
provide a cost "range" at this point.

Work would include. hut may not he limited 10 the following:
I. Removal of existing modern brick veneer.
2. Installation of appropriate brick based on historic research. photos. etc.

Projected Estimate: $150,000.00
Final design. specifications. DHR requirements and other factors will impact the actual
price. I do feel however that this figure is a reasonable estimate ortha! portion of the

Balance (Capital Maintenance
and Equipment Replacement
Program - CMERP)
Background:
City Council was briefed on the unaudited FY 2005-06 financial performance and the
undesignated fund balance on August 21, 2006. The year end undesignated general
fund balance is used for our Capital Maintenance and Equipment Replacement
Program (CMERP) and totals $2,912,154. In addition, unobligated prior year CMERP
funding in the amount of 5227,810 is available for reappropriation. This funding was
appropriated for the purchase of property for soccer field use and we have not been
able to acquire the property as planned.
Funding in the amount of $549,494 has been received from the state as a
reimbursement for the purchase of electronic voting equipment. Funding for this
equipment was front funded in a prior fiscal year from technology capital funds with
the anticipation of reimbursement. Also, anticipated revenue in the amount of
$18,035 from the Western Virginia Water Authority for paving activities performed by

the Transportation Division and $274,300 from the Economic and Community
Development Reserve for maintenance work at the Market Building require
appropriation.
The total of all funding sources outlined above is $3,981,793. Requests for
CMERP funding totaled approximately $8.9 million. These requests were
prioritized by the assignment of a high, medium or low priority designation.
The requests designated as high priority totaled approximately $6.8 million.
City Code stipulates that $250,000 of undesignated General Fund balance shall
be reserved annually for self-insured liabilities of the City. The maximum
balance of the reserve is three percent of the total General Fund appropriations
for the concluded fiscal year. As such, atJune 30, 2006, $250,000 was reserved
in the General Fund for self-insured liabilities.
Considerations:
On September 8, 2006, City Council was sent a list of the items tentatively
recommended for funding. A list of the final funding recommendations is attached
(Attachment 1) and addresses the following categories:

Mill Mountain Zoo submitted a funding request which included capital improvement
items totaling approximately $900,000. The request was received after the CMERP
funding recommendations had been finalized. At this point, there is a need for
additional dialogue with representatives of Mill Mountain Zoo to fully understand their
plans to address American Zoo and Aquarium Association (AZA) accreditation issues.
It is our intent, following this dialogue, to develop a formal recommendation to City
Council within the next forty-five days. This report recommends the allocation of
$240,850 to capital project contingency which can be used to support the zoo or
other projects.

Recommended Action:
Following a public hearing, concur with the funding recommendations and
appropriate funding to the proper accounts as detailed on Attachment 1.
Appropriate $250,000 reserved in the General Fund for self-insured liabilities to be
transferred to the Risk Management Fund. Establish a revenue estimate of the same
amount in the Risk Management Fund representing this transfer.
Reallocate unobligated prior year CMERP funding of $227,810 from the IDICO
Property Purchase account (08-620-9748-9132) to support the appropriations on
Attachment 1.

installments to support the renovation of the Grandin Theater.

3. Mill Mountain Theatre - $75.000 - Funding will provide the final
installment of a $200,000 commitment to support capital

utilized to make repairs to the Lick Run Channel.

and represents anticipated revenue from the Western Virginia Water

$75.200 - This funding will be utilized for a study of emergency shelter
connections for generator capacity.

will supplement the $667,268 in the Technology Fund budget. The funds will
be used to address prioritized technology needs. The goal is to grow the annual
budget for technology capital items to $1.5 - $2 million.
Fleet Manaaement - $370,000
Funding in the amount of $350,000 will supplement 52,240,327 in the Fleet
Management budget for the replacement of vehicles and equipment. The goal is
to grown the annual budget for fleet replacement to $3 million. Funding in the
amount of $20,000 will be utilized to purchase flippers for solid waste trucks.
Civic Facilities - $ 516.498
Funding will be used for the purchase of the items outlined below for the
Exhibit Hall. The use of the undesignated fund balance is recommended for
these items due to lack of sufficient retained earnings in the Civic Facilities
Fund.

FY2007 Capital Maintenance and Equipment Replacement Program (CMERP)
funds to provide for a portion of the cost of the construction for the new Patrick
Henry High School. CMERP funding of $138,513 is available in the School Fund,
and funding of $861,467 is available in the General Fund for transfer to the
School Capital Projects Fund.
Following a public hearing, we recommend that you concur with this request of
the School Board and adopt the attached budget ordinance to appropriate
funding as outlined above.

A RESOLUTION authorizing the execution of a memorandum of understanding with the
School Board for the City of Roanoke in order that the City may provide storage and distribution of
motor fuel to the School Board.
WHEREAS, the City has space for the storage and distribution of motor fuel within its Fleet
Management facility;
WHEREAS, the School Board has a need to store and distribute approximately 450,000
gallons of motor fuel to its vehicles each budget year; and
WHEREAS, the City and the School Board recognize the benefits to each party for the City
to provide storage and administrative services to the School Board for the storage and distribution of
motor fuel to vehicles of the School Board.
THEREFORE, BE IT RESOLVED by the Council of the City of Roanoke that:
I. The City Manager is hereby authorized, for and on behalf of the City, to execute a
memorandum of understanding with the School Board for the City of Roanoke, for the City to
provide storage and distribution of motor fuel to the School Board.
2. Such memorandum and any other necessary and appropriate documents shall be in a

Dear Mayor Harris and Members of City Council:
Background:
As a result of escalating fuel prices and Roanoke City Public Schools not having
sufficient on-site storage capacity to purchase its motor fuels in large enough
bulk purchases to realize volume discounts, the School Division and the City
desire to enter into a memorandum of understanding wherein the School
Division purchases its motor fuels from the City at dispensing facilities
provided by the City. The School District will be billed at the same rate as the
other fuel customers served by the City plus administrative and storage fee of
ten cents per gallon (IOcr / gallon).
Recommended Action:
Authorize the City Manager to execute a memorandum of understanding with
the School Division implementing this arrangement; such memorandum to be
approved as to form by the City Attorney.
Adopt the accompanying budget ordinance to increase the revenue estimate for
Fleet Management Billings for Motor Fuels (17-110-1234-1275) by 51,269,500
and appropriate funding in the amount of $1 ,269,500 to Fleet Management

The Fire Programs Fund was established by the General Assembly during the
mid 1980s. Program guidelines require that funds received are non-
supplanting and may not be used to replace existing local funding. Funds must
be used in accordance with the provisions established by the State Department
of Fire Programs.
The City of Roanoke's FY07 allocation of $230,211 from the Department of Fire
Programs was deposited into account 35-520-3336-3336 from the Department

Increments
Background:
On May 11, 2006, City Council adopted an ordinance establishing a pay plan for
officers and employees as well as providing for annual salary increments for certain
job classifications which require the use of privately owned motor vehicles used in the
course of conducting City business.
On April 3, 2006, City Council approved the establishment of an Arts Festival Director
to coordinate the logistical and artistic programming and marketing efforts for the
festival. This job classification was not included in the ordinance providing for the
salary increment.
Recommended Action:
Adopt the accompanying ordinance amending Ordinance No. 37385-051106 to
include an annual salary increment for personal vehicle use of 52,000 for the Arts
Festival Director.

Subject: Engineering Division
New Position
Background:
A recent study of the City's Engineering Division provided several
recommendations from an organizational, process and workflow perspective.
The report, completed by Paradigm Solutions (of Catlett, Virginia), was
commissioned to determine, among a number of items, if sufficient staffing is
present to support the workload and functional requirements. A determination
was made that staffing levels were relatively adequate overall, but that
additional staff need to be added in key areas. Efforts have been underway to
fill vacancies within the Division and to identify process improvements that can
further improve the use of existing staff resources.
The "Facilities" team within the Engineering Division is comprised of three
architects (two full-time employees and one temporary employee) who are
responsible for all new building projects of the Capital Improvement Program as
well as major renovation projects. The person in the temporary position will
soon discontinue providing her services to the Engineering Division. Based
upon the staffing analysis from Paradigm Solutions, it is evident that an
architect position will be needed to replace this temporary position. While there
is no vacant position to be reallocated, funding is available that can be
administratively reallocated to support a newly created position for the
remainder of the current fiscal year. The temporary position has been costing
nearly the same as that of a full-time position without benefits.

Subject: August Financial Report
The adopted budget for fiscal year 2007 totals $239.6 million, representing a 7.1% increase
over the previous year. Additional revenue sources include a projected increase in Real Estate
and Personal Property tax revenue, as well as projected growth in various local taxes including
Sales tax, Business License tax, and Prepared Food and Beverage tax. Funding from the
Commonwealth will also increase, particularly in the area of funding for social services.
In general, the first quarter of the year is difficult to analyze due to the relatively small volume
of activity which occurs within the early months. Additionally, the accrual of certain revenues
and expenditures into the prior year, and accompanying accounting reversals, will cause some
categories to have relatively small balances in the early months of fiscal year 2007 until current
year activity exceeds the impact of the reversals. Consequently, it is too early for notable trends
or variances to have developed.
Some points of interest for our local property and business taxes are as follows:
o Real Estate Tax revenue is anticipated to grow approximately 7.6% over the prior fiscal
year, and the first installment is due October S'". On July 1, 2007, the real estate tax rate
decreased from $1.21 to $1.19 per $100 of the assessed property value. The
anticipated revenue growth mentioned above takes into account the reduction in the tax
rate.
o Sales Tax revenue increased 10.7% over the prior fiscal year.
o Prepared Food and Beverage Tax revenue increased .9% over the prior fiscal year.
o Transient Occupancy Tax revenue increased 5.7% through August.
o Admissions Tax increased 4.8% through the current month.

General Fund revenues will be allocated during the upcoming fiscal year to provide for capital
maintenance and equipment replacement, to enhance services to citizens, and to fund salary
increases for employees. Furthermore, the FY07 budget provides for greater social services
program funding and the resources necessary to meet the current year's debt service
requirements. The FY07 expenditure budget also includes funding of approximately $1.2
million to cover contracts and purchase orders made during FY06 but not paid by the end of
that year. City Council approved re-appropriation of this funding when adopting the General
Fund budget in May.
A more in-depth discussion of revenues and expenditures will be included in future reports as
trends develop or notable variances occur.
