Proposed adjustment to the aggregate amount of the City's Fiscal Year 2006-2007 Annual Budget, and appropriation of funds for Fleet Management motor fuels: Ms. Mary Terry, 3408 Pittsfield Avenue, N. W., President and CEO, Southeast Rural Community Assistance Project, Inc., requested the City's assistance with funding to complete of the renovations to a vacant office building located at 347 Campbell Avenue, S. W., in the amount of $500,000.00. The request was referred to the City Manager for review and report to Council. OFFICE BUILDING PRO.lEeT Southeast Rural Community Assistanc~ Project (Southeast RCAP) Inc recently purchased a vacant office building located at 347 Campbell Av~nu~ in Roanoke VA. Our goal is to rehabilitat~ the huilding to incorporate the latest energy saving ami environmental technology. On~ of the goals for this fat'ility is to establish an environmental center with state of the art computer sotlware to allow lor educational research. This center will be. available to area schools. colleges. and citizens. to complete research on environmental issues. Area contractors ami engine~rs will be able to use the facility to complete research as needed for projects anywhere in the world. This will be th~ only center of its kind in the Roanoke Valley. We intend to capture and reuse rainwater to provide the waler source throughout the building using a rainwater management system. This technology although not new, has not received the exposure needed to entice businesses and homeowners to help conserve our most precious resource. We anticipate designing the rainwater management system to display the rainwat~r management steps through the use of clear containers and piping 10 allow lor education of th~ system's components. A ti:.llll1tain will be constructed in the lobby of the main floor. Onc of the stcps in reusing rainwater is to provide aeration. This lountain will serve that purpose and provide a focal point for the building as our motto is "Water is Lilc". The parking area will be co\'en:d by a grecn roof that will provide an area ti.)r a small park. The wgetation will be hydrated with gray water and recycled wastewater with virtually no waste going into the stoml water drainage system. The roof will not only eliminate an urban heal island which has become an urban necessity but will signitieantly deerease the amoUIll or wastewater that will need to be treated and recycled through commercial systems. This l~ehnology can be used in new residential and commercial construction or all sizes. It also addresses the need to reduce the volume or treal<:d wastewater to our streams ami rivers along with combined storm water and sewage overl1ow. The year end undesignated general fund balance is used for our Capital Maintenance and Equipment Replacement Program (CMERP) and totals $2,912,154. In addition, unobligated prior year CMERP funding in the amount of 5227,810 is available for reappropriation. This funding was appropriated for the purchase of property for soccer field use and we have not been able to acquire the property as planned. Funding in the amount of $549,494 has been received from the state as a reimbursement for the purchase of electronic voting equipment. Funding for this equipment was front funded in a prior fiscal year from technology capital funds with the anticipation of reimbursement. Also, anticipated revenue in the amount of $18,035 from the Western Virginia Water Authority for paving activities performed by Mayor Harris and Members of City Council October 2, 2006 Pag e 2 the Transportation Division and $274,300 from the Economic and Community Development Reserve for maintenance work at the Market Building require appropriation. The total of all funding sources outlined above is $3,981,793. Requests for CMERP funding totaled approximately $8.9 million. These requests were prioritized by the assignment of a high, medium or low priority designation. The requests designated as high priority totaled approximately $6.8 million. City Code stipulates that $250,000 of undesignated General Fund balance shall be reserved annually for self-insured liabilities of the City. The maximum balance of the reserve is three percent of the total General Fund appropriations for the concluded fiscal year. As such, atJune 30, 2006, $250,000 was reserved in the General Fund for self-insured liabilities. It is our intent, following this dialogue, to develop a formal recommendation to City Council within the next forty-five days. This report recommends the allocation of $240,850 to capital project contingency which can be used to support the zoo or other projects. The School District will be billed at the same rate as the other fuel customers served by the City plus administrative and storage fee of ten cents per gallon (IOcr / gallon). Wishneff, Council Member Dear Mayor Harris and Members of City Council: Subject: Engineering Division New Position Background: A recent study of the City's Engineering Division provided several recommendations from an organizational, process and workflow perspective. The report, completed by Paradigm Solutions (of Catlett, Virginia), was commissioned to determine, among a number of items, if sufficient staffing is present to support the workload and functional requirements. A determination was made that staffing levels were relatively adequate overall, but that additional staff need to be added in key areas. Efforts have been underway to fill vacancies within the Division and to identify process improvements that can further improve the use of existing staff resources. The "Facilities" team within the Engineering Division is comprised of three architects (two full-time employees and one temporary employee) who are responsible for all new building projects of the Capital Improvement Program as well as major renovation projects. The person in the temporary position will soon discontinue providing her services to the Engineering Division. Based upon the staffing analysis from Paradigm Solutions, it is evident that an architect position will be needed to replace this temporary position. While there is no vacant position to be reallocated, funding is available that can be administratively reallocated to support a newly created position for the remainder of the current fiscal year. The temporary position has been costing nearly the same as that of a full-time position without benefits. Wishneff Council Member Dear Mayor Harris and Members of City Council: Subject: August Financial Report The adopted budget for fiscal year 2007 totals $239.6 million, representing a 7.1% increase over the previous year. Additional revenue sources include a projected increase in Real Estate and Personal Property tax revenue, as well as projected growth in various local taxes including Sales tax, Business License tax, and Prepared Food and Beverage tax. Funding from the Commonwealth will also increase, particularly in the area of funding for social services. In general, the first quarter of the year is difficult to analyze due to the relatively small volume of activity which occurs within the early months. Additionally, the accrual of certain revenues and expenditures into the prior year, and accompanying accounting reversals, will cause some categories to have relatively small balances in the early months of fiscal year 2007 until current year activity exceeds the impact of the reversals. Consequently, it is too early for notable trends or variances to have developed. Some points of interest for our local property and business taxes are as follows: o Real Estate Tax revenue is anticipated to grow approximately 7.6% over the prior fiscal year, and the first installment is due October S'". On July 1, 2007, the real estate tax rate decreased from $1.21 to $1.19 per $100 of the assessed property value. The anticipated revenue growth mentioned above takes into account the reduction in the tax rate. o Sales Tax revenue increased 10.7% over the prior fiscal year. o Prepared Food and Beverage Tax revenue increased .9% over the prior fiscal year. o Transient Occupancy Tax revenue increased 5.7% through August. o Admissions Tax increased 4.8% through the current month. Honorable Mayor and Members of Council October 2, 2006 Page 2 General Fund revenues will be allocated during the upcoming fiscal year to provide for capital maintenance and equipment replacement, to enhance services to citizens, and to fund salary increases for employees. Furthermore, the FY07 budget provides for greater social services program funding and the resources necessary to meet the current year's debt service requirements. The FY07 expenditure budget also includes funding of approximately $1.2 million to cover contracts and purchase orders made during FY06 but not paid by the end of that year. City Council approved re-appropriation of this funding when adopting the General Fund budget in May.
