ATTEST: *L -Yy) . yyr City Clerk. CITY COUNCIL AGENDA REPORT To: Honorable Mayor and Members of City Council Meeting: June 18, 2012 Subject: Summer Food Program Background: The City of Roanoke continues to provide for the nutritional needs of children and youth during the summer months through a Parks and Recreation supervised Summer Nutrition Program. Breakfast and lunch are provided to children throughout Roanoke from mid -June through mid August. An estimated 40,000 meals will be served this summer. Federal funds, up to $175,000, have been awarded to the City by a grant from the Virginia Department of Health. The City is reimbursed on a per meal basis for meals actually served. Considerations: The Summer Food Program is partially funded through the United States Department of Agriculture, Food and Nutrition Service with the Virginia Department of Health serving as the sponsoring agency in Virginia. The program is similar in concept to the National School Lunch Program with eligibility requirements much like those used to determine eligibility for free or reduced priced meals during the school year. The purpose is to provide nutritionally balanced, healthy meals to children, ages one through eighteen, and those with special needs. Recommended Action(s): Accept the Summer Food Program grant in the amount of $175,000 and authorize the City Manager and City Clerk to execute and attest respectively, an agreement with the Virginia Department of Health and any other forms necessary to accept such grant, approved as to form by the City Attorney. Adopt the accompanying budget ordinance to establish a revenue estimate in the amount of $175,000, and appropriate funding in the same amount into an expenditure account to be established in the Grant Fund by the Director of Finance. CITY COUNCIL AGENDA REPORT To: Honorable Mayor and Members of City Council Meeting: June 18, 2012 Subject: Roanoke Homeless Assistance Team (HAT) Grant Renewal Background: The Blue Ridge Continuum of Care (CoQ continues to take practical steps that would have an immediate impact on the lives of the homeless in our community. Last year, the program assisted 1,083 clients. Based on Roanoke's 2011 Continuum of Care application, the Roanoke Homeless Assistance Team (HAT) was awarded a supportive services only grant from the U. S. ATTEST: W M. City Clerk CITY COUNCIL AGENDA REPORT To: Honorable Mayor and Members of City Council Meeting: June 18, 2012 Subject: Budget Amendment - Additional Recreation Programs Background: In FYI 2, City of Roanoke Parks and Recreation has seen an increase in demand for programming and facility rentals, beyond what was initially forecasted during budget development. Participation in the Department's After School P.L.A.Y. program is up more than 100% at Eureka Center. New programs with a focus on active living have garnered increased participation. Parks and Recreation also has been approached by several outside organizations and other city agencies seeking assistance in program facilitation. In response to these requests, the Department has taken responsibility for recreation events, such as Gallop 4 the Greenways 5K Race, Fired Up for a Cure SK and 1 OK Races, and The Roanoke Outdoor Circus. Considerations: Due to Parks and Recreation's increased role in these additional revenue generating programs and events, operating expenditures need to be increased. City Council action is needed to revise revenue estimates and to increase expenditure appropriations for the related programmatic costs. Recommended Action: Adopt the accompanying budget ordinance to increase the following revenue estimates in the amount of $88,000, and appropriate the same amount to the expenditure line items listed below. CITY COUNCIL AGENDA REPORT To: Honorable Mayor and Members of City Council Meeting: June 18, 2012 Subject: FY 2012 Real Estate Revenue Adjustment and Increase in Funding for Roanoke City Public Schools Background: The school funding formula designates that 40% of adjusted local tax revenue be provided in support of Roanoke City Public Schools (RCPS). The revenue estimate for real estate was developed with conservative assumptions about the Rehabilitation Tax Credit reduction. Also, new construction, Business License, Sales and Meals taxes have outperformed their FY 2012 estimates. An updated computation of the local share of tax revenue for RCPS as of June 1, 2012 provides that additional funding in the amount of $571,212 or 0.7 %will need to be allocated to the school division. The resulting total funding provided to RCPS by the City of Roanoke will be $77,342,126. Considerations: City Council action is needed to revise the revenue estimate for Real Estate Tax and to increase the appropriation for Roanoke City Public Schools in the amount of $571,212. Recommended Action: Adopt the accompanying budget ordinance to increase the revenue estimate for Real Estate Tax (01 -110- 1234 -0101) in the amount of $571,212 and appropriate the same amount to Transfer to Schools (01 -250- 9310- 9530). ristopher P. The purpose of the Joint Use Agreement ( "Agreement') is to assist in the planning and the development and use of facilities in a manner which maximizes the benefits to the citizens of the City of Roanoke. Community agencies were trained in January, 2012 on how to complete the application on the online system, and the deadline for submission was January 27, 2012 for the Administrative application and February 15, 2012 for the Program application. Requests from 32 agencies (42 programs) totaling $663,181 were received as indicated on Attachment A. Advisory Board members were trained to review the applications online and studied each application prior to meetings held on March 15, March 16, March 23, and April 17, 2012 to discuss funding allocations. The Board considered the following when reviewing the applications and making funding recommendations: alignment between the application and priorities set by the Human Services BFO team, a fully completed application, clarity and internal consistency of the application, clarity and reasonableness of the proposed agency budget, demonstration of need, and the number of Roanoke City residents served. The Human Services Advisory Board budget in the amount of $409,052 was established by City Council with the adoption of the General Fund budget for fiscal year 2012 -13. Agencies were recently notified of tentative allocations and advised they could appeal these recommendations. The Board heard appeals on April 26, 2012, from Bradley Free Clinic, Child Health Investment Partnership, Northwest Child Development Center, Roanoke Valley Speech and Hearing, and Carillon Children's Hospital Adolescent Health Program. Upon hearing of these appeals, no changes were made in funding allocation recommendations. Performance audits will be conducted by the Council of Community Services to evaluate the effectiveness and efficiency of all funded programs. Recommended Action: Approve the recommendations of the Human Services Advisory Board, as shown in Attachment A. Authorize the City Manager to enter into a contract with the Council of Community Services to conduct the performance audits. Transfer $409,052 from the Human Services Advisory Board account 01 -630- 5220 -3700 to line items to be established within the Human Services Advisory Board budget by the Director of Finance as set forth in Attachment A. The land use categories permitted in CLS include accommodations and group living; commercial; industrial; assembly and entertainment; public, institutional and community facilities; transportation; utility; agricultural; and accessory, with a maximum floor area ratio of 5.0. The comprehensive plan designates the property for large scale commercial use. The proposed use of the property is a hotel. Planning Commission Public Hearing and Recommendation: The Planning Commission was scheduled to hold a public hearing on Thursday, May 17, 2012. There was not a quorum present. Therefore, the meeting could not be held. A joint public hearing with City Council was arranged in order to prevent delay of the project. Staff Recommendation: Staff finds the application to rezone the subject property to be consistent with the Zoning Ordinance, Vision 2001 -2020, and the Williamson Road Area Plan. A full report on the details of the rezoning is attached. The Planning Commission should make a positive recommendation to City Council. To be demolished Proposed Land Use: Hotel or Motel _ Neighborhood Plan: Williamson Road Area Plan Specified Future Land Use: Large Scale Commercial Filing Date: Original Application: April 5, 2012 Background In March 2012, Thomas Properties LLC and Balzer & Associates Inc. met with staff from the City of Roanoke to discuss a proposed hotel to be constructed on two parcels on Valley View Boulevard. The proposed building exceeded the height limit of the current CG district. Furthermore, the applicant indicated the footprint and functional requirements would result in the building being oriented to the side of the site to meet the maximum yard requirement of 30 feet. After discussing several alternative site layouts, the applicant provided a site plan where the main building facade addresses the street and includes the entrance and transparency. The plan includes a single module of parking located between the building and the street. In April 2012, Thomas Properties LLC filed an application to rezone tax map numbers 2490116 and 2490117 located on Valley View Boulevard NW. In April 2012, Thomas Properties, LLC filed an Amended Application No.l, addressing all staff comments. The rezoning to CLS would permit the construction of a hotel within the dimensional regulations of that district, subject to a proffered development plan. The proposed 132 room hotel is 5 stories at a height of 52 feet 10 inches at the roof and 61 feet to the topmost parapet wall. The building is oriented parallel to the street at approximately 80 feet from the right -of -way. The main entrance to the hotel faces the primary street. A large covered canopy for automobile drop -offs will be centered on the main entrance. There will be two drive entrances to the property with a driveway in front of the building with parking along each side. The majority of the parking on the site shall be sited to the rear of the building with access drives along each side of the property. A pool is located at the rear of the building. Conditions Proffered by the Applicant The applicant is proffering a development plan. Considerations Surrounding Zoning and Land Use: Compliance with the Zoning Ordinance: Development in a CLS district abutting an ROS district lots requires a type D buffer yard. The Zoning Administrator would approve an alternative buffer yard in accordance with Section 36.2 -642 (g). The alternative landscaping shown in the development plan is appropriate due to the nature and configuration of the adjoining property along with the landscaping achieving an equivalent screening and buffering effect. The plan simultaneously addresses the Commercial Design Guidelines in the Neighborhood Plan by placing large trees within and around the parking area. The developer would provide the same amount of landscaping as would normally be required. The zoning ordinance requires 20% tree canopy coverage for the parking area. The minimum parking requirement for the development is 144 spaces. With a reduction for adjacency to a bus route, the minimum could be reduced to 116 spaces. The development plan proposes 140 parking spaces. Conformity with the Comprehensive Plan and Neighborhood Plan: Both Vision 2001 -2020 and the Williamson Road Area Plan encourage the redevelopment of underused commercial sites. The site currently has two vacant eating and drinking establishments. Roanoke will encourage commercial development in appropriate areas of Roanoke to serve the needs of citizens and visitors. Relevant Williamson Road Area Plan policies: Community Design Policies • Limit commercial development to areas where existing land uses and scale of development reflect the purpose of the zoning district. • Parking lots should be located to the rear or side of buildings. Economic Development Policies • Encourage re -use of existing commercial zoning with increased lot coverage ratios, multi -story buildings, and reduced setbacks. Transportation Policies • Large trees should be used to create a canopy over streets. Thomas Properties, LLC ( "Thomas ") Is under contract to purchase the property. This letter shall serve as our authorization for Thomas to proceed with rezoning the property from CG to CLS. ry truly yours, NARRATIVE: The purpose of this request is to rezone Tax Parcels 2490117 and 2490116 from CG (Commercial General) to CLS (Commercial Large Site) to allow for the development of a Hampton Inn & Suites hotel. Thomas Properties LLC is the contract purchaser and has been given authorization from both owners to make the request for the rezoning for the proposed improvements. The total of both parcels is approximately 2.48 acres and are currently vacant developed restaurant sites. These sites are the former Bonefish Grill and Texas Steakhouse restaurants. The proposed CLS zoning provides the appropriate zoning for the improvements shown on the development plan. This zoning allows for the construction of a five -story hotel building and adequate vehicular circulation for patrons and emergency vehicles. The developer has taken the initiative of obtaining approval from the Federal Aviation Administration (FAA) for the construction of the hotel to the desired height because the hotel will be located within the Airport Approach District of the nearby Roanoke Regional Airport. The proposed building will have additional glazing along the first floor of the building to maintain a street front appeal. The attached development plan (Exhibit A) depicts the proposed Hampton Inn & Suites site. The developer has worked closely with Roanoke City staff to develop this plan which addresses many of the CG zoning principles while providing moderate flexibility to allow for the proposed hotel use. The plan specially provides building street frontage along Valley View Boulevard while providing adequate circulation patterns for pedestrians and vehicular traffic. Pedestrians walking along Valley View Boulevard will have direct access into the hotel from the existing sidewalk. The five story hotel and drive -thru canopy have been located in close proximity to the existing right of way of Valley View Boulevard to promote an active use along this road frontage The proposed hotel will consist of approximately 132 guest rooms and suites and will include a pool to serve these guests. The site will be accessed from two entrances from Valley View Boulevard. Site and building lighting will be provided in areas where necessary to ensure safety for the patrons using the site. All lighting will be provided in compliance with City of Roanoke lighting standards. All City of Roanoke landscape requirements will be met with the development of the project for an attractive and complimentary addition to this commercial entrance corridor for the Valley View mall area. In addition to the site landscaping requirements, a modified buffer yard has been provided along the eastern property line. The proposed 8' buffer yard shall consist of large deciduous trees planted 50' on center along the eastem property line. This modified buffer yard is being proposed due to the unique location of this commercial property adjacent to an airport approach. The modified buffer will provide additional attributes of parking area shading and additional canopy coverage for the site while meeting the intent of Division 4, Section 36.2 -640. This project will be served by public water and sewer. The site will be developed in accordance with all applicable regulations including, but not limited to, the Roanoke City Zoning Ordinance and the Roanoke City Stormwater Management Design Manual. It shall be noted that all stormwater from the site shall discharge to an adequate channel i/ ,n — IXHIBR A - DEVELOPMENT PLAN ms am.m...rm. mrNssr w.vmsma C - w..a r n.nwa..z J I .bw. ATTEST: City Clerk. CITY COUNCIL AGENDA REPORT To: Honorable Mayor and Members of City Council Meeting: June 18, 2012 Subject: Expansion of the Downtown Service District Boundaries Background: A Downtown Services District (DSD) was first established by City Council on December 8, 1986, with an effective date of July 1, 1987. On May 28, 1991, and June 21, 2004, City Council approved expansions of the DSD to include the boundaries that represent the DSD as it stands today. Revenues generated by the DSD contribute approximately $400,000.00 annually to the operation of Downtown Roanoke Incorporated (DRI). The current taxation rate of the DSD is 10 cents per $100 of assessed value. The Administration has received a request from DRI for the consideration of a further expansion of the district boundaries. During the spring of 2012, DRI staff and Board members conducted a review of potential areas for further expansion of the Special Services District. The process included the evaluation of land uses and related functions of those uses; review of the services and benefits that would be provided by the Special Services District to such an expansion area; and discussions with key property owners who comprise the majority of the land contained in the proposed expansion area. The area identified for expansion contains 72 taxable parcels, and is located generally to the south of the existing district, along the South Jefferson Street corridor through and including the South Jefferson Redevelopment area, the Reserve Avenue area, and the River's Edge complex. The expansion area contains numerous health care related facilities along South Jefferson Street and the development that has taken place to -date in the South Jefferson Redevelopment area such as Carillon Clinic, Va Tech Carilion School of Medicine and Research Institute, and Cambria Suites Hotel. The expansion area also includes currently vacant land on the east of South Jefferson Street that is planned for development in the near future. The boundaries of the expansion area are illustrated on Exhibit One attached to this report. It is estimated that the expansion area would generate approximately $135,000.00 of additional annual revenue to DRI to fund programs and services provided to property owners and businesses within the district. Considerations: The expansion would provide for a wide range of services and support activities to this burgeoning area. Services would include participation and inclusion in ongoing and newly initiated downtown planning and marketing initiatives; focused economic development initiatives undertaken by DRI related to targeted business retention and recruitment that are unique to the downtown area's needs; enhanced community relations and networking, and special events. The DSD is also a funding partner for the Star Line Trolley which runs along the South Jefferson Street corridor from the South Jefferson /Carilion Clinic and Hospital complex to the core of the Downtown Market District. Expansion of the district will help ensure the trolley's continued funding and potential service expansion. The expansion of the DSD in a manner as proposed by DRI will help solidify the physical, functional, and economic relationship between the traditional core of downtown Roanoke and the South Jefferson Redevelopment Area, ultimately melding the various parts into a larger, stronger, and more cohesively vital downtown center. Pursuant to the relevant provisions of the Code of Virginia, as amended, City Council must hold a public hearing on the proposed DSD expansion. Required notice of public hearing was published in the Roanoke Times on three dates prior to the public hearing (May 31st, June 7th, and June 14th), and notices of the public hearing along with related information were mailed by the City to owners of properties located within the proposed expansion area. The proposed Ordinance, which amends Section 32 -102.2 of the City Code as it pertains to the definition of the Downtown Services District, would become effective July 1, 2012. Therefore, the additional real estate tax levy (10 cents per $100 of assessed value) would be applied to the two FY -13 real estate tax bills, the first of which would be generated in August of 2012, and the second in February, 2013. Recommended Action: Upon consideration of comments received at the Public Hearing, approve the expansion of the Downtown Special Services District by adoption of the attached ordinance. Adopt the accompanying budget ordinance to increase the revenue estimate for the Downtown Service District Tax for FY -13 by $135,000, increasing by the same amount the appropriation to Downtown Roanoke Incorporated. --------------------------- Christopher P. We believe that the expansion of the service district will enhance that area and will be good for all properties involved. We would like our support to be included in the recommendation made to Council at it's June 18 meeting. Very respectfully yours Jeffry L. We advocate for continued economic investments, expanded incentive programs for development, continued location of government offices within the service district, and for transportation policies (including transit availability and parking) that most benefit downtown busi- nesses. Marketing "Downtown" is one of the strongest brands in the Roanoke Valley and expansion of the service district will allow for the application of that brand to the Jefferson Street /Riverside Corridor. DRI also provides specific marketing programs focused on positioning downtown as the best place to conduct business in western Virginia and as Roanoke's most dynamic neighborhood. DRI's other marketing programs include robust social media campaigns,°- — public relations coordination, a dynamic website /mobile site (including individual retail, restaurant, lodging, and service business listings within the district as well as an events calendar and parking information, and traditional marketing campaigns. Downtown Plan Update DRI and the City of Roanoke's Department of Planning, Building, and Development are partnering later this year to kick off an update to the Outlook Roanoke Plan. Expansion of the service district allows us to include the Jefferson Street /Riverside Corridor in this process and create a single, cohesive, and strong plan for the entire central core for the next decade. Star Line Trolley The Star Line Trolley has emerged as a key fool for uniting the existing downtown district, the Jefferson Street /Riverside Corridor and Carillon medical services in South Roanoke. The Trolley is key to establishing a strong sense of connectedness between existing and future development along Jefferson Street and the Roanoke River. The Downtown Service District is a core funding partner for the Trolley and expansion of the district will help ensure its continued funding and potential service expansion.
