TOPICS FOR DISCUSSION BY THE MAYOR AND MEMBERS OF COUNCIL:
Council Member Bestpitch stated that the Business License Fee for Mediums and
Fortune Tellers had been reduced in response to a request from Tracey
Lockwood; and he was concerned the City of Roanoke may be creating a
competitive disadvantage for businesses by charging too much for business
licenses. He suggested that a work session be scheduled to facilitate a
comprehensive review of the business license fees and that staff prepare a
briefing to present to Council.

Robert Gravely, 3360 Hershberger Road, N. W., appeared before the
Council to express concern for the City.
Tracey Lockwood, 331 King George Avenue, S. W., asked that the business
license fee for mediums be reduced to $50.00 per year.

impaired drivers.

2. Acceptance and appropriation of funds in connection with the 2015

COMMENTS OF CITY MANAGER.
The City Manager shared the following comments:
Recent Publicity for Roanoke
Roanoke Valley Convention and Visitors Bureau continues to do a great
job marketing our city and the region. Examples include:
• Campaigns like "Blue Ridge Standard Time"
• Media tours, inviting local writers /reporters to visit and experience our
city.
• Roanoke was recently featured in Forbes Travel, article titled
"Spending Two Perfect Days in Virginia's Shenandoah Valley."
Included a beautiful cityscape photo of Roanoke, and showcased
some of the great amenities our city offers.
• CVB also promotes Roanoke as a meeting destination (copies of
sales sheet provided to Council members on dais) by highlighting our
best assets.
Parks and Arts Program to Conclude
• Final event will be held at Mountain View
• Saturday, September 6, from noon to 3:00 p.m.
• Postponed from original date because of rain
• Performing artists will include The Fat Tuesdays Band, Larnell
Starkey & the Spiritual Seven, and Silly Bus. The visual artist will be
Philosophy Inc.'s Roanoke Time Machine.
Solarize Roanoke
• Program was launched July 21 and will be offered through
September 30, 2014.
• A partnership between the City of Roanoke, Community Housing
Partners, local solar installers, Freedom First Credit Union, and local
community members.
• Designed to make solar energy affordable and accessible to
homeowners.
• More information is available at solarizeroanoke.org or at

• Overall increase in circulation of approximately 2 percent
• eBook circulation increased by approximately 36 percent
• The greatest circulation increases:

INPUD, Institutional Planned Unit Development District, subject to a
certain proffered condition.

b. A resolution designating Council Member Anita J. Price, the Voting

Reappointed Randall Simmons as a Citizen at Large Representative
and Joseph Wood as Tower Representative of the Towing Advisory

Good Afternoon!
Perhaps you believed the issue with the business license fee for physic
mediums had been resolved earlier this year...
I am grateful for the partial equalization that was determined.
You may feel I'm wolfish, asking for a further reduction...
However, I am confident, that if YOU, solely based on the fact that you are
on City Council, had to pay six (6) times the amount of taxes that other
citizens have to pay...
You would feel unfairly treated, would you not?
The 14th Amendment of the United States Constitution would agree to that
feeling... because we are each guaranteed equal treatment under the law.
City Council members... via the laws of Virginia... are given a great deal of
latitude in determining what is fair and necessary in the City of Roanoke...
Our neighboring Town of Blacksburg has used their latitude... to treat
Mediums exactly the same as other businesses... they are charged $50 /year
The current $300 /year business license fee is unreasonable... and is six (6)
times the amount paid by most other businesses
I respectfully ask for fair treatment...
Please lower the business license tax for mediums to $50 /year... and please
reimburse the $200 /year past overages... that had been beyond Virginia's
cap... for the years it was overpaid by myself and other mediums, upon
request to the Commissioner's Office.

The Economic Development Authority of the City of Roanoke, Virginia was
organized pursuant to ordinance adopted by the City Council October 21, 1968.
It has been in continuous operation and has assisted the City's economic
development efforts in meeting to approve of small issue manufacturing and
501(c)(3) industrial development revenue bond financings.

The EDA uses the City of Roanoke Economic Development Division's staff and
works in close conjunction with the Director of Economic Development.
The EDA meets at 8:00 in the morning the third Wednesday of every month.
The meetings are held at 8:00 a.m. at the City of Roanoke, Department of
Economic Development, 117 Church Avenue, Roanoke, Virginia.

The EDA's Activities since the end of the Fiscal Year (June 30, 2013):
• Approved a six (6) month fapade grant extension to Rick Sheridan for the
Horton Building project.
• Held a public hearing on the proposed issuance of an up to $8,600,000 revenue
bond by the Authority for the benefit of Virginia Lutheran Homes, Inc. for
property located at 3804 Brandon Avenue.
• Adopted resolutions setting the terms of the bond and authorizing the issuance
of up to $8,600,000 Revenue Bond for the benefit of Virginia Lutheran Homes,
Inc.
• Approved a fagade grant application for SWVAB, LLC t/a Big Daddy's
Brewery in the amount of $13,320 for property located at 523 Shenandoah
Avenue.
• Approved a fagade grant application for Dr. Dorothy Belle Poli in the amount of
$1,847.99 for one side of her building located in the 700 block of Patterson
Avenue.
• Approved a fagade grant application for AA Properties - Church Avenue, LLC
in the amount of $657 for the building located at 130 Church Avenue.
• Adopted a resolution authorizing the execution of an EDA Construction Grant
Agreement and EDA Operation Grant Agreement for the Market Garage Hotel
Proj ect.
• Adopted a resolution authorizing a grant to the City of Roanoke in the amount
of $100,000 for the purpose of upfitting and refurbishing the parking facility
located at 25 Market Street.

• Approved a fagade grant application for Interactive Design Group in the amount
of $25,000 for the building located at 306 6"' Street, S.W.
• Amended Authority bylaws.
• Approved a fagade grant application for 113 Norfolk Avenue, LLC in the
amount of $25,000 for the building located at 113 Norfolk Avenue.
• Approved a fagade grant application for 425 Campbell Avenue, LLC in the
amount of $25,000 for the building located at 425 Campbell Avenue, S.W.
• Approved a fagade grant application in the amount of $11,860.30 for the
building located at 126 -128 Campbell Avenue, S. W.
• Adopted a resolution authorizing Amendment 41 to the Ivy View Performance
Agreement.
• Adopted a resolution authorizing Amendment to Outstanding Hospital Revenue
Bonds (Carilion Health System Obligated Group), Series 2005A.
• Authorized the EDA Chair to recommend economic development grants up to
$100,000 when there is a need on the part the EDA to respond promptly to
requests for economic development incentives for a business considering
location in the Roanoke Valley.
• Approved a fagade grant application for the building located at 131 Campbell
Avenue.
• Approved a fagade grant application for Liberty Hill Properties, LLC in the
amount of $1,133.22 for the building located at 301 Market Street (Walk About
Outfitters).
• Adopted a resolution authorizing an Economic Development Grant in the
amount of $10,000 to the Roanoke Cooperative Association, Ltd.
The EDA looks forward to continuing its close partnership in economic
development with the City of Roanoke and stands ready to work as a full economic
development partner with other members of the City's team.

Department of Motor Vehicles, and authorizing execution of any required documentation on
behalf of the City.
BE IT RESOLVED by the Council of the City of Roanoke as follows:
1. The City of Roanoke hereby ratifies retroactively the City's application to the
Virginia Department of Motor Vehicles, for the Grant pursuant to Section 2 -124 of the Code of
the City of Roanoke (1979) as amended, and does hereby accept the 2015 Department of Motor
Vehicles Traffic Safety Alcohol Impaired Drivers Grant in the amount of $24,390, to be used for
traffic enforcement targeting alcohol impaired drivers. This grant, which requires a $12,195 in-
kind match by the City and a voluntary cash match of $1,518 by the City, is more particularly
described in the City Council Agenda Report dated September 2, 2014.
2. The City Manager is hereby authorized to execute and file, on behalf of the City,
the grant agreement and all necessary documents required to accept this grant. All such
documents shall be approved as to form by the City Attorney.
3. The City Manager is further directed to furnish such additional information as

2015 DMV Traffic Safety (Selective Enforcement - Alcohol) Grant
Background:
The Virginia Department of Motor Vehicles (DMV) is the administering agency
for pass- through funds provided by the United States Department of
Transportation for highway safety projects in Virginia. DMV offers these funds
to successful applicants for activities which improve highway safety in Virginia.
The Police Department regularly applies for grant funding under this program.
The Police Department has been awarded $24,390 in funding to be used for
traffic enforcement targeting alcohol impaired drivers. This funding will allow
the Roanoke Police Department to fund overtime traffic enforcement, send
officers to traffic safety training, and purchase field breath test units. There is
a required 50% in -kind match of $12,195 associated with this award that will be
satisfied through the Police Department's expenditure on motor fuel and
vehicle operation. The grant specifically does not allow FICA related to overtime
therefore this related necessary expense will be included as a voluntary cash
match of $1,518.
Recommended Action:
Ratify the grant application by the City Manager and accept the 2015 DMV
Traffic Safety (Selective Enforcement - Alcohol) Grant described above and
authorize the City Manager to execute the grant agreement and any related
documents; all such documents to be approved as to form by the City Attorney.
Adopt the accompanying budget ordinance to establish a revenue estimate in
the amount of $25,908 consisting of $24,390 in grant revenue and $1,518 in a
cash match to be transferred from the grant match account and appropriate
funding in the same amount into accounts to be established by the Director of
Finance in the Grant Fund.

1. The Fiscal Year 2014 -2015 Community Development Block Grant in the amount of
$1,553,163, HOME Investment Partnerships Program funds in the amount of $485,469, and the
Emergency Solutions Grant Program funds in the amount of $128,203, are hereby ACCEPTED.
2. The City Manager and the City Clerk are authorized to execute and attest,
respectively, Grant Agreements, Funding Approvals and other documents, required by the United
States Department of Housing and Urban Development ( "HUD "), and any and all understandings,
assurances and documents relating thereto, to accept such funds, each of such documents to be in
such form as is approved by the City Attorney, as more particularly set out in the City Council
Agenda Report dated September 2, 2014, to this Council.
3. The City Manager and the City Clerk are further authorized to execute and attest,
respectively, such subgrant agreements and amendments as may be required pursuant to the Fiscal
Year 2014 -2015 Annual Update to the 2010 -2015 Consolidated Plan ( "Annual Update ") approved by
Council by Resolution No. 39937 - 051214, on May 12, 2014, and as may otherwise exceed the City

Subject: Acceptance and Appropriation of 2014 -2015 Community
Development Block Grant (CDBG), HOME Investment Partnerships
Program (HOME) and Emergency Solutions Grant (ESG)
Background:
CDBG and HOME funds received from the U. S. Department of Housing and Urban
Development (HUD) provide for a variety of activities ranging from housing and
community development to economic development. ESG funds are used to support
programs for homelessness prevention and rapid rehousing. The City has received
entitlement grant funds for over thirty years and must reapply annually to HUD to
receive such funding. On May 12, 2014, by Resolution No. 39937 - 051214, City
Council authorized filing the funding applications as part of approving the
submission of the 2014 Annual Plan as part of the 2010-2015 Consolidated Plan to
HUD. Funding allocations contained in this report reflect those presented to the
City Council in the May 13, 2014 plan adoption.
Considerations:
The funding release process is complete, and HUD's letter of approval was received
and signed by the City Manager on July 2, 2014, granting the City access to its
2014-2015 CDBG, HOME and ESG entitlements. The 2010-2015 Consolidated Plan,
including the Fiscal Year 2014-2015 Action Plan, approved by City Council provides
for activities totaling $2,858,835. The funding for these activities included new
entitlement funds, anticipated program income, and funds unexpended from prior
year accounts.
Acceptance of the funds and appropriation or transfer to the accounts indicated in
the accompanying budget ordinances are needed to permit the 2014 -2015
activities to proceed. Acceptance of the 2014-2015 HOME entitlement requires 25%
in local match funding. This requirement will be satisfied by excess matching funds
unused in previous years, additional in -kind contributions from projects and
$25,000 in funds appropriated in the Planning Department Budget.
Recommended Actions:
Accept the 2014 -2015 CDBG, HOME and ESG entitlement funds as
detailed below.

A RESOLUTION requesting the Roanoke Valley Area Metropolitan Planning
Organization to fund a Regional Surface Transportation Program Project for expansion and
completion of the Tinker Creek Greenway in Roanoke; and authorizing the City Manager to
execute the required applications and to take any other actions necessary to respond to any
inquiries or provide supplemental information as may be necessary to apply for, implement and
administer such grant.
WHEREAS, the City of Roanoke, Roanoke County, Botetourt County, the Town of
Vinton and the Roanoke Valley Greenway Commission, desire to exhibit unanimous support for
all Regional Surface Transportation Program ( "RSTP ") applications involving the Tinker Creek
Greenway submitted to the Roanoke Valley Area Metropolitan Planning Organization
( "RVAMPO ") with the goal of expanding and completing the Tinker Creek Greenway in all four
jurisdictions;
WHEREAS, the Tinker Creek Greenway alignment is designated as a Priority Two
Greenway in the 2007 Update to the Roanoke Valley Conceptual Greenway Plan and is planned
to connect the Roanoke River Greenway to Carvins Cove Natural Reserve;
WHEREAS, the Tinker Creek Greenway Conceptual Master Plan was developed by the
Roanoke Valley Greenway Commission and Virginia Tech Landscape Architecture students in
the Landscape Architecture Department, in cooperation with the City of Roanoke, Town of
Vinton and Roanoke County in Spring, 2000, to identify potential routes for the Tinker Creek
Greenway between Fallon Park and Carvins Cove Natural Reserve;

WHEREAS, the Tinker Creek Greenway has been completed between (1) the Roanoke
River Greenway and Fallon Park in the City of Roanoke, and (2) Carvins Cove Natural Reserve
and the trailhead parking lot north of Interstate 81 in Botetourt County and Roanoke County;
WHEREAS, Botetourt Comity has developed a Comprehensive Trail Plan to direct the
expansion and enhancement of its trail inventory to include establishing trail connections to the
Tinker Creek Greenway for the benefit of residents in southern Botetourt County, eastern
Roanoke County and other trail users; and
WHEREAS, the focus of the RSTP applications is to expand and complete the Tinker
Creek Greenway between Fallon Park in the City of Roanoke and the trailhead parking lot north
of Interstate 81 in Roanoke County as well as into Botetourt County;
THEREFORE BE IT RESOLVED by the Council of the City of Roanoke as follows:
That City Council requests that the RVAMPO fund projects for the expansion and
completion of the multijurisdictional Tinker Creek Greenway in the City of Roanoke, Roanoke
County, Botetourt County and the Town of Vinton, as is more fully set forth in the City Council
Agenda Report dated September 2, 2014;
2. The City Manager is hereby authorized to apply for and administer RSTP funding
up to $400,000 for the regional Tinker Creek Greenway Planning Study; and
3. The City Manager and the City Clerk are hereby authorized to execute and attest,
respectively, for and on behalf of the City, any and all requisite documents pertaining to the
City's application for the RSTP funding, such documents to be approved as to form by the City

Subject: Authorization to Apply for a Regional Surface Transportation
Program Grant (RSTP)
Background:
The Roanoke Valley Greenways Plan is an adopted component of the City's
Comprehensive Plan, of which the Tinker Creek Greenway is an important
regional connection. The Tinker Creek Greenway is a regional priority for the
local jurisdictions of the City of Roanoke (City), Roanoke County, the Town of
Vinton, and Botetourt County. Currently, approximately 1.5 miles of this
greenway exists in the City, connecting with the Roanoke River Greenway near
the Wastewater Treatment Plant and running northward adjacent to Tinker
Creek to Wise Avenue, S.E..
For the City, the next phase of the process is to implement preliminary
engineering along the planned corridor further north until it crosses into
Roanoke County near the intersection of Hollins and Plantation Roads. Both
Botetourt and Roanoke Counties are interested in implementing a concurrent
planning study and analysis to provide them with routing options that will
connect their parks, schools, centers of commerce and the City's Carvin's Cove
Natural Reserve to the Tinker Creek Greenway.
The Town of Vinton's connection to the Tinker Creek Greenway would be at
Dale Avenue, S.E. within the City corporate limits, and then proceed eastwardly
into the Town. This connection would be dependent upon a separate RSTP
grant application for engineering and construction funds.
Considerations:
In the spirit of regional cooperation, all jurisdictions agree that in order to
obtain the necessary funding for all of the various planning and preliminary
engineering activities necessary for the City, Roanoke County, and Botetourt
County, the best course of action is to jointly pursue funding of $400,000
available through the RSTP.
Recommended Action:
Adopt the accompanying Resolution in support of this regional planning effort
for the Tinker Creek Greenway. Authorize the City Manager to apply for an
RSTP grant in the amount of $400,000.00 for the regional Tinker Creek
Greenway Planning Study.

between the City of Roanoke, Virginia, and Fairlawn at Jefferson, LLC, for access to unreserved

Subject: Authorization for a Letter Agreement for Access to Parking
Permits for the Boxley Building Project
Background:
The renovation of the Boxley Building at 416 Jefferson Street, S.W. is a
significant project for the long term growth and vitality of downtown Roanoke.
The $7,000,000 renovation project will result in 37 -42 new apartment dwellings
and approximately 4,000 square feet of additional active
commercial /retail /restaurant space on one of Roanoke's most important
corridors, Jefferson Street. In order to facilitate the financing of this project, the
developer, WVS Companies and its affiliate, Fairlawn at Jefferson, LLC, have
asked for access to off - street parking in support of the project's residential and
commercial spaces during the term of the financing commitment which is
expected to be 30 years.
Considerations:
A Letter Agreement, a copy of which is attached to this report, dated September
3, 2014, has been developed that is acceptable to Fairlawn at Jefferson, LLC.
The Agreement contains the terms and conditions under which these parking
permits will be made available in the City's downtown parking system should
the tenants /occupants of the Boxley Building choose to obtain parking permits
from the City. The parking permits would be available to residential tenants
and commercial tenants upon request during the term of this Agreement at the
then current applicable posted monthly parking rates as established by City
Council. Tenants /occupants of the Boxley Building, who wish to obtain parking
permits under this Agreement, will be subject to all of the terms and conditions
to which all other parking customers in the City's parking system must comply.
The availability of parking permits in any specific parking garage or lot will be
at the sole discretion of the City parking administration.
The Agreement also provides for conditions under which the City could
terminate the Agreement, including certain reductions in the size of the City's
parking system during the term of the Agreement; in the event of non -
appropriation of funds to operate the parking system; and /or upon certain
reductions to the number or cessation of the use of the residential units in the
Boxley Building during the term of this Agreement.
The City's role in facilitating, supporting, and sustaining the long term
revitalization of this significant historic landmark structure located along the
Jefferson Street corridor is a key component of the City's goal of maintaining
downtown Roanoke as the center of the region. The Boxley Building project also
supports the City's efforts to expand housing choices in downtown and adds to
the expansion of commercial and retail opportunities along a critical corridor
linking the core of downtown to the ever developing Virginia Tech Carilion
Medical Complex.
Recommended Action:
Approve the terms of the Letter Agreement between the City and Fairlawn at
Jefferson, LLC. as set forth in the attachment to this report.
Authorize the City Manager to execute a Letter Agreement between the City and
Fairlawn at Jefferson, LLC, substantially similar to the one attached to this
report, and to execute such other documents and take such further actions as
may be necessary to implement, administer and enforce such Agreement, with
the form of such Agreement and any other documents to be approved by the
City Attorney.

Re: Letter Agreement
Dear Mr. Hale,
The City of Roanoke owns, operates, and manages a public parking system in its
downtown which is currently comprised of seven parking garages and six off - street parking lots
and which contains a total of approximately four thousand one hundred (4,100) parking spaces.
This is a letter agreement (the "Agreement ") between the City of Roanoke, Virginia (the "City ")
and Fairlawn at Jefferson, LLC (the "Company "), its successors and assigns, that provides, to the
extent permitted by law, access to public parking permits for individual residents of residential
dwelling units (as defined in Appendix A. Definitions of Chapter 36.2, Zoning, of the Code of
the City of Roanoke, 1979, as amended) and permitted commercial uses as allowed pursuant to
Chapter 36.2, Zoning, Code of the City of Roanoke, 1979, as amended, to be located in the
Boxley Building, a mixed use project located in downtown Roanoke, at 416 Jefferson Street,
S.W., which is being developed by the Company. The City agrees to make available up to 42
unreserved residential monthly parking permits and up to 20 unreserved commercial monthly
parking permits for the tenants /occupants of the Boxley Building in parking garages or parking
lot facilities that the City owns, operates, and manages, under the following terms and
conditions:
1. The determination of availability of parking permits to be issued by the City in any
specific parking garage or parking lot owned, operated, and managed by the City will be
at the City's sole discretion, provided the City will use reasonable efforts to make parking
available to the occupants at facilities in close proximity to the Boxley Building.
2. The unreserved parking permits will be made available to occupants (qualifying
residential occupants or commercial occupants) of the Boxley Building facility during the
term of this Agreement at the current applicable posted monthly residential parking rate,
or commercial unreserved parking rate, respectively, or other applicable rate, as may be

established and as modified from time to time by the City Council of the City of
Roanoke. All such parking permits for qualifying residential occupants shall be subject
to the terms and conditions of any application and /or agreement documents that other
residential parking patrons are subject to, as well as any other requirements for such
permits that may be promulgated from time to time by the City Manager or City Council
for the use of such permits. All such parking permits for qualifying commercial
occupants shall be subject to the terms and conditions of any application and /or
agreement documents that other commercial parking patrons are subject to, as well as any
other requirements for such permits that may be promulgated from time to time by the
City Manager or City Council for the use of such permits. The City will make available a
total of up to 62 parking permits (42 residential parking permits and 20 commercial
parking permits) for such qualified occupants of the Boxley Building facility for the
duration of the project's original thirty (30) year financing term with its lender. The City
acknowledges and agrees this Agreement may be assigned, in its entirety but not in part,
to the lending bank or a successor owner of the Boxley Building during the term of this
Agreement, but under no circumstances shall the term of the Agreement exceed the total
of 30 years from the date of the original closing on the bank financing agreement.
Notwithstanding anything in this paragraph to the contrary, this Agreement shall
terminate if the Company refinances its loan with the lending bank with another lender.
3. The City's obligations under this Agreement to provide access as set forth above to such
parking permits is specifically subject to the following conditions:
a. The availability of funds and the appropriation of such funds by City Council as may
be necessary to operate and manage the City's parking garages and parking lots.
b. The City maintaining ownership, operation, and management of parking garages and
lots through the duration of the agreement; provided if more than 2,500 of the parking
spaces currently managed by the City are sold or transferred to a single third party (or
more than one party if part of a single transaction or series of transactions to
individuals or entities having a common control group) during the term of this
Agreement then this Agreement shall be binding on such successor. Except as
provided in the preceding sentence, should the total number of parking spaces in such
facilities fall below one thousand (1,000) during the term of this Agreement, this
Agreement may be terminated by the City in its sole discretion.
c. If more than twenty five percent (25 %) of the residential dwelling units in the Boxley
Building are no longer used as active dwelling units during the term of this
Agreement, or if the Boxley Building shall close or cease operation of the residential

dwelling units in their entirety for any consecutive twelve (12) month period, this
Agreement may be terminated by the City in its sole discretion.
d. In the event of a breach by the City under the terms of this Agreement, the Company,
its successors and/or assigns, shall give written notice to the City setting forth the
nature of the breach and the City shall have thirty (30) days following receipt of the
notice to cure the breach, provided that if the cure cannot be reasonably completed
within thirty (30) days following the City's receipt of written notice, the City shall be
granted additional time to cure the same provided it diligently proceeds to do so. All
notices to the City shall be sent via overnight delivery or certified mail, return receipt
requested to: City Manager, City of Roanoke, Suite 364, 215 Church Avenue, S.W.,
Roanoke, Virginia 24011. Should the City fail to cure any default within the time
period set forth in this section 3.d., the City shall be deemed in default of this
Agreement and the Company may exercise all rights and remedies available to it
under Virginia law, provided the City's liability, if any, shall be limited to an amount
not to exceed the lesser of (i) the actual cost of any excess amount that it would cost
the Company to provide such parking permits over what the City would have charged
to provide such parking permits; or (ii) an amount not to exceed $100,000.
e. The City shall not be liable for its inability to perform its obligations under this
Agreement by reason of strikes, lock -outs, casualties, acts of God, labor troubles,
failure of power, governmental laws or regulations, riots, insurrection, war or other
causes beyond the reasonable control of the City.
4. The Company shall indemnify and hold harmless the City, its Parking Management
Company (if any), and their officers, agents, and employees against any and all liability,
losses, damages, claims, causes of action, suits of any nature, costs, and expenses,
including reasonable attorney's fees, resulting from or arising out of the Company's, its
assignees', or their employees', agents', or subcontractors' actions, activities, or
omissions, negligent or otherwise, on or near the City's property or the area where any
services are to be provided, or arising in any way out of or resulting from any of the
matters or items involved in or covered by this Agreement, and this includes, without
limitation, any fines or penalties, violations of federal, state, or local laws or regulations,
personal injury, wrongful death, or property damage claims or suits.
If the Company agrees to the terms and provisions set forth herein, please have an
authorized representative sign and return to me the original of this letter. Thank you for your
cooperation in this matter.

Subject: Library System Statistics for FY -14
Attached is a report from the Department of Libraries which summarizes various
measurements of activities in the system for Fiscal Year 2014 which ended June 30`h
On page One, the report illustrates in summary form that the number of programs
offered during the fiscal year increased as did overall attendance and participation in
such programs. Door counts at the Library branches and Main Library have
remained relatively steady over the past five years, but declined last fiscal year, due
to the closure of Main Library downtown for renovation. While door counts were
down, overall circulation of materials increased slightly.
On page Two of the report, all locations experienced increases in circulation activity
over the past year, with the exception of Main, given its closure for renovation. In
spite of that, the system experienced an overall increase of approximately 2% . In its
third full year of service, Ebook circulation comprised approximately 11% of total
system material circulation, and had the largest percentage increase in general
circulation activity at 36% above last year. This significant increase in Ebook
circulation may have been due to the closure of Main to patrons during the latter
half of the fiscal year. The greatest circulation increases by location were exhibited
at the Gainsboro (20 %) and Melrose (12.7%) branches. The increase in circulation of
materials at the Gainsboro Library may be attributed in part to the closure of Main
for over one -half of the fiscal year.
Page Three illustrates library program activities in detail and illustrates graphically
the positive trends over the past decade. Page Four illustrates door counts
(attendance) at all locations. System -wide, door counts decreased by approximately
25% last fiscal year, due to the closure of the Main Library for renovation. Note that
door counts increased significantly at Gainsboro and Jackson Park Branches over the
same time period, likely due to the displacement of some library patron activity to
those branches from Main.
Finally, Page Five of the report includes information on programs and attendance
during this year's Summer Reading program which recently concluded. Attendance
and participation remained steady from the previous year with over 10,000
participants.

AN ORDINANCE to amend § 36.2 -100, Code of the City of Roanoke (1979), as
amended, and the Official Zoning Map, City of Roanoke, Virginia, dated December 5,
2005, as amended, to rezone certain properties within the City, subject to a certain
condition proffered by the applicant.
WHEREAS, Transitional Options for Women has made application to the
Council of the City of Roanoke, Virginia ( "City Council "), to have the properties located
at 1729 and 'Zero Patterson Avenue, S.W., bearing Official Tax Map Nos. 1212309 and
1212310, respectively, rezoned from MX, Mixed Use District, to INPUD, Institutional
Planned Unit Development, subject to a certain condition;
WHEREAS, the City Planning Commission, after giving proper notice to all
concerned as required by §36.2 -540, Code of the City of Roanoke (1979), as amended,
and after conducting a public hearing on the matter, has made its recommendation to City
Council;
WHEREAS, a public hearing was held by City Council on such application at its
meeting on August 18, 2014, after due and timely notice thereof as required by §36.2-
540, Code of the City of Roanoke (1979), as amended, at which hearing all parties in
interest and citizens were given an opportunity to be heard, both for and against the
proposed rezoning; and
WHEREAS, this Council, after considering the aforesaid application, the
recommendation made to City Council by the Planning Commission, the City's
Comprehensive Plan, and the matters presented at the public hearing, finds that the public

necessity, convenience, general welfare and good zoning practice, require the rezoning of
the subject property, and for those reasons, is of the opinion that the hereinafter described
properties should be rezoned as herein provided.
THEREFORE, BE IT ORDAINED by the Council of the City of Roanoke that:

The Planning Commission held a public hearing on Tuesday, August 12, 2014.
By a vote of 6 - 0 the Commission recommended approval of the rezoning
request, finding Amended Application No.2 is consistent with the City's
Comprehensive Plan, Hurt Park /Mountain View /West End Neighborhood Plan,
and Zoning Ordinance as the benefits of the program provides an important
service to meet the needs of Roanoke's citizens.

Background
The property was built as a single family home in the early part of the 1900's. The
area declined after World War II and many homes in the area were converted to
multifamily uses. In 2005, a section of the neighborhood along Patterson Avenue
that contained large homes was rezoned to allow for residential and office use to
spur appropriate redevelopment in the area. It was occupied as an office by Blue
Ridge Behavioral Health from the mid -1990s and then, in 2007, the property use
was changed to a group home. In 2011 the property use was changed to office.
In September of 201 1 , the Hurt Park /Mountain View /West End Neighborhoods
were selected as the targeted area for focused revitalization. The development
of a Neighborhood Revitalization Strategy Area (NRSA) plan for the West End
Community was designed to promote the long -term strength and stability of this
older area of Roanoke with a high concentration of low income households, low
homeownership, high number of renters, large number of vacant properties, and
derelict structures. The plan identifies strategies to revitalize the West End target
area which include increasing the homeownership rate through rehabilitation and
new construction, rehabilitating owner- occupied housing, enhancing
neighborhood business opportunities, and promoting employment opportunities.
During this time, Roanoke City police implemented an innovative program to
address drug and crime problems in the area. Chief Perkins indicated that
recidivism remains a significant issue in the City and in this neighborhood.
Addressing recidivism of residents is a critical factor in revitalization of the
neighborhood.
The applicant met with planning staff to discuss rezoning the property to allow for
a group care facility, halfway house.
In May 2014, the applicant filed an application to rezone the property to
Institutional Planned Unit Development District to allow for a group care facility,
halfway house. The proposed development plan depicts existing building
locations on the parcel and associated site development. The applicant
submitted subsequent applications in the following months addressing staff
and Planning Commission comments.
The original application was deemed to not have enough information for staff
to adequately evaluate the proposal. A subsequent amended application had
proffered conditions that staff and the City Attorney's office determined to be
unenforceable. Therefore, the public hearing to consider the application was
delayed until the August Planning Commission meeting.
Planned Unit Development Plan
The development plan included in the application is binding on the development
of the property. All development must be in substantial conformance with the

development plan and other pertinent elements of the zoning ordinance. The
development plan depicts the existing buildings and site development.
Considerations
The subject property is currently used as an office. The property use will
change to a halfway house if the rezoning to planned unit development is
approved. The exterior of the building is subject to H -2 Historic District
Guidelines and no changes are currently proposed. The parking on the existing
property will remain.

housing choices in all price ranges and design options that encourage
social and economic diversity throughout the City. Concentration of
federally subsidized, assisted or affordable housing will be
discouraged. The City will recommend ways to overcome impediments
to fair housing by identifying barriers to housing choice, encouraging
fair housing education to the community, challenging housing
discrimination, and requiring affirmative marketing of developments
using City funds.
NH P8. Publicly- assisted housing. Publicly- assisted housing efforts and
shelters will be of the highest quality that enhances neighborhoods.
Publicly- assisted housing and shelters will be equitably distributed in
all parts of the region.
PE P9. Health and human service agencies. Roanoke will support a range of
health and human services to meet the needs of Roanoke's citizens.
The need for services to provide adequate transitions for citizens being
released from a correctional facility is critical to provide opportunities for these
individuals and is important to the City and is supported by the comprehensive
plan. The Comprehensive Plan also specifically speaks to not concentrating
subsidized housing and shelters into one area, but to instead spread it throughout
the City. The location of this group care facility, halfway house in this particular
neighborhood further concentrates this type of shelter /service into one area of
the City as there are a number of existing transitional housing developments in
the neighborhood such as Red Shield Lodge at the Salvation Army, RAM House,
Samaritan Inn. There are also a number of subsidized housing units within the
neighborhood, such as the Hurt Park townhouse development operated by the
Roanoke Redevelopment and Housing Authority and other scattered housing
units. However, the Planning Commission believes the need for the facility
outweighs concern regarding this concentration.
The Hurt Park /Mountain View /West End Neighborhood Plan recognizes that this
area is an area of transition. What was once a premier residential area of
Roanoke became a place with a high concentration of low income households,
low homeownership, high number of renters, large number of vacant
properties, and derelict structures. Major issues identified through the
neighborhood planning process include attracting more homeowners,
improving the area's appearance, infrastructure improvements, and zoning
changes that would encourage the development of vacant lots and
rehabilitation of substandard structures. Relevant policies and action items in
the Neighborhood Plan include:
Community Design Actions:
Encourage office - residential mix: Change zoning to allow mixed office and
residential uses in the H -2 District on Patterson Avenue and in West End to

encourage rehabilitation, adaptive reuse, and preservation of large, historic
houses.
Residential Development Policies:
Diversity of Housing Options: Hurt Park, Mountain View and West End should
have a balance of single and multifamily housing. Given the current housing
stock, development of more multifamily low- income housing should be
discouraged.
The principal consideration is whether the proposed rezoning and proffered
development plan and conditions are consistent with Vision 2001 -2020 and the
Hurt Park /Mountain View /West End Neighborhood Plan. The existing office
building has been a part of the neighborhood for many years and the Commission
believes that the need for the conversion of the building to a halfway house would
not have a negative impact on the surrounding neighborhood by concentrating
this type of service into one area of the City.
Public Comment Summary
A letter from Hurt Park Neighborhood Association supporting the halfway house
was and is included in the application.
A letter from Mountain View Neighborhood Association was submitted in opposition
to the rezoning application in April, June, and August. The main concern was
related to concentrating transitional homes into the area would be detrimental to
attracting new homeowners and businesses.
Staff was notified that the Roanoke Neighborhood Advocates voted to send a letter
on behalf of Mountain View Neighborhood Association regarding the applicant
misrepresenting the views of the Mountain View neighborhood in their application.
An email from Dallas Powell listed concerns for the proposed halfway house
lowering the quality of the tenant in his surrounding properties in an irreversible
way.

Planning Commission Public Hearing Discussion:
Six people spoke during the public hearing in regards to the proposed planned
unit development plan. Jim Crawford, Mountain View Neighborhood Association,
spoke in opposition to the application for his neighborhood group. The concerns
were related to concentrating transitional homes into the area would be
detrimental to attracting new homeowners and businesses. Jimmy Cook, Hurt
Park Neighborhood Alliance, spoke in favor of the application for his
neighborhood group. Four others spoke for themselves in favor of the
application. Those in favor of the application spoke to the great need for such a
facility for women in the Roanoke area, the need for second chances for people
returning to society from prison, and that such a facility would not create a
problem in their neighborhood.

Transitional Options for Women
Transitional Options for Women is a not for profit 501(c) (3)
organization. The nonprofit will serve women in need of transitional
housing and life skills training supports. The target location is 1729 and
zero Patterson Avenue South West Roanoke Tax ID's 1212309 and
1212310. With 7 functional sleeping areas, the dwelling will provide
shelter for up to 8 women with the provision of single bedding. The
requested zoning amendment is that the dwelling be zoned Inpud. Its
current zoning status is zoned for office/business use. Currently there are
no other facilities in the Roanoke Valley area to address the needs of the
women who will be served by Transitional Options for Women.
Transitional Options for women is an organization that provides
transitional housing and life skills for women released from prisons and
jails. It will offer assistance to women who are frequently homeless
when they are released from any type of incarceration. Transitional
Options for Women will also serve as an alternative to jail for women
with mental issues.
The goal of the organization is to provide interim housing and skill
training so that clients become empowered, independent individuals.
Transitional Options for Women services are unique in their female -only
clientele, extended transitional housing, and comprehensive
Empowerment program.
Transitional Options for Women will make a significant, positive impact
on the Roanoke community, in both short -term relief, and long -term
skill development and empowerment. It will increase the security of the
Hurt Park/Mountain View/ West End communities because TOFW will
significantly decrease the opportunities for homelessness and loitering.
Specific measures taken to aide in these efforts are reasonable curfews
for residents, 24 hour assessment and surveillance of the occupied
dwelling at 1729 and zero Patterson Avenue South West and the
surrounding property, on -sight residential manager, and the support of
the Roanoke City Police Department.
Transitional Options for Women will provide services for eight (8)
women living in the facility and will have a staff person onsite 24/7
which will live in a separate dwelling on the property.
The Hurt Park/Mountain View/ West End Community support the need
for a mix of office and residential uses that will bring a greater range of
opportunities to the South West Community. The Hurt Park/Mountain
View/ West End community is working to increase the security of the
neighborhood and its residents. Residential endeavors such as
Transitional Options for Women will not be intrusive upon the
residential character of the Hurt Park/Mountain View/ West End
neighborhood, but will help to foster the caring, neighborly spirit of the
community. Transitional Options for Women works in collaboration
with the vision for the Hurt Park/Mountain View/ West End community
as it will not only provide safe, secure residential support, but
incorporated in its structure are services to speak to the individual needs
of each resident. TOFW also decreases the opportunity for
homelessness, which aligns with the vision for the Hurt Park/Mountain
View/ West End community as well. We look forward to working
alongside the members of the Hurt Park/Mountain View/ West End
community members as we move toward a safe, prosperous, place to
work and live.
Defining our program
Our program is designed to assist women from the Roanoke area only
released from our local jails and prisons.
Each resident MUST have Roanoke as their home of records before
incarceration and is returning home.
Each woman MUST be on probation and parole and referred by the
releasing institution.
Before acceptation into the program, each potential resident will be
interview by a staff member and when the resident arrives, appointment
will be in place to help the resident from day one.
There will be no violent offenders, sex offender or any offender that will
endanger the neighborhood.
Transitional Options for Women work closely with District 15 and local
jails.
Transitional Options for Women will be involved with the development
of programs to empower our residents with community involvement,
education opportunities, employment opportunities as well as mental and
physical health connections.
Our goals are to be a positive influence by providing services to women
who may otherwise remain in the same downward spiral without the
support that we can and will provide.
Case management will be available to residents by paid and volunteer
staff which will provide supervisory support at all times allowing the
resident the ability to focus on individual programs and at the same time
provides structure to the property as well as the neighborhood.
Residents must adhere to all rules including curfews which will be
strongly enforced.
In my research, I have not been able to find any other facility within
1500ft of 1729 and zero Patterson Ave. SW Roanoke Virginia 24016.

In 1991 Bloc Ridge Behavior Health asked me as owner of property at 1729 Patterson Ave to
develop the sight for their Receiving Office. We put in the requirements satisfying ADA, worked with
your office, then Director Evey Lander and Romoke's ARB to meet all requirements on the building
and parking. BRBH then leased both 1729 Patterson Ave. and 1901 and many others for yams. As the
owner of Roanoke Equity Management do Development LLP completed each of their needs (there
have been saver projects) they either leased or purchased them. When I retired our company's name
was changed to Winstead Estate Management LLC as was recommended by both CPA and our attorney
and a new tax number was issued to us by the IRS.
I am the general manager and soul owner of Winstead Estate Management LLC and I am very
proud to have been listed with Dan mad Bradstreet over the years. I hope that this gives you a little
more history of my company. Another thing that I am very proud of is that our workers, neither men
nor women, ever missed a pay day and some of them had been contractors with us over twenty years.

As a Police Department, we are very concerned about public safety and
reduction of crime in our neighborhoods. We believe there are multiple ways to
approach crime prevention beyond just the enforcement of laws. Transitional
housing provides an opportunity to allow individuals to re-enter our sodety
with a support base they may otherwise not have. We befieve this type of
program holds great value towards future crime reduction.
We support the efforts of Dorothy Owsley to establish a transitional housing
program. The specific location of 1729 Patterson Avenue, S.W. has the potential
to be an acceptable location. However, we suggest that Ms. Owsky attend
neighborhood meetings and receive feedback on her proposal as community
support will be vital to this endeavor. The Police Department will lend its
support to this effort and to the surrounding community. Please feel free to

In 1991 Blue Ridge Behavior Health asked me as owner of property at 1729 Patterson Ave to
develop the sight for their Receiving Office. We put in the requirements satisfying ADA, worked with
your office, then Director Evey Lander and Roanoke's ARB to meet all requirements on the building
and parking. BRBH then leased both 1729 Patterson Ave. and 1801 and many others for years. As the
owner of Roanoke Equity Management & Development LLP completed each of their needs (there
have been seven projects) they either leased or purchased them. When I retired our company's name
was changed to Winstead Estate Management LLC as was recommended by both CPA and our attorney
and a new tax number was issued to us by the IRS.
I am the general manager and soul owner of Winstead Estate Management LLC and I am very
proud to have been listed with Dun and Bradstreet over the years. I hope that this gives you a little
more history of my company. Another thing that I am very proud of is that our workers, neither men
nor women, ever missed a pay day and some of them had been contractors with us over twenty years.

Transitional Options for Women
Transitional Options for Women is a not for profit 501(c) (3)
organization. The nonprofit will serve women in need of transitional
housing and life skills training supports. The target location is 1729 and
zero Patterson Avenue South West Roanoke Tax ID's 1212309 and
1212310. With 7 functional sleeping areas, the dwelling will provide
shelter for up to 8 women with the provision of single bedding. The
requested zoning amendment is that the dwelling be zoned Inpud. Its
current zoning status is zoned for office/business use. Currently there are
no other facilities in the Roanoke Valley area to address the needs of the
women who will be served by Transitional Options for Women.
Transitional Options for women is an organization that provides
transitional housing and life skills for women released from prisons and
jails. It will offer assistance to women who are frequently homeless
when they are released from any type of incarceration. Transitional
Options for Women will also serve as an alternative to jail for women
with mental issues.
The goal of the organization is to provide interim housing and skill
training so that clients become empowered, independent individuals.
Transitional Options for Women services are unique in their female -only
clientele, extended transitional housing, and comprehensive
Empowerment program.
Transitional Options for Women will make a significant, positive impact
on the Roanoke community, in both short -term relief, and long -term
skill development and empowerment. It will increase the security of the
Hurt Park/Mountain View/ West End communities because TOFW will
significantly decrease the opportunities for homelessness and loitering.
Specific measures taken to aide in these cfforts are reasonable curfews
for residents, 24 hour assessment and surveillance of the occupied
dwelling at 1729 and zero Patterson Avenue South West and the
surrounding property, on -sight residential manager, and the support of
the Roanoke City Police Department.
The Hurt Park/Mountain View/ West End Community supports the need
for a mix of office and residential uses that will bring a greater range of
opportunities to the South West Community. The Hurt Park/Mountain
View/ West End community is working to increase the security of the
neighborhood and its residents. Residential endeavors such as
Transitional Options for Women will not be intrusive upon the
residential character of the Hurt Park/Mountain View/ West End
neighborhood, but will help to foster the caring, neighborly spirit of the
community. Transitional Options for Women works in collaboration
with the vision for the Hurt Park/Mountain View/ West End community
as it will not only provide safe, secure residential support, but
incorporated in its structure are services to speak to the individual needs
of each resident. TOFW also decreases the opportunity for
homelessness, which aligns with the vision for the Hurt Park/Mountain
View/ West End community as well. We look forward to working
alongside the members of the Hurt Park/Mountain View/ West End
community members as we move toward a safe, prosperous, place to
work and live.
Defining our program
Our program is designed to assist women from the Roanoke area only
released from our local jails and prisons.
Each resident MUST have Roanoke as their home of records before
incarceration and is returning home.
Each woman MUST be on probation and parole and referred by the
releasing institution.
Before acceptation into the program, each potential resident will be
interview by a staff member and when the resident arrives, appointment
will be in place to help the resident from day one.
There will be no violent offenders, sex offender or any offender that will
endanger the neighborhood.
Transitional Options for Women work closely with District 15 and local
jails.
Transitional Options for Women will be involved with the development
of programs to empower our residents with community involvement,
education opportunities, employment opportunities as well as mental and
physical health connections.
Our goals are to be a positive influence by providing services to women
who may otherwise remain in the same downward spiral without the
support that we can and will provide.
Case management will be available to residents by paid and volunteer
staff which will provide supervisory support at all times allowing the
resident the ability to focus on individual programs and at the same time
provides structure to the property as well as the neighborhood.
Residents must adhere to all rules including curfews which will be
strongly enforced.
In my research, I have not been able to find any other facility within
1500ft of 1729 and zero Patterson Ave. SW Roanoke Virginia 24016.
Proffered Conditions to be Adopted
The applicant hereby requests the following proffered condition (s) be
adopted as it/they pertain (s) to Official Tax No (2). 1212309 and
1212310.
1. There will be no more than eight (8) residents living on the
property at any given time and there will be a staff person on the
premises in a separate dwelling.
2. Residents will be required to remain in the program 6 -18 months
depending on the individual needs.
3. The dwelling will remain in its original condition as it is today.

As president of the organization, I am writing this letter to let it be known that Mountain View
Neighborhood Association does not support a change of zoning for 1729 Patterson Ave., SW for a
transitional housing facility. We see it as a detriment to our current efforts to change the
perception of Mountain View and attract new homeowners.

Women presented her reasons to rezone 1729 Patterson for a non - profit facility that will focus
on the transitional needs of women who are released from prison and will serve as an
alternative to jail for those who need treatment rather than jail.
We had a question and comment period with her and Mike Moffit from the Salvation Army men's
transitional facility, who accompanied Ms. Owsley to the meeting. There were many questions
and comments from those present.
After this question period, Mr. and Ms. Owsley, and Mr. Mofffit left the meeting and the
neighborhood group continued to discuss the proposed rezoning request. Ultimately Mountain
View Neighborhood Association voted to oppose the rezoning request for the Transitional
Options for Women facility.
Though everyone in attendance agreed that Ms. Owsley's project and program and its mission
were laudable, the reasons against the rezoning request centered on two main issues.
First, we want to increase homeownership and decrease density in the neighborhood as set forth
in the Hurt Park /Mountain View /West End Neighborhood Plan. This is a fundamental
component of Roanoke's Vision 2001/2020 Plan. We, as a group, view the proposed rezoning
location and program as a detriment to attracting new homeowners and businesses. This is
based on the perception of this type of facility, not on the program itself.
Working with Roanoke City Planners, through SWETA (Stakeholders of the West End Target
Area), Mountain View is just gearing up to rebrand the 13th Street corridor as West End Village.
Its goal is to establish and develop a village center along the 13th Street Corridor from Memorial
Bridge northward to Patterson Ave. and the West End Center. This village center will serve as
the core of the neighborhood, and help the neighborhood become more stable and family
friendly.
Mountain View, with the help of the City and private investors has begun this work of taking the
neighborhood back from the teeth of urban blight and crime. We have a new community garden

Freedom First Credit Union will open this spring. West End Center continues to be an anchor for
the neighborhood. And the recently completed Vic Thomas Park and Roanoke River Greenway
section in Mountain View Neighborhood invites new people to the area. This is the type of
positive and positively viewed activities we are encouraging to change perception and begin to
attract new homeowners and investors.
We, as a neighborhood group, feel that the neighborhood is just making inroads towards the goal
of attracting new homeowners by having a viable, safe, and family friendly neighborhood. We
are not "there" yet, especially in the largest quadrant of our neighborhood, which is west of the
131h Street corridor. This area struggles from a concentration of poorly tended rental units, over-
burdened code enforcement, and drug dealing and prostitution.
This leads to our second concern. The location on Patterson Ave. is in an area of crack /heroin
dealing activities and though Ms. Owsley talked of nighttime lock -downs and security, some
members were concerned for the safety of facility residents.
We hope that Transitional Options for Women can find an appropriate home. Our revitalization
efforts and ongoing plans for neighborhood stabilization and sustainability, a process many
years in the making, are the Mountain View Neighborhood Associations' goal.

Transitional Options for Women
Transitional Options for Women is a not for profit 501(c) (3) organization. The nonprofit will
serve women in need of transitional housing and life skills training supports. The target location
is I729 and zero Patterson Avenue South West Roanoke Tax ID's 1212309 and 1212310. With
7 functional sleeping areas, the dwelling will provide shelter for up to 18 women with the
provision of single bedding. The requested zoning amendment is that the dwelling be zoned
Inpud. Its current zoning status is zoned for office/business use. Currently there are no other
facilities in the Roanoke Valley area to address the needs of the women who will be served by
Transitional Options for Women.
Transitional Options for women is an organization that provides transitional housing and life
skills for women released from prisons and jails. It will offer assistance to women who are
frequently homeless when they are released from any type of incarceration. Transitional Options
for Women will also serve as an alternative to jail for women with mental issues.
The goal of the organization is to provide interim housing and skill training so that clients
become empowered, independent individuals. Transitional Options for Women services are
unique in their female -only clientele, extended transitional housing, and comprehensive
Empowerment program.
Transitional Options for Women will make a significant, positive impact on the Roanoke
community, in both short-term relief, and long -term skill development and empowerment. It will
increase the security of the Hurt Park/Mountain View/ West End communities because TOFW
will significantly decrease the opportunities for homelessness and loitering. Specific measures
taken to aide in these efforts are reasonable curfews for residents, 24 hour assessment and
surveillance of the occupied dwelling at 1729 and zero Patterson Avenue South West and the
surrounding property, on -sight residential manager, and the support of the Roanoke City Police
Department.
The Hurt Park/Mountain View/ West End Community supports the need for a mix of office and
residential uses that will bring a greater range of opportunities to the South West Community.
The Hurt Park/Mountain View/ West End community is working to increase the security of the
neighborhood and its residents. Residential endeavors such as Transitional Options for Women
will not be intrusive upon the residential character of the Hurt Park/Mountain View/ West End
neighborhood, but will help to foster the caring, neighborly spirit of the community. Transitional
Options for Women works in collaboration with the vision for the Hurt Park/Mountain View/
West End community as it will not only provide safe, secure residential support, but incorporated
in its structure are services to speak to the individual needs of each resident. TOFW also
decreases the opportunity for homelessness, which aligns with the vision for the Hurt
Park/Mountain View/ West End community as well. We look forward to working alongside the
members of the Hurt Park/Mountain View/ West End community members as we move toward a
safe, prosperous, place to work and live.

program holds great value towards future crime reduction.
