meeting.

Committee, requesting that Council convene in a Closed Meeting to discuss a
personnel matter, being salaries of the Council-Appointed Officers, pursuant to Section
2.2-3711(A)(1), Code of Virginia (1950), as amended.

A communication from the City Manager requesting that City Council convene in a
Closed Meeting to discuss or consider acquisition of real property related to a potential
multi-modal transportation facility in downtown Roanoke, where discussion in an open
meeting would adversely affect the bargaining position or negotiating strategy of the
public body, pursuant to Section 2.2-3711(A)(3), Code of Virginia (1950), as amended.

Following comments regarding the update, the Director of Parks and
Recreation agreed to present another update within six months; and he
was requested to present a briefing on the composition and authority of the
Youth Athletic Council at a future Council meeting.

COMMENTS OF CITY MANAGER.
Main Library Renovation Proiect Recognized
• Staff was recently notified that the American Public Works Association
(APWA) Mid-Atlantic Chapter has selected the City of Roanoke's Main
Library Renovation Project as an award-winning project.
• The project was recognized in the category of "Structures—Project of
the Year," for projects less than $5 million.
• Staff is now preparing an application to submit the project for the
APWA National Award.
LEAN Management Program Recognized
• In February, the Ash Center for Democratic Governance and
Innovation at the John F. Kennedy School of Government, Harvard
University, recognized the City of Roanoke's LEAN Management
Program as part of the 2015 Bright Ideas Program.
• The City has worked with Virginia Tech to implement a training
program to teach groups of city employees LEAN and LEAN Six Sigma
principles. Additionally, Virginia Tech students in the Industrial and
Systems Engineering Department conduct LEAN projects with city
departments as part of their curriculum.

• LEAN Management provides a framework for constantly improving our
organizational performance and building upon steady, incremental
improvements in everything that we do to meet and exceed our
customers' changing expectations.
• This is the fourth cohort recognized through the Bright Ideas program,
an initiative of the broader Innovations in American Government
Awards program.
• This year's cohort includes 124 programs from all levels of
government—school districts; county, city, state, and federal agencies;
as well as public-private partnerships—that are at the forefront in
innovative government action.
Inaugural Display of Vietnam Combat Art
• In commemoration of the Vietnam War 50th Anniversary, the City of
Roanoke, County of Roanoke, Town of Vinton, City of Salem and
Stonewall Jackson Chapter/AUSA will host the inaugural public
viewing of Vietnam Combat Art.
• The exhibit will be on display in the Hollins University Ballator Gallery
from Thursday, March 26 to Sunday, April 26, 2015, from 9:00 a.m. to
5:00 p.m. daily. Free and open to the public.
• There are presently 39 original pieces of art housed at the U.S. Army
Center of Military History in Washington D.C. This artwork has never
been on display anywhere in the United States and special permission
was given to reproduce these pieces and have them available for
public viewing.
• During the Vietnam War, U.S. Army Special Services sponsored 10
teams of artists to serve four– to five-month tours. For 60 days, the
artists traveled in Vietnam, experiencing the war with their
contemporaries and documenting that experience through
photographs, field sketches, and meticulous notes. Ten civilian artists
also toured Vietnam in a similar fashion, and their art was donated to
the Army.
St. Patrick's Day Parade and Shamrock Festival
• Friday, March 13
Lunasa at Jefferson Center, a traditional Irish instrumental outfit, will
help kick off the St. Patrick's Day weekend with a performance Friday
evening at the Jefferson Center. The show begins at 8 p.m., and
tickets are available through the Jefferson Center's website.
• Saturday, March 14
Shamrock Hill 5k and 10k Run starts at 8:30 a.m. with the race starting
at approximately 9:15 a.m. Activities will start and finish near at the
corner of North Jefferson Street and Gilmer Avenue near Roanoke
Catholic High School.
Music and Crafts at Main Library – Before the big parade, Roanoke
Public Libraries will offer a morning of music and crafts.

• Blue Ridge Ceilidh, a local Celtic band featuring a 12-string guitar and
hammered drum, will play on the front lawn of the library from 10 to 11
a.m.
• An arts and crafts corner will also be held in the Youth Services
Department inside the library from 10 a.m. to noon.
• The St. Patrick's Day parade starts at 11 a.m. and will run from
Jefferson Street to Campbell Avenue, and Campbell Avenue to
Williamson Road
• Shamrock Festival will last from noon to 8 p.m. at Wells Fargo's Plaza,
at the corner of Market Street and Salem Avenue. Performances will
feature music from local and regional talent.
• Corned Beef & Co.'s Celtic Celebration will be located in front of
Corned Beef& Co., with live Celtic music from 1 to 5 p.m.
• McDonald's Children's Area will be offered from noon to 5 p.m., and
include face-painting, games, inflatables, and more. Location will be in
front of the Taubman Museum of Art along Salem Avenue, and in
Market Square.
• The activities and parade are one of the largest St. Pat's Celebrations
in the entire mid-Atlantic region.

b. DIRECTOR OF FINANCE:
1. Appropriation of funds in connection with an acceptance of asset
forfeiture revenue from the Department of Justice to offset a portion
of the cost of an existing case management system in the
Commonwealth Attorney's Office.

2. Financial Reports of the City of Roanoke for the seven months
ended January 31, 2015; and Roanoke City Public Schools for the
six months ended December 31, 2014.

10. INTRODUCTION AND CONSIDERATION OF
ORDINANCES AND RESOLUTIONS: NONE.
Prior to Inquiries and/or Comments by the Mayor and Members of City Council,
the Assistant City Manager for Community Development shared information with
the Council regarding the vacation and release of public rights to maintain and
operate Crystal Spring Park on a portion of real property owned by the Western
Virginia Water Authority situated at 2012 Jefferson Street, designated as Official
Tax Map No. 4060502, adding that the Park is generally situated in the
northwesterly corner of the Authority property. He noted that the City Council
must authorize the City Manager to submit the request to the City Planning
Commission in order to initiate the process.
Council Member Rosen offered a motion that the City Manager be authorized to
submit the appropriate request to the Planning Commission to release and vacate
the right of the City to maintain and operate, the right of the public to use, Crystal
Spring Park, and execute such other documents and take such other actions as
are necessary to effectuate, implement, and administer the request to vacate and
release of the City's right to maintain and operate, and the right of the public to
use the Park, in accordance with applicable law. The motion was seconded by
Council Member Price.
Vice-Mayor Trinkle advised that he has a personal interest in the matter because
of his employment relationship with Carilion Services, Inc., which had entered
into an agreement with the Western Virginia Water Authority to purchase a
portion of the Authority property for development purposes; and for the record,
he read a "Statement of Conflict of Interest" and presented to the City Clerk for
the record.
11 . MOTIONS AND MISCELLANEOUS BUSINESS:
a. Inquiries and/or comments by the Mayor and Members of City Council.
Council Member Price noted that the first Black Heritage Celebration that
was rescheduled would be held on Saturday, March 7 at 12:00 Noon —
1:30 p.m., commencing at the MLK Statute on Henry Street. She also
added that she would be accompanying a delegation of four youth and a
chaperone to Washington, D.C., on Saturday, March 7 to attend the
National League of Cities Congressional Cities Conference.
Council Member Rosen stated that Rob Catron, City's Legislative Liaison,
would be in attendance at the Council Meeting on Monday, March 16 at
2:00 p.m., to share information pertaining to action taken by the General
Assembly.

Blacksburg Regional Airport Commission for a four -year term of office
ending March 9, 2019.
Reappointed Ssunny Shah, Troy Rech, Joshua Dietz, and appointed
Jerome Stephens to replace Archie Freeman, 111, as members of the Parks
and Recreation Advisory Board for three -year terms of office, respectively,
ending March 31, 2018.
Reappointed Lisa Barksdale and Dennis Light for three -year terms of office,
each, ending March 31, 2018; and appointed Amanda C. Buyalos to fill the
unexpired term of Matthew Hogan and Antwyne U. Calloway to fill the
unexpired term of Patricia Johnson, ending March 31, 2016, respectively,
as members of the Fair Housing Board.
Reappointed Vice -Mayor David B. Trinkle as the City Council representative
of the Hotel Roanoke Conference Center Commission for a four year term
of office ending April 8, 2019.
Waived City residency for Katina C. Hamlar a member (Protected Class) of

Background:
Pursuant to the requirements of the Virginia Code, if City Council wishes to
consider the application of Countryside Sportsplex, Inc. for tax exempt status,
Council must first conduct a public hearing. Countryside Sportsplex, Inc. is a
Virginia non-stock, not-for-profit corporation that has applied for tax exemption
of real property it owns in the City located at 2002 Highland Farm Road, N.W.,
Official Tax Map #6472303.
Considerations:
Countryside Sportsplex, Inc. was incorporated in April 2014 for the primary
purpose of acquiring and developing the Property to provide facilities to inspire
youth and adults to strengthen their health and well-being through recreation,
wellness activities, and business academic enrichment.
Recommended Action:
This is to request that a public hearing be authorized and advertised on the
above matter for City Council's regular meeting in the Council Chamber to be
held on Monday, March 16, 2015, at 7:00 p.m., or as soon thereafter as the
matter may be heard, or at such later date and time as the City Manager may
determine. Notice of the public hearing must be advertised at least five (5)

Background:
On February 12, 201 5, the City acquired approximately .858 acres of real property
located at 2839 Peters Creek Road, N.W. (Official Tax Map No. 6410104). Magic
Star Auto Sales, Inc. is located on the site. Magic Star Auto Sales, Inc. has
expressed an interest to enter into a one year lease agreement with four additional
one-year terms upon mutual agreement of the City, commencing April 1 , 201 5, at a
monthly rent of $1 ,300. The fixed monthly rental payment will be adjusted each
year for an increase of three percent (3%).
The Lease Agreement shall provide for the following annual rent, payable monthly
in advance, as follows:

As Chairman of the Roanoke City Board of Zoning Appeals for 2014, it is my
honor to present to you the annual report for July 1, 2013, through June 30,
2014. The Board of Zoning Appeals held eleven (11) regular public hearings, during
which there were two (2)variance requests, eighteen (18)special exception (use)
requests, and no appeals of Zoning Administrator's decision.
In the current year, the Board of Zoning Appeals'goals are: first, continue to
serve the citizens and developers of the community in furthering the use,
development, and redevelopment of property through variances and special
exceptions; second, to continue to act as a discretionary administrative body
and make decisions in matters where a person or party within the community is
aggrieved by a decision made in the administration or enforcement of the zoning
ordinance; and lastly, to recommend to the Planning Commission and City Council
necessary revisions to the Zoning Ordinance in order for the Board to continue to
provide fair and equitable service to the community and its citizens. The Board
continues to work with the City Attorney's Office to assure that our procedures
promote a concise and fair process.
On behalf of all the Board members, I would like to express our appreciation for
Council's ongoing efforts to improve the effectiveness of the Board of Zoning Appeals
through funding for the training and certification of the Board members.

BOARD OF ZONING APPEALS
Appointment of the Board
The Council of the City of Roanoke appoints a Board of Zoning Appeals in accordance with enabling legislation as set
forth by the Commonwealth of Virginia, which provides that the said Board of Zoning Appeals may, in appropriate
cases and subject to appropriate conditions and safeguards, vary the application of the terms of the zoning ordinance
in harmony with its general purpose and intent and in accordance with general or specific rules therein contained.
Membership of the Board
The Board of Zoning Appeals shall consist of seven members, appointed for a term of three years and removable for
just cause by City Council, upon written charges and after a public hearing. Vacancies shall be filled for the unexpired
term of any member whose term becomes vacant. Members may be reappointed and may serve up to three
consecutive, three-year terms.
Powers of the Board
The Board is appointed by City Council to act as a discretionary administrative body to hear and decide appeals where
it is alleged there is error in any order, requirement, decision, or determination made by administrative officials in the
enforcement of the zoning ordinance adopted pursuant thereto.
The Board is charged with the responsibility to hear, decide and authorize special exceptions to the terms of the
zoning ordinance based upon certain criteria and findings as specified in the ordinance; and to hear, decide, and
authorize, upon appeal in specific cases, a variance from the terms of the zoning ordinance that would not be contrary
to the public interest where a literal enforcement of the provisions of such ordinance would result in unnecessary
hardship, provided in all cases, the spirit of the ordinance shall be observed and substantial justice done.

Subject: Main Library Activity Comparison
Attached is a summary of various measures of library activity at the Main
Branch Library downtown which compares activity levels for the month of
December, 2012 which preceded the library's closing for renovation, and
December, 2014 which was subsequent to the library's reopening after major
renovation to its main floor and mezzanine. As indicated by the attachment,
all levels of activity noted have had significant increases, including circulation
of adult materials which has increased by 21%; and children's material
circulation which has increased by approximately 144%. Door count, a measure
of actual visitation, has increased by almost 30%.
These trends of increased visitation and usage are consistent with trends that
were experienced at the two previously renovated and expanded branches,
Gainsboro and Jackson Park.

Subject: Allocation of Federal Department of Justice Asset Forfeiture
Funds to the Commonwealth Attorney's Office
Background/Considerations:
The Department of Justice (DOJ) has made federal asset forfeiture funds available to
various localities through the office of the Commonwealth's Attorney. The use of
these funds is very restricted. One approved use of these funds is to upgrade or
replace a locality's case management system. The City of Roanoke Commonwealth
Attorney's office is a recipient of this funding and is already working towards replacing
the existing case management system. The cost of the new case management system
is estimated at $100,000. To date, the Commonwealth Attorney's office has received
$3,487 and expects to receive additional funding of approximately $10,000 for a total
of $13,487. The federal asset forfeiture funds will be used to offset a portion of the
cost of the replacement system.
Council is requested to appropriate such funds within the restrictions as required by
the DOJ.
Recommended Action:
Authorize the acceptance of the federal asset forfeiture funds and adopt the
accompanying budget ordinance establishing a revenue estimate in the amount of
$13,487 and appropriate funding in the same amount into accounts to be established
by the Director of Finance.

December FY15 Financial Report - Roanoke City Public Schools
The following financial report provides commentary on the City's financial results for the
seven months ended January 31 , 2015 and Roanoke City Public Schools for the six
months ended December 31 , 2014.
General Fund
FY15 year-to-date revenues increased 4.1% or $4.4 million compared to the same
period in FY14. The increase was primarily due to higher General Property, Sales,
Meals and Transient Occupancy tax revenues. Also contributing were increased
reimbursements from the Commonwealth for Street Maintenance and the timing of Jail
Per Diem payments. The increase was partially offset by the reinstatement of Local Aid
to the Commonwealth and a refund of prior year's bank stock fees to Bank of America.
In comparison, the budgeted increase was 0.2% when comparing the FY15 adopted
budget against the FY14 adjusted final results. Year-to-date general fund revenue
recognized was 42.5% of FY15 estimated revenue. However, significant tax revenue,
such as personal property, business license and the second half of real estate tax
revenues have not yet been received.
Year-to-date expenditures in FY15 increased 1 .5% or $2.4 million compared to the
same period in the prior year, primarily due to timing of expenditures. It is expected
that expenditures will perform within the current budget level.
Stormwater Utility Fund
FY15 is the first year of operations for the Stormwater Utility Fund. Stormwater fee
revenue year-to-date as of January 31 , 2015 was $993,000, or 58.4% of FY15
anticipated revenues, which was slightly ahead of target. Operating expense was
$1 ,066,000, or 38.9% of the expenditure budget resulting in an operating loss of
$73,000. Net position after transfers and contributions was approximately $419,000.
Civic Center Fund
FY15 year-to-date net change in position was a loss of $341 ,000 compared to the
budgeted loss of $512,000. The year-to-date operating revenue through January was
$1 .3 million lower than the budgeted revenues primarily due to lower than expected
ticket revenue as a result of the timing and type of events. Correspondingly, operating
expense was $1 .4 million lower than budgeted. The operating loss was approximately
$117,000 less than the fiscal year to date budgeted operating loss.
Parking Fund
Through January, approximately 63.0% of anticipated revenue has been realized.
Market Garage revenues declined due to the impact of construction of the Hampton Inn
& Suites project. Gainsboro Garage revenues significantly decreased following the
reopening of the Poff Federal Building and the relocation of tenants back to the
building. Elmwood, Tower, and Church Avenue Garages outperformed the prior fiscal
year. Operating expenses decreased 3.5% or $37,000. Operating income, before the
net decrease of non-operating expenses and transfers, was approximately $333,000.
After non-operating expenses and transfers, the fund's change in net position was
approximately $162,000.
Roanoke City Public Schools
Financial performance on Roanoke City Public Schools is reported to City Council on a
quarterly basis. These results are reported on a one-month lag compared to City
results based on the timing of School Board and City Council meetings. Accordingly,
this report includes results through September. The School General Fund results as
presented in this report correspond with results reported to the School Board on
February 10, 2015.
Revenues:
School Fund revenues increased 7.9% or $5.4 million compared to FY14.
State Revenue increased 11 .3% or $2.6 million due to an increase in basic aid and
special education funding from the state.
State Sales Tax increased 11 .4% or $693,000 due to an increase in retail sales.
Other Revenue increased 94.9% or $1 .4 million mainly due to insurance recoveries
received in fiscal year 201 5 for stop loss claims. There were no reimbursements in
fiscal year 2014.

Expenditures:
School Fund expenditures increased 7.5% or $5.7 million compared to FY14.
Instruction expenditures increased 16.2% or $7.5 million primarily related to increased
salary and benefit costs.
Administration, Attendance and Health expenditures show a decrease of 26.5% or $1 .9
million from FY 2014 to FY 201 5. The prior year financial report included encumbered
salaries. However, encumbrances were excluded on the current year report, creating a
decrease. Financial reports are commonly prepared using year to date actual amounts.
Closing
The City's unemployment rate as of December was 5.2%, compared to the U.S.
unemployment rate of 5.6%. Despite sluggish U.S. consumer spending in January as
households cut back on purchases, it is expected that lower gasoline prices and robust
employment gains will provide a powerful stimulus to consumer spending and keep
the economy on an expansion path for the year of 2015.
The City's general and local tax revenues increased 3.7% in FY15 compared to the
same period last year. The reinstated payment of Local Aid to the Commonwealth and
a partial refund of prior year's bank stock fees to Bank of America in FY15 reduced
current year revenues.
The City's financial performance will continue to be carefully monitored by the various
departments which are involved with oversight of the City's budgeting and financial
processes.

ITEM 11 (other matters) City Council Agenda for Monday, March 2, 2015, at 2:00pm
Vacation and release of public rights to maintain and operate Crystal Spring Park (the "Park") on
a portion 6f al property owned by the Western Virginia Water Authority (the "Authority"),
situated at 2012 Jefferson Street, S.E., designated as Official Tax Map No. 4060502 (the
"Authority Property"). The Park is generally situated in the northwesterly corner of the Authority
Property.
The City has operated the Park for several years. In 2004, the City transferred the Authority
Property to the Authority and reserved the right to continue to maintain and operate the Park on
the Authority Property. Carilion Services, Inc. ("Carilion") has entered into an agreement with
the Authority to purchase a portion of the Authority Property (the "Carilion Parcel"). Carilion
proposes to develop the Carilion Parcel. A substantial portion of the Park is situated on the
Carilion Parcel. The remaining portion of the Park is located on other portions of the Authority
Property. In order for the development proposed by Carilion to proceed, the City must release its
rights to maintain and operate the Park on the Authority Property. We first presented the issue of
releasing and vacating the Park in discussions in October, 2014, with regard to the Option
Agreement between the City and Carilion Services, Inc.
The Park is identified as a part of the City's Comprehensive Plan. Pursuant to Section 15.2-2232
C. of State Code, before the City can vacate the public use of public areas, such as the Park, the
City must submit a request to the Planning Commission to vacate and release the rights of the
City to maintain and operate, and the right of the public to use, the Park at the Authority
Property. The Planning Commission will hold a public hearing in accordance with Section 15.2-
2204 of State Code and, after public hearing, make a recommendation to City Council. City
Council will hold a public hearing on the matter and then decide whether to release and vacate
the right of the City to maintain and operate, and the right of the public to use, the Park. City
Council must authorize the City Manager to submit this request to the Planning Commission to
initiate this process.
MOTION: That the City Manager be authorized to submit the appropriate request to the
Planning Commission to release and vacate the right of the City to maintain and operate, the
right of the public to use, the Park, and execute such other documents and take such other actions
as are necessary to effectuate, implement, and administer the request to vacate and release of the
City's right to maintain and operate, and the right of the public to use, the Park in accordance
with applicable law.
