ITEMS RECOMMENDED FOR ACTION: Acceptance and appropriation of funds in connection with the Economic Development Growth Enhancement (EDGE) Program grant from the Appalachian Power Economic Development Team for expansion and attraction activities related to the Economic Development Department, with the City of Roanoke serving as fiscal agent for such funds. Execution of Change Order No. 1 to the City's Contract with H & S Construction Company for additional services in connection with maintenance and replacement of concrete sidewalks, curb and gutter and handicap ramp work. Adopted Ordinance No. 40417- 010416(7.0) COMMENTS OF CITY MANAGER. The City Manager shared the following comments: Christmas Tree Collection • Beginning the week of January 4, Solid Waste Management staff will be collecting Christmas trees. • Trees must be placed to the curb, free of all bags, tinsel, and decorations, as well as lights. • After the week of January 4, if residents place trees out for collection they must be combined with regular brush piles at the curb. Collection of old recvclina bins • Starting the week of January 11, Solid Waste Management crews will begin collecting the small green bins formerly used for recycling. • On that week, citizens will be asked to place the older, city - owned recycling bins to the curb for collection. Collection includes all three types of old recycling containers (30- gallon, 22- gallon, as well as 18- gallon). • Residents may elect to keep the bins if they wish. Reminders about this collection will be sent through the city's MyRoanoke email notification system, placed on the website, and posted on the City's Facebook page, as well as the Solid Waste Management Facebook page. • If citizens have questions about the collection of Christmas Trees or Recycling Bins, please call 853 -2000, Option 1. b. ROANOKE- BIACKSBURG REGIONALAIRFORT 1 /a /zoib 7 1/s /2016 ROA Air Service Issues and Options ROA is an airport with high fares, historically declining traffic and below average operational reliability. These factors lead to a third of all potential passengers choosing to travel via other airports. The fares and reliability contribute to the decline in traffic. We are continuing to petition our carriers to improve the reliability and reduce fares to be competitive with other airports in the region. We are searching for creative ways to influence the airlines' decision making. Lower fares and greater reliability will increase demand which will lead to more capacity and /or destinations. This in turn will lead to economic growth which will benefit the Two Valley Region — Roanoke and the New River Valley. Waive fees /rents for new route only for second year $50,000 per year for two years to market and promote the new route. • Highest demand markets (new carrier) — waive all fees /rents on the new route for one year. Waive exclusive use space rent for new route only for second year. $100,000 per year for two years to market and promote new route. • New destination in the top 20 O &D markets (any carrier) — waive all fees /rents on the new route for one year. $75,000 for one year to market and promote new route. • Additional round trip flight on any existing routes or larger aircraft (capacity) - $50,000 for six months to promote additional service. TRENT Assistant Director of Finance The following financial report provides commentary on the City's financial results for the five months ended November 30, 2015. General Fund Through November, FY16 year -to -date revenues were $84.5 million, or 31.1% of the adopted revenue estimate for the year. Significant tax revenues, such as Personal Property and Business License taxes are not due until later in the year. Year -to -date revenues increased 2.1% or $1.7 million compared to the same period in FYI 5. The increase is primarily due to higher current real estate tax and the timing of Public Service Corporations - Real Estate tax payments. Through November, expenditures were $119.0 million, or 43.4% of the adopted expenditure budget for the year. Year -to -date expenditures were 1 .9% or $2.3 million higher compared to the prior year mainly due to the timing of a subsidy payment to the Health Department and increased funding to Schools. Stormwater Utility Fund Stormwater fee revenue year -to -date as of November 30, 2015 was $1.9 million, or 50.0% of FYI anticipated revenues. Operating expenses were $840,000, or 19.3% of the expense budget resulting in an operating gain of $1.0 million. Change in net position after transfers and contributions was approximately $759,000. Stormwater fees are being charged using a phased -in approach. In FYI 5, which was the first year of implementing the fee, the approved fee was 30 cents per billing unit of impervious service. In FYI the approved fee increased to 60 cents per billing unit. Civic Center Fund FYI year -to -date change in net position was a loss of $1.0 million compared to the budgeted loss of $1.1 million. The year -to -date operating revenue through November was $166,000 lower than the budgeted revenue primarily due to lower than expected ticket revenue as a result of the timing of events. Correspondingly, operating expenses were $218,000 lower than budgeted. The operating loss was approximately $52,000 less than the fiscal year -to -date budgeted operating loss. The current forecast indicates the center's performance will be a $117,000 greater loss than budgeted. Parking Fund Through November, approximately 41.1% of anticipated operating revenue has been realized. Operating revenues increased compared to the prior fiscal year due in part to fee enhancements that became effective July 1, 2015. Due to the transient nature of parking customers, it is difficult to isolate the amount of revenue that is directly related to fee increases. Church Avenue had increased occupancy in addition to an enhancement in fees. Elmwood Garage revenues increased due to a difference in timing of payments received for monthly parkers. A reduction in revenue from the Williamson Lot was due to the sale of that lot in FYI S. Revenues from the on- street parking program exceeded budget expectations. Operating expenses decreased 0.2% or $2,000. Operating income, before the net decrease of non - operating expenses and transfers was approximately $309,000. After non - operating expenses and transfers, the fund's net position was approximately $120,000. Closing The US economy added 211,000 jobs in November, slightly better than expected, and the unemployment rate remained at S %, a seven - and -a- half-year low. The main driver of economic growth, the U.S. consumer, has shown resiliency this year. In November, U.S. housing rebounded from a seven -month low and permits surged to a five -month high, signs of strength in the housing market. However, concerns still remain that a global economic slowdown and strong U.S. dollar weighed down U.S. trade and exports. The Federal Reserve has recently increased interest rates by 0.25 %, a historic moment after years of record lows. The local economy has continued to grow at a moderate pace in the first five months with the exception of sales tax, which started to slow down for the past two months compared to the same period last year. The City's financial performance will continue to be carefully monitored by the various departments which are involved with oversight of the City's budgeting and financial processes.
