Board of Director for a one -year term of office, commencing July 1,

Roanoke Pension Plan, Board of Trustees fora term ending June 30,
2018; and
Beatrice Schleupner as a member of the (Alternate Student) of the
Youth Services Citizen Board, to replace Quentin Long, fora one -year
term of office commencing July 1, 2016 and ending June 30, 2017.

Acceptance and appropriation of the Foundation for Roanoke Valley
grant funds to host the "Bridges out of Poverty Workshop ", which will
provide key community members and service providers lessons in
assisting and supporting individuals who live in poverty.
Adopted Resolution No. 40586- 071816 and Budget Ordinance No.
40587 on first reading. (4.0)
COMMENTS OF ASSISTANT CITY MANAGER FOR OPERATIONS.
Mr. Stovall shared the following comments:
National Night Out to Return in August
• Tuesday, August 2, 2016.
• All neighborhood organizations and watch groups have been
encouraged to participate.
• National Night Out events involve citizens, law enforcement agencies,
Fire -EMS, neighborhood organizations, neighborhood crime watch
groups, and local officials from all over the city.
The events are designed to:
• Heighten crime and drug prevention awareness;
• Generate support for, and participation in, local anti -crime
programs;
• Strengthen neighborhood spirit; and
• Send a message to criminals letting them know that
neighborhoods are organized and fighting back.
• City neighborhoods have participated in a variety of events over the
years including block parties, cook outs, ice cream socials, visits from
local police, fire department and City officials, flashlight walks,
contests, watermelon parties, youth programs and more.
• National Night Out is a unique crime and prevention annual event
sponsored by the National Association of Town Watch on the first
Tuesday in August. For additional information, visit
www.roanokeva.gov/nno.

11. MOTIONS AND MISCELLANEOUS BUSINESS:
a. Inquiries and /or comments by the Mayor and Members of City Council.
Mayor Lea encouraged the public to attend a forum with Police Chief
Tim Jones on Monday, July 18 at 7:00 p.m. The event will be hosted at
Paradise Cathedral at 1301 Melrose Avenue, N. W. The event is meant
to help protect local communities from gun violence and to come up
with solutions to such issues. The forum is free and open to the public
to voice their concerns and ideas. The goal is to open up lines of
communication between the community, government officials and the
police force.
Vice -Mayor Price invited the community to attend a dialog on violence
prevention and gun safety for all age groups on Tuesday, July 19 at
6:00 p.m. The event will be held at Williams Memorial Baptist Church
located at 2105 Carroll Avenue, N. W.
Vice -Mayor Price also announced the Annual Roanoke Youth Summitto
be held on August 2, from 9 a.m. to 2 p.m. at William Fleming High
School. The event is open to 8th through 12th grade students who
attend Roanoke City Public Schools. Topics will include:
o Internet safety
o How to take care of your friends /peers
o The power of "no"
o Health and nutrition
b. Vacancies on certain authorities, boards, commissions and committees
appointed by Council.

WESTERN VIRGINIA WATER AUTHORITY
Thanking John B. Williamson, III, for his Service as a Director of the Authority
WHEREAS, the Western Virginia Water Authority (the "Authority"), a public service
authority formed and existing in accordance with the provisions of Chapter 51 of Title 15.2 of
the Code of Virginia, 1950, as amended, the Virginia Water and Waste Authorities Act §§ 15.2-
5100- 15.2 -5158 (the "Act "), has benefited from the vigilant and insightful service of its most
influential director, John B. Williamson, 111; and
WHEREAS, heretofore the Board of Supervisors of Botetourt County, Virginia,
appointed Retired Gas Company Executive and Virginia Western Community College's Most
Famous Graduate, John B. Williamson, III, to serve a two -year term as a director of the Western
Virginia Water Authority; and,
WHEREAS, John B. Williamson, III has graciously and capably served in such position,
providing the Authority the benefit of his years of experience in the utility business, finance and
corporate governance; and,
WHEREAS, John B. Williamson, III has tendered his resignation as a Director after
serving for one year, having accomplished a smooth integration of Botetourt County as a new
member locality of the Authority; and,
WHEREAS, John B. Williamson, III has been a friend of the Authority since completing
his initial term in 2006, and particularly in guiding Botetourt County as it joined the Authority as
the newest locality member; and,
WHEREAS. John B. Williamson, III, will more than likely continue to be supportive of
the Authority, both in his capacity as a member of the Board of Supervisors of Botetourt County,
but as a well - known, respected and influential member of the Roanoke Region Business
Community; and,
WHEREAS, the Authority has assured John B. Williamson, III, that he will always have
a seat at the table and that in all probability if and when he does return, the case of Robertson v.
Western Virginia Water Authority will still be pending.
NOWTHEREFORE, be it resolved by the Directors of the Western Virginia Water
Authority that (1) they appoint John B. Williamson the Authority's Stealth Director and (2) they
extend their heartfelt thanks and gratitude to John B. Williamson, Ill for his service to the
Authority, and that they send him on his way with watm regards and best wishes for his
continued health and success.
AND BE IT FURTHER RESOLVED, that a certified copy of this resolution be
forwarded to the Board of Supervisors of Roanoke County, Virginia, the Board of Supervisors of
Franklin County, the Board of Supervisors of Botetourt County, and to the City Council of the
City of Roanoke, Virginia, with the request that it be read into the permanent public records of
such governing bodies.

The Economic Development Authority of the City of Roanoke, Virginia was
organized pursuant to ordinance adopted by the City Council October 21, 1968. It has
been in continuous operation and has assisted the City's economic development
efforts in meeting to approve of small issue manufacturing and 501(c)(3) industrial
development revenue bond financings.

The EDA uses the City of Roanoke Economic Development Department's staff and
works in close conjunction with the Director of Economic Development.
The EDA meets the third Wednesday of every month. The meetings are held at 8:00
a.m. at the City of Roanoke, Department of Economic Development, 117 Church
Avenue, Roanoke, Virginia.
During the fiscal year ended June 30, 2016, the EDA held 13 meetings; its average
attendance was 6, the attendance of the various members was as follows:
The EDA's Activities during the Fiscal Year ended June 30, 2016:
• Adopted a resolution awarding a grant to the Grandin Theatre.
• Approved a fagade grant extension request for Valley Properties, LLC.
• Adopted a resolution awarding a matching economic development grant up to
$20,000 to Local Environmental Agriculture Project for a community kitchen.
• Approved a fagade grant extension request from Alam Design Group and Alam
Properties for property located at 18 Campbell Avenue, S.R.
• Held a special meeting October 7, 2015 to discuss a matter as to a business as to
which no public announcement had been made of its intent to locate or expand in the
community.
• Approved a fagade grant application for 631 Campbell Ave., LLC in the amount of
$25,000 for the property located at 631 Campbell Avenue.
• Approved a fagade grant application for 416 Campbell Ave., LLC in the amount of
$25,000 for the property located at 416 Campbell Avenue.
• Approved a fagade grant extension request from Museum Building, LLC for
properties located at 316 -318 Salem Avenue.

grant in the amount of $200,000, economic development job grants of up to $25,000,
an operating period grant in an estimated amount of $1,500,000, and authorizing the
Authority to act as a conduit for a Commonwealth Development Opportunity Fund
Grant in the amount of $3,000,000.
• Approved a fapade grant application for The Richmond Loft Company, Inc. in the
amount of $14, 633.54 for the property located at 416 Salem Avenue.
• Approved a fapade grant application for Habitat for Humanity in the Roanoke Valley
in the amount of $14,921.49 for the property located at 3435 Melrose Avenue.
• Approved a second fapade grant extension request from Alam Design Group and
Alam Properties for property located at 18 Campbell Avenue, S.E.
• Adopted a resolution authorizing the execution and delivery of Amendment No. 2 to
the Ivy View Performance Agreement and a New Performance Agreement among the
City of Roanoke, Virginia, HRP Ivy View, LLC and the Authority.
• Adopted a resolution authorizing the execution and delivery of Amendment No. 1 to
the Hampton Inn and Suites Performance Agreement.
The FDA looks forward to continuing its close partnership in economic development
with the City of Roanoke and stands ready to work as a full economic development partner
with other members of the City's team.

to the City of Roanoke, on behalf of DSS, in the amount of 59,970, with no local match from the
City, to he used to pay for costs and expenses in connection with die Workshop, sponsored by DSS
in collaboration kith the Juvenile and Domestic Relations Court. to be held on October 10. 2016,
and designed to increase the effectiveness of community members and set % ice providers in working
together to reach the desired outcomes of safe, stable and healthy families and children, as more
particularly set forth in the City Council Agenda Report dated July 18, 2016.

Subject: Foundation for Roanoke Valley Grant: Bridges Out of Poverty
Workshop (CM16- 00097)
Background:
In March of 2016, The City of Roanoke Department of Social Services in
collaboration with the juvenile and Domestic Relations Court applied for a Grant
from Foundation for Roanoke Valley to provide a one day workshop that will
provide key community members and service providers lessons in assisting and
supporting individuals who live in poverty. Topics include increasing awareness
of differences in economic cultures and how those differences affect
opportunities for success. The workshop is designed for all members of the
community and will be presented by experienced trainers from the highly
regarded national organization, Bridges Out of Poverty. The Bridges Out of
Poverty: Strategies for Professionals and Communities workshop presents us
with an opportunity to increase our effectiveness in working together to reach
the desired outcomes of safe, stable and healthy families and children. The
workshop is to be held on October 10, 2016.
The City of Roanoke Department of Social Services received notice on May 31,
2016, that Foundation for Roanoke Valley has approved a grant of $9,970 to be
used to hold the workshop Bridges Out of Poverty: Strategies for Professionals
and Communities in the Fall of 2016. The award will be used to pay the
facilitator fee, travel and per diem, facility rental, lunch, supplies, and
marketing materials.
Recommended Action:
Accept the Foundation for Roanoke Valley grant and authorize the City Manager
to execute the grant agreement and any necessary documents required to
accept the grant, to be approved as to form by the City Attorney.
Adopt the accompanying budget ordinance to establish a revenue estimate in
the Grant Fund for $9,970 and appropriate total funding of $9,970 into
accounts to be established by the Director of Finance in the Grant Fund.
