All matters will be referred to the City Manager for response, recommendation or report to Council, as he may deem appropriate. Brian McConnell, 32 Elm Avenue, S. W., Apartment 303, appeared before the Council regarding recommendations for hiring a new City Manager. 4. CONSENT AGENDA: (Approved 7 -0) All matters listed under the Consent Agenda are considered to be routine by the Members of City Council and will be enacted by one motion. There will be no separate discussion of the items. If discussion is desired, the item will be removed from the Consent Agenda and considered separately. ITEMS RECOMMENDED FOR ACTION: Acceptance and execution of the 2016 Continuum of Care (COC) Planning Grant from the United States Department of Housing and Urban Development (HUD) to provide services to the Continuum of Care and the Blue Ridge Interagency Council on Homelessness (BRICH). Adopted Resolution No. 40806 - 050117 and Budget Ordinance No. 40807-050117. (7 -0) 2. Execution of license agreements with BH Media Groups Holdings, d /b /a Richmond Times Dispatch, The New York Times and Redux Pictures for use of certain photographs of Governor A. Linwood Holton, Jr., for public display at Holton Plaza; and waive the City's sovereign immunity in connection therewith. Adopted Resolution No. 40808-050117. (7 -0) COMMENTS OF ACTING CITY MANAGER. The Acting City Manager offered the following comments: Roanoke is a finalist for the 2017 All-America City Award • Last week, the Campaign for Grade -Level Reading announced finalists for the 2017 All-America City Award, and Roanoke is included in that list. • Twenty-seven communities across the nation are vying to receive the Award, which was created 67 years ago by the National Civic League. • This year, the League is working with the Campaign for Grade - Level Reading to recognize communities that have made measurable progress for low- income children on the key drivers of early reading success: school readiness, school attendance, summer learning, and grade -level reading. • Award recipients will be formally announced and honored on June 16 at the All-America City Awards gathering in Denver, Colo. A Downtown Plan Open House Meeting is Scheduled • Tuesday, May 9 from 5:30 p.m. to 7:00 p.m. at the City Market Building on the second floor on the Campbell Avenue Mezzanine. • The Open House will display the major themes and key ideas being proposed within the new Downtown Plan. • The event is "come and go," and citizens will be invited to review the information at their own pace, with staff on hand to answer questions and listen to comments. • The Downtown Plan is available at roanokeva.gov /downtownplan, or contact Wayne Leftwich, Senior City Planner at(540)853 -1104, wayne leftwich(rDroanokeva.gov for more information. Neighborhood Month Begins Today, May 1 • This is Roanoke's annual month -long celebration of community and neighborhood pride. Events are hosted by Roanoke neighborhood organizations. • A schedule of events is available on the City's website at roanokeva.gov /Neighborhood- Month. Community School's Strawberry Festival is Coming to Elmwood Park • Friday, May 6 from 10:00 a.m. - 5:30 p.m. and Saturday, May 7 from 10:00 a.m. — 4:00 p.m. • Free admission • This fundraising event for Community School is in its 37`" year. River's Edge to Host Gallop 4 the Greenways • Saturday, May 13, 3:00 — 9:00 p.m. • Home base will be at River's Edge Sports Complex. • This is an annual fundraising event to support our growing network of pedestrian and bicycling trails. • To celebrate the 20th anniversary of the creation of the Roanoke Valley Greenway Commission and Pathfinders for Greenways, this year an Adventure Triathlon has been added to the event. 8. Inquiries and /or comments by the Mayor and Members of City Council. Council Member Garland attended the Neighborhood Month "Kick - Off" Conference held on Saturday, April 29 at the First Christian Church Community Room. The Roanoke Neighborhood Advocates assisted by the Roanoke's Office of Neighborhood Services kicked off the 2017 Neighborhood Month activities and he encouraged citizens to visit https: / /wviw.roanokeva.gov /1403 /Neiohborhood- Month for scheduled events. Council Member Bestpitch announced the 2017 Haley Toyota Kiwanis Pancake and Auction Day on Saturday, May 13 at 7:00 a.m. to 1:00 p.m. at the Berglund Center. All you can eat pancakes, sausage, and drinks; there also will be a silent auction with local items and gift certificates to buy. All proceeds to benefit the Roanoke Valley community. Tickets are $5.00 in advance (available from Kiwanis Club of Roanoke members) or $6.00 at the door. b. Vacancies on certain authorities, boards, commissions and committees appointed by Council. Reappointed Lauren E. Hartman and Chris Bryant; and appointed Melanie Crovo to replace Geoffrey W. L. CERTIFICATION OF CLOSED MEETING. (7 -0, Council Member Dykstra abstained from voting on the request regarding proposal for disposition of City -owned property at 2750 Hoover Street, N.W.; and although he has a personal interest in the matter regarding consultation with legal counsel pertaining to actual litigation, Council Member Ferris disclosed he was able to participate in the discussion without being bias. At this point, the Acting City Manager was called upon for continuation of the FY18 Budget Study briefing 12. SCHOOL BOARD INTERVIEWS: At 3:14 p.m., City Council conducted four interviews for consideration of two School Board Trustee vacancies, for three -year terms of office, effective July 1, 2017. The four candidates were Elizabeth Cori Shields Jamison, Joyce Watson Watkins, Anne -Paige Thomas Darby and Caren Pauline Coker - Jones, with the remaining four applicants to be interviewed on Monday, May 15 at 4:00 p.m., in the Council Chamber. 13. ADJOURNED -4:58 P.M. 10 Highlights and Accomplishments The District's on -time graduation rate is 87 %. In May, Forest Park Academy will reach 1,000 graduates. Patrick Henry High School's Symphonic Band performed at Carnegie Hall on April 14. Patrick Henry High School's Orchestra performed at The Kennedy Center on March 27. Fairview Elementary won the Les Paul Legacy Classroom Project Award. This national award was made possible thanks to the Les Paul Foundation and VH1 Save the Music Foundation. The National Association of Music Merchants Foundation recently named Roanoke City Public Schools one of the Best Communities for Music Education. This is the fifth consecutive year that RCPS has been awarded this honor. Jeff Midkiff of Patrick Henry High School will receive the Yale Distinguished Music Educator Award in June at Yale University. Mr. Midkiff's March performance at The Kennedy Center with the Boulder Philharmonic was featured in an article written by renowned music critic Alex Ross for The New Yorker magazine. Reid Tenzer, a sophomore at Patrick Henry High School and the Roanoke Valley Governor's School, was one of two Grand Award winners at the Regional Science Fair. Later this month, she will compete at the International Science Fair in Los Angeles, California. The William Fleming High School Boys Indoor Track Team won William Fleming's first State championship in Track and Field in 32 years. The Patrick Henry High School Girls Swim Team won its second consecutive State Championship. Ryan Smith of Patrick Henry High School placed first at the English- Speaking Union Southwestern Virginia Branch Shakespeare Monologue Competition. She is competing this week at the national competition in New York City. Dr. Mark Frazier of the Roanoke Valley Governor's School has been named this year's Outstanding High School Chemistry Teacher by the Blue Ridge Section of the American Chemical Society. For 47 years, Music Teacher David Lipps has taught students in Roanoke City; Mr. Lipps was recently inducted into the Hall of Fame by the Virginia Band and Orchestra Directors Association. In June, Cindy Bohland of the Roanoke Valley Governor's School will receive the George Olmsted Prize for Excellence in Secondary School Teaching from Williams College. This year, all of Roanoke City's elementary students are learning the basics of coding. As an advocate for the general health, happiness, and well -being of Roanoke's citizens, I'd like to thank you for affording me a few minutes to express my views concerning the council's search for a new city manager. Having recently completed my third online course through Harvard's Graduate School of Education and initiated another, my fourth, offered jointly through MIT and the Presencing Institute, I'd like to reflect back to you some of the efforts unfolding through various figures affiliated with these institutions as their endeavors might, at some point, influence or otherwise affect future development here in Roanoke and in turn, inform a prospective manager's candidacy. Therefore, and in sharing a personal reflection from the Monday evening forum on March 20th in which the city council invited members of the public, like myself, to express their thoughts and concerns related to qualities they'd like to see in a succeeding city manager, I'd hope to jog the council members' memories of the gentleman who expressed ... and I paraphrase, a'wish we could go back to the Roanoke of my youth'. To me, but in counterpoint to my own personal experience here in Roanoke over the last eight and a half years, this sentiment poses an especially telling and challenging, scenario concerning the dowsing of a new city manager who will inherit leadership responsibilities for coordinating and subsequently directing, Roanoke's business affairs. This is also why, and as I attempted to convey at the public forum, I consider it so vital our next city manager be an individual possessing an astute appreciation for the role "learning" potentially contributes toward both community and local capacity - building, in effectively empowering a local citizenry's future well- being. In fact, it's along these same lines those like myself aspire in championing fresh approaches to not only addressing, but effectively transforming adaptive change, related to some of our thorniest societal issues. For example, media commentators have recently cited how devastating the statistics are, across the board, involving education, drug and alcohol abuse, crime, and child abuse, related to fatherless youth. For example, and this cross sampling from "The Fatherless Generation" (see reference): • 75% of all adolescent patients in chemical abuse centers come from fatherless homes - 10 times the average. • 8s% of all youths in prison come from fatherless homes - 20 times the average. • 90% of homeless and runaway children are from fatherless homes. • 85% of children who exhibit behavioral disorders come from fatherless homes. In closing then, I'm sharing a reflection of these statistical actualities to which Roanoke, like any other municipality, is by no means immune or otherwise exempt, in part, because I possess a felt -sense for the emotional impact they invoke for those like council members Bestpitch, Price, and others. My point here, is, it's highly likely we're already further along than many would otherwise think in tapping the resources and technical know -how to effect the adoptive change to which I'm referring. For this reason then, I'd ask that the search and selection of a new city manager not be unduly determined by the power of institutional convention but instead, by more practical considerations of human compassion. TRENT Assialan[ Dhector of Fiance, The following financial report provides commentary on the City's financial results for the nine months ended March 31, 2017. General Fund Through March FYI 7, year -to -date revenues were $179.8 million, or 63.8% of the adopted revenue estimate for the year. Year -to -date revenues increased 0.8% or $1.4 million compared to the same period in FY16. General Property Tax Revenues were $2.2 million or 2.9% below FY16. Real Estate tax, comprising 84.2% of the current year budget, was $0.5 million or 0.8% below the prior year, with the second installment not due until April. Personal Property tax is not due until the end of May. Other local tax revenues, which represented 65.8% percent of the budget, were approximately $0.6 million or 1.1% below FY16. Business License tax was $92,000 or 0.8% higher than FY16, due to the timing of receipts. Prepared Food and Beverage tax was slightly above previous year by $0.1 million or 1.3 %, and 63.3% of budget for FYI 7. Motor Vehicle License tax continued to perform well increasing $0.1 million or 20.7 %, and 27.0% of budget for FYI 7. Other contributors to the revenue increase were the timing of reimbursements for Social Services expenditures, a Virginia Department of Emergency Management (VDEM) Reimbursement for Derecho related support, and increases in street maintenance and several public safety services. The Revenue increases were offset by several underperforming local taxes. Sales tax, which included sales through February of 2017, was 3.6% or $0.S million less than FY16, and was 8.9% below year -to -date budget. Transient Occupancy tax decreased 2.3% or $74,000 compared to the previous year, and was 6.9% below year -to -date budget. Communications tax decreased $0.1 million or 2.4% compared to FY16, and year to date basis, total revenue collections increased 4.6% through March, ahead of the revised annual forecast of 2.9% growth. In March, the national unemployment rate decreased 0.2% to 4.5% from 4.7 %. The Virginia unemployment rate decreased 0.1 %, from 4.0% in January to 3.9% in February. The most recent Roanoke unemployment rate was 4.3 %. Payroll employment increased by 98,000 jobs in March, above the 42,000 increase in February. The Consumer Confidence Index increased 9.5 points, from 116.1 in February to 125.6 in March. This is the highest level since December 2000, when the index was 128.6. Consumer's assessment of current business and labor market conditions improved considerably. Gross Domestic Product (GDP) increased at a slower pace, only 1.0% in the fourth quarter of 2016, following a 3.5% increase in the third quarter. Call to Order: Mr. Bestpitch called the meeting to order at 4:05 p.m. 2. Police Cash: The scope of the audit included cash accounts, fees and the property room. The audit determined that cash, fees and property were managed appropriately and in accordance with standard operating March 8, 2017 Page 2 of 4 procedures, except for fees received for verification reports. An employee in the Department of Finance's Accounts Receivable Office was responsible for collecting cash from the register, entering the money into the accounts receivable system, and depositing the money. This combination of responsibilities enabled her to steal $3,081 over eight months. The employee was terminated and charged with a felony. She has pled guilty to the charges and repaid the stolen funds to the City. A sentencing hearing has been scheduled for April 25, 2017. The Director of Finance confirmed that changes have been made to ensure all funds are deposited in a timely manner and are properly reported. The audit report was received and filed without objections. 3. Tax and Treasury Project Update: Ms. Mullins briefed the committee on the status of the various components of the tax and treasury project. The project has three (3) primary components: 1) Miscellaneous Accounts Receivable 2) Local Trust Taxes 3) New Tax System Mr. Bestpitch asked if the accounts receivable employees in the Department of Finance would be transferring to the Treasurer's Office in FY18. Ms. Mullins referred the committee to page four (4) of the presentation noting the positions will all be moved to the Treasurer's office by July 1, 2017. The Treasurer's Office is working with the Department of Finance to schedule Accounts Receivable refresher training for employees throughout the City who are responsible for entering invoices into the system. Municipal Auditing will perform a turnover audit prior to July 1 to validate the completeness and condition of the accounts receivable records. Local Trust Taxes Two (2) full time positions are expected to be transferred from Finance to the Commissioner of the Revenue's Office on July 1. One is vacant and the incumbent in the other position will vacate the position when it transfers. Mr. Bestpitch asked if this meant the Commissioner will be hiring these positions after July 1, to which Ms. Mullins responded he would. She noted that knowledge transfer in this area is a concern at this time. In response to this concern, one of the business tax auditors in the Commissioner's Office will help process trust tax returns in March. Learning the trust tax system is critical given the age of the system and absence of vendor support. March 8, 2017 Page 3 of 4 Ms. Dykstra asked if there were plans to replace the system. Ms. Mullins confirmed that it would be replaced with the implementation of a comprehensive revenue system. However, the current system will need to function for 18 to 24 months while the new system is installed. Ms. Powers noted that her office and the Commissioner's office will be working in the local trust tax system, which may increase the stress on the system and the risks. Municipal Auditing will perform a turnover audit on the local trust tax data prior to July 1. The primary objective of the audit will be to determine if the data is complete and reliable. The committee was briefed about the plans to renovate offices in order to accommodate the employees transferring to the Treasurer's and Commissioner's offices. Due to deadlines and budget constraints, a comprehensive redesign of the second floor lobby will not be possible at this time. Written agreements that clarify responsibilities of the elected officers and the city, cooperation between all parties, and compensation are being developed. Existing agreements were signed in 2003 and are in need of significant updating to reflect planned changes. Compensation is being analyzed using pay data from the Virginia Compensation Board and payroll data within the City. Ms. Dykstra asked if there may be a need for additional compensation after these changes occur. Mr. Harmon replied that it should be considered. Ms. Dykstra asked if compensation changes were included in the budget process; Mr. Harmon responded that changes to compensation were not addressed in the proposed budget. Ms. Dykstra asked the Treasurer and Commissioner of the Revenue how their employees are feeling about the changes. They thanked Ms. Dykstra for asking and noted that they expect it will be stressful and could impact morale. Ms. Price noted how encompassing this initiative will be and asked that Council's appreciation be conveyed to everyone involved. The costs to license and install a new tax system are expected to total approximately $1.45 million. The transition to a comprehensive tax management system will involve the conversion of at least seven (7) legacy systems. Ms. Mullins briefed the committee on the steps taken to date to evaluate the preferred system. The committee discussed the various aspects of system implementation. Auditing Budget Briefing: The committee reviewed the proposed auditing budget for fiscal year 2017/18, including changes in hotline services that helped to reduce expenditures. The City of Roanoke has received notification of award from the department of Housing and Urban Development (HUD) in the amount of $40,500. The Council of Community Services (CCS) is providing $10,125 cash match as per the attached for a total program budget of $50,625. Additional support is provided by the City of Roanoke valued at $14,500 in the form of project oversight by the Human Services Administrator. This grant will help provide planning, monitoring and evaluation to the CoC and the Blue Ridge Interagency Council on Homelessness (BRICH), which serves as an advisory agency to the CoC, and to oversee the CoC, as required by HUD. This project will engage the CoC and the BRICH in strategic planning to increase focus on prevention of homelessness and rapid re- housing. It will increase accountability through adoption of community wide standards, program monitoring, and data collection for reporting progress against objectives and standards in the strategic business plan. This level of oversight will increase our ability to meet HUD's national objectives. The project will provide written reports, monitoring and evaluation of HUD programs and assist in the development of subsequent HUD annual CoC grant applications. Consideration: The City has identified a planning team consisting of representatives from the BRICH and the COC. The planning team and CCS will work with the Chair of the CoC to analyze Homeless Management Information Systems data for program outcomes. An analysis of outcomes will be provided to the CoC and BRICH by the planning team. Each organization providing services will understand how their individual effort relates to the overall effort. Increased understanding of agreed upon outcomes and activities as well as timelines and agencies responsible for carrying out the activities will increase the COC's ability to use the strategic plan as a roadmap and guide to report at the monthly CoC meetings. Recommended Actions: Accept the Department of Housing and Urban Development grant in the amount of $40,500 and the Council of Community Services cash match in the amount of $10,125. Authorize the City Manager to execute the grant documents associated with this funding, and authorize the City of Roanoke to serve as the fiscal agent for such grant. Linwood Holton, Jr., in recognition of the substantial contributions Governor Holton has made to the City of Roanoke, and the Commonwealth of Virginia. Holton Plaza is currently being developed by the City, and will have plaques and other displays that contain photographs of Governor Holton at various points in his life. The copyrights to some of the photographs that will be used at Holton Plaza are held by BH Media Groups Holdings, d /b /a Richmond Times Dispatch, and The New York Times, and Redux Pictures, an agent for The New York Times.
