committees appointed by Council, pursuant to Section 2.2 -3711 (A)(1), Code of Virginia
(1950), as amended. A list of current vacancies is included with the agenda for this
meeting.

ANNOUNCEMENTS:
Persons wishing to address Council will be required to contact the City Clerk's
office prior to the Monday Council Meeting, pre- register online at
www.roanokeva.gov /citvclerk, or register with the staff assistant at the entrance
to the Council Chamber prior to commencement of the Council Meeting. Once
the Council Meeting has convened, there will be no further registration of
speakers, except for public hearing matters. On the same agenda item, one to
four speakers will be allotted five minutes each; however, if there are more than
four speakers, each speaker will be allotted three minutes.
The Council of the City of Roanoke is seeking applications for the following
current vacancies and /or upcoming expirations of terms of office:
Board of Zoning Appeals — one vacancy
Term of office ending December 31, 2020
City of Roanoke Redevelopment and Housing Authority — one vacancy
Term of office ending August 31, 2021
Towing Advisory Board — one vacancy
Term of office ending October 31, 2020
Youth Services Citizen Board — one vacancy
Term of office ending June 30, 2020 (Citizen At- Large)

2. PRESENTATIONS AND ACKNOWLEDGEMENTS: NONE.
Presentation to the Roanoke City Sheriff's Office.
Mayor Lea presented a plaque and Certificates to the Sheriff and six
deputies.
3. HEARING OF CITIZENS UPON PUBLIC MATTERS:
City Council sets this time as a priority for citizens to be heard. All matters will be
referred to the City Manager for response, recommendation or report to Council,
as he may deem appropriate.
Martin D. Jeffrey and Robert Gravely appeared before the Council.
4. CONSENT AGENDA:

All matters listed under the Consent Agenda are considered to be routine by the
Members of City Council and will be enacted by one motion. There will be no
separate discussion of the items. If discussion is desired, the item will be
removed from the Consent Agenda and considered separately.
C -1 Minutes of the regular meeting of City Council held on Monday,
November 20, 2017.
RECOMMENDED ACTION: Dispensed with the reading of the minutes
and approved as recorded.
C -2 A communication from the City Manager requesting that Council schedule
a public hearing to be held on Monday, December 18, 2017, at 7:00 p.m., or as
soon thereafter as the matter may be heard, or such later date and time as the
City Manager may determine, to consider the sale of approximately 1.2016 acres
of City -owned property located at 201 Carver Avenue, N. E., to RYT, L.L.C., to
expand the existing wrecker sales, installation and service business located at
210 Carver Avenue, N. E.
RECOMMENDED ACTION: Concurred in the request.
C -3 A communication from the Assistant City Manager for Operations in
response to an inquiry from Council Member John A. Garland with regard to the
operation of the City Market Building.
RECOMMENDED ACTION: Received and filed.
C -4 A communication from Kathy B. Smith, Program Manager, Blue Ridge Soil
and Water Conservation District, notifying the Council of the nomination of Byron
Brooks to replace George Pace as a Director (At- Large) of the Blue Ridge Soil
and Water Conservation District Board of Directors, effective January 1, 2018.
RECOMMENDED ACTION: Received and filed.
C -5 Reports of qualification of the following individuals:
The Honorable Francis Burkhart, III, as the General District Court
representative of the Court Community Corrections Program
Regional Community Criminal Justice Board for a term of office
ending June 30, 2020;
Janet Carty as a member of the Roanoke Arts Commission for a

Jeffrey S. Shawver as a Property Management representative of
the Building and Fire Code Board of Appeals for a three -year term

Approval of a fare increase for the Greater Roanoke Transit

COMMENTS OF THE CITY MANAGER.
The City Manager shared the following comments:
Fall Leaf Collection Continues
• Solid Waste crews will collect leaves in city neighborhoods during the
weeks of December 4 - 7, and December 11 - 17.
Roanoke has retained its National Flood Insurance Program
Community Rating
• The Stormwater Division recently received notification from FEMA
confirming that the City of Roanoke will remain at a Class 7 rating in
the National Flood Insurance Program Community Rating System.
• The floodplain management and flood mitigation activities implemented
by the city will continue to qualify flood insurance policyholders in the
community for a 15 percent discount in premium costs for NFIP
policies issued or renewed in Special Flood Hazard Areas.

The Annual Christmas Tree Lighting last Friday was a big hit with
attendees.

Subject: Request to Schedule a Public Hearing for Sale of Approximately
1.2106 Acres of City -owned Property located at 201 Carver
Avenue, N.E.
Background
The City of Roanoke is proposing to sell approximately 1.2106 acres of land
located at 201 Carver Avenue, N.E., bearing Official Tax Map Number 2041817,
(Property) to RYT, L.L.C., a Virginia limited liability company (Buyer). The Buyer
proposes to pay $72,733 for the Property for the purpose of constructing parking
on the Property in order to facilitate the construction of a building to expand the
existing wrecker sales, installation, and service business on adjacent property
identified as 210 Carver, N.E., bearing Official Tax Map Number 2041341,
(Adjacent Parcel).
Buyer will have a 90 day due diligence period after the execution of the Contract
for Purchase and Sale of Real Property (Contract), and shall not be obligated to
purchase the property without successfully obtaining a final approval from the
City of Roanoke to rezone the Property to an appropriate zoning district that
permits, as a matter of right, the construction of the use contemplated by the
Contract on the Property and Adjacent Parcel. Under no circumstances would the
Closing on the Property sale take place later than April 1, 2018.
A public hearing is required for the sale of city -owned property. Subject to City
Council's concurrence with this request, a copy of the proposed Contract will be
placed with the City Clerk for review prior to the public hearing. Pursuant to the
requirements of State Code, notice of the public hearing must be advertised at
least seven days prior to the public hearing. The public hearing would occur on
December 18, 2017, or at such later date as the City Manager determines.
Recommended Action:
Authorize the scheduling and advertising of the proposed sale of the Property for
a public hearing on December 18, 2017, at 7:00 p.m., or as soon thereafter as the
matter may be heard, or at such later date and time as the City Manager shall
determine, in his discretion.

Subject: Follow Up - Market Building Foundation Annual Report
This letter is in response to questions that were asked by Council Member Garland based
on the Market Building Foundation Annual Report which was previously submitted to City
Council by the Executive Director of the Market Building Foundation.
Budget and Subsidy
The Market Building revenue budget for the current year totals approximately $725,000,
with the major operating revenue sources consisting of tenant rent, building rental
(Charter Hall, mezzanine, and ground floor), tenant reimbursement of utility expenses,
and the City of Roanoke operating subsidy. The expenditure budget totals approximately
$692,000 and reflects those administrative and operating expenses that are necessaryfor
the building to be a clean and well maintained commercial space for the public. The
building has been maintained at a higher level than it was prior to closure for renovation.
Based on budgeted revenue and expenses, the projected net income forthe currentyear is
anticipated to be $33,000. For the prior operating year, calendar year 2016, net income
was approximately $18,000.
The current City of Roanoke operating subsidy provided to the Market Building is
$300,000 and reflects the level of funding required to ensure all expenditures are covered.
This investment resulted in total sales of $3 million which contributed to the local
economy, more specifically the Market District. Based on tax revenue of approximately
$210,000 generated from the operation of the building, the net subsidywas $90,000. The
Co- Development Agreement between the City and the Market Building Foundation requires
the City to 'backstop' expenses that cannot be covered by revenue. It should be noted that
the budgeted subsidy prior to the building being closed for renovation was approximately
$95,000. The City of Roanoke investment in the Market Building ensures that the anchor
of the Market District remains in operation.
The creation of the Market Building Foundation facilitated securing $4.4 million from
historic tax credits which provided funding for build out of Charter Hall event space, the
purchase of furniture, fixtures, and equipment, tenant improvements, and the
establishment of an operating reserve, and capital reserve. The operating reserve was
used to provide the initial operating cash flow and mitigate the need for a subsidy for the
first four years of operation.
Rent Structure
When the Market Building reopened in 2011, the established rental rates ranged from $38
to $42 per square foot. Each tenant negotiated the terms of their respective lease. Each
lease has a rent escalation clause over the term of the lease. Lease renewals have been
renegotiated based on current market conditions.
While the rental rate is higher than similar spaces within the downtown area, tenants have
the benefit of the common area space in the building and do not pay an additional
common area maintenance fee or for ancillary services such as waste removal and
restroom cleaning. Restaurant tenants who offer table service under the outdoor canopy
do not pay additional rent for the use of the space.
The building has approximately 7,500 square feet of leasable space, excluding Charter
Hall, and 11 ,000 square feet of common area space that does not generate revenue for
the building, but requires cleaning and maintenance. The revenue generated from the
rental of Charter Hall as an event venue is intended to supplement the revenue stream
given the amount of common area space that does not generate revenue.
Heating, Ventilation and Air Conditioning System (HVAC)
The cost of maintaining the HVAC system has exceeded budget for the past several years.
The boiler was replaced last year. The current chillerwas installed in the 2004 -2005 time
period. The heat load in the building varies depending upon the time of the day. The
problem with the chiller has been determined to be the excessive amount of starts and
stops. This has resulted in excessive 'wear and tear' on the compressors. Given the
varying heat load in the building, the current plan is to replace the existing chiller unit
with two smaller units. In most cases, only one of the chillers will be operational until the
heat load increases and the second chiller is needed. It is believed that this will result in a
more efficient chiller system operation.
Building Interior
Several actions have been taken to address the perceived sterile aesthetics of the interior
of the building. The actions include adding plants, the wooden stage pieces, adjusting the
table layout, changing paint colors, and adding tenant signage. In addition, seasonal
and holiday decor have been utilized to make the interior space more inviting and
welcoming during certain months of the year. Future plans include removing some the
metal tables and replacing them with additional wooden tables in an effort soften the
utilitarian appearance and adding retail carts /kiosks.

Greater Roanoke hansit Company (GRTC), dba Valley Metro; and authorizing the City
Manager to take any necessary action to accomplish the implementation of such fare schedule.
WiIGREAS, on November 20, 2017, the GRTC Board of Directors approved and
adopted a revised passenger fare schedule as set forth in Attachment I to the City Manager's
letter dated December 4, 2017, to this Council; and
WHEREAS, GRTC has requested that City Council approve /establish such revised
passenger fare schedule pursuant to Section 34 -22 (a) of the Code of the City of Roanoke.
TNERFFORE, BE IT RESOLVED by the Council of the City of Roanoke as follows:
1. City Council hereby approves /establishes the passenger fare schedule that was
approved and adopted by the GRTC Board of Directors, all as set forth in the City Manager's
letter dated December 4, 2017, and Attachment 1 to such letter, such new fares to be effective
January 1, 2018.
2. The City Manager is hereby authorized to take any necessary action to accomplish the
implementation of such fare schedule.
3. The City Clerk is directed to certify a copy of this Resolution to the General Manager
of GRTC.

Subject: Greater Roanoke Transit Company Fare Adjustments
Background:
During the development of the Fiscal Year 2017 -2018 budget, City Council was
advised that the Board of Directors of the Greater Roanoke Transit Company
(GRTC) would be considering a staff recommendation for fare adjustments. The
GRTC Board of Directors approved fare adjustments on November 20, 2017.
Considerations:
Pursuant to Section 34 -22 (a) of the Code of the City of Roanoke, City Council
approval of the fare adjustments is requested. Attached to this City Council
Agenda Report is a copy of the GRTC Board of Directors Report and a list of the
recommended fare adjustments. With the exception of the STAR service
passbook and limit of 52 trips, the GRTC Board approved the adjustments as
recommended. The STAR service will remain as a monthly pass at $96 per
month with no limit on the number of trips during a month.
Recommended Action:
City Council approve the GRTC fare adjustments effective January 1, 2018 as
outlined in the attached GRTC Board of Directors Report.

Subject: Approve Proposed Fare Adjustment and Amend the STAR Monthly Fare Pass Policy
Background
At its July 17, 2017 meeting, the Greater Roanoke Transit Company (GRTC) Board of
Directors authorized holding a public hearing on a proposed fare adjustment and
amendment to GRTC's Specialized Transit Arranged Ride (STAR) monthly fare pass
policy.
The public hearing was held on October 26, 2017. Notice of the hearing was advertised,
including on GRTC's web site between October 5, 2017 and October 19, 2017; a legal
notice was published twice in the Virginia Section of the Roanoke Times, October 10
and 17, 2017, and Roanoke Tribune on October 26, 2017.
Based on the official recorded minutes of the public, 19 persons offered the following
comments:
1) Eleven (11) did not oppose the fare increase, nine (9) of whom expressed the
need for service improvements such as expanded service hours and area of
service, express service with 30 minute frequency, and service on Sunday;
2) One (1) expressed opposition and another expressed concern, but not strong
opposition;
3) Three (3) expressed the need of service improvements similar to those
referenced above, but did not voice opposition to or support of the fare increase;
4) Two (2) expressed opposition to the proposed amendment to the STAR monthly
pass policy; one of the two is among the 11 referenced above who did not
oppose the fare increase;

5) There was one (1) expression of commendation for the STAR service, without
any expressions for or against the proposed fare change or amending the STAR
monthly pass policy.
Recommendation
Approve the attached fare change schedule, which includes a 52 ride passbook for
STAR service, effective January 1, 2018.
