ANNOUNCEMENTS:
Persons wishing to address Council may contact the City Clerk's office at
(540) 853 -2541, pre- register online at www.roanokeva.gov /cityclerk, or register
with the staff assistant at the entrance to the Council Chamber prior to
commencement of the Council Meeting. Once the Council Meeting has
convened, there will be no further registration of speakers, except for public
hearing matters. On the same agenda item, one to four speakers will be allotted
five minutes each; however, if there are more than four speakers, each speaker
will be allotted three minutes.
At this point, Council Member Ferris entered the meeting (2:05 p.m.).
The Council of the City of Roanoke is seeking applications for the following
current vacancies and /or upcoming expirations of terms of office:
Fair Housing Board — four vacancies
Unexpired terms of office ending March 31, 2019

Human Services Advisory Board — three vacancies
Unexpired term of office ending November 30, 2018
Unexpired term of office ending November 30, 2019

Personnel and Employment and Practices Commission — three vacancies
Three -year terms of office ending June 30, 2021
Roanoke Neighborhood Advocates — two vacancies
Unexpired term of office ending June 30, 2019

Roanoke Valley - Alleghany Regional Commission — one vacancy

3. HEARING OF CITIZENS UPON PUBLIC MATTERS:
City Council sets this time as a priority for citizens to be heard. All matters will be
referred to the City Manager for response, recommendation or report to Council,
as he may deem appropriate.
Anthony Bellavia, 2813 Bluefield Boulevard, S. W., requested that four -way
stop signs be erected at the intersection of Persinger and Colonial
Avenues, S. W.; and that sidewalks and roundabouts be installed wherever
necessary in the City.
4. CONSENT AGENDA:

All matters listed under the Consent Agenda are considered to be routine by the
Members of City Council and will be enacted by one motion. There will be no
separate discussion of the items. If discussion is desired, the item will be
removed from the Consent Agenda and considered separately.
C -1 Minutes of the regular meeting of City Council held on Monday, May 7,
2018; and the recessed meeting of City Council held on Monday, May 14, 2018.
RECOMMENDED ACTION: Dispensed with the reading of the minutes
and approved as recorded.
C -2 A communication from the City Manager requesting that Council schedule
a public hearing to be held on Monday, June 18, 2018, at 7:00 p.m., or as soon
thereafter as the matter may be heard, or such later date and time as the City
Manager may determine, to consider the sale of an approximately 0.2307 acre
portion of City -owned property located at 13 Church Avenue, S. E., to Old School
Partners II, LLC.
RECOMMENDED ACTION: Concurred in the request.
C -3 A communication from the City Manager requesting that Council schedule
a public hearing for Monday, June 18, 2018, at 7:00 p.m., or as soon thereafter
as the matter may be heard, or at such later date and time as the City Manager
shall determine, on the issuance of General Obligation Bonds not to exceed $
42.7 million for qualifying capital improvement projects.
RECOMMENDED ACTION: Concurred in the request.
C -4 A communication from the City Clerk advising that Antwyne Calloway has
rescinded his resignation as a member of the Fair Housing Board, effective
immediately.
RECOMMENDED ACTION: Received and filed.

Dr. Nathaniel L. Bishop as the Roanoke City/Virginia Tech
representative of the Roanoke Regional Airport Commission for a

COMMENTS OF THE CITY MANAGER.
The City Manager shared the following comments:
Public Art Unveiling
• On Friday, June 8, at 1:00 p.m., the City of Roanoke will unveil a new
mural for its public art program.
• The location will be on the first floor of the Municipal Building North.
• The mural is titled "Be the Change," and was designed and
fabricated by the students of the Patrick Henry High School
National Art Honor Society, and sponsored by Patrick Henry High
School art teacher Jennifer Fowler.
• The students' objective was to create portraits that capture the
enthusiasm, as well as diversity that is reflected throughout the
youth of Roanoke City.
• Our Arts and Culture Coordinator, Susan Jennings, along with the
Roanoke Arts Commission worked with this group to support the
project.
2018 Summer Readina program
Roanoke Public Libraries will hold its Summer Reading Program
June 18 through July 28. Children, teens, and families will be
encouraged to read together through a variety of programs and
incentives.
• This year's theme, "Reading Takes You Everywhere," will get
families reading through daily arts and literacy -based programs,
including theatre and storytelling performances, magic shows,
family trivia nights, puzzle rooms, storytimes, concerts, and cultural
programs.
• Children and teens 0 -18 years of age can sign up for the Summer
Reading Challenge, which will allow any child who completes a
reading log of 10 books or more to receive a prize; teens will
receive one entry into gift -card drawings for each book they read.
• Also this summer, the Roanoke Public Libraries will be offering the
Feed and Read Program for a fifth year. Children will be able to
receive free lunches and snacks at every Roanoke Public Library
branch from June 4 to August. 17.
Roanoke's Fireworks on the Fourth of July
• The City will host its annual fireworks display
• Wednesday, July 4
• River's Edge Sports Complex
• Food trucks, inflatables, and face painting
• Music performed by Winds of the Blue Ridge
• Activities begin at 7:00 p.m.
• Fireworks begin at 9:15 p.m.
• This is the area's biggest and best fireworks show!
• Citizens are invited to join us for this annual celebration of
America's independence.

Adopt a resolution memorializing the late Robert Gray, a Korean War
Veteran and Roanoke resident, at a subsequent Council meeting.
Class 2018 one of the largest high school graduating class in the
Roanoke City Public School system.
b. Vacancies on certain authorities, boards, commissions and committees
appointed by Council. See below.
CERTIFICATION OF CLOSED MEETING. (6.0, Mayor Lea abstained from
voting inasmuch as he was absent.)
Waived City residency for Carolyn Glover (City retiree) member of the
City of Roanoke Pension Plan, Board of Trustees; and Ricky Clark
(Citizen at Large) member of the Towing Advisory Board. (6 -0, Mayor Lea
abstained from voting inasmuch as he was absent.)
Reappointed David Parr, Jr., for a three -year term of office ending June 30,
2021; and Russell Thomas to fill the unexpired term of office of Nicole
Harris ending June 30, 2019, as members of the Roanoke Neighborhood
Advocates.
Appointed Nicole Calhoun as a member of the Fair Housing Board to fill the
unexpired term of office of Dennis Light ending March 31, 2021.
Appointed Madeline Seflik to fill the unexpired term of office of Wilton
Kennedy ending November 30, 2019; and Barron Wilson to fill the
unexpired term of office of Marion Vaughn- Howard ending November 30,
2020, as members of the Human Services Advisory Board.
Reappointed Charlsie E. Parker (Public /Government) member of the Youth
Services Citizen Board for a three -year term of office ending June 30, 2021.
Appointed John Francis to replace Douglas Waters as a City representative

City Plan 2040 Guiding Themes "
The City of Roanoke is committed to achieving a sustainable future by
planning for social economic and environmental well -being for all
residents workers and visitors of our city. This will be achieved by adhering
to six guiding themes:
1) Livable Built Environment: "Ensure that all elements of the built
environment, including land use, transportation, housing, energy, and
infrastructure, work together to provide sustainable, green places for living,
working, and recreation, with a high quality of life."
2) Harmony with Nature: "Ensure that the contributions of natural resources
to human well -being are explicitly recognized and valued and that
maintaining their health is a primary objective."
3) Resilient Economy: "Ensure that the community is prepared to deal with
both positive and negative changes in its economic health and to initiate
sustainable urban development and redevelopment strategies that foster
green business growth and build reliance on local assets."
4) Interwoven Equity: 'Ensure fairness and equity in providing for the housing,
services, health, safety, and livelihood needs of all citizens and groups."
S) Healthy Community: 'Ensure that public health needs are recognized and
addressed through provisions for healthy foods, physical activity, access to
recreation, health care, environmental justice, and safe neighborhoods.
6) Responsible Regionalism: 'Ensure that all local proposals account for,
connect with, and support the plans of adjacent jurisdictions and the
surrounding region."

Plan Roanoke: City Plan 2040
Phase 1: Mobilize (Jan. - Mar. 2018)

and plan elements.
Phase 2: Learn (Feb. - June 2018)

Introduction
In 2010, the Roanoke Valley - Alleghany Regional Commission completed an "Economic Impact
of the Arts and Cultural Industry in the Blue Ridge Region of Virginia" and an "Economic Impact
of the Arts and Cultural Industry in the City of Roanoke ".
In 2013, and again in 2017, the City of Roanoke requested that the staff of the Roanoke Valley —
Alleghany Regional Commission provide updated estimates of the economic contribution of arts
and cultural organizations in the Region
There is a great deal of the discourse regarding the intangible impacts of arts and culture that is
often generated when translating and measuring economic value. This study only measures
the economic impact in terms of dollars spent by the organizations and through visitor
spending.
Methodology
The study area for this analysis includes arts and cultural organizations funded through the City
of Roanoke's Art Commission and measures the economic impact on the Roanoke Metropolitan
Statistical Area (MSA) as a whole. It is generally the opinion of most analysts and tourism
professionals that visitors disregard jurisdictional boundaries and cultural attractions have a
regional impact.

Regional Commission (RVARC) utilized results
from a survey administered in the Fall of 2017
to collect data on budgets and visitation for
arts and cultural organizations located
primarily within the City of Roanoke. Sixteen
organizations responded to the survey. Data
for one organization was estimated based on
their IRS tax filings. Some missing payroll data
from three organizations was also retrieved
from IRS filings.
Most organizations were able to provide
detailed information in expenditures and
revenues as well as visitation figures.
Staff then used specialized software called IMPLAN which was developed by IMPLAN Group
LLC.
How does IMPLAN Work?
At the heart of the IMPLAN model is a national input- output dollar flow table called the Social
Accounting Matrix (SAM). Unlike other static input- output models, which just measure the
purchasing relationships between industry and household sectors, SAM also measures the
economic relationships between government, industry, and household sectors.
The model uses actual economic and employment data to model 440 industries to determine
how industry dollars are spent to produce commodities. National level and county level
production data sets are then combined to produce a series of multipliers.
Multipliers measure the amount of total economic activity that results from an industry or
household spending money in the local economy. IMPLAN uses the national and county -level
data multipliers to estimate economic impacts of various activities. Once all input data has been
entered into the model, IMPLAN then generates a series of summary output tables to show the
direct, indirect, and induced economic impacts.
• Direct impacts are those that result from the direct infusion of money in the economy
as a result of an economic event. These impacts consist of permanent jobs, wages, and
output of economic events.
• Indirect impacts are the jobs, wages, and output created by businesses, which provide
goods and services essential to an economic activity (construction, tourism, etc.).
Indirect impacts represent a cumulative total of several cycles of spending that work
their way through the local economic supply chain until all remaining money from the
initial stimulus leaks from the study area economy. For example, a series of restaurants
making purchases of goods from local suppliers as a result of participant spending on
meals would be an example of a portion of indirect impacts as defined in this analysis
• Induced impacts are those impacts that result from household spending by those
impacted by the direct and indirect phases of economic activities. The spending of
wages earned by employees working for industries impacted by economic events
represents the largest portion of induced impacts. This spending creates induced
employment, especially in the service sectors.
The summary output tables also show the direct, indirect, and induced effects of labor income,
value added, and output.
• Labor income equals employee compensation plus proprietor income. Employee
compensation in the IMPLAN model is the total payroll cost of the employees paid by
the employer. This includes wage and salary, all benefits, and employers paid payroll
taxes (social security, unemployment, etc.) Proprietor Income consists of payments
received by self - employed individuals and unincorporated business owners.
Value added is defined as the difference between an industry's total output and the
cost of any intermediate inputs. Value added includes employee compensation, taxes,
and operating surplus. Value added is best understood as the contribution made to
gross domestic product or, more simply, as new wealth in the region.
Output can generally be understood as regional sales activity. output is more precisely
defined as the value of industry production.
Employment is reported by the model as all jobs, including part -time and seasonal
workers. Employment numbers can be changed to full -time equivalency (FTE), but the
ratio varies by industry sector.
What Can IMPLAN Analyses Reveal
An IMPLAN analysis seeks to quantify the economic benefit that expenditures for a project
(construction) or an activity (tourism or events.) have on a local or regional economy. For
example, expenditures spent on the construction of a building or the purchase of items on a
trip such as lodging and gasoline create additional purchases in various sectors of the economy.
Money spent on landscaping for a newly constructed building or the purchase of hotel furniture
both create numerous opportunities for those receiving the money to make additional
consumer and business purchases. This process creates jobs and expands the economy.
Economic Scope of Arts Organizations
The purpose of this section of the report is to identify economic activity in the arts and cultural
industry and to quantify the degree of impact made to the region's economy. It should be
noted that the activity represented here is not a complete picture of the total impact of the arts
and cultural organizations in the Region. As previously mentioned, this study only measures
the economic impact in terms of organization and visitor spending. One analysis measures the
relative size of the arts and cultural institutions as a sector of the economy. The second
analysis measures the impact of visitors and tourists to the region. No attempt has been made
to measure intangible benefits the organizations and their impact on visitors and the residents
they serve.
Employment
Employment is one of the most direct methods of quantifying economic contribution. The
following table shows that arts and cultural organizations responding to the survey and funded
by the City of Roanoke Arts Commission employ 108 full -time employees and 86 part -time
employees. Additionally, 231 seasonal workers and 293 contract workers were employed. The
length of employment for the seasonal workers and contract workers was not determined.

Volunteers are shown to make an important and valuable contribution to arts and cultural
organizations. The organizations reported that 2,228 volunteers assisted their organizations in
2016, volunteering 30 hours each on average. Eleven of the sixteen organizations were willing
to provide information on payroll. Payroll was estimated for several organizations using their
990 IRS Tax filings which are public records. The total payroll figure is compatible with the
reported full -time and part -time staff figures according to the IMPLAN model for the region.
Funding
Organizations were asked to report revenues for the 2016 tax year and respondents were asked
to itemize their revenues using a set of categories. RVARC staff used this information to try to
identify the proportion of arts and culture organization funding coming from outside the region.
It is important to note that money attracted from residents and businesses within the local
region is merely a recirculation of wealth already existing within the region. More positive
economic impacts are made when funds are attracted from outside the immediate region.
See the following table for a breakdown of all revenues by category and a breakdown of
revenues attracted from all sources.

The above table includes all revenue from visitors and local residents. One should also note that only
$261,346 was reported as revenue from State and Federal sources. The total revenue was $21,832,925
while total expenditures reported by the organizations was $17,684,927. Of the ten organizations that
could report local vs non -local income the ratio of local income to non local income was about 10:1.
Ideally, revenue should he separated by local vs non local sources. Eleven of the seventeen
organizations were able to detail their revenue streams In this manner. Because a majority of the
revenues could not be divided by local and non local sources (mixed column above), no attempt was
made to measure economic impact by revenue source.
Tourism and Visitation
The project team knew it was of vital importance to quantify to the degree possible the amount
of tourist visitation generated as a result of the arts and culture offerings in the City of
Roanoke. The following table details the visitation estimates of participating organizations.

Because not all organizations are able to distinguish local residents from tourists, the reported
visitation numbers are considered incomplete. However, one could also assume that each
tourist visits more than one museum or venue, thus the count in the table likely represents a
higher number than actual visitors. Without another measure to use for tourist visitation, and
the fact that the number of 114,122 is similar to past visitation estimates, this number was used
to estimate the visitor impact using an IMPLAN model. In the spending model, it was assumed
that half of these visitors spent two days in the region, while the other half spent one day.
Students were not included in the visitor model because their spending patterns would be
much less than the average tourist.
Finally, a tourist profile was compiled of the arts and cultural tourist to the Region. Data was
obtained from the Virginia Tourism Corporation that represents tourist spending to the region
in 2016. The following table shows average spending by party and per - person spending based
on their survey. The average travel party size reported was 2.9 people.

Estimates of expenditures by tourists were applied to estimated attendance and visitation data
to arrive at a direct expenditure estimate which was used in the model and parsed among
gasoline retail, lodging, food and beverage, entertainment, and retail industry sectors. The data
was obtained from the Virginia Tourism Corporation and represents spending in the Virginia
Mountains Region, which includes Roanoke. It should be noted that only 22% of visitors are
day visitors to the Mountain Region. Of those that spend the night, 30% spend the night in a
private home with friends or family according to the Virginia Tourism Corporation survey for
2016. Thus, we estimate that 62,310 people were overnight guests, Furthermore, we assumed
that half of those visitors spent two nights.

Economic Impact of Visitor Spending
The true measure of the economic impact can be estimated if the contribution of outside
spending is known. Attributing this entirely to Arts and Cultural attractions is difficult, because
people often travel to the region for multiple reasons. Fifty -one percent of visitors come to see
friends or family, thirty -six percent visit for outdoor recreation, and thirty five percent visit for
sightseeing and entertainment according to the Virginia Tourism Commission travel profile.
Thus, Arts and Culture destinations are often part of a multi - purpose trip, contributing to the
draw of the region to visitors. While the region has many more visitors, only numbers
estimated for Arts and Cultural visitation were used. The following table shows the estimated
regional impact of the 114,122 visitors to attractions in the region:

The model estimated that 205 jobs (full or part -time) are directly supported per year. This
number corresponds to the full and part time workers as reported by the organizations
surveyed. The direct effect is the related to spending by the arts and cultural organizations.
The remaining indirect and induced effects are related to the spending of support services,
suppliers, and vendors, as well as spending by all their employees. While some portion of this is
supported by visitors, a bulk of the sector measurement is supported by local residents and
businesses and governments.
This type of analysis measures the relative size of the arts and cultural sector in the region.
Since a large portion of dollars used in this analysis come from local sources, they are
considered a part of the existing economy. For example, local governments and residents could
find other ways to spend their dollars, known as economic substitution, that would have a
similar Impact on the economy should the arts and cultural organizations cease to exist.
However, one could easily argue that non tangible impact would be higher and could not be
replaced.

Summary
The Arts and Cultural Industry of the City of Roanoke impacts the economy in important ways.
The central core of this industry is the group of nonprofit organizations that serves as a support
and stimulus to the entire industry. By holding culturally relevant and exciting events, these
nonprofits contribute to the economy by attracting financial stimulus to the region introduced
by tourists who spend money for traveler services (food, gas, and lodging). By attracting dollars
from visitors and other outside sources, arts and cultural organizations in the City of Roanoke
have a large impact on the region.
There are undoubtedly other ways that the arts and cultural industry of the City of Roanoke
contributes to economic well - being. These other contributions are much more difficult if not
impossible to track. For instance, arts and culture are a large part of the area's overall package
of quality of life amenities and other positives that make the region unique. For - profit
companies who have located to this region have been undoubtedly influenced by this overall
package of amenities which include the arts and cultural attractions among other amenities.
The degree to which these amenities have played a role in relation to other traditional factors,
including cost of doing business, differs depending upon the individual company and indeed the
individual decision - maker. Quantifying this type of impact is nearly impossible.
The following are the main points of this report, which seeks to quantify aspects of the
economic contribution of the Arts and Cultural Industry to the regional economy.
The Arts and Cultural Industry of the City of Roanoke helps generates $35.8 million in
new sales activity in the Region as a result of new dollars attracted through
visitation /tourism. While typically not the sole destination, arts and cultural
organizations play an important role to tourism in the region.
The size and impact of the local industry sector, based on the expenditures of arts and
cultural organizations in the City, is $40.7 million. These are not considered new funds
to the region, but a measure of the relative size of the industry within the region's
existing economy.

Background
Old School Partners II, LLC (Purchaser), a Virginia Limited Liability Company, has
made a proposal to acquire an approximately 0.2307 acre portion of a City -
owned parcel located at 13 Church Avenue, S.E., Roanoke, Virginia 24011 (Tax
Map No. 4011706) from the City of Roanoke (City) for $100.00. The 13,396
square foot building, known as Historic Fire Station One (Building), has been
vacant since 2007. As set forth it its proposal titled "Development Proposal for
Repurposing Historic Fire Station #1, dated February 1, 2017, Purchaser intends
to renovate the Building to include a combination of retail, light manufacturing
(limited to workshop, maker space, etc.), hospitality, and certain types of live
entertainment.
Purchaser has agreed to several contractual provisions in exchange for the
nominal purchase price. These provisions include: a performance guarantee of
$250,000.00, the unconditional guaranties of the members of the Purchaser; a
restrictive performance covenant requiring Purchaser to invest a minimum of
$2,000,000.00 in the renovation of the Building; placement of an Historic
Preservation Easement to preserve the historic integrity of the Building; and a
provision granting the City Right of First Refusal to repurchase should
Purchaser seek to sell the Property.
Under Section 15.2-1800, et seq., Code of Virginia (1950), as amended, prior to
selling City -owned property the City is required to give public notice, conduct a
public hearing, and adopt an ordinance by City Council.
Recommended Action:
Authorize the City Clerk to schedule and advertise a public hearing on a
Contract involving the sale and purchase of a portion of City -owned property
located at 13 Church Avenue, S.E., to be held on June 18, 2018 at 7:00 p.m., or
as soon thereafter as the matter may be reached, or such other date and time
as deemed appropriate by the City Manager.

Western Virginia Water Authority for Work on the King Street
Improvements Project
Background
The City entered into a contract with Faulconer Construction Company,
Incorporated to complete the Design -Build Service for the King Street
Improvements project, which included street and drainage improvements in the
area of the 3300 block of King Street, N.E.
Western Virginia Water Authority (WVWA) owns and operates a water line and
pressure- reducing vault in the City's right of way at the intersection of
Springtree Drive and King Street, N.E. As part of the City's comprehensive plan
review process, the WVWA requested that the water line and pressure- reducing
vault be replaced as part of the King Street improvements. The water line work
was incorporated into the City's design -build plans and performed by the City's
contractor as a change order to the contract.
Considerations:
The change order amount for the above requested work was $86,432. Council
approval is required to appropriate funding from WVWA.
Recommended Action:
Authorize the City Manager to accept the $86,432 from the Western Virginia
Water Authority as payment for work completed by the contractor on the King
Street Improvements project.
Adopt a Budget Ordinance to establish a revenue estimate to accept $86,432
from the Western Virginia Water Authority and appropriate funding in the same

Background:
Roanoke Fire -EMS serves as the region's Hazardous Materials(HAZMAT) Team.
VDEM allocates funds each year to regional HAZMAT Teams for related
expenses. VDEM has awarded the City of Roanoke funds in the amount of
$88,000 from the FY 2017 State Homeland Security Program Grant. This grant
requires no matching funds from the City. These grant funds will be used to
support the Region 6 HAZMAT Team.
Considerations:
City Council action is needed to formally accept and appropriate these funds,
and authorize the Director of Finance to establish revenue estimates and
appropriations to purchase the equipment and supplies in accordance with
provisions of this grant.

SPECIAL CONDITIONS
1. The Subrecipient shall comply with the Uniform Administrative Requirements, Cost Principles, and Audit

2. The Subrecipient agrees to permit the pass- through entity and auditors to have access to its records and
financial statements as necessary for the pass- through entity to meet the requirements of the Uniform
Administrative Requirements. Cost Principles, and Audit Requirements for Federal Awards located at 2
CFR Part 200.
3, The Subrecipient understands and agrees that it cannot use any federal funds, either directly or
indirectly, in support of the enactment, repeal, modification or adoption of any law, regulation or policy, at
any level of government, without the express prior written approval of FEMA.

6. Subrecipients proposing projects that have the potential to impact the environment, including but not
limited to construction of communication towers, modification or renovation of existing buildings,
structures and facilities, or new construction including replacement of facilities, must participate in the
FEMA Environmental Planning and Historic Preservation (EHP) review process. Subrecipients must
comply with all conditions placed on the project as the result of the EHP review. Any change to the
approved project scope of work will require re- evaluation for compliance with these EHP requirements. If
ground disturbing activities occur during project implementation, the Subrecipient must ensure monitoring
of ground disturbance, and if any potential archeological resources are discovered, the Subrecipient will
immediately cease construction in that area and notify FEMA and the State Historic Preservation Office.
Any construction activities that have been initiated without the necessary EHP review and approval will
result in a non - compliance finding and will not be eligible for FEMA funding.

11. The Subrecipient must submit a Quarterly Progress Report for every quarter of the period of performance,
including partial calendar quarters, as well as for periods where no grant activity occurs. Reports are due
within fifteen (15) days following the end of the quarter. A Final Progress Report is due thirty (30) days after
the end sate of the performance period. Failure to provide this information may result in VDEM withholding
rant funds from further obligation and expenditure and prevent future awards to the Subrecipient
12. National Incident Management System (NIMS) Implementation Compliance
In accordance with HSPD -5, the adoption of the NIMS is a requirement to receive federal preparedness
assistance through grants, contracts, and other activities. No federal funds will be released to the primary
grantee and any other entity participating and benefiting in this project if this requirement has not been met.
In the event of a Corrective Action Plan submitted VDEM /SAA will determine if the Subrecipient has made
sufficient Progress to disburse funds.
13. All conferences and workshops using federal preparedness funds must pertain to the project being funded
The Subrecipient agrees to submit a Trip Report when using federal funds to attend a conference or
workshop. The Trip Report template can be found at www vaememencv.gov under Reporting Forms.
These reports must be remitted with your request for reimbursement. Failure to do so will result in a delay of
payment until received.
14. The Subrecipient agrees that under program guidelines, travel expenses are allowable for approved
training, planning, administrative, and exercise activities following local, state, and federal guidelines. Prior
to traveling for these activities outside of contiguous United States (OCONUS) as well as to Canada and
Mexico, oreaooroval is required by the state and FEMA through the SAA office.

All recipients must comply with the requirements of the Age Discrimination Act
of 1975 (Title 42 U S Code 6 6101 or sea.), which prohibits discrimination on

All recipients must comply with the requirements of Titles I, II, and III of
the Americans with Disabilities Act, which prohibits recipients from

Best Practices for Collection and Use of
DHS defines personally identifiable information (Pit) as any information that

Civil Rights Act of 1968
All recipients must comply with Title VIII of the Civil Rights Act of 1968, which
prohibits recipients from discriminating in the sale, rental, financing, and
advertising of dwellings, or in the provision of services in connection therewith,
on the basis of race, color, national origin, religion, disability, familial status,
and sex (See 42 U.S.C. 6 3601 at sea.), as implemented by the Department of
Housing and Urban Development at 24 C.F.R. Part 100. The prohibition on
disability discrimination includes the requirement that new multifamily housing
with four or more dwelling units —i e., the public and common use areas and

Any cost allocable to a particular federal financial assistance award provided
for in 2 C F R Part 200 Subpart E may not be charged to other federal
financial assistance awards to overcome fund deficiencies, to avoid
restrictions imposed by federal statutes, regulations, or federal financial
assistance award terms and conditions, or for other reasons. However, these
prohibitions would not produce recipients from shifting costs that are
allowable under two or more awards in accordance with existing federal
statutes, regulations, or the federal financial assistance award terms and
conditions.
Education Amendments of 1972 (Equal
A11 recipients must comply with the requirements of Title IX of the Education

Background:
Roanoke Fire -EMS serves as the Region 6 Heavy Technical Rescue (HTR) Team in
conjunction with Roanoke County Fire & Rescue and Salem Fire -EMS. VDEM
allocates funds each year to regional teams for related expenses. VDEM has
awarded the City of Roanoke funds in the amount of $100,000 from the FY
2017 State Homeland Security Program Grant. This grant requires no matching
funds from the City. These grant funds will be used for the purchase of
necessary equipment and supplies.
Considerations:
City Council action is needed to formally accept and appropriate these funds
and to authorize the Director of Finance to establish revenue estimates and
appropriations to purchase the equipment and supplies in accordance with the
provisions of this grant.
Recommended Action:
Accept the grant as described above and authorize the City Manager to execute
any required grant agreements or documents, such to be approved as to form
by the City Attorney.

5. In the event VDEM determines that changes are necessary to the award document after an award has
been made, including changes to period of performance or terms and conditions, the Subrecipient will be
notified of the changes in writing. Once notification has been made, any subsequent request for funds will
indicate Subrecipient acceptance of the changes to the awartl.
6. Subrecipients proposing projects that have the potential to impact the environment, including but not
limited to construction of communication towers, modification or renovation of existing buildings,
structures and facilities, or new construction including replacement of facilities, must participate in the
FEMA Environmental Planning and Historic Preservation (EHP) review process. Subrecipients must
comply with all conditions placed on the project as the result of the EHP review. Any change to the
approved project scope of work will require re- evaluation for compliance with these EHP requirements. If
ground disturbing activities occur during project implementation, the Subrecipient must ensure monitoring
of ground disturbance, and if any potential archeological resources are discovered, the Subrecipient will
immediately cease construction in that area and notify FEMA and the State Historic Preservation Office .
Any construction activities that have been initiated without the necessary EHP review and approval will
result in a non - compliance fettling and will not be eligible for FEMA funding.

12. National Incident Management System (NIMS) Implementation Compliance
In accordance with HSPD -5, the adoption of the NIMS is a requirement to receive federal preparedness
assistance through grants, contracts, and other activities. No federal funds will be released to the primary
grantee and any other entity participating and benefiting in this project if this requirement has not been met.
In the event of a Corrective Action Plan submitted, VDEM /SAA will determine if the Subrecipient has made
sufficient progress to disburse funds.
13. All conferences and workshops using federal preparedness funds must pertain to the project being funded.
The Subrecipient agrees to submit a Trip Report when using federal funds to attend a conference or
workshop. The Trip Report template can be found at www.vaememencv. gay under Reporting Forms.
These reports must be remitted with your request for reimbursement. Failure to do so will result in a delay of
payment until received.

All recipients must comply with the requirements of Titles I, 11, and III of
the Americans with Disabilities Act, which prohibits recipients from

Best Practices for Collection and Use of
DHS defines personally identifiable information (Pill as any information that

Civil Rights Act of 1964– Title VI
All recipients must comply with the requirements of Title VI of the Civil Rights
Act of 1964 (42 U.S C. 6 2000d at se o.), which provides that no person in the
United States will, on the grounds of race, color, or national origin, be
excluded from participation in, be denied the benefits of or be subjected to
discrimination under any program or activity receiving federal financial
assistance. DHS implementing regulations for the Act are found at 6 C.F.R.
Part 21 and 44 C.F.R. Part 7.
Civil Rights Act of 1968
All recipients must comply with Title VIII of the Civil Rights Act of 1968, which
prohibits recipients from discriminating in the sale, rental, financing, and
advertising of dwellings, or in the provision of services in connection therewith,
on the basis of race, color, national origin, religion, disability, familial status,
and sex (See 42 U SG 6 3601 et seg.), as implemented by the Department of
Housing and Urban Development at 24 C F.R. Part 100. The prohibition on
disability discrimination includes the requirement that new multifamily housing
with four or more dwelling units —i e., the public and common use areas and
individual apartment units (all units in buildings with elevators and ground -floor
units in buildings without elevators) —be designed and constructed with certain
accessible features. (See 24 C.F.R. 6100.201.)
Copyright
All recipients must affix the applicable copyright notices of 17 U.S C. 66 401 or
402 and an acknowledgement of U.S. Government sponsorship (including the
award number) to any work first produced under federal financial assistance
awards.
Debarment and Suspension
All recipients are subject to the non - procurement Debarment and suspension
regulations implementing Executive Orders (E.O.) 12549 and 12689, and 2
C.F.R. Part 180. These regulations restrict federal financial assistance
awards, subawards, and contracts with certain parties that are debarred,
suspended, or otherwise excluded from or ineligible for participation in federal
assistance programs or activities.
Drug -Free Workplace Regulations
All recipients must comply with the Drug -Free Workplace Act of 1988 (41
U.S.C. S 701 et re o.), which requires all organizations receiving grants from
any federal agency agree to maintain a drug -free workplace. DHS has
adopted the Act's implementing regulations at 2 CF.R Part 3001,

Duplication of Benefits
Any cost allocable to a particular federal financial assistance award provided
for in 2 C.F.R. Part 200 Subpart E may not be charged to other federal
financial assistance awards to overcome fund deficiencies, to avoid
restrictions imposed by federal statutes, regulations, or federal financial
assistance award terms and conditions, or for other reasons. However, these
prohibitions would not preclude recipients from shifting costs that are
allowable under two or more awards in accordance with existing federal
statutes, regulations, or the federal financial assistance award terms and
conditions.
Education Amendments of 1972 (Equal
All recipients must comply with the requirements of Title IX of the Education
Opportunity in Education Act) —Title IX
Amendments of 1972 (20 U.S.C. 6 1681 of sea.), which provide that no
person in the United States will, on the basis of sex, be excluded from
participation in, be denied the benefits of or be subjected to discrimination
under any educational program or activity receiving federal financial
assistance. OHS implementing regulations are codified at 6 C.F.R. Part 17
and 44 C.F.R. Part 19
Energy Policy and Conservation Act
All recipients must comply with the requirements of 42 U.S.C. 6 6201 which
contain policies relating to energy efficiency that are defined in the state
energy conservation plan issued in compliance with this Act.
False Claims Act and Program Fraud Civil
All recipients must comply with the requirements of 31 U.S.C. 6 3729- 3733
Remedies
which prohibits the submission of false or fraudulent claims for payment to the
federal government. (See 31 U.S.C. & 3801 -3812 which details the
administrative remedies for false claims and statements made.)
Federal Debt Status
All recipients are required to be non delinquent in their repayment of any
federal debt Examples of relevant debt include delinquent payroll and other
taxes, audit disallowances, and benefit overpayments. (See OMB Circular A-
129.)
Federal Leadership on Reducing Text Messaging
All recipients are encouraged to adopt and enforce policies that ban text

initiatives described in Section 3(a) of the Order when on official government

Fly America Act of 1974
All recipients must comply with Preference for U.S. Flag Air Camera (air
carriers holding certificates under 49 U.S.C. 6 41102) for international air
transportation of people and property to the extent that such service is
available, in accordance with the Intemational Air Transportation Fair
Competitive Practices Act of 1974 (49 U.S.C. 6 40118) and the interpretative
guidelines issued by the Comptroller General of the United States in the
March 31, 1981 amendment to Comptroller General Decision B- 138942.
Hotel and Mofel Fire Safety Act of 1990
In accordance with Section 6 of the Hotel and Motel Fire Safety Act of 1990,
15 U.S C. 6 2225a all recipients must ensure that all conference, meeting,
convention, or training space funded in whole or in part with federal funds
complies with the fire prevention and control guidelines of the Federal Fire
Prevention and Control Act of 1974, as amended, 15 U.S.C. 11222 .
Limited English Proficiency (Civil Rights Act of
All recipients must comply with the Title VI of the Civil Rights Act of 1964 (Title

A RESOLUTION approving the recommendations of the Human Services Advisory Board
( "Board') for allocation of City funds to various qualified agencies to assist such agencies in the
performance of their programs for Fiscal Year 2018 -2019, and authorizing the City Manager or his
designee to execute a contract with the Council of Community Services to perform the necessary
performance audits to evaluate the effectiveness and c. fficiency of all the funded programs by such
agencies.
WHEREAS, the Fiscal Year 2018 -2019 budget approved by City Council for the Board
provides for funding in the amount of S427,764 to certain qualified agencies;
WHEREAS, in order to obtain an allocation for such funds, it was necessary for agencies to
file applications with the Board;
WHEREAS, requests for City funding in the total amount of $698,819 were received by the
Board from thirty -three (33) agencies to assist in funding a total of forty (40) programs;
WHEREAS, after studying each application and holding allocation meeting hearings, the
Board has recommended allocations of funding to certain applicant agencies for Fiscal Year 2018-
2019; and
WHEREAS, performance audits are to be conducted for each agency receiving hands through
the Board to evaluate the effectiveness and efficiency of such funded programs.

THEREFORE, BE IT RESOLVED by the Council of the City of Roanoke that:
City Council approves the recommendations of the Human Services Advisory Board
as to the allocations for funding to the various qualified agencies for Fiscal Year 2018-2019 as more
particularly set forth in the City Council Agenda Report dated June 4, 2018, and the attachment to
that report.
2. The City Manager or his designee is authorized to execute a contract with the Council
of Community Services to perform the necessary performance audits to evaluate the effectiveness
and efficiency of all funded programs by such agencies, such contract to be approved as to form by
the City Attorney.

Subject: Recommendations of Human Services Advisory Board for
Funding of Qualified Agencies for Fiscal Year 2018 -2019
Background:
The City of Roanoke engages a group of citizen /social service professionals, the
Human Services Advisory Board, to review and make recommendations on
funding requests received from various social service agencies during the City's
operating budget development process. The Human Services Advisory Board is
made up of nine members as follows:

Wilton Kennedy, Director of Clinical Education, Jefferson College of Health
Sciences PA Program

Tom Powers, Citizen
Viven Sanchez - Jones, Student Support Specialist - Roanoke City Schools
Paula Prince, Asst. Professor, Jefferson College of Health Sciences
Steven Martin, Director of Human /Social Services, serves as ex officio member
of the Advisory Board.
The City of Roanoke collaborated with the United Way to form a joint
Administrative application, and to have the City's Program application available
on the United Way's online system. The deadline for submission was January
26, 2017 for both the Administrative application and the Program application.
Requests from 33 agencies (40 programs) totaling $698,819 were received as
indicated on Attachment A. Advisory Board members reviewed the applications
online and studied each application prior to meetings held on February 8,
February IS, February 22, and March 8, 2018, to discuss funding allocations.
The Board considered the following when reviewing the applications and
making funding recommendations: alignment between the application and
priorities set by the Human Services BFO team, a fully completed application,
clarity and internal consistency of the application, clarity and reasonableness of
the proposed agency budget, demonstration of need, and the number of
Roanoke City residents served.
Agencies were recently notified of tentative allocations and advised they could
appeal these recommendations. The Board heard appeals on April 5, 2018,
from United Way Smart Beginnings and Transitional Options for Women. After
hearing the appeals, the Human Services Advisory Board made no changes to
the allocations. In total, the Board approved $427,764 in allocations as shown
in Attachment A.
Performance audits will be conducted by the Council of Community Services to
evaluate the effectiveness and efficiency of all funded programs.
Recommended Action:
Approve the recommendations of the Human Services Advisory Board, as shown
in Attachment A.
Authorize the City Manager to enter into a contract with the Council of
Community Services to conduct the performance audits with the form of the
contract to be approved by the City Attorney.
Adopt the accompanying budget ordinance to transfer $427,764 from the
Human Services Advisory Board account 01- 630 -5220 -3700 into accounts to be
established within the Human Services Advisory Board budget by the Director of
Finance as set forth in Attachment A.

A RESOLUTION concurring with and approving the recommendations of the Roanoke Arts
Commission's ("Arts Commission ") allocation of City funds to various nonprofit agencies for Fiscal Year
2018 -2019.
WHEREAS, the Fiscal Year 2018 -2019 budget approved by City Council for the Roanoke Arts
Commission provides for funding in the amount of $340,000;
WHEREAS, in order for nonprofit agencies to obtain an allocation for such funds, it was
necessary for such agencies to file applications with the Arts Commission Agency Funding Advisory
Committee;
WHEREAS, requests for City funding in the total amount of $401,145 were received by the
Committee from eighteen (18) agencies; and
WHEREAS, after studying each application and holding rating and allocation meetings, the
Committee recommended and the Arts Commission approved allocation of funding in the amount of
$340,000 to such agencies and the Arts Commission for Fiscal Year 2018-2019, subject to City Council
approval.
THEREFORE, BE IT RESOLVED by the Council of the City of Roanoke that
Council concurs with and approves the recommendations of the Roanoke Arts Commission's allocations
for funding in the amount of $340,000 for various nonprofit agencies for Fiscal Year2018 -2019 and the
Arts Commission, as more particularly set forth in the City Council Agenda Report dated June 4, 2018, to
Council, and the attachment to that report.

Subject: Recommendations of the Roanoke Arts Commission on Arts
and Cultural Agency Funding for FY -2019
Background:
The Roanoke Arts Commission Agency Funding Advisory Committee budget, in
the amount of $340,000, was established by City Council with the adoption of
the General Fund budget for FY 2018 -19 on May 14, 2018.
A mandatory pre - proposal meeting was held in December, 2017 to assist the
agencies and organizations with the application process. Applications which
included procedures and ratings criteria were distributed to all former
recipients and other interested organizations.
Applications from eighteen (18) agencies totaling $401,145 were received as
indicated on Attachment A. These agencies each applied for funds to support
specific exhibitions, performances or educational programs.
Committee members thoroughly studied each application and interviewed
representatives of the applicant organizations prior to a rating and allocation
meeting held in April, 2018. Through the application, organizations are
required to demonstrate how their proposal would support implementation of
the City's Arts and Cultural Plan. Agencies were also rated on other indicators
such as effective management and financial health, collaboration and if the
proposed program meets a need in the community. The committee also
considered the report from the program monitor, Susan Jennings, Arts and
Culture Coordinator, on the performance of the organizations funded the
previous fiscal year. The monitor collects quarterly reports and conducts an
annual site visit. The committee presented the recommendations to the entire
Roanoke Arts Commission and these recommendations were unanimously
approved on April 17, 2018 to present to City Council as attached.
Agencies were then notified of the Arts Commission recommendations and
tentative funding allocations, subject to final approval by City Council.
Considerations:
The funding criteria by which applications are scored also reflect the major
priority areas established by City Council in the Budgeting for Outcomes
process.
Recommended Action:
Concur with and approve the Roanoke Arts Commission's allocation for funding
various nonprofit agencies for fiscal year 2018 -2019 as set forth in Attachment
A to this report.
Adopt the accompanying budget ordinance to transfer $340,000 as cited on
Attachment A from the Roanoke Arts Commission Agency Funding Advisory
Committee into accounts to be established by the Director of Finance within the
Roanoke Arts Commission budget.

Section 22.3- 8(b)(4), Board of Trustees Generally, Article 11, Administration,
Chapter 22.3, Pensions and Retirement. Code of the City of Roanoke (1979) as amended, is hereby
amended and reordained to read and provide as follows:

Background
The City of Roanoke Pension Plan (Plan) is a multi - employer Plan. The Plan covers
substantially all full -time regular employees of the City of Roanoke, the Roanoke
Regional Airport Commission, and the Roanoke Valley Detention Commission, certain
employees of the Roanoke Valley Resource Authority, certain employees of the Western
Virginia Water Authority, and certain non - professional City School Board employees.
Employees of the City Sheriff's Department are not covered by the Plan.
The general administration and the responsibility for the proper operation of the city
plan and for making effective the provision of the Code is vested in the Board of
Trustees. Section 22.3 -8. - Board of trustees general defines the Board criteria.
Recommendation
Adopt an ordinance to amend Section 22.3 -8 (b) (4), Code of the City of Roanoke
(1979), as amended, to modify the Board member definition to limit representation to
those Participating Employers who continue to have eligible employees entering the
Plan. Currently the Roanoke Regional Airport Commission and the Roanoke Valley
Detention Commission allow newly hired eligible employees to enter the Plan.
