committees appointed by Council; and appointments /reappointments of City Council
assignments, pursuant to Section 2.2 -3711 (A)(1), Code of Virginia (1950), as
amended. A list of current vacancies is included with the agenda for this meeting.

A communication from Council Member Michelle L. Davis, Chair, City Council Personnel

personnel matter, being the annual performances of the Council- Appointed Officers,

ANNOUNCEMENTS:
The Council of the City of Roanoke is seeking applications for the following
current vacancies and /or upcoming expirations of terms of office:
Board of Zoning Appeals — one vacancy
Three -year term of office ending December 31, 2021

Building and Fire Code Board of Appeals — one vacancy
Building Representative term of office ending June 30, 2021

abovementioned vacancies.
NOTE:
Expiration of the three -year terms of office of Annette Lewis and Lutheria
Smith as Trustees of the Roanoke City School Board ending June 30, 2019.
Trustee Lewis is not eligible for reappointment. Information pertaining to
the School Board process and application for appointment are available on
the City's website and in the City Clerk's Office. Deadline for receipt of
applications is Monday, March 11, 2019. For questions and/or additional

3. HEARING OF CITIZENS UPON PUBLIC MATTERS:
City Council sets this time as a priority for citizens to be heard. All matters will be

with regard to policy and public education.

All matters listed under the Consent Agenda are considered to be routine by the
Members of City Council and will be enacted by one motion. There will be no
separate discussion of the items. If discussion is desired, the item will be
removed from the Consent Agenda and considered separately. Item C -4 was
removed and considered separately due to a personal conflict of Council
Member Davis inasmuch as her employer, Boys & Girls Club of Southwest
Virginia, Inc., has an interest in a lease transaction with Restoration
Housing, who are involved in a transaction related to the vacation and
release of the slope easement.

RECOMMENDED ACTION: Dispensed with the reading of the minutes
and approved as recorded.
C -2 A communication from the City Manager requesting that Council schedule
a public hearing to be held on Tuesday, February 19, 2019, at 7:00 p.m., or as
soon thereafter as the matter may be heard, or such later date and time as the
City Manager shall determine, in his discretion, to consider the vacation of an
existing sight distance easement to benefit development along Blue Hills
Drive, N. E.
RECOMMENDED ACTION: Concurred in the request.
C -3 A communication from the City Manager requesting that Council schedule
a public hearing to be held on Tuesday, February 19, 2019, at 7:00 p.m., or as
soon thereafter as the matter may be heard, or such later date and time as the
City Manager shall determine, in his discretion, to consider the sale of
approximately 0.1145 acres of City -owned property located at Denniston
Avenue, S. W., to Oak Tree Ventures, LLC.
RECOMMENDED ACTION: Concurred in the request.
C -4 REMOVED AND CONSIDERED SEPARATELY. SEE BELOW.
C -5 Reports of qualification of Xavier Duckett as a Director of the Economic
Development Authority of the City of Roanoke for a four -year term of office,
commencing October 21, 2018 and ending October 20, 2022. Oath received by
Dr. Nathaniel Bishop as the Roanoke City/Virginia Tech representative of
the Regional Airport Commission for a term of office ending March 9, 2021,
was in error, and removed.
RECOMMENDED ACTION: Received and filed.
C -4 A communication from the City Attorney requesting that Council
schedule a public hearing to be held on Tuesday, February 19, 2019, at
7:00 p.m., or as soon thereafter as the matter may be heard, or such later
date and time as the City Manager shall determine, in his discretion, to
consider the vacation and release of a slope easement held by the City
across City -owned property.
RECOMMENDED ACTION: Concurred in the request. (6 -0, Council

COMMENTS OF THE CITY MANAGER.
Leadership College Begins in March
• Registration is open for the 2018 Leadership College.
• Starting March 21, classes will be held on Thursday evenings for
nine weeks at the Noel C. Taylor Municipal Building in Room 159
from 6:00 to 9:00 P.M.
• The program is free, but seating is limited. Register online at
roanokeva.gov /leadershipcollege or call 853 -1647.
City Receives Snowfighting Award
• Once again, Roanoke's Public Works Department has received
the Salt Institute's Safe and Sustainable Snowfighting Award.
Roanoke has won this award every year since 2012.
• We are among 55 winter maintenance facilities across the United
States and Canada that were recognized with the award.
• Recipients must meet or exceed nearly 70 different criteria
covering storage, equipment, safety, environmental protection,
and service.
We appreciate the efforts of all employees who are involved in our
snow operations, and their direct influence on ensuring that our
schools, businesses, and residents are able to return to normal
activities as soon as is practical after a snow event.

a. Inquiries and /or comments by the Mayor and Members of City Council.
Council Member Price announced William Fleming High School, in
collaboration with the National Hampton Alumni Association's Roanoke
Chapter, will host the 2019 HBCU College Fair on Saturday, February 16,
2019 from 10:00 am until 2:00 pm. This is a free event and open to all ages
10 and up and is sponsored by the Harrison Museum of African American
Culture.
Mayor Lea inquired about the vacant/abandoned structure in Washington
Park; whereby, Assistant City Manager Townsend remarked that the house
is in poor condition, and is in danger of collapsing. He agreed to provide
additional information to the Council. For inquiries, contact the Assistant
City Managers.

Reappointed Marcus Huffman as a member of the Board of Zoning Appeals
for three -year term of office ending December 31, 2021.

Reappointed Cindy L. McFall as the City's representative to the Local Office
on Aging Advisory Board for a one -year term of office ending February 28,
2020.

Appointed Council Member Djuna Osborne as an Elected Official
representative of Roanoke Valley - Alleghany Regional Commission to fill
the unexpired term of former Council Member John Garland ending
June 30, 2021.
Appointed Council Member Patricia White -Boyd as an Elected Official
representative of Roanoke Valley- Alleghany Regional Comprehensive
Economic Development Strategy Committee to fill the unexpired term of
former Council Member John Garland ending March 31, 2020.
Appointed Council Member Joseph Cobb as an Elected Official
representative of Roanoke Valley Transportation Planning Organization to
fill the unexpired term of former Council Member John Garland ending

FY 19 General Fund Overview
• The FY19 adopted budget is $0.76 million or 0.26%
higher than FY18 actual revenues.
• Through December, FY 19 revenues have decreased
approximately $505,000 or (0.47 %) compared to the
same period FY 18 due to increased receipt of
Charges for Services, Real Estate Tax, Sales Tax,
Meals Tax and others offset by lower revenues
received associated with Social Services /CSA,
Transient Occupancy and Communications Tax.
• Expenditures and obligations through December
increased approximately $1.4 million or 1.04%
compared to the same period last year, mainly due to
the transfer to RCPS, personnel expenses (Public
Safety) off -set by the timing of expenses related to

Tax Map No. 7160117 along Blue Hills Drive, N.E.
Background:
The National Bank of Blacksburg is the current owner of property along Blue
Hills Drive., N.E. designated as Official Tax Map No. 7160117 that is being
developed by Frontier Development, LLC, for a new Starbucks coffee shop. The
owner of the site is requesting a release and vacation of an existing sight
distance easement that the City has across Official Tax Map No. 7160117, and
the grant of a new sight distance easement to the City. The purposes for the
request are to allow construction of the proposed Starbucks Coffee Shop on a
portion of Official Tax Map No. 7160117 and establish a new sight distance
easement to ensure adequate sight distance for vehicles using Blue Hills Village
Drive after the new Starbucks Coffee Shop is constructed.
The existing Sight Distance Easement to be released and vacated is
approximately 10, 002 sq. ft. (Exhibit A attached).
Recommended Action:
Authorize the scheduling and advertising of a public hearing for the release and
vacation of the existing sight distance easement for future development on
Official Tax Map No. 7160117 on February 19, 2019 at 7:00 pm, or as soon
thereafter as the matter may be reached, or such later date and time as the City
Manager may determine.

Background:
The City of Roanoke proposes to sell a portion of city owned land, being an
approximate 0.1145 Acres along the northwest boundary of Official Tax Map
Number 1330606, located at 0 Denniston Avenue, S.W. as shown on a certain plat
titled in part "Plat Showing Right -of -Way Vacation, Right -of -Way Dedication,
Resubdivision and Combination for the City of Roanoke " prepared by Mattern and
Craig, dated November 14, 2018 (the "Property ") to Oak Tree Ventures, LLC, a
Virginia Limited Liability Corporation, or its permitted assigns ( "Buyer "). The
Buyer, which owns the adjacent parcel containing the Village Grill restaurant,
proposes to pay $12,319.42 for the Property for the purpose of consolidating
restaurant operations. The unit price of $2.47 per square foot is in accordance
with the value established by an appraisal commissioned by the City for Official
Tax Map Number 1330606.
Official Tax Map Number 1330606 was acquired in October 2018 by the City of
Roanoke from Village Green, LLC, for the purpose of reconstructing Fire Station 7
along Memorial Avenue. During a stakeholder public input process, the Buyer
expressed interest in purchasing the Property, which is a strip of land located
directly behind Village Grill restaurant. The Buyer has been using the Property for
restaurant operations with the permission of Village Green, LLC. The Property is of
limited use to the City, will not be used for the Fire Station 7 reconstruction, does
not contain City right of way frontage, and is visually hidden from public view.
The Property was excluded from the restrictive covenants which were placed on
Official Tax Map Number 1330606 as a condition of the City's purchase of the
parcel from Village Green, LLC.
A public hearing is required for the sale of city -owned property. Subject to City
Council's concurrence with this request, a copy of the proposed Contract will be
placed with the City Clerk for review prior to the public hearing. Pursuant to the
requirements of State Code, notice of the public hearing must be advertised at
least seven days prior to the public hearing.
Recommended Action:
Authorize the scheduling and advertising of the proposed sale of the Property for
a public hearing on February 19, 2018 at 7:00 p.m., or as soon thereafter as the
matter may be heard, or at such later date and time as the City Manager shall
determine at his discretion.._

Background:
The City of Roanoke is the holder of a slope easement across real property designated as
Official Tax Map No. 4010601, located at 202 Campbell Avenue, S.E., Roanoke, Virginia,
immediately adjacent to Williamson Road, and owned by Pinnacle Properties VA, LLC
( "Pinnacle "). Pinnacle desires to develop this parcel, and has requested that the City vacate its
interests in the slope easement in order to allow the development of such parcel to proceed.
Because the slope easement provides support to help maintain the structural integrity of the
adjacent portion of Williamson Road, the property owner has agreed to convey to the City
another easement across the same parcel wherein a retaining wall will be installed for the
purpose of providing support to Williamson Road.
Considerations:
Pursuant to state law, a public hearing is required to be held by the governing body before a
locality may vacate any of its interests in real property. The public hearing must be advertised
at least one time in a newspaper of general circulation, at least seven (7) days prior to the
public hearing.
Recommended Action:
Authorize the advertisement and scheduling of a public hearing to be held on February 19,
2019, at 7:00 p.m. or as soon thereafter as time permits, or at such later date and time as
determined by the City Manager, for City Council to consider this matter.

A RESOLUTION authorizing the acceptance of funding for the Virginia's Supplemental
Nutrition Assistance Program (SNAP) to the City of Roanoke from the Virginia Department of
Social Services (VDSS) to be used by the City of Roanoke Department of Social Services (DSS) to
support local overtime that may be necessary for the change in the February issuance of SNAP
benefits, and authorizing the acceptance, execution, and filing of appropriate documents to obtain
such funds, upon certain terms and conditions.
BE IT RESOLVED by the Council of the City of Roanoke as follows:
1. The City of Roanoke hereby accepts funding in the amount of $16,866.20 from the
VDSS, with a local match required from the City in the amount of $3,093.80, thereby making a total
funding of $19,960, to be used by DSS for SNAP to support local overtime that may be necessary for
the change in the February issuance of SNAP benefits, as more particularly described in the City
Council Agenda Report dated February 4, 2019.
2. The City Manager is hereby authorized to accept, execute, and file on behalf of the
City of Roanoke any and all documents required to obtain such funding. All such documents to be
approved as to form by the City Attorney.
3. The City Manager is further directed to furnish such additional information as may be

Subject: Appropriation of Funding for SNAP Program
Background:
Virginia's Supplemental Nutrition Assistance Program (SNAP) recipients will
receive their February food benefits early due to the previous federal
government shutdown. This change affected all SNAP recipients in Virginia
scheduled to receive benefits during the first week of February, regardless of
usual issuance date. The early issuance occurred on January 17, 2019.
Additional overtime funding in the amount of $19,960 was added for the City
of Roanoke Department of Social Services' use, primarily to support local
overtime that may be necessary for the change in the February issuance of
SNAP benefits.
Considerations:
These funds were placed in VDSS budget line 855 (Staff and Operations) to
expedite locality access to them, so they therefore carry a 15.5% local match of
$3,094. This emergency situation developed so quickly that there was
insufficient time to set up a special budget line with no local match (a process
which requires federal cost allocation plan approval).
City Council authorization is needed to accept and appropriate the funding.
Recommended Action:
Authorize the City Manager to accept the present amount of $19,960 in funding
from the Commonwealth of Virginia for the support of an early SNAP issuance
for February, 2019.
Adopt the accompanying budget ordinance to increase the revenue estimate in
the amount of $16,866, appropriate $19,960 to the expenditure account for
Social Services programs, and re- appropriate $3,094 from Account No. 01 -630-
5311-0531-3150 to account for the local match.

Subject: Roanoke River Greenway "Bridge the Gap" Phase II, Segment 1
Project - Authorization of Additional Change Orders to Contract
with Crowder Construction Company
Background:
The second phase of the 2.7 -mile Roanoke River "Bridge the Gap" Greenway
extends from Aerial Way Drive to Bridge Street. This phase was further divided
into two construction segments. The City has completed Segment 1 between
Aerial Way Drive and the Norfolk Southern (NS) Materials Yard. This segment
included construction of three bridge abutments and a pier for the river
crossing between Aerial Way and the Materials Yard. The final segment from the
NS Materials Yard to Bridge Street, Segment 2, is pending final negotiations of
land rights.
The City entered into a contract with Crowder Construction Company in the
amount of $3,207,694 for this Segment 1 portion of the greenway project.
Change Orders processed to date total $876,221.08 for additional costs due to
karst soil conditions, and construction of a fourth bridge abutment needed for
a second bridge crossing in the future Segment 2 project.
Considerations:
Known outstanding, additional change order items on this project total
$150,203.77 for the adjustment, or true -up, of the contract quantities for the
various overruns and underruns associated with the project. The true -up change
order includes overruns for subsurface installation of drilled shafts. The
overruns were attributed to karst or cavernous soil features associated with the
project site. The true -up change order also includes the concrete and
reinforcement quantities for the pier platform on the south side of the river that
connect Bridges 1, 2, and 3.
In addition to the above total of $150,203.77, other expenses connected with
the project may necessitate variations in the contract quantities. Therefore,
future change orders may be needed to the contract with Crowder Construction
Company as the project reconciliation moves to completion. However, the total
of such other change orders is not expected to exceed an additional $10,000
over and above the previously mentioned $150,203.77. Total Change Orders
should not exceed $160,203.77. Funding is available in the project account 08-
620 -9201, Roanoke River Greenway - Bridge the Gap.
Recommended Action:
Authorize the City Manager to execute additional change orders as mentioned
above, approved as to form by the City Attorney, to the City's contract with
Crowder Construction Company in an amount not to exceed $160,203.77 for
additional construction services, including change orders for $150,203.77 as
set forth above.
