W., to consider the following items for action, with Mayor Lea presiding and all Members of the Council in attendance, with the exception of Council Member Davis: A communication from Mayor Sherman P. Lea, Sr., requesting that Council convene in a Closed Meeting to discuss vacancies on certain authorities, boards, commissions and committees appointed by Council; and appointments /reappointments of City Council assignments, pursuant to Section 2.2 -3711 (A)(1), Code of Virginia (1950), as amended. A list of current vacancies is included with the agenda for this meeting. (6 -0) A communication from Council Member Michelle L. Davis, Chair, City Council Personnel Committee, requesting that Council convene in a Closed Meeting to discuss a personnel matter, being the annual performances of the Council- Appointed Officers, pursuant to Section 2.2 -3711 (A)(1), Code of Virginia (1950), as amended. (6 -0) A communication from the City Manager requesting that Council convene in a Closed Meeting to discuss the disposition of an approximately 1.00 acre portion of City -owned property located at 2424 Brambleton Avenue, S. W., where discussion in an open meeting would adversely affect the bargaining position or negotiating strategy of the public body, pursuant to Section 2.2 -3711 (A)(3), Code of Virginia (1950), as amended. The Invocation was delivered by The Reverend Jeff Wilson, Pastor, Huntington Court United Methodist Church. The Pledge of Allegiance to the Flag of the United States of America was led by Mayor Sherman P. Lea, Sr. Welcome. Mayor Lea. ANNOUNCEMENTS: The Council of the City of Roanoke is seeking applications for the following current vacancies and /or upcoming expirations of terms of office: Building and Fire Board of Appeals — one vacancy Human Services Advisory Board — one vacancy Roanoke Public Library Board — two vacancies Access the City's homepage to complete an online application for the abovementioned vacancies. 2 The Mayor's Annual State of the City Address on Thursday, August 29, 2019 at 8:00 a.m., at the Hotel Roanoke and Conference Center, 110 Shenandoah Avenue, N. PRESENTATIONS AND ACKNOWLEDGEMENTS: Presentation of the Government Finance Officers Association Certificates of Achievement for Excellence in Financial Reporting for the City's and Pension Plan Comprehensive Annual Financial Report (CAFR) for the Fiscal Year ended 2018, to the Department of Finance. The Mayor presented the Certificates to Amelia Merchant, Director of Finance and her staff. Presentation of gifts from the City's Sister City, St. Lo, France. Council Member Bestpitch commented on his trip to Saint Lo, France on June 29, 2019 for the 20th Anniversary Sister City Celebration. He presented an official Saint Lo Crest, with inscription, and a signed declaration medallion. The memorabilia to be placed in the Saint Lo cabinet on second floor of the City Municipal Building. 3. HEARING OF CITIZENS UPON PUBLIC MATTERS: City Council sets this time as a priority for citizens to be heard. All matters will be referred to the City Manager for response, recommendation or report to Council, as he may deem appropriate. Gary Flora, 4833 Brookwood Drive, S. W., appeared before the Council and spoke about the gun violence pipeline initiative that was established by former President Barack Obama. 5 4. CONSENT AGENDA: (APPROVED 7 -0, as amended) All matters listed under the Consent Agenda are considered to be routine by the Members of City Council and will be enacted by one motion. There will be no separate discussion of the items. If discussion is desired, the item will be removed from the Consent Agenda and considered separately. ADJOURNED - 3:50 P.M. 11 U U �,�:a. f... :.. v o �. �A �� �� �.- tF' �a ,,:�i.�r�' no- x t 0 0 0 Roanoke Technical Education Center 2018 -19 Highlights ➢ Over 2,10o Industry Certifications were earned this year. ➢ Six students competed in National competitions. ➢ For the first time students became ASE Master Students, SolidWorks Associates, and took the Praxis. ➢ PH was named a W!SE Blue Star School for the 41h year in a row. ➢ Three new programs were introduced (Commercial Photography, Cybersecurity, Technical Theater). ➢ Every Program continued to create 3 Pathways for students -Work, Apprenticeship/ On the Job Training, College. ➢ Over Zoo rising 61h graders attended 5-5 -5 this summer. ➢ Over 5,471 students took at least one CTE class this year. ➢ The graduation rate for a two year CTE student was 97.52 (for 2017 -18). ➢ RCPS employed 3 Teacher Cadets for the RCPS+ summer program. ➢ Pre - Engineering teacher Ray Cotter was named the 2018 -19 RCPS Teacher of the Year. o v Roanoke Technical Education Work -Based Learning ➢ Cooperative Education, Clinicals, Internships, Job Shadowing, Mentorships, Service Learning, and Apprenticeships are all recognized WBL paths. ➢ ROTEC has been providing WBL opportunities for to years. ➢ New opportunities now exist through additional Internships and Apprenticeships. ➢ 42 businesses are now partnering with Roanoke City Public Schools. ➢ ROTEC is expanding opportunities for students with the implementation of after school certification options. We volunteer for the Roanoke Department of Parks and Recreation and receive guidance from the Urban Forestry section of the department. 2. We prune young trees (including on greenways), plant trees, educate the public on the benefits of trees, water new trees, and are currently conducting a street tree survey. 3. In January 2019, we met a benchmark of volunteering 10,000 hours in 10 years, for an in -kind value of $224,527.49 as of that month. 4. We participated in Councilman Bill Bestpitch's Veterans' Day initiative by helping Veterans plant trees in the Argonne Circle, Preston Park, and Eureka Park. 5. We collaborated with the Roanoke Stormwater Division, Trees Roanoke, and the Upper Roanoke River Roundtable to plant 24 trees in West End Park with the help of neighbors, students and other Lick Run Watershed community members. 6. We have partnered with Roanoke City Libraries, Roanoke Stormwater Division, Trees Roanoke, and Roanoke's urban forestry staff to create a series of children's programs in Roanoke's libraries this summer: a. Program name "Trees Please" b. Educate children on the many benefits of trees c. Next program scheduled for the new Melrose library branch on August 8th at 3 PM 7. In Northwest Roanoke, we have pruned trees on Lafayette Blvd, Burrell Street, and Rugby Blvd. 8. One of my best experiences as a Roanoke Tree Steward occurred while performing maintenance on the trees that line Rugby Blvd. It was a hot day and one of the neighbors brought us cold water from the store on Rugby Blvd. While working on street trees, the residents often tell us how much they appreciate what we are doing. This is particularly true of the residents on Rugby Blvd. 9. This year we have worked in these parks: Eureka, Washington, Melrose, Strauss, Brown - Robertson, Golden, Morningside, Mill Mountain, Preston, Fallon, and Piedmont. Brown - Robertson reminds me each time I am there of the loss of life and devastations caused by the Flood of 1985. 10. Many of our activities have occurred in traditionally minority areas. 11. Our activities in the Northwest Roanoke area are well received by the residents. 12. This leads us to why we are here today. 13. We feel that there are members of Roanoke's minority communities that would like to be Roanoke Tree Stewards. 14. We are requesting guidance on how best to reach out to these communities. Considerations: • Addition of the Skate Park Project to the Capital Improvement Listing within the 5 -10 year timeframe as included on page 40 of the plan. Parallel to the development of this plan, the Department partnered with a local non - profit, The Roanoke Skate Park Initiative, to develop a feasibility study that determined the type, size, and location of a new skate park (Appendix K). While at this time, skateboarding was not a top priority based upon citywide survey data, Department staff felt that if the local community desired improved facilities, a jointly- funded and collaborative feasibility study would need to be conducted. Public Input During the first half of 2018, the City of Roanoke and their planning consultant LPDA (Land Planning and Design Associates) embarked on a feasibility and location study for the new Roanoke Skate Park. A public input meeting was conducted on March 28, 2018, at the Berglund Center by LPDA to determine stakeholder needs and preferences. Around 80 participants rated their top three choices from the existing city parks as a potential location for the future skate park. The top choice received three points towards a total score, the second choice received two points, and the third choice received one point. In order to build a skate park in an existing city park, the City of Roanoke wanted the chosen park to meet the following criteria: 1. Ample existing parking and /or the ability to expand to meet additional demand. 2. Existing restroom facilities. 3. Additional recreational amenities within the park to create a broad usage appeal. 4. Access to public transit (bus line) and /or close to greenway access. 5. Good visibility to ensure safety and security. The top preferred choices were River's Edge Park - North, Highland Park, Wasena Park, Jackson Park, and Fallon Park. Of these choices, Wasena Park was selected as the best candidate based on: 1. Available space 2. Close proximity to the Roanoke River Greenway 3. Close proximity of the upcoming greenway connector from Main Street Bridge Replacement 4. Existing nearby parking 5. On -site available utilities such as water and sewer 6. For the first 8 -10 years, expect regular maintenance to include cleaning and general park maintenance. Between 8 -15 years, some portions of the concrete may need minor repairs (coping repair, sealing cracks, etc.). After 15 years, portions of the concrete may need significant repair. City of Huntington WV has been maintaining their concrete skatepark for 4 years with no costs for repairs or maintenance (other than regular park maintenance such as blowing off leaves and mowing the surrounding grass). Warren County, VA has been operating and maintaining their skatepark for eight years. There were no notable maintenance costs for the first 6 years. Within the last 2 years, they have spent approx. $8,000 repairing cracks and chipped files for 1 large bowl and 2 smaller bowls (15,500SF total size). City of Charlottesville is currently constructing a destination- quality skatepark which will be used for skateboarding instruction, recreation, competition, and demonstrations. Their anticipated budget for maintenance supplies each year (primarily for blowing off the park every day, performing vegetative maintenance, and making minor repairs) is $5,200. Funding Options Based on the facility priority rankings of the 2018 Master Plan, the City should partner with like- minded private agencies, organizations, and corporations to help fund future capital park facilities, such as the skatepark. Because the amount of available capital funds is unknown at this time, the City should collaborate with local funders, community- minded foundations, and skating enthusiasts to secure the necessary funding over the course of a multi-year phased approach, to design and develop the new facility. If the skatepark project includes park improvements with an array of community benefits, the likelihood of community- focused funding will increase. In addition to collaboration and fundraising, the City should pursue grants and financial assistance from programs such as: • Community Development Block Grants Entitlement Program- provides annual grants on a formula basis to entitled cities and counties to develop viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low- and moderate - income persons. • Dept. of Environmental Quality Stormwater Local Assistance Fund- funding for Non -Point Source Nutrient Credit purchases and stormwater projects including: i) new stormwater best management practices; ii) stormwater best management practice retrofits, iii) stream restoration; iv) low impact development projects, v) buffer restorations, vi) pond retrofits, and vii) wetlands restoration. • Tony Hawk Foundation- funding for organizations seeking to build free, public skateparks in low - income communities. • Horace G. Fralin Charitable Trust- provides grants to qualified charitable organizations in Roanoke Valley, VA for the purchase, construction, renovation or expansion of buildings, equipment and other capital assets of a long -term nature that help the organizations to further their goals. 11 �O18 ��: -N, �O;K�E �KATFAN :EASIBIL!TY STJ Conclusion and Recommendations Wasena Park, the location of the current skate facility in Roanoke, offers an excellent opportunity for the City and its partners to develop a new, sustainable, user - friendly skate park for the community. By designing and constructing a facility that is between 13,000- 16,000 sf, the City allows for multiple experience levels, age groups, and user types to enjoy the facility together. In addition to the primary skate park facility, it is recommended that the paved perimeter path be constructed simultaneously in order to provide access to roller skates, BMX bikes, in -line skates, and non - motorized scooters. As the design process progresses, the skatepark project may include park improvements with an array of community benefits (improved parking, additional comfort stations, additional playground, bleachers or vendor areas, etc.). This would increase the likelihood of community- focused funding, enhance the user experience, and increase safe access for users and spectators. By partnering with other local agencies, non - profits, and like- minded individuals, in all likelihood, the City can employ a variety of creative and conventional ways to raise the design and construction funds to create a exemplary community facility.
